LINCOLN, Neb. (AP) — Nebraska lawmakers are expected to have nearly $500 million in extra tax revenue for spending or tax-cut measures this year plus a record-high $1.7 billion in the state’s cash reserve fund. 

The Nebraska Economic Forecasting Advisory Board on Monday predicted a sharp increase in tax collections in the current fiscal year compared to its previous forecast in October. 

The board approved the new estimates despite huge uncertainty about inflation, global supply chain problems, a statewide worker and housing shortage and the growing Russian conflict in Ukraine, all of which could rock Nebraska’s economy. 

The increase was largely driven by the trillions in federal pandemic aid pumped into the U.S. economy.

LINCOLN –&nbsp;Governor Pete Ricketts signed LB 906e into law. &nbsp;LB 906e allows Nebraskans to claim medical or religious exemption from coronavirus vaccination requirements in most workplaces.&nbsp; The bill has an emergency clause and will take effect at 12:01 AM on March 1, 2022.

“Sweeping COVID vaccine mandates fail to account for individuals’ medical conditions and religious convictions,” said Gov. Ricketts.&nbsp; “Unlike the Federal government, the Nebraska Legislature recognizes that.&nbsp; Thanks to Senator Ben Hansen for taking action to give Nebraskans an avenue to claim this exemption.”

LB 906e directs the Nebraska Department of Health and Human Services (DHHS) to create a&nbsp;<a href="https://dhhs.ne.gov/Documents/COVID-19-Vaccine-Exemption-Form.pdf" target="_blank">COVID-19 vaccine exemption form</a>.&nbsp; Nebraskans can use the form to indicate that coronavirus vaccination conflicts with their religious beliefs or practices.&nbsp; They may also use the form for medical exemption, provided a healthcare practitioner has signed a statement that coronavirus vaccination is inadvisable or ought to be delayed given the individual’s medical condition.

The vaccine exemption applies to employers of one or more persons, including State agencies and political subdivisions.&nbsp;

It does not apply to the federal government, tribal governments, or workers covered by the federal Centers for Medicare &amp; Medicaid Services (CMS) vaccine mandate.&nbsp;

Gov. Ricketts signs coronavirus vaccine exemption legislation

SCOTTSBLUFF -&nbsp;Western Nebraska Community College Interim President John Marrin is leading a series of public listening sessions this spring. WNCC will visit all 13 counties in its service area, which consists of the Nebraska Panhandle.

Box Butte County is the next scheduled stop, and will be held Thursday, March 3 from 1-2:30 p.m. in Alliance.&nbsp;All interested members of the public are invited and encouraged to attend.

"We want to hear from as many people as possible," said Marrin. "We are in the process of building our next strategic plan that will bring together WNCC's vision to positively impact the education and well-being of every student, employer, and community member in the Panhandle."

Each session will feature a brief presentation and extensive time for question-and-answer exchange. The session will be hosted on the WNCC Alliance Campus, 1750 Sweetwater Ave. in Alliance. Refreshments will be provided.

Proponents say&nbsp;<a href="https://nebraskalegislature.gov/bills/view_bill.php?DocumentID=43483" target="_blank">Legislative Bill 121</a>&nbsp;would help Nebraska move past 1990s-era laws passed during the so-called war on drugs, which led to mass incarceration across the U.S. Jasmine Harris, director of public policy and advocacy for the group RISE, said the ban on&nbsp;<a href="https://www.fns.usda.gov/snap/supplemental-nutrition-assistance-program" target="_blank">Supplemental Nutrition Assistance Program</a>&nbsp;(SNAP) benefits, the program formerly known as food stamps, benefits no one. "It does nothing but put another barrier up, invisible handcuffs if you will, for individuals who have already completed their sentence," Harris asserted. "So why are we now putting another sanction on them, when they did what the court told them to do?" Federal law imposes a lifetime ban on SNAP benefits for people convicted of drug felonies, but states can opt out. Nebraska allows some exemptions, depending on criminal history and the completion of substance-abuse programs. A full ban remains for anyone who served time for felony drug distribution. Sen. Megan Hunt, D-Omaha, who has made the measure a priority, said Nebraskans leaving prison need to be able to meet their basic needs to successfully reintegrate into their communities. She pointed out food assistance is not only important for the individual who qualifies. "We're also talking about, typically, children in the household. This is another safeguard that we can have to prevent many children who live in deep poverty from losing access to SNAP benefits. And poverty and food insecurity comes at a considerable cost to the state, as well." When people cannot access food, Harris explained they are more likely to revert to criminal activities to support themselves. It costs $46,000 per year to keep someone behind bars. Harris contended the bill would save taxpayers money by reducing the number of people reentering prison, and provide relief for facilities currently operating at 146% of capacity. "Which helps alleviate that overcrowding situation," Harris stressed. "If we can get people out, help them with their basic necessities, get them on the right path, they are less likely to go back into our correctional system."

