United States Attorney Steven Russell announced that Josh T. Bowmar, 32, Sarah E. Bowmar, 33, and Bowmar Bowhunting LLC, all of Ankeny, Iowa, were sentenced on January 12, 2023 in federal court in Omaha, Nebraska, by United States Magistrate Judge Michael D. Nelson for Conspiracy to Violate the Lacey Act.&nbsp; The Lacey Act prohibits the trafficking in interstate commerce "tainted" (i.e., taken in violation of a law or regulation) wildlife, fish, or indigenous plants.&nbsp; Josh and Sarah Bowmar, and their corporate entity, Bowmar Bowhunting LLC, (collectively referred to as the Bowmars) were convicted after previously pleading guilty to Conspiring to Violate the Lacey Act and sentenced each to three years’ probation and 40 hours of community service each.&nbsp; Magistrate Judge Nelson ordered the Bowmars to pay a $75,000 fine ($25,000 each), a $44,000 money judgment in lieu of forfeiting certain property, and $13,000 restitution. As part of the probation terms, the Bowmars shall not hunt or engage in any activities associated with hunting within the District of Nebraska during the period of probation.

The investigation determined that beginning in September 2015, and continuing through November 2017, the Bowmars conducted approximately five hunts per year at Hidden Hills Outfitters (HHO), a commercial big game guiding and outfitting business, near Broken Bow, Nebraska.&nbsp; During the course of commercially guided hunting activity, the Bowmars conspired to transport wildlife, or parts thereof, from Nebraska to Ohio, when the Bowmars should have known that the wildlife was attempted to be taken, possessed, and transported contrary to Nebraska state law.&nbsp; The Bowmars, utilizing various internet and social media platforms including their Bowmar Bowhunting website, Instagram site, and YouTube channel, published and broadcasted hunting activities that occurred at HHO.&nbsp;&nbsp;

This sentencing hearing marks the completion of all foreseen prosecutions of numerous defendants related to violations committed by owners, guides, and clients of Hidden Hills Outfitters.&nbsp; Violations associated with 52 individuals have been resolved throughout this investigation.&nbsp; A total of 39 defendants have pleaded guilty and have been sentenced and ordered to pay a total of $759,732 in fines, restitution, and forfeiture, serve 30 months of incarceration, 47 years of probation, and 72 years of hunting and guiding restrictions for underlying violations related to at least 97 unlawfully-taken big game animals or wild turkey including deer taken within baited areas; deer, pronghorn, and wild turkeys taken with weapons or firearms prohibited during their respective hunting seasons; deer taken during closed season hours, from the road, or without a valid permit; and mule deer taken within the Mule Deer Conservation Area.&nbsp; An additional 13 individuals resolved their cases through administrative abandonment of various wildlife trophies originating from unlawful hunts at Hidden Hills Outfitters.&nbsp;

The operation was a joint investigation conducted by the United States Fish and Wildlife Service, Office of Law Enforcement and the Nebraska Game and Parks Commission, Law Enforcement Division.

PROCTOR is believed to be with his wife Loveda PROCTOR who is a 92 years old white female, 5'2 tall 180 lbs Blue eyes, Gray hair. It is believed that the PROCTORS are traveling in a blue 2007 Chrysler Pacifica (NE Navy license plate 1030) direction of travel unknown. Robert PROCTOR has dementia and needs blood pressure medication.

Endangered Missing Advisory issued for central Nebraska man

LINCOLN, Neb.-The Nebraska Game and Parks Commission will consider awarding funds for outdoor community projects when it meets Jan. 20 in Lincoln.

Commissioners will consider staff recommendations to approve grants for the Land and Water Conservation Fund Stateside Assistance Program and outdoor trail projects for federal funding through the Recreational Trails Program.

CHADRON – The Chadron State College Music department plans to host 16 music concerts and recitals for the spring semester. All performances are free and open to the public. &nbsp;

Dr. Brooks Hafey kicks off the year with another installment in the Keyboard Through the Ages series featuring Late Romantic keyboard music Sunday, Jan, 22, at 3 p.m. in the Sandoz Center Chicoine Atrium.

