OMAHA, Neb. (AP) — The head of the union that represents track maintenance workers says Union Pacific is jeopardizing safety by delaying nearly 1,200 planned projects until next year and laying off more than 1,000 workers, but the railroad says the seasonal move shouldn't be alarming.

The president of the Brotherhood of Maintenance of Way Employes Division union has been sending letters to regulators for more than a month raising concerns about the layoffs, but the the Surface Transportation Board hasn't intervened.

“Chaos and disruption with Union Pacific’s Maintenance of Way forces can only lead to one outcome — deferred maintenance and catastrophic outcomes,” Tony Cardwell, who leads the union, said in his letters. “These furloughs will affect the safety of Union Pacific operations and pose serious safety risks for the general public and the communities surrounding Union Pacific’s infrastructure.”

Union Pacific said the decision to delay these projects is a reflection of the fact that the railroad went over budget after dealing with several unexpected weather events like the tropical storm that hit California this year and last summer's extreme heat. The railroad said it remains committed to safety and improving its track network across the western U.S.

Cardwell said that after these layoffs of 1,350 workers UP will have only a little over 4,700 track maintenance workers. Back in 2015 before a series of cuts designed to make the railroad more efficient, Union Pacific employed 8,791. That means each maintenance worker will now have about 11 miles (17.7 kilometers) of track to take care of on average, up from 8.6 last year and 6.5 in 2016.

The union is concerned that these cuts are an indication of how tightly&nbsp;<a href="https://apnews.com/article/union-pacific-ceo-jim-vena-railroad-23365ccd844a91a7ba9d0cfd6b36fe0b">new CEO Jim Vena</a>&nbsp;plans to manage the railroad's expenses. Union Pacific, like all the major freight railroads, already made significant cuts in its workforce over the past several years as part of&nbsp;<a href="https://apnews.com/article/business-aab7d3084a8d17d8d721d2cb750be323">overhauling its operations</a>&nbsp;to rely more on fewer, longer trains. Last month, Union Pacific announced plans to&nbsp;<a href="https://apnews.com/article/union-pacific-railroad-management-layoffs-d72058d3154289e26c732492748bd452">trim the ranks</a>&nbsp;of its mangers across the railroad to help streamline decision making.

Union Pacific hasn't done large year-end layoffs of maintenance workers like this in several years, according to the union, although these jobs were originally listed as seasonal positions.

Union Pacific spokeswoman Clarissa Beyah said the actual number of furloughs will be smaller than the union fears because many workers take other jobs with the railroad and some workers may have enough vacation time saved up to cover the period.

“Accusations that Union Pacific does not invest in its infrastructure and maintenance are untrue," Beyah said. "This year alone, the railroad will spend $3.7 billion on capital investment, of which a significant portion is allotted for maintenance. As part of the capital planning process, we are temporarily reducing some seasonal track maintenance positions.”

The railroad said its workers have already replaced more than 3 million railroad ties and more than 400 miles of track across the railroad this year.

And even though these maintenance workers will be out of work during the holiday season, Union Pacific said it continues to hire train crews in certain locations as part of its effort to improve service and make sure it can handle all the shipments companies hire the railroad to deliver. At last report, Union Pacific had more than 33,000 employees in October before these layoffs began.

Rail union says Union Pacific layoffs of over 1,000 track maintenance workers jeopardizes safety

The Colorado State University Department of Animal Sciences will host the 28th Range Beef Cow Symposium, Dec. 13-14 at The Ranch in Loveland, Colo. The symposium has been a partnership event&nbsp;between Colorado, Nebraska, South Dakota, and Wyoming universities since it began in 1969. Rotating around to each state every year.&nbsp;

“All four states face similar beef production challenges, so symposium topics, trade show vendors, and networking opportunities can be more regionally focused,” said Ryan Rhoades, Colorado State University associate professor and extension beef specialist. “Rotating around allows each university to showcase their research projects and provides producers in the hosting state closer access to attend the event.”

The symposium will have around 50 vendors with products and services on display throughout the event. Along with the networking opportunities will also be the popular Bull Pen sessions.&nbsp;

Rhoades likens the Bull Pen sessions to baseball and how teams utilize bullpen sessions to work on the mechanics and try out new techniques. “We’re bringing back another powerful bunch of sessions to the Range Beef Cow Symposium this year. Each day’s speakers break up into smaller groups focused on specific topics where producers can ask questions and participate in productive discussions with valuable takeaways.”

