Earlier this week, reports of furloughs at BNSF in Alliance circulated on social media. Panhandle Post has requested BNSF for an exact number of the furloughs and divisions, and those have been denied.&nbsp; BNSF issued a written statement to Panhandle Post on Thursday about the situation and furloughs. Here is the statement from BNSF and Kendall Kirkham Sloan, Director of External Communications of BNSF:

&nbsp; We work continuously to align our people and resources with customer demand to deliver the industry-leading service our customers expect. This is a necessity for any network business to optimize the operation and run as efficiently as possible. While the underlying economy currently lacks clarity, BNSF is pursuing and capturing growth in several areas. We have an imbalance of employees where growth is occurring among some of our mechanical work groups.

We have team members in locations on the network where there isn't sufficient work and simultaneously not enough team members where the growth is occurring. Work groups must be readjusted to ensure we have the right people in the right place at the right time to best serve our customers' current transportation needs and be positioned for future growth. There is an urgency as we are seeing this growth now and we want our existing employees to have the opportunity to do the work. To accomplish this, BNSF has offered location transfers with incentives targeted to those locations where there are open positions. 

BNSF has also offered craft transfers for mechanical employees to be retrained for other open positions on the BNSF network. There are currently several hundred open mechanical and engineering positions on our network. Our hope is that we can reallocate personnel through these incentive programs, so BNSF continues to grow with our customers.

BNSF issues response to reported furloughs in Alliance 

The Nebraska Extension will host an in-person Part 107 Remote Pilot Knowledge Test for drones on Wednesday, March 6, at the Panhandle Research Extension and Education Center in Scottsbluff.&nbsp;

“Many farmers don’t know they need a license to use drones to evaluate or take pictures of something to be sold, such as cattle or crops,” said Dirk Charlson, Nebraska Extension, educator of digital agriculture. “With heightened interest in spraying drones, which are practical for spraying chemicals, it's bringing new people to the world of drones.”

Spraying was one of the reasons Dan Fitts, a farmer in Melbeta, Neb., decided to begin using drones. The other was timeliness. He was familiar with smaller drones but never really considered them for spraying until the T40 spraying drones came out. “It clicked with the T40s and made sense. I started with pre-emergent spraying and kept going with summer fungicide applications.”

The FAA considers drones to be aircraft. So, operating a drone in national airspace follows requirements similar to those of manned aircraft, which can create challenges for farmers like Fitts. He said it was quite a process when he applied for a license, but he understands it has become more streamlined. For Fitts, the positives outweigh the challenges.

“One of the main positives is taking care of weeds and insects immediately and not having to wait on an airplane,” he said. The drone also takes a lot of the guesswork out of his job. When it runs out of chemicals, it’ll return to the place it left off once it’s been refilled, so there is little worry about putting too much or respraying an area. Fitts said challenges remain, but most, like the wind, are environmental.&nbsp;

“Agriculturalists looking to put a drone to work in their operation should consider taking the preparation course,” said Charlson. He will be teaching the eight-hour course on March 6. The course will prepare participants to successfully pass the FAA Aeronautical Knowledge Exam for a Remote Pilot Certificate (license) to fly drones commercially.

Space is limited, and the pre-registration deadline is March 4. The registration fee for the public is $250. Educators, undergraduate/graduate students, or post-docs should contact Charlson prior to registering to receive a promo code to reduce the fee.&nbsp;&nbsp;

Nebraska Extension to host drone class in Scottsbluff

KANSAS CITY, Mo. (AP) — A&nbsp;<a href="https://apnews.com/article/chiefs-superfan-accused-bank-robberies-kansas-city-f7b764389a54a9e0812ac50eceafa033">Kansas City Chiefs superfan</a>&nbsp;known as “ChiefsAholic” pleaded guilty Wednesday to a string of robberies and attempted robberies of banks and credit unions in multiple states.

Xaviar Michael Babudar, 29, pleaded guilty in federal court in Kansas City, Missouri, to one count each of money laundering, transporting stolen property across state lines, and bank robbery. Sentencing was scheduled for July 10.

