CHADRON – More than 200 Chadron State College undergraduate and graduate candidates for graduation were honored Friday in a&nbsp;<a href="https://www.csc.edu/news/story.csc?article=12598" target="_blank">combined ceremony</a>&nbsp;in the Chicoine Center.

The opening moment of reflection was offered by DeAndre Barthwell of Westland, Michigan, and the closing moment of reflection was given by Caleb Haskell of Madison, Nebraska. During the ceremony, ROTC cadet Chase Thurness of Rapid City, South Dakota, was commissioned as a second lieutenant in the U.S. Army. He will be stationed at Ft. Sill Oklahoma as an active field artillery officer.

Speaker for the event, CSC Grounds Supervisor Lucinda Mays, advised graduates that figuring out their future careers may take time, patience, and trial and error.

“The first job I had out of college was selling high school soccer tickets for six dollars an hour just to pay rent. Ten years later, I was standing in front of a television camera doing a national gardening show for PBS. You can’t plan this stuff, but you can be willing and you can be ready to try,” Mays said.

She said she knew after a short time working in a botanical garden that public horticulture was a career she would love.

“Keep trying things. Some you’ll love, some you won’t, and when you do find your love, that’s the way in. That’s when things start falling into place. That’s when you begin to figure out how to make a career doing what you love,” Mays said.

Additionally, Mays encouraged graduates to follow their own dreams and not the direction of others.

“Spend enough time alone so the voice you hear giving you advice is your own voice. Quality time alone, screen time doesn’t count. Time to go off by yourself, take a walk. Not with other people; you want it quiet so any conversation you have is just you with yourself. Or maybe take a dog. Any walk is better with a good dog,” Mays said. “Walk until your head gets clear, then begin to think about what you’re good at.”

She also urged the graduates to be willing to repeatedly practice skills they want to acquire and improve.

“When you’ve decided what work you want to try, work hard at it. Bring your whole self. Show up, be curious. Watch a colleague do something, learn from them, then practice until you can do it, too,” she said.

Mays concluded her remarks asking graduates celebrate moments like commencement and purposefully bring the good qualities they seek, such as laughter, to their workplaces.

The Super Tag lottery permit will be valid for one elk of either sex, one antelope of either sex, one deer of either sex and two turkeys. One permit will be authorized for residents only, and one permit will be authorized for residents/nonresidents. Persons may apply for the residents-only permit once per year for $25. Persons may apply for the resident/nonresident permit multiple times for $10 per application.

The Combo permit will be valid for one antelope of either sex, one deer of either sex and two turkeys. One permit will be authorized for residents only, and one permit will be authorized for nonresidents only. Qualifying persons may apply multiple times for $10 per application.

Winners will be notified in fall 2022. These multispecies lottery permits will be valid in 2022 and 2023 in open seasons.

Nebraska multispecies lottery permit applications accepted beginning Jan. 2

LINCOLN&nbsp; — As Nebraskans celebrate the holidays and ring in a new year, Nebraska State Troopers will be diligently working to keep roads safe throughout the state.

“This time of year is full of joy and celebration,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “Ensuring that you always have a sober driver is the best way to prevent this holiday season from being remembered for a tragedy.”

The Nebraska State Patrol is teaming up with law enforcement agencies throughout Nebraska for the annual&nbsp;Drive Sober or Get Pulled Over&nbsp;campaign. The effort runs from Friday, December 17, through Saturday, January 1. Troopers and dispatchers will be working overtime during this operation, thanks in part to a grant for $26,500 from the Nebraska Department of Transportation – Highway Safety Office (NDOT-HSO).

NDOT-HSO reports that in 2020, there were 1,534 alcohol-related crashes in Nebraska, which led to 76 fatalities and more than 600 additional injuries. So far in 2021, troopers have made more than 1,100 arrests for driving under the influence.

“If your holiday gatherings involve alcohol, there are many options available to find a safe ride home,” said Colonel Bolduc. “Get a ride-share, call a cab, designate a driver, or take advantage of the many community safe-ride programs and give yourself the gift of safe travel.”

Any motorist who observes an impaired driver can call *55 or 800-525-5555 to make a report directly to the nearest NSP dispatch center.

CHADRON – The Chadron State College labyrinth is featured in a recently published online index of Permanent and Landscaped Labyrinths in Universities and Colleges. A print version of the index, researched and created by Jan Sellers of Labyrinth Pathways, is also available.

CSC Art Professor Mary Donahue and her students worked with retired Instructional Designer Elizabeth Ledbetter, Grounds Supervisor Lucinda Mays, and others to plan, design and construct the&nbsp;<a href="https://www.csc.edu/news/story.csc?article=12369" target="_blank">labyrinth</a>&nbsp;west of C-Hill.

Sellers is a retired education and guidance professional who has worked in universities, colleges, schools, and in non-profit adult education in the UK and the US.

As a recipient of a 2005 National Teaching Fellowship for her work in student development at the University of Kent in the UK, Sellers was able to create the&nbsp;University of Kent’s Labyrinth Project in 2007, leading to the construction of the Canterbury Labyrinth on the Canterbury Campus.

