LINCOLN, Neb. (AP) — Five staff members at a Nebraska prison were punched, kicked and stabbed with “manufactured weapons” when they were attacked by three inmates, the state's Department of Correctional Services said.

The injuries from the attack on Wednesday at the Reception and Treatment Center in Lincoln were severe but not life-threatening, the state agency said. All five were taken to a hospital.

A news release from the Department of Correctional Services said the inmates involved in the attack were intoxicated and housed in a high-security, maximum-custody unit.

“Staff responded quickly and contained the situation within minutes,” Warden Taggart Boyd said in the release. Three weapons were recovered.

The news release didn't say what prompted the assault, but Mike Chipman, head of the union representing corrections workers, told KETV-TV that an inmate faked an illness, and inmates attacked a staff member who came into his cell. When other workers arrived to help, they were attacked, too, Chipman said.

A message left Thursday with an agency spokeswoman wasn't immediately returned.

Two other staff members were injured while responding to the attack but the injuries were not from being assaulted, the news release said. It wasn't immediately clear how they were injured.

The Nebraska State Patrol is investigating. As of Thursday morning, no charges have been filed.

LINCOLN, NEB. - The Nebraska Department of Revenue, Property Assessment Division reminds property owners that real property Notices of Valuation Change will be sent by county assessors on or before Thursday, June 1, 2023.

If there was an increase or decrease from the 2022 assessed valuation of a real property parcel to the 2023 assessed value, the county assessor is required to send a notice of valuation change to the property owner of record as of May 20, 2023.

If a property owner disagrees with the assessed value, whether or not a notice of valuation change has been received, a protest may be filed with the county board of equalization. The valuation protest may be filed in person or by mail with the county clerk in the county where the property is located, on or before Friday, June 30, 2023. Requirements for filing a protest are on the Notice of Valuation Change. All real property protests are required to be completed using Property Valuation Protest Form 422 or 422A

Poverty is the extent to which an individual does without resources. We have a great deal of resource inequality in America and throughout the world. This means that some people have much, but many don't have enough for a comfortable life. Because of the patterns we learn, these divisions change very little over time.

If we want to reduce the problems created by poverty, we first have to recognize that there are different types of resources we rely on. We think of financial resources first – being able to purchase goods and services. People who don’t earn enough to buy food, housing, and the other things they need live in poverty. The lack of financial resources is how our government measures poverty, so it is natural that most of us define it the same way. This is the poverty that is visible to all of us.

The lack of financial resources doesn't explain why some families struggle in poverty for generations, while others are able to overcome that station and move up. There are other types of resources that help us understand why some people become successful.

Emotional resources are the most important ones to be developed for a person to move out of poverty. Having emotional resources means being able to choose and control emotional responses, particularly to negative situations, without engaging in self-destructive behavior. This shows itself through the choices we make. People who have strong emotional resources can withstand difficult situations and feelings, and they have to be able to break old habits or patterns of behavior. Financial and emotional poverty do not have to exist together. Many people who are well-off suffer from emotional poverty.

Support systems and role models are critical in developing emotional resources. Support systems are the friends and family who can help times of need. We all face problems at some point in our lives where we need to get help from our support systems.

Developing relationships with role models who are appropriate and nurturing helps us learn how to live a better life. One of the things a good role model will teach is the knowledge of hidden rules, the unspoken cues and habits of a group. Hidden rules exist in poverty, in middle class, and in wealth. They also exist in regions of the country and in racial or ethnic groups. They help us understand food, dress, language, and certain behaviors. A person who wants to move to a different group has to learn the hidden rules of that group.

Another type of emotional resource is spiritual. People with spiritual resources believe in divine purpose and guidance and that we each are capable and have value.

Mental resources include reading, writing, and math abilities, and language skills. We should be learners at all stages of our lives. People also need to be able to engage in mindsets, self-talk,

and other techniques that allow them to see a problem not just from a personal perspective, but also as a more abstract issue that they can cope with.

Health issues can be a major problem for households in poverty. People with limited finances often do not get preventative medical care like regular doctor check-ups, eye exams, and dental visits. They may not be able to afford or understand the importance of a nutritional diet. Expensive medicine needed to control a health problem may be out of reach. A person with health resources can manage their physical problems and can be self-sufficient.

Organizations who work with people in poverty need to understand how to help a household develop stability and what interventions can help. With more resources a person can plan, learn, and create a better future. Any of us as individuals can reach out to others by providing emotional support or by serving as role models.

