No more 2024 Nebraska spring turkey hunting permits are available to nonresidents. The quota of 10,000 permits has sold out, according to the Nebraska Game and Parks Commission.

Permits were available for purchase by nonresidents beginning Jan. 8, 2024. The last permit of the quota was purchased Jan. 25.

This is the second year for the 10,000-permit quota for nonresidents. In 2023 the permit sold out on March 24.

The fall turkey season permits will go on sale Aug. 12 at 1 p.m. Central time.

CHADRON – Northwest Nebraska tourism industry professionals will have a chance to network with each other during the fourth annual Treasure Chest of the Northwest April 4, 2024, at 5:30 p.m. at the Dawes County Fairgrounds Event Center. Chadron Chamber of Commerce host the event.

Three tourism awards will be presented to the Frontline Employee of the Year, the Business/Attraction of the Year and the Tourism Volunteer of the Year. Nominations for the awards are open until March 1 at https://discovernwnebraska.com/industry-awards/.

In addition to the awards, attendees will have the opportunity to network and exchange ideas and information with each other and hear from several speakers during the workshop to prepare for the upcoming tourism season. A brochure exchange will be offered, and attendees will have chances to win several prizes.

Event coordinators, business/attraction managers, owners and employees are invited to enjoy heavy appetizers provided by B&amp;B Catering, networking and informational sessions. Radio airwaves throughout Western Nebraska are set for the annual United Way Radiothon on Thursday, January 25th from 7 am to 6 pm.&nbsp; KCOW 1400 and 92.5 will help raise funds to benefit United Way of Western Nebraska and the nonprofit partners United Way funds. Donations from the Radiothon will help United Way get closer to their $400,000 campaign goal!

Volunteers will be answering the phones to accept donations for United Way. The local radio stations will be broadcasting throughout the day with United Way partner agency interviews and updates. Hourly prizes donated by generous local businesses will be announced and given away throughout the day to encourage donating to United Way of Western Nebraska. United Way Board, Staff, representatives from funded agencies and volunteers will be answering the lines accepting phone-in donations.

Donors at the Community Partner level of $17 or more per month (or a one-time donation of $200 or more) will receive a commemorative 2024 Radiothon t-shirt. There will be opportunity to win gift cards and other prizes throughout the day. Donations are welcome via credit card, debit card, cash or check with options for a one-time donation or recurring monthly donations. The dollars raised support United Way and help fund local programs and organizations who help families in need in our communities.

Poverty is a lack of resources. People in poverty are often in survival mode, driven by the tyranny of the moment, where they cannot plan for the future. Their problems are often crises that must be dealt with today. People in poverty are forced to decide which is their most immediate problem: Do they pay rent or their utility bill? Do they pay for medicine or groceries? What can they let slide for another week or month?

It is especially difficult for those with a chronic illness. How do they maintain a place to live, get to appointments, and afford medications and treatments? Can they even hold down a job? Think about what it means to rent. Many places require a two-month security deposit, along with the first month's rent. (And really, do they ever give the whole deposit back?) Utility companies also want a deposit. Where you can rent may depend on your transportation needs.

And rent has been skyrocketing across America. What is the alternative? Extended stay motel? Friend's sofa? Car? Homelessness? The support systems those of us in the middle class take for granted are often non-existent for those in poverty. Yes, the taxes we pay offer many of the services needed by those in poverty.

But those services challenge people in poverty by throwing up barriers at every turn. How does a single parent get to work at a minimum wage job without transportation or dependable childcare? Can they get any benefits if businesses are only hiring for part-time openings? Do they need to get two or three jobs to pay bills? How can they take off work to go to parent-teacher conferences, or visit food pantries, or sign up for assistance that requires using a computer, or visit an office that is only open during normal working hours? The system is not easy to navigate!

Poverty is at the heart of poor health, unaffordable housing, transportation challenges, homelessness, low-wage jobs, poor nutrition and hunger, lack of education, and unaffordable childcare.

People are often thrown into situational poverty by circumstances. How many of us wouldn't have a major financial setback if something truly bad happened to us? Something like a job loss, a serious illness (theirs or someone in their family), divorce, death, accident, or a catastrophe destroying their home.

 A survey by Bankrate found that 56% of Americans had not saved enough money to cover a $1,000 emergency expense. 40% can’t even cover a $400 expense. How long could we last before our credit cards were maxed out, utilities were cut off, we were evicted, or our home was foreclosed? Those in situational poverty hopefully have the skills needed to work themselves out of the hole. They often have support systems of family and friends. They can figure out how to navigate the system and get the help they need.

