Each year, May is Bird Month in Nebraska. Birding is one of those activities that bring friends

and family members of all ages together to enjoy nature. If you have binoculars and a camera,

great! Use them! But you don't need any special equipment to enjoy birds.

Here in Box Butte County we see a variety of birds in our backyards and our parks. We can hop

in our cars and visit some great birding sites in the Panhandle. Crescent Lake, south of Lakeside,

is a National Wildlife Refuge, focused primarily on birds. Or turn north at Lakeside and head to

Smith Lake Wildlife Management Area (WMA). All the lakes and ponds in that area have geese,

shore birds, swimming birds, wading birds. Watch for beauties like swans, white-faced ibis,

curlews, avocets, herons, and grebes. And so many kinds of ducks.

The Nebraska Birding Guide suggests several locations in the Panhandle. Dawes and Sioux

Counties have several birding hot spots: Box Butte Reservoir, Chadron State Park, Fort

Robinson, Toadstool, Gilbert Baker, Sowbelly Canyon, Agate Fossil Beds.

Southern Panhandle birders enjoy the Wildcat Hills Nature Center. They also bird at Oliver

Reservoir, Lake Minatare, Kiowa WMA. A little further east, Ash Hollow, Lake McConaughy, and

Lake Ogallala are great birding locations.

The Nebraska Birding Guide has an online interactive map that lets you click on each location to

find out more information about that site and what birds you might be seeing.

Celebrate Nebraska Bird Month by getting outside and tracking birds during the Nebraska

Birding Bowl, May 1-31. The Nebraska Birding Bowl is sponsored by Nebraska Game and Parks,

Great Plains Audubon, Nebraska Wildlife Conservation Fund, and The Wild Bird Habitat Store.

You can help contribute data for bird research during this free, statewide birding competition.

Gather your friends and family or go solo and choose from four competition category levels

listed on the registration form. Registered participants that meet the category requirements are

entered into the running for prizes like birding gear and a $1,000 cash prize!

There are four competition levels in the Birding Bowl:

Fledgling Flock, for youth groups or families. Identify ten birds during the month and submit

Backyard Birder participants must identify ten birds, submit five eBird checklists, and attend

one bird month program, online or in person.

Dabbling Birder groups must observe twenty species, submit five eBird checklists with at least

one being from a location from a Nebraska Birding Guide Map, and register and attend at least

The Competitive Birder category requires the team to observe at least 50 birds and submit

eBird lists from at least three locations from the Nebraska Birding Guide Map.

There are several rules that must be followed. People can only be on one team. Each team must

have at least one adult, and adults have to be registered with an eBird account. One person on

the team must submit the eBird checklist to verify what they have seen.

You can only add birds to your list if you can positively identify them. But you can use books like

the Birds of Nebraska Field Guide or All the Birds of North America. Merlin Bird ID is a great app

to download and use, and it is available free from Cornell Lab of Ornithology. Merlin allows you

Getting Ahead: Nebraska Bird Month 

The Western Nebraska Human Resource Management Association (WNHRMA) is pleased to announce our

Receiving a $1,000 award is Carlye Kresl who will graduate in May from Hemingford High School. During high

school Carlye was active in cross country, track and wrestling. She also participated in leadership

opportunities like student council, National Honor Society, quiz bowl, one acts and the science Olympiad.

Carlye is planning to study business management at Wayne State College in Wayne, Nebraska. We are excited

for Carlye as she begins her college career.

Receiving a $1,000 award is Cambree Schmaltz who just finished her freshman year studying Agribusiness with

a minor in Animal Science at Kansas State University in Manhattan, Kansas. Cambree was active as a College

of Agriculture ambassador; the Collegiate Cattlemen’s Club and she volunteered her time as a tutor for the

UFM After School Program. We wish Cambree the best as she moves into her sophomore year.