“His violent crime spree across the Midwest and beyond traumatized bank employees and victimized financial institutions in seven states,” U.S. Attorney Teresa Moore said in a news release.

Federal prosecutors said Babudar admitted to a string of robberies or attempted robberies in 2022 and 2023. Much of the stolen money was laundered through casinos and online gambling, prosecutors said.

As part of the plea agreement, Babudar must pay at least $532,675 in restitution. He also must forfeit property — including an autographed painting of Chiefs' quarterback Patrick Mahomes that was recovered by the FBI.

Prior to his arrest, Babudar was a well-known figure on social media for his rabid support of the Chiefs. He attended several games dressed as a wolf in Chiefs’ clothing.

Prosecutors said the robberies and attempted robberies occurred in Iowa, Oklahoma, Nebraska, Tennessee, Minnesota, Nevada and California.

Babudar has taken responsibility for his crimes, his attorney, Matthew Merryman, said in an emailed statement to the&nbsp;<a href="https://www.kansascity.com/news/local/article286028366.html">Kansas City Star</a>.

“Today Xaviar stood humble and repentant before the eyes of the Court and the eyes of the Chiefs Kingdom,” Merryman said. “Xaviar loves the Chiefs Kingdom, he loves his family, and he loves Kansas City. He only hopes that you will all rally to his support.”

It can be extremely frustrating at the time of pregnancy diagnosis to find a high percentage of those young cows, the future of the cowherd, to be open. More importantly, it is expensive.

In addition to the loss of income from the potential calf crop, is the depreciation of the cow. If a bred heifer is developed or purchased for a value of $2800 and is sold as a slaughter cow after one calf for $1350 (current market value in Nebraska), then the depreciation cost of that cow is $1450. That is a substantial loss.

Producers often express the sentiment that they do not baby their heifers because if a heifer cannot make it in their environment, she does not need to be there. There is value in that statement in that selecting heifers for milk production or maintenance requirements that do not match what the environment can provide is likely to result in cows not breeding or not breeding on time.

However, the other side of that argument is that mature cows do not have the same requirements as growing, lactating first calf heifers. It is a little like expecting apple and orange trees to produce apples. One tree can do it rather well, while one cannot do it at all.

Growing, lactating cows have greater nutrient requirements and smaller rumens than mature cows making it difficult for them to meet their nutrient needs with the same diet as the cow. Therefore, young cows managed on a different ration, and in a different pasture or pen from mature cows allows them to consume a diet more balanced for their needs and removes competition for feed from older bigger cows.

For example, if all cows and heifers were fed 3.5 pounds of dried distillers as a supplement per day and given the rest of the diet as good quality meadow hay, this would meet the mature cow's energy and protein needs. The heifer, because of her smaller rumen size and increased nutrient requirements, would likely be short 2 pounds of total digestible nutrients (TDN) per day. TDN is used as a measure of energy the cow requires.

While most heifers would be turned out to lush green grass during breeding and would most likely be able to meet their nutrient needs at that point, it is important they are not below a body condition score (BCS) 5 on a 1-9 scale at that point. Research has shown a young cow in a BCS 4 does not breed back as well as those in a 5 or 6. Therefore, first calf heifers need to achieve a BCS 6 by calving.

Many heifers are maintained on hay and supplement two to three months before breeding but after calving. Lactation and growth are large nutrient requirements for the heifer, and whether or not those needs are met can determine whether she can stay in the herd or not.

Research from Nebraska has shown that heifers calving earlier in their first calving season remain in the herd longer and produce heavier calves at weaning. These heifers are more likely to be cycling by the start of the subsequent breeding season and more likely to get pregnant, which increases profitability and longevity. These data are a good reminder to set up replacement heifers well for this breeding season, ensuring that their nutritional requirements are also being met. Recruits go through numerous life-like scenarios and hundreds of hours of classroom instruction to prepare them for a career serving Nebraska.&nbsp;During the training process at the NSP Training Academy, recruits are paid $27.46 per hour.The application process is open for Camp 70 until April 7, 2024. Applications Open to Become a Nebraska State Trooper

