LINCOLN, Neb. (AP) — Nebraska lawmakers have given initial approval to a measure that could require the state to reimburse cities, school districts and other local governments anytime the state imposes a new expense on them. 

The proposed constitutional amendment advanced through the first of three required votes in the Legislature, 34-5. 

If lawmakers pass it, the amendment would appear on the November general election ballot where voters would approve or reject it. 

The measure was introduced by state Sen. Carol Blood, of Bellevue, to help local governments and reduce their reliance on property taxes.

 Property owners often complain to state lawmakers about their high property tax bills. 

Many local governments argue that their expenses are partly driven by unfunded state mandates.

GRAND ISLAND, NEB.&nbsp; — Troopers with the Nebraska State Patrol have arrested one person after locating more than 100 pounds of marijuana during a traffic stop on Interstate 80.

At approximately 11:10 a.m. Saturday, a trooper observed an eastbound Chevy Tahoe with a license plate violation traveling near Giltner, at mile marker 324. During the traffic stop the trooper detected criminal activity.

A search of the vehicle revealed 102 pounds of marijuana. The driver, Armando Hernandez-Cruz, 36, of Stockton, California, was arrested for possession of marijuana – more than one pound, possession with intent to deliver, and no drug tax stamp. He was lodged in Hamilton County Jail.

CHADRON – Nebraska’s history during the Plains Indian Wars and its commemoration on historical monuments is the subject of a presentation, Contact and Conflict: The Monumental Story of Nebraska and the Indian Wars, by historian Jeff Barnes at the Mari Sandoz High Plains Heritage Center April 19 at 6:30 p.m.

Barnes takes a chronological approach to discuss the meetings of Native American and European Americans in Nebraska, from peace through war, as commemorated in historical monuments and markers. According to Barnes, these memos from the past mark councils, trading and military posts, treaty sites, and battles and massacres originating with the differing cultures on the Plains.

“The interest and pride of Nebraskans in their history is shown through scores of these markers and monuments across the state, which we continue to place today,” Barnes said. “The points of these contacts are marked throughout Nebraska, in some places familiar to many but in other places remote and seldom seen.”

Barnes, a fifth-generation Nebraskan and former newspaper reporter and editor, lives in Omaha and has written several other books about the Great Plains and landmarks in Nebraska.

The presentation, sponsored by the Mari Sandoz Heritage Society, is in conjunction with Barnes’ newest book, Cut in Stone, Cast in Bronze: Nebraska’s Historical Markers and Monuments. It’s the time of year for Nebraska Game and Parks Commission to survey Lake McConaughy anglers for information that assists in statewide fisheries management decisions.&nbsp;

Two surveys will be conducted at the state recreation area starting April 1:

Anglers will be interviewed about a single day's fishing effort, including details on what the angler caught, released and how much time they fished. The traditional survey also will question anglers about fishing the dam at night in April or May. The walleye spawn survey will question them about when they fish for walleye at McConaughy and if they fish outside the spawn.

These surveys will provide insights on angler behavior and associated fish catch and harvest related to different seasons and locations of the reservoir.&nbsp;This information will help Game and Parks better understand angler-fish dynamics on the reservoir to guide future management.&nbsp;

“If you happen to be approached by a clerk this year, please take a few minutes to let them know about your fishing,” said Keith Hurley, fish and wildlife specialist for Game and Parks. “Your few minutes will go a long way in making your fishing even better down the road.”

The surveys will be conducted by University of Nebraska-Lincoln researchers through a partnership between the Nebraska Game and Parks Commission and the Nebraska Cooperative Fish and Wildlife Research Unit in the School of Natural Resources.

OMAHA, Neb. (AP) — Democrat Carol Blood has chosen a former state senator and rancher from western Nebraska to be her running mate in the race for Nebraska governor. 

Blood, who is currently serving in the Legislature, announced her pick on Sunday. 

The Omaha World-Herald reports Davis was registered as a Republican when he represented the Sandhills for one term, but he’s now registered as a Democrat. 

Davis lost his seat to Tom Brewer in 2016 after facing negative advertisements during the campaign over issues that he had clashed with Gov. Pete Ricketts over. 

Blood faces a big challenge because the state’s voters haven’t backed a Democrat for governor since the 1990s.

The Nebraska Agriculture Department announced Saturday that a fourth case of avian influenza had been confirmed in the state although this latest one came in a small backyard flock in Holt County instead of a large commercial operation. 

Cases of the highly contagious disease have been confirmed in at least 18 states, and more than 13 million chickens and turkeys have been slaughtered to limit its spread. 

Health officials have said the disease doesn't present an immediate public health concern to humans.

The unions say the policy pressures employees to show up when they are sick or fatigued. 

The unions representing 17,000 BNSF workers said Wednesday they decided that arbitration will provide the quickest resolution to the dispute. 

The unions say the new rules that took effect Feb. 1 penalize employees for missing work for any reason and put them on call 24-7. 

