LINCOLN –&nbsp;Today,&nbsp;Governor Pete Ricketts, in accordance with a proclamation from the White House, announced that all U.S. and Nebraska flags are to be flown at half-staff until sunset on July 10th&nbsp;in honor of Shinzo Abe, former Prime Minister of Japan.&nbsp; Abe served Japan as Prime Minister from 2006 to 2007 and again from 2012 to 2020.&nbsp;

“Shinzo Abe was a great statesman, whose leadership and effective diplomacy made an impact far beyond Japan’s borders. &nbsp;During his tenure, Prime Minister Abe helped grow meaningful trade and investment partnerships between Nebraska and Japan. &nbsp;I’m grateful I had the opportunity to personally thank him during a trade mission in Tokyo a few years back. &nbsp;Nebraska’s prayers are with Japan as they mourn his death.”

Flags to fly at half-staff to honor former prime minister of Japan

44 Nebraska High School students graduated from the Nebraska State Patrol Training Academy in Grand Island,&nbsp; June 24.&nbsp; &nbsp;Amoung&nbsp; the graduates was Alliance High School, Senior to be, Kenna Montes.&nbsp; Kenna spent her 17th birthday at the training facility, surrounded by warm smiles and lots of pushups and she offered this tip..."Never tell anyone it's your birthday when you're training!"&nbsp;&nbsp;

The Cadet Program is co-sponsored by the Nebraska American Legion and the Nebraska State Patrol and provides first-hand experience and insights into the operations of law enforcement.&nbsp; 

After returning home, Kenna said,&nbsp; "My time spent at the State Patrol Center is an experience I will never forget"&nbsp; "It was a stressful 3 1/2 days, but I learned so much about discipline, teamwork and what it takes to be in the force, and most importantly..friendship."&nbsp; &nbsp;Kenna said the first day was probably the toughest, but it was ultimately her favorite part.&nbsp; The Cadets were lined up in their barracks next to their roommates, standing at attention, while NSP Officers yelled their expections at them.&nbsp; She said.."I learned how to properly fold a bed at a 45 degree angle and help others get their room ready before inspection."&nbsp; Kenna said what made her experience so much fun, was her roommate, Braidy Parril. They both kept each others spirits up and shared a few tears, but finished together. "I would encourage those interested in law enforcement to check the program out."&nbsp;

The Junior Law Cadet Program is available to all high school students who have completed their junor year and are in good academic standing with good moral character and posess a desire to learn more about the law enforcement profession. Cadets must be a Nebraska resident,&nbsp; be in good health and able to participate in physical activities,&nbsp; posess a positive attitude and display respect for law enforcement.&nbsp;

NSP Cadets participate in daily calisthenics and receive training in firearms, self-defense, fingerprinting, K-9 handling, accident and criminal investigation, lie detector testing and State Patrol vehicle training.&nbsp;

Fur Trade Days events for Friday in Chadron 

Gering, NE – A new National Park Service (NPS) report shows that the roughly 194,000 visitors to Scotts Bluff National Monument in 2021 spent $12.6 million in communities near the park. That spending supported 169 jobs in the local area and had a cumulative benefit to the local economy of $15 million.&nbsp;

“Scotts Bluff National Monument is a vital part of our valley’s economy, especially for park gateway communities where visitors each year find a place to hike, drive to the top for a view, eat and sleep and make use of other local services that help drive a vibrant tourism and outdoor recreation industry,” said Superintendent Dan Morford. “At Scotts Bluff, we are excited to share the story of this place and the experiences it provides. We also feature the park as a way to introduce our visitors to Western Nebraska and all that it offers.”&nbsp;

The peer-reviewed visitor spending analysis was conducted by economists at the National Park Service and the U.S. Geological Survey. The report shows $20.5 billion of direct spending by more than 297 million park visitors in communities within 60 miles of a national park. This spending supported 322,600 jobs nationally; 269,900 of those jobs are found in these gateway communities. The cumulative benefit to the U.S. economy was $42.5 billion.&nbsp;

By Scotts Bluff National MonumentGering, NE – A new National Park Service (NPS) report shows that the roughly 194,000 visitors to Scotts Bluff National Monument in 2021 spent $12.6 million in communities near the park. That spending supported 169 jobs in the local area and had a cumulative benefit to the local economy of $15 million.&nbsp;<figure>

We also feature the park as a way to introduce our visitors to Western Nebraska and all that it offers.”&nbsp;The peer-reviewed visitor spending analysis was conducted by economists at the National Park Service and the U.S. Geological Survey. The report shows $20.5 billion of direct spending by more than 297 million park visitors in communities within 60 miles of a national park. This spending supported 322,600 jobs nationally; 269,900 of those jobs are found in these gateway communities. Tourism to Scotts Bluff National Monument creates $15M in economic benefits 

LINCOLN, Neb. (AP) — A campaign to raise Nebraska’s minimum wage to $15 an hour from the current $9 says it has collected more than enough signatures to place the issue before voters in November.

