CHADRON – Dr. Shaunda French-Collins has been named Chadron State College’s Interim Dean of Graduate Studies and the School of Business, Math, and Science, Vice President Jim Powell announced Tuesday. French-Collins replaces Dr. Wendy Waugh, who will be the Dean of Graduate Studies at Nebraska Wesleyan University.

<a>“Dr French-Collins has distinguished herself in the classroom and possesses strong leadership qualities. She is currently participating in the Emerging Leaders Program sponsored by the American Association of State Colleges and Universities, and she’ll be able to translate that experience into her role as the Interim Dean,” Powell said.</a>

French-Collins is a familiar face at Chadron State College. Since beginning her teaching career in 2011 at CSC, she has sponsored several successful events that brought the campus and community together, including The Big Event. Most recently, French-Collins was a Professor of Communication Arts and Department Chair, as well as Chadron State College’s Teaching Excellence Award winner in 2021.

“I am excited to serve as the Interim Dean this academic year,” French-Collins said. “I look forward to continuing to support students, faculty and staff across campus.”

French-Collins received her bachelor’s in public relations from Northwest Missouri State University in 2006. In 2009 she earned her master’s in speech communication from the University of Central Missouri and attained her Doctorate of Philosophy in communication studies from the University of Southern Mississippi in 2015.

Powell said a national search for the Dean position will begin later this fall.

Gordon, Neb. ― The Board of Directors of Gordon Memorial Health Services has appointed Megan Heath as Interim Chief Executive Officer. Mrs. Heath assumed administrative responsibilities for the hospital and rural outreach clinics on August 15th.&nbsp;&nbsp; Megan is a native of Alliance, Nebraska and graduated from Chadron State College in 2010, where she earned two Bachelor of Arts degrees, one being Business Administration with an emphasis in Management, and the other in Psychology. After receiving her first two bachelor’s degrees, Megan went on to graduate from the University of Nebraska Medical Center, earning her Bachelor of Science degree in Nursing before beginning her career as a night shift Registered Nurse for Gordon Memorial Hospital in March of 2011. Megan stated that, “I found the Gordon community to be my home away from home.” Since 2016, Megan has maintained a role as Chief Nursing Officer for the hospital. In her spare time, she enjoys a good joke, traveling and spending time with her husband and three kids.

In 2020, Megan attained an executive healthcare Master of Business Administration degree from Creighton University.&nbsp; An independent study opportunity within the MBA program allowed Megan to meet, interview, shadow, and develop relationships with selected hospital CEO’s and healthcare executives. From that experience, Megan solidified her passion for rural healthcare. Megan holds certifications in Healthcare Quality and is a certified Rural Health Chief Nursing Officer.

“We are glad Mrs. Heath has stepped up to the challenges of being Interim CEO for Gordon Memorial Health Services and our community. Mrs. Heath will be retaining her role as CNO for the immediate future,” said Doug Woodbeck, board chair. “Her experience working for GMHS for the past 10+ years, and her knowledge of healthcare operations will be a great asset to our organization in taking over these very important reins.”

Mrs. Heath replaces Doris Brown, who submitted her resignation on August 15, 2022.

Gordon Memorial Health Services operates the Gordon Memorial Hospital, a 25 bed, full service Critical Access Hospital; Gordon Countryside Care, a 40 bed Long Term Care facility and two Rural Health Clinics, including Specialty Clinics.  GMHS employs 141 employees and serves patients from Sheridan and Cherry Counties, as well as parts of the surrounding counties in the Nebraska panhandle and Southwestern portions of South Dakota.&nbsp;

Up for a challenge? How about harvesting a ring-necked pheasant, sharp-tailed grouse, greater prairie-chicken and northern bobwhite quail in Nebraska this season.

That’s the challenge of the Nebraska Upland Slam, a partnership among the Nebraska Game and Parks Commission, Pheasants Forever, Inc., and Quail Forever. This year marks the fifth year of the challenge.

Hunters who take all four of Nebraska’s primary upland gamebird species upload a photo of each harvested bird online and share information about their hunting experience. Those who complete the Slam will receive an official certificate, a pin and be entered into a drawing to win the grand prize: a Weatherby Orion 12-gauge shotgun.

Second- and third-place prizes are a Traeger Town and Travel Ranger Series Wood Pellet Grill and a $200 SCHEELS gift card, respectively.

Nebraska is renowned as a mixed-bag hunting destination and is a great place to pursue a variety of bird species across diverse habitats.

“Taking part in Nebraska's&nbsp;Upland&nbsp;Slam&nbsp;is a great way to spend time with family and friends afield on a weekend, which is what our state’s hunting heritage is all about,” said John Laux, Game and Parks’ upland game program manager.

All participants who submit at least one harvest picture to the Slam automatically are entered into monthly drawings for prizes sponsored by Pheasants Forever and Quail Forever. Monthly prizes include a blaze orange backpack, tumbler, Pheasants Forever caps, and water bowl.

