NORTH PLATTE&nbsp; — Troopers with the Nebraska State Patrol, with assistance from the Keith County Sheriff’s Office, have arrested two people following a pursuit in Keith County.

At approximately 7:45 p.m. MT Thursday, a trooper observed a Nissan Rogue driving with expired license plates on I-80 near Roscoe, at mile marker 133. The trooper attempted a traffic stop. The driver initially slowed down to pull over, but then accelerated and fled. The trooper initiated a pursuit.

The Nissan exited I-80 at the Roscoe interchange and began traveling southbound. After several miles, the vehicle attempted to drive into a field and stopped a short time later. The driver fled the vehicle on foot, but the passenger remained in the vehicle and was taken into custody without incident. Keith County deputies located the driver laying in the snow a short time later.

The driver, Chad Green, 46, of North Platte, was transported to Ogallala Community Hospital, where he was medically cleared. He was then lodged in Keith County Jail for flight to avoid arrest, willful reckless driving, obstructing a peace officer, and several traffic violations. The passenger, William Handy, 42, of Ogallala, was lodged in Keith County Jail for an outstanding warrant.

NRD Water Education Meeting rescheduled

LINCOLN, Neb. (AP) — A bill that would automatically outlaw abortion in Nebraska if the U.S. Supreme Court overturns its Roe v. Wade decision drew strong support and fierce opposition in a legislative hearing. 

The measure would ban abortions if the court struck down its landmark 1973 ruling, if the U.S. Constitution was amended, or if Congress passed a law allowing states to do so. 

At least 12 other Republican-led states have passed similar laws. 

The Judiciary Committee is also considering two other bills that would restrict abortion.

Lincoln –&nbsp;Authorities have been notified about an inmate missing from the Community Corrections Center – Lincoln (CCC-L). John Nereson #211183 did not show up for his work assignment this morning. Instead, surveillance video at the facility showed him walking toward a nearby bus stop.

Nereson started his sentence on February 18, 2020. He was sentenced to eight years to 12 years on multiple charges out of Scotts Bluff County that include assault on an officer using a motor vehicle, operating a motor vehicle to avoid arrest, use of deadly weapon to commit a felony, fifth offense driving under the influence and driving while on a revoked license. He has a tentative release date of June 26, 2025 and a parole eligibility date of June 26, 2023.&nbsp;&nbsp;&nbsp;&nbsp;

Nereson is a 45-year old white man, 5’ 7”, 205 lbs., with gray hair and brown eyes.&nbsp; Anyone with&nbsp;knowledge of his whereabouts is asked to contact local authorities or the Nebraska State Patrol.

CCC-L is one of two community custody facilities operated by NDCS. Community custody is the lowest custody level and the least restrictive facility. Inmates are allowed to participate in work opportunities, attend school and religious services with prior approval and without direct supervision.

Senators voted, 40-1, to advance the bill through the first of three required votes but promised to work on changes to try to ease some of the concerns.

 Some lawmakers say they're particularly opposed to the corporate income tax cut, which would reduce the tax burden on large corporations that sell items and services in Nebraska but are headquartered in other states. 

Business say it would encourage companies to invest in Nebraska and keep the state competitive with its neighbors.

Prescribed Fire Workshop to be held south of Gordon 

Nebraskans know every drop of water is precious.&nbsp; Agriculture is our top industry. &nbsp;It makes up 20% of our economy, and it generates one in four jobs in our state.&nbsp; Access to water makes this possible. &nbsp;We have the most irrigated acres of cropland in the country.&nbsp; Three of eight acres of farmland in Nebraska are irrigated. &nbsp;

Fifty years ago, far-sighted Nebraskans set up a system of water management, including our Natural Resources Districts (NRDs), that has allowed us to manage our water based on river basin.&nbsp; This has allowed our state to maintain the Ogallala Aquifer within one foot of where it was in the 1950s. &nbsp;

By contrast, Colorado has mined their water.&nbsp; The Ogallala Aquifer under Colorado has dropped nearly 15 feet since the 1950s.&nbsp; Now, Colorado is aggressively planning new developments that threaten Nebraska’s water resources.&nbsp; Last year, Colorado released their&nbsp;<a href="https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.dropbox.com%2Fs%2Fqhc2bjfsuw7zhhm%2FSouth%2520Platte%2520Basin%2520Implementation%2520Plan.pdf%3Fdl%3D0&amp;data=04%7C01%7CGOV-GENERALMEDIA%40LISTSERV.NEBRASKA.GOV%7C6d92fb9ad24e4825e18308d9f7029bdc%7C043207dfe6894bf6902001038f11f0b1%7C0%7C0%7C637812412855362813%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000&amp;sdata=R4TZCSj8mPuivT%2BNTPa7YoGAs9j16Nr65at%2FUhLulGY%3D&amp;reserved=0" target="_blank">South Platte Basin Implementation Plan</a>. &nbsp;It was updated last month and now includes 282 total projects to meet their growing demands.&nbsp; Altogether, these projects cost an estimated $9.8 billion.&nbsp;

