A woman has now been charged with attempted murder in connection to a stabbing on the evening of&nbsp;July 13th in the area of 5th of Potash in Alliance.&nbsp;

Court documents provided to Panhandle Post have named 29-year-old Rebecca Ashing as the defendant who allegedly used a knife to stab her then domestic partner&nbsp;Cody Daul, who was then hospitalized with non-life-threatening injuries.&nbsp;

Ashing faces an Attempted Murder Charge, a Class 2 felony Use of a Deadly Weapon, Class 2 Felony and two charges of Domestic Assault in the `1st and 2nd degrees.&nbsp;

Ashing’s bail was listed at $ 500,000, and she is scheduled to be arraigned in District Court on August 23.&nbsp;

Eleven deserving graduates of Hemingford High School are the latest in a long line of HHS alumni to benefit from the Hemingford Scholarship Foundation (HSF). The graduates were awarded a total of $57,895 in 2023-2024 scholarships for their undergraduate and graduate study. Applications were reviewed by the Foundation’s Scholarship Committee Monday, July 24.

Over the Foundation’s 36-year history, a total of 497 scholarships amounting to $1,321,123 have been awarded to help HHS graduates continue their education beyond high school, including these ten 2023-2024 award recipients: Lauren Gasseling, Samantha Gilkerson, Boston Goodsell, Destiny Hanson, Elizabeth Mayer, Alex Neefe, Rashell Neefe, Landrie Nelson, Katelyn Varner, Kenneth Wyland, and Kylie Mendiola. Checks are sent to the post-secondary institutions the students are attending.

This outstanding program was established in 1987 by the generosity and vision of Bob Elliott, Sr. (now deceased). His son, Bob Elliott, Jr (also deceased) was instrumental in its initial years of existence. While Mr. Elliott’s donations comprise the bulk of the Foundation’s principle, other entities and individuals (usually in the form of memorials) have contributed. The HSF has provided college support in all the years since for Hemingford High School graduates; one of only two requirements needed to be considered, the other being a full-time higher education student.&nbsp;It is rare that an applicant does not receive some level of award. Besides Mr. Elliott being recognized via scholarship title, scholarships established as memorials (or by a business) are also recognized to the recipient of an award so that they may express their appreciation to surviving family members. They very much appreciate such correspondence.

The HSF is governed by a Board of Directors comprised of five members charged with the responsibility of monitoring and shepherding the Foundation’s principle funds in a fiduciarily responsible manner. The Directors meet once per year in July to go over the Foundation’s investment performance of the just concluded fiscal year, and to allocate the amount of funds to be made available for the coming year’s scholarship awards. Current members include Robert Stout, DVM, President; Thomas Elliott, Vice President/Treasurer; Travis Miller, Secretary; Terry Curtiss, Legal Counsel; and Brian Kuhn. The Board’s Accountant is JM &amp; Associates. It’s Financial Advisor is Rich Otto of Edward Jones.&nbsp;

The Board of Directors is also responsible for appointing individuals to a five-member Scholarship Committee. The Scholarship Committee is responsible for the awarding of scholarships to graduates. The Committee establishes the amounts each recipient will receive; distributed according to a point system and limited to the overall amount of funding made available for that year as set by the Board of Directors. Hemingford Scholarship Foundation Awards Announced

August 3, 2023 (Lincoln, Neb.)&nbsp;–&nbsp;Angelita Zuniga (44), a corporal at the Reception and Treatment Center (RTC), turned herself in to Nebraska State Patrol investigators at the Lancaster County Jail yesterday. 

She was arrested for first degree sexual abuse of an inmate or parolee (Neb. Rev. Stat. §28-322.01), a felony offense.

Zuniga has been employed by the Nebraska Department of Correctional Services (NDCS) since June 27, 2022. Zuniga resigned her position with NDCS.

NDCS staff member arrested for alleged sex abuse of inmate

The end of an era in the Box Butte County Sheriff’s office is approaching as longtime Box Butte County Sheriff Tammy Mowry officially announced her retirement in a conversation with Panhandle Post on Thursday. 

