Lake Mac, Lake Ogallala Weekly Update

Quilters and fiber artists will love this show! Carnegie is excited to announce its new exhibit, “Thread Painting,” on display until August 6th in the upper Skala and Garwood Galleries. The exhibit is the work of fiber artist Milla Malchow from Pine Bluffs, WY. Her works include grey scale portraits, animals, children, and folk narratives. Milla’s works are created like a painting, but instead of different paint colors, she uses different colors of thread. The results are photolike, and until you see it in person, you wouldn’t be able to tell that each piece is composed over hundreds of thousands of individual stitches.  It's incredible to believe that Milla began quilting only seven years ago.

Milla states, “I live in the Pine Bluffs, just north of Fort Laramie, where my studio overlooks the majestic Wyoming prairie. Unlike most art studios you might imagine, my studio isn’t filled with brushes and paint. Instead, it is jam-packed with a sewing machine, fabrics, and threads of all colors! I learned to sew when I was very young, growing up in Russia. In Russian schools there was a special class for girls and boys with a focus on sewing, and the first thing I learned to sew was clothing. I never learned to quilt, but in the past few years I have found this to be my artistic passion which also brings me back to my roots in Russia.

It all started when my husband bought me a Bernina sewing machine. Through online lessons and books, I taught myself how to use my new sewing machine for quilting. I immediately saw the vast artistic potential that comes from patterning and designing quilts. While I have always been creative, I primarily worked in 2D mediums, such as oils, acrylics, watercolors, and graphite.&nbsp; I saw quilting as a new way to express my artistic vision and jumped in headfirst without ever looking back! I love to try new techniques and invent new patterns – I don’t just follow the rules! I started doing thread art because it is a process that I find to be more interesting and more unique than what you see in most galleries. Of course, it is more difficult. It is a challenge that I happily decided to take on! I liken my style of thread art to painting with fibers; I use thread as if it were a paint brush.

My process and quilting technique require an incredible amount of planning and control. I take particular care to ensure my thread paintings aren’t simply flat shapes by incorporating shadows and textures. These shadows are created by adding multiple layers and gradients of colored thread.&nbsp; A single piece can take hundreds of shades of thread and hundreds of thousands of stitches to complete, requiring long hours of work to get everything just right.&nbsp; My work has been featured in shows both nationally and internationally and can be seen on popular websites and blogs online.”

Carnegie Arts Center announces 'Thread Painting' exhibit in Alliance

The Chadron Volunteer Fire Department was called to a vehicle fire at approximately 10 a.m. today near 4th and Maple Street.&nbsp;

"Upon arrival we noticed the car was fully involved in the engine compartment," Chadron Assistant Fire Chief Pat O'brien said. "The owner said she had just got home a minute or so before and didn't notice anything unusual. We responded with two engines. And one applied some water to cool it off and the other applied foam to put it out. We were on scene only about a half-hour, which was pretty good."

O'brien said the cause of the fire was&nbsp;electrical.&nbsp;

The 2013 Toyota Camry is a total loss of $6,000.&nbsp;

"The engine is completely burned up inside," O'brien said. "And it had some plastic parts that were melted down too."

The Dawes County Sheriff's Department was called to single-vehicle accident on Beaver Valley Road between McHenry Road and Slim Buttes Road today.

At 11:08 a.m. 18-year-old Jace Wyatt was traveling eastbound, lost control of the vehicle, went into the south ditch and rolled.&nbsp;

"The subject sustained minor injuries, but was not medically transported to the hospital," Dawes County Deputy Aron Chrisman said.&nbsp;

Chadron Fire Department and Rescue assisted with this accident.&nbsp;

Employees sometimes won't accept more hours, or a raise in pay, or a promotion. For most of us, this is confusing. But it is a rational economic decision for those in poverty, based on something called the benefits cliff, or the cliff effect.

People face the benefits cliff when they receive public benefits from the government, but a raise might put them over the income limit to receive the benefits. However, that increased pay doesn't begin to cover the value of the benefits they must now pay out of pocket.

