On Sept. 20 at approximately 1:58 p.m. Scottsbluff police officers were dispatched to Highway 26 just east of Avenue B to an accident.

 A 2017 Ford Focus driven by a 90-year-old Scottsbluff man, had been eastbound in the westbound lanes when it collided with a 2007 Toyota Sienna driven by 39-year-old Adam Chavez of Scottsbluff.

"Based on the preliminary investigation it is believed the driver of the Ford Focus suffered a medical emergency, which caused him to lose control of the vehicle and continued into oncoming traffic," Scottsbluff Patrol Sergeant&nbsp;Krisa Brass said.

Both drivers were transported to Regional West Medical Center for various injuries. The vehicles were totaled.

Scottsbluff Fire Department, Valley Ambulance and the Nebraska State Patrol assisted with this accident.&nbsp;

On Wednesday, October 5, we will be holding our fourth and final Bridges Out of Poverty workshop.

Why have we committed so strongly to the Bridges Out of Poverty programs? Quite simply, because they work. Bridges gives us tools and strategies to reduce and alleviate individual and community instability. They open us up to alternative ideas and attitudes by sharing narratives of people with different kinds of problems. We have learned to see people in poverty as resourceful and resilient, people who want a brighter future for themselves and their families.

Ruby Payne started the Bridges programs over two decades ago. She was a classroom teacher, then principal, whose initial work was with schools, sharing her experience about how to deal with children from poverty families. She studied how people were under-resourced and the hidden rules that kept them that way.

Payne formed the company aha!Process, which has published several books relating to poverty in different situations like schools and various types of jobs. She and her staff conduct workshops all over the world. Now Payne's work empowers educators and community leaders to address issues of poverty in classrooms, communities, businesses, hospitals, churches, and social service agencies.

The point of the Bridges work is to give people the tools and knowledge bases necessary to move from survival to stability to wealth creation—at the individual, institutional, community, and policy levels.

When we held our first Bridges workshop in Alliance in June, 2021, most of us realized we had no idea what it was like to live in generational poverty. Most of the 200 people who attended had what are called "aha! moments" because of the new information they were learning, and the new way of seeing things that was being presented. Our next two workshops dealt with institutions and communities, and how they could better understand the problems created by poverty. Most didn't realize the barriers that had been placed in the way of moving ahead.

The final program in the Bridges series explores how to work with all sectors and economic classes, with the goal of creating a steering committee to become a Bridges community. Attention is given to the types of leaders needed to advocate for policy change at the local, state, and federal levels. Rather than having speeches and power points, we will spend most of our time working in community teams, determining how we can best achieve our goals.

Bridges: Part 4 will be held at Western Nebraska Community College in Scottsbluff in the Harms Center. Jim Ott, our facilitator for the last two workshops, will again join us. The program will

Getting Ahead: Bridges Out of Poverty

By CSC COLLEGE RELATIONS CHADRON – Chadron State College will celebrate Homecoming the week of Sept. 26 through Oct. 1. The theme for this year’s Homecoming is Out of This World and an updated list of events is&nbsp;<a href="https://www.csc.edu/student-activities/homecoming/" target="_blank">online</a>. In case of inclement weather, outdoor activities will be moved to the Student Center Ballroom.

On Monday, CSC clubs will participate in a Tailgate the Brooks Hall parking lot followed by a bubble painting palooza and the movie Guardians of the Galaxy in the amphitheater.

Royalty candidates are juniors or seniors representing campus organizations. Those planning to light C-Hill on Thursday, Sept. 29 should wear appropriate shoes for the hike.

Alumni, students, and the public are invited to an Open House 6-10 p.m. at the&nbsp;Math Science Center of Innovative Learning (COIL) Friday, Sept. 30.

On Saturday, Oct. 1, at 9:30 a.m., several regional high school bands will participate in CSC’s Homecoming Parade, while others will play in the stands during the 1 p.m. football game against Colorado School of Mines. Bands participating include Fleming, Colo., Banner County, Bayard, Bridgeport, Kimball, Mitchell, and Valentine, Neb., Edgemont and Hot Springs, S.D., and&nbsp;Wright, Wyo.

Karen Pope, who is retiring from the Chadron State Alumni and Foundation Office, will be the Grand Marshall of the parade.

The parade will begin at 10th&nbsp;and Main and proceed north on Main Street to First Street. Prior registration is not needed. All entries will be placed in order on the north side of 12th&nbsp;St. as they arrive. Entries need to leave room for traffic to pass. All entries need to be in place by 9:15 a.m.

