Chadron Ace Hardware and Annex held a successful 2nd annual "Blackstone Battle" grilling contest on June 25.&nbsp;

"We had some amazing food and even better people come down and join us for this great event," Chadron Ace Hardware said. "We raised over $1,000 for charity and each contestant had a blast. A huge thank you to our sponsors for helping us put this show on and making memories of a wonderful time."

Chadron Ace Hardware gave away prizes for 1st, 2nd and 3rd place.&nbsp;

"Coming in 3rd was Brooke," Chadron Ace Hardware said. She did an amazing job with some barbecue chicken tacos. 2nd place was Austin. He made some amazing Asian cuisine that you just had to be there for. The winner of the $1,500 Blackstone griddle was Jock and Lisa Faris [of Alliance] with their chicken and shrimp stuffed quesadillas and apple, cinnamon and sugar impanadas...they were able to secure their victory!"

Jock and Lisa Faris will decide which charity the proceeds will go to.&nbsp;

Fryday's 120 Bar provided the Chadron community with beverages and Tanner John's Band was the main entertainment.&nbsp;

Alliance police remind citizens about fireworks ordinance

MILLS, Wyo.— The Wyoming Area Office of the Bureau of Reclamation in Mills, Wyo., will be lowering the water level in Guernsey Reservoir in preparation for the annual silt run.

The silt run is an operation which provides silt-laden water to Goshen, Gering-Fort Laramie, and Pathfinder Irrigation Districts under contract with Reclamation. As the silt-laden water gets diverted into an irrigation canal, the water slows down and the silt sinks to the bottom of the canal. This works as a type of temporary sealant to help minimize the seepage out of the bottom and sides of the canal.

On the evening of July 5, the release of water from Glendo Reservoir will be decreased from approximately 4,800 cubic feet per second (cfs) to a flow of approximately 2,000 cfs.&nbsp; The decreased flow will cause a rapid decline of the Guernsey Reservoir level of approximately 25 feet starting the morning of July 6 and continuing through July 10. By Saturday, July 9, the boat ramps at Guernsey Reservoir will no longer be useable due to the low reservoir level.

Water being released from Glendo Reservoir will flow through Guernsey Reservoir, flushing silt from Guernsey Reservoir into the canals of downstream irrigators. The silt run will begin on July 11 and is anticipated to continue through July 24.

Beginning on the evening of July 24, the release of water from Glendo Reservoir will be rapidly increased to refill Guernsey Reservoir. The level of Guernsey Reservoir is expected to be suitable for boating again by the morning of July 27. However, the reservoir will continue to rise by approximately 3 feet per day and is expected to reach the normal reservoir operation level on Saturday, July 30.

Guernsey Reservoir is the furthest downstream reservoir in the system of Federal storage reservoirs on the main stem of the North Platte River.&nbsp; During the irrigation season, water released from Guernsey Reservoir serves irrigation development in eastern Wyoming and western Nebraska and produces hydropower.

Boaters, recreationists, and irrigators should take proper precautions regarding changing river flows below Glendo and Guernsey Reservoirs and the rapid lowering and refilling of Guernsey Reservoir.

Reclamation announces lowering of Guernsey Reservoir in preparation for run

The Tyler Vanderheiden Memorial Run, an annual race aimed at raising awareness and understanding of mental health, raised more than $8,000 for Nebraska Game and Parks state park trails.

The donation triggers access to up to $32,000 in matching federal Recreation Trails Program funds.

Event organizers, Shannon and Tim Vanderheiden, Tyler’s parents, and Trudy Merritt of Platte River Fitness Series, presented a check to Game and Parks on June 22 at Platte River State Park.

“Because of their generous donation, Game and Parks is able to take full advantage of Recreational Trails Program funds,” said Jeff Fields, Parks Division Administrator. “The Tyler Vanderheiden Memorial Run will effectively have a $40,000 impact on our trail improvement project at Platte River State Park.”