An article by Robert Farrington in Forbes Magazine in April, 2021, gives this example: "A family of four in Indiana who earns less than $33,480 could qualify for the Supplemental Nutrition Assistance Program (SNAP, or food stamps) of up to $646 per month. If two members of the household work 30 hours per week and earn $10 per hour, they would earn well below that threshold ($31,200 per year) and retain their SNAP benefits. In the meantime, this family could be receiving a subsidized housing benefit that could easily be worth $500 or more per month.

However, if their income is boosted to $15 per hour, they suddenly earn $46,800 per year. At this threshold, they lose access to SNAP benefits as well as any other housing assistance they might receive. If this family was receiving the full $646 per month in SNAP benefits, $7,752 of their increase in pay would disappear. When you add in any housing assistance received as well as a higher income tax bill, it's easy to see how boosting hourly wages can have little effect, no effect, or a negative effect on the person originally meant to be helped."

Most major assistance programs are only available to people whose income is below a certain level. This includes SNAP, subsidized housing, Medicaid or ACA-subsidized health insurance, TANF (Temporary Assistance for Needy Families), the Earned Income Tax Credit, free or reduced school lunch, utility assistance programs, and others.

These programs all have application processes that evaluate a number of factors, so no one really knows when they will be hit by the cliff effect. Even the programs offering the benefits don't know when the income lines might be crossed. Since people are afraid of losing benefits and being worse off, they are forced to decline those income increases, especially if they think the increased income might be temporary.

The benefits cliff isn't a big problem for those in situational poverty, people who have had a temporary setback like a job loss or major medical bill. They have received the education and developed the skills needed for success in the labor force. They recognize the opportunities for increased income and movement on the career ladder, and look forward to leaving the benefits behind.

Those in generational poverty, however, do not see how they can earn enough to pay for all the new expenses they will be facing. The cliff effect anchors them into poverty, and may do the same for their children.

America, especially Nebraska, is facing a serious labor shortage. We have seen several businesses in our area close because they simply could not find employees. Many people are aging out of the work force, and the population of Box Butte County is decreasing. Businesses are perpetually recruiting, hiring, and training for the same entry-level positions. Obviously, the best outcome would be to fill the workforce shortage with those who are receiving benefits through the government support programs.

How can we deal with this disincentive to work? Government agencies are beginning to phase out benefits gradually, creating a slope rather than a cliff. Community colleges and other institutions are providing education and training to develop skills required for jobs in the area. Bridges Out of Poverty has developed a program called Getting Ahead, designed to move people out of generational poverty.

The goal for all of us is to achieve economic growth by getting more people into the labor force, decreasing the need for government benefit programs, and ending the cycle of poverty

Poverty In Our Area: The benefits cliff

ALLIANCE – The Alliance Police Department is teaming up with Trusted Driver to deliver rewards and positive feedback to good drivers via Trusted Driver’s innovative web-based platform. The program is free for drivers living in the 69301 zip code and kicks off during Heritage Days in July.

“Our desire is to reduce accidents across the city. We don’t want to be looked upon as enforcers but more mentors. We believe positive reinforcement provides greater results in a community instead of negative reinforcement,” said Alliance Police Chief Philip Lukens.

Trusted Driver, which was designed and developed by a team of retired law enforcement officers, offers contactless interactions between officers and drivers. In Alliance, officers will use the new technology to provide positive feedback and distribute rewards to drivers without having to conduct a traditional traffic stop. APD partners with Trusted Driver to reward good drivers

On June 28 at approximately 9:28 a.m. Scottsbluff police officers were called to an accident near Avenue I and West 31st&nbsp;Street.&nbsp;

 A southbound Chevrolet Malibu rear ended a Ford Escape.&nbsp; 

"Seatbelts were not in use," Corporal Royce Massie said. "A juvenile passenger of the Malibu suffered minor injuries. Charges are pending at this time for negligent driving. A citation has yet to be issued."

"A juvenile passenger of the Malibu suffered minor injuries. Charges are pending at this time for negligent driving. A citation has yet to be issued."

The Chadron Police Department has received several complaints about drivers completing U-turns in the middle of city blocks within Chadron. 

"Most of the complaints are for violations in the downtown area," Chadron Police Chief Rick Hickstein said. "As such, we want everyone in the city to know what the city ordinance allows and does not allow."

§ 16-417 TURN ONLY AT STREET INTERSECTIONS. No vehicle shall be turned so as to proceed in the opposite direction or cross from one side of the street to the other, except at a street intersection.

