The Alliance Police Department issued a statement on Friday about an early morning burglary at Carhenge on March 28.

Police say that the incident occurred at about 2:20 a.m. on that morning, when video surveillance captured two individuals in dark clothing, presumably male in a two-door black sedan.

The individuals were seen with prybars and a portable drill as they burglarized Carhenge.

APD is asking for the assistance from the public in identifying these individuals, contact the Alliance Police Department at 308-762-4955.

Spring is here — and with it, opportunities of all kinds to enjoy the outdoors. Whether you’re seeking adventure, relaxation or the chance to learn new skills, you can find it at a Nebraska state park. Here are some activities you can start enjoying now.

Birding is a great spring activity, as Nebraska is a prime spot during spring migration. Opportunities include wild turkeys and hundreds of songbirds returning to the state from their winter homes.

Other spring wildlife watching opportunities include red fox kits, which are usually born in March and April and will emerge from their dens around four to five weeks after birth. You can also hear frogs calling statewide anywhere there is water, and many snake species will begin emerging from their dens in April, as well. Spring is go-time for anglers. Everybody wants to be out fishing in April and May as there are so many opportunities, especially as the water warms up.

While you can find good fishing for just about any species, crappie and walleye will be especially favorable. Crappie can be found statewide in shallow water where they’re easy to access. Camping in spring allows you to beat the summer rush and avoid the heat. While you can find great camping at many Nebraska state parks, division administrator Bob Hanover pointed out a few that are particularly good this time of year.

This collaboration aims to enhance victims' support services and streamline access to critical community resources.

The newly established Victim Advocate position will be embedded within the Scottsbluff Police Department, allowing for seamless coordination between law enforcement and victim advocacy services. This model will foster closer collaboration, improve response times, and ultimately provide comprehensive assistance to individuals affected by domestic violence and sexual assault.

This joint initiative combines the expertise and resources of the DOVES Program and the Scottsbluff Police Department to address the immediate needs and long-term well-being of survivors in our community. The Victim Advocate will play a crucial role in empowering victims, ensuring their rights are protected, and offering support throughout their journey to healing and recovery.

Chronic absenteeism is a major problem at Alliance Public Schools according to administrators, and APS is holding an event to address it with the Alliance community.

On April 11, there will be an event called the Parent Power for School event at the Middle School, at 6 pm for families to challenge this issue.

Alliance, NE – Beginning today, April 5th, Niobrara Avenue from 5th to 6th street will be closed due to sidewalk and curb maintenance. 

The maintenance work is anticipated to be completed by Monday, April 15th.

APRIL 3, 2024 (LINCOLN, NEB.)&nbsp;&nbsp;— The Nebraska State Patrol is reminding all drivers to keep their focus where it matters during Distracted Driving Awareness Month. Keep your eyes on the road and off your phone while you’re behind the wheel.

To kick off April, which is recognized as Distracted Driving Awareness Month, troopers, deputies, and officers are participating in a national mobilization focused on safe driving. The campaign began on Monday, April 1, and runs through Sunday, April 8.

“Through education and enforcement, our troopers are constantly working to keep Nebraska roads safe,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “When you’re behind the wheel, your primary focus should be driving. Help keep yourself and others safe by eliminating distractions by putting your phone down.”

According to the National Highway Traffic Safety Administration, more than 3,000 people were killed in crashes involving distracted driving in 2022, accounting for 8% of all roadway fatalities across the country.

The Nebraska Attorney General’s Office is issuing a Consumer Alert regarding an increase in Family Emergency Scams in Nebraska.

The Family Emergency, or Grandparents Scam, involves scammers reaching out to Nebraskans by phone and text with emotionally gripping stories and an urgent need for money. Scammers know you are more likely to give money to someone you trust, so they pose as family members in crisis.

These scams are a form of Imposter Scams. According to the FTC, Imposter Scams were the top reported fraud category last year, with more than 850,00 reports from consumers, and 21% of these reported a dollar loss.

