The Alliance Arts Council is bringing The Looney Lutherans to the Alliance High School Performing Arts Center at 7:00 p.m. on Saturday, February 19

The Looney Lutherans are a team of professional actresses who have come together in a fun, interactive, family-friendly show. The idea for the “Looney Lutherans” was cooked up in 2006 when the founding members were appearing in the cast of the hit musical CHURCH BASEMENT LADIES at the Plymouth Playhouse in Plymouth, MN. The company has since expanded to include four additional “Loonies”, but all of these talented women have been performing for years as professional actresses, writers, singers, and improvisers. As the Looney Lutherans they have appeared together around the country at County Fairs and Festivals, Mother/Daughter Banquets, Red Hat Gatherings, Hospital Fundraisers, Member and Customer Appreciation Events, and at Women’s and Senior Expos.

In Alliance, they will perform “Livin’ La Vida Lutheran: Looney Lifestyle tips for Livelier Living”. Using the principles of the “6HHP” (the 6 Happy Heart petals) the Looney Lutherans share their unique tips for living a livelier life. Segments include the Menopause Medley, Lutheran Yoga, and Do-it-yourself Beauty Tips. (And you don’t have to be Lutheran to love ‘em!)

Tickets are $10 for Adults, $9 for Seniors and $5 for Students. Advance tickets are available at Carnegie Arts Center and Redman’s Shoes. Tickets will also be sold at the door. Doors open at 6:00.

The annual Chadron Polar Plunge will be held on Feb. 26 at the Hilltop Lanes Parking Lot.&nbsp;

Jean Jensen will have her work on display in the upper Garwood and Skala Galleries at the Carnegie Arts Center. The exhibit “A Glimpse of Spirit” will be up from February 15 until March 20. Her artist reception is scheduled for February 26 from 5:30pm to 7:30pm. Please join us in celebrating this wonderful local artist. Traveling allowed Jean to see Western Nebraska with a new perspective and to see the natural, largely untouched beauty of her childhood home. Returning to Nebraska, she began 35-year career as an artist. Mostly, Jean paints local subjects, combining her passion for the region with the aliveness and energy that she experienced in Kenya. She is skilled in watercolor, pastel and oil, using the raw emotive power of brilliant colors to capture the essence of flowers, wildlife, people and landscapes.&nbsp;Jean has attended the Autumn Art Workshop for twenty-eight years and serves on its board.&nbsp; She has taught some middle and high school art classes and community workshops.&nbsp; She lives near Lewellen, where she and her two brothers are the exhibiting artists and owners of the Most Unlikely Place gallery and café.

The Box Butte Art Society Spring show is from February 15th until March 20th. &nbsp;The Spring show is the annual guild show of the&nbsp;Box Butte Art Society, based in Alliance. The show is judged by professional artist, Michelle Denton, Director of the West Nebraska Arts Center. The objective of the society is to promote and advance the study and appreciation of Art in general. This is for art appreciators, art crafters, weekend art enthusiasts, semi-professionals, and professionals! If you like art, we like you and want you to join! It's only a once a year $15 fee to be a member. We hold a monthly meeting where we learn fun techniques that are easily tackled by an art enthusiast at any level! Currently we have a group of over 40 members in Alliance, Hemingford, and Chadron.&nbsp;Area. Don’t miss seeing these great works from all ages and skill levels!

February 22 Carnegie will be displaying “Wonders”, Alliance Middle School and St. Agnes Elementary student work in the studio gallery. Their exhibit will be on display until March 26th. Please come support these young artist’s amazing creativity!

Carnegie Arts Center to welcome Lewellen artist exhibit 

CHADRON – Former Chadron State College student Miranda Bright, a current teacher at Crete High School, received the National Association Teacher of Family and Consumer Sciences New Professional Award Dec. 3 at a gala in New Orleans. The national award is given to one FCS teacher annually who has made significant contributions in the classroom, curriculum development, and provided multiple opportunities for students.

Additionally, during a virtual conference Nov. 30, Bright was recognized as one of five national finalists for the Association for Career and Technical Education (ACTE) New Teacher of the Year Award. She qualified after receiving the ACTE Region V New Teacher of the Year Award in 2021, among a field of more than a dozen finalists, and in 2020, being named the Association for Career and Technical Education of Nebraska (ACTEN) New Teacher of the Year.

