One of America’s greatest civil rights heroes is from Nebraska.&nbsp; Yet nationally, almost nobody knows about him.&nbsp; As Nebraskans, we’re changing that by telling Chief Standing Bear’s story.

In the 1800s, Chief Standing Bear’s tribe—the Ponca—peacefully hunted and farmed on land in northeast Nebraska along the Niobrara River.&nbsp; In 1868, the federal government signed a treaty with the Sioux tribe, mistakenly granting them much of the Ponca’s territory.&nbsp; This led to conflict between the two tribes over the land.&nbsp; &nbsp;

In 1876, the federal government tried to convince Ponca leaders to move to Indian Territory (present-day Oklahoma).&nbsp; Ten Ponca chiefs, including Standing Bear, traveled to Indian Territory to see the land.&nbsp; Together, they decided it would not be a suitable home for the Ponca tribe.&nbsp;

The federal government chose to move the Poncas anyway, deploying U.S. Army troops to force their relocation to Indian Territory in the spring of 1877.&nbsp; The journey—known as the Ponca Trail of Tears—was arduous.&nbsp; Many Poncas suffered from illness as they traveled south along muddy paths soaked by heavy spring rains.&nbsp; Signs of the hardship they endured are still visible today.&nbsp; In Neligh, a marble headstone marks&nbsp;<a href="https://history.nebraska.gov/blog/marker-monday-ponca-trail-tears-white-buffalo-girl#:~:text=Most%20of%20the%20tribe%20suffered,was%20erected%20at%20the%20gravesite." target="_blank">the gravesite of White Buffalo Girl</a>, one of the children who perished on the journey.&nbsp; Each Memorial Day, residents of Neligh decorate it with flowers to honor her.&nbsp; Chief Standing Bear’s own daughter, Prairie Flower, succumbed to illness and is buried near Milford.&nbsp; Seward County and the Nebraska State Historical Society have placed a&nbsp;<a href="https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.hmdb.org%2FPhotos6%2F603%2FPhoto603554o.jpg&amp;data=05%7C01%7Ccio.webmstr%40nebraska.gov%7Cc95874b366a548e3bc1008da68e45918%7C043207dfe6894bf6902001038f11f0b1%7C0%7C0%7C637937627199484620%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&amp;sdata=1mx4HSSGNx9%2BIrrSHJqbrkOm9ASsT9smPSOdI%2BaDLQ0%3D&amp;reserved=0" target="_blank">historical marker</a>&nbsp;a half-mile south of her gravesite.

Within two years of arriving in Indian Territory, Chief Standing Bear’s teenage son—Bear Shield—became gravely ill.&nbsp; His dying request to his father was to be buried in the Poncas’ homeland in Nebraska.&nbsp; The federal government had ordered the Ponca to remain in Indian Territory, but Chief Standing Bear was determined to fulfill his son’s final wish.&nbsp; In January 1879, he led a small group back to northeast Nebraska.&nbsp; They trekked 500 miles on foot through the bitter cold to carry Bear Shield’s body home.

In March 1879, federal soldiers arrested Chief Standing Bear and other Poncas for leaving Indian Territory without official permission, imprisoning them at Fort Omaha.&nbsp; U.S. Army General George Crook was tasked with detaining the Poncas.&nbsp; He felt they were being treated unfairly and sought the help of local journalist Thomas Henry Tibbles, an editor with the&nbsp;Omaha Daily Herald. &nbsp;Tibbles wrote an editorial on behalf of the Poncas and recruited two Omaha attorneys—John L. Webster and A.J. Poppleton—to take their case.&nbsp; They agreed to represent Standing Bear pro bono in a lawsuit against the federal government for wrongful detainment.