On Wednesday night, the Scotts Bluff Sheriff's Office issued a press release in regard to a pursuit in Western Nebraska. Here is the following:

At around 1130 hours the Scotts Bluff County Sheriff’s Office was notified of a female identified as Bayleigh Dollison, age 25, driving a Silver Chevrolet Malibu with Colorado In-Transits, with active felony warrants out of Texas and Tennessee. The warrants were confirmed along with a photo to identify Ms. Dollison.&nbsp;

At around 1239 hours the vehicle was identified by a Deputy Sheriff, traveling south on Five Rocks at the intersection of Country Club Road with the female driving. The Deputy attempted a traffic stop and the vehicle immediately accelerated and continued south onto Highway71.

Deputies with the Sheriff’s Office pursued the vehicle south on Highway 71 with speeds reaching 125 mph. The pursuit was allowed to continue as there was very light traffic and no road or weather conditions that would create any additional dangers.

The Kimball County Sheriff’s Office successfully deployed spike strips in the area of Road 40 on Highway 71. The vehicle then was forced to stop, due to a deflated front tire. Ms. Dollison was taken into custody on the active felony warrants out of Texas. &nbsp;Ms. Dollison will be charged in Scotts Bluff County with Flight to Avoid Arrest, Willful Reckless Driving, Possession of Fentanyl, Possession of Methamphetamine and Possession of Drug Paraphernalia. &nbsp;She is also held on two Texas drug-related warrants, and one Tennessee warrant charging her with Contributing to the Delinquency of a Minor.

Woman identified after pursuit through Scotts Bluff County

At 6PM on the 26 of February North Platte dispatch received a report of a fire near the damn at Lake Maloney and on South Buffalo.  Dispatch also received several reports of a blue 4 door sedan driving in the area moments after the fires started.  One caller reported that she had a recording of the vehicle on her dash cam.   It was also reported that it was north bound on Buffalo and was last seen at the rec. center. 

 A deputy made contact with the three, young male occupants of a blue Chevrolet Impala at the rec center.  Two other deputies met with the fire department at the east end of the dam.  Fire Chief Thompson had located numerous fireworks as well as an artillery shell tube that was  on the roadway.  A witness reported that he had seen the blue car in the area and describe the three occupants as school aged males.  Another witness reported hearing a loud bang just before the fires started. 

 The footage from the dash cam was retrieved and it too showed the blue Impala.  Another witness who followed the blue Impala recognized it and knew the owner.  A deputy interviewed three suspects.  They all admitted to being in the blue Impala when the fireworks were lit that lit the grass fire but all three blamed the actual discharge of the fireworks on each other.  One suspect was 18-year-old Brenttyn Bo, a 15-year-old male and a 16-year-old male.  All three received a citation for Arson, 3rd degree and Criminal Mischief. 

 There were two other large fires in the area, the same day.  One was the Betty’s Way fire that burned more than 70,000 acres and the other fire was near Stapleton.  The four fires source of ignition have nothing in common.  The Betty’s Way fire was ignited by a spark from a lawn mower and the Stapelton fire was ignited by a smoldering manure pile.&nbsp;&nbsp;

Officials say fireworks were the cause of the fire at Lake Maloney 

FEBRUARY 28, 2024 (LINCOLN, NEB.)&nbsp;&nbsp;— Basketball stars from across the state are traveling to the NSAA Girls and Boys Basketball Tournaments, but fans can be the MVP of the road by ensuring safe travel for all on the road to Lincoln. Troopers with the Nebraska State Patrol will be working overtime across the next two weeks to keep all travelers safe on Nebraska roadways.

“We’re looking for buzzer beaters and championship moments during the state basketball tournaments this year,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “These tournaments create memories that last a lifetime, but we want to make sure those memories are of the action on the court rather than a tragedy on the road.”

The NSAA Girls Basketball Tournament runs from today, February 28, through Saturday, March 2. The NSAA Boys Basketball Tournament runs from March 6 through March 9.

Troopers will be performing high-visibility patrols across the state as teams and fans from across Nebraska travel to and from Lincoln. This operation is made possible thanks in part to grants from the Nebraska Department of Transportation – Highway Safety Office.