Thankfully, 100 years ago Nebraskans negotiated an agreement with Colorado over the use of South Platte River water.&nbsp;&nbsp;<a href="https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fdnrweblink.state.co.us%2FCWCB%2F0%2Fedoc%2F211607%2FArt65Title37.pdf%3F&amp;data=04%7C01%7CJustin.Pinkerman%40nebraska.gov%7Ca952670c218f485ea9f408d9f6ff8107%7C043207dfe6894bf6902001038f11f0b1%7C0%7C0%7C637812399501900559%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000&amp;sdata=3klTaNGjJbbPP49B8DR5jeDKBmJpwFloygc3%2BJj5GGM%3D&amp;reserved=0" target="_blank">The South Platte River Compact</a>&nbsp;(Compact) was signed by Nebraska and Colorado in 1923 and ratified by Congress in 1926.&nbsp; It entitles Nebraska to 120 cubic feet per second (cfs) of water from April 1st&nbsp;through October 15th&nbsp;(irrigation season) and 500 cfs of water from October 16th&nbsp;through March 31st&nbsp;(non-irrigation season).&nbsp; Under the Compact, we can only claim our non-irrigation season water entitlement by building a canal and reservoir system—known as the Perkins County Canal—along the South Platte River. &nbsp;Until we build the canal, Colorado has no obligation to deliver the water.

As Colorado’s desire for water grows, they’re acting as if Nebraska’s non-irrigation season water rights under the Compact don’t exist.&nbsp; In 2016, the Colorado Legislature passed HB16-1256, the&nbsp;<a href="https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fleg.colorado.gov%2Fbills%2Fhb16-1256&amp;data=04%7C01%7CJustin.Pinkerman%40nebraska.gov%7Ca952670c218f485ea9f408d9f6ff8107%7C043207dfe6894bf6902001038f11f0b1%7C0%7C0%7C637812399501900559%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000&amp;sdata=k6WI41CQEXnJNjScQYqG8uBnU1ptcK5B%2F%2BTkYoXrsnI%3D&amp;reserved=0" target="_blank">South Platte Water Storage Study</a>, into law. &nbsp;Its purpose was to identify water storage options along the lower South Platte River. &nbsp;Colorado wants to make sure no water “in excess of the minimum legally required amounts” gets to Nebraska. &nbsp;In the study’s&nbsp;<a href="https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fsouthplattebasin.com%2Fwp-content%2Fuploads%2F2016%2F04%2FSouth-Platte-Storage-Study_FINAL-REPORT.pdf&amp;data=04%7C01%7CJustin.Pinkerman%40nebraska.gov%7Ca952670c218f485ea9f408d9f6ff8107%7C043207dfe6894bf6902001038f11f0b1%7C0%7C0%7C637812399501900559%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000&amp;sdata=94Va%2F27FzFDEO4SFg9NqSizELyaws23YulQgFOQuD1Y%3D&amp;reserved=0" target="_blank">final report</a>, Colorado clearly assumes that Nebraska’s legal requirement is&nbsp;only&nbsp;the 120 cfs during irrigation season.&nbsp; Since we haven’t built the canal, Colorado is not planning to deliver&nbsp;any&nbsp;water to us during non-irrigation season.&nbsp; Zero.&nbsp;

The good news is that the Compact gives Nebraska undeniable authority to construct a canal to claim our non-irrigation water flow.&nbsp; It even gives us legal entitlement to land in Colorado to build it.&nbsp; Senator Dan Hughes, of District 44, has prioritized&nbsp;<a href="https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fnebraskalegislature.gov%2Fbills%2Fview_bill.php%3FDocumentID%3D47225&amp;data=04%7C01%7CJustin.Pinkerman%40nebraska.gov%7Ca952670c218f485ea9f408d9f6ff8107%7C043207dfe6894bf6902001038f11f0b1%7C0%7C0%7C637812399501900559%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000&amp;sdata=gbNs7rtXTOdY%2F0zry8A4asdFZ5FRgl44LzATCy9GJwU%3D&amp;reserved=0" target="_blank">LB 1015</a>, authorizing the Department of Natural Resources to design, construct, and operate the Perkins County Canal and reservoir system.&nbsp; My budget recommendation to the Legislature includes $500 million for the project.&nbsp; This is a bargain compared to the nearly $10 billion Colorado is preparing to spend on their water resources.&nbsp;