Madisen Meek was awarded a $500 scholarship as she begins her college career at Colorado State University

where she will study Business Administration. Madisen will graduate in May from Hemingford High School

where she was active in FCCLA, Student Council, Cheerleading, National Honor Society and many more. We

Nathaniel Barker was awarded a $500 scholarship as he embarks on his college career at Western Nebraska

Community College. After completing prerequisite coursework, he will transition to Kansas City Kansas

Community College to specialize in Mortuary Science. Nathaniel will graduate from Bayard High School where

he was active in 4H, sports, choir, and band. Plus, Nathaniel is an Eagle Scout. We wish Nathaniel the best in

WNHRMA announces scholarship recipients 

NORTH PLATTE, NE —This morning local United States Postal Service employees were sent the following email below:

As part of a $40 billion investment strategy to upgrade and improve the Postal processing, transportation, and delivery networks, the United States Postal Service announced its plan to modernize mail operations at its North Platte P&amp;DC in North Platte, NE.

The announcement comes following a&nbsp;thorough business review and solicitation of public feedback on the facility’s future.&nbsp;In addition to determining the facility will remain open and modernized as a Local Processing Center (LPC), the business case supports transferring mail processing outgoing operations to the Denver P&amp;DC in Denver, CO. Currently, a majority of mail and packages are destined outside the North Platte area to the rest of the world.

The investment in the&nbsp;North Platte&nbsp;facility is a part of the Postal Service’s 10-year Delivering for America (DFA) plan to improve organizational and operational processes and actively make the Postal Service an efficient, high-performing, world class logistics and delivery provider.

The Postal Service will invest up to $4.4 million in the North Platte LPC, which will result in expanded and streamlined package and mail processing and distribution capabilities for the facility.&nbsp;These investments include $2.0 million for modernization efforts and deferred maintenance. For example, these funds will be used for new workplace amenities for Postal Service employees such as new lighting and renovated bathrooms and breakrooms. To help improve delivery services, investments totaling $2.4 million will be made to locate a Flex Rover Sorter Dual into the facility.

The facility will feature evolving USPS self-service tools and technology to give customers added services and new choices in how they ship and receive packages, including Smart Lockers, which are a keyless, self-service delivery solution that allows package shippers and package recipients to send and receive packages direct to a Post Office Smart Locker location.

The Postal Service also announced there will be no career layoffs as part of this initiative.&nbsp;All career bargaining unit reassignments, as well as any reduction in any number of pre-career employees, will be made in accordance with respective collective bargaining agreements. As part of its strategy, the Postal Service is enhancing package processing and shipping capacity, which may result in increased plant activity and the need for additional support in the future.

Once changes are implemented, Business mail entry, Post Office, station, and branch retail services are not expected to change, and delivery services will be enhanced. After the North Platte facility is converted to an LPC, it is anticipated that it will be able to mail and ship packages, manual letters and flats. The LPC is also anticipated to offer express services and accept bulk and permit mail.

Gary Person, President &amp; CEO North Platte Area Chamber and Development gave his comments below:

“I am thoroughly disappointed and disgusted with the lack of leadership at the highest level of the USPS.&nbsp; This is one more dagger in the heart of rural America.&nbsp; They truly do NOT care about rural and small-town citizens across America.&nbsp; The level of hypocrisy was on full display at the local public hearing when we heard about their game plan, which everyone knows the standards they talked about will never be met.&nbsp; The sad reality is that no one will hold them accountable for the obvious lies they spewed out about the improvement of service and time of mail delivery.

“Though it was obvious to many this decision was probably made months ago, I appreciate the fact local citizens still fought the good fight, and local and state leadership spoke out as well as U.S. Sen. Deb Fischer and Congressman Adrian Smith.

“The brave local USPS employees kept working hard despite being short-handed with so many positions unfilled (on purpose by the USPS leadership), and those employees that spoke out.&nbsp;&nbsp; I would encourage the local USPS employees that are impacted to stay in the community and fill job openings here. &nbsp;We need you.&nbsp; Clearly the USPS leadership cannot be trusted with their futures.”

U.S. Senator Pete Ricketts has been very vocal about the North Platte Processing and Distribution Center situation.

In March, Senator Ricketts and Congressman Adrian Smith sent a letter to Postmaster General Louis DeJoy seeking additional information about the review process for the North Platte Processing and Distribution Center.&nbsp;

“Nebraskans depend on the Postal Service for prompt and reliable mail and package deliveries. The North Platte P&amp;DC plays an essential role to ensure efficient and dependable delivery for rural communities in our state, and is a key employer in the North Platte area…. any actions that change North Platte P&amp;DC mail processing operations should not result in potential reassignments for Nebraskans working at the center.”