BNSF has defended the rules because it says they give employees a clearer idea of where they stand than the old system did while ensuring the railroad has enough workers available to operate its trains.

South Dakota hires firm to track cannabis from seed to sales

At approximately 7:25 p.m. on March 25, a westbound pickup pulling a loaded livestock trailer collided head-on with an eastbound pickup, also pulling a loaded livestock trailer. The crash occurred at mile marker 14 on Highway 20, east of Harrison. 

The westbound vehicle was driven by 67-year-old Ruth Smathers of Lost Springs, Wyoming. The eastbound vehicle was driven by 42-year-old Nanna Flesch of Shelby, Montana. 

Both drivers were pronounced deceased at the scene.

"Flesch’s three children were also in the vehicle and sustained serious injuries," Nebraska State Patrol Spokesman Cody Thomas said. "One child was ejected from the vehicle. That child was flown to Regional West Hospital in Scottsbluff and has since been transferred to a hospital in Denver. The other children were transported to the hospital in Chadron. One has since been transported to a hospital in Rapid City. Several animals died as a result of the crash, as both trailers were loaded."

Highway 20 was closed for approximately five hours. 

&nbsp;NSP was assisted by the Sioux County Sheriff’s Office, Dawes County Sheriff’s Office, Nebraska Game and Parks and the Harrison Volunteer Fire Department.

2 dead, livestock killed, children injured after crash near Harrison 

OMAHA, Neb. (AP) — Republican U.S. Rep. Jeff Fortenberry of&nbsp;Nebraska&nbsp;on Saturday resigned from office after a&nbsp;California&nbsp;jury convicted him of lying to federal authorities about an illegal campaign donation from a foreign national.

In a letter to the House, Fortenberry said he was resigning from Congress, effective March 31.

Fortenberry’s announcement followed concerted pressure from political leaders in Nebraska and Washington for him to step down. House Speaker Nancy Pelosi and House Minority Leader Kevin McCarthy on Friday urged Fortenberry to resign. Nebraska Republican Gov. Pete Ricketts said Fortenberry should “do the right thing for his constituents” and leave the office he has held since 2005.

Fortenberry’s withdrawal from the primary leaves state Sen. Mike Flood as the likely GOP nominee. The former speaker of the Nebraska Legislature, who has won endorsements from Ricketts and former Gov. Dave Heineman, has a strong advantage in the Republican-leaning 1st Congressional District. State Sen. Patty Pansing Brooks, a Democrat from Lincoln, is also running for the seat.

Pansing Brooks said Fortenberry’s conviction is a “wake-up call” that the district needs a change.

RAPID CITY, S.D. (AP) — A boxer died a day after he required medical attention following a bout in Rapid City.

 The boxer was a contender in the Elite Male Division at the South Dakota Golden Gloves boxing show on Saturday. 

USA Boxing said the boxer required medical attention after his match, and died Sunday at a local hospital. 

The organization did not identify the boxer. The Rapid City Journal reported he is from North Dakota.

 North Dakota Local Boxing Committee President Danny Pruneda ordered all affiliated gyms in North Dakota to close for one day in his memory.

Box Butte Co. Handyman program changes hands 

The Nebraska Game and Parks Commission will consider 2022-2023 waterfowl hunting season recommendations at its March 23 meeting in Nebraska City.

The meeting begins at 8 a.m. in the Lied Lodge Terrace Room, 2700 Sylvan Road.

Staff will recommend opening duck season in zones 2 and 4 a week earlier than the 2021-2022 season. Waterfowl recommendations are developed balancing hunter preferences with chronology of migration, hunter harvest, and hunter participation. Goose hunting dates in the North Central Unit start concurrently with duck season, which was strongly preferred by waterfowl hunters in Zone 2.

The full 2022-2023 Nebraska waterfowl recommendations are:

Daily bag limit – six; Possession limit – 18

Daily bag – Tier 1: six ducks, with restrictions; Tier II: three ducks, any species, any sex; Possession limit – three times the daily bag limit

Commissioners to consider 2022-2023 waterfowl recommendations

NORTH PLATTE, Neb.-A North Platte man has been accused of burglarizing a popular local restaurant.

According to North Platte police, officers responded to the report of a burglary at Merrick's Ranch House at around 7:17 a.m. last Thursday.

Officers arrived and found that a window had been broken on the west side of the building and a door was open.

Officers discovered that a cash drawer with around $20 and some alcohol had been stolen.

Additionally, police said the phone line to the business had been cut in order to disable the alarm system.&nbsp;

Police said officers also discovered a footprint near the broken window.

After viewing surveillance video from Taco Johns, officers identified the suspect as Barry Allen, 31.

Officers obtained a search warrant for Allen's residence where Allen and Valerie Soto, 27, were taken into custody.

Police said Soto had a small amount of methamphetamine on her person and was taken into custody on suspicion of possession of methamphetamine and obstruction of a police officer.

Police said they located the stolen alcohol along with other evidence connecting Allen to the burglary at Merrick's.