The memorial funds are being used to support the construction and upgrade of the Platte River State Park trail that leads to Stone Creek Falls. The $1 million in improvements are aimed at making the trail Americans with Disabilities Act accessible.

Runners from every state in the nation — and one person in London and another in Puerto Rico — participated either virtually or in-person in the May 14 race, which brought together hundreds of people united around raising mental health awareness. Participants used the hashtags #PreventSuicide and #Run4TJV when they shared their race stories, memories of Tyler and their connection to the outdoors.

“The generosity of the Vanderheiden family in sharing their deeply personal story and the belief we share with the Nebraska Game and Parks Foundation that nature, open space and trails are essential to a flourishing life created a meaning and a message that resonated across the nation,” Merritt said. “Runners from every state, from overseas and across Nebraska came together with one voice to tell those who struggle and those who love someone who struggles: ‘You are not alone.’&nbsp;

“This race lives as a reminder that Tyler Vanderheiden’s spirit will continue to move amongst us and improve the lives of others.”

For Shannon Vanderheiden, the annual run was intended to be a space for healing and support for those who struggle with mental health or know someone who has, but in just two years, it’s turned into much more.

“The many texts and messages we received from across our nation before and after Ty’s memorial run brought healing, joy and peace to my heart,” she said. “Our intention of Ty’s race was to be a gift of healing to others; I was not expecting to receive 100-fold back the same gift I was trying to give.

“I am so grateful for the kindness and love others shared through Ty’s memorial run and look forward to sharing this space with all for many years to come.”

The run is organized by the Platte River Fitness Series, run by Merritt, with support by West Central District Health Department, where Vanderheiden serves as executive director.

Vanderheiden Memorial Run donation has $40K impact for NE trails

LINCOLN, Neb. (AP) — Nebraska could be headed to a special session to try to ban abortions now that the U.S. Supreme Court has given states that power, but it’s unclear whether one will actually happen or what type of restrictions might win enough support to pass. 

Gov. Pete Ricketts says he would work with Speaker of the Legislature Mike Hilgers to try to find a way to ban abortions, but hasn't yet committed to a special session.

 Ricketts, a conservative Republican who vehemently opposes abortion, praised the ruling as “a victory for the people” and has said he would support a special session to outlaw the procedure in Nebraska.

Uncertainty looms over possible Nebraska abortion session

As summer begins to heat up, the Nebraska Game and Parks Commission would like to remind those enjoying water-based recreation to follow these safety reminders.

Never swim alone&nbsp;— Always swim with a buddy.

Pay attention&nbsp;— Avoid distractions and focus on those you are swimming with and the water. Drowning is the leading cause of death for children, according to the American Red Cross, and drownings can happen in seconds, as well as in shallow waters. Staying watchful — even of strong swimmers — is encouraged and the best way to respond quickly should an accident occur.

Wear a life jacket&nbsp;– Children especially should wear a U.S. Coast Guard-approved life jacket, while swimming or wading in water, including swim areas at Nebraska state parks. Floats such as pool noodles, rafts, donuts and kick boards, are not intended to serve as life-saving devises; properly worn life jackets are.

In Nebraska, children under age 13 and anybody on a personal watercraft are required by law to wear a Coast Guard-approved personal flotation device. People being towed by a boat on skis, a tube, or other similar device, also must wear a life jacket. Every vessel, except sailboards, must carry a flotation device for each person on board.

Make sure the life jacket fits&nbsp;— Check the jacket for both weight and size limits. Life jackets should be snug and should not pop up around the ears.

Watch for waves, currents, drop-offs and underwater objects&nbsp;— Lakes, rivers and streams often have murky water, potentially hiding underwater hazards such as logs, currents or changes in water depth. Be prepared for the unexpected.

Avoid alcohol&nbsp;— Boaters and swimmers can become impaired with less alcohol than motor vehicle drivers due to heat and dehydration. Boating Under the Influence also is a criminal violation and is enforced actively in Nebraska.