As the host college, CSU will bring some hot topics to producers, including&nbsp;Dr. Tim Holt, Colorado State University DVM Clinical Sciences, with a chute-side demonstration of how a PAP score is measured and other insights into high altitude disease. CSU AgNext feedlot specialist Dr. Pedro Carvalho will demonstrate how they use Greenfeed technology to measure cattle emissions on pasture. A brief overview of policy changes, effective strategies, and land-use goals will be discussed during the “Public Land Grazing: Dealing with the Public” session. Attendees will also participate in a hands-on learning experience about sensory and taste testing, consumer preferences, and beef nutrition.

“We’ll also hear more on product regulations, marketing strategies, and consumer utilization during ‘The Business of Direct Beef Marketing’ panel breakout session. There will be a session on ‘Wolf Reintroduction,’ with updates, potential mitigation strategies, and compensation plans moving forward,” Rhoades said.&nbsp;&nbsp;

The day before the symposium, a special add-on will be the BQA Certification Workshop from 1-5 p.m. at The Ranch Complex in Loveland, Colo.&nbsp;

Bullpen sessions, wolves, and more at this year’s Range Beef Cow Symposium

CHADRON – Fourteen teams of volunteers with the Chadron State Foundation’s Fall Fund Drive raised a total of $106,227 from donors and supporters of CSC. Sixty-seven volunteers canvassed the Chadron State College campus and surrounding communities in October and gathered at the Bean Broker Nov. 16 to celebrate.

Eight teams representing the CSC campus asked employees to donate to scholarships, programs, and funds of their choice. Six teams of volunteers representing the Chadron community sought philanthropy from organizations, businesses, and individuals in the area.

According to Development Officer Brandon Davenport, the annual Fall Fund Drive includes a competitive element to motivate volunteers and add a spark of fun.

This year’s winning campus team, led by Christine Fullerton, Public Services Librarian, included campus members Laure Sinn, Sandoz Center Program Coordinator, Kate Pope, Project Coordinator, Laura Bentz, Art Professor, and Andrew Smith, IT Technician. The winning community team from the First National Bank of Omaha&nbsp; was led by Brenda Morford and included Jennifer Galbraith, Tony Denke, Amy Hawk, and Bobbie Gill.

Campus teams were led by Fullerton, Kaylee Summers, Christian Miller, Kayla Junge, Britt Helmbrecht, Stacie Mittleider, and Carrie Sayaloune. Community teams were led by Clayton Riesen with Nebraska Bank, Pete Johnson with Homestead Bank, Morford, Bobby Griese with Chadron Community Hospital, Misty Hickstein with Wahlstrom Ford, and Jason Carnahan with Security First Bank.

Co-chairs for the event included Cody Benton with Homestead Bank, Cali Frankovic with Chadron Community Hospital, Kim Hernandez, Assistant Director of CSC Human Resources, and Chantel Merchen, Director of CSC’s Office of Academic Success.

Contributions to this year’s Fall Fund Drive bring the Foundation’s annual campaign total to $180,000, a figure which will continue to increase during the next few months, according to Davenport. The annual campaign encompasses annual gifts and pledges.

This year’s Fall Fund Drive was the first to feature a student showcase. On Oct. 13, about 10 students spoke about their CSC experiences, accomplishments, internships, and research. Some even contributed vocal and guitar performances, and read poetry. The event, in the Student Center, also featured a display of student artwork. Davenport said the Foundation plans for the event to continue in the future.

 CSC Fall Fund Drive volunteers raise more than $100,000

CHADRON –Caden Shanklin of Hot Springs, South Dakota, is Chadron State College’s first student to earn the state Society of Health and Physical Educators (SHAPE) Outstanding Health Education Major of the Year overall award.

The SHAPE Nebraska award ceremony took place during SHAPE Nebraska’s annual fall conference Nov. 7 in Lincoln. Students at CSC are nominated for Major of the Year by faculty members in the Health, Physical Education and Recreation (HPER) department. This year, students in Dr. Dawn Brammer’s Special Methods/HPER (EDUC431C) class earned a Dean’s Council grant to pay their SHAPE Nebraska membership fees.