More discouraging are the problems faced by those in generational poverty. These are families who have experienced poverty for two generations or longer. They feel like they have no choices and no power. Not only do they lack money, but they also don't have education and connections that people in other classes rely on. They don't have the resources to pack up and move to an area with better opportunities. These families are trapped in a cycle of poverty unless there is outside intervention. How does a family get out of the downward spiral?

These questions and problems are the reason the Alliance Community Task Force was formed in November, 2017. Our goal is to create opportunities for a better future. Do they need to get two or three jobs to pay bills? How can they take off work to go to parent-teacher conferences, or visit food pantries, or sign up for assistance that requires using a computer, or visit an office that is only open during normal working hours? The system is not easy to navigate!Poverty is at the heart of poor health, unaffordable housing, transportation challenges, homelessness, low-wage jobs, poor nutrition and hunger, lack of education, and unaffordable childcare.People are often thrown into situational poverty by circumstances. How many of us wouldn't have a major financial setback if something truly bad happened to us? Something like a job loss, a serious illness (theirs or someone in their family), divorce, death, accident, or a catastrophe destroying their home. A survey by Bankrate found that 56% of Americans had not saved enough money to cover a $1,000 emergency expense. 40% can’t even cover a $400 expense. How long could we last before our credit cards were maxed out, utilities were cut off, we were evicted, or our home was foreclosed? Those in situational poverty hopefully have the skills needed to work themselves out of the hole. They often have support systems of family and friends. They can figure out how to navigate the system and get the help they need.More discouraging are the problems faced by those in generational poverty. These are families who have experienced poverty for two generations or longer. They feel like they have no choices and no power. Not only do they lack money, but they also don't have education and connections that people in other classes rely on. They don't have the resources to pack up and move to an area with better opportunities. These families are trapped in a cycle of poverty unless there is outside intervention. How does a family get out of the downward spiral?These questions and problems are the reason the Alliance Community Task Force was formed in November, 2017. This morning around 7:00am MT/8:00am CT, the Sidney Police Department has announced that Nathan Robinson was captured January 23rd, at 11:30pm MT in Colorado. Robinson was spotted driving the stolen Chevrolet Cruze.&nbsp;Robinson is being held in the Fremont County Jail in Canon City, Colorado.  He is being held on Local and State Charges.

The Sidney Police Department issued a press release on Monday night about their search for a Sidney man who is wanted, and as of Tuesday at noon the man is still wanted.

The man SPD is looking for is 23-year-old Nathan James Robinson who has a warrant for his arrest in connection to Assault, Robbery and Abuse of a Vulnerable Adult.

Authorities say Robinson was last seen driving the victim's red 2012 Chevrolet Cruze Sedan bearing Nebraska license plate 39-D310. Nathan&nbsp; is described as a 5'6 white man with red hair, a bald spot and red beard.

Acting United States Attorney Susan T. Lehr announced that on January 23, 2024, an operation led by the Federal Bureau of Investigation and Nebraska State Patrol led to the arrest of 19 people and the unsealing of at least nine indictments. Those arrested and a summary of their charges and the penalties include the following.

An indictment was unsealed charging&nbsp;<a>Alejandro Ruiz (age 41), of California, Guadalupe Ramirez (38) of North Platte, Roberto Duran (33) of Brule, Michael Shawn Harrell (47) of Ogallala, Eduardo Gomez (33) of North Platte and Carl McKinney (37) from Kentucky, with conspiracy to distribute over 500 grams of methamphetamine between January of 2021, and January of 2022. A conviction on that charge carries a possible penalty of not less than 10 years to life in prison, a fine of up to $10 million; and a term of supervised release not less than five years. Ramirez, Gomez, and Harrell also face charges of possessing a firearm during and in furtherance of a drug trafficking crime.&nbsp; If convicted, they each face a term of imprisonment of five years to life, consecutive to the drug charge; a $250,000 fine and up to 5 years of supervised release.&nbsp; Harrell was also charged with being a felon in possession of a firearm. A conviction of that charge carries a penalty of not more than 10 years’ imprisonment, a $250,000 fine and up to three years of supervised release.</a>

An indictment was unsealed charging Jamie Hopkins (37), Michael Stroble (30); Joey Romero (36), and Luke Schwartz (30) all of North Platte, with conspiracy to distribute 50 grams or more of methamphetamine (actual) and distribution of meth between July 2022 through February of 2023. The penalties are not less than 10 years to life in prison, a fine of up to $10 million; and a term of supervised release not less than five years.