 Raise the Wage Nebraska says it gathered 160,000 raw signatures from all 93 Nebraska counties. 

The measure would ratchet up the wage to $15 hourly by 2026. 

The first incremental increase would bump it to $10.50 an hour in January 2023. 

At least 87,000 valid signatures from registered voters are required to qualify a measure for the general election ballot. 

Nebraska also requires petition campaigns to get signatures from at least 5% of the voters in 38 or more counties.

He was sentenced to probation and fined.

Flood will hold the seat until at least January, for what would have been the rest of Fortenberry's term. He'll face Pansing Brooks again in the November general election to determine who serves the next full term.

Nebraska Republican Mike Flood to take House seat on Tuesday

Wood block prints hang from a line, a painted sawblade rests on a table and paintings in various states of completion are on display at Saddlebum Studio on Main Street in Harrison.

In the middle of it all, artist Di Filing works on her next piece.

“There’s so little time in life to do this stuff, and there’s so many ideas,” she said. “I find joy in it every day. There is no defining it. It’s just such a freedom to have.”

Growing up in Venango, Colorado, Filing knew she wanted to pursue art after graduation, but her dream was delayed when her father insisted she find a career that would provide a steady paycheck. Instead, she went into business and became the first woman to work at NORAD’s Cheyenne Mountain Complex in Colorado Springs, Colorado. Later, she entered the banking field, working in Denver and in Wyoming, and, with her husband Phil, opened Glenrock Blue, a firearm restoration company.

Her passion for art was relegated to attending cartooning school at night and sketching in her free time. All of that changed when she retired in 2012.

“I decided to teach myself to paint,” she said.

High school art classes didn’t exist when she was growing up, but she always surrounded herself with other artists and said they’ve likely influenced her to some degree.

She didn’t let the lack of formal training deter her.

“I felt like I always had this inside and I had to get it out,” she said. “I just bought some paints and started trying. It’s repetition. If you don’t know the rules, you’re not breaking them. It’s kind of a clean slate that I’m working with. I’m still teaching (myself). Every day is a new day.”

Many of her paintings reflect the western and Native American lifestyle, and horses wildlife are featured frequently.

“I have a love of horses, all wildlife really, but especially horses,” she said.

While living in Glenrock, Wyoming, Filing enjoyed traveling to Custer, South Dakota, to sketch bison. After numerous trips, she told her husband it would be nice to find a place in Harrison to use as a weekend home as it would put her closer to the Black Hills. Harrison is also her ancestral home, as her mother was raised in the village, her father once owned Rocky Top Dance Hall (it was a roller-skating rink) and her great-grandfather homesteaded at the now-defunct town of Montrose.

“So, I came here for some history, too,” she said.

She and Phil might have gotten more history than they bargained for when they began searching for a home. In 2014, they purchased the former First National Bank Building, which had already been converted to a residence, as their weekend home. Eventually, they purchased the building next door –

the original home of the Harrison Sun, which allowed Filing to set up her studio and let the couple move to Harrison full time.

An armorer in Vietnam, Phil worked as a gunsmith in Denver before the couple opened Glenrock Blue. When they retired, he sold the company to an employee and now is happy to give tours of their historic home. The brick and stone building was constructed in 1911 to replace an old frame building on the lot that was also a bank. The clock currently on Security First Bank just up the street was installed on the First National Bank building in 1915.

The First National Bank occupied the building that is now the Filings’ home until 1924, when it changed hands and became the Sioux National Bank, which was in operation until 1983. The bank was robbed in 1934, and a group of men from the community engaged in a car chase and gun battle with the perpetrator.

After the bank closed, the building was converted into an apartment and nightclub for Windy Acres Angus. The cherrywood bar and the red and gold wallpaper installed by the cattlemen remain intact, and Phil noted that the original marble baseboards are a holdover from the bank. The bank’s original vault, check writing station and teller signs denoting “Paying,” “Receiving” and “Bookkeeper” windows remain as well. The Filings hired a locksmith to take apart the vault door and reset the combination and have converted the area to function as their pantry.

“We found money in here, too,” Phil said. After moving a cabinet weighing approximately 400 pounds, they discovered an uncirculated 1942 nickel.

“It is a fun place to live. I forget that it’s different from most people’s homes,” Di said.

After she ended up owning two businesses at which she was employed, her father always joked about whether or not she owned the banks where she worked.