Chadron police remind community about U-turn ordinance

Religious freedom is the first freedom listed in the First Amendment of the U.S. Constitution.&nbsp; That’s no accident.&nbsp; Religious freedom is the cornerstone of a free society.

The Founders of the United States recognized the importance of religion to the health of our Republic.&nbsp; They also knew that religion flourishes best when practiced without coercion.&nbsp;

The authors of our Nebraska Constitution knew this as well.&nbsp; Article I-4 of the Nebraska Constitution recognizes that “All persons have a natural and indefeasible right to worship Almighty God according to the dictates of their own consciences.”

The First Amendment protects the free exercise of religion.&nbsp; The notion that the Constitution creates a firewall between government and the belief in God is historically inaccurate and deeply mistaken.&nbsp; In America, we open legislative session with prayer, inscribe “In God We Trust” on coins, have religious chaplains in the armed forces and government agencies, and acknowledge we are “One nation, under God,” in the Pledge of Allegiance. &nbsp;

The First Amendment was not intended to scrub religion from public life.&nbsp; Instead, it was meant to protect against the government interfering with religion and promoting one state religion.&nbsp; In fact, the Constitution specifically forbids issuing a religious test to those entering government service. &nbsp;

Today, that intent has been flipped on its head to push for the absence of religion in public life.&nbsp; This was on display in 2018 during Congressional confirmation hearings of Judge Brian Buescher from Nebraska.&nbsp; Senator Mazie Hirono and then-Senator Kamala Harris suggested that Buescher’s Catholicism and involvement with the Knights of Columbus, a&nbsp;charitable Catholic organization, disqualified him from being an impartial judge.&nbsp; To her credit, fellow Democrat Tulsi Gabbard called them out for their “religious bigotry,” and Judge Buescher won confirmation.&nbsp; Even so, it was alarming to watch prominent U.S. Senators try to block Judge Buescher’s nomination because of his religion.

Religious discrimination isn’t limited to Washington, DC. &nbsp;Nebraskans have united to push back against threats to religious liberty right here in our state.

In February, Lincoln’s City Council passed an ordinance that it referred to as a “Fairness Ordinance”.&nbsp; It was extremely&nbsp;unfair&nbsp;to the many religious residents of Lincoln who have a traditional understanding of gender/sexuality.&nbsp; It prevented parents from seeking counseling that helped kids question their gender dysphoria.&nbsp;&nbsp;&nbsp;It empowered unelected bureaucrats to fine anyone who went against the ordinance up to $50,000.&nbsp; And concerningly, it applied to Lincoln’s private schools – 70% of which are religiously affiliated – but not to public schools.

Residents of Lincoln pushed back against the oppressive ordinance and defeated it.&nbsp; In just 15 days, they collected over 18,000 signatures in a petition drive, which caused the city council to rescind the ordinance.&nbsp; In doing so, these courageous and committed citizens of a variety of religions showed that assaults on religious freedom can be successfully repelled.&nbsp;

Recently, we’ve seen more victories for religious freedom nationwide.&nbsp; Last week, the Supreme Court ruled in favor of families who challenged the religious bias of Maine’s school funding system.&nbsp; And yesterday, the Supreme Court ruled in favor of Joseph Kennedy, a high school football coach who had been punished by his public school for praying at the 50-yard line after games.&nbsp; The Court’s ruling upheld an individual’s right to personally exercise religion in the context of public employment.

These victories are encouraging.&nbsp; But they’re also sobering reminders of the prejudice that exists in America against people of faith and the need to combat it.&nbsp; This bias is evident in&nbsp;recent attempts to silence anyone who disagrees with radical transgender ideology.&nbsp; The Biden Administration is weaponizing federal agencies to impose this ideology at schools across America,&nbsp;even religiously affiliated schools. &nbsp;Last month, the USDA announced it will withhold food aid from any school that refuses to adopt its divisive, non-scientific transgender policies.&nbsp; Last week, the Department of Education proposed new Title IX regulations that would force transgender ideology on schools that receive federal funding.&nbsp; For our private religious schools, the threat is profound: violate your deeply held religious beliefs on gender/sexuality, or else.