Horse entries should line up on the west side of the Nelson Physical Activities Center and all livestock trailers should be parked in the softball parking lot.

Additional&nbsp;<a href="https://www.csc.edu/student-activities/homecoming/" target="_blank">parade rules</a>&nbsp;can be found on the CSC website. City regulations prevent throwing candy from parade vehicles and horses. Those who plan to distribute candy or other items, should have members of their group walking to do so.

‘Out of This World’ Homecoming week begins Monday in Chadron at CSC

LINCOLN –&nbsp;Governor Pete Ricketts issued&nbsp;<a href="http://govdocs.nebraska.gov/docs/pilot/pubs/eofiles/22-05.pdf" target="_blank">Executive Order (EO) 22-05</a>&nbsp;to extend previous executive orders made to facilitate hospital planning and ensure additional healthcare workforce capacity. &nbsp;

With the extension, Executive Orders 21-12 and 21-15 (as amended by EO 22-02) are now effective through December 31, 2022.&nbsp; The Governor’s order announcing the extension is available by&nbsp;<a href="http://govdocs.nebraska.gov/docs/pilot/pubs/eofiles/22-05.pdf" target="_blank">clicking here</a>.

The Governor originally issued Executive Order (EO) 21-12 on August 26, 2021, to expand the pool of healthcare professionals who are eligible to care for Nebraskans.&nbsp; Among its provisions, the EO authorizes the credentialing of retired or inactive healthcare professionals, defers certain continuing education requirements, and suspends various statutes to allow new healthcare providers seeking a license to begin practice.&nbsp;

Gov. Ricketts initially issued Executive Order (EO) 21-15 on October 13, 2021, to increase access to needed healthcare services in Nebraska.&nbsp;&nbsp;EO 21-15 temporarily suspends various state statutes so that healthcare facility administrators and practitioners such as audiologists, alcohol and drug counselors, and speech pathologists can more readily contribute their skills to serve Nebraskans.

Ricketts extends orders to facilitate hospital planning, strengthen workforce

CHADRON – Chadron State College graduate student Arttie Parker of North Platte earned the opportunity to attend what his professor Dr. Tom Smith calls a prestigious seminar this summer.

Parker is a CSC alumnus, twice over. He earned a bachelor's degree in History in 2011 and another one in Social Science Education in 2012. He will&nbsp;graduate in May with a master’s degree.

As the sole&nbsp;teacher in the alternative program for North Platte High School, Parker teaches mainly juniors and seniors along with a few underclassmen. Since&nbsp;2012, he has taught&nbsp;U.S. History, World History, Government, Algebra 1 and 2, English, Earth Science, Physical Science, Biology, Personal Finance, and Strength and Conditioning. He is also the school’s powerlifting coach.

Parker had used resource materials from the National World War II Museum in New Orleans for years in his units about propaganda, so he applied for the museum’s seminar about propaganda and was selected from a pool of several hundred.

Parker has a wall in his classroom covered in posters from across the world that he calls the Art Of War.

“Propaganda analysis can be used in many different curricular areas, from the obvious historical observations to the use of colors and perspective, the choice of words, to the various forms that propaganda took,” Parker said. “So when the opportunity arose for this [educator’s seminar], I jumped at the chance.”

He plans to incorporate a lot of his research material from the seminar into his graduate project with Smith.

“I'm excited about the project, but even more, I'm hopeful it will open some eyes and be a valuable tool in my school district, as well as others. I came away from the seminar more excited about my [CSC graduate] project. I'm confident I am headed in the right direction with the project because I think it has practical application for any school that wishes to pursue World War II and/or Holocaust studies with modern applications,” Parker said.

The online portion of the seminar was intense, much like his current CSC graduate courses, according to Parker.

In addition to the online component, Parker spent a week at the museum.

“It's truly an incredible place that can't be completely absorbed in a single day. We crawled all over the museum with any free time we had,” he said.

Parker worked on collaborative projects in small groups and heard daily presentations from museum staff including curators, educators, and media specialists. They were led on guided tours of exhibits and worked with materials not yet on display yet. He found it fascinating to discuss what other school districts teach and other states’ standards.

Parker’s work culminated with a project called an Ignite Talk that seminar organizers require participants to present, after returning home, to their co-workers, administrators, and regional educators.

“We each presented to the rest of the group to demonstrate what we planned to take away from the seminar and present to others as professional development,” he said. “It is hoped that by making people more aware of propaganda and media literacy, we can help students to learn from the past and to make informed decisions when dealing with media of all sorts, whether it be mainstream media or social media.”