The first guest artist recital is Feb. 4 and it will feature the University of Colorado Boulder’s Rob Psurny&nbsp;(sir-knee),&nbsp;tenor, accompanied by former CSC accompanist Bobby Pace on piano. The duo will perform the complete song cycle Die Schöne Müllerin&nbsp;(dee-shern-a-mule-ern)&nbsp;by Franz Schubert in the Sandoz Center Chicoine Atrium at 7 p.m.

The High Plains Band and Choir Festival, consisting of high school musicians from across the region and featuring band conductor Dr. John Wojcik and guest choral conductor Dr. Marcela Molina will perform in the Memorial Hall Auditorium Feb. 7 from 5 to 6:30 p.m.

Hafey will continue the Keyboard Through the Ages series by exploring 20th Century keyboard music Feb. 12 at 3 p.m. in the Sandoz Center Chicoine Atrium.

Registration for the Reading Challenge will start Saturday, January 21 at Noon. That day, the library will host a hot cocoa bar for adults from 12:00 pm to 4:30 pm. The cocoa extravaganza will include condiments, exotic mixes and delicious marshmallows. There will be door prizes and games.

Along the weeks, the Season’s Readings will offer art classes, makerspace hands on, a stamps collector event, a tea party, crafts and more.

Chadron library to hold adult reading program 

When I was a young physician, we talked with almost religious zeal about the “Golden Hour.” Early on, this principally focused on the idea that within the first hour after an injury, a patient needed to receive definitive treatment in order to maximize the chances of survival, and recovery. We usually interpreted this to mean that the patient needed to be in the hands of the trauma surgeon before this hour was up. We took ATLS classes so we could make sure that the patient in our emergency room got the best treatment we non-surgeons could provide, until the surgeon could take over.

Of course, in the rural upper midwest, the nearest surgeon, and even the nearest emergency room, might be more than an hour away.

Fortunately for those of us living in more sparsely populated areas, time to the surgeon isn’t the only factor that impacts our chances in an emergency. The care we receive before we get to the hospital matters. In fact, it matters a lot.

Gone are the days of “scoop and run” when the only goal of the first responders was to get the patient to the hospital as fast as possible. As with so many roles in modern society, a first responder today has a more complicated job. They need the training and flexibility to address what they see when they meet their patient. A person who has overdosed on fentanyl needs naltrexone, to reverse the opioid and get them breathing. A person in cardiac arrest needs a shock delivered, to restart their heart. A person who has lost a limb in a car accident needs the bleeding stopped. These things need to be done well before the patient could arrive in an emergency room, even if they were delivered there by helicopter.

Certainly some emergencies require care that is still well beyond what could be provided outside of a hospital. If they can receive it in time, approximately 25% of stroke victims could benefit from clot busting medications. Another 10-15% have strokes that are actually caused by bleeding. This includes ambulance services, where the situation is further complicated by the reality that many rural EMS providers rely on volunteer labor. Those volunteers need to know more than just how to drive the ambulance. They need to know how to provide effective interventions, to extend that “Golden Hour.” This particular labor shortage has grave consequences. It is quite literally a matter of life and death.

 </figure>When I was a young physician, we talked with almost religious zeal about the “Golden Hour.” Early on, this principally focused on the idea that within the first hour after an injury, a patient needed to receive definitive treatment in order to maximize the chances of survival, and recovery. We usually interpreted this to mean that the patient needed to be in the hands of the trauma surgeon before this hour was up. We took ATLS classes so we could make sure that the patient in our emergency room got the best treatment we non-surgeons could provide, until the surgeon could take over.Of course, in the rural upper midwest, the nearest surgeon, and even the nearest emergency room, might be more than an hour away.Fortunately for those of us living in more sparsely populated areas, time to the surgeon isn’t the only factor that impacts our chances in an emergency. The care we receive before we get to the hospital matters. In fact, it matters a lot.Gone are the days of “scoop and run” when the only goal of the first responders was to get the patient to the hospital as fast as possible. As with so many roles in modern society, a first responder today has a more complicated job. They need the training and flexibility to address what they see when they meet their patient. A person who has overdosed on fentanyl needs naltrexone, to reverse the opioid and get them breathing. A person in cardiac arrest needs a shock delivered, to restart their heart. A person who has lost a limb in a car accident needs the bleeding stopped. These things need to be done well before the patient could arrive in an emergency room, even if they were delivered there by helicopter.Certainly some emergencies require care that is still well beyond what could be provided outside of a hospital. If they can receive it in time, approximately 25% of stroke victims could benefit from clot busting medications. Another 10-15% have strokes that are actually caused by bleeding. Helping law enforcement eliminate poaching in Nebraska just got a little easier, thanks to a new program by Nebraska Game and Parks.