Mowry was elected Sheriff in 2007 and has been in Law Enforcement for 43 years, and was the first woman to be elected sheriff in Nebraska history. &nbsp;

Mowry is thankful for the support of the community and issued this statement on Thursday. "Box Butte County has been really good to me, I'm grateful," Mowry said.&nbsp;

Mowry’s last day as Sheriff is August 31, and Panhandle Post will provide updates on the search for her replacement.&nbsp;

 Participants typically include a variety of non-profit organizations, restaurants, banks, and other retail businesses, many of which offer free samples and job applications, according to Student Activities Coordinator Taylor Osmotherly.&nbsp;

The City of Alliance issued a statement on Wednesday that Sundance PPI has begun pole inspections in town. They will be digging beside the pole and taking pictures of the pole and hardware.

Nebraska State Patrol troopers receive a starting salary of $30 an hour. Colonel John Bolduc says that troopers patrol Nebraska’s roadways, investigate criminal activity, fly drones, handle K9s, negotiate in crisis situations and more.&nbsp;

The next class of recruits will begin the NSP Training Academy on January 2, 2024 and are scheduled to graduate on June 14, 2024. Recruits are paid $27.46 per hour while attending the 22-week training program at the NSP Training Academy. &nbsp;

Applicants must be a United States citizen and at least 21 years of age by June 14, 2024, when they take the oath of office. Applicants must have a high school diploma or GED equivalence. Nebraska State Patrol hiring troopers

CHADRON – Chadron State College Associate Professor of Music Dr. Brooks Hafey taught classes, performed concerts, and made a conference presentation this summer in Romania and the Baltics.

In Romania, Hafey presented a Masterclass June 23 for piano students ages 12-17 at the Sigismund Toduta School of Music in Cluj-Napoca. A day later at the same location, he performed a concert with three colleagues from the University of South Dakota including Dr. Ioana Galu, a Romanian violinist and professor, Holly Haddad, a staff member who played clarinet, and Antonio Ferraro, a student who played violin. Hafey has performed at CSC previously with Galu and Ferraro.

In late June, Hafey taught a second Masterclass for teenage piano students in Bistrita, Romania, at the Tudor Jada School of Music.

He said it was interesting to learn about the music education systems of other countries.

“In Romania, music students receive three private lessons per week on their instruments from a young age, far more than American students,” Hafey said.

Standout experiences for Hafey include the warm audience reaction to his two performances in the historic Bistrita Synagogue, which was damaged in WWII and still shows scars from that time.&nbsp;Hafey said it was especially memorable to see the audience’s response to a piece by Ukrainian Valentin Silvestrov, an 85-year-old Ukrainian composer currently exiled in Berlin.

“Audience members were very touched, and many were crying with joy. I imagine the audience’s strong emotional response was due to the setting, the ongoing Russian war on Ukraine, the nostalgic mood of the music, and hopefully the beauty of my playing,” Hafey said.

From July 2-10, Hafey attended College Music Society International Conference events while traveling through Lithuania, Latvia, and Estonia. He said U.S. music faculty and administrators, as well as some doctoral students, attended the conference.

On July 7, Hafey and Dr. Rachel Bergman from Augsburg University in Minneapolis gave a presentation about the music by Pēteris Vasks, in Riga, Latvia. Bergman has performed previously at CSC with Hafey.

Vasks attended the presentation and spoke with Hafey and Bergman.

“He provided us with positive feedback on our performance,” Hafey said. “He is one of Latvia’s most distinguished composers whose music is frequently inspired by nature and environmental causes.”

During the CMS Conference, Hafey attended the Latvian Song and Dance Festival which takes place every five years in Riga and includes tens of thousands of singers.

The importance of learning to embrace a wide range of musical genres and performance practices is a takeaway from the summer tour that Hafey plans to share with his students this academic year. Additionally, he plans to remind his students about the crucial aspect of building and maintaining networks in the field of music. Hafey plans to continue strengthening his international ties in 2025, by performing in Germany and attending the CMS conference in Colombia.

Have you noticed that some stores in our area offer cash discounts? If we pay cash, we might get a certain percent off at some gas stations, restaurants, or other retailers. These businesses are tired of paying credit and debit card processing fees.

Credit card processing fees are the fees that a business must pay every time it accepts a credit card payment. Stores probably pay more than one fee. The swipe fee might mean 10¢ for processing a transaction. A payment processor fee might be a monthly fee for equipment and for paying the merchant and then collecting from the purchaser. Then there is the percentage fee. Stores pay anywhere from 1.5% - 4% of the total amount of the transaction to the credit card company. The fee is less if they are a high-volume business like a large chain store, higher for small-town merchants.

