As the U.S. government moves toward&nbsp;<a href="https://apnews.com/article/marijuana-biden-dea-criminal-justice-pot-f833a8dae6ceb31a8658a5d65832a3b8">reclassifying marijuana</a>&nbsp;as a less dangerous drug, there may be little immediate impact in the dozen states that have not already legalized cannabis for widespread medical or recreational use by adults.

But advocates for marijuana legalization hope a federal regulatory shift could eventually change the minds — and votes — of some state policymakers who have been reluctant to embrace weed.

“It is very common for a state legislator to tell me, ‘Well, I might be able to support this, but ... I’m not going to vote for something that’s illegal under federal law,’” said Matthew Schweich, executive director of the Marijuana Policy Project, which advocates for cannabis legalization.

Although&nbsp;<a href="https://apnews.com/article/marijuana-reclassification-biden-garland-dea-3c9478472e124c7aaa9b934270b0d450">a proposal to reclassify marijuana</a>&nbsp;would not make it legal, “it is a historic and meaningful change at the federal level that I think is going to give many state lawmakers a little less hesitation to support a bill,” Schweich added.

The U.S. Drug Enforcement Administration has proposed to shift marijuana from a “Schedule I” drug, which includes heroin and LSD, to a less tightly regulated “Schedule III” drug, which includes ketamine and some anabolic steroids. Federal rules allow for some medical uses of Schedule III drugs. But the proposed change faces a lengthy regulatory process, which may not be complete until after the presidential election.

In the meantime, the proposed federal change could add fresh arguments for supporters of ballot measures seeking to legalize marijuana. Florida voters will decide on a constitutional amendment allowing recreational cannabis this November. Public votes could also be held in several other states, including South Dakota, where supporters plan to submit signatures Tuesday for a third attempt at legalizing recreational marijuana.

Following two previous failed attempts, a Nebraska group is gathering signatures to get two measures onto this year’s ballot: one to legalize medical marijuana and another to allow private companies to grow and sell it.

In North Dakota, criminal defense attorney Mark Friese is a former police officer who is backing a marijuana legalization&nbsp;<a href="https://apnews.com/article/north-dakota-marijuana-ballot-initiative-23334e1feeaec1e3da856b62f94a741d">ballot initiative</a>. He said the proposed federal reclassification could immensely help this year's initiative campaign. North Dakota voters rejected legalization measures in 2018 and 2022 but approved medical marijuana in 2016.

“The bottom line is the move is going to allow intelligent, informed discussion about cannabis legislation instead of succumbing to the historical objection that marijuana is a dangerous drug like LSD or black tar heroin,” Friese said.

Others aren't so sure the reclassification will make a difference.

Jackee Winters, chairperson of an Idaho group backing a ballot initiative to legalize medical marijuana, said it's tough to get would-be supporters to sign their petition.

“People are literally afraid to sign anything in Idaho that has to do with marijuana,” she said. “They’re afraid the cops will be coming to their house."

The proposed federal change may have little affect in 24 states that already legalized recreational marijuana for adults, or in an additional 14 states that allow medical marijuana. But advocates hope it could sway opinions in a dozen other states that either outlaw cannabis entirely or have limited access to products with low levels of THC, the chemical that makes people high.

Georgia has allowed patients with certain illnesses and physician approval to consume low-THC cannabis products since 2015. But until last year, there was no legal way to buy them. Eight dispensaries are now selling the products.

The Georgia Board of Pharmacy last year also issued licenses for low-THC products to 23 independent pharmacies, but the federal DEA in November warned pharmacies that dispensing medical marijuana violated federal law.

Dawn Randolph, executive director of the Georgia Pharmacy Association, said a federal reclassification of marijuana could open the way for pharmacists to treat marijuana products “like every other prescription medication.”

In other states, such as Tennessee, elected leaders remain hesitant to back either medical or recreational marijuana. Tennessee Senate Speaker Randy McNally, a Republican, previously said he wouldn’t support changing state law until the federal government reclassifies marijuana.

