CHADRON – The inauguration of Chadron State College’s twelfth president, Dr.&nbsp;Ron&nbsp;K. Patterson, is set for Friday, April&nbsp;5, at 3&nbsp;p.m. at Memorial&nbsp;Hall.

Patterson came to CSC from the University of North Alabama in Florence. His six-year administrative progression at the University of North Alabama included service as associate vice president for enrollment management, chief enrollment officer, and special assistant to the president for diversity and inclusion with responsibility for both enrollment management, academic programs and centers, and diversity and inclusion.

Speakers include Chancellor of the Nebraska State College System Paul Turman, Rev. Tunde Oladimeji, George Klein, Clayton Riesen, Dr.&nbsp;Mathew Brust,&nbsp;Kate Pope, and Dr. JoAnne Owens Nauslar. Dr. James M. Pruett, a retired academic and business manager, will deliver the keynote address. Pruett and Patterson became friends while working together at the University of Tennessee Health Science Center.

Other speakers include CSC alum Jovan Mays, who will deliver an inaugural poem, and students Cooper Reichman, Brianna Smith, and Aubree Quast. Additionally, students and faculty will provide musical accompaniment to the ceremony. Sophia Oladimeji will sing the national anthem, while the Chadron State College Band under the direction of Dr. John Wojcik will perform the fanfare and processional composed by CSC Professor Dr. Michael Stephens. And, under the direction of Dr. Joel Schreuder, Chadron State College’s Concert Choir and the Chadron Community Chorus will perform a choral interlude.

Delegates representing academic institutions are invited to march in the academic procession that will begin in the Student Center. In case of inclement weather, the march will gather on the second floor of Memorial Hall. Those intending to march should complete the online&nbsp;<a href="https://www.csc.edu/inauguration/inauguration-rsvp/" target="_blank">RSVP form</a>.

All guests are invited to a reception at the Math Science Center of Innovative Learning at 4:30 p.m. Transportation will be provided from Memorial Hall to the Math Science Center of Innovative Learning for those who need it.

Keep America Beautiful and Keep Nebraska Beautiful (KNB) conference sessions always yield useful information and interaction. I prefer to gather the former (for later application) while the latter depends on the situation. A presentation on the second day of the recent Keep America Beautiful 2024 National Conference in San Diego exemplified how there is always potential to expand recycling services and collaboration.

“Recycling the ‘Unrecyclable’” caught my eye as a sure breakout session choice the second day. What could Keep Alliance Beautiful add? How do other Keep America Beautiful affiliates handle materials that most communities throw away?

Eric Ascalon, global director of community development with TerraCycle, and Solanch Lopez, Keep Coral Gables Beautiful, spoke on “unique recycling outreach best practices with tips and tools that can be utilized by communities all over, regardless of curbside versus drop-off programs,” the conference app states. Perfect, we offer curbside and trailer/recycling center drop-off options.

A poll gave Eric his opener. Sixty-five attendees had responded to an online question about why something on curbside is not recyclable. He said TerraCycle is a mission-based for-profit company that comes up with solutions to the waste crisis by recycling things that can’t be traditionally recycled.

A glaring example is cleaning up the oceans. The fundamental problem with collecting ocean plastics is they’re degraded too much and usually end up in the landfill after being extracted, he said. TerraCycle is working with Proctor and Gamble to add ocean plastic to other plastic thereby recycling the mixture into bottles for P&amp;G products. “All podiums at the Tokyo Olympics were made with difficult to recycle plastic in the arena,” Eric continued. TerraCycle has global reach through 500 employees, half based in their Trenton, NJ, office.

Cigarette butts came to mind when I saw the session would feature somebody from TerraCycle. Recycling this often cited most prolific type of litter was emphasized a few years ago at the Keep America Beautiful conference in Memphis. Among other materials, affiliates (and others) can send a package of butts to TerraCycle to be recycled with a payment by the pound for their efforts.

TerraCycle exists because we generate waste, Eric said. “Waste doesn’t exist in nature. We are obsessed with consumption and convenience.”