Our proposed canal has caused a stir in Colorado.&nbsp; In response to our plans, a legislator in Colorado introduced&nbsp;<a href="https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fleg.colorado.gov%2Fbills%2Fsb22-126&amp;data=04%7C01%7CJustin.Pinkerman%40nebraska.gov%7Ca952670c218f485ea9f408d9f6ff8107%7C043207dfe6894bf6902001038f11f0b1%7C0%7C0%7C637812399501900559%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000&amp;sdata=a%2BooID%2BgP8T6r1nVWYNMzedud%2FrhSSQn120Ic1f0D4w%3D&amp;reserved=0" target="_blank">SB22-126</a>&nbsp;earlier this month to prioritize water storage projects in the South Platte Basin.&nbsp; Colorado’s leaders believe that “possession is nine-tenths of the law.” &nbsp;I am concerned that even though Nebraska has clear entitlements to South Platte River water under the terms of the Compact, it will be difficult for us to claim what we are owed once municipalities in Colorado become reliant on the water.

There’s no doubt that Colorado plans to take the 500 cfs of water guaranteed to Nebraska during non-irrigation season under the Compact.&nbsp; On February 7th, a coalition of water districts gave a&nbsp;<a href="https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.dropbox.com%2Fs%2Fw7d4rhsov8sdjkr%2F2022-02-07%2520House%2520Ag%2520Com%2520Hearing%252C%2520Attachment%2520A%2520-%2520Platte%2520Valley%2520Water%2520Partnership%2520Presentation.pdf%3Fdl%3D0&amp;data=04%7C01%7CJustin.Pinkerman%40nebraska.gov%7Ca952670c218f485ea9f408d9f6ff8107%7C043207dfe6894bf6902001038f11f0b1%7C0%7C0%7C637812399501900559%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000&amp;sdata=QkmR9ZNomzgkyFdecyK8KiV2isMI8xWQ6F%2FgIRnv77I%3D&amp;reserved=0" target="_blank">presentation</a>&nbsp;to the Colorado Legislature on ways to shore up South Platte River resources.&nbsp; The presentation indicates that Colorado only recognizes its 120 cfs delivery commitment to Nebraska during irrigation season.&nbsp; In other words, the presentation assumes Nebraska is not entitled to receive a single drop of South Platte River water for almost half the year. &nbsp;&nbsp;

We must take action now to protect this water from being taken.&nbsp; Our ag producers rely on it for irrigation.&nbsp; Communities along the Platte River use it for drinking water.&nbsp; The water is critical to power generation in Nebraska, and our natural habitats along the Platte depend on these water flows.&nbsp;

People have asked, “why not slow down and discuss reworking the terms of the compact?” Any renegotiation would take time to hammer out.&nbsp; It would require approval from the Colorado Legislature and Nebraska’s Unicameral.&nbsp; What are the odds of that happening anytime soon?&nbsp; Keep in mind: delays only benefit Colorado.&nbsp; Remember, Colorado is trying to accelerate their work along the South Platte River. &nbsp;Pausing our plans, while they move full steam ahead, would put us at risk. &nbsp;The longer we delay, the more we risk losing access to the water we’re due.

This month, I’ve held town halls across the state to inform Nebraskans about our water rights with Colorado.&nbsp; There has been overwhelming support for moving forward on the canal. &nbsp;People understand that the price of inaction is far higher than the funding needed to secure our water rights.&nbsp; I’ll encourage you to do what I asked of them: contact your state senator to let them know your thoughts on LB 1015.&nbsp; The passage of this bill is a necessary first step.

Fifty years from now, Nebraskans will look back on this generation. &nbsp;Will they say we had the foresight to secure our water resources? &nbsp;Or will they say this generation failed?

