April 1&nbsp;- What is a hardiness zone? I'm Anita Gall University of Nebraska Master Gardener. The hardiness zone is based on 30-year averages of the lowest winter temperatures at specific locations. It is then divided into 10-degree Fahrenheit zones and again into 5-degree half-zones. The map reads we are in zone 5a. It doesn't take into consideration our temperature fluctuations in winter, high temps in summer, or drought. I recommend you choose plants that are in Zone 3 or 4, we do raise some Zone 5 plants, but they may succumb to winter.

April 2&nbsp;- As the weather begins to warm up, we get excited to get into the garden or landscape. Now is an excellent time to cut ornamental grasses down, look at shrubs, and remove any dead or broken branches. Bear in mind that some shrubs bloom on old wood, and you need to wait until after they have bloomed to prune, an example, lilacs and some spirea. Prep beds for planting but don't get in a rush to plant perennials or annuals yet. Even though we have had some very nice days, it is not unusual for us to have a mid-May freeze or snowstorm. Add organic matter to your area and then loosen the soil with a hand spade or a tiller, you do have to be careful that you don't repack the soil when tilling.

April 4&nbsp;- Did you know that plants are like most humans and enjoy interaction with each other? I'm Anita Gall University of Nebraska Master Gardener. Plants tend to be healthier if they are planted together as they can help protect each other from sun, wind, snow, and heavy rains. When pairing plants consider their water needs and plant similar needed ones. Think about color combinations and when they bloom. You will want to plant a mix of spring, summer and fall blooming plants together as well as varying heights. Plant the shorter varieties to the front of the bed and taller plants to the back.

Gardening tips in Nebraska Panhandle for week of April 1-5

The Nebraska State Patrol Special Investigations Team has been activated to investigate a Chadron Police Department officer-involved shooting. The incident occurred this morning in Chadron.

Preliminary investigation shows that the Chadron Police Department contacted the driver of a stolen vehicle at the gas pump area of a business near the intersection of Highway 385 and Highway 20. During that interaction, an officer-involved shooting occurred.

The subject was transported to Chadron Community Hospital where he was pronounced deceased. The name of the deceased is being withheld at this time pending family notification.

The Chadron Police Department requested that the Nebraska State Patrol conduct the investigation. The investigation is in the early stages and remains ongoing.

CHADRON – The spring Graves Lecture Series at Chadron State College will conclude April 2 with speaker senior Emmanuella Tchona of the Republic of Benin. The event will be in the Mari Sandoz High Plains Heritage Center at 7 p.m. and is free and open to the public.&nbsp;Tchona will present A Path to Graduate School: Research Opportunities offered at CSC. Tchona is a senior who plans to graduate in May with a bachelor’s degree in chemistry. &nbsp;

She is an Nebraska Institutional Development Award Program (IDeA) Networks of Biomedical Research Excellence (INBRE) scholar. As such, she had the opportunity for field research ranging from medicinal and organic chemistry to biochemistry and cancer biology. After graduate school she plans to pursue a career in scientific research.&nbsp;

Tchona is also a tutor in math and science, speaks fluent French, and enjoys cooking. She has been the president of the CSC International Club for three years. She will graduate in May and enter a doctoral program at the Medical College of Wisconsin in the fall.

Graves Lecture Series at CSC to conclude Tuesday

OMAHA — U.S. Agriculture Secretary Tom Vilsack visited Omaha Thursday and announced $124 million in grants and loans to&nbsp;<a target="_blank" href="https://www.rd.usda.gov/media/file/download/usda-rd-final-fpep-reap.pdf">projects in 44 states</a>&nbsp;that are aimed at saving energy and creating more income streams for smaller farmers and rural businesses.

The heftiest award — nearly $4 million — went to Nebraska’s Bluestem Systems to help boost a creative process that removes water and pathogens from manure. In doing so, the company produces dry fertilizer and recycles the water for on-site use.

Bluestem’s grant is part of the USDA’s Fertilizer Production Expansion Program (FPEP), and the rest of the funding comes via the Rural Energy for America Program (REAP).&nbsp;

In all, Vilsack said, the 542 projects — most of the awards range from about $7,000 to $1 million — are expected to advance President Joe Biden’s pledge to expand clean energy and allow small- to mid-sized farm and rural operations a better chance at competing with larger counterparts.

Among recipients were 19 Nebraska entities.

Record farm income, but bounty is concentrated

To a group of about 75 people at the University of Nebraska at Omaha, Vilsack described key challenges faced by most farmers. Since 1981, he said, the nation has lost some 545,000 farms and 155 million acres of former farmland.