Although he considered himself well-informed about WWII, he said he was exposed to propaganda materials he had never encountered before.

“For me, the information I was able to uncover about how the Holocaust was perpetuated, hidden, and then justified through propaganda was of great importance to my graduate cumulative project. It was staggering to learn how much Holocaust denial material is being spread through social media and how much our students, and our own children, are being exposed to this material and pro-Nazi material,” Parker said.

Over the years, Nebraskans have built thousands of miles of trails, rails, power lines, and highways to connect our state.&nbsp; This connectivity has helped our urban and rural communities thrive. &nbsp;

Yet as more of our lives have gone online, we’ve seen a digital divide develop.&nbsp; It’s easier and less expensive to deliver high-speed internet to houses close together in cities than it is to reach ranch homes spaced miles apart. &nbsp;For this reason, broadband infrastructure in rural Nebraska has lagged behind our urban centers.

As Governor, my vision is to grow Nebraska. &nbsp;That means growing every part of Nebraska—from cities to suburbs to our rural areas.&nbsp; Geography shouldn’t determine opportunity in our state.&nbsp; No matter the distance Nebraskans live from a city, they should have access to the digital tools they need to live, learn, and do business.&nbsp; In today’s digital world, broadband connectivity is basic infrastructure.

I have been working with my agencies and the Legislature to expand reliable, high-speed broadband networks to connect every corner of Nebraska.&nbsp; In 2018, I signed LB 994 into law, creating the Rural Broadband Task Force. &nbsp;Chaired by Ed Toner, the State’s Chief Information Officer, the task force was charged with helping us better understand Nebraska’s broadband needs.&nbsp; Their work assessed gaps in coverage and proposed ways to expand broadband.

While our work to connect Nebraska began well before the coronavirus pandemic hit, the pandemic underscored just how important it is to have access to the digital world.&nbsp; Areas with accessible, high-speed internet were able to continue day-to-day operations of business, while areas without it struggled.&nbsp; In 2020, I directed $30 million of Nebraska’s federal coronavirus CARES Act funding to go toward the Remote Access to Rural Broadband Grant.&nbsp; This alone connected 17,500 households to broadband connectivity.

Then, in 2021, I signed the Rural Broadband Bridge Act (LB 388) into law. &nbsp;This invested another $40 million to connect an additional 30,000 households. &nbsp;As we continue to distribute funding through grants to telecommunications companies, we are prioritizing projects in underserved communities, from Nemaha County in southeast Nebraska to Dawes County in the northwest of the state. &nbsp;Last year, 61 grants were administered. &nbsp;Awards for the 2022 grant cycle will be announced this December.

At the same time, we’re lowering barriers to get companies invested in our effort.&nbsp;&nbsp;Initially,&nbsp;the&nbsp;Broadband Bridge Act required applicants to provide 50% of the total development costs.&nbsp;&nbsp;This year, I signed legislation (LB&nbsp;1144) to reduce companies’ required investment in high-cost areas to 25%.&nbsp; This change makes it more cost-effective for telecommunications companies to build out broadband in our rural areas.

Additionally, there are several new funding streams coming from the Federal government.&nbsp;&nbsp;The State recently received approval from the U.S. Treasury for our plan to use $87.7 million from the&nbsp;Capital Projects Fund&nbsp;for&nbsp;broadband infrastructure.&nbsp;&nbsp;We’re also receiving funds from three programs under the Infrastructure Investment and Jobs Act:

The display, including articles of clothing described by survivors of sexual assault, aims to explore the cultural attitude implying clothing provokes sexual assault, according to Interim Title IX Coordinator Morgan Cullan. The exhibit will be open during regular library hours in the northeast corner of the second floor.

“No one should be shamed or made to feel responsible for being attacked because of the clothing they wear,” Cullan said. “The pieces will be replicas of clothing worn by local survivors who showed strength to tell their stories anonymously. I am hoping this exhibit will generate conversation on campus about sexual assault awareness and will break the cycle of blaming the victim.”

The installation contains descriptions of sexual assault, which can cause a range of emotional reactions.

“We encourage utilizing self-care as needed and to contact campus resources for support,” Cullan said.

Cullan said the Title IX Office, the Library Staff, Residence Life Association, Zeta Alpha Kappa, and Student Senate co-sponsored the display.

Cullan said a series of educational presentations intended to increase awareness about sexual harassment and Title IX by&nbsp;<a href="https://www.dovesprogram.com/" target="_blank">DOVES</a>, a local domestic violence service agency, is planned throughout the fall semester and early next semester. The series, called Let’s Taco About it: It’s Nacho What You Think, is co-sponsored by Residence Life Association and designed to demonstrate how barriers such as sexual harassment can affect educational opportunities. Students will be able to earn points on the Eagle Rewards app by attending. All sessions are in the Student Center from 6 to 7 p.m.