Our group traveled back to the 1950s as slides illustrated the start of a throw away culture and more complex packaging. A Bethlehem Steel ad promoted disposable steel cans instead of taking glass bottles back to reuse. Capturing the reality of current culture, Eric observed, “Most plastic is used for a few seconds – guzzling a fountain drink. (Our) linear economy is unstable. . . . We need a circular economy – reuse, repair, remanufacture.”

The misconception is a particular product or material cannot be recycled. “Technology exists to recycle almost anything under the sun,” he said. “The reason it’s not curbside recyclable is economics.”

TerraCycle has been successful by reaching out to consumer brands whose products are not usually recyclable, Eric explained. “(You) need to leverage their need for that goodwill and

positive press.” He showed how a common metal, aluminum, is worth much more as a soda can versus a coffee pot where the processing is much more difficult.

Solanch highlighted her affiliate’s success in recycling batteries, often banned from curbside collection. They located collection sites in government and public buildings.

Her presentation came to mind as Keep Alliance Beautiful accepted three boxes of batteries last week from Keep Sidney Beautiful (KSB). I met Lasandra Buckner, KSB executive director, and Michelle Haum, KSB educational director, at the KNB state conference last year. On a tour of the recycling center we discussed collaborating to accept materials not currently recyclable in their community. I appreciated their delivery of the batteries and look forward to assisting where we can in the future.

LINCOLN, NE –&nbsp;Today, Governor Jim Pillen vetoed LB 307 which proposes the creation of Syringe Service Programs (SSPs) in local jurisdictions. Such programs would allow for the distribution of hypodermic needles to drug users. The bill also creates an exception from prosecution for those service providers authorized to distribute the needles.&nbsp; It was introduced by Senator Megan Hunt of Omaha and was passed by the Legislature on a vote of 30-7-12.&nbsp;

“This legislation is problematic for several reasons. As written, it exposes our kids to increased dangers, by allowing them to participate in needle exchange programs and does nothing to enhance the safety of our communities,” said Gov. Pillen. “There is also evidence that these programs lead to enhanced drug use and does not result in significant reductions in the transmission of communicable diseases.”

Gov. Pillen stands with commonsense Nebraskans who oppose their government facilitating dehumanizing illegal drug use.

Chadron, Ne- Native American speaker, Jerome Kills Small, will be at the Chadron Public Library, Friday March 15, at 6:00 p.m. Mr. Kills Small will present on a variety of aspect of Lakota culture. Mr. Kills Small is an Oglala Lakota from Porcupine, South Dakota, on the Pine Ridge Reservation. A 1997 graduate from the University of South Dakota, with an M.A. in Selected Studies, and retired after 20 years at USD. He taught Lakota Language, American Indian Thought, Siouan Tribal Culture, Early Native American History.

Jerome Kills Small is a story teller for public schools and libraries, museums, and colleges. Jerome translate, explains and sings Lakota ceremonial, sweat-lodge, powwow, rabbit, round dance, warrior, vision quest and Sundance songs. He sings with the Iron Wing Singers of Wagner, S.D. He is a powwow organizer, announcer, arena director, and helps in conducting Lakota ceremonies. Mr. Kills Small is on the board of Directors for the Native American Advocacy Program, www.lakotanaap.org.

Jerome Kills Small speaking at Chadron Library on Fri

CHADRON – Chadron State College student Isabella “Bella” Poppe of Hastings, Nebraska, is the February Project Strive/TRiO Student of the Month.

Poppe, an elementary education major with an endorsement in early childhood education, looks forward to one day being an elementary educator. According to Poppe, her first-grade teacher inspired her to become an educator.

After being diagnosed with a brain tumor in between her cerebellum and brain stem at the age of six, her first-grade teacher, Jessica Walston, became one of her biggest supporters and strongest influences.

“I kind of just had an epiphany my junior year of high school and decided I didn’t want to be a veterinarian anymore,” Poppe said. “So, I went to talk to Mrs. Walston, and she helped me learn that I wanted to become a teacher.”

That decision also helped Poppe feel a call to come to CSC.

“Attending CSC had already been on my mind because my brother graduated from here and told me I should go to Chadron, but Mrs. Walston also graduated from CSC, and they had a reputable education program, so it made sense to go to CSC,” Poppe said.

Poppe’s favorite course she’s taken at CSC is Assessment Foundations with Education Instructor Jessica Heesacker.