What about using your debit card? That's cash transferred directly out of your checking account - right? Sort of. Businesses pay the same types of fees for those transactions. Debit card fees are close to the same as the credit card fees paid by merchants.

Sometimes we use apps like PayPal, Venmo, Cash, or Zelle? Yes, businesses pay swipe fees and percentage fees for each of these transactions as well.

Nationally, retailers figure that they lose 2% of their profits because they pay these credit and debit card fees. This means they raise their prices for all customers.

Why do stores accept these cards if they are so expensive? Because being a cash-only enterprise would cost a lot of business. People tend to spend more when they aren't using cash. Stores get their money quickly, and they are protected from fraud, bad checks, and counterfeit currency. Many Americans don't use cash at all, especially if they are younger. It's just so much more convenient to use our phones or tap our cards to make our payments.

Legislation known as the Credit Card Competition Act, first introduced in Congress in 2022, is described by its sponsors as encouraging “competition in electronic credit transactions.” The legislation failed to pass in 2022, but its sponsors reintroduced it in June 2023.

Why hasn't this legislation passed? Because there are lots of perks for customers who use credit cards, especially for those who have excellent credit scores. We get cash back on purchases. We get miles from airlines and hotels. We get to purchase gift cards at discounted rates with points we've earned. We get to buy goods online. We get to travel all over the world and use our cards to pay for our purchases. We get fraud protection that allows us to dispute bills. We even get to transfer balances between cards to get 0% loans and extra cash back bonuses.

Wealthy and middle-class Americans want to keep these rewards. They contact members of Congress and influence legislation. So do Visa and Mastercard, who handle 80% of credit card processing. They'll work through lobbyists and campaign donations to protect their interests.

For lower-income people, it's much more difficult to develop an excellent credit score, so rewards probably aren't available. Bank accounts may be too expensive to maintain, so there may not be debit cards either. But they probably won't contact Congress...

Meanwhile, if a business is offering you a cash discount, plan ahead. Have that money in your pocket. Then you'll both benefit.

Yes, businesses pay swipe fees and percentage fees for each of these transactions as well.Nationally, retailers figure that they lose 2% of their profits because they pay these credit and debit card fees. This means they raise their prices for all customers.Why do stores accept these cards if they are so expensive? Because being a cash-only enterprise would cost a lot of business. People tend to spend more when they aren't using cash. Stores get their money quickly, and they are protected from fraud, bad checks, and counterfeit currency. Many Americans don't use cash at all, especially if they are younger. It's just so much more convenient to use our phones or tap our cards to make our payments.Legislation known as the Credit Card Competition Act, first introduced in Congress in 2022, is described by its sponsors as encouraging “competition in electronic credit transactions.” The legislation failed to pass in 2022, but its sponsors reintroduced it in June 2023.Why hasn't this legislation passed? Because there are lots of perks for customers who use credit cards, especially for those who have excellent credit scores. We get cash back on purchases. We get miles from airlines and hotels. We get to purchase gift cards at discounted rates with points we've earned. We get to buy goods online. We get to travel all over the world and use our cards to pay for our purchases. We get fraud protection that allows us to dispute bills. We even get to transfer balances between cards to get 0% loans and extra cash back bonuses.Wealthy and middle-class Americans want to keep these rewards. They contact members of Congress and influence legislation. So do Visa and Mastercard, who handle 80% of credit card processing. They'll work through lobbyists and campaign donations to protect their interests.For lower-income people, it's much more difficult to develop an excellent credit score, so rewards probably aren't available. Bank accounts may be too expensive to maintain, so there may not be debit cards either. But they probably won't contact Congress...Meanwhile, if a business is offering you a cash discount, plan ahead. Have that money in your pocket. Then you'll both benefit.

A resolution to move plans forward with improving downtown Alliance was accepted Tuesday at the Alliance City Council meeting. Rich Otto of Edward Jones Investments is helping lead the project and comments on efforts to by the city to improve downtown. 

"The downtown area is a strong area right now, but making it better for the whole community and making sure it's a place people want to do business with," Otto said.

 With the resolution on Tuesday to accept an outline to reestablish the district what is called “BID A-3" Alliance City Manager Seth Sorensen explains what are the next steps in the process.&nbsp;

"The committee that was appointed Tuesday will be meeting and making recommendations to the City Council as to how this BID should be formed," Sorensen said. "They're looking at a special assessment and how it will be collected, and how the funds will be utilized if approved."&nbsp;

Sorensen says that there will be multiple readings for this item and that the hope is to have it in place before October.