In addition, Senator Ricketts had staff at the Public Input Meeting held on March 28th. The Public Comment and Input Period closed on April 12th.

United States Postal Service to Close Regional USPS in North Platte, will be modernized as a Local Processing Center

CHADRON – Dr. Kimberly Paddock-O’Reilly has been named Chadron State College’s next Vice President for Academic Affairs, President Ron K. Patterson announced Wednesday. She will replace Dr. Jim Powell, who will retire June 30. Paddock-O’Reilly’s first day at CSC is July 1.

“We are excited to welcome Dr. Kimberly Paddock-O’Reilly to the Eagle family,” Patterson said. “I look forward to working closely with her to advance access and affordability for students, both inside and outside the classroom. Her scholarly record as an educator, researcher, and leader makes her an ideal person to drive our student-focused mission at Chadron State College.”

Paddock-O’Reilly brings a wealth of knowledge and expertise as Chadron State’s top academic officer.

She has most recently worked as an executive coach at KPL Coaching, a firm she co-founded, but prior to her personal business, Paddock-O’Reilly served as an administrator for eight years at Logan University in Chesterfield, Missouri. At Logan University, she was the Vice President of Academic Affairs, the Executive Vice President of Academic Affairs and Professor, and finally Provost and Professor.

Paddock-O’Reilly said her coaching skills, combined with her professional experiences, including her service as a peer reviewer, put her in a position to positively impact CSC.

“I truly believe that having the experience of working with organizations outside of higher education allows for innovation and outside the box thinking within higher education,” she said. “Getting to see all the ways organizations have had success and continue to grow their success provides us with a framework and that is good information to have as we continuously improve our offerings to best serve our students.”

Paddock-O’Reilly has excelled with her professional leadership opportunities. She was the Dean of Online Education and the Associate Vice President for New Programs at Salem University from 2012-14, the Dean and Associate Professor for the College of Health Sciences, a Vice Dean and Associate

Professor, and an Associate Dean at A.T. Still University. Paddock-O’Reilly was also responsible for training and hiring new faculty as the Associate Dean at ITT Technical Institute in Carmel, Indiana, and she was also the Academic Success Coordinator.

“I am a servant leader and one who wants to put the organization and the people first,” she said. “CSC is my priority, not myself. I want to be as inclusive and transparent as possible with how I make decisions, and I plan to be present and visible at college events and within the community. I will be connected to the students, the faculty and staff because I want to make their experiences better.”

Paddock-O’Reilly earned a Bachelor of Arts from Purdue University, a Master of Social Work from Indiana University School of Social Work, an MBA from the University of St. Francis in Joliet, Illinois, and a Master of Science degree in marriage and family studies from Lee University in Cleveland, Tennessee.

Her Doctor of Health Education is from A.T. Still University. Paddock-O’Reilly said she took the job at CSC because the opportunity will allow her to grow.

“There are so many things about Chadron State that align with what I’m already good at, but CSC is also a place where I feel like I’ll have a great opportunity to learn and grow as a leader and administrator,” she said. “From my short time on campus and within the community, I can tell the people are genuine and welcoming. CSC feels like a place where we can work together easily, and when we do that, we’ll have great outcomes. It is important to me that I keep growing and learning in my profession, and that will be easy to do with the atmosphere at CSC, as well as with the leadership of President Patterson.”

At CSC, Paddock-O’Reilly will supervise the college’s three academic schools, Institutional Effectiveness, the Office of Academic Success, Instructional Design, Internship and Career Services, the library and its various services to students, Upward Bound, and Project Strive/TRIO.

(ALLIANCE, NEB.)&nbsp;&nbsp;— The&nbsp;Nebraska Veterans Cemetery at Alliance (NVCA) will be hosting its annual Memorial Day program on Monday, May 27, 2024, at 1:00 p.m. MT.

Nebraska National Guard Adjutant General, Maj. Gen. Craig Strong, will be the keynote speaker, and Cemetery Manager Jim Goodwin will recognize the service members who are interred at NVCA. Patriotic music will be performed by St. John’s Brass. As homage to our fallen heroes, Alliance American Legion Post 7 will conduct a rifle salute and play “Taps.”