At CSC from 2013 to 2015, she majored in Family and Consumer Sciences and English Language Arts Secondary Education. In 2016, she graduated from the University of Nebraska-Lincoln with a bachelor's degree in Family Science and a master's in FCS Education in 2018.

Bright, who is pursuing an Education Specialist degree at Doane, is in her third year of teaching at Crete High School. Previously she taught at High Plains Community Schools in Polk, Nebraska.

“I love working with students and watching them master life and career skills,” said Bright, who has created her own achievement badges and modified popular games to increase student engagement and achievement.

She acknowledges the importance of professional networking opportunities she experienced at CSC.

“I was provided opportunities to network with the Family and Consumer Sciences (FCS) and Family, Career and Community Leaders of America (FCCLA) community in Nebraska. The connections I made at CSC with my classmates and other professionals have significantly contributed to my success and support system,” Bright said.

According to the award announcement on the ACTE website, Bright is committed and passionate about teaching FCS education and advising FCCLA. She said her philosophy of teaching centers around experiential learning through engaging strategies. While teaching, she demonstrates innovation through technology and elements of game playing such as scoring points and competitions called gamification. In her first three years of advising, she significantly increased the participation of the High Plains FCCLA chapter and established a new FCCLA chapter at Crete.

As a member of the Family and Consumer Sciences Teachers of Nebraska public relations committee, she highlights members, achievements, and shares classroom activities on social media. She also serves as a board member for Nebraska FCCLA and ACTEN.

Former CSC student earns 2 national FCS-related awards

SCOTTSBLUFF -&nbsp;Nebraska volleyball head coach John Cook will speak at the first annual Western Nebraska Community College Leadership Conference, Friday, March 4, at the Judy Chaloupka Theater.

WNCC's student leadership organization, LEAD, is hosting the conference for all students and community members. The conference will have four, hour-long breakout sessions starting at 1 p.m., focusing on four key attributes of LEAD (Leadership, Engagement, Action, Development). The afternoon breakout sessions are free to attend.

After a social hour, Cook will begin his presentation at 6:30 p.m. Tickets for Cook's presentation are $10 for students (K-12 and WNCC students) and $15 for community members. Tickets can be purchased at

Cook has led the Huskers to four national championships since he took over the program in 2000, along with 10 Final Four appearances, 12 conference titles, and is now the fifth winningest coach in NCAA history.

John Cook to speak at WNCC leadership conference

LINCOLN — If Nebraska stands pat, the Cornhusker State’s portion of the Platte River could run dry, Nebraska Gov. Pete Ricketts told a legislative committee Wednesday.&nbsp;

Colorado, he said, is investing nearly $10 billion to keep more of the South Platte River’s water inside its borders rather than letting it flow east into Nebraska. He said building his $500 million canal would be “a bargain.”

“Colorado is looking to take our water,” Ricketts said, pointing to massive population growth in Denver and on the Front Range.&nbsp;

Ricketts said that building the so-called Perkins County Canal and a series of storage reservoirs is the only way to claim water promised in a 1932 compact with Colorado.

That compact promised Nebraska flows of 500 cubic feet per second from the South Platte River outside irrigation season.&nbsp;

But the agreement, according to Ricketts and other state officials, promises Nebraska that water only if the state builds a canal to divert flows from northeast Colorado.

“As an attorney, I can tell you how important it is that Nebraska maintain its legal rights under the compact,” said State Sen. Mike Hilgers of Lincoln, who introduced the canal proposal on behalf of the governor. Hilgers has announced a run for Nebraska attorney general.

He and other proponents emphasized the importance of the Platte River, which provides water&nbsp;not only for irrigation and wildlife, but also for water systems like Omaha’s and Lincoln’s, which supply more than half of the state’s population.

Senators on the Legislature’s Natural Resources District questioned whether the project could be built for less than $500 million or whether Nebraska could renegotiate its compact with Colorado to capture river flows.

But Tom Riley, director of the Nebraska Department of Natural Resources, said earmarking $500 million now sends a signal that the state is serious about building the canal.