The Constitution makes it clear that Americans enjoy the right to religious freedom.&nbsp; It’s also clear that the Biden Administration is willing to overstep the bounds of its constitutional authority to impose its values on Americans.&nbsp; As Governor, I will continue to defend Nebraskans’ right to religious freedom from federal overreach. &nbsp;

Gov. Ricketts: Defending America’s first freedom

LINCOLN, Neb.-Visitors to five state recreation areas will be allowed to touch off fireworks on July 4. The Nebraska Game and Parks Commission urges them to be careful when lighting fireworks.

The areas that will permit fireworks from 8 a.m. until midnight on July 4 are Branched Oak (Liebers Point only), Fort Kearny, Memphis, Pawnee and Wagon Train.

Signs at recreation areas will point the way to designated fireworks sites, and boundaries will be clearly marked. Use of fireworks elsewhere in state areas or at other times is prohibited.

Only fireworks approved for sale in Nebraska by the state fire marshal are permitted, and visitors must pick up expended fireworks and deposit them in appropriate containers. Minor children must be supervised when discharging fireworks. Use, possession and the discharging of fireworks is at the sole risk of the users.

A park entry permit is required for all vehicles entering state recreation areas.

POST PODCAST: Casey Donahew and Chris Cagle-July 9 at 5 Rocks in Gering

The Alliance Volunteer Fire Department was called to a large structure fire at the Westco Tire Center at approximately 2 a.m. today, June 28. The Alliance Police Department, Hemingford Volunteer Fire Department, City of Alliance Electrical, Water, Public Works Departments, and Black Hills Energy have been assisting AVFD throughout the day.

The 3rd Street Underpass opened back up to the public at around 8:20 p.m. "We had heavy smoke prior to our arrival showing, we did find an exterior fire on the west side of the building that moved to the inside of the building," Alliance Fire Chief Troy Shoemaker said. "The construction of the building was such, that you don't send people into what's called the bowstring construction. If you can look at the roof from the top, it has a bow in it, and what connects those...that bow together is another stringer at the bottom of those. And when that stringer, so to speak, for lack of a better term, becomes compromised or fails, that allows the roof to collapse. It also pushes walls out and pushes walls in. And that's exactly what happened to us. We had a heavy fire load in the building and it had a pretty good start prior to arrival." Shoemaker said the cause of the fire is still under investigation, and tells Panhandle Post he isn't sure when the fire will be completely extinguished. "Well, with the roof collapse, that really complicates getting into areas where there is fire involvement," Shoemaker said. "We have some void spaces that we're working on right now. We have used some heavy equipment to knock some walls down to try to access those pockets so we can get water in there. At one point, we had four trucks pumping water, that's roughly 5,500 to 6,000 gallons per minute. We're attached to four fire hydrants around the blocks of the Westco Tire Center. We've had 22 firefighters on scene since about 2 a.m. this morning. And sometimes when you think that you're getting a good handle on it, something surprises you. But at this point, I think we're on the downhill slide, so to speak. I know that's probably a bad term to use. But we're doing as best as we can at this point."

