July 4th is nearing and the Chadron Police Department would like to remind everyone of the City Ordinances pertaining to fireworks.

Within the City of Chadron, permissible fireworks can be discharged starting on June 24th and ending on July 5th.

· June 24th through July 3rd permissible fireworks can be discharged from 8:00 a.m. until 10:00 p.m.

· July 4th permissible fireworks can be discharged from 8:00 a.m. until 1:00 a.m. on July 5th.

It is unlawful to discharge fireworks within 300 feet of a fireworks stand, gas station, or in a public park. Fireworks may be discharged at other times upon obtaining a special permit approved by the City Council. All local vendors will have what is considered to be permissible fireworks.

While enjoying fireworks and the holiday, remember these safety tips:

· Only use fireworks as intended, and according to their instructions.

· Never allow young children to play with or ignite fireworks.

· Always have an adult supervise fireworks activities. Parents don't realize that young children suffer injuries from sparklers. Sparklers burn at temperatures of about 2,000 degrees - hot enough to melt some metals.

· Never place any part of your body directly over a fireworks device when lighting the fuse. Back up to a safe distance immediately after lighting fireworks.

· Never try to re-light or pick up fireworks that have not ignited fully.

· Never point or throw fireworks at another person.

· Keep a bucket of water or a garden hose handy in case of fire or other mishap.

· Light fireworks one at a time, then move back quickly.

· Never carry fireworks in a pocket or shoot them off in metal or glass containers.

· After fireworks complete their burning, douse the spent device with plenty of water from a bucket or hose before discarding it to prevent a trash fire.

· Report inappropriate or misuse of fireworks to the Chadron Police Department @ 432-0510

The Mid-Plains Community College Valentine Campus will offer a series of free, hands-on, self-defense classes this summer. The first one is scheduled for 1-4 p.m. Saturday at the campus, 715 U.S. Highway 20, in Valentine.

Instruction will be provided by the Valentine Police Department.

The training will include both demonstrations and active participation. Students will learn about pressure points and will practice targeting specific strike areas on an assailant.

Those who attend are asked to wear comfortable clothing that doesn’t restrict movement. Pre-registration is required, and a waiver must be signed.

How do you think these things would affect a child's life: Being abused or neglected. Witnessing or being the victim of violence in the home, school, or the community. Having a family member who attempts or dies by suicide.

Adverse Childhood Experiences, or ACEs, are traumatic events that occur in childhood (0-17 years). According to the Centers for Disease Control (CDC), ACEs are linked to chronic health problems, mental illness, and substance use problems in adolescence and adulthood. ACEs can also have a negative impact on education, job opportunities, and earning potential.

There are many more traumatic experiences that qualify as ACEs. The child's household environment might not feel safe or stable. The child might not bond with a parent due to substance abuse or mental health problems. Parents might not be present in the child's life because they are separated or divorced or might be in jail or prison.

The CDC says that about 61% of adults surveyed across 25 states reported they had experienced at least one type of ACE before age 18, and nearly 1 in 6 reported they had experienced four or more types of ACEs. Female children and several racial/ethnic minority groups are at greater risk for experiencing four or more types of ACEs.

ACEs, along with less severe problems such as living in poverty, frequently moving, and experiencing food insecurity, can cause toxic stress (extended or prolonged stress). Toxic stress can negatively affect children’s brain development and immune systems. These changes can affect children’s attention, decision-making, and learning, having a big effect on how they react to situations. These children feel like they are "less than" their peers. Chances are that these children will not finish school.

The CDC says that children growing up with toxic stress may have difficulty forming healthy and stable relationships. They may also have unstable work histories as adults and struggle with finances, jobs, and depression throughout life. Effects can be passed on to their own children. Some children may face further exposure to toxic stress from ongoing traumas due to racism or the impacts of poverty because of limited educational and economic opportunities.

These adverse childhood experiences can increase the likelihood of sexually transmitted infections, teen pregnancy, pregnancy complications and fetal death, and involvement in sex trafficking.

Exposure to ACEs is associated with increased risk for health problems across the lifespan. This includes risks of injury, as well as increased risk for a wide range of chronic diseases such as cancer, diabetes, heart disease, (the leading causes of death in the US) and suicide.

If ACEs could be prevented, the CDC figures that up to 1.9 million heart disease cases and 21 million depression cases could potentially be avoided.

ACEs are costly. The economic and social costs to families, communities, and society totals hundreds of billions of dollars each year. A 10% reduction in ACEs in North America could equate to an annual savings of $56 billion.

There are several things we can do to reduce the risk of ACEs. We can recognize challenges that families face and offer support and encouragement to reduce stress. We need to reduce stigma around seeking help, which people should do when they have parenting challenges or problems with substance misuse, depression, or suicidal thoughts. We can do a better job of addressing financial hardship and other poverty-related conditions that put families at risk for ACEs.