State Basketball Brings Big Crowds to Lincoln from Across Nebraska

The NCTA Crops Judging Team opened their season on a high note by placing first in the 2-year college division. The competition was held on Saturday, February 24, at Hutchinson Community College in Hutchinson, KS.

Agronomy Professor Dr. Brad Ramsdale, coach, shared of the event, "The Hutchinson Crops Contest was another great learning experience for the students.&nbsp; The students have worked very hard during our practices the last six months and I'm very proud of their accomplishments."

The official 4-member team was Chase Glover, Tyler Keener, Leah Schutz, and Jay Mintling.&nbsp; Others competed unofficially.

NCTA will host the next regional competition on our Curtis campus on March 23.&nbsp;

Lincoln, Neb., Feb. 28, 2024—Omaha Fashion Week’s Spring 2024 show kicked off with the future generations of fashion showcasing nearly 200 creations. The event featured high school-age programs from around the state and students in the University of Nebraska–Lincoln’s Textiles, Merchandising, and Fashion Design Program. Fashion Week took place at the Omaha Design Center and has become one of the Midwest’s largest fashion events.

"This is a great opportunity to feature the outstanding work of our 4-H designers at a regional level, in partnership with Omaha Fashion Week," said Marie Nelson, Nebraska Extension assistant. 

Omaha Fashion Week is highlighting themes of self-expression during its Spring 2024 Audacious Season. The first half of the show started with high-school-age fashion design programs from all over Nebraska, including: 4-H, Duchesne Academy, FCCLA, Kent Bellows Mentoring Program, Omaha South, Westside HS, and Bluebird Cultural Initiative. The collection included youth who sewed their garments in 2023, with 32 selected to participate in the 4-H collection.

Ayvrie Waldron & Morgan Schommer represent Box Butte & Dawes Counties at Omaha Fashion Week

The Panhandle Research Extension and Education Center in Scottsbluff played host to the Lego White Region - MiniPlay on Feb. 24. The event offered a trial run for Panhandle area Lego teams to learn more about the rules of competition and work out some kinks in their robots.&nbsp;

“Mini-plays are an opportunity to learn from one another and get out a lot of those pre-competition jitters before the big event,” said Nathan Rice, Nebraska Extension 4-H educator. The mini-play had ten teams in trials on Saturday, but not every team was able to make it, and some also had missing members. The team from Bridgeport had only one member make it for the event.

“It’s a little bit of a challenge, as I don’t have another person to help me set it together or have the placements,” said Brynn Little, a fifth grader from Bridgeport. She couldn’t get her robot to work in the first round, but in the second round, she did much better. The mini-play is the first time Little has competed.

“I like the technology, and it helps with real-world learning. With Legos, (you) learn how to build, and with tech, (you) learn how to make a robot move and lift up stuff,” Little said. “It seems pretty awesome to learn two different things at once and still excel in both of them at the same time.”&nbsp;

Abigail Martens, a fifth-grader from Sidney, would agree with Little. She became part of the Lego Sidney team to learn how to program. “They looked really cool how they moved around and how we control them,” she said. “I like accomplishing things I don’t care if we win, as long as we learn.”

Each team came prepared to get the most out of the practice event. They had their robot and attachments, codes to use during the robot games, and computers to practice coding. While some teams were full of rookie members, others had members in their second year. Cole Shimp was one such member of the Gummy Republic and a fifth grader at Bluffs Middle School in Scottsbluff.

“This year, we have a jig on our robot, which we didn’t have last year, and it helps it (robot) line up,” Shimp said. “We also added innovative attachments that complete missions, like an arm with an elbow. It doesn’t have a motor but pushes up sound mixer levels, a complicated mission, but (we) solved it with pretty simple attachments.”