Help stop wildlife crime with new reporting tool

Columbus, Neb.&nbsp;– Nebraska Public Power District (NPPD) is beginning the process of studying sites that could have the potential to host advanced small modular nuclear reactors.

Advanced small modular reactors are a new type of nuclear reactor being designed, that are more scalable and have more refined safety features, than the commercial nuclear reactors currently operating today.

Under legislative bill 1014, the State of Nebraska allocated $1 million of American Rescue Plan Act (ARPA) funding to complete a siting study for small modular reactors. As an owner of a current operating nuclear power plant, Cooper Nuclear Station, NPPD qualified to apply for these funds to complete the siting study. NPPD’s application for funding was approved by the Nebraska Department of Economic Development on January 6.

“We are very excited to be a part of this process,” says NPPD Generation Research Senior Program Manager Roman Estrada. “We are always looking at new technologies and what innovations are being made in the field of energy generation. This study will not result in the immediate construction of an advanced small modular reactor, but it will give us a great look at potential areas in the state where this technology could be sited.”

The first phase of the siting study involves doing a Nebraska-wide assessment to determine the 15 best locations for siting small modular reactors based on geographic data and preliminary licensing criteria. Some of the key criteria being considered will be access to water and transmission lines among many others. This phase is estimated to be completed in spring of 2023.

The second phase of the study will perform a more in-depth evaluation and will focus on reducing the number of sites from 15 to four. This effort includes detailed field environmental and constructability evaluations based on criteria used by the Nuclear Regulatory Commission (NRC) when licensing nuclear plants. This phase of the study is estimated to take approximately a year to complete.

NPPD will be completing the study with the help of engineering firm, Burns &amp; McDonnell, who has experience in the development and design of advanced small modular reactors.

(AP) - The U.S. Department of the Interior announced Thursday that it has given new names to five places that previously included a racist term for a Native American woman.

The renamed sites are in California, North Dakota, Tennessee and Texas, completing&nbsp;<a href="https://apnews.com/article/native-americans-climate-and-environment-government-politics-004fa29f3967ae7ab74958a61fda02d2">a yearlong process to remove the historically offensive word</a>&nbsp;“squaw” from geographic names across the country.

“Words matter, particularly in our work to ensure our nation’s public lands and waters are accessible and welcoming to people of all backgrounds,” Interior Secretary Deb Haaland said in a statement. She called the word “harmful.”

Haaland, who took office in 2021, is the first Native American to lead a Cabinet agency.

In September, the Interior Department announced its final vote on proposals to change the names of nearly 650 sites that contained the word. The agency conducted an additional review of seven locations, all of which were considered unincorporated populated places. Five of those were changed in Thursday's announcement.

In western North Dakota, the new name Homesteaders Gap was selected by members of a small community as a nod to their local history.

Brown, who is white, said he and others prefer as little interference from the federal government as possible because “generally we find they’re disconnected from what the culture and economy are out here.”

Two other newly named places are the California Central Valley communities of Loybas Hill, which translates to “Young Lady,” proposed by the Paskenta Band of Nomlaki Indians; and Yokuts Valley.

The others are Partridgeberry, Tennessee, and Lynn Creek, Texas.

NORTH PLATTE&nbsp; — Troopers with the Nebraska State Patrol arrested two people this week after locating over six pounds of suspected cocaine mixed with fentanyl during a traffic stop in Lincoln County.

Tuesday, at approximately 1:45 p.m., a trooper performed a traffic stop on an eastbound BMW SUV for a license plate violation. The traffic stop occurred on Interstate 80, at mile marker 162, near Hershey. During the traffic stop, the trooper became suspicious of criminal activity.

A search of the vehicle revealed approximately 6.6 pounds of a suspected cocaine/fentanyl mixture. The substance was located in a bag in the cargo area.