“Twenty-seven years of banking, and now I own the bank! That’s probably why it felt like home,” she said while in her art studio next door. “And this used to be a newspaper office, and I used to work for a newspaper!”

The Saddlebum Studio building was the original home of the community newspaper, the Harrison Sun. Constructed in 1899, it served as the newspaper’s office until 1924 when the Sun moved to a new building on the other side of Main Street, which is now part of the Sioux County Historical Museum’s complex. Filing’s studio then became home to a creamery and a grocery store. In the 2000s, it was converted from a grocery store to a residence.

Opening the studio led Filing to another piece of her family history, one that indicates she comes by her artistic desires naturally. After homesteading at Montrose, her great-grandfather, Solomon Borky, hand-carved the alters for three area Catholic Churches in Ardmore, South Dakota, Montrose and Harrison. After opening, a visitor to Filing’s studio inquired about a portrait of her great-grandfather on display. When she explained that her great-grandfather carved alters for the local churches, he asked if she wanted a piece of the alter from the original Harrison church.

“He’d had it in storage for 40 years,” Filing said. Carved in 1897, the top of the alter now sits in her studio, a reminder of her historical and artistic roots in the region.

Today, she continues that artistic legacy.

Since teaching herself to paint, she’s begun exploring other mediums as well, including charcoal, pen and ink and alcohol ink. She’s started repurposing saws and Altoids boxes as art and two weeks ago dived into wood block printing.

“I’m having a ball with it. I love what I’m doing. I have to create something every day.”

Saddlebum Studio is located at 221 Main Street in Harrison. While she is in the studio every day, she doesn’t have set hours since she and Phil are both retired. If the studio is closed but there are lights on next door at home, visitors are welcome to knock and door. Artistic, historical roots lead couple to Harrison

WASHINGTON, D.C.&nbsp;— Dr. Shaunda French-Collins and Dr. Britt Helmbrecht are the second and third Chadron State College employees to participate in the Emerging Leaders Program (ELP), a premier leadership development program provided by the American Association of State Colleges and Universities (AASCU).

The 2022 cohort of 36 higher education professionals met for an in-person kick-off of the year-long&nbsp;<a href="https://www.aascu.org/LD/ELP/" target="_blank">ELP</a>&nbsp;program in Washington D.C. in June. Director of College Relations Alex Helmbrecht, who was CSC’s first participant, completed a virtual version of the program in 2020-21.

AASCU is a higher education association of nearly 400 public colleges, universities, and systems whose members share a learning and teaching-centered culture, a historic commitment to underserved student populations, and a dedication to research and creativity that advances their regions’ economic progress and cultural development.

The ELP was created in 2015 to prepare early to mid-career academic and administrative emerging leaders who aspire to advance to administrative roles with greater responsibility and oversight.

French-Collins, Professor and Department Chair in Communication, said being selected was an honor.

“Being part of the Emerging Leaders Program is an honor and it has already been a very rewarding experience. The time in D.C. was extremely informative and helpful. I am excited for Dr. Helmbrecht and I to bring knowledge back to our campus that we learned,” French-Collins said.

Helmbrecht&nbsp;said she was&nbsp;proud and humbled to represent CSC and the Nebraska State College System with French-Collins.

Dr. Charles L. Welch, president of the Arkansas State University System, former chair of the AASCU Board of Directors, and ELP coordinator, said the diverse and motivated campus leaders in the class reflect the strength and value of what happens when the AASCU network comes together.

“We are pleased to bring the ELP cohort to Washington, D.C., for three days of in-person programming for the first time in three years and look forward to lively discussions and insightful learning experiences that will inspire and equip participants to shape our institutions to promote inclusivity, equity, and student success. I look forward to a great year of learning and personal development,” Welch said.

With a curriculum designed to develop the skills and competencies necessary for the next generation of higher education leaders, the 2022 ELP cohort will engage with a rich and experienced bench of faculty to cover topics such as equity and social justice leadership, navigating and leading through change, finance and administration, leading as a provost, and more.

Following the in-person retreat, the group will meet for monthly virtual workshops and small-group sessions for reflection and study of promising practices. Additionally, each member of the ELP cohort will demonstrate their leadership skills to their campus community by leading an on-campus project or initiative with the support of their president/chancellor or cabinet-level administrator.

Historic lodging at Fort Robinson State Park

An active military post from 1874 to 1948, Fort Robinson State Park is full of history. Today, visitors can enjoy staying in the stately buildings that once served as housing for the fort’s soldiers and officers. Stay in the 1909 enlisted men’s quarters or in the former officer’s quarters, which date from 1874 to 1909. These options sleep between two and 20 people. Comanche Hall, which can sleep up to 60, is a great option for a family reunion or other large gathering. All options have kitchens, baths and bedrooms. Larger cabins also feature living rooms.