Bill to end lifetime ban on food assistance before Nebraska lawmakers

Scottsbluff, Neb.– Healthy Blue Nebraska is partnering with United Way of Western Nebraska to help food insecure families throughout Western Nebraska with a $25,000 donation to United Way of Western Nebraska’s Fighting Hunger in Our Community Program. This generous contribution will allow United Way to ensure that hundreds of Western Nebraska residents will have access to necessary food for their families through food distributions for food insecure families including seniors, low-income families and those experiencing food insecurity.

"Healthy Blue is engaging alongside our community partners as a leading champion for direct community action and food relief initiatives,” said Dr. Rob Rhodes, Healthy Blue Nebraska President.

Fighting Hunger in Our Community provides each household with several complete meals including non-perishable items, fresh fruit and vegetables, meat and dairy products for local families. The next event is scheduled in Crawford on March 15 with plans for additional events this Fall in Alliance and Scottsbluff and other areas throughout Western Nebraska.

Healthy Blue Nebraska donates $25,000 to United Way of Western Nebraska

HERSHEY, Neb.-The driver of a vehicle has been cited after a crash on Interstate 80 near Hershey on Monday.

At around 9:00 a.m., troopers responded to the report of an injury accident at mile marker 163 in the westbound lanes of the Interstate.

The Patrol said an investigation revealed that a westbound Ford Escape rear-ended a semi.

The collision caused the vehicle to roll, ejecting the male driver and female passenger. An infant in a car seat remained in the back seat of the vehicle and was removed by troopers just before the vehicle caught fire. Troopers reported several explosions from the vehicle.

The driver of the Escape Jack Zortman, 24, of Lincoln, his female passenger and the infant were all transported to Great Plains Health in North Platte. The infant was eventually flown to Children's Hospital in Omaha, and the female passenger was flown to Bryan Medical Center in Lincoln. The patrol said both of their injuries were serious.

Following further investigation, Zortman was cited for driving under the influence of drugs.

 That number has fallen steadily since then, hitting 279 on Sunday and Anthone says he's optimistic hospitalization numbers will continue to drop.

The Alliance Arts Council presents Jean Jensen in the upper Marjorie Lue Skala gallery at the Carnegie Arts Center. The exhibit “A Glimpse of Spirit” will be up until March 19. 

Traveling allowed Jean to see Western Nebraska with a new perspective and to see the natural, largely untouched beauty of her childhood home.

 Returning to Nebraska, she began 35-year career as an artist. Mostly, Jean paints local subjects, combining her passion for the region with the aliveness and energy that she experienced in Kenya. She is skilled in watercolor, pastel and oil, using the raw emotive power of brilliant colors to capture the essence of flowers, wildlife, people and landscapes.&nbsp;Jean has attended the Autumn Art Workshop for twenty-eight years and serves on its board.&nbsp; She has taught some middle and high school art classes and community workshops.&nbsp; She lives near Lewellen, where she and her two brothers are the exhibiting artists and owners of the Most Unlikely Place gallery and café.

In addition to Jean Jensen’s exhibit, The Box Butte Art Society Spring show is on display in the Garwood Gallery from February 15 until March 19th. &nbsp;The Spring show is the annual guild show of the Box Butte Art Society, based in Alliance. 