The trial started on April 30, 1879 and lasted two days.&nbsp; The federal government’s lawyers argued that Chief Standing Bear was not legally a person or citizen, and thus had no grounds to sue the government.&nbsp; Chief Standing Bear responded to their arguments with a stirring courtroom speech.&nbsp; Rising to his feet, and extending his hand toward the judge, he said: “That hand is not the color of yours, but if I pierce it, I shall feel pain. &nbsp;If you pierce your hand, you also feel pain. &nbsp;The blood that will flow from mine will be the same color as yours. &nbsp;I am a man. &nbsp;God made us both.”&nbsp;

His compelling testimony led to a landmark decision.&nbsp; District Court Judge Elmer S. Dundy (namesake of Dundy County) ruled that Chief Standing Bear was “a ‘person’ within the meaning of the laws of the United States” and deserved the same civil rights as anyone else in the United States.&nbsp; The decision reaffirmed the basic human dignity of Native Americans, entitling them to equal protection of the law.

Chief Standing Bear’s dedication to his family, his tribe, and the principle of equal human dignity changed history.&nbsp; Every American should learn the story of his courage and perseverance in seeking justice.&nbsp;

As Nebraskans, we’re working to bring greater visibility to Chief Standing Bear.&nbsp;

This year, Senator Tom Brewer sponsored a legislative resolution at my request to rename the State office building at 521 S. 14th St. as the Chief Standing Bear Justice Administration Building. &nbsp;We’re officially rededicating it this week.&nbsp; Artist Sarah Harris has created a mural of Chief Standing Bear’s life to adorn the inside of the building. &nbsp;Ben Victor—who sculpted the statues at Centennial Mall, Niobrara, and the U.S. Capitol—worked on a bust of Standing Bear for display outside of the building.&nbsp; Thank you to the members of the Ponca tribe, artists, State teammates, educators, and community supporters whose contributions have helped us tell the story of this great Nebraskan.

Hot Springs, SD, July 13, 2022 — Fall River Health Services is proud to announce the collaboration with the Communities That Care organization. Communities That Care (CTC) mission guides communities through a proven fivephase change process. Using prevention science as its base, CTC promotes healthy youth development, improves youth outcomes, and reduces problem behaviors.

• STEP 1: Introduce CTC to your community.

• STEP 2: Organize a community board or collaborate with an existing coalition.

• STEP 3: Assess community risks and strengths using data.

• STEP 4: Create a community action plan for prevention work.

• STEP 5: Implement and evaluate programs and policies, monitor the effectiveness of those programs and policies, and measure results to ensure improvements are achieved.

Communities That Care was proven effective and tested in a randomized controlled trial. 24 communities across 7 states were matched in pairs within state and randomly assigned to either receive CTC or serve as control communities. Starting in 5th grade, a panel of 4407 students has been followed by our researchers, with positive effects in the CTC group sustained into adulthood. Illegal substance use has gone down substantially. Implementation of the CTC system has increased compassion and reduced the stigma of mental health issues and suicide. Results have proven teens talk much more to their friends about suicide risk—providing hope and help, when needed.

FRHS received a grant from the SD State Department of Health to implement CTC. This will allow the Fall River community to have a local coordinator to work with key CTC instructors throughout the process, along with key community leaders to employ a Social Development Strategy. The strategy is proven to foster the success of young people through every stage of development in the Fall River County. For every dollar invested in CTC, $11.14 is returned in the form of lower criminal justice system, crime victim, and health care costs, and increased earnings and tax revenues.

Fall River Health Services implements Communities That Care Program

LINCOLN, Neb.-Duck hunters must again choose between two daily bag limits when registering for their Harvest Information Program number this year.

Nebraska and South Dakota are entering the second year of a “two-tier” program for the regular duck season.

Tier I is a traditional six-duck bag limit with species and sex restrictions. Tier II is a three-duck bag limit with no species or sex restrictions.

HIP registration begins Aug. 1. When hunters go to register, they will be asked whether they plan to hunt ducks. If so, they will be prompted to select a tier. Hunters will be bound to that bag limit for the entire season.

The regulations will not apply to goose limits or during the early teal season, which have their own bag limits.

All hunters age 16 and older, including residents, nonresidents, lifetime permit holders, veterans and senior permit holders, are required to register for HIP if they plan to hunt migratory game birds in Nebraska between Sept. 1, 2022, and July 31, 2023.