The event is open to the public. Seating is available but families are welcome to bring lawn chairs. NVCA is located at 2610 County Road 57 in Alliance. For more information, contact Cemetery Manager Jim Goodwin at 308-763-2958.

LINCOLN, NE&nbsp;– Governor Jim Pillen requested a federal major disaster declaration for Nebraska counties impacted by winter storm conditions on April 6 and 7. The request includes the following eight counties: Banner, Cheyenne, Dawes, Garden, Kimball, Morrill, Scotts Bluff and Sioux.

What began with thunderstorms and heavy rains developed into a system that produced freezing rain, snow, strong winds and blizzard conditions. The most significant damage was to power systems, including downed power lines. The five utility systems affected by the storm reported more than 2,000 power poles were broken or knocked down, in addition to damage to other system hardware. Some residents in the impacted areas were without electricity for up to a week. Other storm impacts included closed highways, downed trees, and some damage to local buildings and equipment.

A preliminary estimate puts the cost of damage exceeding $10.5 million. Federal funding approval would help cover costs to repair or replace public infrastructure.

CHADRON – In late April, Chadron State College students in Printmaking I (ART 225) led a two-day activity with 17 seventh graders in CSC alumna Whitney Tewahade's art class at the Chadron Middle School. CSC Art Professor Laura Bentz said the collaboration allowed the younger students to experience the process of silk screen printing, interact with college students, and begin thinking about the possibility of attending college.

The CSC students were Allison Acosta of Oro Valley, Ariz., Marissa Borchard of Sidney, Neb., Mackenzie Carlson of Trenton, Neb., Maya Goss of Cheyenne, Wyo., Madison Kinney of Gering, Neb., Amber Lange of Eustis, Neb., Angelyse Perez of Newcastle, Wyo., and Michael Rosebraugh of Wichita, Kan.

“For the CSC students, it is a great chance to demonstrate and teach one of the artmaking processes they learned during the semester and engage in a service-learning project,” Bentz said. “Once the panels from the group effort were finished, they were cut into smaller pieces and distributed to each participant.”

This&nbsp;is the second year Tewahade and Bentz have worked on the collaboration. Bentz said they plan to make it an annual event.

Alliance, NE – Box Butte County RSVP will be hosting a mobile food pantry in conjunction with Northwest Community Action Partnership and Food bank for the Heartland on Wednesday, May 8, 2024 from 4:00 p.m. until 6:00 p.m. This is a free program which distributes food to families in Alliance, serving one distribution per car.

To ensure safe access to the Senior Center located at 212 Yellowstone Avenue, the Alliance Police Department are asking patrons to begin at the northeast corner of East 2nd Street and Yellowstone Avenue. Traffic will line up down East 2nd to Potash Avenue on the north side of the street. Please make sure to leave intersections open. Any overflow traffic will continue on Potash Avenue to East 3rd Street parking along the south curb on East 3rd Street. Please stay in your vehicle at time of delivery.

CHADRON –&nbsp;Chadron State College recognized 354 candidates for graduation at the Spring Commencement Ceremony Saturday in the Chicoine Center. The event honored 274 undergraduates and 80 graduates. The opening moment of reflection was given by Austin Alexander of Newell, South Dakota, who also received her commission as a second lieutenant in the U.S. Army. The closing moment of reflection was provided by Kinsey Smith of Windsor, Colorado.

Former Nebraska State Senator John Stinner Sr. was the commencement speaker.&nbsp;The speaker for today’s commencement is former Nebraska State Senator John Stinner Sr. He was elected to the Nebraska Legislature, representing District 48, in 2014 and re-elected 2018, before his term expired in 2022. A native of Pennsylvania, Stinner came to Nebraska on a full athletic scholarship and was a member of the University of Nebraska national championship football team in 1970-71. He earned a bachelor’s degree in business administration in 1973 and a master’s in economics from UNL in 1976.

He encouraged the graduates to live a life full of gratitude.

“M.K. Mueller recommends that every morning for 30 days when you pop out of bed, the first thing you will do is write down three things you are grateful for. Research indicates people who maintain a gratitude journal are more happy, productive, and energized,” Stinner said. “Future teachers, wouldn’t it be interesting to start your students’ practicing gratitude in grade school? Having an entire generation of happy, energized, productive people living a life of gratitude would be something to see.”