Outline for Alliance Downtown Improvement District

OMAHA, Neb. (AP) — Roughly 7,500 BNSF train engineers may soon get up to eight days of paid sick time and more certainty about their days off if they approve a new deal with the railroad announced Tuesday.

BNSF and the Brotherhood of Locomotive Engineers and Trainmen union said engineers will get more predictable schedules and the ability to take sick time off without being penalized under the Fort Worth-Texas based railroad's&nbsp;<a href="https://apnews.com/article/business-lawsuits-5123fda3d039543700b23d939e0bdda2">strict attendance policy</a>.

The major freight railroads have made a&nbsp;<a href="https://apnews.com/article/railroad-paid-sick-time-negotiations-norfolk-southern-70327831f881dcf86a43e05d22a5bdd5">great deal of progress</a>&nbsp;on the sick time issue since workers'&nbsp;<a href="https://apnews.com/article/business-economy-strikes-congress-d2ae4d3aecb27f176418518d977e69e1">quality of life concerns</a>&nbsp;pushed the industry to the&nbsp;<a href="https://apnews.com/article/business-economy-strikes-climate-and-environment-government-politics-92ea7632a29f807ccc0e2658c50d731e">brink of a strike</a>&nbsp;last year before Congress&nbsp;<a href="https://apnews.com/article/biden-politics-pete-buttigieg-strikes-congress-c95510555dcd4cdc2d839e61d1195b06">forced the unions</a>&nbsp;to accept a contract. More than 77% of all those workers have now been promised sick time. The railroads&nbsp;<a href="https://apnews.com/article/government-and-politics-business-strikes-940da8fc519f8c526ca614e201d01216">refused to add sick time</a>&nbsp;to last year's deal that included 24% raises and $5,000 in bonuses.

BNSF engineers will get five days of paid sick leave and be permitted to convert three other leave days into sick time each year. That's better than most&nbsp;<a href="https://apnews.com/article/labor-unions-kansas-city-southern-strikes-business-6e66b66a99415e12c2c1fa642d6a842f">other deals</a>&nbsp;rail workers have made that provide for up to seven days of sick time through a combination of paid days and existing leave days. In all these deals, railroads promised to pay workers for any unused sick time at the end of each year.

In addition to sick time, this agreement will establish a scheduling model across BNSF that will help engineers predict when they will be scheduled to be off. The details may vary somewhat across the railroad, but BNSF generally promised to try to give engineers three days off after they work six days in a row.

The deal also includes a number of smaller changes in the complicated rules that determine when engineers have to report to work that the railroad and union said would “bring positive changes to both the professional and personal lives of locomotive engineers.”

Engineers will also be able to earn four additional paid days off a year for every quarter they work without taking an unplanned unpaid day off from work.

After this agreement, the engineers union now has deals to improve schedules with all the major freight railroads, including BNSF, Union Pacific, Norfolk Southern, CSX, Canadian National and Canadian Pacific Kansas City. But it still lacks sick time deals with CSX and both Canadian railroads.

Norfolk Southern and UP are the only railroads so far to announce sick time deals with all their unions. But BNSF said it now has deals with all but one of its unions after this agreement.

BNSF spokesperson Kendall Kirkham Sloan said the railroad is glad it has reached these deals “to help BNSF modernize its agreements to the benefit of its employees and their members. BNSF remains committed to continued dialogue, for those few remaining crafts that do not already have them.”

BNSF is one of the nation's largest railroads, with about 32,500 miles of track in the west. It's owned by Warren Buffett's Omaha, Nebraska-based Berkshire Hathaway conglomerate.

BNSF train engineers offered paid sick time and better schedules in new deal

The Alliance Police Department announced this week that they have upgraded their body cameras for officers. Alliance Police Chief Phillip Lukens explains that while the department already has body cams, they are now going to be able to automatically transcribe their body cam footage. 

"What that means is, we're not going to provide reports that are a brief and abbreviated synopsis of an incident," Lukens said. "They're going to get the entire incident in the report."&nbsp;

Lukens says that while the new system will help provide information to officers, he explains that it will also help the department continue to build positive relationships within the community by doing what he calls "sentiment analysis."