While the nation has enjoyed record farm income in the last few years, he said, the income has been concentrated among about 7% of farms that cumulatively collect up to 89% of the bounty.

Part of the answer to shrinking rural communities, Vilsack said, is to provide access to funding via programs such as REAP and FPEP. Such monies, he said, open the door to creating other “value-added” opportunities and sources of income for farmers.

Instead of “get big or get out,” Vilsack said: “The word is entrepreneurial.”

Jenny McCord of Ideal Enterprises spoke of how a REAP grant helped update the family-owned business and, ultimately, helped keep the lights on.

The funding was used to modernize freezer systems in the 75-year-old market, saving substantially on energy and utility costs. Along with her husband, McCord said, her two sons are among those who work in the business, which is a lifeline to the town’s economy.

“If the grocery store closes in town, the town starts to die,” she said.&nbsp;

Russ Vering, owner of Bluestem Systems, based in Howells, Nebraska, also was on the panel. He said the nearly $4 million FPEP award headed to his business will help construction and equipment purchases for livestock operations at two Nebraska locations and another in Iowa.

Vering said the funding more specifically will accelerate development of Bluestem’s&nbsp;process that removes water from manure and separates remaining solid nutrients to create a fertilizer mix. The water is recycled for use in the plant, Vering said — nearly eliminating the need to haul away water and thereby also reducing traffic on the roads.

“We’re excited,” Vering said. “We’re going to make a great impact on farms in Nebraska by reducing costs and defining sustainability.”

Vilsack spent more than an hour participating in the roundtable discussion and talking to the audience about the Biden administration’s investment in rural communities nationwide.

Of the newly announced funding, Vilsack said, “Investments announced today will expand access to renewable energy systems and domestic fertilizer, all while creating good-paying jobs and saving people money that they can then invest back into their businesses and communities.”&nbsp;

Most of the funds stem from the Inflation Reduction Act, the nation’s largest-ever investment in combating the climate crisis, through the REAP program. More than $1.8 billion has been invested via REAP since Biden took office. And more than $174 million has been invested through the FPEP program.

Vilsack told the Omaha audience that investment into such programs will help revive the rural economy and contribute to the nation in other ways.&nbsp;

“Food security is national security,” he said.

He said rural communities produce youths who grow up practicing the value of “giving back” to community and country.

“It’s a great new day,” he said after outlining USDA programs. “I’m very optimistic.”

Since 1981, he said, the nation has lost some 545,000 farms and 155 million acres of former farmland.While the nation has enjoyed record farm income in the last few years, he said, the income has been concentrated among about 7% of farms that cumulatively collect up to 89% of the bounty.Part of the answer to shrinking rural communities, Vilsack said, is to provide access to funding via programs such as REAP and FPEP.  <li>Nebraska’s Darr Grain company in Cozad is to receive $164,250 to install wind turbines at a grain storage facility, which are expected to save $9,700 in electrical costs per year and generate more than 138,000 kilowatt hours of electricity per year. That represents 77% of the company’s energy use, enough to power nine homes.</li>

 <li>In Maine, Moorit Hill Farm, with its $64,950, is to install a roof mount solar system that is expected to save the equivalent of 100% of the farm’s annual energy use. According to a news release, that is enough clean energy to power nearly five homes, replace 50,000 pounds of burning coal or replace about eight gasoline powered cars.</li><li>In Idaho, Boulder Creek Oz is to use its $20,000 award to buy and install a biomass furnace to provide additional heat to cabins and mountain lodging in Boundary County. The venture anticipates saving more than $3,800 a year. It is to replace about 94% of its energy use per year.</li>

Lincoln, Neb. - The Nebraska Hall of Agricultural Achievement recognized two honorees and inducted eight new members during its annual banquet, held on the University of Nebraska-Lincoln’s East Campus on March 22.

Honorees celebrated at the 2024 event were Dr. Chris Calkins, a Meat Science Professor Emeritus at the University of Nebraska-Lincoln. He has made significant contributions to the meat industry over his 40-year career, particularly in beef quality research.&nbsp;

Bill Rishel of Lincoln founded Rishel Livestock Services, Inc., with his wife Barb. They established Rishel Angus, a registered herd of Angus cattle. His vision propelled Rishel Angus to prominence, influencing major artificial breeding companies and revolutionizing Angus genetics within the industry.&nbsp;

The night saw new members inducted. New members are nominated by Nebraska Hall of Agricultural Achievement members and then recommended by the Board of Trustees for approval by the NHAA membership. Each individual has made significant contributions to the state’s agricultural industry.