An indictment was unsealed charging Jessica Binegar (37) of North Platte, John Hernandez (35) of Lincoln and Brad Leeper (46) of North Platte with distribution of 5 grams or more of meth (actual) between March and June of 2022.&nbsp; Leeper was also charged with being a felon in possession of a firearm.&nbsp; The possible penalties for distribution are not less than five years, nor more than 40 years in prison; a fine of up to $5 million; and a term of supervised release following the prison term of not less than four years.

Wesley Kraft (36) of Lincoln, was charged with distribution of five grams or more of meth (actual) during April of 2023 and being a felon in possession of a firearm.

Timothy Huisman (39) of North Platte, was charged with distribution of five grams or more of meth (actual) in February of 2023. Shane Ross (46) of Ogallala, was charged with distribution of five grams or more of meth (actual) in July of 2022. Richard Torres (44) of Brule, was charged with conspiracy and distribution of more than five grams of meth (actual) between December 2021 and August of 2022.

Timothy Maisner (62) of North Platte, with possession with intent to distribute of 50 grams of more of methamphetamine (actual) and distribution of methamphetamine during January and July of 2023.&nbsp;

Eddie Houpt (59) of North Platte, was charged with distribution of five grams or more of meth (actual) in June of 2022.

 NSP & FBI Drug Task Force Operation Leads to 19 Arrests, including North Platte, Ogallala natives

Lincoln, January 23, 2024- The Nebraska Public Service Commission (PSC) has approved an Order (<a href="http://www.nebraska.gov/psc/orders/telecom/2024-01-23%20C-5529%20Order%20Setting%20Forth%20Grant%20Process%20and%20Procedural%20Schedule.pdf" target="_blank">C-5529</a>) issuing the 2023-2024 Precision Agriculture Infrastructure Grant (PRO-AG) program schedule and application materials.

The Order (<a href="http://www.nebraska.gov/psc/orders/telecom/2024-01-23%20C-5529%20Order%20Setting%20Forth%20Grant%20Process%20and%20Procedural%20Schedule.pdf" target="_blank">C-5529</a>) implements the Precision Agriculture Grant Act, Neb. Rev. Stat.§ 86-1401-86-1406 and paves the way for the awarding of nearly one million dollars in grants to acceleraterural economic development by helping to provide high-speed internet service to farm sites inunserved areas of Nebraska.

“This grant program is another opportunity to advance precision agriculture in our state withmuch needed connectivity and supporting technology,” said Commission Chair Dan Watermeier.“We look forward to seeing the innovative projects submitted through the application process.”

The PRO-AG program is divided into two distinct subprograms, Connectivity, and Devices andTechnology. Each subprogram is designed to fulfill a specific purpose. Applicants can submitmultiple project proposals but must apply separately for each subprogram. Applications will beassessed individually. Each application will be considered on its own merits within thesubprogram in which it is filed.

The available funding for the 2023-2024 fiscal year of $906,478 will be divided among the twosubprograms with $453,239 in grant funding available for Connectivity and $453,239 availablefor Devices and Technology grants.

Nebraska Public Service Commision issues precision Agriculture Grant Application

OMAHA, Neb. (AP) — A Democratic state lawmaker in Nebraska who unsuccessfully ran for governor two years ago is seeking a seat in the U.S. House.

Sen. Carol Blood confirmed Tuesday that she will run to represent the 1st Congressional District, which includes Lincoln and all or part of 13 counties in eastern Nebraska. She hopes to challenge Republican Rep. Mike Flood, who served in the state legislature with Blood until he was elected to Congress.

Flood was&nbsp;<a href="https://apnews.com/article/2022-midterm-elections-legislature-nebraska-sentencing-campaigns-f20dbe48ca13bc895e81a0aeffa9fe2a">first elected</a>&nbsp;to the seat in a June 2022 special election to replace former GOP Rep. Jeff Fortenberry, who&nbsp;<a href="https://apnews.com/article/campaigns-kevin-mccarthy-legislature-nebraska-nancy-pelosi-7f2bf99b536c5ad93071a544f661e252">resigned</a>&nbsp;after being convicted on charges that he lied to federal agents. Flood went on to&nbsp;<a href="https://apnews.com/article/2022-midterm-elections-donald-trump-nebraska-omaha-redistricting-607e1ae2a42a24af1569e14019d11711">win the general election</a>&nbsp;later that year, easily defeating Democrat Patty Pansing Brooks.