Watch the weather&nbsp;– Storms can pop up quickly in Nebraska. Check the weather in advance and monitor it during the day, if necessary. Sudden changes in weather can lead to rocky water and potential lightning strikes, both of which put swimmers and boaters at risk.

By Nebraska Game and ParksAs summer begins to heat up, the Nebraska Game and Parks Commission would like to remind those enjoying water-based recreation to follow these safety reminders.Never swim alone&nbsp;— Always swim with a buddy.Pay attention&nbsp;— Avoid distractions and focus on those you are swimming with and the water. Drowning is the leading cause of death for children, according to the American Red Cross, and drownings can happen in seconds, as well as in shallow waters. Staying watchful — even of strong swimmers — is encouraged and the best way to respond quickly should an accident occur.Wear a life jacket&nbsp;– Children especially should wear a U.S. Coast Guard-approved life jacket, while swimming or wading in water, including swim areas at Nebraska state parks. Floats such as pool noodles, rafts, donuts and kick boards, are not intended to serve as life-saving devises; properly worn life jackets are.In Nebraska, children under age 13 and anybody on a personal watercraft are required by law to wear a Coast Guard-approved personal flotation device. People being towed by a boat on skis, a tube, or other similar device, also must wear a life jacket. Every vessel, except sailboards, must carry a flotation device for each person on board.Make sure the life jacket fits&nbsp;— Check the jacket for both weight and size limits. Life jackets should be snug and should not pop up around the ears.Watch for waves, currents, drop-offs and underwater objects&nbsp;— Lakes, rivers and streams often have murky water, potentially hiding underwater hazards such as logs, currents or changes in water depth. Floodwaters that tore through the park this week destroyed potentially hundreds of bridges, washed out miles of roads and drove out more than 10,000 visitors.

The Alliance Police Department made the International Association of Chiefs of Police “One Mind Pledge” in February of 2022. By the end of this week the pledge will have been accomplished.

In February of 2021 the Alliance Police Department applied for a JAG grant from the Nebraska Crime Commission for a CIT (Crisis Intervention Team) program. (<a href="https://www.citinternational.org/">https://www.citinternational.org/</a> ) (<a href="https://www.nami.org/Advocacy/Crisis-Intervention/Crisis-Intervention-Team-(CIT)-Programs">https://www.nami.org/Advocacy/Crisis-Intervention/Crisis-Intervention-Team-(CIT)-Programs</a> ) CIT is a 40 hour class teaching strategies when working with people in mental crisis.

 The Nebraska Crime Commission awarded the City of Alliance Police Department $50,000 to train all staff members and obtain CIT certification. In December of 2021, Alliance Police Department hosted the first class for most of the staff, including Officers and Dispatchers to get certified. By Friday, those in the class this week are the remaining staff who will be certified. There are two exempt officers who are on long term military deployment and will be certified upon their return. 

The IACP (<a href="https://www.theiacp.org/projects/one-mind-campaign">https://www.theiacp.org/projects/one-mind-campaign</a> ) “One Mind Pledge” requires a relationship with a community health organization. Alliance Police entered into an agreement with Region 1 Behavioral Health and appreciate Sue Teal’s assistance in these classes. The second requirement is to implement a model policy regarding law enforcement response which is policy O2409 – Mental Health Incidents and Emergency Protective Custody (EPC). The third requirement is to have 100% of sworn officers and selected professional staff CIT or equivalent trained.

The Alliance Police Department exceeded the requirements having all staff trained. In the fall of 2021 Chief Lukens revised the Alliance Police Use of Force policy to incorporate ICAT (Integrating Communication And Tactics) established by the Police Executive Research Forum (PERF <a href="https://www.policeforum.org/">https://www.policeforum.org/</a> ), which includes the following decision matrix. Two staff members became instructors which was a free training hosted in Colorado by PERF.