But after reports about the DEA’s recommended reclassification, McNally still held off on supporting any push to legalize medical marijuana.

Removing marijuana as a Schedule I drug “would only start the conversation in my mind. It would not end it. There would still be many issues to resolve if the downgrade to Schedule III happens as proposed,” he said Thursday.

A proposal to legalize medical marijuana died in a Kansas Senate committee without a vote this year, and an attempt to force debate in the full Senate&nbsp;<a href="https://apnews.com/article/medical-marijuana-medicaid-expansion-kansas-ef48f2d5737f4c7ba3de496c7c84c13f">failed by a wide margin</a>. The strongest and most influential opposition came from law enforcement officials, who raised concerns that any legalization could invite organized crime and make it difficult to assess whether people are driving under the influence.

Kansas Bureau of Investigation Director Tony Mattivi considers the DEA effort to reschedule marijuana “misguided and politicized,” KBI spokesperson Melissa Underwood said.

The head of the South Carolina state police force also has opposed efforts to legalize medical marijuana, saying it opens the door to other drug use. A legalization bill backed by Republican state Sen. Tom Davis passed the Senate this year but has stalled in a House committee.

“It’s difficult to rewire a lot of people who have been conditioned to think of marijuana in a certain way,” said Davis, who vowed to push a medical marijuana bill again next year if reelected.

Although not fully embracing medical marijuana, Iowa and Texas both have laws allowing limited access to some cannabis products with low levels of THC. Some Texas cities have passed ordinances allowing small amounts of marijuana. But a similar effort in Lubbock, home to Texas Tech University, was derided in a Facebook post by Republican state Rep. Dustin Burrows as part of “nationwide effort by the left to undermine public safety.”

In Wyoming, a decade of pro-marijuana efforts through ballot initiatives and legislation has gotten nowhere. Gov. Mark Gordon, a Republican, has been ambivalent about legalizing medical marijuana and opposes legal recreational pot. The GOP-led Legislature didn’t even debate the latest bill to decriminalize marijuana and legalize medical marijuana.

Yet one organizer, who helped unsuccessful petition efforts in 2022 and 2023, hopes federal reclassification of marijuana nudges more lawmakers to support legalization.

In response, the Nebraska Legislature passed LB514 that requires all registered Nebraska voters, with limited exceptions, to present an acceptable form of photo ID when voting in Nebraska elections starting with the May 2024 primary election.

Be prepared for poll workers to request to see your photo ID. Acceptable forms of photo ID include the following:

Kimball, Neb. - On 05/08/2024 at approximately 1900 hours, Officers of the Kimball Police Department, and Deputies of the Kimball County Sheriff’s Office, responded to the 1500 block of East 5th street, reference a suspicious vehicle.

Officers quickly arrived on scene and upon further investigation, it was discovered that the suspicious vehicle was reported stolen from Rapid City South Dakota. 

Tinkuy Chalampuente (30) was arrested by the Kimball Police Department for being in possession of a stolen vehicle.

WASHINGTON, D.C. –&nbsp;U.S. Senator Pete Ricketts (R-NE) was one of 26 U.S. Senators who called on the United States Postal Service (USPS) to pause planned changes to its processing and delivery network that could slow down mail delivery until the potential impacts are further studied by the Postal Regulatory Commission (PRC) and addressed by the Postal Service.&nbsp;

The letter comes following this week’s news that USPS intends to transfer operations of the North Platte, NE Mail Processing and Distribution Center (P&amp;DC) to Denver, CO and convert the North Platte facility to a Local Processing Center. Ricketts has repeatedly engaged with USPS fighting to preserve the facility. In March 2024, Ricketts&nbsp;<a href="https://www.ricketts.senate.gov/wp-content/uploads/2024/05/USPS-North-Platte-PDC-Ricketts-Smith-Letter-.pdf">sent a letter</a>&nbsp;with Representative Adrian Smith (R-NE-3) requesting more information about the plans for the P&amp;DC. USPS is moving forward swiftly with plans to consolidate and alter its facilities across the country, making irrevocable changes to its processing and delivery network which links all communities. This plan includes moving mail processing further away from local communities, by transferring operations out of local facilities (“Local Processing Centers” and Delivery Units) and into more distant hubs (“Regional Processing and Distribution Centers” and “Sorting and Delivery Centers”). The plan also includes “local transportation optimization,” an initiative that cuts the number of truck trips and mail collections at USPS facilities, causing mail to sit overnight in local offices. USPS has begun to implement this change without notifying the public, causing critical delays for mail that requires overnight delivery.