The show was judged by professional artist, Michelle Denton, Director of the West Nebraska Arts Center February 25.&nbsp; 

The awards are as follows. Best of Show was awarded to “Bubble Bee” by Kyren Gibson. Certificates of Excellence went to “Sparrow” by Tom Samson and “You Can Keep my Things” by Clarice Hynes. Honorable Mentions went to “Autumn’s Bounty” by Steph Mantooth, “These Boots are Made for…” by Charles Lierk, and “Where Bright Ideas Come From” by Becci Thomas. Youth Certificate of Excellence went to “Dance Like Nobody’s Watching” by Leala Palmer. Their reception will be tomorrow, Feb 26th&nbsp;5-7pm in conjunction with the Alliance Arts Council artist reception for Jean Jensen.

Carnegie Arts Center showcases Jean Jensen exhibit 

YANKTON, S.D. (AP) — A lawmaker is promoting construction of a long debated four-lane highway between Yankton and Norfolk, Nebraska, citing the recent availability of federal money. 

Nebraska state Sen. Mike Flood has proposed a bill that would turn the 57-mile stretch of U.S. Highway 81 into an expressway.

 Flood says Norfolk was mistakenly overlooked on the state’s 1988 expressway plan linking cities of 15,000 with the interstate.

Flood says Norfolk was mistakenly overlooked on the state’s 1988 expressway plan linking cities of 15,000 with the interstate. Norfolk’s population is about 25,000. Lawmaker: Time is right for Nebraska-South Dakota expressway

OMAHA, Neb. (AP) — A judge has cleared the way for newspaper publisher Lee Enterprises to use a voting system that will ensure two longtime directors are re-elected at next month’s annual meeting despite the objections of a hedge fund that is trying to buy the company. 

The Davenport, Iowa-based publisher said the Delaware judge threw out Alden Global Capital’s latest lawsuit Friday. 

The publisher of the St. Louis Post-Dispatch, Buffalo News, Lincoln Journal Star and dozens of other newspapers rejected Alden’s $141 million takeover offer in December because Lee said it “grossly undervalued” the company. 

The New York-based hedge fund has a reputation for imposing severe cuts and layoffs at the more than 200 newspapers it owns.

Hedge fund loses lawsuit in Lee Enterprises takeover fight

OMAHA, Neb. (AP) — A judge has ruled that U.S. Rep. Jeff Fortenberry’s statements to federal authorities about an illegal 2016 campaign contribution can be used against him during his trial. 

The decision issued Wednesday was a setback for the nine-term Nebraska Republican, who is accused of lying to those agents about what he knew about the donation.

RAPID CITY, S.D. (AP) — A judge in Rapid City has set $1 million bail for a man accused of killing another man in a bar earlier this month. 

The Rapid City Journal reports Judge Scott Bogue set the bail amount Friday for 45-year-old Timothy Huante. 

Prosecutors have charged Huante with shooting 30-year-old Dallas Quick Bear in the face at Teddy's Sports Bar on Feb. 20.

 Prosecutors requested $1 million cash bond due to the seriousness of the charge and their belief that Huante might flee if released from custody.

 Huante's attorney asked for a $100,000 cash surety bond to no avail.

A recent spurt of frigid temperatures has iced over some Nebraska water bodies. The Nebraska Game and Parks Commission warns anybody venturing onto the ice to be cautious.

Warmer temperatures will be arriving quickly, but in light of two recent drownings in eastern Nebraska in which persons went through the ice, Game and Parks offers the following safety tips:

• A minimum of 3 inches of clear, blue lake ice will support a single person.

• Use an ice chisel or spud bar to strike the ice and evaluate conditions as you venture out.

• Have a long throw rope with you in case of emergency.

• Slush ice is about half as strong as clear lake ice, so people should double the minimum thickness figures when encountering such conditions.

• Be especially careful on any lake that has moving water in it. Water movement hinders freezing, often leaving hard-to-detect thin spots.

• Materials imbedded in the ice, such as weeds or logs weaken ice. Large objects on the ice, such as duck blinds or ice shacks, can absorb the sun's heat and weaken ice. Ice near shore may be weakened by heat from the ground.

• Wear ice picks around your neck in case the worst happens and you need something to grip the ice to pull yourself out of the water.

• Wear ice cleats on your boots for traction.

Dangers from falling through the ice can include drowning or critical injuries resulting from hypothermia. Keep safety top of mind.

Game and Parks offers ice safety tips

PIERRE, S.D. (AP) — A South Dakota House Republican has introduced a resolution calling Gov. Kristi Noem’s alleged involvement in her daughter’s application for a real estate appraiser license from a state agency “unacceptable” and “injurious.”