Wes Ullrich, a Mitchell farmer, has served on the Nebraska Dry Bean Commission for nine years. He was appointed by Governor Dave Heineman and reappointed twice. Ullrich has been actively involved in the US Dry Bean Council from 2013 to 2015, serving on the Executive Committee as Vice Chairman and Chairman of the International Promotions Committee. He promoted US-grown dry edible beans globally and participated in trade missions. He has also identified research needs and advocated for funding to address them, supporting dry bean researchers at the Research and Extension Center. Three Panhandle natives inducted to Nebraska Hall of Agricultural Achievement

The rule of law is foundational to our Republic. Enforcing the law and public safety is one of government’s main purposes. Yet, in recent years, Americans have seen the Biden administration weaponize the Department of Justice (DOJ).

The DOJ’s mission is to “uphold the rule of law, to keep our country safe, and to protect civil rights.” Equal justice means people in similar circumstances should be treated equally. This principle is at the core of who we are. Nebraska’s state motto is “Equality before the law.” Yet, that’s not what we have seen from the Department of Justice under the Biden administration. Reviewing their actions raises serious questions about the Department’s fairness.

After the pandemic, parents across the country started speaking out to advocate for their children’s education. The National School Board Association claimed these parents’ protests were “domestic terrorism.” Attorney General Merrick Garland sent a memo validating their claims and outlining the DOJ’s response. In another instance, a federal whistleblower disclosed documents showing the Federal Bureau of Investigation (FBI) hoped to spy on Roman Catholic parishes. Their reasoning was conservative Catholics are potential “Racially or Ethically Motivated Violent Extremists.”

The Biden DOJ has also chosen to selectively enforce the law in favor of its position on abortion. It has vigorously prosecuted pro-life Americans demonstrating at abortion facilities. For example, in 2022, a pro-life activist, husband, and father was accused of allegedly pushing a patient escort outside an abortion clinic. The DOJ decided that allegation merited a full SWAT team raiding the home where he lived with his wife and children. On the other hand, Garland has failed to give the same attention to the dozens of attacks on pro-life women’s resource centers. He has also refused to enforce federal law to protect conservative Supreme Court Justices at their homes. If politically motivated violence truly has no place in America, justice requires prosecuting the perpetrators regardless of their political leanings.

Law enforcement resources aren’t endless. Choices are made about where to focus the Department’s attention. The DOJ’s choices should concern us all. We’re seeing waves of violent crime across the country, but that’s not what Garland is focused on. Instead, he recently announced doubling the division that targets states who strengthen election integrity laws.

Now, in the middle of a presidential election, President Biden’s Republican opponent, former President Donald Trump, is facing 91 charges across four different jurisdictions. Elections should be fought at the ballot box. Instead, liberal prosecutors are trying to defeat President Trump in the courtroom. It’s un-American. It’s anti-democratic. It’s wrong.

Both Trump and Biden allegedly mishandled classified documents. Yet only President Trump is on trial. Biden was excused for the same alleged crime. A Garland-appointed Special Counsel said a jury would find Biden “a well-meaning elderly man with a poor memory.” In other words, Biden gets a pass to break the law because a jury might think he’s too incompetent to stand trial. We’ve also seen very little accountability for President Biden’s family. They lied on federal forms and used their proximity to profit.

These partisan crusades from the DOJ aren’t good for our country. This weaponization flies in the face of equal justice. I will continue raising these issues until the American people get answers. There needs to be accountability for any misconduct or favoritism. Prosecutors must enforce the law fairly and evenly. People in similar circumstances should get equal treatment from our legal system. President Biden’s DOJ has gravely damaged its reputation amongst the very American citizens it is intended to protect and serve. We can’t look away. We need to hold them accountable.

North Platte, Neb. - The Nebraska State Patrol received a new Mobile Command Post on Sunday and is ready to serve the North Platte area but also the surrounding region. This vehicle will be stationed at the&nbsp; NSP Troop D Headquarters in North Platte.&nbsp;

"In the event of any type of emergency, we can bring this vehicle to the site and basically set it up as a mobile building and once it's on station, we can configure it for a variety of different uses," said NSP Colonel John Bolduc. "This vehicle could be used for rescue and recovery, for first responders who are on station for long periods of time, it can be used as a mobile office, it could be used as a gather point for information and could be used as a media station."&nbsp;

The vehicle is equipped like an office. NSP officials say the Command Post has equipment installed but are working on adding more equipment. Tables, power outlets, built in Wi-Fi network system, computers are already in the vehicle and ready to be used as like it's a mobile office.

Nebraska State Patrol welcomes new Mobile Command Post 

Lincoln, Neb. March. 29, 2024 —Sidney is welcoming community development professionals from across the country for the 6th annual Connecting Entrepreneurial Communities Conference May 1-2. Hosted by Rural Prosperity Nebraska, the conference features workshops, seminars and keynote lectures by experts in all things community development, from building tourism assets to strengthening entrepreneurial ecosystems.