We've all seen silos. We are, after all, an agricultural state. Silo is also used to describe a major problem that exists in large corporations - the refusal or inability to share information with other groups. In the Poverty Task Force, we've found that these silos also exist between agencies, and they create major roadblocks for those needing assistance.

Where do people go when they need help? Northwest Community Action Partnership? Department of Health and Human Services? Western Community Health Resource? Department of Labor? Alliance Housing Authority? United Way? There are several agencies, mostly through the state government, that provide services to people with limited incomes. Each provides services to meet some need and involves an application process and proof of income.

Sometimes these services overlap. Clients may not know which is the best agency to visit to get the assistance they need. Some of the agencies have staff to provide help, but many require the client to complete their forms on a computer and submit the data to their home office. Those forms are often rejected; maybe a field was left blank.

What does this mean for people in poverty? They may need to visit several offices, missing work. They may need to provide the same information repeatedly. They may need to find a computer with internet access, and then check back repeatedly to see if they have been processed. As their frustration level rises, they begin to be treated with less and less respect. The agency begins to see them as "the problem."

Agencies have created data silos. The information they gather is accessible only to their staff. Because of privacy laws they cannot share with other agencies. Therefore, the person needing help must tell their story, share their problems, over and over again. This is so stressful, they often give up.

Agencies create plans to help their clients. They need information from the client's application to identify the problem and decide which tools are most appropriate. But a person in poverty may end up with several agencies creating different plans, suggesting different tools to help them. The plans rarely ask for input from the person needing the services. And they rarely reach out to other agencies - the silo effect in action. Employees in these agencies don't see their role in the bigger picture.

Is there a good solution? We're working on it. Panhandle Partnership is an organization serving the eleven counties of the Panhandle. They do not provide services. Rather, they build collaboration among agencies, creating networks to find creative solutions to improve the quality of life and communities in the Panhandle. Panhandle Partnership was created in 1998, and is a key member of the Alliance Poverty Task Force.

Unite Nebraska is a new organization created in our state. They are a coordinated-care network of health and social service providers. Unite Nebraska has created a shared technology platform, which enables agencies to send and receive electronic referrals to address people's needs. Once a network partner identifies a person’s social needs, they can instantly send a secure electronic referral to the most appropriate network partner(s) for that specific service. Partners involved in that person’s care will have visibility into whether or not the referral is accepted and once accepted, whether or not that person received the services and what happened as a result.

These two organizations allow us to identify service gaps and identify at-risk populations. They don't solve all the problems of the silos created by having several different agencies addressing the needs of low-income people in Nebraska, but we are moving in the right direction.

SUTHERLAND, Neb.-Sutherland High School student Kylee Edwards was selected to represent Dawson Public Power District at the Nebraska Rural Electric Association Youth Tour in Washington, D.C. Edwards is the daughter of Aaron and Kate Edwards of North Platte.

Edwards and 20 other high school students spent one week in the nation’s capital touring popular historical sites. The students met with members of the Nebraska Congressional Delegation and joined other rural high school students from across America at the annual National Rural Electric Cooperative Association Youth Day. The event focused on political engagement, leadership and issues facing the electric industry today.&nbsp;

LINCOLN, NEB.)&nbsp;&nbsp;— Nebraska State Troopers removed from the road 24 impaired drivers during the Independence Day weekend.

“As Nebraskans kept their eyes on the fireworks this weekend, troopers were busy keeping our roads safe,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “As we continue into the second half of the year, we urge all motorists to be safe on the roads and always have a sober driver. Whether it’s a holiday weekend or not, every day is an occasion to drive safely.”

In addition to the 24 arrests for DUI, troopers issued citations for speeding (363), open alcohol container (31), driving under suspension (21), minor in possession (18), no proof of insurance (12), no seat belt (13), and improper child restraint (14). Troopers also assisted 254 motorists in need of help on the road.

The special enforcement effort ran from July 1 through July 5 and included troopers and dispatchers working throughout the state. This effort was made possible thanks in part to a grant for $17,700 from the Nebraska Department of Transportation – Highway Safety Office. Throughout the enforcement period, troopers also assisted with traffic control around several community events.

Rushville, Clinton, Gordon and&nbsp;West Central Sheridan County are experiencing Flash Flooding at this time.&nbsp;

"Loofborrow Street is closed from the 300 to the 400 block. Please do not drive down that street," City of Rushville said. "No travel is advised east of Rushville at this time."

1.5 to 4 inches of rain has fallen in the region according to the National Weather Service.&nbsp;