We are concerned about the impacts these changes have had so far, and the potential impacts that further changes could have. In regions where USPS has implemented significant changes, on-time mail delivery has declined. In addition, it is not clear these changes will improve efficiency or costs. Despite these concerns, USPS has moved forward with announcing and approving additional facility changes across the country. The nature of these changes creates concerns that local and rural service could be degraded. For example, USPS proposals to remove all outbound mail operations from local processing facilities seem to particularly harm local mail – since mail sent to a nearby locality would first have to go through a far-away processing facility, often in another state. “Local transportation optimization” has also caused disproportionate impacts on rural areas. In some rural communities, it has eliminated the possibility of overnight delivery for critical mail like medications and laboratory tests. Taken together, these changes have a nationwide scope and would affect service across the country.

We call on USPS to pause all changes, pending a full study of this plan by its regulator. While USPS claims these changes overall will improve service while reducing costs, there is evidence to the contrary in locations where USPS has implemented changes so far. In particular, we urge the Postal Service to request a comprehensive Advisory Opinion from the Postal Regulatory Commission (PRC), which would provide a robust and public process to study the impacts of these changes. The request and analysis must include the full scope of network changes, including the intersecting changes to facilities across the nation (conversions to Regional Processing and Distribution Centers, Sorting and Delivery Centers, and Local Processing Centers) and local transportation optimization. During a hearing before the Committee on Homeland Security and Governmental Affairs, Postmaster General DeJoy stated that USPS would consider requesting an Advisory Opinion – and suggested that USPS may slow down “mail move” changes in 2024. Disappointingly, the Postmaster General did not commit to the scope of an Advisory Opinion, or to meaningfully stopping changes until further study is complete.

The Postal Service must promptly request a comprehensive Advisory Opinion to study the impacts of its full plan. USPS should pause all changes, including administrative approvals and on-the-ground changes, until the PRC completes this study and USPS incorporates the results. USPS must improve service immediately in areas where changes have been implemented, and restore status quo operations as much as practicable.&nbsp;

The Postal Service’s primary responsibility is to provide timely and reliable delivery to every community across the nation. While USPS must continue adapting as an agency to remain stable and serve the public’s current needs, it must proceed with caution and understand the implications of its plans in order to protect mail delivery for all communities.

Ricketts Calls on Postal Service to Pause Planned Changes Following Announcement Regarding North Platte Facility

Imperial, Neb. - An Imperial man who shot and killed a 19-year-old in 2022 was sentenced on Tuesday.&nbsp;&nbsp;

21-year-old Tristan Ferguson was sentenced to 8 to 14 years in prison for manslaughter and attempted possession of a firearm while committing a felony.&nbsp;&nbsp;&nbsp;

On November 25, 2022, the Imperial Police Department and Chase County Sheriff's Office responded to a shooting in Imperial that occurred at a residence near east 12 street. When law enforcement arrived on scene, 19-year-old Jesse Krausnick was found with a gunshot wound. He was transported to Chase County Community Hospital where he passed away.&nbsp;

Alcohol was involved when Ferguson, who was 19, pointed the shotgun at Krausnick and pulled the trigger, striking the 19-year-old. Ferguson thought the gun was unloaded.&nbsp;

Krausnick was a student at the University of Nebraska-Lincoln.&nbsp;

This morning, May 9 in the 8 a.m. hour the Alliance Police Department investigated a two-vehicle accident near the area of Subway in Alliance.&nbsp;

"During the course of the accident investigation it was determined that after the initial collision between the two vehicles, a secondary collision occurred when one of the vehicles drove into the outdoor pavilion located on Subway property," said Alliance Police Sergeant David LaDuke. "This secondary collision caused property damage."