“I felt like this was an important course because it’s where we learned the foundation of assessment planning,” Poppe said. “We learned about planning different assignments and how to write teacher work samples and it’s where we learned about what the foundation of teaching really is.”

Heesacker admires Poppe’s desire to be a valuable educator in the future.

“Isabella has a deep desire to become the best teacher possible and she demonstrates this by immersing herself in classroom discussions and pushing her peers to be critical thinkers,” Heesacker said. “She doesn’t hesitate to offer her insights as they relate to education and learning; her tenacity and unwavering dedication mark her as a future educator of immense value.”

Poppe is looking forward to student teaching in the future and hopes to find a long-term K-3 teaching position in a smaller school around the Hastings area after completing her degree.

“The idea of getting to be a positive influence on the younger generation just brings me so much joy,” Poppe said. “I love that younger children are so inspired by everything and when they’re younger is when you get to shape them into who they will become, and the idea that I could potentially be one of their biggest influences motivates me.”

Recovering from five brain surgeries, Poppe has faced many challenges including affected vision.

“Vision has been the biggest challenge for me,” Poppe said. “I was told I would never be able to drive when I was younger, and then a couple of years ago my doctor told me that I could try to get my learner’s permit. I ended up getting my driver’s license last summer when I was 19, and the whole experience has just been really eye-opening for me.”

Poppe feels like this experience has helped her have a positive outlook on life.

“I feel like I’ve learned to look for the good in every situation and just be happy and live life to the fullest,” Poppe said. “I used to take a lot of things for granted, like being driven around, and now I feel like I’m more grateful for everything. I truly appreciate everything that I have, and thinking back to when I was going through everything when I was little helps me when I struggle.”

Poppe is a member of the Wildlife Club, the Education Club, and enjoys traveling, hiking, and coloring in her free time.

Coloring is especially important to Poppe because it is a stress reliever for her.

“I remember when I was in the hospital for all of my brain surgeries; I just wanted to color when I was there,” she said. “It helped me take my mind off everything, and it’s been a source of stress relief for me ever since. I can just let my creativity flow.”

Chadron State College’s Project Strive/TRiO program, located in the lower level of the King&nbsp;Library, is an academic enrichment program committed to help students succeed. Project Strive also focuses on career exploration, cultural and social enrichment, and self-awareness. To be eligible for the program, a student must be one of the following: A first-generation student where neither parent has a four-year degree, meet low-income status based on U.S. Department of Health and Human Services criteria, or have a documented disability. Isabella Poppe named February Student of the Month at CSC

BNSF laid off more than 360 mechanical employees this week — just days after Warren Buffett&nbsp;<a href="https://apnews.com/article/warren-buffett-berkshire-hathaway-letter-charlie-munger-41d58fcfe54fa1eba8f5492aac0542a2">told shareholders</a>&nbsp;of his Berkshire Hathaway conglomerate that owns the railroad that he was disappointed in BNSF's profits — though that railroad said it is simply trying to shift workers to its busiest terminals. Union Pacific has also laid off several hundred workers since it named&nbsp;<a href="https://apnews.com/article/union-pacific-ceo-jim-vena-railroad-23365ccd844a91a7ba9d0cfd6b36fe0b">Jim Vena CEO</a>&nbsp;last summer after a hedge fund&nbsp;<a href="https://apnews.com/article/labor-unions-transportation-and-shipping-omaha-business-b62a0068b4af75042e4c869ef2927418">pressured the railroad</a>&nbsp;to change management. UP says most of those cuts were a normal seasonal move when major construction projects typically slow down because of winter.

The BNSF layoffs prompted a letter from the Transportation Trades Department labor coalition urging the Federal Railroad Administrator to step up inspections because unions believe these latest cuts — even though they are relatively small compared to the railroad's more than 37,000 workers — will make it even harder for the railroad to complete required repairs and inspect its locomotives and railcars.

“BNSF workers are being pushed beyond capacity, and with these additional cuts, there is grave concern that there will be additional lapses in safety,” the unions wrote. “We are seeing this verified in real time with exhausting and unsafe overtime mandates. It is time to stop the scheme that puts profits above all else.”