He included advice for other future leaders, as well.

“One Gallup poll in 2003 indicated that the number one reason people leave their jobs was that they don’t feel appreciated. If you are a boss or leader, look for opportunities to praise or compliment good work. If a worker feels appreciated, they feel much more invested in your organization,” Stinner said.

Stinner reviewed the life lessons he learned from his parents, the anchors, and transformers in his life.

“We weren’t rich, as my dad was a mechanic and my mom stayed home when I was a child. They were a part of the Greatest Generation and neither graduated from high school. They had seven children and were adamant that all of us would go to college and we did. You see, they felt a college degree was a pathway to a better life. Statistics today bear that out,” Stinner said.

He addressed artificial intelligence and the unknown transformations it will bring.

“There will be certain risks, challenges and opportunities. We will be creating jobs that we don’t even have names for yet. For me, embracing change is synonymous with being a life-long learner. Continuous study in your profession will build proficiency, which will build confidence, and with confidence, you are more apt to take on prudent risks throughout your life’s journey which can lead you to new and exciting paths,” Stinner said.

As Stinner concluded his business career, he decided to give back to his community by running for the State Legislature. Once he was elected, he said it was a learning curve to move from managing a staff to learning consensus-building with 48 other legislators.

“I needed to forge relationships helpful in getting support and passing future legislation. Even though you spend endless hours in meetings and debate, I found that the most important skill was empathetic listening to other points of view. In today's polarized world, we need people who will listen, and I can assure you that compromise is not a bad word. It’s actually what has made our country great. It’s how true democracy works,” Stinner said.

&nbsp; Scottsbluff, NE-On Saturday May the fourth 2024 @ 9:31 PM Scottsbluff Police Officers, Scottsbluff Fire Fighters, and Regional West emergency medical services were dispatched to the intersection of East 15th Street and 10th Ave to investigate a traffic crash between a vehicle and a house. 

Investigation revealed that Braulio Cruz, age 60 of Scottsbluff, was west bound on East 15th Street driving a 2001 Chevrolet Tahoe at a high rate of speed when he ran the stop sign at 11th Ave.  After crossing 11th Ave the vehicle ran off the road to the left and drove across an empty lot. 

The vehicle crossed 10th Ave, drove through a fence, and into the home at 1420 10th Ave. The home was occupied but no one inside was injured. The home received significant damage and the vehicle was totaled. Cruz and a passenger, Alberto Areas, age 38 of Scottsbluff, received minor injuries. Cruz and Areas were treated at the scene and not transported to the hospital by EMS. 

Cruz was arrested and booked in at the Scotts Bluff County Detention Center for Driving Under the Influence of Alcohol, Willful Reckless Driving, a Stop Sign violation, and No Proof of Insurance. Scottsbluff Police were assisted at the scene by Scotts Bluff County Sheriff’s Deputies.&nbsp;&nbsp;

“Curbside!” Three or four Pine Ridge Job Corps students intercept a patched-up 1950’s pickup

after a lull during the April community recycling event in downtown Chadron. Each grabs a bag,

maybe an armload of newspapers or cardboard, making a quick deposit in the sorting area.

Just over a dozen different young adults from Job Corps have served as volunteers at Keep

Chadron Beautiful’s monthly event since this past winter. This USDA Forest Service center is

well-known for its community service. Throughout the years I have seen students on numerous

occasions in Box Butte and Dawes Counties doing everything from rehabbing a school art

building at the fairgrounds to removing litter along Highway 385. Mary Meier, who works at Job

Corps and the Keep Alliance Beautiful recycling center, has been a more recent connection. Not

only spearheading an additional service/education opportunity for the students in Chadron, she

brought a crew to help at the recycling center a couple weeks ago.

Alliance and Chadron’s respective Keep America Beautiful affiliates forged a partnership in

2023 where KAB has lent its support and expertise as our neighbors reboot the availability of

public and business recycling. On the majority of the public events I have traveled up with one

of our green trailers. Initially, KChB board members and a few other adult volunteers manned

the event. College-age kids showed up in droves one Saturday at the fairgrounds as every

vehicle attracted a host of helpers from either the Job Corps or Chadron State Eagles football

team – the former group expects to contribute longterm.