At approximately 4:15 a.m. a Code Red Alert message about the fire was sent to Alliance residents stating, "Please stay clear of the area for your safety." "3rd Street is a is a pretty busy street for us," Shoemaker said. "They [City of Alliance] did it for the safety of the firefighters and they did it for the safety of the public, alerting them to stay out of the area. What seemed to happen is; it was more of an invitation to come and see what really is going on. It felt like we got converged on for a short time til...with the help of the police department, public works and State Department of Roads, up until the point that we were able to get barricades placed around the area. We did have a lot of bystanders that were trying to come in and and watch us on the fire. My point is, when the city does that, it's really for the safety of the people that are fighting a fire or whatever the case may be. And it's also for the safety of the general public as well. I mean, we had two pretty significant explosions during this fire and, you know, we can't control explosions. You never know if you're going to have shrapnel go from one place to another place. And it would be bad if we hurt a firefighter, but even if we hurt somebody that was just watching us do what we do. I'm just guesstimating, you know, sometimes 98% of the people heed those types of warnings, it's the 2% that are really are curious and really want to know what's going on. And sometimes that 2% can really make the situation for us, trying to do an important job even worse. Another reason why that went out was because we have fire hoses on the ground. We really don't need fire hoses drove over because that could really make a bad situation worse. So if somebody's wondering why they can't just drive around and see it, that's part of the reason why." Shoemaker said he appreciates what the community and public have done to help the AVFD during this situation. They've brought water, Gatorade, snacks, etc. for the firefighters. "So we can rehab the firefighters during this, you know, we're going on eight to nine hours of doing this...so that takes a toll on the on the human body. But the good of humanity really comes out with these as well. So I don't want to under stress that. But sometimes when we ask for a little bit of help, there's a really good reason why we asked for that. And when we put out those alerts, it's really for the safety of everybody involved on scene and everybody involved are out on the outskirts of it. We just don't want anybody to get hurt." Shoemaker said the firefighters have a good amount of supplies at this time, but if people would like to donate things they can set items outside the entrance doors of the Alliance Fire Department. Shoemaker also said that the AVFD is always looking for volunteers to join their team to help keep the community safe. "The fire department is always looking for willing people that help protect their community," Shoemaker added. "These big structure fires for us, fortunately, are few and far between, but when we do have them, they're labor intensive. I want to remind our community that our fire department is predominantly volunteers. So you have your own family members, your own neighbors, volunteering their time away from their places of employment, to help make their community better. We're always looking for that type of person to be a member of our department. So that's one of those things that never stops for us, we're always looking for people that are willing to give a helping hand. It makes our community better, it makes the fire department better. And you know, it doesn't get any better than that."&nbsp;&nbsp;

The Alliance Police Department, Hemingford Volunteer Fire Department, City of Alliance Electrical, Water, Public Works Departments, and Black Hills Energy have been assisting AVFD throughout the day.The 3rd Street Underpass opened back up to the public at around 8:20 p.m. "We had heavy smoke prior to our arrival showing, we did find an exterior fire on the west side of the building that moved to the inside of the building," Alliance Fire Chief Troy Shoemaker said. "The construction of the building was such, that you don't send people into what's called the bowstring construction. If you can look at the roof from the top, it has a bow in it, and what connects those...that bow together is another stringer at the bottom of those. And when that stringer, so to speak, for lack of a better term, becomes compromised or fails, that allows the roof to collapse. It also pushes walls out and pushes walls in. And that's exactly what happened to us. We had a heavy fire load in the building and it had a pretty good start prior to arrival." Shoemaker said the cause of the fire is still under investigation, and tells Panhandle Post he isn't sure when the fire will be completely extinguished. "Well, with the roof collapse, that really complicates getting into areas where there is fire involvement," Shoemaker said. "We have some void spaces that we're working on right now. We have used some heavy equipment to knock some walls down to try to access those pockets so we can get water in there. At one point, we had four trucks pumping water, that's roughly 5,500 to 6,000 gallons per minute. We're attached to four fire hydrants around the blocks of the Westco Tire Center. We've had 22 firefighters on scene since about 2 a.m. this morning. And sometimes when you think that you're getting a good handle on it, something surprises you. But at this point, I think we're on the downhill slide, so to speak. I know that's probably a bad term to use. But we're doing as best as we can at this point."<figure>