Now, Colorado is aggressively planning new developments that threaten Nebraska’s water resources.&nbsp; Last year, Colorado released their&nbsp;<a href="https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.dropbox.com%2Fs%2Fqhc2bjfsuw7zhhm%2FSouth%2520Platte%2520Basin%2520Implementation%2520Plan.pdf%3Fdl%3D0&amp;data=04%7C01%7CGOV-GENERALMEDIA%40LISTSERV.NEBRASKA.GOV%7C6d92fb9ad24e4825e18308d9f7029bdc%7C043207dfe6894bf6902001038f11f0b1%7C0%7C0%7C637812412855362813%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000&amp;sdata=R4TZCSj8mPuivT%2BNTPa7YoGAs9j16Nr65at%2FUhLulGY%3D&amp;reserved=0" target="_blank">South Platte Basin Implementation Plan</a>. &nbsp;It was updated last month and now includes 282 total projects to meet their growing demands.&nbsp; Altogether, these projects cost an estimated $9.8 billion.&nbsp;Thankfully, 100 years ago Nebraskans negotiated an agreement with Colorado over the use of South Platte River water.&nbsp;&nbsp;<a href="https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fdnrweblink.state.co.us%2FCWCB%2F0%2Fedoc%2F211607%2FArt65Title37.pdf%3F&amp;data=04%7C01%7CJustin.Pinkerman%40nebraska.gov%7Ca952670c218f485ea9f408d9f6ff8107%7C043207dfe6894bf6902001038f11f0b1%7C0%7C0%7C637812399501900559%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000&amp;sdata=3klTaNGjJbbPP49B8DR5jeDKBmJpwFloygc3%2BJj5GGM%3D&amp;reserved=0" target="_blank">The South Platte River Compact</a>&nbsp;(Compact) was signed by Nebraska and Colorado in 1923 and ratified by Congress in 1926.&nbsp; It entitles Nebraska to 120 cubic feet per second (cfs) of water from April 1st&nbsp;through October 15th&nbsp;(irrigation season) and 500 cfs of water from October 16th&nbsp;through March 31st&nbsp;(non-irrigation season).&nbsp; Under the Compact, we can only claim our non-irrigation season water entitlement by building a canal and reservoir system—known as the Perkins County Canal—along the South Platte River. &nbsp;Until we build the canal, Colorado has no obligation to deliver the water.As Colorado’s desire for water grows, they’re acting as if Nebraska’s non-irrigation season water rights under the Compact don’t exist.&nbsp; In 2016, the Colorado Legislature passed HB16-1256, the&nbsp;<a href="https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fleg.colorado.gov%2Fbills%2Fhb16-1256&amp;data=04%7C01%7CJustin.Pinkerman%40nebraska.gov%7Ca952670c218f485ea9f408d9f6ff8107%7C043207dfe6894bf6902001038f11f0b1%7C0%7C0%7C637812399501900559%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000&amp;sdata=k6WI41CQEXnJNjScQYqG8uBnU1ptcK5B%2F%2BTkYoXrsnI%3D&amp;reserved=0" target="_blank">South Platte Water Storage Study</a>, into law. &nbsp;Its purpose was to identify water storage options along the lower South Platte River. &nbsp;Colorado wants to make sure no water “in excess of the minimum legally required amounts” gets to Nebraska. &nbsp;In the study’s&nbsp;<a href="https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fsouthplattebasin.com%2Fwp-content%2Fuploads%2F2016%2F04%2FSouth-Platte-Storage-Study_FINAL-REPORT.pdf&amp;data=04%7C01%7CJustin.Pinkerman%40nebraska.gov%7Ca952670c218f485ea9f408d9f6ff8107%7C043207dfe6894bf6902001038f11f0b1%7C0%7C0%7C637812399501900559%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000&amp;sdata=94Va%2F27FzFDEO4SFg9NqSizELyaws23YulQgFOQuD1Y%3D&amp;reserved=0" target="_blank">final report</a>, Colorado clearly assumes that Nebraska’s legal requirement is&nbsp;only&nbsp;the 120 cfs during irrigation season.&nbsp; Since we haven’t built the canal, Colorado is not planning to deliver&nbsp;any&nbsp;water to us during non-irrigation season.&nbsp; Zero.&nbsp;The good news is that the Compact gives Nebraska undeniable authority to construct a canal to claim our non-irrigation water flow.&nbsp; It even gives us legal entitlement to land in Colorado to build it.&nbsp; Senator Dan Hughes, of District 44, has prioritized&nbsp;<a href="https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fnebraskalegislature.gov%2Fbills%2Fview_bill.php%3FDocumentID%3D47225&amp;data=04%7C01%7CJustin.Pinkerman%40nebraska.gov%7Ca952670c218f485ea9f408d9f6ff8107%7C043207dfe6894bf6902001038f11f0b1%7C0%7C0%7C637812399501900559%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000&amp;sdata=gbNs7rtXTOdY%2F0zry8A4asdFZ5FRgl44LzATCy9GJwU%3D&amp;reserved=0" target="_blank">LB 1015</a>, authorizing the Department of Natural Resources to design, construct, and operate the Perkins County Canal and reservoir system.