The Saturday was busy, with students cheering on their teammates and friends. Everyone had come prepared to win but also to have fun. “We stick to the core values of 4-H. We all get along and have fun,” Shimp said.&nbsp;

With Legos, (you) learn how to build, and with tech, (you) learn how to make a robot move and lift up stuff,” Little said. “It seems pretty awesome to learn two different things at once and still excel in both of them at the same time.”&nbsp;Abigail Martens, a fifth-grader from Sidney, would agree with Little. She became part of the Lego Sidney team to learn how to program. “They looked really cool how they moved around and how we control them,” she said. “I like accomplishing things I don’t care if we win, as long as we learn.”Each team came prepared to get the most out of the practice event. They had their robot and attachments, codes to use during the robot games, and computers to practice coding. While some teams were full of rookie members, others had members in their second year. Cole Shimp was one such member of the Gummy Republic and a fifth grader at Bluffs Middle School in Scottsbluff.<figure>

 </figure>“This year, we have a jig on our robot, which we didn’t have last year, and it helps it (robot) line up,” Shimp said. “We also added innovative attachments that complete missions, like an arm with an elbow. It doesn’t have a motor but pushes up sound mixer levels, a complicated mission, but (we) solved it with pretty simple attachments.”The Saturday was busy, with students cheering on their teammates and friends. Everyone had come prepared to win but also to have fun. “We stick to the core values of 4-H. We all get along and have fun,” Shimp said.&nbsp;

It’s no secret that Nebraska has a heavy property tax burden. However, there is help for low-income people who are 65 or older, disabled, or veterans. They may qualify for the Homestead Tax Exemption. The Homestead Exemption gives those who are eligible a reduction on property taxes by excluding all or a portion of the value of a person’s home and up to one acre of land that the home is built on.

Homeowners must file every year to receive this break on their property taxes. In February, the county assessor mails a postcard to people who have received the homestead exemption in the past. They can pick up their pre-printed application from the assessor’s office on the first floor of the Box Butte County Courthouse. The applicant has to complete the form and file it with the county assessor by June 30. It is then forwarded to the Nebraska Department of Revenue to review income and determine whether the applicant is qualified to receive the break on their property taxes.

People who think they may qualify can pick up the forms from the county assessor’s office or download the application and directions from https://revenue.nebraska.gov/PAD/homestead-exemption. Applicants must be U.S. citizens, and own and occupy the home as of January 1 of the year they are applying.

There are specific categories of homeowners eligible for the homestead exemption, and these can be found on the website. Primary recipients are homeowners age 65 or older as of January 1 of the year they are applying, veterans, and disabled. The disability category is very strict and must be documented by a physician or the VA. The spouse of a veteran may continue to receive the homestead exemption after the veteran has died. A veteran who is 100% disabled receives a 100% homestead exemption regardless of the value of the property keeping in mind the restriction of house, garage, and one acre of land or a lot.

Homestead exemption eligibility is based on income and the value of the home. An exemption can be claimed up to 200% of the average assessed value for the county. The average assessed value of single-family residential property in Box Butte County was $122,014 in 2023 The 200% figure is $244,028. The exemption is reduced by 10% for every $2,500 that the assessed value exceeds the 200% figure. If a home is worth more than $244,028, the home is not eligible for the homestead exemption, with the exception of 100% disabled veterans.

The maximum exemption amount to be subtracted from property tax owed is the taxable value of the homestead up to $122,014. The exemption amount may then be reduced by the state using the percentage from the income table. Tables are used to see whether the household’s income allows it to be classified as low income. Basically, a single person earning less than about $34,900.99 or married earning less than $41,000.99 qualifies at 100%. The percentage decreases as income increases, then goes to zero at $51,301 for single, $60,901 for married. Amounts are slightly higher for veterans.

Medical expenses that are greater than four percent of your household income may be deducted in determining your eligibility for the exemption. You may deduct the cost of health insurance premiums, including Medicare Part B and supplemental health insurance premiums; long-term care insurance premiums; the cost of goods and services from a licensed health practitioner or facility; travel costs for out-of-town medical appointments or hospital stays; and the cost of insulin and prescription drugs.