He estimated it would take up to three years to design the canal system, then five to seven years to build it. Riley added that the water would be stored and used to sustain flows in the Platte River and would not be diverted into other watersheds, such as the nearby Republican River basin.

Colorado has planned $9.8 billion in water-related projects in the basin, including dams, channels and reservoirs.Those 283 water projects, if completed, could leave Nebraska with 90% less water crossing the state line, Ricketts said.&nbsp;&nbsp;

Nebraska has been able to get the water in the past, but Colorado’s increasing thirst for water threatens Nebraska’s future, Ricketts said.

He told lawmakers the project would protect Nebraska’s top industry, agriculture, and its cities’ ability to grow.

“It’s a huge hedge against future droughts,” Ricketts said.

State officials estimated a potential economic hit of $1 billion if the canal wasn’t built.

The OpenSky Institute and others have questioned whether the canal could end up bogged down in lengthy litigation with Colorado. If that occurs, they say, Nebraska might risk losing federal funds that must be spent by 2026.

Al Davis of the Sierra Club of Nebraska said the $500 million price tag translates into more than $250 per state resident, a massive expense. He questioned whether the money would be spent more wisely on “people” than on the canal.

Omaha Sen. Justin Wayne asked whether spending $500 million on economic development and jobs might be smarter.

“If you don’t have water, you’re not creating jobs,” Ricketts responded.

Pete Ricketts told a legislative committee Wednesday.&nbsp;Colorado, he said, is investing nearly $10 billion to keep more of the South Platte River’s water inside its borders rather than letting it flow east into Nebraska. He said building his $500 million canal would be “a bargain.”“Colorado is looking to take our water,” Ricketts said, pointing to massive population growth in Denver and on the Front Range.&nbsp;<h2>Canal only way to claim water</h2>Ricketts said that building the so-called Perkins County Canal and a series of storage reservoirs is the only way to claim water promised in a 1932 compact with Colorado.That compact promised Nebraska flows of 500 cubic feet per second from the South Platte River outside irrigation season.&nbsp;<figure>

PPHD: 164 virus cases reported in Panhandle

School boards would require children to be screened for autism spectrum disorder under a bill heard Feb. 8 by the&nbsp;<a href="http://news.legislature.ne.gov/edu" target="_blank">Education Committee</a>.

The screening would be in addition to the physical examination and visual evaluation required before a child enters kindergarten or enrolls in school after transferring from another state.

Omaha Sen. Jen Day, sponsor of&nbsp;<a href="http://nebraskalegislature.gov/bills/search_by_number.php?DocumentNumber=LB997&amp;Legislature=107th" target="_blank">LB997</a>, said many young children are not screened for ASD, resulting in late diagnosis and lack of autism-specific treatments and services during a crucial developmental period. A universal screening requirement would help improve the quality of life for this small number of children each year, she said.

A physician, physician assistant, advanced practice registered nurse, school nurse, school psychiatrist or other trained individual could conduct the screening using an evidence-based developmental screening tool appropriate to the age of the child.

The screening would not be required if a child’s parent or guardian objects in writing.

Katy Menousek, a behavioral analyst at Boys Town National Research Hospital, testified in support of LB997. Although many parents can identify the signs and symptoms of ASD, she said, universal screening would be “greatly beneficial” to children whose parents are not aware of ASD.

Westin Miller also testified in support, saying the bill could address a “critical diagnosis gap.” Miller said, however, that lawmakers also should consider how an early ASD diagnosis in Nebraska can lead to applied behavioral analysis, one of the most commonly prescribed interventions for autistic children.

He said ABA is an “inherently harmful framework” that he and many other autistic people believe devalues their predispositions, disregards their consent and does not assume their competence.

“What I’m asking is that you please engage with me and other autistic people about this conversation, that you don’t have conversations about caring for autistic people without autistic people in the room,” Miller said.

No one testified in opposition to LB997 and the committee took no immediate action on it.

Nebraska bill would require schools to screen for autism

The Alliance Volunteer Fire Department battled a trailer fire on Feb. 3.&nbsp;

Firefighters were dispatched to a fully involved trailer fire at approximately 8:43 p.m. near East 7th and Boyd Street.&nbsp;

Alliance Fire Chief Troy Shoemaker said the fire was deemed as an accidental cause.&nbsp;

12 firefighters were on scene to put out the fire. The scene was cleared by midnight.