The driver, Alfonso Carillo, 25, of Tolleson, Arizona, and passenger, Celso Carillo, 43, of Beryl, Utah, were arrested for possession of an exceptionally hazardous drug, possession of cocaine, and possession with intent to deliver. Both were lodged in Lincoln County Jail.

CHADRON –Dr. Grant Sasse has been named the Interim Dean for Professional Studies and Applied Sciences (PSAS) Vice President for Academic Affairs Jim Powell announced in early January. The former dean, Dr. Alaric Williams, is taking a position in North Dakota. The School of PSAS includes Education, Psychological Sciences, Social Work, Health Physical Education and Recreation, Family and Consumer Sciences, Agriculture and Range Management, and Military Science and Leadership.

Sasse, an associate professor, has been teaching graduate-level Clinical Mental Health Counseling courses at CSC since August 2021. He earned his doctorate in Counselor Education and Supervision from the University of Wyoming in 2014.

In 2007, Sasse transferred to CSC after two years at the University of St. Thomas in Minneapolis. He graduated with a bachelor’s in Psychology at CSC and earned a master’s in Community Mental Health Counseling while working as a graduate assistant for the Counseling, Psychology, and Social Work department. Through the assistantship, he gained his first teaching experience and participated on the Eagles’ track and field team.

Sasse said he considers the Chadron area home. Since his father was a pilot in the Air Force, the family moved often. However, Sasse worked every summer on a family ranch near Gordon where his father grew up, or at the family farm in Holstein, Nebraska, where his mother was raised.

Prior to CSC, Sasse taught for six years at the University of Alaska in Anchorage, Alaska, and spent one year in Houston, Texas, at the University of St. Thomas.

Alliance library schedules planned power outage 

The Chadron Police Department would like to remind all property owners and renters to ensure they remove snow and ice from their sidewalks for the safety of all walkers that utilize them.

 City of Chadron ordinance 13-209 states; It shall be unlawful for the occupant of any lot or lots, or the owner of any vacant lot or lots within the corporate limits of the City to allow snow, sleet, mud, ice, slush or other substance to accumulate on the sidewalk contiguous thereto, or to permit any compact snow, sleet, ice, mud, or other substance to remain upon the sidewalk or a period of time in excess of twenty-four (24) hours after the cessation of a storm.

In addition, we ask all property owners and renters to be aware of piling snow to a height of three feet or more creating an obstruction of the view of motorists at intersections of streets or alleys. Obstruction of view at intersections is dangerous and can lead to motor vehicle accidents and potential injury to motorists and pedestrians. 

City ordinance 16-332 states; Snow shall not be moved or piled on any location upon private property which obstructs the view of drivers of motor vehicles at intersections within the corporate limits of the City. Property owners or residents who have caused snow to be piled in such a manner as to obstruct the view of motor vehicle drivers at intersections as described above shall be contacted to remove the snow, and should they fail to comply within 24 hours from the date of the request being made, the snow shall be removed by the City at the property owner’s expense.

We are asking all property owners and renters to avoid placing snow around fire hydrants. The fire department needs to have access to the hydrants to best serve the residents of Chadron. City ordinance 16-618 states; No person shall place or keep any fence, growth, trash, snow, storage of other materials or objects near any fire hydrant, Fire and Rescue Department connection, or fire protection system control valve that would prevent such equipment or hydrant from being immediately discernable or in any other manner deter or hinder the Fire and rescue Department from gaining access to said equipment or hydrant.

We understand the storms over the last few weeks have brought a lot of snow and conditions have not been ideal for adequate removal. We would ask, in the coming days and weeks as the weather clears and affords the opportunity, that property owners and renters work on removal of the snow to ensure their properties are not in violation of the ordinances.

LINCOLN, Neb. (AP) — In one of his first acts as Nebraska’s governor, Republican Jim Pillen named his predecessor to the state’s vacant U.S. Senate seat on Thursday.

Pillen surprised no one in naming fellow Republican Pete Ricketts to the seat vacated Sunday by Ben Sasse.

The governor said 111 people applied for the vacant seat.

“I don’t believe in placeholders. I believe that every day matters. … placeholders don’t have any accountability to the people,” Pillen said.