During Shanklin’s college career, he has coached football in Hot Springs, worked at Chadron Middle School’s after-school program, and served as one of SHAPE Nebraska’s board members. He has also volunteered for SHAPE Nebraska’s Western Nebraska PE Summit and CSC Fitness and Nutrition Days in addition to serving as a volunteer coach and official for the Black Hills Youth Football League. He believes these volunteer and service opportunities, along with his work experiences, contributed to his nomination.

Shanklin originally came to CSC to pursue math, but said he quickly realized that Health Education was for him after taking a couple of HPER classes. He credits the entire HPER department for helping him realize he wants to share his passion for health and fitness with children.

“Every one of my HPER professors helped me realize that HPER was where I wanted to be,” said Shanklin. “I have taken a lot of great classes with a lot of great professors.”

Shanklin also notes a high school teacher for impacting his desire to become a teacher and a coach.

“I need to give credit to my high school health and PE teacher, Mr. Ben Kramer, as he also helped to show me how impactful and amazing being a teacher and coach can be,” Shanklin said. “My experience with him also helped me make my decision to major in Health Education.”

Brammer recognizes Shanklin for his connection to learning and application of skills when working with his students.&nbsp;

“Caden is very engaged in learning content and activities to support the needs of his students,” Brammer said. “He is very thorough in his work and is able to deliver the content in a way that students understand.”

Brammer also notes Shanklin’s passion and efforts that make him deserving of the award.

“His passion for teaching and coaching is evident in his preparation and delivery,” she said. “I believe he was nominated for this award because he goes above and beyond on his assignments and is willing to put in the extra effort helping set up and take down equipment. He has a great personality to get along with most everyone.”

Shanklin expressed gratitude for the help he has received throughout his educational journey at CSC.

“Every HPER professor has helped me in a different way to become a better teacher in the future. I do not know where I would be without them; they proved to me every day that CSC was the right choice to receive my college education. I am grateful for the countless people who have helped me along the way,” he said.

After graduating from CSC, Shanklin plans to become a teacher and a coach in South Dakota, Nebraska, Wyoming, or Montana.

According to SHAPE Nebraska’s mission statement, the organization strives to promote healthy lifestyles through leadership, professional development, and advocacy in the areas of health, physical education, recreation, and dance. Students from colleges and universities with a SHAPE Nebraska membership are eligible for Major of the Year. The nominees are voted on by the SHAPE Nebraska board in both Health and Physical Education categories.

HOT SPRINGS, S.D. – Holiday events this year at Wind Cave National Park begin Wednesday, December 13, with the park’s holiday open house, followed by the park’s annual Christmas Bird Count on Sunday, December 17. &nbsp;&nbsp;&nbsp;

The open house runs from 1 p.m. to 3 p.m. at the visitor center. Light refreshments will be served, and students from the Hot Springs Elementary third grade will present their Christmas program at 1:30 p.m. During the open house, the public will be able to browse through the park store operated by the Black Hills Parks and Forests Association. &nbsp;

The bird count begins at 7:30 a.m. in front of the visitor center on Sunday, December 17. Staff will distribute hiking and driving routes and datasheet packets. Participants are encouraged to bring a lunch, warm clothes, and if you have them, binoculars, field guides, and spotting scopes. &nbsp;

The count ends at 2 p.m. but participants are not required to attend the whole day. Smaller hiking and driving units are available. Packets are due back to the visitor center’s front door drop box with datasheets completed by 2:30 p.m. &nbsp;

Holiday events mark the season at Wind Cave National Park

CHADRON – Tracy Welsh, a veteran of higher education with more than 30 years of experience, has been named Chadron State College’s Interim Vice President for Enrollment Management, President Ron K. Patterson announced Thursday.

“I am thrilled Tracy is joining us at CSC,” Patterson said. “She brings a wealth of enrollment experience and that will pay dividends for our college, as well as our Enrollment Management department. Tracy has a proven track record of results and I know she’ll help set CSC up for success.”

Welsh, a native of Wall, South Dakota, will begin at CSC Dec. 13.

Welsh is no stranger to enrollment or admissions. She most recently served as the Director of High School Relations and Admissions at South Dakota State University from 1994 to 2018 before leaving higher education to join the private sector. Prior to being the Director of Admissions, Welsh was an Admissions Counselor and Publications Officer as well as an Assistant Director of Admissions. In all, she worked at South Dakota State University for 34 years.