LaDuke told Panhandle Post that one of the drivers involved in the accident was transported to Box Butte General Hospital with suspected minor injuries sustained from the accident. 

   The two vehicles involved were both towed from the scene by Red Beard Garage. 

LaDuke said, one of the drivers involved in this accident received citations for Failure to Yield as well as Operator's License Required.&nbsp;

Work Will Begin Monday on N-71, North of Scottsbluff

SCOTTSBLUFF, NEB.&nbsp; — Investigators with the Nebraska State Patrol have arrested a Kimball man following an investigation into a reported sexual assault of a child.

In early April, the Nebraska State Patrol was made aware of a reported assault of a young child that had occurred in Kimball County in 2019. The initial report came to the Keith County Sheriff’s Office, which referred the case to NSP because of the location of the assault.

Upon investigation, NSP investigators obtained an arrest warrant for the subject, identified as Chris Wilson, 46, of Kimball. Investigators located and arrested Wilson on Thursday, May 2. He was lodged in Kimball County Jail.

 </figure>By NSPSCOTTSBLUFF, NEB.&nbsp; — Investigators with the Nebraska State Patrol have arrested a Kimball man following an investigation into a reported sexual assault of a child.In early April, the Nebraska State Patrol was made aware of a reported assault of a young child that had occurred in Kimball County in 2019. The initial report came to the Keith County Sheriff’s Office, which referred the case to NSP because of the location of the assault.Upon investigation, NSP investigators obtained an arrest warrant for the subject, identified as Chris Wilson, 46, of Kimball. Investigators located and arrested Wilson on Thursday, May 2. He was lodged in Kimball County Jail.

 We are requesting any home camera footage that may have captured the vandal(s) in action or just walking to the next location. 

At the moment, our primary affected area is east of Main Street going north from US Hwy 27 to around 5th Street. That area may expand. If you have footage to share, we would appreciate if you could share it with us by dropping off a DVD disc or USB drive to the Gordon Police Department.

Gordon police seek community help with recent vandalisms 

&nbsp; Lincoln, Neb. May 8, 2024 — After several days of thunderstorms, it was blue skies and sunshine on Thursday, May 2, for the grand opening of the Nebraska Statewide Arboretum’s (NSA) new production greenhouse. More than 65 NSA donors and members, community leaders and university staff gathered outside of the greenhouse on UNL’s East Campus for the ribbon cutting ceremony and then stayed to shop at the plant sale that followed.

NSA Executive Director Hanna Pinneo thanked the many donors who helped NSA raise the funds needed to construct the new greenhouse. "Some gave five dollars, some gave more. We are grateful for every dollar donated that helped us reach this goal," she said.

Prior to the construction of the new greenhouse, NSA Horticulture Program Coordinator Bob Henrickson and a cadre of volunteers drove to Mead several days each week from mid-February through April, where they sowed seeds and germinated thousands of plants in borrowed greenhouse space. Going forward, the new greenhouse will make plant production much more efficient.

"When your mission is to ‘plant Nebraska,’ you need to plan, grow and nurture lots of plants," said NSA Board President Julie Zahn. "This task just became immensely more efficient today."

"The Nebraska Statewide Arboretum links Nebraskans to the University, to the Institute of Natural Resources and to the natural world," said Cara Pesek, IANR communications director, at the ceremony. "The plants grown in this greenhouse will help further the Statewide Arboretum’s work all across Nebraska."

The additional space will also enable NSA to sell more trees, shrubs and perennials that are native and well-adapted to the climate and ecology of the Great Plains."

Native plants are important to homeowners and communities that are trying to create more biodiverse and climate-resilient landscapes," said Pinneo. "If we can get more native plants into these landscapes, we are going to see improvements in climate resiliency.

"Lincoln resident and NSA member Karna Cronn attended the plant sale following the ribbon cutting. Cronn, a Master Garden who volunteers at Sheridan Elementary’s outdoor classroom and garden, was looking for native plants that will attract pollinators to the school garden.