 Republican Rep. John Mills says he brought the resolution to demonstrate that the governor should act with integrity.

Nebraska advances payout boost for officers killed on duty

Northwest Nebraska’s newest attraction, a piece of Earth art, is designed to encourage users to slow down, reflect and gain new perspective.

Community volunteers and Chadron State College students and staff completed a Classical seven-circuit labyrinth in the midst of the COVID-19 pandemic, a piece of land art using natural materials created to inspire contemplation.

“Our campus is set into the remote Pine Ridge escarpments of Northwest Nebraska on the edge of the High Plains,” Mary Donahue, a CSC professor of communication, music, art and theatre, wrote for a case study on the labyrinth’s conception. “Within the hills on the south edge of campus is a historic, brick-walled open-air cistern, once used as the water supply for the town of Chadron. This was our planned labyrinth location. The cistern is a 15-minute hike from campus, through native grasses and yucca plants. From the top of the walls, a panoramic view extends beyond campus to the Black Hills of South Dakota. Walking down into the cistern, one’s focus becomes the circular space and the sky above.”

Labyrinth’s are depicted in neolithic petroglyphs, Roman pottery and Greek currency.

“They’ve been around a long time,” said Elizabeth Ledbetter, a retired CSC instructional designer and certified labyrinth facilitator. “It’s really interesting to think about where this bubbles up from, given that it’s lasted throughout history.”

Labyrinth’s have only one path in and one path out and can be found in monasteries, cathedrals, hospitals, colleges, parks, prisons and businesses. They have applications in education, team building, spirituality, art and more.

“You just kind of let go. It’s a walking meditation,” Ledbetter said.

She first became familiar with labyrinths after visiting the one at Pathways Spiritual Sanctuary in the Black Hills. That design is modeled after a labyrinth at the Chartres Cathedral in France, an 11-circuit one built in the 13th Century. There are three stages of walking a labyrinth: letting go, receiving and reflecting. Each means different things to different people, Ledbetter said, but the end result is a change in perspective.

“It’s just a way of focusing. It’s best to go in with no expectations,” she said.

The labyrinth on the Chadron State College campus is located west of C-Hill on the southern edge of the campus past Briggs Pond. A hike to the labyrinth takes visitors through the Harold and LaVerne Thompson Natural History Preserve, 50 acres of land dedicated as a preserve for recreational and educational opportunities in 1975.

Ledbetter had thought for years the old cistern would be an ideal place for a labyrinth, but things didn’t start coming together until 2019-2020. Donahue was searching for an Earth art project she could do with her students, and Ledbetter mentioned the idea of a labyrinth at the old cistern. After visiting with Ledbetter, Donahue wrote up a proposal detailing the significance of labyrinths in history, culture and art for her dean and secured permission from the Chadron State College Foundation, which owns the land where it’s located, in December 2019.

Donahue’s spring 2020 graphic design practicum class researched labyrinths and their influence on wellness, history and art and used field trips to the site to take measurements and begin the planning process. Lucinda Mays, CSC’s grounds supervisor, also met with the class, teaching them about native plant communities at the site and how to draw site sketches.

Then March 2020 and COVID arrived. Students left for spring break and didn’t return until fall so the project was put on hold. That fall, Donahue’s graphic design solutions class took up the charge. One of the most challenging decisions was how to make the labyrinth, Donahue said. A variety of options and materials were discussed, but the renovation of the college’s Math and Science Building provided the opportunity to recycle rocks removed from that area to the labyrinth.

The Chadron State College Art Guild created the Rock and Run to challenge students to help transport the piles of rock to their new site. Five-gallon buckets donated by businesses and local citizens were filled, loaded on pickups and driven to the cistern. Students, after loading the rocks, ran to the site, dumped the rocks and ran back to campus, with prizes for the first three finishers.

“It was a fun way to get the rocks up there,” Donahue said.

By November of 2020, volunteers with the Mini Big Event helped prep the site and later that month community members, students and staff started laying out the pathways under Ledbetter’s direction.

“It was all outside so it was a really great thing,” Donahue said, allowing students a safe way to take part in something during the pandemic. In addition, part of her objective with her classes is to subtly encourage students to put down their devices and engage with the world around them, and the project also accomplished that.