The head of the nation's largest rail union, Jeremy Ferguson, added to those concerns in his own letter calling out Buffett's pursuit of profits at worker expense. Ferguson, who leads SMART-TD, said instead of working “harder to grow, to earn new business or expand its relationships with the customers they have” BNSF is taking the easy route to improve the bottom line by “handing out pink slips and furloughs because the executives and shareholders must get theirs first and foremost."

BNSF spokeswoman Kendall Sloan said the railroad's furloughs weren't a widespread effort to cut costs. Instead, they should simply help the railroad ensure it has enough workers in areas where volume is growing across its network that crosses the western United States if workers accept incentives to move into other jobs.

“We believe any presumption that BNSF is shifting its priority away from safety is inaccurate," Sloan said. "We consider safety in every decision we make.”

Amit Bose, who leads the Federal Railroad Administration, said Union Pacific's furloughs since Vena took over “makes me question UP’s commitment to safety.”

But Vena responded in a letter of his own Friday that “Union Pacific will never compromise the safety of our employees or of the communities where we operate.” He said Bose's comments were misleading because he lumped together&nbsp;<a href="https://apnews.com/article/union-pacific-track-maintenance-layoffs-railroad-safety-ac062bb01429a0176c298ae8ddfe3d98">seasonal track worker layoffs</a>&nbsp;with the furloughs of less than 100 mechanical workers last fall after shipping volume slowed.

The latest federal safety statistics for all of 2023 released Friday are mixed with the number of derailments nationwide dipping slightly while the rate of accidents along the main tracks between crossings increased 8%. But Association of American Railroads spokeswoman Jessica Kahanek said the trade group believes the “data clearly demonstrate a positive trendline” even though there is still need for improvement.

LINCOLN, NE.&nbsp;– Governor Jim Pillen has announced a new scholarship program for Nebraska students aimed at growing the number of veterinarians serving livestock producers across the state.&nbsp; The&nbsp;Nebraska Elite 11 Veterinarian Program&nbsp;provides financial support to Nebraska students pursuing degrees in animal science or veterinary science at the University of Nebraska-Lincoln’s (UNL) College of Agricultural Sciences and Natural Resources (CASNR). Today, is the first day that applications are being accepted for the first cohort of students.

“The need for production animal veterinarians is undeniable. It’s an issue for Nebraska and other state’s as well,” said Gov. Pillen. “Through this collaboration with UNL, Nebraska will be a leader in boosting the number of graduates in this field.”

UNL Chancellor Rodney Bennett voiced strong support for the program, which he said will help the university meet two key goals.

“The&nbsp;Nebraska Elite 11 Veterinarian Program&nbsp;aligns with two key aims of the University of Nebraska-Lincoln -- first, to attract, retain, and graduate Nebraska’s best and brightest students; and second, to contribute to resolving pressing issues within the state of Nebraska,” said Bennett. “The University appreciates Gov. Pillen’s leadership and the state’s support of this program that will impact not only UNL but all Nebraskans who benefit from veterinary services.”

Nebraska’s livestock industry contributes more than $6 billion annually to the state’s economy – an impact that is especially significant in rural counties and communities. Veterinarians play a critical role in keeping livestock healthy, improving herd health, and responding to disease and public health issues, among many other services, according to the U.S. Department of Agriculture. Access to high-quality veterinary care improves profitability for livestock producers and contributes to peace of mind for producers when their animals need care.

But Nebraska and other states across the country are facing a steep shortage of food animal veterinarians. One reason for this is the cost of veterinary training, according to the USDA. The Elite 11 Program removes the barrier of cost for Nebraska students interested in food animal veterinary medicine.

Dr. Larry Marshall has been a vet in Bertrand for nearly 40 years. He says students tend to return to their home communities to practice, which is both a benefit and a hindrance when it comes to recruiting food animal veterinarians, especially if that hometown is in another state.&nbsp;

“The point is that my plight in trying to find an associate is shared up and down areas of rural Nebraska with other veterinarians.&nbsp;This is a plan that I think is going to get to the root of the problem and it’s going to help solve that problem,” shared Marshall. “Our goal is to find, cultivate, educate, mentor and lead these students down a path that will let them be successful food animal veterinarians in rural Nebraska.”