The trailer was a total loss with approximately $35,000 in damage.&nbsp;

The Alliance Volunteer Fire Department was assisted by the Ogallala Fire Marshal Investigator&nbsp;Ryan Sylvester.&nbsp;

Goodwill opened recently in Alliance.&nbsp;

&nbsp;Panhandle Post asked General Manager Dawn Cline how the store will benefit the community.&nbsp;

"Well first, it'll give them someplace to take their donations," Cline said. "From what I've been hearing from the community, they're just super excited that we are here because there are not many places to buy clothes...or there's not that much of a variety. It's a nice sized store. We have job placement. We have&nbsp;vouchers if someone is in need...you know,&nbsp; phone numbers I can give them to call to help them out. I do want you to let people know that they can return items here." &nbsp;Goodwill in Alliance is currently employing nine people with another position open for a part-time employee through the company.&nbsp;

The store is also opening a drive-through drop off location on the west side of the building. Cline said she hopes that will be open by the end of the week.&nbsp;

"They're just finishing up the construction on it," Cline said. "Right now there is a sign up that says you need to come through the front door, but later this week the drive-through light will be lit up and then they can just pull right through and someone will come to the door and help them with the items...and offer them a receipt for a tax right-off."

Panhandle Post asked Cline why Goodwill decided to come to Alliance.&nbsp;

"Brent[Johnson], he's our Vice President, had plans that he would like to open up a Goodwill in the little towns around here, one each year just to offer them services and a place to shop at a really good price," Cline said. "He thought this location would be a great location since we have the open store front here."

Cline said customers can round up purchases to the nearest dollar with the additional amount donated to those in need.&nbsp;&nbsp;

According to Goodwill, when you round up the cost of your purchase those extra pennies help provide&nbsp;<a href="https://dcgoodwill.org/education2/free-job-training-programs/" target="_blank">free job training</a>&nbsp;and career coaching to people with disabilities and disadvantages, as well as Goodwill's retail associates.&nbsp;

"This is something that I've been a big&nbsp;ambassador of ever since I started working for Goodwill five years ago," Cline said. "Unfortunately, some people here don't want to round up for Goodwill services...and they'll say no because they feel like...the CEO owns a jet. I've just been really pushing it about how CEO's are owned by&nbsp;territories. It's not all owned by the same people. Our territory is for Columbus all the way to Scottsbluff. So, all of our round up that we ask for that's tax free; Tammy [Slater] our CEO, puts it into a pot and it's&nbsp;divvied between the 55 counties in our territory that help people out in need. I just want people to know; it's not lining anyone's pockets." Goodwill is yet another location that offers the Alliance community support through donations. The Mission Store downtown and the Catholic Church Collection Basket&nbsp;at 903 Big Horn Avenue are other locations that help those in need in Box Butte County.&nbsp;

"Right now there is a sign up that says you need to come through the front door, but later this week the drive-through light will be lit up and then they can just pull right through and someone will come to the door and help them with the items...and offer them a receipt for a tax right-off."Panhandle Post asked Cline why Goodwill decided to come to Alliance.&nbsp;"Brent[Johnson], he's our Vice President, had plans that he would like to open up a Goodwill in the little towns around here, one each year just to offer them services and a place to shop at a really good price," Cline said. "He thought this location would be a great location since we have the open store front here."Cline said customers can round up purchases to the nearest dollar with the additional amount donated to those in need.&nbsp;&nbsp;According to Goodwill, when you round up the cost of your purchase those extra pennies help provide&nbsp;<a href="https://dcgoodwill.org/education2/free-job-training-programs/" target="_blank">free job training</a>&nbsp;and career coaching to people with disabilities and disadvantages, as well as Goodwill's retail associates.&nbsp;"This is something that I've been a big&nbsp;ambassador of ever since I started working for Goodwill five years ago," Cline said. "Unfortunately, some people here don't want to round up for Goodwill services...and they'll say no because they feel like...the CEO owns a jet. I've just been really pushing it about how CEO's are owned by&nbsp;territories. It's not all owned by the same people. Our territory is for Columbus all the way to Scottsbluff. So, all of our round up that we ask for that's tax free; Tammy [Slater] our CEO, puts it into a pot and it's&nbsp;divvied between the 55 counties in our territory that help people out in need. I just want people to know; it's not lining anyone's pockets." Goodwill is yet another location that offers the Alliance community support through donations. The Mission Store downtown and the Catholic Church Collection Basket&nbsp;at 903 Big Horn Avenue are other locations that help those in need in Box Butte County.&nbsp;