While at SDSU, she supervised 26 employees and 75 student employees, and helped award approximately $1 million in funds to students. During her time as Director of Admissions, the university saw its freshmen class increase by 28 percent, an increase of more than 500 students. Beginning in 2000, the recruitment of minority students increased from 81 to 287 in the fall of 2017.

Welsh said she takes a customer service approach to prospective students and their families and works to establish connections across campus.

“I’m really looking forward to the opportunity and being a part of the CSC community. I love working in higher education with students and the campus community because what we do is so important,” she said. “Chadron State offers so many opportunities for students and it will be a privilege to work here to help students realize their dreams. I can't wait to begin.”

Welsh was also involved with the North Central Conference Accreditation Committee and has served as President for the Dakota Association of College Admissions Counselors.

Patterson said that Welsh will provide leadership within the Enrollment Management division while the college conducts a national search for the permanent position. He expects that search will be concluded by late spring.

Police Departments across Western Nebraska have reported an increased number of scam related calls.&nbsp;

Scottsbluff Police Department reports that scams have included Scottsbluff Police Department phone numbers (308) 630-626* and officer names in an attempt for the scammers to convince victims that the call/text has validity. 

 Various reasons for the call/text are given, but it always leads to a request for money to be sent in various forms such as money transfer services or gift cards. 

The scammers have used the associated phone number that will in fact connect victims to the police department if a call back is done, but the scammers will make repeated calls to victims in hopes they will answer one of their calls, so the next step in the scam can be attempted.&nbsp; 

The Scottsbluff Police Department said in the press release that they will never request money in exchange for criminal charges being dismissed or charge for a call for service. Do not provide any personal or financial information to the callers, Sgt. Lopez of the Scottsbluff Police Department says,

If you receive a call like this, hang up the phone and call the communications center of your local police department.

Panhandle Public Health District (PPHD) once again has partnered with area students to spread the word on the dangers of tobacco use of any kind. A campaign on PPHD’s Facebook page featured six athletes from around the Panhandle who are leading the charge in their schools and communities on vowing to not use tobacco or vape products. The athletes highlighted included:

Each of these athletes has a post on the PPHD Facebook page and the athlete that receives most “likes” on the original post on Facebook will get a $250 scholarship courtesy of PPHD. Voting begins today, November 27, 2023 and ends December 11, 2023.

As of 2020, 4.2% of Nebraska high school students smoke and 17.1% use e-cigarettes. In the last 2 years alone, vaping increased by 218% among middle schoolers and 135% among high schoolers. Teens who vape are now 3x more likely than non-vapors to become daily cigarette smokers.

Nicotine increases your heart rate, tenses your muscles, and decreases the oxygen to your brain, despite a reputation for 'relieving stress.' In young people, 5 mg of nicotine a day is enough to establish a nicotine addiction.

Young people also face increased instances of anxiety and depression and while it has always been thought that nicotine is a stress reducer, this is a common myth. In a study published by the Journal of American Medical Association, current e-cigarette users have double the odds of having a diagnosis of depression compared to those who have never vaped. Nicotine use in general can increase stress levels.

Teens who currently use tobacco products can now get the help they need to quit. My Life, My QuitTM is a free and confidential way for teens to quit smoking or vaping. Teens can text a coach, chat online, or call for help that includes ways to cope with stress in healthy ways, understanding why nicotine is addictive, and getting tips and support to help quit for good. The Christmas tree is one of the symbols of the holiday season we all recognize. The evergreen tree is still beautiful when all its cousins have lost their leaves. The idea of a decorated Christmas tree was brought to America by German immigrants about 200 years ago. They decorated their trees with candles and cookies.

After Queen Victoria's family set one up in England, Christmas trees became popular throughout the world. Eventually the candles were replaced with strings of lights. The cookies were traded for small toys and, later, ornaments. Our Christmas trees continue to represent celebration and gift-giving.

What about the families who can't afford gifts? Or people whose families are spread out and don't get the chance to connect at Christmas?

Our communities have responded by setting up trees with tags, asking that presents be returned. Opportunities exist for those who have plenty, and it's an important part of Christmas in many families. Children from low-income families may receive gifts from Santa's Helpers. The Tree of Love provides gifts for residents in nursing homes, our elders who might otherwise be overlooked. The Tree of Warmth helps provide items like mittens and hats.