We need to support programs that promote safe, stable, nurturing relationships and environments where children live, learn, and play. Preventing adverse childhood experiences can make a huge difference in the future of our community and our nation.

Here in Nebraska, we’ve shown how to achieve sustained growth—even in the face of floods, fires, and a global pandemic.&nbsp; We’re the least indebted state in America.&nbsp;&nbsp;Politico&nbsp;ranked Nebraska as having the nation’s best pandemic response.&nbsp; We have the lowest unemployment rate of any state in U.S. history. &nbsp;We have the highest workforce participation in the country.&nbsp; And our growth is generating record State revenues that allowed us to deliver historic tax relief to Nebraskans this legislative session.&nbsp; &nbsp;

President Biden would be wise to consider doing things the Nebraska way.

Families with healthy finances live within their means.&nbsp; Governments should do the same.&nbsp;

In Nebraska, we’ve successfully controlled spending.&nbsp; Over the past eight years, we’ve kept average annual budget growth in Nebraska to 2.8%.&nbsp; That’s well below the State’s annual revenue growth rate, which has averaged about 4.2% during that time.&nbsp;

By contrast, the Biden Administration has spent big without regard for the consequences.&nbsp; Less than two months after taking office, President Biden pushed through a partisan stimulus package with a price tag of $1.9 trillion. &nbsp;Not a single Republican in Congress voted for it.&nbsp; That massive spending bill lit the fuse on American inflation.&nbsp;

Since taking office, President Biden has grown our nation’s long-term budget deficit by $2.4 trillion.&nbsp; Inflation is at its highest point in more than 40 years, with consumer prices up 8.6% over the past 12 months.&nbsp; That’s despite the defeat of a $3.5 trillion spending bill President Biden tried to pass last year.&nbsp; Imagine how much worse things would be if the President had gotten his way!

In Nebraska, we trust citizens and local communities to make decisions instead of mandating what they must do.&nbsp; For example, we avoided using the heavy hand of government to impose lockdowns, statewide mask mandates, or vaccine passports during the coronavirus pandemic.&nbsp; This proved to be a successful approach. &nbsp;

Unlike what we’ve done, the Biden Administration has sought to impose its will from the top down.&nbsp; The President unlawfully tried to bully private employers to mandate COVID vaccines.&nbsp; And his team of bureaucrats is challenging the federal court ruling that struck down mask mandates on airplanes in an effort to restore their authority to mandate them. &nbsp;The overreach goes beyond COVID response.&nbsp; The Biden-Harris Administration&nbsp;has taken 35% more regulatory actions than the Trump Administration did over the same timeframe.&nbsp;

This excessive regulation breeds resentment and stifles growth.&nbsp; The yearly cost of complying with federal regulations is estimated at $2 trillion.&nbsp; That’s about the same amount of money as the federal government takes in each year from individual and corporate taxes combined!&nbsp; According to Geopolitical Intelligence Services AG, “the paperwork burden of federal red tape alone exceeds 10.6 billion hours annually, at an estimated cost of $145.2 billion.”&nbsp;

Third, support U.S. energy production

Gasoline has climbed above $5/gallon, and diesel is nearing $6/gallon. &nbsp;President Biden has tried to blame these historically high prices on the Russian invasion of Ukraine that started in February 2022.&nbsp; The truth is that President Biden’s war on American energy had already caused gas prices to surge in 2021.

The President has put a radical environmentalist agenda before the needs of the American people. &nbsp;And he’s no longer hiding it.&nbsp; When asked about high gas prices earlier this year, he had this to say: “[When] it comes to gas prices, we’re going through an incredible transition… we’ll be stronger and the world will be stronger and less reliant on fossil fuels when this is over.” &nbsp;It’s reminiscent of the out-of-touch Green New Deal progressives tried to push through Congress not so long ago.

His first day in office, President Biden cancelled Keystone XL.&nbsp; His first month in office, President Biden tried to suspend all oil and gas leases on federal lands as part of his radical climate policy.&nbsp; After nearly 1½ years in office, the Biden Administration has failed to hold a successful public auction for oil and gas leases on public lands.&nbsp; They’ve also restricted the development of land for energy production.&nbsp;

As early as August 2021, the Biden Administration was pleading for OPEC and its allies—including Russia—to increase production.&nbsp; Instead of begging authoritarian governments to sell more oil, the President should prioritize biofuels produced right here in America’s Heartland.&nbsp;

Ethanol saves drivers money at the pump.&nbsp; Recently, wholesale ethanol has traded as much as $1.20/gallon cheaper than gasoline.&nbsp; These savings can benefit motorists who fill up with higher ethanol blends.&nbsp;

In Nebraska, we’re doing our part to grow U.S. biofuels production.&nbsp; The State of Nebraska has shown that E30 fuel can be used in regular vehicles without reducing performance or requiring extra maintenance.&nbsp; And earlier this year, we created tax incentives for fuel retailers to offer higher ethanol blends to customers.&nbsp;

In addition to increasing ethanol production, the President should reinstate the Keystone XL pipeline, move forward with oil and gas leases on federal lands, and cut red tape hindering U.S. energy production. &nbsp;Americans don’t want some Green New Deal; they want the President to get real about reducing inflation.