“When we talk about entrepreneurship, we’re not just talking about starting up businesses,” said Jamie Bright, the Rural Prosperity Nebraska Extension educator leading this year’s conference. “In the community development arena, we’re all entrepreneurs in that we’re all seeking out innovative ways to help our communities thrive. That’s what this conference is about—collaborating with like-minded individuals to help our communities prosper.”&nbsp;&nbsp;

To highlight the innovative ways communities bring prosperity to their residents, the conference will use the “walking conference” format. Unlike traditional conferences, where attendees move room to room in a conference center, this one will hold each of its nearly 30 sessions in different, locally-owned businesses.

This year in Sidney, businesses include a cheese shop, a home décor store, and a bank, among others. Attendees walk from business to business, not only seeing the hosting city between sessions, but experiencing first-hand the entrepreneurial ideas and practices that make the local environment thrive for businesses and residents alike.

“Sidney has an abundance of unique businesses and locations to host this un-conference style conference,” said Alisha Juelfs, the entrepreneurial navigator for E3 Energizing Entrepreneurial Ecosystems in Cheyenne County and coordinator for bringing the conference to Sidney.&nbsp;“All the communities in Cheyenne County, have demonstrated resilience over the last several years. Hosting the event provides the opportunity for those stories to be shared and experienced.”

Topics for this year’s sessions include workforce development, grant writing, investment cooperatives, entrepreneurial enhancement, planning and zoning regulations, youth empowerment, creative arts districts, as well as overviews of programs offered by Rural Prosperity Nebraska Extension educators. Keynote speakers include Juelfs and the Energizing Entrepreneurial Ecosystems team, and Rob Russell, senior program director for University of Missouri Extension.

In addition to formal sessions, Boss City Brewing Co. is hosting a networking reception on the first night of the conference.

“Not only is networking a big plus of attending the conference, but it’s a hallmark of community development,” said Bright. “Networking is how we grow, as individuals, as communities, as a state. This conference is designed to encourage networking and collaboration among the best and brightest in this field. So we all walk away not just knowing more, but being able to do more when we get back to our communities.”

While attendees benefit from the expertise shared by presenters, local businesses benefit as well. Conference Focuses on Entrepreneurial Development in Nebraska Communities

Attorney General Mike Hilgers joined a coalition Thursday of 11 state attorneys general suing the Biden Administration over its latest illegal attempt at student loan forgiveness.

The lawsuit was filed today in the United States District Court for the District of Kansas Wichita Division.

“In&nbsp;<a href="https://ago.nebraska.gov/news/attorney-general-hilgers%E2%80%99-statement-regarding-biden-v-nebraska" target="_blank">Biden v. Nebraska</a>, the Supreme Court made clear that the President cannot unilaterally cancel billions of dollars of student debt. President Biden has refused to accept&nbsp;the&nbsp;Nebraska&nbsp;decision and is now trying an end-run-around it, following a different pathway to the same illegal result.&nbsp;Today, we joined a lawsuit that ensures this latest lawless action does not go unanswered,” stated Attorney General Mike Hilgers.

The multistate lawsuit argues that the U.S. Department of Education doesn’t have the authority to alter student loan repayment plans, essentially canceling more than $156 million in student loan debt. It also argues that the U.S. Supreme Court struck down an earlier version of Biden’s illegal student loan program last summer.

The Court ruled that the program violated federal law and that only Congress can authorize the forgiveness of student loans—which requires spending taxpayer money to do so.

The coalition is made up of attorneys general from Nebraska, Kansas, Alabama, Alaska, Idaho, Iowa, Louisiana, Montana, South Carolina, Texas, and Utah.

Chadron Police are looking for a White Sedan in connection to shots fired at a local business.

Chadron Police Department said in a press release that on Wednesday at 5:30 afternoon they were called to 319 Beech Street and City's Liquors for reports of shots fired to the building.

When CPD officers arrived, they found two bullet holes on the wall of the westside of the building. The person who reported the incident said they believed the shots were fired at 4:30 pm.

During the investigation, Chadron Police located video surveillance that identified a white 4-door sedan with South Dakota license plates that authorities say was acting suspicious in the parking lot.&nbsp; The vehicle left the parking lot and headed west on Highway 20 just prior to the time the shots reportedly took place.

The Chadron Police Department is currently looking for the white 4-door sedan and working with other law enforcement agencies to identify and locate the vehicle of interest.

&nbsp;Chadron Police Department says that they believe this was an isolated and random incident.&nbsp;