"We want to make sure that we are leaving a good sentiment when we are talking to people," Lukens said. "Are we being rude? Are we being short? Are we upsetting people more than we are helping them? Those are things that we can be analyzing to make sure we are giving everyone a good service when we reach out to people."

Lukens says that the Department received what is called a Rural Crime Grant in December 2022, and the grant of $150,000 over two years covered the software and analysis of the upgrades. 

According to Lukens officers started training with the new software on Tuesday and everything should be up and running by the end of the week or early next week.&nbsp;

The Panhandle Public Health District announced this week that the panhandle has seen a record number of mosquitos in the region this summer.&nbsp; PPHD Environmental Health Coordinator Melissa Haas explains that last year she didn't see her first positive until September, but this year due to rain the weather conditions have been perfect for mosquitos.

As of July 22nd, over 37,000 mosquitos have been collected in Nebraska, which is more than all of 2022. The Panhandle region is currently considered a very high West Nile virus risk, and Haas details some precautions for Panhandle Residents. "The biggest one is to use mosquito repellent, especially something that has DEET in it or picaridin or oil of lemon eucalyptus," Haas said.

Haas also mentioned that mosquitos are more active at dawn and dusk so avoiding going out at those times are an extra precautionary measure, along with wearing a long-sleeved shirt, pants and socks in wooded areas or areas of tall grass.

Box Butte General Hospital announced that they have closed entrances to the Hospital Tuesday and Thursday. The announcement states that street entrances including the ER entrance will be closed. The entrances on Box Butte Ave. will have limited or no access, however, the entrances on the east side of campus will be accessible. 

BBGH advises to use Sweetwater or 25th St to enter the back entrance of the hospital and the parking lots will not be affected. 

Signage will be put up to direct traffic to an alternate entrance, any questions are to be directed to Werner Road Construction or Gary at 308-761-3367.

The Panhandle Research Extension and Education Center releases the estimated crop water use for Nebraska Panhandle crops weekly.  Nebraska Extension Educator Gary stone has an update for this week.

 "They will be needing more water, the corn is starting to tassel and will start to set on ears and so we need that water for grain fill," Stone said.&nbsp; "The same with sugar beats, they're starting to put on more roots, so they're going to need more water, just like dry beans."&nbsp;

Stone says this year’s temperamental weather has put alfalfa at various cuttings and water use has been all over the place. He says one grower he spoke to from just south of Torrington was just getting off their first cutting, when normally growers are on their 2nd cutting.

The estimated crop water use is based on data gathered and calculations made by Nebraska Extension personnel.&nbsp;

Alliance, NE –&nbsp; The City of Alliance announced the&nbsp; Street Rehab Project&nbsp; &nbsp;on Monday that begins this week July 31, 2023, with the start of milling City streets on the west end of town including: West 14th Street, Grove Avenue, Hammond Lane and West 16th Street.

The city says that contractors have placed “no parking” signs on many streets in preparation for this work. and to be aware that parking on these streets will be prohibited during the project.

Street Rehab Project begins in Alliance Monday

The Nebraska Historical Society Foundation had their “Walk to the Rock,” public ceremony and dedication on Saturday afternoon.&nbsp; Panhandle Post was at Chimney Rock for the celebration and talked to Leslie&nbsp;Fattig who  is the Executive Director of the Nebraska Historical Society Foundation an she explains what the event was all about. "This is the public dedication to welcome the public to our trails," Fattig said. The response has been overwhelmingly positive."

 Fattig says that Walk To The Rock includes four, ten-foot-wide hiking trails, ranging in length from .20 miles to 1.76 miles, and two&nbsp;bridges that span 130 feet in length. bridges spanning ravines. The two bridges make the path crossable for all visitors, including the elderly and those using a wheelchair, walkers, and strollers. 

The finely crushed gravel trail bed allows wheeled transportation and maintenance equipment to easily glide over the pathway.&nbsp;

Gail Debuse Potter, President of the Nebraska Historical Society Foundation explained that with the opening of the trails it will get hikers the closest to Chimney Rock possible.

Trail signs will honor donors to this project. Trail A is named for the Ethel S. Abbott Charitable Foundation, Trail C for Crete Carrier, and Trail D will be the Community Trail. 

All donors over $1,000 will be recognized on this Trail. The bridge situated in front of Chimney Rock is named for D F Dillion. Trail B has not been named at this time. Trail signs will be installed as they are completed.&nbsp;