Goodwill opens in Alliance Plaza

NORTH PLATTE&nbsp; — Troopers with the Nebraska State Patrol have arrested multiple people following separate pursuits near Ogallala.

At approximately 4:00 p.m. MT Tuesday, a trooper observed a westbound Hyundai Accent speeding on Interstate 80 near mile marker 150. The trooper attempted a traffic stop, but the driver refused to yield and accelerated to over 110 miles per hour. The trooper initiated a pursuit.

The vehicle continued westbound for several miles, weaving through traffic, with speeds reaching 115 miles per hour. The driver then voluntarily stopped the vehicle at the Ogallala exit, at mile marker 126. The driver and passenger were both taken into custody without further incident.

The driver, Ashley Passolt, 35, of Bennington, Nebraska, was arrested for flight to avoid arrest, willful reckless driving, driving under the influence, refusal of a chemical test, and traffic violations.

 The passenger, Marc Wigle, 40, of Council Bluffs, Iowa, was arrested for possession of methamphetamine and drug paraphernalia. 

At approximately 11:10 p.m. MT Tuesday, a trooper observed an eastbound Chevrolet Silverado speeding on Interstate 80 near Ogallala, at mile marker 124. The trooper attempted a traffic stop, but the driver refused to yield. The trooper initiated a pursuit.

The vehicle exited I-80 at the Roscoe interchange and began traveling southbound on county roads. After approximately 20 minutes, the vehicle lost control on a dirt road near Madrid and rolled into the ditch. Troopers were then able to take the driver into custody without further incident. The driver was not injured. The pickup was discovered to be stolen out of Colorado.

The driver, William Klingenfuss, 30, of La Marida, California, was lodged in Keith County Jail for flight to avoid arrest, willful reckless driving, possession of stolen property, no operator’s license, and traffic violations.

American Pickers to film in Nebraska

LINCOLN, Neb. (AP) — Nebraska lawmakers gave initial approval to a bill that would let workers claim religious or health exemptions to employer vaccinate mandates. 

The measure by Sen. Ben Hansen, of Blair, closely resembles a policy that’s already in place at the federal level. 

Lawmakers advanced it, 33-0, through the first of three required votes. 

It was watered down from an earlier proposal that would have let employees claim vaccine exemptions due to “strong moral, ethical, or philosophical” beliefs or convictions. 

Changes were made to address concerns of medical professionals.

PPHD to host 'Tips & Tools for Long-Term Resilience with Dr. Russ Seger'

Some of the largest bills people face each month are their utility bills. We all need electricity, water and heat! But sometimes, especially in the winter, these bills can be budget breakers. Inflation and supply issues are causing our bills to go even higher this year. Low income people who have trouble making their utility payments can get help!

The Nebraska Department of Health and Human Services (DHHS) has an energy assistance program called LIHEAP. The Low Income Home Energy Assistance Program (LIHEAP) helps low income households stay safe and healthy by providing financial assistance to offset the costs of heating and cooling. LIHEAP particularly helps households that pay a high portion of household income for home energy to meet immediate home energy needs.

The LIHEAP Program provides heating assistance, cooling assistance, year-round crisis assistance, emergency furnace repair and replacement, fan program, and weatherization services for eligible Nebraska citizens/households. LIHEAP in Nebraska is solely funded through a federal grant. Phone the Alliance DHHS office at 308-763-2900 or the state office at 402-471-3121 for information about how to apply.

Another place to contact is the local office of Northwest Community Action Partnership (NCAP). NCAP has offices in Chadron, Rushville, and Alliance. For emergency assistance in Box Butte County, phone 308-762-4960 and leave a voice mail. To receive assistance, a person would have to complete an application and verify their income. NCAP can then provide vouchers from the City of Alliance Neighbors Helping Neighbors utility assistance fund or from the Salvation Army for Black Hills Energy bills. Realize there may be a backlog of clients and it does take several days to process an application.