On Sept. 19 police and emergency personnel responded to two separate injury accidents reported 27 minutes apart from each other in Scotts Bluff County.&nbsp;

At 6:52 a.m. a two-vehicle injury accident was reported at the intersection of Highland Road and County Road 28.&nbsp; 

A 50-year-old male from Gering and a 27-year-old male from Texas were involved in a vehicle accident.&nbsp; 

"Names of drivers and extent of injuries, and accident details are not available at this time," Scotts Bluff County Sheriff Mark Overman said.&nbsp;

At least one driver was transported to Regional West Medical Center by Valley Ambulance.&nbsp; 

At 7:19 a.m. a single vehicle injury accident was reported near Highway 92 and Wright’s Gap Road.&nbsp; 

The driver of the vehicle, an 85-year-old rural Gering man, was transported to Regional West Medical Center by Valley Ambulance.&nbsp; 

Again, Sheriff Overman said, "The driver’s name and extent of injuries and accident details are not available at this time."

Responders to the accidents included the Scotts Bluff Sheriff’s Office, Minatare/Melbeta and Scottsbluff Rural Fire Departments, Valley Ambulance and the Nebraska State Patrol.

Living History scheduled Oct. 1-2 at Fort Atkinson SHP

BUCKLEY SPACE FORCE BASE, Colo.–The 140th Wing, Colorado Air National Guard, will conduct a readiness exercise at Western Nebraska Regional Airport, Scottsbluff, Nebraska,<a>&nbsp;Sept. 22-25, 2022.</a>

Wing personnel will conduct 24-hour training operations in a simulated combat environment, meaning the local community can anticipate an increase in flight activity and noise level during this period to include evening flying operations.

“We have been preparing for this very important exercise over the past several months and plan to continue honing our warfighting skills in late September as we serve our state and nation,” said U.S. Air Force Col. Christopher Southard, commander, 140th Wing.

This multi-day exercise is designed to establish a learning environment for Airmen to exercise their plans and procedures for upcoming deployments in an ever-evolving operational environment.

Southard said that the community’s patience and understanding of these necessary training activities is greatly appreciated. The training gained from these exercises will significantly improve the 140th Wing’s ability to prepare and respond to mission-essential functions carried out every day in support of national security.

The wing’s real-world mission and emergency response capability will not be affected and will take priority over exercise actions.

SPEARFISH, S.D. – &nbsp;One person died Saturday afternoon in a motorcycle crash south of Spearfish.

The name of the person involved has not yet been released pending notification of family members. &nbsp;

Preliminary crash information indicates that a 2001 Harley-Davidson FLHRCI motorcycle was westbound on U.S. Highway 14A when it entered the curve and left the roadway to the left.

The 43-year-old male driver was thrown from the motorcycle and later died at a Spearfish hospital. He was not wearing a helmet.

South Dakota’s Highway Patrol is investigating the crash. All information released so far is only preliminary.

Carnegie is pleased to announce the arrival of the new exhibits&nbsp;The Ways of the West by Valentine Artist David Dorsey along with the show&nbsp;Cowboy Starter Pack&nbsp;by leather craftsman Joe Roberts of Alliance, Ne. The exhibits will both be on display in the Garwood and Skala upper galleries. They will be on display from September 20th&nbsp;through October 29th.&nbsp; Dorsey’s painted and drawn depictions of western life will be complimented by the three-dimensional leather artistry of Joe Roberts. This is truly an exhibit that celebrates the western heritage and tradition of our region.

David Dorsey Bio:&nbsp;Art has always played a huge part in my life. Ever since I was little, drawing and painting have been something that I have always done. In fact, I cannot remember a time when I was not intrigued by artists and the work they created. That aspect has not changed, I am still mesmerized by new styles of art that I have not seen before. I will never learn all that I want to in this lifetime, about painting and drawing, and I truly believe this is a good thing. We should never cease to learn, no matter what our age. &nbsp;I am drawn to the land and the individuals that call these vast plains home. I can think of no finer calling than to raise livestock to feed this great nation, and the daily pursuit of being stewards of the land. These people, strong men, and women are truly what intrigue me as an artist. Each face has a story to tell, and their lives are so interwoven with the land that they call home. It is a never-ending tale of beautiful landscapes and hardworking people that give me constant inspiration to capture images of the west, both past and present. I feel fortunate to be able to put brush to canvas and freeze a moment in time. Sometimes the simplest things in our daily routines can be the most beautiful. A horse and rider going through a sea of grass or riding through a water hole formed after a heavy rain, are truly the simple and yet magical images that I love to paint. I have recently been exploring the use of charcoal on linen canvas, as well as incorporation of acrylic washes with it. It is a new direction for me, and I think that as an artist it is our duty to explore new ways, and avenues to create. There will always be something new to discover and explore artistically.&nbsp;