Up to 25 first-time freshmen will receive the&nbsp;Nebraska Aspiring Animal Production Veterinarians Program&nbsp;Scholarship, which covers 50% of their tuition for the first two years of their study in the College of Agricultural Sciences and Natural Resources at the University of Nebraska-Lincoln.

After the second year, up to 13 of the original 25 scholarship recipients will be awarded a continuation scholarship, which covers 100% of tuition for their third and fourth years of study at UNL. Ultimately, 11 students will be selected as part of the Elite 11. Those students will receive 100% of tuition and fees for UNL’s professional program in veterinary medicine, in which students complete the first two years of veterinary school at UNL, followed by two more years of schooling at the Iowa State College of Veterinary Medicine. Students selected into the program will also receive mentoring and professional development throughout their studies.

“This program presents an incredible opportunity for Nebraska high school students who are passionate about agriculture and animal care to pursue careers in veterinary medicine without the burden of student loan debt,” said Tiffany Heng-Moss, dean of UNL’s College of Agricultural Sciences and Natural Resources. “This is an important program that will have a big impact on our state, our agriculture industry, and on the students who take part in it. I’m grateful to Gov. Pillen and the state of Nebraska for making this possible.”

“Based on my own experience, I know how academically demanding it is to pursue a degree in veterinary medicine. It’s becoming even harder to find students who are interested in large animal care,” said Gov. Pillen. “This program aims to close that gap and produce experts in the field who can ably work with farmers and ranchers and continue to ensure Nebraska’s place in providing quality food products across the globe.”

Graduates of the Elite 11 Program are required to stay in Nebraska and practice as a production-animal veterinarian for eight years. Application instructions for the first cohort of the program are now available at casnr.unl.edu/elite11. Applications will be accepted through April 12. Scholarship recipients will be notified in late May.

Tootsie rolls, a five-gallon bucket, and a plastic drop cloth were all part of the hands-on training at the Nebraska Extension workshop “Manure Better” with land application training on Feb. 19 at the UNL Panhandle Research Extension and Education Center in Scottsbluff.

“What we teach hasn’t changed,” said Leslie Johnson, Nebraska Extension animal manure management coordinator and educator. “How we teach it has changed. Previously, it was just research. Now, it lets us look at this field and how it works for this operation and then tailor it down to the operation.” The students used the previously mentioned bucket and tootsie rolls to weigh and calibrate the manure without the mess of natural manure.&nbsp;

The focus is turning manure nutrients into better crop yields while protecting the environment. To do this, participants have multiple hands-on activities, from calculating and calibrating manure applications to looking at the nutrients and crop needs. “Weighing manure using calibration or verification, as I’m beginning to think of it. When applying the manure, we can’t make adjustments on the fly, but can make a change later with our commercial application,” Johnson said.

The whole purpose is to spread manure on land in an agronomic manner so we can protect water quality. Produce the best crop we can and do it in a manner to protect the environment. If the producer doesn’t know how much manure or nutrients they have actually applied to the land. The crops could be deficient in nutrients, which could mean yield loss. Too many nutrients and the risk is contamination of water or the environment.&nbsp;

Scottsbluff ‘Manure Better’ workshop focuses on correct application and impact

Laken Riley was a 22-year-old nursing student. Last week, she was brutally murdered while on a morning run near her campus. Initial reports make it very clear that this brutal murder is a direct result of President Biden’s&nbsp;failed border policies.

The alleged killer, Jose Ibarra, is an illegal alien from Venezuela. Ibarra’s case is a&nbsp;tragic&nbsp;example of Biden’s abuse of parole authority. He crossed the border illegally in El Paso, Texas, in September of 2022. Like many others, Ibarra knew he could take advantage of Biden’s border failure. He claimed to be seeking asylum and the Biden administration released him through parole. However, according to his wife, he was just looking for a better job.

Wanting a better job is not a reason to get asylum.&nbsp;Asylum and parole are supposed to&nbsp;be&nbsp;reserved&nbsp;for individuals with special circumstances. They’re not intended to be a general amnesty for those who want&nbsp;a new job. Sadly, President Biden continues&nbsp;to hand out parole like candy to 85% of those who knock on our door. Under the Obama and Trump administrations, 5,600 people were granted parole each year on average. Last fiscal year alone, Biden gave parole to over 1.2 million people. That continued abuse of parole allowed Ibarra to be released into this country. It enabled him to stay here. Without&nbsp;this abuse of&nbsp;parole, Laken Riley would likely be alive today.