Ricketts said he would fight for conservative values, a strong national defense and would work to hold leaders in Washington accountable for waste and fraud.

“This is an unexpected opportunity,” Ricketts said. “I am humbled and grateful.”

The appointment came&nbsp;<a href="https://apnews.com/article/nebraska-omaha-pete-ricketts-ben-sasse-ec19501e5c57a677505118c6dae9e820">even after some fellow Republicans expressed reservations about Pillen selecting his benefactor</a>.

Pillen was elected in November in large part because of Ricketts’ backing, which included more than $100,000 of his own money contributed directly to Pillen’s campaign. Ricketts also gave nearly $1.3 million this year to the political action committee Conservative Nebraska, which ran a slew of attack ads against Pillen’s primary opponents, including the Trump-backed candidate, Charles Herbster.

Ricketts will serve two years before a special election is held in 2024 to finish out the last two years of Sasse’s term. He would then have to seek reelection in 2026 for a full six-year term.

Nebraska governor names predecessor to US Senate seat

This weeks road trip was to Scottsbluff. I found myself heading to the Bluffs for an appointment, which always means experiencing somewhere fun, that you don't have at home.

My travel companion was Belle, so i wanted to take her someplace fun, she had never been.  We decided on Backaracks, at  1402 E 20th. It's very easy to find, lots of parking. When you go in, it strikes you how big this place is. It of course is the sports bar and grill in the back of Racks, who hold residence in the front part of the building. So you go in the side, door. It's a big bar and critters on the wall welcome you in. And that critter has a big ol "rack". 

There are so many tables it's amazing. It's very clean, and has everything available from TV's, a wall screen (I can imagine the super bowl parties here), video gaming, pull tabs (we always called them "pickle tickets"), and a Keno game is always going. 

 Our waitress was Miss Taylor,  she was awesome. She was on the ball, sweet personality, checked back often, very friendly. This gal knows her job and does it well.  We both decided on steaks, they were done perfectly and so tender. They were great. I had onion rings with mine. Those for sure are a new favorite. 

Another great thing about  Backaracks is their projects to serve the community. Every year they have a big auction of bras to raise money for Breast Cancer. They raise a large&nbsp;amount to support this. 

These folks know how to throw a party. Needless to say we will be back, and we sure hope we get Taylor to wait on us.&nbsp;

The Scottsbluff Police Department participated in the Driver Sober or Get Pulled Over Traffic Enforcement Wave from December 16, 2022 to January 1, 2023. Scottsbluff Police Department Officers worked a total of 173 hours of overtime funded by a grant from the Nebraska Office of Highway Safety.

This enforcement effort resulted in the following;

Driving Under the Influence 3, No Registration 58, No Seat Belts 10, Driving Under Suspension 10, No Operators License 8, Speeding 9, Minor in Possession of Alcohol 1, Open Container 5, 6 drug paraphernalia, 2 left of center, 2 no lights after dark, 4 traffic light violation, 2 learners permit violations, 8 no insurance, 1 stop sign violation, 1 U-turn, 1 improper lane change, 2 brake light out, 1 failure to yield, 2 leave scene of accident, 1 safety glass, 1 fictitious plates, 1 contributing, 2 reckless driving citations, 4 felony arrests, 5 fugitives apprehended, 3 child safety seat citations.

The Scottsbluff Police Department also investigated 34 Non-Injury Accidents, 2 Injury Accidents, and 1 Fatality Pedestrian Accident during this enforcement period.

A total of 153 citations were issued and 290 contacts were made during this period.

Although this grant is over, the Scottsbluff Police Department will continue to actively enforce traffic laws in Scottsbluff and Terrytown.

Aspiring artists will be able to hone their skills through two drawing classes at the Mid-Plains Community College Ogallala Campus next month.

MPCC art instructor Dik Haneline will teach Graphite Drawing from 9 a.m. to 1 p.m. Feb. 11. The class will examine the techniques, materials and terms associated with using graphite to create artwork.

Haneline will continue the series with Charcoal Drawing from 9 a.m. to 1 p.m. Feb. 25. That class will focus on charcoal as an expressive medium.

Supplies for both classes will be provided but attendees can also take their own if they prefer to do so. The fee for each class is $85.