Santa's Helpers has set up a tree at Bomgaars. Pick a tag, buy and wrap a new $15-20 toy, attach the tag securely, and return it to Bomgaars by December 9. Invitations have been sent out to qualifying families, who must return postcards by December 7. The team, led by Karen Trussell and Julie Johnson, starts fresh with new lists every year, so the family must list all their children and their ages. Then gifts are set aside for their family.

On Sunday, December 10, Santa's Helpers will be set up at the Eagles Club in Alliance. From 3:00 - 4:00 pm, families are asked to come in and pick up their gifts.

Presents for the children are received not only from the tree at Bomgaars. Steph's Studio took photos at Halloween. Participants brought in one toy for each person who was in the photo, and they'll receive one free 4x6 photo; more photos can be purchased. The toys they brought are donated to Santa's Helpers.

In November ABATE held a taco feed at the Gathering Spot to help raise money for Santa's Helpers. Other organizations and individuals also donate so enough toys can be purchased. Over 200 families qualify for presents from Santa's Helpers, so hundreds of gifts are needed. Call Karen Trussell at 308-762-8545 if you need more information.

Box Butte County has a poverty rate of 12%, according to the Census Bureau. The percentage is even higher for our children age 0-17. For a household of four, that is an income of $30,000 or

less. Families are low income and can qualify for assistance if their household income is less that 150% of the poverty amount. For a family of four, that would be $45,000.

Another group is often overlooked during the holidays - the people in nursing homes. Because of the demand for care for people who cannot remain in their own homes, many nursing home residents live far from their families. RSVP has set up a Tree of Love, so these precious elders can receive something special for Christmas.

Tags suggesting gifts for people at Highland Park can be found on trees at Carter’s. Gifts should be returned by December 18. The Tree of Love for people at the Hemingford Care Center is at Valor General Store. Gifts should be returned to the Hemingford Care Center by December 18.

The Tree of Warmth collects donations of new mittens, hats, gloves, scarves, and socks at St. John's Lutheran Church. When families pick up their Christmas food baskets on December 21, they will be able to select items from the Tree of Warmth.

The University of Nebraska-Lincoln’s Center for Agricultural Profitability and Nebraska Extension will present workshops in Sidney and Alliance for those planning and involved in farmland succession who want to learn more about the best strategies for managing and owning this asset and how it may impact the transition plan.

“So You’ve Inherited a Farm … Now What?” workshops will be held:

The workshop will cover Nebraska land industry topics for farms and ranches. Those include evaluating current trends in land values and cash rents, strategies for successful land transitions, lease provisions, legal considerations and managing communication and expectations among family members. Creating and adjusting estate plans will also be covered.

“We hear all the time from people who engaged in various stages of transitioning land involved in a farm or ranch,” said Jessica Groskopf, an agricultural economist with Nebraska Extension. “The dynamics surrounding succession differ for each operation, and this workshop provides the best management concepts and strategies for an effective transition.”

The program is free to attend, and light refreshments will be provided.

Extension workshop  on managing farmland and transition planning coming to Alliance

Union Pacific Railroad announced plans today to open a&nbsp;<a href="https://www.up.com/up/customers/premium/intmap/phoenix/index.htm">new international intermodal terminal</a>&nbsp;in the heart of Phoenix, providing customers a sustainable rail option between ocean ports in the Los Angeles Basin and the nation’s fast-growing Southwest region.

The new terminal, owned and operated by Union Pacific, is expected to open in the first quarter of 2024. It will be established in Union Pacific’s downtown rail yard, with capacity to grow to meet customer demand.

NGPC has big game meetings scheduled for December in Panhandle

Chadron, NE — During the Thanksgiving holiday weekend, from November 22nd to November 26th, the Chadron Police Department participated in the annual Click It or Ticket high-visibility seat belt awareness campaign, writing 2 citations for seat belt violations in the process. A total of 8 citations were issued for other violations and 6 people were arrested for the following offenses; arrest on a warrant and new charges for driving revoked; driving revoked and protection order violation; driving revoked; a warrant; driving under the influence of drugs; assault and obstruction of a peace officer. All driving under revocation charges were felony arrests, due to the driver’s licenses being suspended due to DUI. 

A total of 46 traffic stops were conducted during the grant time period. The campaign, which coincided with one of the busiest holiday weekends of the year, was twofold: to combine increased awareness and a zero-tolerance policy on seat belt non-use, and to provide effective communication to drivers on the importance of buckling up.