Agriculturists, from growers to livestock producers, rely heavily on the soil and its health to make their operations thrive. In a collaborative effort, the US Department of Agriculture (USDA) Natural Resources Conservation Services (NRCS) is supporting Nebraska Extension, specifically Bijesh Maharjan, soil nutrient and management specialist’s Soil Health Gap project and Soil Health School outreach.

“We are creating an interactive map for the state (Nebraska), where any grower can put in coordinates of cropland, and the map will show them where they belong in terms of agroecological zone,” Maharjan said. The map will be based on benchmarks Maharjan and his team created by gathering data from native lands with no cultivation. So, producers will be able to compare their land with native land. In managed land, the sod has been cultivated, losing topsoil and carbon over time, resulting in a lower health score than undisturbed land.&nbsp;

“In obtaining baselines, the idea is to know where the ceiling is and how far can we go,” he said. “And looking at native land and other variables like climate and time.” In Scotts Bluff County, they found native land with four percent organic matter, which is a staggering amount, as most decent cropland has two percent organic matter.

Native land has a natural equilibrium. By giving farmers benchmark data, they can determine the gap in soil health in their lands compared to native land and plan practices to manage and reduce that soil health gap. The project aims to cover two extensive land mass areas, one each in the state's east and west, with support from NRCS. Maharjan and his group use the NRCS land classification system, Major Land Resource Area (MLRA), to identify the native land and get data for the map. Over time, the entire state will have reference data a grower can use.

Another aspect of the program has been the Nebraska Soil Health School. “We have organically stepped into the outreach portion of soil health activities with growers, feedlots, and other agriculture outfits,” Maharjan said.&nbsp;&nbsp;

The Soil Health School will hit western Nebraska this year with classes addressing healthy soils from different angles, like dryland, irrigated, rangeland, integration, and economics. This year, classes will be held in Crawford, Sidney, and North Platte.

In February, USDA NRCS and the University of Nebraska had a joint meeting to foster and expand collaboration, and out of many collaborators working on projects, NRCS invited Maharjan to present on his Soil Health efforts.&nbsp;

Gas and energy cost more. Meanwhile, cash receipts for crops and livestock are expected to decline by 4%. On top of that, we have a record trade deficit for agriculture exports. Instead of offering relief, Biden and his army of bureaucrats continue to harass agriculture at every turn. Federal regulatory whiplash is also driving up costs.&nbsp;I’ve questioned some of these bureaucrats at the Committee on Environment and Public Works. They often have no idea what impact their regulations will have.&nbsp;For example, the EPA’s Waters of the U.S. (WOTUS) rule wants to regulate roadside ditches and farm ponds as navigable waters.

To make things worse, the Biden administration has declared war on American energy. The onerous “Good Neighbor Rule” attacks our domestic natural gas industry and raises energy prices. Their detached-from-reality electric vehicle (EV) mandates restrict consumer choice. Instead of turning to biofuels made here in America, EVs make us more reliant on foreign adversaries like China. It is also yet another mandate that fails to account for the practical&nbsp;needs of our agriculture or rural communities. Imagine a world where you would need to pull over for two hours on a 90-degree day to charge an electric truck&nbsp;hauling livestock.&nbsp;

Just like when I was Governor,&nbsp;I’m fighting to block these illegal actions and provide relief&nbsp;as your U.S. Senator. I voted to block the WOTUS rule and co-sponsor legislation to protect producers from future overreach. I’m leading the charge against the EV mandate and will author legislation to block it if it’s not reversed. I’m pushing for year-round E-15 nationwide. I’m supporting&nbsp;legislation to repeal Biden’s expanded Death Tax, which punishes multi-generational farms, ranches, and businesses. I’m&nbsp;also&nbsp;using my experience as Governor to&nbsp;reform the&nbsp;permitting process&nbsp;and unleash American energy.