At the most recent recycling curbside opportunity, I worked with Mary to visit with several of the

students. As things wound down, I met: Eulalie Nduwamungu, from Bellevue, Neb., Business

Administration; Aldair Huitron, Omaha, carpentry; Venae Shelly, Omaha, Union Painting;

 </figure>“Curbside!” Three or four Pine Ridge Job Corps students intercept a patched-up 1950’s pickupafter a lull during the April community recycling event in downtown Chadron. Each grabs a bag,maybe an armload of newspapers or cardboard, making a quick deposit in the sorting area.Containers returned, the driver is on his way in five minutes flat – my estimate sans astopwatch.Just over a dozen different young adults from Job Corps have served as volunteers at KeepChadron Beautiful’s monthly event since this past winter. This USDA Forest Service center iswell-known for its community service. Throughout the years I have seen students on numerousoccasions in Box Butte and Dawes Counties doing everything from rehabbing a school artbuilding at the fairgrounds to removing litter along Highway 385. Mary Meier, who works at JobCorps and the Keep Alliance Beautiful recycling center, has been a more recent connection. Notonly spearheading an additional service/education opportunity for the students in Chadron, shebrought a crew to help at the recycling center a couple weeks ago.Alliance and Chadron’s respective Keep America Beautiful affiliates forged a partnership in2023 where KAB has lent its support and expertise as our neighbors reboot the availability ofpublic and business recycling. On the majority of the public events I have traveled up with oneof our green trailers. Initially, KChB board members and a few other adult volunteers mannedthe event. College-age kids showed up in droves one Saturday at the fairgrounds as everyvehicle attracted a host of helpers from either the Job Corps or Chadron State Eagles footballteam – the former group expects to contribute longterm.At the most recent recycling curbside opportunity, I worked with Mary to visit with several of thestudents. As things wound down, I met: Eulalie Nduwamungu, from Bellevue, Neb., BusinessAdministration; Aldair Huitron, Omaha, carpentry; Venae Shelly, Omaha, Union Painting;Johntavius Toole, Lincoln, Painting; Leon Clauson, Deshler, Facility Maintenance; and CasonFisher, Fairbury, Not Assigned (currently in 60-day Career Preparation phase). Eulalie said shedecided to take part because “I wanted to help.” Johntavius said it is a good way to “give back tothe community” while Aldair pointed out that assisting with local recycling reflects on the JobCorps’ “good reputation” and is “good for the planet.” They all agreed that it has been fun andthey want to keep on doing it.In addition to taking advantage of the opportunity to serve – and have time off campus,Johntavius said they are learning to recycle as well. Mary agreed. “We are assisting thecommunity we live in,” she said. “I wanted them to see the waste out there, way we recycle it,help out the landfill, save the Earth’s space. Wanted them to recognize the waste we have onour own campus and recycle there as well.”Anyone can learn to recycle, yet “Working with the people is way better (to) adapt to changesand organizations,” Johntavius said. “(We want to) keep it clean, keep it organized, keep itfresh,” Venae added. “Even a little thing makes a big impact,” Eulalie emphasized.Students who have been to Alliance to process recyclables or Chadron for curbside collectionare able to apply time to required hours. “It helps us to build our work-based hours,” Mary said,explaining the overall hours logged helps in their respective rank among 24 Centers nationwide.“Also, when they do community service such as KAB or KChB (students receive) evaluationcredit for it.”The Pine Ridge Job Corps has assisted Keep Alliance Beautiful in the past in beautification andother projects. “Community service has always been in our blood . . . shines a positive light onour community and our students.”A group of 10 students at the recycling center made an impressive impact in just four hours asthey processed 16 boxes of primarily curbside bags and completed a bale of cardboard. Marysaid one of the best aspects has been a first-hand education of where materials such ascardboard, plastic and glass go on their first step to becoming something else. Also, acommunity member cooked for them and they were “delighted in that, very much so,” she said.The students have been asking when the next event is, Mary noted. She said they plan tocontinue.“You get to know the people in the community more. I really enjoyed doing this,” Johntaviussaid. “We like to get students involved anytime we have a project and like to get the word out forpeople to recycle and spread the awareness.”