&nbsp; My budget recommendation to the Legislature includes $500 million for the project.&nbsp; This is a bargain compared to the nearly $10 billion Colorado is preparing to spend on their water resources.&nbsp;Our proposed canal has caused a stir in Colorado.&nbsp; In response to our plans, a legislator in Colorado introduced&nbsp;<a href="https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fleg.colorado.gov%2Fbills%2Fsb22-126&amp;data=04%7C01%7CJustin.Pinkerman%40nebraska.gov%7Ca952670c218f485ea9f408d9f6ff8107%7C043207dfe6894bf6902001038f11f0b1%7C0%7C0%7C637812399501900559%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000&amp;sdata=a%2BooID%2BgP8T6r1nVWYNMzedud%2FrhSSQn120Ic1f0D4w%3D&amp;reserved=0" target="_blank">SB22-126</a>&nbsp;earlier this month to prioritize water storage projects in the South Platte Basin.&nbsp; Colorado’s leaders believe that “possession is nine-tenths of the law.” &nbsp;I am concerned that even though Nebraska has clear entitlements to South Platte River water under the terms of the Compact, it will be difficult for us to claim what we are owed once municipalities in Colorado become reliant on the water.There’s no doubt that Colorado plans to take the 500 cfs of water guaranteed to Nebraska during non-irrigation season under the Compact.&nbsp; On February 7th, a coalition of water districts gave a&nbsp;<a href="https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.dropbox.com%2Fs%2Fw7d4rhsov8sdjkr%2F2022-02-07%2520House%2520Ag%2520Com%2520Hearing%252C%2520Attachment%2520A%2520-%2520Platte%2520Valley%2520Water%2520Partnership%2520Presentation.pdf%3Fdl%3D0&amp;data=04%7C01%7CJustin.Pinkerman%40nebraska.gov%7Ca952670c218f485ea9f408d9f6ff8107%7C043207dfe6894bf6902001038f11f0b1%7C0%7C0%7C637812399501900559%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000&amp;sdata=QkmR9ZNomzgkyFdecyK8KiV2isMI8xWQ6F%2FgIRnv77I%3D&amp;reserved=0" target="_blank">presentation</a>&nbsp;to the Colorado Legislature on ways to shore up South Platte River resources.&nbsp; The presentation indicates that Colorado only recognizes its 120 cfs delivery commitment to Nebraska during irrigation season.&nbsp; In other words, the presentation assumes Nebraska is not entitled to receive a single drop of South Platte River water for almost half the year. &nbsp;&nbsp;We must take action now to protect this water from being taken.&nbsp; Our ag producers rely on it for irrigation.&nbsp; Communities along the Platte River use it for drinking water.&nbsp; The water is critical to power generation in Nebraska, and our natural habitats along the Platte depend on these water flows.&nbsp;People have asked, “why not slow down and discuss reworking the terms of the compact?” Any renegotiation would take time to hammer out.&nbsp; It would require approval from the Colorado Legislature and Nebraska’s Unicameral.&nbsp; What are the odds of that happening anytime soon?&nbsp; Keep in mind: delays only benefit Colorado.&nbsp; Remember, Colorado is trying to accelerate their work along the South Platte River. &nbsp;Pausing our plans, while they move full steam ahead, would put us at risk. &nbsp;The longer we delay, the more we risk losing access to the water we’re due.This month, I’ve held town halls across the state to inform Nebraskans about our water rights with Colorado.&nbsp; There has been overwhelming support for moving forward on the canal. &nbsp;People understand that the price of inaction is far higher than the funding needed to secure our water rights.&nbsp; I’ll encourage you to do what I asked of them: contact your state senator to let them know your thoughts on LB 1015.&nbsp; CHADRON – Three Chadron State College employees made a virtual presentation to the national Academic Chairpersons Conference (ACC) earlier this month. Dr. Wendy Waugh, Dr. Shaunda French-Collins, and Dr. James Koehn presented Not Your Typical Administrator, best practices for cultivating and maintaining positive working relationships between faculty and administration.