Ledbetter settled on a Classical 7-circuit labyrinth because it fit the space while allowing the pathways to be wide enough for walkers to pass by each other without encroaching on the other’s space.

Jan Sellers of Labyrinth Pathways used Chadron’s labyrinth as a case study in her print and online index of Permanent and Landscaped Labyrinths in Universities and Colleges.

“It is a fine example of a labyrinth being in an exceptional setting, in pandemic times, with whole-hearted community participation (academic and wider community) and as a part of the curriculum. It’s valuable to have these aspects highlighted,” Sellers said in a CSC article about why she featured it as a case study.

According to Seller’s index, CSC is the only college in Nebraska to feature one of the creations.

Donahue didn’t know much about labyrinths prior to the project, except that they were prevalent in history and art. Learning how they are used to inspire students in education and as a place to be calm and de-stress became important to her as the project proceeded.

“(Mental health) is one of our biggest issues in higher education,” she said. The students benefited from the project from a wellness standpoint while it also expanded their thinking about how to create and enjoy art.

With plenty of leftover rocks remaining at the site, visitors to the labyrinth are now building cairns.

“They’re participating in making Earth art, unknowingly maybe,” Donahue said. “It was a really wonderful thing to do during COVID and to see people come together to create a bigger project like this.”

Nebraska advances bill to review procurement practices

An off-duty Scottsbluff Police Officer contacted a man in the parking lot behind the police department in the early morning hours of Feb. 18.&nbsp;

The man told the officer he was, “going to kill a cop” while asking him if he was a cop. The officer remained in his vehicle and alerted other officers inside the police station who came out to help.

"The male subject was concealing the contents of one of his hands and refused to comply with the officers commands to show his hands," Scottsbluff Police Captain Lance Kite said. "The officers believed the male to be armed. Attempts were made to get the subject to comply without success. An altercation ensued, which led to two officers receiving minor injuries."

The man continued to threaten the officers. They deployed an electronic control device to get him into handcuffs.

The officers found an edged weapon in man's hand.

21-year-old Trey Arellano of Gering was arrested for 2nd Degree Assault on an Officer, Terroristic Threats, Resisting Arrest and Use of a Deadly Weapon to Commit a Felony.

Arellano was booked into the Scotts Bluff County Jail.&nbsp;

The officers received minor treatments for their injuries and immediately returned to duty.

The Scottsbluff Fire Department, Valley Ambulance Services, Gering Police Department and Scotts Bluff County Sheriff’s Office also assisted with this situation.&nbsp;

LINCOLN&nbsp; (AP) — Nebraska lawmakers are moving ahead with a plan to review the state’s procurement practices after facing multi-million-dollar problems with a child welfare provider that overpromised and under-delivered.

 Lawmakers gave initial approval to a bill that would require the state to hire an outside consultant to conduct the study. 

The measure comes in response to Nebraska’s problems with Kansas-based St. Francis Ministries. St. Francis was a state contractor that oversaw the care of abused and neglected children in Douglas and Sarpy counties in the Omaha area.

KEARNEY, Neb.-Police in Kearney say a rental truck filled with tires stolen from a Kearney business has been located in Colorado.

According to police, on Feb. 14, at approximately 10:20 a.m. officers were called to Graham Tire, 5708 2nd Ave., regarding the theft of tires from a fenced and secured area. Graham Tire employees reported the theft of approximately 163 truck tires valued at over $100,000. Security cameras showed the tires being loaded into a Penske rental truck.

With the help of Penske Truck Rental and the Colorado State Patrol, the rental truck was located in the area of Grizzly Creek Rest area near Rifle, Colorado on Feb. 15 at approximately 4:00 p.m. mountain time.

Inside the rental truck were three occupants, Brooke Racker, 27,&nbsp; Jeremy Galbraith, 39, and Erwin Ramos, 34, all from Ogden, Utah.

Kearney officers and Colorado State Patrol worked together and obtained a search warrant for the vehicle. The stolen tires from Graham Tire were located inside the rental truck.

Felony arrest warrants are pending for the above-mentioned suspects.

The Colorado State Patrol (C.S.P.) assisted in the investigation.