Flood Advisory in effect for Sheridan County 

On May 20 the Alliance Community Pharmacy was involved in a burglary.&nbsp;

Approximately $15,000 in pharmaceutical drugs were stolen.&nbsp;

According to the Box Butte County Sheriff's Department, the robbers "cut a hole in the wall" of the pharmacy, which gained them access to the building.&nbsp;

&nbsp;"We have identified suspects who are from out-of-state and are working with federal partners to apprehend them," Alliance Police Chief Philip Lukens said. "We are grateful for the technology we utilize, which aided in solving this crime. We will not tolerate out of town crime groups or local groups to victimize our community."

The Alliance Police Department is currently partnering with the Drug Enforcement Agency (DEA) in this ongoing investigation.&nbsp;

Alliance police release details on pharmacy burglary 

LINCOLN, NEB. — Summer fun is in full swing across Nebraska! As Nebraskans and visitors enjoy recreation areas across the state, troopers will be partnering with local agencies and Nebraska Game and Parks officers to keep Nebraska’s state recreation areas safe throughout the summer months.

“Nebraska’s lakes and rec areas have a lot to offer,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “Whether you’re boating, swimming, fishing, or enjoying the beach, please do so safely and follow the laws and guidelines for your rec area. And as you travel to and from your spot at the lake, always have a sober driver.”

Over Memorial Day Weekend, troopers performed high-visibility patrols in the areas around Lake McConaughy and Harlan County Reservoir. Additional campaigns will take place at highly trafficked recreation areas throughout the summer.

From June 1 through August 27, troopers will be patrolling around recreation areas in southeast Nebraska as part of this summer’s effort. During these campaigns, troopers will partner with Nebraska Game and Parks officers for boat patrols and perform high-visibility patrols monitoring for impaired drivers.

The Route 385 Cruisers Car Club will host the 22nd Annual "Thunder on the Prairie Rod Run" car show in Alliance on June 2- 4 at Central Park.&nbsp;

The car show will run from 11 a.m. - 4 p.m. featuring hot rods, trucks, classic cars, muscle cars, late models and custom vehicles.&nbsp;

385 Cruisers Car Club's Wayne Davis told Panhandle Post that the big annual event is still looking for people to register classic cars and welcomes anyone new to join the car show.&nbsp;

'Thunder on the Praire Rod Run' car show continues to look for entries 

CHEYENNE, Wyo. (AP) — The mother of the man who killed Gabby Petito told her son in an undated letter that she would “dispose of a body” if needed because she loved him so much, according to copies of the note shared publicly for the first time this week by attorneys for Petito's parents.

The handwritten note by Roberta Laundrie that says “burn after reading” on the envelope was released after a Florida judge ruled on Wednesday that the letter could be used as evidence in a lawsuit. The Petitos sued Brian Laundrie's parents, accusing them of knowing that their son had murdered Gabby Petito and helping him with the coverup for nearly a month before her body was found in western Wyoming in September 2021, causing mental anguish, pain and suffering.

The letter reads in part: “We will always love each other. If you’re in jail, I will bake a cake with a file in it. If you need to dispose of a body, I will show up with a shovel and garbage bags.”

Whether the letter was written before or after Brian Laundrie strangled Petito is in dispute between the parents.

Roberta Laundrie claims in a sworn statement in the Florida case that she gave it to her son just before he and Petito left on a cross-country van trip in early June 2021.

Roberta Laundrie and her son were having difficulties in their relationship at the time, three months before Brian Laundrie, 23, killed Petito, 22, the court-filed statement said.

“I was trying to connect with Brian and repair our relationship as he was planning to leave home," the statement said. “I had hoped this letter would remind him how much I loved him.”

The Petito family expressed doubt about Roberta Laundrie’s claimed timing of her letter, suggesting it was in fact written after Petito’s death.

A “reasonable inference” may be made from the letter that Roberta Laundrie knew of Petito’s demise when the Laundries issued a statement Sept. 14, 2021 — five days before her body was found — saying they hoped she would be reunited with her family, the Petito family said in a statement Thursday.

“We look forward to having a jury determine when the letter was written,” the statement reads.

A search for Brian Laundrie ended with his suicide and&nbsp;<a href="https://apnews.com/article/florida-8d1dcb0c133eb63e6be8f5335ca5f8ad">discovery of his body</a>&nbsp;in a Florida nature preserve in October 2021.

The letter “may appear to be unfortunately worded, but that was never its intention,” the Laundries' attorney, Matthew Luka, wrote in a March motion trying to persuade the judge not to allow the letter to be used in the case.

Along with the statements about disposing of a body and “a cake with a file in it,” Roberta Laundrie's letter tells her son she would “get new guts” if he said he hated hers, and watch the skies for his return if he ever flew to the moon, Luka pointed out in an emailed statement Friday.

The statements were written before the van trip and “demonstrably not intended to be serious” because they “are not events that would realistically occur,” Luka said.