Chief Lukens stated, “CIT and ICAT are two programs which work together to make sure we do no harm. We must keep in mind, just because we can, should we? Our decisions are guided by moral principles not by what we can get away with. We are here to help, we care, and we know every person is loved by someone just like us. We keep this in mind when helping people in crisis. I’m delighted with my staff’s commitment to our community displaying our EPIC values once again.”

Alliance police complete CIT and ICAT 'One Mind Pledge' programs

&nbsp;Cadets from across Nebraska have trained all week to get a glimpse of what it takes to be a trooper with the Nebraska State Patrol (NSP). 44 cadets have completed the 52nd&nbsp;Junior Law Academy. The cadets graduated today.

Junior Law is an annual program organized by the American Legion Department of Nebraska and hosted by the NSP Training Academy in Grand Island. Troopers from across Nebraska come together to teach the cadets and make presentations related to many aspects of NSP operations.

“This has been a week filled with exciting and eye-opening experiences for this class of cadets,” said Captain Greg Miller, Commander of the NSP Training Academy. “The cadets have demonstrated discipline, determination, and skill. Those attributes will serve them well as they move toward completing high school and into their future careers. We’d love to see many of them back here at the Training Academy in a few years, ready to join the ranks as Nebraska State Troopers.”

Cadets at Junior Law have recently completed their junior year of high school. 18 girls and 26 boys graduated from the 52nd&nbsp;Junior Law Academy during a ceremony Friday afternoon in Grand Island. NSP and the American Legion honored several of the top performers during the week-long academy.

Big Blue Bay to temporarily closed this weekend 

The Upper Niobrara White Natural Resources District (UNWNRD) held the third annual Amateur Photo Contest, in search of natural resources related photos from residents within the District encompassing Box Butte, Dawes, Sheridan and Sioux counties. The UNWNRD received over 60 photos this year of all aspects of natural resources including agriculture, recreation, wildlife, nature and much more.

The UNWNRD Board of Directors chose winners for first, second and third places with cash prizes awarded to the winners. The first-place photo will be made into a canvas print and displayed in the UNWNRD office for the next year, after that time the print will be returned to the winner when a new winner is selected.

The 2021 winner was Ruthe Meter of Alliance with her winning photo of a mother goose and her goslings titled “Peek-a-Boo” taken in Alliance. This adorable photo is currently displayed in the UNWNRD Office until the 2022 winning photo arrives, after that it will be Ms. Meter’s print to keep.

WHEREAS, The residents of Alliance, Nebraska would like to honor Jim Reinders, creator of Carhenge, who was born and raised in Alliance, and, WHEREAS, during his life Jim earned the admiration, respect, love, and affection of fellow citizens; and, WHEREAS, The City of Alliance recognizes the significance that Jim’s creation, Carhenge, has played in the community; and, WHEREAS, Carhenge has tremendously enriched tourism to Alliance by bringing in over 100,000 visitors a year, including tourists, authors, TV show producers, podcast creators and journalists; and, WHEREAS, Carhenge has become a recognized landmark throughout the world; and, WHEREAS, Jim Reinders continues to inspire many other artists to seek their creative dreams by exemplifying vision and determination despite any resistance to change or the indifference of the doubtful; and, WHEREAS, The citizens of the City of Alliance and the Nebraska Panhandle wish to honor Jim Reinders for his positive impact on Alliance. City of Alliance proclaims 'Jim Reinders Day' 

On June 20 at 3:30 p.m. a two-vehicle crash on Highway 385 in Morrill County blocked traffic for approximately one-hour.&nbsp;

&nbsp;A southbound Chevrolet Silverado and trailer driven by 22-year-old David Villalobos Hernandez of St. James, Minnesota crossed the center line and struck a Chevrolet Traverse. 

79-year-old Jane Lussier of Alliance, the driver of the Traverse, suffered non-life-threatening injuries. 

Hernandez and his two passengers were not injured. 