The 39th&nbsp;annual ACC was originally planned for San Antonio, Texas, but due to increasing cases of COVID-19, was changed to a virtual format, according to Waugh.

Waugh is the dean of Graduate Studies and the School of Business, Mathematics, and Science. She taught Management Information Systems for 28 years, served as department chair for three years, before becoming dean in 2019.

French-Collins is the department chair for Communication, Music, Art, and Theatre. She is a professor in Communication Arts and serves as Graduate Studies Faculty Coordinator and Faculty Service Learning Coordinator.

Koehn is the chair and a professor in the Business Academy. He serves on the Education Advisory Committee of the Nebraska Board of Public Accountancy. Previously, he served as director of the Small Business Development Center at CSC.

The presenters examined the trend of higher education leaders wearing many hats. They discussed the multifaceted roles they each fill, the importance of understanding situational roles and communication, and examined the notion of successfully managing up or developing a positive and productive relationship with one’s supervisor.

Koehn explained the many roles academic chairs have can include responsibilities to students as an instructor and an adviser, duties interacting with faculty colleagues as a mediator, motivator, recruiter, leader, and assessor.

“Other roles of a department chair may be related to upper administration including advocate, politician, problem solver, and negotiator. Additional responsibilities include interacting with outside constituents as a communicator or representative of the institution,” Koehn said.

He emphasized the role of a listener is one of the most important and often overlooked roles of faculty, chairs, and administrators.

French-Collins outlined how the Communication Accommodation Theory developed by Howard Giles relates to verbal, non-verbal, upward, and downward communication.

“We may accommodate our communication depending on the role we are serving, perhaps at a meeting, or in a brief hallway interaction. In addition to our current role, our attitudes and beliefs about the discussion may lead us to converge or diverge in communication interactions,” French-Collins said. “Be aware of your role. Who you are communicating with, and when, and where.”

Waugh outlined Angus McLeod’s 10 features of managing up.

“There’s a better way than managing down using authority, power, and fear. Managing up helps you to build trust with your boss and will facilitate growth and success,” Waugh said. “It requires trust and open communication. It encourages others to learn and grow. Managing up cultivates a productive working rapport. Learn your boss’s management style and increase awareness of your own so you can match it.”

Following their presentations, they shared three case studies for the participants to apply the principles they presented and prompt discussion among conference participants about solutions to hypothetical situations.

The series includes three topics:&nbsp;Job Relations, Lean 101, and Problem Solving. All three workshops will be held in both Scottsbluff and Bridgeport, so attendees have their choice of locations.&nbsp;

“We’re excited to work with WNCC to bring these popular courses to Panhandle manufacturers and food and ag processors, ” said Joe Roy, of Nebraska MEP. “Anyone who works in an operations capacity can benefit from best practices in problem solving, job relations, and process improvements so we encourage line workers, supervisors, and even the businesses who serve these industries to attend the training.”

The Scottsbluff workshops will be held at the John N. Harms Center, on WNCC’s Scottsbluff Campus. The workshops in Bridgeport will be held at the Prairie Winds Community Center.&nbsp;

WNCC to offer Operational Excellence Workshops in Bridgeport, Scottsbluff

Biden approves disaster declarations for Nebraska, Iowa

LINCOLN, Neb. (AP) — A bill that would allow marijuana for medicinal use in Nebraska while imposing tight restrictions is hitting a wall of opposition from both legalization advocates and opponents. 

Some legalization supporters blasted the measure Wednesday as a “poison pill” that would effectively make it impossible to produce or obtain the drug legally.

 Opponents say they still don’t want to see the drug legalized in Nebraska, calling the push a slippery slope toward recreational use. 

The bill also wouldn’t allow smokeable marijuana.

 Some users say smoking the drug is the only way they experience its medicinal benefits.

(AP) — A bill that would allow marijuana for medicinal use in Nebraska while imposing tight restrictions is hitting a wall of opposition from both legalization advocates and opponents. Some legalization supporters blasted the measure Wednesday as a “poison pill” that would effectively make it impossible to produce or obtain the drug legally. Opponents say they still don’t want to see the drug legalized in Nebraska, calling the push a slippery slope toward recreational use. The bill also wouldn’t allow smokeable marijuana. Some users say smoking the drug is the only way they experience its medicinal benefits.

Jacobson grew up on a share-rented farm near Sutton and supported himself through college.&nbsp; After returning to farm and teach for a short time in Red Cloud, he began a banking career in 1980 as an Agricultural Lending Officer at City National Bank in Hastings.&nbsp; In 1984, he moved to Lincoln and worked as Senior Vice President/Division Manager of The National Bank of Commerce.&nbsp; After a decade in Lincoln, he relocated to North Platte in 1994 to serve as Chairman, President, and CEO of Western Nebraska National Bank.&nbsp; In 1998, he became the Founder and Principal Shareholder of NebraskaLand Bank in North Platte.&nbsp; He’s successfully grown the bank to over $850 million in total assets with branches in Kearney and Rock Springs, Wyoming.

Jacobson has been active in the community, serving as Chair of the North Platte Redevelopment Authority, Chair of the North Platte Airport Authority, and on the Great Plains Health Board of Directors.&nbsp; He’s also a Past President of both the North Platte Development Corporation and North Platte Public Schools Foundation Board.

The&nbsp;<a href="http://news.legislature.ne.gov/edu" target="_blank">Education Committee</a>&nbsp;heard testimony Feb. 22 on a bill intended to improve access to mental and behavioral health services for public school students.