Blood was&nbsp;<a href="https://apnews.com/article/donald-trump-legislature-nebraska-bellevue-ben-nelson-d43d7ae8ef92acae452912abe5d5d164">running for governor</a>&nbsp;at the time, a race&nbsp;<a href="https://apnews.com/article/2022-midterm-elections-donald-trump-nebraska-omaha-pete-ricketts-8b7c6d67bd2d4915ba139dfe58d56984">she lost</a>&nbsp;to Republican Jim Pillen.

She will face another uphill slog in the 1st District race, which is considered a safe Republican seat by most election watchers and has not had a Democratic representative since Clair Callan was elected in 1964.

The Chadron Police Department would like to remind all property owners and renters to ensure they remove snow and ice from their sidewalks for the safety of all pedestrians that utilize them. We understand that recent storms and weather conditions have made it difficult to keep the sidewalks clear, but with the current weather and forecasted weather for the coming week, there is opportunity to remove the ice and snow.

City of Chadron ordinance 13-209 states; It shall be unlawful for the occupant of any lot or lots, or the owner of any vacant lot or lots within the corporate limits of the City to allow snow, sleet, mud, ice, slush or other substance to accumulate on the sidewalk contiguous thereto, or to permit any compact snow, sleet, ice, mud, or other substance to remain upon the sidewalk or a period of time in excess of twenty-four (24) hours after the cessation of a storm.

In the coming days, Chadron Police officers will be making contact with residents who have violations of 13-209 on their properties. We ask everyone to get ahead of us on this and clear their sidewalks as soon as possible.

“Producers rely on other producers for information they can trust, particularly when it comes to new farming and ranching methods,” said Kalee Olson, senior policy associate with the Center. “Implementing conservation practices is no exception.”&nbsp;

Participants must be located in Nebraska and currently operate a farm or ranch. Mentors will act as advisors to mentees. Experience with conservation cost-share programs is encouraged but not required. Mentees must demonstrate an interest in and willingness to implement conservation practices; however, producers with any experience level and operation size (rented or owned land) are eligible.

The pairing of mentors and mentees will be based on location, operation type, operation size, and conservation goals. Olson said those considerations are important because geographic conditions, such as soil type and climate, vary across the state. Pairing participants with similar operations will also ensure mentees receive advice appropriate to the scale of their farm or ranch.

This year will be the thirty-fourth year during which grants and scholarships from this foundation have been given.

LINCOLN, Neb. – Nebraska USDA Farm Service Agency (FSA) is reminding producers now is the time to make elections and enroll in the Agriculture Risk Coverage (ARC) and Price Loss Coverage (PLC) programs for the 2024 crop year. The signup period is open through March 15, 2024, and producers are encouraged to begin working with their USDA county Farm Service Agency (FSA) office to complete the process.

Producers can learn about the ARC and PLC options for 2024 during a series of workshops hosted by the University of Nebraska-Lincoln’s Center for Agricultural Profitability (CAP) and Nebraska FSA that will be held across the state in February.&nbsp;

ARC and PLC are key USDA safety-net programs that help producers weather fluctuations in either revenue or price for certain crops.

“Safety-net programs like ARC and PLC are designed to help producers mitigate some of the financial stressors associated with crop production. I encourage farmers to evaluate their program elections and enroll for the 2024 crop year,” said Nebraska FSA Acting State Executive Director Tim Divis.

Brad Lubben, Nebraska Extension policy specialist, said changes in commodity crop prices over the past several years may influence producers’ ARC/PLC decision-making process for 2024.

“With the one-year extension of the 2018 Farm Bill, producers face a familiar choice between ARC and PLC for 2024, but under different circumstances now as compared to the past several years,” said Lubben. “Understanding the program mechanics and analysis will help producers make sound enrollment decisions with FSA.”

ARC provides income support payments on historical base acres when actual crop revenue declines below a specified guaranteed level. PLC provides income support payments on historical base acres when the effective price for a covered commodity falls below its effective reference price. Producers can elect coverage and enroll in ARC-County or PLC on a crop-by-crop basis, or ARC-Individual for the entire farm, for the 2024 crop year. Although election changes for 2024 are optional, enrollment (signed contract) is required for each year of the program. If a producer has a multi-year contract on the farm, it will be necessary to sign a new contract for the farm by the March 15th deadline if a 2024 election change is desired.

If an election is not submitted by the deadline of March 15, 2024, the election defaults to the current election for crops on the farm from the prior crop year.

Divis said all program participants are encouraged to review their previous program elections.

Sidney Police still searching for man who allegedly assaulted vulnerable adult

Communication is key for a cohesive crew – at the Keep Alliance Beautiful Recycling Center, or anywhere else a group of people strives for a common goal.