Scammers may also pose as authority figures, like a bail bondsman, hospital representative, attorney, or police officer, requesting money on behalf of your family member.

If you receive a call or text like this, here are four things you can do:

This is an opportunity for children ages 3 to 21 with little or no dental insurance to receive care at no cost. Children will be seen at Gordon Memorial Hospital and Life Smiles in Sidney.

“This will be the 20th year Dental Days has been offered in the Panhandle and providing important care for area kiddos. There are several partners that bring this event to fruition including local dentists, school nurses, hospitals, community volunteers, Open Plains Transit, and UNMC,” said Janelle Visser of Panhandle Public Health District (PPHD). Visser is one of the coordinators behind the annual event.

CHADRON – Chadron State College’s Spring Daze activities are scheduled to begin this week and include several items for both campus and community members to attend.

Events will kick off Thursday at 11 a.m. with the Presidential Block Party, sponsored by the Campus Activities Board (CAB), in the Kent overflow parking lot. Food trucks, games, National Guard simulators, and other activities will be available. The Celebration of the 100th Anniversary of C-Hill will begin later that evening at 6 p.m. at Elliott Football Field. Following the celebration, the Night of Country Swing (NOCS) Club will host a bonfire and dance in the Backyard.

On Friday, activities will surround the Presidential Inauguration of Dr. Ron K. Patterson. The processional will begin at the Student Center at 2:30 p.m. and the Investiture will follow at 3 p.m. in Memorial Hall. Hors D'oeuvres will be served at a reception in the lobby of the Math and Science Center of Innovative Learning (COIL) at 4:30 p.m. The Pit will also host a March Madness Watch Party for the NCAA Men’s Basketball Championship. Food will be available.

Bob Ross Paint Night, sponsored by the Residence Life Association (RLA), is scheduled for Sunday at 4:30 p.m. at The Hub.

A Solar Eclipse Watch Party viewing the partial solar eclipse will take place in The Veath Planetarium at 11 a.m. Monday. Shining Light on Mental Health and Sexual Assault Awareness will begin Monday at 5 p.m. in the parking lot south of the Nelson Physical Activity Center. Monday’s activities will conclude with Bingo Night in The Hub at 7 p.m.

Gering Police are in search of a man who is a suspect in an assault with a hammer.&nbsp;

Panhandle Post is told that the man is described as a 5'8 Hispanic man who Police say drove away from the 1800 block of 20th street in Gering NE on Wednesday before a 911 call was made at the residence.

On Wednesday, Legacy Cooperative ("Legacy") and West Plains LLC ("West Plains") announced that they have agreed that Legacy is to acquire seven of the grain handling locations in the Nebraska Panhandle.&nbsp;

The locations include Alliance, Berea, Chadron, Hay Springs, Merriman, Clinton NE and Batesland SD.&nbsp;

A press release states that the transaction is slated to close on June 1st, with all open storage and to-arrive grain purchase contracts at the affected locations being assigned to Legacy. Legacy said that they expect to retain all local employees and will continue normal operations.

West Plains will continue to focus on growth in its remaining assets in Nebraska, Colorado, and Wyoming.

Charlie Wright, Legacy CEO says the acquisition will strengthen the core of their core grain handling business and will also provide increased providing market access to their growers. 

"We are eager to welcome the local West Plains staff to our team and will work diligently with our customers to make this transition as smooth as possible,” Wright said.

Amit Bhandari, CEO of West Plains says that selling assets in Alliance is an opportunity for the company to expand market presence.

Getting Ahead: WHAT DOES IT MEAN TO BE RENT-BURDENED?

If you rent a place to live, how much of your income should you be spending on rent? The simple answer is 30%. But what does that include, and how is it calculated?

First, calculate your monthly housing costs. Start with how much you pay for rent. Then add any utilities you are responsible for. This is electricity, water, sewer, refuse - in Alliance, all the things on your City of Alliance bill. Add your bill from Black Hills Energy that covers your natural gas expense. The total is your monthly housing cost.

Your rent burden is your monthly housing cost divided by your monthly income. Multiply by 100 to convert it to a percent.