 </figure> At approximately 4:15 a.m. a Code Red Alert message about the fire was sent to Alliance residents stating, "Please stay clear of the area for your safety." "3rd Street is a is a pretty busy street for us," Shoemaker said. "They [City of Alliance] did it for the safety of the firefighters and they did it for the safety of the public, alerting them to stay out of the area. What seemed to happen is; it was more of an invitation to come and see what really is going on. It felt like we got converged on for a short time til...with the help of the police department, public works and State Department of Roads, up until the point that we were able to get barricades placed around the area. We did have a lot of bystanders that were trying to come in and and watch us on the fire. My point is, when the city does that, it's really for the safety of the people that are fighting a fire or whatever the case may be. And it's also for the safety of the general public as well. I mean, we had two pretty significant explosions during this fire and, you know, we can't control explosions. You never know if you're going to have shrapnel go from one place to another place. And it would be bad if we hurt a firefighter, but even if we hurt somebody that was just watching us do what we do. I'm just guesstimating, you know, sometimes 98% of the people heed those types of warnings, it's the 2% that are really are curious and really want to know what's going on. And sometimes that 2% can really make the situation for us, trying to do an important job even worse. Another reason why that went out was because we have fire hoses on the ground. We really don't need fire hoses drove over because that could really make a bad situation worse. So if somebody's wondering why they can't just drive around and see it, that's part of the reason why." Shoemaker said he appreciates what the community and public have done to help the AVFD during this situation. They've brought water, Gatorade, snacks, etc. for the firefighters. "So we can rehab the firefighters during this, you know, we're going on eight to nine hours of doing this...so that takes a toll on the on the human body. But the good of humanity really comes out with these as well. So I don't want to under stress that. But sometimes when we ask for a little bit of help, there's a really good reason why we asked for that. And when we put out those alerts, it's really for the safety of everybody involved on scene and everybody involved are out on the outskirts of it. We just don't want anybody to get hurt." Shoemaker said the firefighters have a good amount of supplies at this time, but if people would like to donate things they can set items outside the entrance doors of the Alliance Fire Department. Shoemaker also said that the AVFD is always looking for volunteers to join their team to help keep the community safe. "The fire department is always looking for willing people that help protect their community," Shoemaker added. "These big structure fires for us, fortunately, are few and far between, but when we do have them, they're labor intensive. I want to remind our community that our fire department is predominantly volunteers. So you have your own family members, your own neighbors, volunteering their time away from their places of employment, to help make their community better. We're always looking for that type of person to be a member of our department. So that's one of those things that never stops for us, we're always looking for people that are willing to give a helping hand. It makes our community better, it makes the fire department better. And you know, it doesn't get any better than that."&nbsp;&nbsp;<figure>

“Every year we have many ocular injuries from fireworks, unfortunately, we also have a few who have complete vision loss. These injuries can easily be prevented,” says Rao Chundury, MD, assistant professor, UNMC Department of Ophthalmology and Visual Sciences, Truhlsen Eye Institute and oculofacial plastic and reconstruction surgeon with Nebraska Medicine.&nbsp;&nbsp;

According to the 2020 Fireworks Annual Report from the Consumer Product Safety Commission, fireworks were involved in an estimated 15,600 injuries treated in U.S. hospital emergency departments. An estimated 15% of those injuries involved eyes.&nbsp;

“Fireworks and even sparklers are incendiary and explosive devices that can burn at temperatures up to 2,200 degrees Fahrenheit! Even brief contact with the delicate tissues of the eye can cause devastating burns,”&nbsp;says Paul Rychwalski, MD, the Dr. John and Irene Graether Endowed Chair in Pediatric Ophthalmology, Truhlsen Eye Institute, and chief of ophthalmology, Children’s Hospital &amp; Medical Center. “Also, high velocity projectiles like bottle rockets can cause massive injuries to the cornea, lens and retina and even cause the eye to rupture.”&nbsp;

The eye physicians recommend wearing eyewear to protect the eyes when using fireworks.

Neb. Children's Hospital: Protect your vision during Independence Day celebrations

Jeff Fortenberry of Nebraska was sentenced Tuesday to two years of probation, a $25,000 fine and community service&nbsp;<a href="https://apnews.com/article/elections-los-angeles-campaigns-nebraska-congress-66c320661e21eef5d3083254e8a686f7">for lying to federal authorities</a>&nbsp;about an illegal campaign contribution, on the same day that voters in his district were deciding on his replacement in a special election.

Fortenberry, 60, was sitting quietly as a federal judge read the sentence in a Los Angeles courtroom. The former congressman resigned in March shortly after a California jury found him guilty in the corruption case. He has maintained his innocence and said he plans to appeal.

Fortenberry chose not to address the court. Judge Stanley Blumenfeld Jr. said Fortenberry “turned a blind eye and a deaf ear” to indications that the source of his donations was illicit, but he said Fortenberry was by all accounts — including prosecution witnesses — “a man of exceptional character.”

When Blumenfeld wished him luck, Fortenberry said, “Thank you.”

Prosecutors were seeking six months in prison for Fortenberry, while his attorneys had requested probation. Assistant U.S. Attorney Mack Jenkins said prosecutors disagreed with the decision not to impose prison time, but noted the judge’s comments endorsing the jury’s decision.

In delivering the sentence, which includes 320 hours community service, Blumenfeld cited cases of more significant public corruption that led to prison sentences of about a year and said he didn’t think incarceration would serve a purpose in this case.