Gov. Ricketts: Curbing America’s corrosive inflation

A special elk depredation season has been ordered for July in a portion of southwest Nebraska because of excessive crop damage caused by elk.

Nebraska Game and Parks Commission Director Tim McCoy signed a Special Depredation Order for a season July 1-31 in specific parts of Lincoln, Perkins, Keith, Deuel and Garden counties.

The season will be valid on private land only.

Game and Parks staff have worked with landowners in this area for several years to lower elk herds to an acceptable level in cropland areas. Several small elk herds inhabit crop fields through harvest, then disperse randomly, making it difficult for hunters to take elk during the late general season.

The special season will allow hunters and landowners the opportunity to help reduce the population before the general elk season in this area. The objective is to alleviate damage to crops and property caused by consumption of crops, trampling and wallows.

Permits will be available to residents, nonresidents and landowners owning at least 80 acres within the hunting area. Landowners must hunt their own land.

Starting June 27, permits will be available for purchase at the Game and Parks office in North Platte. The fees for the permits, which are unlimited in quantity, are $20 for general residents, $40 for general nonresidents, $5 for resident landowners, and $10 for nonresident landowners.

The permit bag limit is one elk of either sex. Hunters may purchase more than one permit.

Harvested elk must be checked in via internet or telephone. Permits issued to hunters participating in this season will not count against their personal limits or ability to hunt during a regular big game season.

By Nebraska Game and Parks CommissionA special elk depredation season has been ordered for July in a portion of southwest Nebraska because of excessive crop damage caused by elk.Nebraska Game and Parks Commission Director Tim McCoy signed a Special Depredation Order for a season July 1-31 in specific parts of Lincoln, Perkins, Keith, Deuel and Garden counties.The season will be valid on private land only.Game and Parks staff have worked with landowners in this area for several years to lower elk herds to an acceptable level in cropland areas. Several small elk herds inhabit crop fields through harvest, then disperse randomly, making it difficult for hunters to take elk during the late general season.The special season will allow hunters and landowners the opportunity to help reduce the population before the general elk season in this area. The objective is to alleviate damage to crops and property caused by consumption of crops, trampling and wallows.Permits will be available to residents, nonresidents and landowners owning at least 80 acres within the hunting area. Landowners must hunt their own land.Starting June 27, permits will be available for purchase at the Game and Parks office in North Platte. A repair project at the Main Ramp Area at Merritt Reservoir State Recreation Area has been pushed back slightly. Users of that area should be aware of repairs there that will result in temporary closures.

Originally scheduled for June 22-24, the contractor now has rescheduled the work for June 27-29.

Water draining from the pull-through near the ramp area has caused erosion undermining the sidewalk attached to the boat ramp, and immediate repairs are needed.

The boat ramp will be closed temporarily while concrete deliveries are being made. These closures will be brief, and the ramp will open once the delivery is complete.

Boaters may arrive at the ramp and find their boat launching is delayed. Once the work is complete, repaired areas will be marked with traffic cones while the materials are setting. Visitors should not disturb these areas.

Other boat ramps available at Merritt are at Beeds Landing and Powderhorn.

Funding for the repairs is made possible through the Capital Maintenance Funds and Sportfish Restoration Motorboat Access Funds.

MANHATTAN — If you’ve gasped at the grocery store checkout line recently, you’re probably not alone.&nbsp;

Inflation has hit American’s dinner table and it’s been painfully obvious on food eaten at home where consumers paid 11.9% more in May 2022 compared to May 2021,&nbsp;<a href="https://www.bls.gov/news.release/cpi.nr0.htm">according to the U.S. Bureau of Labor Statistics</a>.&nbsp;

“It’s amazing,” said Lisa Martin, an extension agent in K-State Research and Extension’s Shawnee County office. “Every time I go to the store, something I normally buy has increased 50 cents or even a dollar.”&nbsp;

Martin notes that supply chain shortages, bottlenecks in shipping and transportation, and a tight labor pool have all contributed to rising food prices. “It’s a time when all of us really need to think about how much we are spending on food and ways we can cut back,” she said.&nbsp;

Some recommendations are not new, she said:&nbsp;

Then, Martin said, stick to the plan.&nbsp;