If you have rent of $500, city and gas utilities of $250, your monthly housing cost is $750. With a household income of $2500, then 750÷2500=.3; .3×100=30%. You are not rent burdened.

If you have rent of $700 and utilities of $300, your monthly housing cost is $1000. With an income of $2000, then 1000 ÷ 2000 = .5; .5 × 100 = 50%. You are rent burdened.

In the last three to five years, rents in America have skyrocketed. Housing values have increased. Costs for repairs have increased. Taxes have increased. And there is a housing shortage throughout America. A housing shortage means there isn't any reason for landlords to lower rent.

22.4 million American households are rent-burdened, meaning they are spending more than 30% of their income on their housing costs. In Nebraska, 43.5% of renters are considered to be rent-burdened, according to the OpenSky Policy Institute. OpenSky is a nonpartisan organization in Lincoln that provides fiscal research and analysis.

Low-income families are more likely to rent than to own housing. Low income means their household income is less than 200% of the federal poverty threshold. They often end up in substandard housing that would not pass a building inspection.

The best solution for low-income families is to apply for HUD assistance from the federal Department of Housing and Urban Development (HUD) for public housing or Section 8. The Alliance Housing Authority (AHA) charges 30% of a household's income for rent in their housing units. There are several things that can be deducted from their income prior to calculating the rent amount. There are also utility allowance amounts based on the unit and the family size.

AHA has 59 total units; 49 duplex apartments and 10 houses. All units are currently full, but there is a short wait list. People must first live in an apartment before they qualify for a house.

They must prove that they will take care of the unit, be courteous to other residents, and pay their rent on time. They must also take care of their own lawns and do their own snow removal or hire someone to do it for them. None of the houses are handicap accessible; however, there are three accessible units in the duplex apartments.

People who qualify for Section 8 assistance rent homes from private landlords. The Section 8 program is run by the Alliance Housing Authority, but each owner is responsible for leasing and managing their own properties. Families may not earn more than 50% of the median income for the county. These families also pay 30% of their income for rent. The federal government provides a voucher to subsidize the rent from HUD. This subsidy is paid directly to the landlord.

Applicants for low-income or Section 8 housing must be citizens or legal residents of the United States. They must meet income guidelines, and they must pass a criminal background (NCIC) check through the FBI.

Rosewood Estates in Alliance also has income requirements, but they do serve moderate income individuals who are at least 55 years old. They are managed by EXCEL Development and do not come under HUD. Section 8 vouchers can be obtained from the AHA for rent assistance at Rosewood.

Opinion: What Does it mean to be Rent-Burdened?

CHADRON – Chadron State College will host several events in support of sexual assault awareness throughout April, which is National Sexual Assault Awareness Month.

The activities will begin with&nbsp;“Scream” Movie Night, scheduled to take place Tuesday at 6 p.m. in the Student Center. The film Scream relates to sexual assault awareness because it demonstrates the extremes of what stalking by a significant other can look like. The night will also feature a presentation by Title IX Coordinator Morgan Cullan on Stalking Awareness. The event is co-sponsored with RLA.

The Clothesline Project, a T-shirt display featuring graphic messages and illustrations intended to represent the experience of a sexual assault survivor or someone who lost their life to interpersonal violence, will be on display in The Pit of the Student Center April 2 through April 23. These shirts will be worn during the Walk-A-Mile in Her Shoes event on April 23. The Clothesline Project is organized by the UNITED Club.

A library book collection dedicated to books about sexual assault, mental health, and recovery will also be on display in the King Library for the month of April.

Shining Light on Mental Health &amp; Sexual Assault Awareness&nbsp;will begin at 5 p.m. on Monday, April 8. Half of C-Hill will be lit in teal for Sexual Assault Awareness Month and half will be lit in green honoring Mental Health Awareness Month in May. A city proclamation will be read following the lighting ceremony.