The sentence was handed down as a special election was taking place to fill the rest of his term, which ends in January. Republican state&nbsp;<a href="https://apnews.com/article/campaigns-special-elections-legislature-nebraska-dadb3e60168624edc7704db458a6238c">Sen. Mike Flood faces a fellow legislator, Democrat Patty Pansing Brooks</a>, in the GOP-leaning eastern Nebraska district.

Prosecutors alleged Fortenberry lied to federal agents multiple times about $30,000 in illegal campaign contributions he received from a Nigerian billionaire at a 2016 fundraiser in Los Angeles. Federal law prohibits donations from foreigners.

At his trial, prosecutors played phone recordings between Fortenberry and a donor-turned-informant, who warned the congressman that the donations had likely been funneled to him from Gilbert Chagoury, the Nigerian billionaire of Lebanese descent. Fortenberry’s attorneys later argued that he didn’t hear the warning due to bad cellphone reception.

In the special election, Flood appears to have a strong edge in the district, which includes Lincoln, parts of suburban Omaha and dozens of smaller, more conservative towns. The district has nearly 68,000 more Republicans than Democrats and hasn’t elected a Democrat to Congress since 1964.

Republicans are also outpacing Democrats in early-ballot turnout for the special election, according to the Nebraska secretary of state’s office. In most elections, early absentee votes tend to favor Democrats.

For voters, a switch from Fortenberry to Flood wouldn’t make much difference in terms of policy. Both have&nbsp;<a href="https://apnews.com/article/elections-california-los-angeles-campaigns-nebraska-cb6dc37cd766cb2c02826170dfb49f5c">described themselves as strong conservatives</a>&nbsp;who support tax cuts and oppose abortion.

“I think it’s fair to say that their votes would line up probably 90% of the time,” said Sam Fischer, a retired Republican campaign consultant.

Fischer said Flood, like Fortenberry, tends to be a behind-the-scenes player who’s more interested in policy than seeking attention. Flood has played to this perception in campaign ads, describing himself as a “nerd” who will “get things done.”

“His style is not to be a showhorse, but a workhorse,” Fischer said.

Pansing Brooks has said she would also promote the district’s interests in Congress and work across party lines.

“I’ve said one-party rule isn’t working. We have to come together,” she said during a televised debate with Flood.

Flood and Pansing Brooks will face each other again in the November general election to decide who takes the seat for the next congressional term.

Fortenberry’s spiral began after he accepted political donations from Chagoury during a 2016 fundraiser in Los Angeles. Chagoury funneled the money to Fortenberry’s campaign through strawmen. Chagoury’s contributions to Fortenberry and other politicians triggered a federal investigation.

Fortenberry “did not engage in this wrongdoing out of an urgent financial need or because of an aberrant life circumstance,” prosecutors wrote in their sentencing memo. “Rather, he was motivated by plain, selfish desire to cling to his status as a powerful federal official.”

Fortenberry’s trial was the first of a sitting congressman since Rep. Jim Traficant, D-Ohio, was convicted of bribery and other felony charges in 2002.

Fortenberry’s attorney, John Littrell, argued that the conviction has already devastated his client’s life by forcing him to resign from Congress, stripping away his right to vote and own firearms, and putting his federal pension at risk.

“The painful collateral consequences of this conviction have already achieved any deterrence that this prosecution could achieve,” Littrell wrote in a counter brief. “There is no danger to the public. Mr. Fortenberry has led an extraordinary and rigorously law-abiding life over his sixty-one years. He will continue to do good for others.”

Fortenberry’s departure creates an unusual situation in the district, which was&nbsp;<a href="https://apnews.com/article/joe-biden-barack-obama-nebraska-election-2020-legislature-55327a45ff78211be34694ad0931b0bd">redrawn</a>&nbsp;by state lawmakers in September as part of the once-a-decade redistricting process.

The new districts went into effect immediately after lawmakers and Gov. Pete Ricketts approved them, which changed the area and some of the constituents that Fortenberry represented, said Cindi Allen, a spokeswoman for Nebraska Secretary of State John Gale.

Flood and Pansing Brooks are running in the new district, with some new constituents that weren’t eligible to vote for Fortenberry during his last election in 2020.