“We issue tickets to remind drivers and passengers that seat belt use isn’t a suggestion, it’s the law,” said Sgt. Stolley. “To that end, we felt that this year’s campaign was successful, and I think we got people’s attention by using highly visible enforcement methods. Our goal is a safe community with safe drivers.”

According to the National Highway Traffic Safety Administration, during the Thanksgiving holiday weekend in 2021 (6 p.m. on Wednesday, November 24, to 5:59 a.m. on Monday, November 29), there were 361 passenger vehicle occupants killed in traffic crashes across the nation. Half (50%) were unrestrained. Not wearing a seat belt proved to be deadly at any time of the day during the holiday weekend: 52% of those killed in nighttime crashes were unbuckled, and 46% of those killed in daytime crashes also were unbuckled. These deaths represent needless tragedies for families across America and may have been prevented with the simple click of a seat belt.

“Seat belts save lives, period,” said Sgt. Stolley. “We’ll continue working to spread the message about the importance of seat belt safety, over the holidays, and every day,” she said.

Chadron Police Departments participated in Thanksgiving seatbelt awareness campaign

Gering, NE –&nbsp;&nbsp;&nbsp;After over 30 years with the National Park Service, Dan Morford, Superintendent of both Scotts Bluff National Monument and Agate Fossil Beds National Monument, will retire on December 30, 2023. Dan has been the Superintendent of Scotts Bluff since 2016 and took on the added responsibility of Superintendent of Agate Fossil Beds starting in September 2019.

A native of Colorado, Morford started his working years in his family’s residential construction business. For 7 years, he and his father built several homes and completed numerous remodel jobs. At the same time, Morford attended Adams State College (now University) where he earned a bachelor’s degree in Secondary Teaching and a minor in Computer Science. After graduation in 1986, Morford moved to Ash Fork, Arizona to start his teaching career. He taught Industrial Arts, Computer Science and Coaching. Morford transferred to Grand Canyon Schools in 1990 continuing his teaching.

Morford, realizing he had three months off each summer was invited by a neighbor to apply for a wildland firefighting position with the US Forest Service. Dan found he really loved the outdoor work and firefighting during the summers and made a career change. In June 1993 Morford moved to Rapid City, SD and started work with the National Park Service (NPS) Hazard Fuels Program at Mount Rushmore National Memorial. Three years later, he accepted a permanent firefighting position with the US Forest Service in Sundance, Wyoming. In 2001, he returned to the NPS as a Prescribed Fire Specialist for the Northern Great Plains Fire Management Office stationed at Wind Cave National Park. In 2008 he accepted a Fire Management Officer position at Indiana Dunes National Lakeshore where he and his staff coordinated fire operations at three parks in three different states.

Some of Dan’s biggest accomplishments at Scotts Bluff National Monument were leading the monument through its centennial celebration in 2019 and through the Visitor Center renovation project from 2018 through 2020. He was also instrumental in forging a new partnership with Black Hills Parks and Forests Association, the non-profit, cooperating association of both Scotts Bluff and Agate Fossil Beds National Monuments.

When asked about why he chose a career with the National Park Service, Morford responded “Family. The National Park Service felt like family. It was not so big that you were just a number, yet large enough to have a variety of opportunities. I believe over my career I have taken advantage of that and hopefully, through it all, have made a difference along the way. My heart and life are full above all belief from all the experiences, assignments, and friendships along the way.”&nbsp;&nbsp;

Scotts Bluff and Agate Fossil Beds National Monuments Superintendent Dan Moreford to Retire

NOVEMBER 28, 2023 (SCOTTSBLUFF, NEB.)&nbsp;&nbsp;— The Nebraska State Patrol and local partners conducted alcohol compliance checks in Scotts Bluff&nbsp; County earlier this month.

On Saturday, November 18,&nbsp;NSP investigators worked with the Gering Police Department, Scottsbluff Police Department, and Scotts Bluff County Sheriff’s Office to conduct compliance checks at 77 businesses. Nine businesses sold alcohol to a minor for a non-compliance rate of 12%.

This operation was supported by grant funding from the NDOT Highway Safety Office, SAMHSA Center for Substance Abuse Prevention, Region I Behavioral Health Authority, and Nebraska DHHS.