After crossing the border illegally, her murderer and his family were then bussed to New York&nbsp;City. There, they received free food and shelter, courtesy of American taxpayers. They also continued to break our laws.&nbsp;Last September, Riley’s murderer was arrested by NYPD for “acting in a manner to injure a child less than 17.” New York is a “sanctuary city” which refuses to&nbsp;coordinate with ICE. Instead of alerting immigration authorities, New York released&nbsp;Ibarra. Sometime after that,&nbsp;he&nbsp;moved to Georgia and murdered Laken Riley.

The Trump administration sought to crack down on sanctuary cities like New York&nbsp;for supporting illegal immigration. However, President Biden restored their funding.&nbsp;Biden also&nbsp;refuses&nbsp;to support legislation that would hold sanctuary cities accountable for ignoring federal law. Without these policy decisions, Ibarra&nbsp;may never have been able to move&nbsp;to Georgia.

The federal government has a fundamental responsibility to secure our borders. That’s the best way to ensure that we don’t lose more innocent lives like Laken Riley’s.

President&nbsp;Biden has&nbsp;utterly failed to do that.&nbsp;His&nbsp;open borders policies gave Laken Riley’s alleged killer incentive to come here illegally.&nbsp;His&nbsp;abuse of parole authority enabled him to stay here.&nbsp;Biden’s&nbsp;refusal to enforce our laws gave&nbsp;Ibarra&nbsp;the opportunity to commit this heinous act.President Biden failed to protect Laken Riley.&nbsp;He also failed to protect Taryn Lee Griffith and the countless other Americans who have died of fentanyl overdose.&nbsp;We must do better.I’m committed to passing a border bill that forces Biden to secure our border. We must stop the mass parole of illegal aliens. We must end the national security and humanitarian crisis created by&nbsp;Joe Biden’s&nbsp;failed policies. Visitors will enjoy more than $1 million of recent upgrades to state park and recreation areas in the Panhandle this summer, according to the Nebraska Game and Parks Commission.

At Fort Robinson State Park, the equestrian campground expansion began late last year and is expected to be complete for visitors this spring. Included will be 24 additional sites with hook-ups to 50-amp electricity, water and sewer, doubling the old campground’s size. Also new will be an adjacent 30-pen enclosure for stalling horses outside. That facility will complement the recently renovated historic Mare Barn, which also will be available for boarding horses.

Jim Miller, Fort Robinson superintendent, said contractors also are replacing the foundation of two of the old buildings that serve as lodging facilities on the north side of the park’s main premises of facilities. When the project is complete, they will be more stable and protected from the weather.

In addition, Fort Robinson employees are in the process of repairing the plumbing in Comanche Hall, a group lodging facility, and the Post Playhouse, home of the popular summer repertory theater. The playhouse also is undergoing a lighting upgrade.

At Chadron State Park, Superintendent Gregg Galbraith said the project to upgrade campsites to 50-amp service should be finished before visitation increases this spring. When complete, all of the park’s paved campsites will have 50 amps to accommodate the demands of modern campers.

Galbraith said two of the park’s cabins have received major repairs and five of them are scheduled to be re-shingled. The park’s office received fresh paint and carpet, and a boost of its gift shop inventory.&nbsp;

Also recently, the Pinecone Shelter was replaced, as well as one of the hiking bridges over Chadron Creek.

Late last year, contractors at Box Butte State Recreation Area added 20 new campsites and installed a new shower house. Superintended Robert Hughes said they are expected to be ready for use before visitation picks up.

Dan Thornton, superintendent at Lake Minatare State Recreation Area, said two new fish-cleaning stations were installed there, and a project recently began to replace siding, windows and doors on its maintenance shop. He said Bridgeport State Recreation Area will receive two new vault toilets.

These state park system projects and more largely have been funded by Capital Maintenance Funds, which were established by the Nebraska Legislature to help preserve Nebraska’s public outdoor recreation facilities and parklands; other state and federal funding sources; and Nebraska Game and Parks’ funds generated from user fees of the state park system.

Panhandle parks like Chadron State Park receiving upgrades