Residents under the age of 16 are exempt from the HIP requirement if they choose the Tier I bag limit but must register for HIP if selecting Tier II. All nonresidents under the age of 16 must register for HIP regardless of the tier they select.

Hunters who choose the Tier II option will be provided a journal, where they will record information on hunting activity and harvest. The journal will be submitted to the Nebraska Game and Parks Commission at the end of the hunting season.

In addition, postage-paid envelopes will be provided to most Tier II hunters with the expectation that a wing from each duck harvested be sent. This process is similar to federal collection efforts to estimate harvest. Duck harvest and species composition will then be compared to hunters using the Tier I option. If enough wings are not received to evaluate the harvest by Tier II hunters, the program will be unlikely to continue past the experimental phase.

HIP, which is required by federal regulation of the U.S. Fish and Wildlife Service, helps wildlife managers estimate the number of migratory game birds harvested each year. Migratory birds include doves, ducks, geese, snipe, rail, coots and woodcock.

The two-tier program will continue for the next three seasons, and then be reexamined to determine whether it affected waterfowl hunter numbers and duck populations.

Scottsbluff Police Officers arrested David Lee Scroggins without incident early Sunday afternoon following a Thursday accident.&nbsp;

The incident occurred at approximately 11 a.m. at the intersection of Highway 92/W 20th&nbsp;Street and South Beltline Highway. 

The crash happened when a truck-tractor/cattle-trailer and motorcycle were both attempting to turn southbound onto South Beltline from eastbound Highway 92. The cattle truck collided with the motorcycle rider while making the turn.

A second cattle truck stopped briefly, but also left the scene before authorities arrived. Another witness was able to render aid to the injured motorcycle rider. The rider was then transported to Regional West Medical Center with non-life-threatening injuries.&nbsp;

"Thanks to reports from citizens," Scotts Bluff County Sheriff Mark Overman said. "Excellent follow up by deputies, an alert off-duty Scotts Bluff County Detention Center Officer, and the Scottsbluff Police Department. Mr. Scroggins is back in jail."

The pickup truck and trailer that he left at the scene has been recovered with no damage.&nbsp; 

"Mr. Scroggins will face an additional charge of escape based on a warrant issued by the Scotts Bluff County Attorney’s Office yesterday, "Overman said. "He is also charged with providing a false name at the time of his arrest."&nbsp; &nbsp;

Scottsbluff escapee captured, missing vehicle and trailer recovered

NORTH PLATTE, NEB.&nbsp; — Troopers with the Nebraska State Patrol, with assistance from the North Platte Police Department and Lincoln County Sheriff’s Office, have arrested two people after a pursuit near North Platte.

At approximately 11:45 p.m. Friday, NSP was notified that North Platte Police were in pursuit of a vehicle that had fled from a disturbance at the Flying J Truck Stop in North Platte. North Platte PD requested assistance from troopers as the pursuit traveled eastbound on I-80.

As troopers joined the pursuit, the suspect vehicle, a Dodge Durango, turned around an began traveling westbound in the eastbound lanes of I-80. As the vehicle continued driving westbound in the eastbound lanes, a trooper was able to cross into the eastbound lanes and successfully perform a tactical vehicle intervention to bring the suspect vehicle to a stop near mile marker 185.

The driver and passenger were then taken into custody without further incident. Both were transported to Great Plains Health in North Platte for treatment of minor injuries. Both have since been lodged in the Lincoln County Detention Center.

The driver, Shawn Woods, 46, of Denver, Colorado, was arrested for willful reckless driving, second degree assault, resisting arrest using a deadly weapon, numerous traffic violations, and an outstanding warrant. The passenger, Alandra Telles, 41, of Fort Collins, Colorado, was arrested in relation to the prior disturbance. The North Platte Police Department is the investigating agency for the disturbance.

Anglers can use all the help they can get in the heat of summer when fishing gets tough.

They, and their baits, really are up against it. There is much competition in the water. Knowing when and where to fish can make all the difference for them.