Potmesil and her husband Scott are fifth-generation ranchers on homesteaded ground in the sandhills of Nebraska running Black Angus cattle, where all the cattle work is still done on horseback. Potmesil’s professional experience stems from her noteworthy careers in education, labor organizations and political action. She is excited to represent Nebraska producers on the CBB and learn more about the Beef Checkoff.

"I'm looking forward to seeing how Beef Checkoff dollars are used and reassuring producers that the CBB is working for their best interests,” Potmesil said. "It is important that the people who are doing the work have a say in the industry's decisions, and I would like to gain producer's trust by being transparent in where their Beef Checkoff investment is going."

Potmesil of Alliance appointed to Cattlemen’s Beef Board

The Alliance Volunteer Fire Department is currently battling a large structure fire at the Westco Tire Shop at 3rd and Black Hills Ave in Alliance.&nbsp; 

The Fire was first reported just after 3 a.m. Tuesday.&nbsp; 

The AVFD responded with several trucks and the boom truck.&nbsp;

Photos posted by the Alliance Police Department showed large flames coming from the south side of the Westco building, also known as the former Jack and Jill store.&nbsp; 

That area of the building is where tires and parts are stored.&nbsp;&nbsp;

The AVFD is currently applying water from the boom truck, shooting the water down on the structure, with other trucks shooting water from the east side.&nbsp; It appears the roof has collasped on the south side of the building.&nbsp;&nbsp;

At this time, West 3rd street and Highway 2 are closed in that area and Black Hills Ave is also closed.&nbsp;

 Alliance Police are advising residents to stay out of those areas and take alternate routes.&nbsp;

 We will have additional information as it becomes available.

 </figure>Photos posted by the Alliance Police Department showed large flames coming from the south side of the Westco building, also known as the former Jack and Jill store.&nbsp; That area of the building is where tires and parts are stored.&nbsp;&nbsp;The AVFD is currently applying water from the boom truck, shooting the water down on the structure, with other trucks shooting water from the east side.&nbsp; It appears the roof has collasped on the south side of the building.&nbsp;&nbsp;<figure>

 </figure>At this time, West 3rd street and Highway 2 are closed in that area and Black Hills Ave is also closed.&nbsp; Alliance Police are advising residents to stay out of those areas and take alternate routes.&nbsp; We will have additional information as it becomes available.<figure>

Alliance – The Alliance Senior Center will be showing a movie and providing free popcorn on Friday, July 1. 

Doors open at 12:30 p.m. You can bring your favorite lawn chair or seating will be provided.

Alliance Senior Center to host 'movie day'

Boaters planning to enjoy the Fourth of July holiday weekend at Lake McConaughy and Lake Ogallala state recreation areas will find ramps available at select locations.

The available boat ramps at McConaughy will be: Lemoyne low water, Martin Bay low water and Burma Road/Diver’s Bay. Two boat ramps will be open at Lake Ogallala.

As of June 27, Lake McConaughy’s level was at 3,236.1 feet. That’s nearly a foot lower than a week ago, 7.1 feet lower than a month ago and 11.1 feet lower than a year ago.

Fireworks will not be allowed at Lake McConaughy or Lake Ogallala over the holiday weekend.

Limited boat ramps available at Lake Mac for Fourth of July weekend

The Department of the Nebraska American Legion, recently presented Robert (Bob) Miller of Ellsworth, NE,&nbsp; the American Legion District 4 Citizenship Award.&nbsp; Department Commander Dan Benes presented the award at the 104th Annual Convention in Columbus, NE,&nbsp; &nbsp;June 23-26.

The Citizenship Award was presented to Mr Miller for his distinguised service by upholding the highest principles and traditions of the United States and a commendation for his accomplishments during the past year in the 4th District of the Nebraska American Legion.&nbsp; He currently serves as the District 4 Chaplain and is the Senior Vice Commander of Alliance American Legion Post 7.&nbsp; &nbsp;Bob is a United States Army Veteran, as well as a retiree from the Nebraska Army National Guard.

District 4 is comprised of 18 Legion Posts throughout western Nebraska with a membership of just over 800 Legionnaires.&nbsp; Bob is a long time member of Alliance American Legion Post 7.&nbsp;