“Once you’ve gotten the items on your list, get to the checkout stand,” she said. “Statistics have shown – and it may be higher now – that for every minute you spend looking around the store, and before you get to the checkout register, you’re going to spend another $2 in food.&nbsp;

“If you’re looking around for five minutes, that’s another $10 on your grocery bill.”&nbsp;

Saving on food costs also includes eating everything you buy, Martin said. Food waste is a major contributor to lost money. Martin suggests making the grocery store your last stop before going home, and storing perishable foods in the refrigerator or freezer as soon as possible.&nbsp;

“One of the things I do with foods that I need to use up quickly is I store them toward the front of the refrigerator,” she said. “Or if there is something that can be stored at room temperature, keep them on the counter so that you can easily see them when you walk into the kitchen.”&nbsp;

To encourage good nutrition, look for fresh produce – which is more abundant during the summer – and buy whole grains, brown rice, and low sodium foods. Farmers Markets can be a good source for low-cost, nutritious food.&nbsp;

“People still think fresh is the best,” Martin said. “If it’s just been picked, harvested, and delivered to the grocery store, it’s going to be full of nutrition. But fruit and vegetables also are processed soon after harvesting, so canned and frozen foods are a good option as well.”&nbsp;

Other ways to battle rising food costs, according to Martin, include:&nbsp;

On June 19 at approximately 1 p.m. the Chadron Police Department, Nebraska State Patrol and Dawes County Attorney/Coroner were called to investigate the death of 10-month-old Madilynn Lenhart.&nbsp;

"After a review of the scene, witness interviews and consultation with medical personnel, Riley Lenhart, the father of the child, was arrested and charged with child abuse resulting in the death,"&nbsp;Dawes County Attorney Vance Haug said.&nbsp;

Lenhart's bond was set at $750,000.&nbsp;

Haug said the investigation is ongoing at this time.&nbsp;

The Hershey Volunteer Fire Department said local irrigation companies will be burning vegetation in ditches beginning Tuesday and wrapping up on Thursday, as conditions allow.

The burning will take place north of Platte Valley Rd., between Lamant Rd. and Game Trail Rd.

the Bureau of Labor Statistics released Nebraska’s May employment data.&nbsp; Nebraska’s employment set another record high of 1,042,762. &nbsp;This is the 11th&nbsp;straight month of record employment in the state. &nbsp;Additionally, Nebraska’s unemployment rate remains the lowest in the nation, and in state history, at 1.9 percent. &nbsp;

This growth has contributed to another month of strong State General Fund tax receipts.&nbsp; In May, receipts were over $52 million above forecast.&nbsp; May’s tax receipts put Nebraska on track to have over $1.8 billion in its cash reserve at the end of fiscal year 2023. &nbsp;

“Nebraskans have an unmatched work ethic, which is reflected in our nation-leading labor numbers,” said Gov. Ricketts.&nbsp; “My administration is committed to making it easy to do business in Nebraska, and communities throughout the state have done great work to attract investment. &nbsp;We’re seeing the fruits of these efforts with impressive growth in the Good Life.&nbsp; Our strong momentum will enable us to build on the historic tax relief of 2022 with even more tax cuts in 2023.”

Trout in the Classroom, a Nebraska Game and Parks Commission educational opportunity for schools, is now accepting applications for the 2022-23 school year.

The interdisciplinary, science-based program invites classrooms to explore aquatic ecosystems, life cycles, water quality and the scientific process through raising trout eggs in their classroom. Students learn about life science, watersheds, data collection and analysis over the course of the spring semester.

Applications to participate in the program are due Aug. 31. For those financially limited, scholarships are offered to support the cost of the trout tank and other specialized equipment needed to run the program. Scholarships are possible thanks to funding from the Nebraska Environmental Trust and Trout Unlimited Chapter 710.

Teachers who participate in the program are trained and provided curriculum that meets educational standards set by Nebraska. Nebraska Game and Parks also provides troubleshooting support throughout the program.

The course is capped by a field trip where students get to release the fish they’ve raised in a nearby waterbody.

Aquatic Adventures and Experiments for grades K-12 will be featured on Wednesday, June 22nd at 10 am and 1 pm, plus Aquatic Code Clubs K-12 continue to meet weekly for registered participants. The last check in for reading goals is Friday, June 24th by 3 pm. Events will continue through the end of June, including Youth Book Club for grades 3-6 on Tuesday, June 28th from 4:30-5:30 pm sharing discussion of “Treasure Island” by Robert Louis Stevenson. Copies of the book are available for check out through a book kit from the Nebraska Library Commission, so there’s no charge. Theatre West will present “The Library in the Lighthouse” on Wednesday, June 29th at 1 pm for grades K-12. All of these special events will be in the Community Room. We will gather at Big Blue Bay, weather permitting, on Thursday, June 30th from 7-9 pm for a Beach Party, with all ages of “Oceans of Possibilities” participants!