“Fishing gets tough in the summer because fish have so much natural prey to eat,” says Daryl Bauer, fisheries outreach program manager for the Nebraska Game and Parks Commission. “Everything is at its peak during the summer.”

Bauer said that with the warm water of summer, fish are feeding as much or more than any other time of the year. “They don’t spend as much time looking for food, so the feeding periods are shorter,” he said.

Because of that, he said, the “prime times” to fish, when they most likely will be feeding, are early and late in the day or after dark.

Once fishing, Bauer says anglers should “find your best spots.” That can include drop-offs, places where an abundance of natural bait is seen, and places that concentrate bait and fish.

“Anglers want to be on those spots during the best times,” Bauer said.

On reservoirs, don’t forget to fish points and on smaller waters fish “ambush” spots such as under docks, piers, overhanging trees, and in aquatic vegetation.

Fish, especially in irrigation reservoirs, tend to start moving deeper in the summer because the water starts to drop with irrigation releases. “On an evening when fish are feeding, they still might be back toward shallow water but, in general, we’re going to start fishing deeper as the summer goes on,” Bauer said.

Anglers also should fish their presentations faster in warmer water, but not necessarily always. “You can fish fast to cover the water to find fish that are feeding&nbsp;— rather than hunkering down and fishing slow and teasing them into biting,” Bauer said.

Anglers who fish reservoirs for white bass or wipers should be looking for gulls feeding on baitfish. Those baitfish will attract white bass and wipers but also walleyes and channel catfish.

Thunderstorms may be few and far between, but anglers who are in the right place at the right time can take advantage. “If you can be right in front of a thunderstorm, it can be a great bite,” Bauer said. “You want to fish right up as late as you can until it’s not safe anymore.”

Bauer said summer is a great time to fish a scum frog on pits and ponds for largemouth bass and grasshoppers for channel catfish and grasshopper patterns for panfish and trout.

The American Legion, the largest wartime veteran's organization's mission was to strengthen the nation through programs, services and advocacy to help millions throughout it's first century, with a vision to make the nation prouder, stronger, smarter and more respectful of those who have sacrificed some, or all, in the defense of our nation.

The Four Pillars of service implemented by the American Legion in 1919 have gone unchanged and deal with Veterans Affairs and Rehabilitation, National Security, Americanism and Children &amp; Youth.

Some of the more visible Legion programs found locally through the Alliance American Legion Post 7 deal largely with Americanism and Children &amp; Youth, which involve the youth Oratorical Contest, Boys State, Jr. Law Cadet Program, supporting American Legion Baseball, as well as the Post 7's honor/color guard unit participating in parades and other community activities.

 In accordance with Red Cross requirements, lifeguard candidates MUST complete the prerequisite skills BEFORE participating in the lifeguard certification course and for the 2023 season, candidates MUST be 15 by May of 2023 to be eligible. Prerequisite skills include a mid-distance swim and object retrieval from the 10 foot depth. Candidates can attend testing at Big Blue Bay on either Friday, July 22 at 10:00 am or Thursday, July 28 at 10:00 a.m.

 These pre-test dates provide an opportunity for lifeguard candidates to be pre-approved for training in the spring of 2023.

City of Alliance to offer lifeguard pre-test training 

Outdoor activities are better with friends – including hunting. Noah Luedtke introduced his friend, Preston Cuddy, to turkey hunting last fall through the Take ’em Hunting challenge and gave him the start he needed. Now, Cuddy is keeping active in the field.

On July 13, Luedtke, of Martell, accepted the Take ’em Hunting grand prize John Deere Gator utility vehicle, donated by AKRS Equipment, in a ceremony at the AKRS Crete store.

Luedtke, 24, was selected randomly from more than 1,100 participants in the Nebraska Game and Parks Commission’s challenge to take a beginner hunting and submit a photo online. It was the third year for the seven-month challenge designed to encourage people to invite others to try the sport. Since the program began, it has introduced hunting to an estimated 5,400 Nebraskans of all ages.

Luedtke, whose father introduced him to hunting, took Cuddy on his first ever hunt; they hunted turkeys in southwest Nebraska.