Roberta Laundrie added Friday in a statement through her attorney: “Although I chose words that I thought would be impactful with Brian given our relationship, the letter was in no way related to Gabby.”

Brian Laundrie and Petito were engaged and traveled by van across the U.S. in the summer of 2021, visiting scenic places in Colorado and Utah before heading north. They documented their trip in detail, in real time, on social media.

Police in Moab, Utah,&nbsp;<a href="https://apnews.com/article/florida-utah-35317974c2ed55ba6ec0ab676b42a8dc">pulled over the van</a>&nbsp;after it was seen speeding and hitting a curb at the entrance to Arches National Park in August 2021. Petito told police she and Laundrie had been fighting. Officers separated the couple for the night and didn't pursue charges.

Almond moved to Alliance in 1977 and raised a family here with her husband Del. After retiring from Alliance Public Schools in 2011 she continued working for a local credit union.

Q: How long have you been on curbside, and why did you sign up?

Almond: Since February 2023, on the senior list (which is picked up weekly free of charge).

Almond: All of my cereal boxes, products like that, some corrugated (cardboard), newspaper, a lot of junk mail – I shred regular mail myself. Del’s gone, but . . . he had a lot of plastic pop bottles. Also, glass. I look on stuff to see if they have the recycling thing on it.

Q: How has this service influenced your opinion of recycling?

Almond: Recycling, that’s always something that’s been near and dear to us. It’s so easy and this is so simple. It’s a blessing, it’s (all the containers, etc.) hanging out on the counter. . . . With the once-a-week service it’s awesome. I’ve enjoyed it immensely.

Q: Newest thing you’ve added to the bag?

Q: Why do you feel it is important to recycle?

Almond: When you see all the stuff that ends up in the landfill or the ocean. I visited friends in Corpus Christi – all the trash in the ditches, they didn’t even pick it up. If we’re going to live on this planet, we need to treat it better. People are being more aware, I hope.

Q: Other “green” practices at your home?

Almond’s favorite place to bring things she no longer needs is the Collection Basket, operated by Holy Rosary Catholic Church. She has been “trying, but not really successful” in her aim to live with an environmentally friendly perspective. One step has been a move from buying retail bottles of water to refilling a Culligan jug. A new, more efficient furnace has been better for the environment.

Almond will opt for a “greener” alternative this summer as she has her home’s siding replaced with LP smartboard, which will not require painting and is designed to create a better barrier for insects.

The Alliance High School Band will perform at the Peach Bowl, College Football Game, December 29 in Atlanta Georgia.&nbsp; A total of 97 Band Members along with Instructors, Parents and Sponsors will travel to Atlanta and take part in the Peach Bowl Parade and other activities.&nbsp; 

The Band Members have been busy already, hosting fundraisers and have several more events planned.&nbsp; The goal is to raise 100% of the money needed for the trip.&nbsp; The Band recently received a $10,000 donation from Burlington Northern/Santa Fe Railroad, and at last report had raised around $73,000, which is about half of the amount needed.&nbsp;&nbsp;

Post Podcast: AHS Band prepares for Peach Bowl Trip

The&nbsp;Hemingford&nbsp;Community Foundation is excited to issue grants to support the&nbsp;Hemingford&nbsp;American Legion,&nbsp;Hemingford&nbsp;Wrestling Program, and The Body Shop. Each will receive $500 to support their identified projects.

“We love seeing the innovative ideas come in to continue enhancing all&nbsp;Hemingford&nbsp;has to offer,” said Joni Jespersen, Foundation Board Member. “We are excited to support the betterment of a variety of local organizations, projects, and associations.”

The board is comprised of Jessica Davies, April Delsing, Joni Jespersen, Tonya Mayer, and Tabi Prochazka. They have been meeting monthly to serve the residents of&nbsp;Hemingford&nbsp;and the surrounding area by identifying and supporting the people, organizations, and projects that make&nbsp;Hemingford&nbsp;a great place to live, learn, work, and play.&nbsp;

The foundation board completed strategic planning last August with the following areas prioritized for the next three years:

Hemingford CF issues grants supporting community projects, programs

WASHINGTON, D.C. –&nbsp;Today,&nbsp;U.S. Senator Pete Ricketts (R-NE) released the following video statement to&nbsp;commemorate&nbsp;Memorial Day.