<a href="http://nebraskalegislature.gov/bills/search_by_number.php?DocumentNumber=LB852&amp;Legislature=107th" target="_blank">LB852</a>, introduced by Omaha Sen. Jen Day, would require each district to designate at least one employee in each school building who has knowledge of community behavioral health service providers and other resources for students and families.

The behavioral health point of contact would coordinate access to behavioral health services for students and families and facilitate access to services at a student’s school during the school day whenever possible and as approved by a student’s parent or guardian.

Day said the pandemic has worsened a mental health crisis among Nebraska youth. LB852 would be a simple way to help connect students with the behavioral and mental health services they need, she said.

“As our schools are responding to the mental health needs of students, providing information for parents to determine who is available to provide treatment and counseling should not be an obstacle,” Day said.

The bill would require the state Department of Education to provide each district with a registry of state and local behavioral health resources for students and families by geographic area.

Day said such a registry already is maintained by the Nebraska Family Helpline at Boys Town and funded by the state Department of Health and Human Services.

LB852 would require the registry to be updated at least annually and include both school-based services and those accessible outside of school.

Each district would report its designated behavioral health points of contact to the state Department of Education before the beginning of each school year.

Liz Lyons testified in support of LB852 on behalf of Children’s Hospital and Medical Center in Omaha, the Nebraska State Education Association, the Nebraska Association of Behavioral Health Organizations and the Nebraska Child Health and Education Alliance.

She said the bill would improve communication between educators and health care providers at a time when symptoms of depression and anxiety, as well as the risk of suicide, among children and adolescents have increased.

“Without early intervention and adequate access to mental health across the state,” Lyons said, “we are not doing our job to protect the most vulnerable among us.”

Kyle McGowan testified in support of the bill on behalf of the Nebraska Council of School Administrators. He said school employees often are the first to notice mental and behavioral health problems in children but often need help from service providers in their community to address those problems.

“Having a systematic way to assure that we can help families get further assistance … is a great idea,” McGowan said.

Colby Coash also testified in support on behalf of the Nebraska Association of School Boards. Many districts take the approach outlined in LB852, he said, but the bill would make the process uniform across the state.

Kyle Kinney, manager of the Nebraska Family Helpline, testified in support of the bill on behalf of Boys Town. Schools often serve as a focal point for health and social services, as well as cultural and recreational events, he said, so it is logical that schools are the first and maybe only place where families seek help for mental and behavioral health problems.

“Ensuring schools are equipped with the resources to connect children and families to the mental and behavioral health supports they need is key to healthy school environments and communities,” Kinney said.

No one testified in opposition to the bill and the committee took no immediate action on it.

FEMA (Federal Emergency Management Agency) has funds to give families up to $9,000 for COVID funerals. The program has been funded using federal stimulus funds, and money remains available. The FEMA website says, “The COVID-19 pandemic has brought overwhelming grief to many. At FEMA, our mission is to help people before, during and after disasters. We are dedicated to helping ease some of the financial stress and burden caused by the virus.”

Expenses covered under the FEMA program include funeral services, cremation and interment, as well as the costs for caskets or urns, burial plots or cremation niches, markers or headstones, transportation or transfer of remains, clergy or officiant services, and the use of funeral home equipment or staff.

Reimbursement goes directly to the individuals paying for funeral expenses. There is no income requirement.

Applicants may apply by calling 844-684-6333 from 7 a.m. to 7 p.m. MST, Monday through Friday to complete a COVID-19 Funeral Assistance application with a FEMA representative. This is a dedicated, toll-free phone number. Multilingual services are available. No online applications are allowed.

It will take about 20 minutes to apply, and you can ask questions and receive help with the application process.

Once you have applied for COVID-19 Funeral Assistance and received your FEMA application number, you may submit required documentation to FEMA in several ways: · Upload documents to your DisasterAssistance.gov account

· Mail to: P.O. BOX 10001, Hyattsville, MD 20782

You will need to provide the following information:

· Social Security number for the applicant and the deceased individual

· Date of birth for the applicant and the deceased individual

· Current mailing address for the applicant

· Information about burial or funeral insurance policies

· Information about other funeral assistance received, such as donations or assistance from voluntary organizations

· Routing and account number of the applicant’s checking or savings account (for direct deposit) – optional

To be eligible for reimbursement, death certificates for those who died after May 16, 2020, must indicate that the death was attributed to COVID-19. For deaths that occurred in the early months of the pandemic — from Jan. 20 to May 16, 2020 — death certificates must be accompanied with a signed statement from a medical examiner, coroner, or the certifying official indicating that COVID-19 was the cause or a contributing cause of death. After all required documents are received and verified, it typically takes FEMA fewer than 30 days to determine if an individual is eligible. Once eligibility is confirmed, applicants who request direct deposit may receive the money in a matter of days. It may take longer for applicants who request a check. Families who incurred COVID-19-related funeral expenses for more than one individual may receive at a maximum of $9,000 per deceased individual and a maximum of $35,500 per application.