Additionally, officers located tools and equipment that had been stolen from another apartment in the complex. The owner of those items reported that his Chevrolet Silverado had also been stolen. Police said keys to that vehicle were found in Allen's apartment but the vehicle was not recovered.

Allen was arrested and jailed on suspicion of multiple counts of burglary,&nbsp; and possession of burglary tools.

Allen will appear for a preliminary hearing on Thursday.&nbsp;

North Platte man accused of burglarizing Merrick's restaurant

On&nbsp;March 24, at&nbsp;approximately 10:48&nbsp;p.m.,&nbsp;the North Platte 911 Center received reports of gunshots in the area of Rodeo Rd and Carr. &nbsp;Multiple callers&nbsp;<a></a>reported hearing gunshots as well as the discharge of fireworks. &nbsp;

North Platte Police Officers responded to investigate and made contact with an individual at&nbsp;1900&nbsp;Rodeo Rd. &nbsp; &nbsp;This is a large commercial property and the individual was inside of the building near an open overhead garage door. &nbsp;

There was a small fire inside of the building. &nbsp;The officers ordered the man out of the building but he&nbsp;refused their instructions and retreated into the building. &nbsp;

The North Platte Fire Department was dispatched and assistance was requested from the Lincoln County Sheriff’s Office and the Nebraska State Patrol. &nbsp;

The officers secured the building after receiving information that there were a large number of fireworks inside. &nbsp;By 11:50 PM, the building was reported to be fully engulfed. &nbsp;

The individual whom the police had contact with, was last seen inside of the building. A source told The Post there was no way out of the building and the subject is believed to be deceased.

&nbsp;Out of concern that a grand jury may be convened, the incident is being investigated by the Nebraska Fire Marshal’s office, the North Platte Fire Marshal’s office and the Lincoln County Sheriff’s office.&nbsp;&nbsp;

Nebraska Game and Parks Commission will discuss fisheries research, changes in stocking and angler surveys, and those in attendance can ask questions, be a part of discussion, and give feedback.

Game and Parks’ recent meetings at the lake with anglers and concessionaires focused on the agency’s 2022 walleye plan for the lake. Those plans include a nighttime creel survey for April and May to evaluate walleye fishing along the dam during the spawn period.

Additionally, plans include stocking 22 million recently hatched walleye in the North Platte River above the lake and in the river-lake interface. There also are plans to stock 1.5 million walleye that are 1.25- to 1.5-inches in length, and a small portion of those will be raised and stocked at a larger 2-2.5-inch size. These stockings will be evaluated to determine which size had most success.

Game and Parks has initiated efforts to establish an advisory group of stakeholders – consisting of local anglers, businesses and guides – to keep lake visitors updated on Lake McConaughy fisheries management and research and to better inform visitors of angling opportunities.

Scottsbluff police officers were called to the 1900 block of 6th Avenue at approximately 7:15 p.m. on March 22 for reports of shots being fired.

Officers identified a residence that had been shot several times in the alley between 6th &amp; 7th Avenue.

"One is of the suspects captured on a surveillance video in the area and the other is of a vehicle associated with the suspects that was observed fleeing the area following the shooting," Scottsbluff Police Captain Brain Wasson said. "The police department is requesting anyone near the area with video surveillance to notify them if the suspects or the vehicle are observed."

The commissioners, at their March 23 meeting in Nebraska City, amended wildlife regulations to create additional purchase periods for big game permits. The result gives residents preference over nonresidents.

Pending final approval by the state, the 2022 big game permit and preference point purchase periods are:

June 13-24 – Residents and nonresidents may apply for a preference point or one deer permit in the following draw units: Platte Mule Deer Conservation Area, Frenchman MDCA. Residents and eligible landowners may apply for a preference point or one antelope permit in the following draw units: Banner North, Banner South, Box Butte East, Box Butte West, Cherry, Cheyenne, Dismal, Eastern Sandhills Garden, North Sioux, Prairie Muzzleloader and North Sioux Muzzleloader.

Results of the draw will be available by July 1. Successful applicants will have until July 15 to complete the purchase of their awarded permits. Change gives Neb. resident deer, antelope hunters preference over nonresidents

LINCOLN, NEB.&nbsp; — The Nebraska State Patrol (NSP) is conducting a large-scale search effort for a missing woman as part of an ongoing investigation into her disappearance. Linda Dillard was last seen in the area near Table Rock on June 16, 2021.

The specific search area, near the Table Rock State Wildlife Management Area, has been identified as part of the investigation. NSP investigators believe Dillard may have been the victim of a crime, which led to her disappearance.

The search operation includes numerous partners from multiple states. Participating agencies include the Nebraska State Patrol, Nebraska Game and Parks Commission, Nebraska Emergency Management Agency, NecroSearch International, Brown County (KS) Mounted Search and Rescue, Saline County (KS) Mounted Patrol and Rescue, Sedgwick County (KS) Emergency Management, HRD Canine Search and Rescue Teams, University of Nebraska Department of Forensic Anthropology, and Midwest Archaeological Center.