Additionally, I’m working with our federal delegation to include a strong safety net in the next comprehensive farm bill. The current risk management tools were not designed to mitigate the type of volatility Bidenomics has caused. I support&nbsp;a&nbsp;strong crop insurance program, Livestock Risk Protection, and Dairy Margin coverage programs. Ricketts: Bidenomics is threatning Agriculture in Nebraska

The Western Society of Weed Science will host a free symposium on Palmer amaranth on Thursday, March 7, at the Grand Hyatt in Denver, Colo. The symposium will be held during the society’s annual meeting.&nbsp;

Parts of Colorado and Western Nebraska have struggled with herbicide-resistant Palmer amaranth for several years, with significant impacts on minor and specialty crop industries. In 2023, Palmer amaranth was identified for the first time in the Intermountain West and Pacific Northwest. The symposium will bring together academics, industry leaders, and impacted stakeholders to discuss Palmer's current and anticipated impacts across the region.&nbsp;

The symposium is free to the public as a service of the WSWS. It will also be streamed live at&nbsp;<a href="https://unl.zoom.us/j/94462430766" target="_blank">https://unl.zoom.us/j/94462430766</a>.&nbsp;

As of 4:00 pm CST on February 27th, the Betty’s Way Fire in Lincoln and Custer Counties is 71,022 acres. Fire managers are continuously assessing the work performed and updating the containment. Containment on the fire is estimated to be 72%. One primary residence was destroyed, one primary residence was damaged, and numerous outbuildings have been destroyed. Currently, there are no evacuation orders in place. 

We are working with ranchers, farmers and residents to address any unmet needs. Fire managers are actively working with the American Red Cross and various state agencies to aid those affected by the Betty’s Way Fire. If you were impacted by the fire, please contact:

72 % of wildfires contained near North Platte, response continues

Alliance Creative District was recently named a certified Nebraska Creative District and was awarded a $10,000 Nebraska Arts Council Certification Grant. The Nebraska Creative District Program utilizes the arts as an economic driver to support communities in Nebraska by telling their stories and elevating the value of the arts.

In 2020, the Nebraska State legislature passed a bill to create the Creative Districts program. The program works to promote and support economic development and placemaking opportunities in communities dedicated to growing their arts-related economic sectors.

"We're eligible for up to $250,000 in grant funding which would go to arts experiences, permanent art in our community and even different improvements for the city of Alliance," Amity Palmer of the Carnegie Arts Center told KCOW earlier this month.

The process for applying as a Nebraska Creative District is a serious and involved process. The community must submit a letter of interest, then fill out a 43-page Eligibility Assessment requiring contributions from numerous community members and leaders. Finally, a Strategic Plan is developed as part of the approval process. The purpose of establishing a Creative District is to strengthen communities through the arts. The goal is that these districts will continue to plan improvement projects for years to come, building off past successes and growing opportunities.

The process of establishing a Creative District for the City of Alliance began through open community forums and surveys. The Creative District, composed of volunteers, held four community forums, and dispersed public surveys shared through email, print, and social media. During the initial Strategic Planning session, the top results of the SWOT analysis were finalized. Participants provided their answers, which were then compared to the results obtained from public forums and survey responses. All feedback was given careful consideration in order to develop a comprehensive understanding of the strengths, weaknesses, opportunities, and threats for the Alliance Creative District.

During the Strategic Planning session, several key strengths of the Alliance Creative District resonated with the members. These included the unique attraction of Carhenge, a strong affection for Alliance's Historic Downtown, and a recognized ability to collaborate within the community. Additionally, the top opportunities identified were the potential for adding more murals, leveraging existing festivals, and enhancing the aesthetic appeal of community spaces. One prominent weakness that was repeatedly mentioned was the lack of curb appeal in certain areas. This concern highlighted the need to address and improve the visual attractiveness of these areas. The group also identified several threats, including the outmigration of youth and retirees, a shortage of volunteers, and the challenge of creating a compelling draw to bring people back to town from attractions like Carhenge.

&nbsp;The Strategic Planning Sessions, facilitated by grant writer Al Vacanti, played a crucial role in the development of the Alliance Creative District. During the first session, the SWOT analysis was conducted, and goals were established. However, after considering budget constraints, feedback from the NAC, and concerns raised by the review panelists, the Strategic Plan was revisited on November 27th. This resulted in further refinements to the plan, including the addition of marketing goals, actionable steps, and adjustments to goal priorities. The team was very mindful to conservatively plan based on the team of volunteer’s availability and the need for additional funding sources.