"The crash occurred during a thunderstorm, which reduced visibility," Nebraska State Patrol Spokesman Cody Thomas said.&nbsp;

All those involved were wearing seat belts.&nbsp;

Gering –&nbsp;&nbsp;The public is invited to attend a FREE backcountry tour of the north side of Scotts Bluff National Monument on Tuesday, June 28 at 6:00 p.m. The tour will leave from the Scotts Bluff National Monument Visitor Center Amphitheater located at 190276 Old Oregon Trail in Gering, NE.&nbsp;

Park Ranger Matt Salomon will lead the group through the one of the monument’s prairie dog towns, stop to take a look at the location of the Depression-era Civilian Conservation Corps camp, and end with a tour of the badlands formations. Hikes for the first and second stops will each be ¼ mile long and will require hiking off-trail on uneven surfaces. The tour will take approximately 1 hour and 15 minutes. &nbsp;

Anyone wishing to participate must make a reservation by contacting the monument at (308) 436-9700. Due to the rough nature of the roads travelled, a high clearance vehicle (SUV or truck) is required. There are no restrooms along the tour route, so visitors should use the visitor center restroom facilities before the caravan leaves. Participants should also bring drinking water and wear sturdy shoes for the short hikes.&nbsp;

LINCOLN, Neb.-&nbsp;Attorney General Peterson announced that Nebraska, along with 45 other attorneys general, has obtained a $1.25 million multistate settlement with Florida-based Carnival Cruise Line stemming from a 2019 data breach that involved the personal information of approximately 180,000 Carnival employees and customers nationwide. Nebraska will receive $10,923.50 from the settlement.

In March 2020, Carnival publicly reported a data breach in which an unauthorized actor gained access to certain Carnival employee email accounts. The breach included names, addresses, passport numbers, driver’s license numbers, payment card information, health information, and a relatively small number of Social Security Numbers. Five hundred and seven Nebraska residents were impacted.

Breach notifications sent to attorneys general offices stated that Carnival first became aware of suspicious email activity in late May of 2019—approximately ten months before Carnival reported the breach. A multistate investigation ensued, focusing on Carnival’s email security practices and compliance with state breach notification statutes.

“Unstructured” data breaches like the Carnival breach involve personal information stored via email and other disorganized platforms. Businesses lack visibility into this data, making breach notification more challenging—and consumer risk rises with delays.

Under the settlement, Carnival has agreed to a series of provisions designed to strengthen its email security and breach response practices going forward. Those include:

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Implementation and maintenance of a breach response and notification plan;

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Email security training requirements for employees, including dedicated phishing exercises;

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Multi-factor authentication for remote email access;

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Password policies and procedures requiring the use of strong, complex passwords, password rotation, and secure password storage;

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Maintenance of enhanced behavior analytics tools to log and monitor potential security events on the company’s network; and

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Consistent with past data breach settlements, undergoing an independent information security assessment.

Shereiff Mowry says the scammers are posing as Representitives of Publishers Clearing House.&nbsp; &nbsp;When residents answer their phone, the&nbsp; callers tell them they have won a major prize from Publishers Clearing House, but before they can claim the prize, they must first pay the taxes. This amounts to several thousand dollars.&nbsp; This is a scam.&nbsp; &nbsp;Sheriff Mowry says don't ever give out personal or financial information to callers on the phone.&nbsp; If you receive one of these calls, just hang up.&nbsp; 

You may contact the Sheriff's Office at 308-762-6464 to report these calls or if you believe you have been scammed.&nbsp;

BNSF Railway will be closing down a road south of Crawford for track repair.&nbsp;

The Sawlog Road crossing, four miles south of Crawford, will be closed on June 28 from 8 a.m. - 5 p.m.

"We are just doing some&nbsp;maintenance to the crossing," BNSF Road Master (Butte Sub.) Jason Dye said. "I did tell the Dawes County Sheriff [Karl Dailey]. He let all the emergency services people know too.&nbsp;

There will be a road closure and barricades at the crossing as well.&nbsp;