"I was so pleased to see all the variety of native plants," said Cronn. "I’m really happy that our school's garden will be the lucky recipient of these little green treasures!"

Nebraska Statewide Arboretum Celebrates Grand Opening of New Production Greenhouse on East Campus

To save the Postal Service, or not save it. That’s the crisis – and the question – the Postal Service faced that led to the creation of its 10-year Delivering for America plan in March of 2021. In the three years since, our organization has been working to recover from operational and financial catastrophe. In the summer of 2020, we had incurred $137 billion in losses and our organization was going to run out of cash in 60 days. 

We had 30-year-old vehicles and had deferred over $20 billion in maintenance for our infrastructure, which led to shameful workplaces. Even more shocking, there was no plan to deal with this dire situation and that would create a self-sustaining, reliable Postal Service that could effectively serve Americans for years to come.&nbsp;&nbsp;

That is why our organization launched the Delivering for America plan – a $40 billion investment strategy to upgrade and enhance the Postal Service’s processing, distribution, and transportation network. As a part of this plan, we are proposing significant updates to our facility here in North Platte. As the Postal Service continues to review its local operations, I want to lay out the facts of what we are doing:&nbsp;&nbsp;

First, we are not closing the North Platte Processing and Distribution Center (P&amp;DC). We will convert it into a Local Processing Center (LPC) and the Postal Service intends on investing between $4 million and $6 million into it. These investments include $2.4 million for a brand-new sorting machine that will help improve delivery services and $2 million for modernization efforts and deferred maintenance.&nbsp;&nbsp;

Second, the Postal Services will not be laying off any career employees as a part of this review. Our efforts will improve the workplace by providing our employees with new amenities – like updated lighting, renovated bathrooms, and breakrooms. We are also providing more opportunities for non-career employees to become career employees – and in the last three years – more than 165,000 pre career employees have converted to career. If any changes ultimately affect our pre-career workforce in the facility, that is the very nature of a flexible workforce category. In addition, as part of its strategy, the Postal Service is enhancing package processing and shipping capacity, which may result in increased plant activity and the need for additional support in the future.&nbsp;

Third and finally, our modernization efforts will have no effect on services here in North Platte. Our initial review found that converting the North Platte facility into an LPC would allow mail and packages to move more seamlessly through our network thereby enhancing services to residents and businesses. Under this plan, local mail would not be affected. The vast majority of local mail travels out of state, and local-to-local mail will stay within the current 2–3-day delivery standard. It is also important to note that Business mail entry, Post Office, station, and branch retail services are not expected to change, and delivery services will be unaffected because of this review.&nbsp;

The Postal Service remains committed to the transparency we have applied throughout the network modernization process. Each year, May is Bird Month in Nebraska. Birding is one of those activities that bring friends

and family members of all ages together to enjoy nature. If you have binoculars and a camera,

great! Use them! But you don't need any special equipment to enjoy birds.

Here in Box Butte County we see a variety of birds in our backyards and our parks. We can hop

in our cars and visit some great birding sites in the Panhandle. Crescent Lake, south of Lakeside,

is a National Wildlife Refuge, focused primarily on birds. Or turn north at Lakeside and head to

Smith Lake Wildlife Management Area (WMA). All the lakes and ponds in that area have geese,

shore birds, swimming birds, wading birds. Watch for beauties like swans, white-faced ibis,

curlews, avocets, herons, and grebes. And so many kinds of ducks.

The Nebraska Birding Guide suggests several locations in the Panhandle. Dawes and Sioux

Counties have several birding hot spots: Box Butte Reservoir, Chadron State Park, Fort

Robinson, Toadstool, Gilbert Baker, Sowbelly Canyon, Agate Fossil Beds.

Southern Panhandle birders enjoy the Wildcat Hills Nature Center. They also bird at Oliver

Reservoir, Lake Minatare, Kiowa WMA. A little further east, Ash Hollow, Lake McConaughy, and

Lake Ogallala are great birding locations.