Resident hunters 15 or younger are encouraged to participate and be entered into a separate drawing for a resident youth lifetime hunt permit. Additionally, upon the fourth and final bird submission, hunters can acknowledge their hunting dog’s achievement by uploading a photo of their dog afield to receive an official Top Dog tag and certificate.

Hunters can begin working on their 2022-2023 Slam on Sept. 1, when the seasons for sharp-tailed grouse and greater prairie-chicken open. The seasons for pheasant and bobwhite begin Oct. 29. The seasons for all four species close Jan. 31, 2023.

OMAHA, Neb. (AP) — The major freight railroads signaled they're ready to negotiate a new deal with their workers based on a presidential report that calls for 24% raises, but the 12 unions involved in the stalled talks covering 115,000 workers still haven't commented on the&nbsp;<a href="https://apnews.com/article/biden-strikes-a83dffef79d38e36dc25588b19bf54b4">recommendations</a>.

The group that represents BNSF, Union Pacific, Norfolk Southern, CSX and other railroads in&nbsp;<a href="https://apnews.com/article/biden-business-government-and-politics-e579d80010954632d5da3977c02de90c">the talks</a>&nbsp;said Wednesday said even though the report issued by the Presidential Emergency Board that&nbsp;<a href="https://apnews.com/article/biden-transportation-strikes-ba718974eb14fcd615d606bfcdffb3d2">Joe Biden appointed last month</a>&nbsp;calls for higher raises than the companies had proposed they want to reach an agreement to avoid a strike.

“It is in the best interests of all stakeholders — including customers, employees, and the public — for the railroads and rail labor organizations to settle this dispute and prevent service disruptions,” said the National Carriers Conference Committee, which represents the railroads.

Both sides have 30 days to negotiate a new contract before federal law would allow a strike or lockout, but even if they can't reach an agreement Congress is likely to intervene to prevent a strike that would disrupt the flow of goods across all sectors of the economy.

The unions were still reviewing the 124-page report Wednesday — one day after it was issued — and didn't immediately comment on the details. But individual railroad workers commenting about the report on Twitter said it didn't do enough to address their concerns about&nbsp;<a href="https://apnews.com/article/business-lawsuits-5123fda3d039543700b23d939e0bdda2">restrictive attendance policies</a>&nbsp;that make it hard to take days off and&nbsp;<a href="https://apnews.com/article/business-aab7d3084a8d17d8d721d2cb750be323">demanding working conditions</a>&nbsp;after thousands of jobs have been cut in recent years.

"It’s clear academic politically motivated labor mediators are out of touch with the reality of working conditions on the railroad today. They chose capital over the needs of workers and our nation," Union Pacific engineer Ross Grooters&nbsp;<a href="https://twitter.com/RossGrooters/status/1559651920867983361">said</a>&nbsp;on Twitter. Grooters also serves on the city council in the Des Moines suburb of Pleasant Hill, Iowa.

Railroad workers expect a new contract to deliver significant raises to combat soaring inflation after they stayed on the job all throughout the pandemic, but many say they are tired of essentially being on call 24-7 and want working conditions to improve. The major freight railroads have eliminated nearly one-third of their employees — some 45,000 jobs — over the past six years as they overhauled their operations to run fewer, longer trains, so they say they need fewer locomotives and employees to handle all the freight.

In addition to the disagreements over wages and benefits, the unions have stridently opposed railroad proposals to cut train crews from two people down to one. A new&nbsp;<a href="https://apnews.com/article/588d6f7829c4836b9d2feff5c21a5097">proposed federal rule</a>&nbsp;that would require two-person crews in most instances should make it harder to do that, but railroads continue to press for the change in the negotiations. The unions say its a safety issue, not just a jobs one.

The current contract talks have gone on for more than two years without an agreement and rail workers haven't had a raise since 2019. The new report issued by a panel of arbitrators this week also calls for workers to receive five $1,000 bonuses in each year of the five-year deal, but it suggests that workers could take on a larger share of their health insurance costs, which would offset some of the raises.

But the railroads said the recommended wage increases and bonuses would result in average payouts of $11,000 to rail workers for back wages dating back to 2020. The suggested terms would also increase average rail worker pay to about $110,000 by the end of the five-year deal.

The head of the Association of American Railroads trade group, Ian Jefferies, said the recommended contract would deliver “the largest general wage increase in nearly 40 years.”

Railroads back plan calling for 24% raises but workers wary

CHADRON – Five Chadron State College students attended the Story Catcher Writing Workshop and Festival July 19-22 in Gunnison, Colorado. The CSC Dean’s Council and Dean Jim Margetts assisted with funding the students’ travel according to Dr. Matt Evertson, Professor of English.

“It was a successful workshop and our first time on the road,” Evertson said.

The students are Kyla Mitsos of Rapid City, S.D., English Education; Erin Hayhurst of Scottsbluff, Neb., English; Caleb Twite of White River, S.D., Theatre and Creative Writing; Jarret Buchholz of Arnold, Neb., Theatre and Creative Writing; and Rebeka Scheiderer of Hotchkiss, Colo., English.