Gering, NE –&nbsp;&nbsp;&nbsp;With Memorial Day right around the corner, the busy summer season is about to start at Scotts Bluff National Monument. To accommodate increased visitation and longer daylight hours, extended operating hours will take effect on Sunday, May 28th

The Summer Visitor Center hours will be from 8:00 a.m. to 6:00 p.m. The Summit Road will be open to motorized vehicles from 9:00 a.m. to 5:30 p.m. and all vehicles must be down, off the road by 6:00 p.m. The entrance booth will be staffed during Summit Road operating hours. These operating hours will be in effect through Labor Day weekend as staffing allows. Park grounds, including the trails, are open from sunrise to sunset year around. As a reminder, walking or biking on the Summit Road during operating hours is prohibited for safety reasons. &nbsp;

Summer Hours to start at Scotts Bluff NM 

BILLINGS, Mont. (AP) — A judge ruled Friday that the U.S. government can&nbsp;<a href="https://apnews.com/article/california-wildfires-retardant-pollution-lawsuit-1fa9557473357d03f01b592713afd4a3">keep using chemical retardant</a>&nbsp;to fight wildfires, despite finding that the practice&nbsp;<a href="https://apnews.com/article/california-wildfires-retardant-pollution-lawsuit-81e195428e748bbb36116128e35c7e39">pollutes streams in western states</a>&nbsp;in violation of federal law.

Halting the use of the red slurry material could have resulted in greater environmental damage from wildfires, said U.S. District Judge Dana Christensen in Missoula, Montana.

The judge agreed with U.S. Forest Service officials who said dropping retardant from aircraft into areas with waterways was sometimes necessary to protect lives and property.

The ruling came after came after&nbsp;<a href="https://apnews.com/article/wildfires-forests-lawsuits-fish-montana-0e3b777d2df198826587e702b34ebb9d">environmentalists sued</a>&nbsp;following revelations that the Forest Service dropped retardant into waterways hundreds of times over the past decade.

Government officials say chemical fire retardant can be crucial to slowing the advance of dangerous blazes. Wildfires across North America have grown bigger and more destructive over the past two decades as climate change warms the planet.

More than 200 loads of retardant got into waterways over the past decade. Federal officials say those situations usually occurred by mistake and in less than 1% of the thousands of loads annually.

A coalition that includes Paradise, California — where a 2018 blaze killed 85 people and destroyed the town — had said a court ruling that stopped the use of retardant would have put lives, homes and forests at risk.

“This case was very personal for us,” Paradise Mayor Greg Bolin said. “Our brave firefighters need every tool in the toolbox to protect human lives and property against wildfires, and today’s ruling ensures we have a fighting chance this fire season.”

State and local agencies lean heavily on the U.S. Forest Service to help fight fires, many of which originate or include federal land.

Fire retardant is a specialized mixture of water and chemicals including inorganic fertilizers or salts. It’s designed to alter the way fire burns, making blazes less intense and slowing their advance.

That can give firefighters time to steer flames away from inhabited areas and in extreme situations to evacuate people from danger.

“Retardant lasts and even works if it’s dry,” said Scott Upton, a former region chief and air attack group supervisor for California’s state fire agency. “Water is only so good because it dries out. It does very well to suppress fires, but it won’t last.”

The Oregon-based group Forest Service Employees for Environmental Ethics argued in its&nbsp;<a href="https://apnews.com/article/wildfires-forests-lawsuits-fish-montana-0e3b777d2df198826587e702b34ebb9d">lawsuit filed last year</a>&nbsp;that the Forest Service was disregarding the Clean Water Act by continuing to use retardant without taking adequate precautions to protect streams and rivers.

Christensen said stopping the use of fire retardant would “conceivably result in greater harm from wildfires — including to human life and property and to the environment.” The judge said his ruling was limited to 10 western states where members of the plaintiff's group alleged harm from pollution into waterways that they use.

After the lawsuit was filed the Forest Service applied to the Environmental Protection Agency for a permit that would allow it to continue using retardant without breaking the law. That process could take years.

Christensen ordered federal officials to report every six months on their progress.

Experts say climate change, people moving into fire-prone areas, and overgrown forests are creating more catastrophic megafires that are harder to fight.

More than 100 million gallons (378 million liters) of fire retardant were used during the past decade, according to the Department of Agriculture.

Health risks to firefighters or other people who come into contact with fire retardant are considered low, according to a 2021 risk assessment.

But the chemicals can be harmful to some fish, frogs, crustaceans and other aquatic species. A government study found misapplied retardant could adversely affect dozens of imperiled species, including crawfish, spotted owls and fish such as shiners and suckers.

Forest Service officials said they are trying to come into compliance with the law by getting a pollution permit but that could take years.

Retardant may only be applied inside those zones when human life or public safety is threatened. Of 213 instances of fire retardant landing in water between 2012 and 2019, 190 were accidents and the remainder were necessary to save lives or property, officials said.As the 2023 fire season gets underway, California Forestry Association President Matt Dias said the prospect of not having fire retardant available to a federal agency that plays a key role on many blazes was “terrifying.”Many areas of the Western U.S. experienced heavy snowfalls this past winter, and as a result fire dangers are lower than in recent years across much of the region.