FEMA cannot provide financial assistance for a death not attributed to COVID-19. FEMA also cannot duplicate payments if there was another source of funding or contract made to pay for a funeral prior to death. This means that if a funeral has been pre-paid, which is common for people in nursing homes, FEMA will not reimburse for a COVID death. If the funeral expenses exceed the funding intended to pay the costs, FEMA may evaluate your receipts and other documentation for eligible costs that haven’t already been covered and pay the additional amount.

927,000 people have died from COVID in the United States, including 3,870 in Nebraska. At the end of last year, FEMA had approved applications from 1078 Nebraskans, paying $7.5 million for COVID-related funerals in our state.

News Release Nebraska Department of Transportation


During the month of January 2022,
twenty-six people were killed in traffic crashes on Nebraska
roadways, according to data collected by the Nebraska Department of
Transportation.

These
26 fatalities occurred in 23 fatal crashes.


Eight of the twenty-one vehicle
occupants killed were not using seatbelts, seven were using
seatbelts, and six had seatbelt usage marked as unknown.


Nineteen of the fatalities were in
rural locations*.


There were four fatalities on the
interstate, thirteen on other highways, and nine on local roads. Two
of the fatalities were motorcyclists.


Three of the fatalities were
pedestrians.

There
were 24 fatalities in January of 2021.

Only
7 of the 21 vehicle occupants killed during 2022 were using
seatbelts.

During the month of January 2022,
twenty-six people were killed in traffic crashes on Nebraska
roadways, according to data collected by the Nebraska Department of
Transportation.These
26 fatalities occurred in 23 fatal crashes.
Eight of the twenty-one vehicle
occupants killed were not using seatbelts, seven were using
seatbelts, and six had seatbelt usage marked as unknown.
Nineteen of the fatalities were in
rural locations*.
There were four fatalities on the
interstate, thirteen on other highways, and nine on local roads. Two
of the fatalities were motorcyclists.
Three of the fatalities were
pedestrians.<figure>

LINCOLN, Neb. (AP) — Several female state lawmakers are calling for an overhaul of how the Nebraska Legislature handles sexual harassment investigations following the resignation of a male state senator who admitted he took photos of a female subordinate without her consent.

 The half-dozen lawmakers on Tuesday recounted their own experiences of being groped, harassed and belittled. State Sen. Mike Groene abruptly resigned on Monday and abandoned his campaign to be a University of Nebraska Regent. 

The Republican acknowledged Friday that he took photos of the legislative staffer in his office. 

But he said none were sexual in nature. The former staffer, Kristina Konecko, filed a complaint with the Legislature’s Executive Board in which she described the photos as “objectifying and demeaning.”

Female Nebraska lawmakers call for change amid photo probe

The University of Nebraska Medical Center has extended the deadline for applications to its traditional Bachelor of Science in Nursing (BSN) degree program.

Applications now will be accepted through July 15. There currently are open slots for nursing students on the Scottsbluff campus, as well as on other UNMC campuses across the state.

Students can apply to the program once they have completed a majority of the 58 credit hours of required prerequisite course work, which can be completed at any accredited university, college or community college. After completing 62 credit hours in the UNMC nursing program, students earn a BSN. Prerequisites are listed on this&nbsp;<a href="https://www.unmc.edu/nursing/educational-programs/undergraduate-programs/traditional-bsn/index.html" target="_blank">link</a>.

"Rapid advances in health care, rigorous new care standards and increasingly complex technology demand more education across all nursing specialties,” said Juliann Sebastian, PhD, dean of the UNMC College of Nursing. The UNMC BSN program not only provides clinical training, but it also provides education and skills in leadership, teamwork, critical thinking, best practices, patient safety and quality improvement as it prepares students to be tomorrow’s nursing leaders, Dr. Sebastian said.

“Students who attend the UNMC campus in Scottsbluff experience the aesthetic beauty of the area and small rural community atmosphere, and family-focused environment,” said Kelly Betts, EdD, assistant dean of the Scottsbluff campus. “Faculty and staff focus on providing students with individualized assistance and resources to aid in their success in the program. The smaller classes provide students with the ability to get to know one another and form lifelong relationships.”