Buchholtz, who won a peer award for his entry in the open mic event, said the atmosphere of the workshop was supportive and positive.

“Everyone's experiences shape them differently and anything can become a powerful story if told properly. Activities like this show us that we can succeed. We met several hardworking authors who all have been successful, and they shared with us that we too can make it. Also, events like this allow us to form connections with fellow writers, all at different parts of their writing journey,” Buchholtz said.

Twite said workshops like Story Catcher provide different outlooks.

“It allows me to see different things. Whether that be directly with writing or in life as a whole. Seeing the world from different perspectives gets me in a creative mood,” Twite said. “This was genuinely an awesome trip.”

Mitsos said she gained the insight that she doesn’t&nbsp;need to scrap an entire idea when it’s not working.

“Sometimes you just need a new perspective.&nbsp;Events like these help me understand what I want to teach my future students to make them stronger writers and truly enjoy it,” Mitsos said.

Hayhurst said&nbsp;the collaborative environment among the instructing authors and fellow workshop participants inspired her.

“Talking with and even just being around other creative-minded people really helped me generate ideas for my writing.&nbsp;Events like this are incredibly helpful to me in understanding the career field I'm going into. Events that bring creative people together are great opportunities for learning new techniques and expanding on the skills one already has. Story Catcher has been a wonderful experience both years I've gone, and I hope I have more opportunities like it in the future,” Hayhurst said.

LINCOLN, NEB.&nbsp; — The Nebraska State Patrol has completed the&nbsp;Stop Speeding Before It Stops You&nbsp;campaign, in partnership with hundreds of law enforcement agencies across the country.

The effort, which ran from July 20 through August 14, was designed for increased enforcement and awareness around the issue of speeding on roadways across Nebraska. Throughout the campaign, troopers issued more than 1,700 speeding citations across the state. 72 of those traffic stops were for drivers speeding at or above 100 miles per hour. Another 364 drivers were cited for speeding between 90 and 99 miles per hour.

“Schools are back in session across most of the state and summer vacations are coming to a close,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “Whether traveling on the interstate or in a school zone, it’s critical to watch your speed to keep others and yourself safe.”

In addition to the speeding citations, troopers also assisted more than 1,100 motorists in need of help on Nebraska roads during the campaign. Troopers made 69 arrests for impaired driving and issued citations for open alcohol container (38), minor in possession (25), driving under suspension (129), no proof of insurance (78), no seat belt (43), and improper child restraint (16).

This effort was made possible thanks in part to a grant for $20,000 from the Nebraska Department of Transportation – Highway Safety Office.

Troopers stop speeders for 100 MPH+ during statewide campaign

Each year, the Upper Niobrara White Natural Resources District (UNWNRD) accepts nominations for individuals or groups who have shown exemplary work to protect our state’s natural resources in Northwest Nebraska. Nominations are accepted from agencies and natural resources professionals as well as private citizens and nominees must be conducting their conservation efforts within the Upper Niobrara White District encompassing Dawes, Sheridan, Box Butte and Sioux Counties.

Multiple categories of natural resource conservation can be recognized including Tree Planting, Forest Management, Range Management, Soil Conservation, Outdoor Recreation, Wildlife Habitat, Water Conservation, and Natural Resources Education. The UNWNRD Board of Directors will also entertain nominations in other categories as long as they fit into natural resources conservation.

By Upper Niobrara White Natural Resources DistrictEach year, the Upper Niobrara White Natural Resources District (UNWNRD) accepts nominations for individuals or groups who have shown exemplary work to protect our state’s natural resources in Northwest Nebraska. Nominations are accepted from agencies and natural resources professionals as well as private citizens and nominees must be conducting their conservation efforts within the Upper Niobrara White District encompassing Dawes, Sheridan, Box Butte and Sioux Counties.<figure>

 </figure>Multiple categories of natural resource conservation can be recognized including Tree Planting, Forest Management, Range Management, Soil Conservation, Outdoor Recreation, Wildlife Habitat, Water Conservation, and Natural Resources Education. The UNWNRD Board of Directors will also entertain nominations in other categories as long as they fit into natural resources conservation.<figure>

Upper Niobrara White NRD awards noteworthy conservationists

NORTH PLATTE, Neb.-A couple is facing child abuse allegations following an incident at a Lake Maloney campground.

The Lincoln County Sheriff's Office said at around 12:33 p.m. on Aug. 13, deputies responded to a suspicious activity report at Kansas Point Campground at Lake Maloney, south of North Platte.

The reporting party told deputies that a seven-month-old infant in their care had suspicious bruising.

Deputies examined the infant and observed bruising to the face and other areas of the body. The infant was transported to Great Plains Health and, after examination, was placed in the Nebraska Department of Health and Human Services custody.

On Tuesday, investigators interviewed the infant's parents, Kyle Tatlow, 26, and Trisha Tatlow, 23, both homeless.

Following further investigation, deputies established probable cause to arrest Kyle Tatlow on suspicion of felony child abuse for allegedly biting the baby. Trisha Tatlow was cited for misdemeanor child abuse and false reporting.