Frigid, snowy weather and whatever communicable illness is most prevalent have impacted who has been able to make it to work lately. Last Thursday brought one person in for a full day because travel would have been too treacherous for her other job. Drifting in the country kept another lady home and delayed a co-worker until mid-afternoon. Par for the course so far in 2024.

On the other hand, our paid employees have been joined in recent weeks by two dedicated volunteers. Claudia Olafson aims to spend one day a week buzzing through stacks of documents at the shredder. Keith Cameron began by pulling apart boxes of thick church missals to accommodate paper processing equipment down the line. As I backed in, filled to the brim after the Hemingford run last week, Keith was trying his hand at sorting, in particular, Dave’s Pharmacy bags gathered that afternoon. Claudia had texted her regrets, also kept away by the weather. I welcome any future time they wish to spend with us.

My 2023 column “Time To Volunteer”, July, featured Katelyn Heisler, a junior at Alliance High School, who was “parlaying the experience into meeting a requirement for membership in the National Honor Society.” While Katelyn represented one of the longer term volunteer stints at KAB by local youth, I thought about how we hope to approach volunteering at the recycling center in the coming months – recruiting everyone from individuals to groups to make a foray into the local process, and come back, of course, as often as they want.

Yet, not everyone desires to comb through what a significant percentage of the population still views as trash. Other columns this past year told of events and programs where KAB and the public intersected.

In March, “Take A Page From Hemingford Library’s Book”, I interviewed Director Colleen Gardner: “Colleen mentioned a summer reading program on where trash goes and how it’s never gone, noting archaeological digs that still uncover trash from the Romans, for example, compared to the lack of trash at a Native American site. Even ‘a book is compact and doesn’t break down,’ she said.” The youth offering took place a few months later. KAB education coordinator at the time, Kari Bargen, helped lead daily sessions.

Later that month, “Untrashed: Create Recycled Art”, I promoted an upcoming art show. It was a Keep Alliance Beautiful event sponsored by Box Butte General Hospital and hosted by the Knight Museum. The event was an opportunity to create art out of recycled goods – anything that is recycled, upcycled, reused or would have otherwise been thrown away. Artists were invited to select supplies from the recycling center. More than 100 entries raised $1,234 for our Keep America Beautiful affiliate. Importantly, in the time since the public bidded and brought home the pieces, “People have been interested because they’ve seen what it was and are

interested in participating,” KAB Executive Director Kathy Worley commented recently. She expects a bigger show next time and hopes to offer the next incarnation of “Untrashed” in 2024.

The 2024 Nebraska Dry Bean Day will be held on Feb. 13, featuring the Nebraska Dry Bean Growers Association’s (NDBGA) annual meeting and updates on bean-related research in Nebraska.&nbsp;

Registration and an opportunity to visit vendor booths begin at noon. The program begins at 1 p.m. with welcomes from Dan Hinman, NDBGA president, and Courtney Schuler, chair of the Nebraska Dry Bean Commission. The NDBGA annual meeting and voting takes place at 1:10 p.m. Bill Boyer will provide a 2024 weather outlook.

The meeting will be held on Tuesday, Feb. 13, at the Gering Civic Center in Gering. The deadline for registration is Feb. 9. For more information or to register email&nbsp;<a href="mailto:nebeangrower@allophone.com">nebeangrower@allophone.com</a>.

Nebraska Dry Bean Day scheduled for February

Alliance girls' and boys' basketball face stiff tests tonight (Tuesday) against rival Chadron.&nbsp;

In the girl's game, Alliance will try to get a key road win after they played tough on Friday night in a 46-42 loss to Ogallala to drop to 5-8.&nbsp;

Chadron is 8-7 after their worst shooting night of the season in a 46-21 defeat at Gordon-Rushville.

Alliance will aim to contain Chadron State basketball commit Demi Ferguson, who averages 15 ppg. Alliance's top three scorers are Jaelynne Clarke who averages 13 ppg, with Ciara "CeeCee" Hudson and Macey Seebohm both just under double figures.

In the boy's game, Alliance hopes to get back track after a great start but tough finish in their 73-47 Friday night loss to 14-1 Ogallala. Alliance fell to 5-8 and take on a Chadron team that has won four in a row to get to 9-5.

Both teams average 57 points per game, but it will be the team who can rebound and force turnovers that will likely pick up the victory.

The Senior Center is located at 212 Yellowstone, in Alliance. All are welcome to attend.

NCAP serves low income residents by providing an array of services such as food distributions, emergency services such as utility bill assistance, rental assistance, Social Security Applications, and other needs in Box Butte County.