The City of Alliance established Neighbors Helping Neighbors to provide residents a voluntary opportunity to contribute to other Alliance residents who need assistance paying their utility bills. All donations provided through the Neighbors Helping Neighbors program are used to help residents of the City of Alliance service area to pay their delinquent city utility bills. The funds are administered by NCAP.

Black Hills Energy works with NCAP and the Salvation Army to provide emergency heating assistance to those unable to pay their company’s natural gas bill through a program called HeatShare. HeatShare is funded by the charitable giving arm of Black Hills Energy, its employees, and their customers. Assistance is available to those experiencing financial hardship. Vouchers are based on household income and can be used to help pay Black Hills Energy utility bills if the client faces a disconnect, or to help repair or replace a gas furnace, while staying under the limit of $750 a year.

Finally, the Alliance Christian Ministerial Association is able to provide $75 in assistance once every six months for utilities. The Hemingford Ministerial Association will pay a utility bill once a year as a last resort.

Poverty In Our Area: Assistance with utility bills

CHADRON – Brennan Jackson of Valentine, Nebraska, has been named the Project Strive Student of the Month for January. He is pursuing&nbsp;a double major in Elementary Education K-8 and Physical Education K-6.

Jackson, an Eagle Scout, comes from a family of teachers. His father was a high school math teacher for 33 years and Jackson’s sister, Savannah, is a CSC alumna who teaches kindergarten in Chadron.

In addition to college courses, Jackson enjoys being a tutor with the after-school program for Kindergarten through second grade students.

“The kids are full of energy all the time. We teach them activities and life lessons; things that they'll always be able to use, and help them with their homework,” Jackson said. “I do one activity where we lay hula hoops along the gym floor and they have to hop through the hoops and then play rock, paper, scissors. They learn true sportsmanship.”

He learned the power of using interactive objects to teach math from former CSC Professor Dr. Beth Wentworth.

“There's a couple of kids who are more visual learners so I'll use a marker board or sometimes I'll use crayons or counter chips as manipulatives. It really does help them because when they have trouble with patterns it's easier than explaining it. You use the manipulatives so they can see it and understand it better,” Jackson said.

Jackson praises his academic adviser, Dr. Dawn Brammer, for her helpfulness.

Brammer said Jackson is a great student with a positive attitude.

“He is always prepared for classes and goes above and beyond the requirements for courses. He is active in the after-school programs and is going to make a great teacher,” Brammer said.

Education Club is another aspect of his experience at CSC that adds to Jackson’s preparation and professional development as a pre-service teacher.

“In Education Club, you meet a lot of people who are going into the same profession as you, and you can talk about your future goals, and plan different activities around education,” Jackson said.

He is eager to begin his teaching career and applied for a substitute teacher’s license after completing a Human Relations course co-sponsored by ESU 13 and CSC.

“I'm just waiting for the Department of Education to approve it, so I can get into the schools and get some more experience before I'm done with college and will be teaching in my own classroom,” Jackson said.

He plans to teach for a couple of years and then pursue a master’s degree at CSC.

“My family used to come to the State Park and camp for a couple of weekends. We did a lot of hiking and had fun. I really enjoy this area, so I would like to find a job around here,” Jackson said.

Chadron State College’s Project Strive/TRiO program, located in the lower level of the King Library, is an academic enrichment program committed to help students succeed. Project Strive also focuses on career exploration, cultural and social enrichment and self-awareness. To be eligible for the program, a student must be one of the following: A first generation student where neither parent has a four-year degree, meet low income status based on U.S. Department of Health and Human Services criteria, or have a documented disability. Lawmakers fell five votes short of the 33 they needed to overcome a filibuster and bring the measure to a first-round vote. The 28-21 vote effectively sidelines the measure for the rest of the year. The proposal by state Sen. Tom Briese, an Albion farmer, would have allowed school districts to increase property tax collections by either 2.5% or the inflation rate, whichever is greater. The bill included exceptions for districts with large enrollment increases and other special circumstances.