“He grew up always wanting to learn how to hunt, but never had the opportunity&nbsp;to do so with his family,” Luedtke said. “He told me he wanted to experience hunting but did not know where to start.

“Preston's passion for hunting grows more with each trip,” Luedtke added. “I am thankful to have been the person to kindle his ever-growing love for hunting.”

Said Cuddy, a 24-year-old from Bellevue, who has gone hunting with Luedtke at least six times since their first hunt: “It was an awesome experience. I’m grateful for everything he and his family has done for me. They didn’t have to do that. It was just something they were willing to do in trying to get a little fire burnt in me to keep doing that.”

Participation in outdoor activities such as hunting fund the conservation of the state’s fish and wildlife and is a great way for people to spend time outdoors getting in touch with nature.

“Hunting, spending time outdoors and recreation bring people and communities together,” said Kent Kirchhoff, vice president of sales and marketing with AKRS Equipment. “We are proud to partner with Nebraska Game and Parks and other partners to encourage people to spend time outdoors and take up the sport of hunting.”

Nebraska Game and Parks and partners ask hunters to bring someone new because not everyone had the opportunity growing up. It’s also a sport that takes support to get started.

“It is great to see hunters like Noah introducing friends to hunting,” Game and Parks Director Tim McCoy said. “The best hunting experiences are with friends, and we hope our hunters keep inviting people along. Thank you to AKRS Equipment, our partners and all the participants in the challenge. I encourage you to keep taking ’em hunting to help give beginners the confidence they need to pick up hunting.”

In addition to AKRS Equipment, Take ’em Hunting sponsors included the Nebraska Game and Parks Foundation, Pheasants Forever, Ducks Unlimited, National Wild Turkey Federation, and Heartland DSC, all which provided prizes, such as gift cards or outdoor gear. Prizes were awarded throughout the challenge to participants drawn randomly.

Take ’em Hunting winner introduces friend to hunting in southwest NE

Burlington Northern-Santa Fe will be working on the railroad crossing at Highway 385 and 88 in the Bridgeport area. The work is scheduled for July 19 and 20.&nbsp;

The work will begin early in the morning of July 19 and is expected to be completed in the afternoon of July 20.&nbsp;

BNSF Crossing at Bridgeport closed July 19-20

OMAHA, Neb. (AP) — President Joe Biden is widely expected to name a board of arbitrators to intervene in a freight railroad contract dispute before Monday's deadline, and that will prevent 115,000 workers from going on strike for at least 60 days. 

Any strike or lockout could snarl the fragile supply chain and disrupt deliveries of cars, crops, containers of imported goods and countless other products and raw materials. 

That board will have 30 days to make recommendations that could serve as the basis for a new round of negotiations that officials hope will yield a deal. 

If the two sides still can't agree on terms after that Congress would likely step in to prevent a strike.

The 2022 Alliance Heritage Days "Hunt for the Symbol" was found by a group of 14 Alliance residents on Thursday morning.&nbsp;

The group found the symbol in Central Park on one of the pillars near the Knight Museum and Sandhills Center.&nbsp;

Columbus, Neb. - Nebraska Public Power District (NPPD) is asking power customers around the state to be wary of scammers demanding payment or your power will be disconnected. These predatory individuals will call and state the customer’s bill must be paid immediately or the power will be shut off and will recommend several methods of payment. Sometimes the scammer’s caller-identification is falsified so it appears to originate from the utility company, a practice known as ‘spoofing’. 

“Scammers continue to be creative and are always looking for an opportunity to take advantage of others,” says NPPD Retail General Manager Pat Hanrahan. 

Keep the following in mind when answering phone calls and always be wary of such scams. NPPD offers the following tips and suggestions:

"Never give the caller any personal information or bank information," Sheridan County Deputy Langford said. "Get the caller’s name and phone number and hang up and call the Sheriff’s Office and report it.  Do not let them pressure you in to giving information or money. Hang up and report it.  Remember if it’s too good to be true or they are wanting money, it’s a scam.  Don’t be afraid to call our office for advice."