On Tuesday, April 9, Cover the Cruiser will be at the Lindeken Clock Tower from 11:30 a.m. to 1:30 p.m. This event invites students to make a pledge of support for survivors and speak out against sexual violence by writing messages of support on sticky notes and placing them on a police cruiser. The event is coordinated by Cardinal Key.

Lunch and Learn, a presentation about gaslighting, a type of abuse where the perpetrator makes the victim doubt themselves, presented by Cullan and Licensed Student Counselor Chelsea Turner, will be at noon April 17 in the Student Center’s Scottsbluff Room.

Walk-A-Mile in Her Shoes, sponsored by Zeta Alpha Kappa, will start at Memorial Hall April 23 at 4:30 p.m., and end at the Dawes County Courthouse.

Later the same day, 10th Street Miscellany will be hosting Survivor Open Mic night at Bean Broker on April 23 at 6 p.m.

Denim Day is scheduled to take place at CSC on April 25. Students are invited to wear jeans to help bring awareness to victim blaming and destructive myths surrounding sexual violence. This event is sponsored by Every Eagle Succeeds. A photo booth, sponsored by the Social Work Club, will be set up in the Student Center for students to take photos in their denim and raise awareness for Sexual Assault Awareness Month from 10 a.m. to 2 p.m.

On April 26, CSC student Kolby Mason and Cullan will host a Sexual Assault Workshop in the Student Center’s Scottsbluff Room at noon. The workshop will discuss the impacts of sexual assault on the LGBTQ+ community.

City of Alliance announces summer hours starting in May

Judging is complete, and Carnegie is excited to announce the award winners for the 31st&nbsp;Anniversary Show! A total of 66 pieces were divided into seven media categories. As always, there was an incredible amount of talent, and the competition was fierce. We are so proud of all our entrants for the courage it takes to put their hearts on display to the public. 

There was no specific theme or imagery required. Artists could enter whatever work they wanted as long as it fit into one of our seven media categories which included Painting, Three-Dimensional, Drawing, Mixed Media, Textile, Photography, and Youth. The exhibit was judged by Stephanie Coley from West Nebraska Arts Center.

Best of Show went to Gretchen Peters with “Sunset Wheat.” In the Painting category First Place went to Rick Yusten for “Old Home Place” and Second Place went to Stephanie Berve for “Unfetter.” In the Three-Dimensional category First Place went to Mark Van Housen for “Wood Vase” and Second Place went to Becci Thomas for “Nature’s Bits and Pieces.” 

In the Drawing category First Place went to Gretchen Peters for “Sunset Wheat” and Second Place went to Dennis Laughlin for “Jonny.” In the Mixed Media category First Place went to Becci Thomas for “Serendipity Totem” and Second Place went to Danika Rowe for “Winter Light.” In the Textile category First Place went to Diana Eaglin for “Hortense” and Second Place went to Dennis Laughlin for “Red Cloud Tribute.” In the Photography Category First Place went to Garald Horst for “Midas Touch” and Second Place went to Garald Horst for “While Time Passes.” In the Youth category First Place went to Ayvrie Waldron for “Looking into History” and Second Place went to Olive Radice for “Are You There God? It’s Me.”

Each Category also had two Honorable Mentions. Painting Honorable Mentions went to “Water Dreams” by Bob Peltz and “Fiery Chariot” by Yelena Khanevskya. Honorable Mention in Three-Dimensional went to “Small Emerging Vase” by Mark Van Housen and “Emerging Vase” by Mark Van Housen.&nbsp;

The night is free to the public and the whole family is welcome to attend. During the reception we will be handing out our sponsored First Place and Best of Show cash award winners.

By Carnegie Arts CenterJudging is complete, and Carnegie is excited to announce the award winners for the 31st&nbsp;Anniversary Show! A total of 66 pieces were divided into seven media categories. As always, there was an incredible amount of talent, and the competition was fierce. We are so proud of all our entrants for the courage it takes to put their hearts on display to the public. There was no specific theme or imagery required. Artists could enter whatever work they wanted as long as it fit into one of our seven media categories which included Painting, Three-Dimensional, Drawing, Mixed Media, Textile, Photography, and Youth.