Joe Roberts Bio: As a kid growing up, I loved watching westerns with my dad. Seeing the horses, saddles, and gear always intrigued me. So, when I was eight, I got my first experience working leather in Cub Scouts. Fast forward a few years, after suffering a traumatic brain injury, leather was a way for me to pass the time while enduring a long recovery. During that time, I began making smaller items and selling them. It wasn’t until about eight years ago I began pursing leather working as a career. I’ve always been interested in the cowboy/western arts. I feel as a craftsman I should always be looking to improve upon some of the old ways of craftsmanship and not try and reinvent them. For me I want the preserve the history of making cowboy and horse gear and the methods used a hundred years ago.&nbsp;

Last but certainly not least, we want to remind folks that photographer Kathleen Ann’s exhibit,&nbsp;Showcasing Nature’s Beauty, is on display in the Studio gallery until October 15th. Kathleen Ann’s work depicts Nebraskan and South Dakotan landscapes and wildlife, as well as some fun images of Carhenge taken from a whole new perspective.

The exhibits will both be on display in the Garwood and Skala upper galleries. They will be on display from September 20th&nbsp;through October 29th.&nbsp; Dorsey’s painted and drawn depictions of western life will be complimented by the three-dimensional leather artistry of Joe Roberts. This is truly an exhibit that celebrates the western heritage and tradition of our region.David Dorsey Bio:&nbsp;Art has always played a huge part in my life. Ever since I was little, drawing and painting have been something that I have always done. In fact, I cannot remember a time when I was not intrigued by artists and the work they created. That aspect has not changed, I am still mesmerized by new styles of art that I have not seen before. I will never learn all that I want to in this lifetime, about painting and drawing, and I truly believe this is a good thing. We should never cease to learn, no matter what our age. &nbsp;I am drawn to the land and the individuals that call these vast plains home. I can think of no finer calling than to raise livestock to feed this great nation, and the daily pursuit of being stewards of the land. These people, strong men, and women are truly what intrigue me as an artist. Each face has a story to tell, and their lives are so interwoven with the land that they call home. It is a never-ending tale of beautiful landscapes and hardworking people that give me constant inspiration to capture images of the west, both past and present. Carnegie welcomes 'The Ways of the West', 'Cowboy Starter Pack' exhibits

OMAHA, Neb. (AP) — A Nebraska judge has rejected a lawsuit filed by two Omaha women who sought to have both their names listed as parents on their children’s birth certificates, saying the request conflicts with state law.

Lancaster County District Judge Ryan Post said in his ruling last month dismissing the lawsuit that state law requires birth certificates to acknowledge paternity. Nebraska Department of Health and Human Services policy also requires that parents listed on birth certificates be the biological parents of the child, he said.

They said the Nebraska Department of Health and Human Services repeatedly denied their request to amend one son's birth certificate in their effort to get full legal recognition as parents of both their sons — one born to each woman conceived through a sperm donor.Porterfield and Williams were in a romantic partnership from 2000 to 2013 — two years before same-sex marriage was legalized in Nebraska. Porterfield gave birth to their first son in 2002, and Williams gave birth to their second son in 2005 before their romantic relationship ended in 2013. But both women continue to share parenting duties.In their lawsuit, the women said that state officials treat unmarried, same-sex couples differently than unmarried, opposite-sex couples, violating their due process and equal protection rights.The women argued in their lawsuit that listing them both is critical because it could affect their children’s eligibility for government benefits, should something happen to one of them. They also accused the state of sexual discrimination because it allows men to voluntarily acknowledge that they are parents to get onto a birth certificate, but doesn’t allow women to do so.“Our sons are our entire world and we want to make sure we’re doing right by them,” Porterfield said when the lawsuit was filed. “Our boys have a right to the security of having both parents on their birth certificates, a required document in so many life changes and decisions. That’s why this matters to us.”But Judge Post said the women failed to identify “a single court that has adopted their constitutional arguments.”“The court certainly understands why plaintiffs seek a policy change,” Post wrote. “But that policy decision is for the Legislature, not this court.”