To ensure efficiency and accessibility, the committee decided to integrate the marketing efforts of the Alliance Creative District with the current city tourism marketing approach. Instead of creating a separate website, the focus will be on developing a Creative District webpage and linking it to the existing city website. This will make resources related to the district more easily searchable and promotions for the creative district will be streamlined within the city's overall marketing strategies.&nbsp;

To address a major weakness of the lack of curb appeal in our town, hosting a mural festival took priority as a way to combat this issue. The committee recognized that hosting a mural festival downtown is a significant undertaking, requiring substantial preparation time and financial resources. As a result, the goal of hosting the festival has been moved into the five-year goal timeline. While still part of the long-range plan, the committee acknowledges the need for adequate time and resources to thoroughly strategize and execute such an event.

Recognizing the need for goals that could be achieved within a shorter timeframe and with a smaller budget, the committee identified hosting a mural festival at Carhenge as a viable 2nd objective. This would serve to draw in tourism to the area, which was both a weakness and an opportunity. It would also take advantage of our strength, which is a unique setting with potential for artistic expression, the committee felt that organizing a mural festival at Carhenge would be feasible and manageable within the allocated resources.

Both mural events would end with an arts and music festival at the end of the week to draw attention and attendance to the Creative District. The successful local event "Bands on the Bricks," already contracts regional and national bands and includes food and drink vendors. Rather than reinventing the wheel, the committee aims to leverage the existing popularity and attendance of Bands on the Bricks and build it into a larger festival.&nbsp;

The planning process for the Creative District has been no small undertaking. We appreciate all the time, energy, and expertise that our volunteer committee members have put into the application and planning process. This is an incredible opportunity for our community, and it would not have been possible without their efforts. The work to put these plans into action will require a great stretch of time beyond our busy members’ current commitments, and we appreciate their dedication to improving our community. Alliance Creative District officially earns certification as Nebraska Creative District

CHADRON – Dr. Ryan Morgan, Dean of Business, Mathematics, and Natural Sciences has been named to the&nbsp;<a href="https://nebog.nebraska.gov/mission" target="_blank">Nebraska Board of Geologists</a>.

He was nominated by Vice President for Academic Affairs Dr. Jim Powell and Nebraska State College System Chancellor Paul D. Turman. His nomination was approved through the Lieutenant Governor’s office after a review of his credentials. His term began in January and will end in February 2028.

“I have spent my career straddling the wonders of my discipline and working as an administrator in higher education. I am happy to be able to represent our experiences to the state,” he said.

Morgan said as a representative for academics, he will work to ensure that CSC’s curriculum in geosciences aligns with the expectations of the board.

“My hope is to work as a liaison to ensure our issues are represented well and ensure more collaboration between the private and public sectors,” Morgan said.

Morgan hopes to eventually host geology-related events at CSC.

“I would love to have the board visit the pretty side of the state and see what we have to offer from an educational and natural beauty perspective,” he said.

ALLIANCE – The Alliance Rec Center (ARC) was the recipient of a $20,000 grant courtesy of WESTCO and the CHS Seeds for Stewardship Grant Program. The funds will support the ARC’s Make More Possible Campaign 2024.

The campaign aims to raise funds for upgrades to the gymnasium. The project has been split into two phases and includes the installation of a rooftop HVAC unit and resurfacing of the gymnasium floor. Prior to the donation, the campaign had raised over $85,000 towards its $160,000 goal.

WESTCO President and CEO David Briggs said, “Several WESTCO employees are members and volunteers at the ARC and we are very happy to present this grant to them. The ARC plays a vital role in the overall health of Alliance, and provides the community with many key services.

WESTCO would also like to thank CHS and the Seeds for Stewardship Grant Program. By combining our resources, we are providing double the impact to our area and demonstrating the cooperative spirit.”

The CHS Seeds for Stewardship Grant Program is an initiative aimed at supporting rural communities and organizations across the nation. Through strategic partnerships and targeted grants, the program seeks to foster sustainable practices, improve safety, and promote social well-being.