Sellers said she featured the CSC labyrinth as a case study in&nbsp;<a href="https://eaglescsc-my.sharepoint.com/personal/tcook_csc_edu/Documents/News%202021/jansellers.com/wp-content/uploads/2021/11/Part-l-Introduction-to-Labyrinth-Index-2021-Jan-Sellers.pdf" target="_blank">Part I: Introduction</a>&nbsp;of the Index for several reasons.

“It is a fine example of a labyrinth being in an exceptional setting, in pandemic times, with whole-hearted community participation (academic and wider community) and as part of the curriculum. It's valuable to have these aspects highlighted,” Sellers said.

According to&nbsp;<a href="https://eaglescsc-my.sharepoint.com/personal/tcook_csc_edu/Documents/News%202021/jansellers.com/wp-content/uploads/2021/11/Part-ll-Labyrinth-Index-with-User-Guide-2021-Jan-Sellers.pdf" target="_blank">Part II</a>&nbsp;of Sellers’ publication, the User Guide and Index, CSC is the only college campus in Nebraska to have a labyrinth.

Sellers wrote in the index that she has been struck throughout her research by the variety of ways in which people are engaging with labyrinths “with imagination, with compassion, with energy.”

Governor Pete Ricketts appointed Tanya Roberts-Connick of North Platte as County Court Judge in the Eleventh Judicial District.&nbsp; The Eleventh District consists of Arthur, Chase, Dawson, Dundy, Frontier, Furnas, Gosper, Hayes, Hitchcock, Hooker, Keith, Lincoln, Logan, McPherson, Perkins, Red Willow, and Thomas counties.

Roberts-Connick, 47, has worked in the Lincoln County Attorney’s Office since 2000.&nbsp; She served as Deputy County Attorney from 2000 to 2012, with experience in both the child support enforcement division and the criminal division.&nbsp; She has been Lincoln County’s Chief Deputy County Attorney since April 1, 2012.&nbsp; In this capacity, she has represented the State of Nebraska in criminal, juvenile, and Mental Health Board proceedings as well as having responsibility to supervise and train staff.&nbsp; Prior to her time with the Lincoln County Attorney’s Office, Roberts-Connick worked for the Nebraska State Patrol as a law clerk from 1998 to 2000.

Roberts-Connick holds a Bachelor of Arts in Psychology from Nebraska Wesleyan University and a Juris Doctor from the University of Nebraska-Lincoln College of Law.&nbsp; She is a member of the Nebraska Bar Association and the Nebraska County Attorneys Association.&nbsp;

Since 2017, Roberts-Connick has served on the Nebraska Attorney General’s Office Human Trafficking Task Force as Lead for the West Region, composed of 27 counties in Western Nebraska.&nbsp; She’s also been a member of Lincoln County’s Coordinated Response Team for Domestic Violence, its Sexual Assault Response Team, and its Human Trafficking Task Force.&nbsp;

Chief Deputy Lincoln County Attorney appointed as judge by Gov. Ricketts

Families and businesses with healthy finances follow a budget.&nbsp; Families have to monitor their spending to meet day-to-day needs and be prepared for future expenses.&nbsp; Businesses have to keep costs lower than revenues to meet payroll and make a profit.&nbsp;

State government is no different.&nbsp; We have to set a budget and stick to it to be successful.&nbsp; As public servants, we have a special obligation to be responsible with taxpayer dollars.

Before I took office,&nbsp;State spending was growing at 6.5% a year—an unsustainable pace.&nbsp; During my time as Governor, the State has passed four budgets.&nbsp; We've successfully limited&nbsp;the average annual&nbsp;rate of growth to 2.5%.&nbsp; At the same time, we’ve&nbsp;improved the delivery of government services to our customers—the people of Nebraska.&nbsp; We’ve also&nbsp;achieved strong&nbsp;economic&nbsp;growth in Nebraska. &nbsp;This has increased&nbsp;State revenues, which continue to surpass expectations.

This combination of budget discipline and growth has made it possible for the State to deliver historic amounts of tax relief.&nbsp; Nebraskans will see&nbsp;over $2.0 billion of total tax relief over the next two years, including $1.9 billion in direct property tax relief.&nbsp; This is the equivalent of 20% of our General Fund budget going to tax relief.&nbsp;

As my team prepares for the 2022 legislative session, I have three priorities to control spending and maintain our state’s financial health.&nbsp; First, Senators must&nbsp;slow&nbsp;growth&nbsp;of&nbsp;local government&nbsp;taxes&nbsp;to protect the property tax relief we’ve delivered. &nbsp;Second, the State must use federal stimulus funds&nbsp;to support one-time projects rather than creating new programs that will require ongoing funding. &nbsp;Third, Senators must stick to the two-year budget passed last year and avoid adding new spending.

In the 2021 legislative session, I supported&nbsp;LB 408&nbsp;to limit&nbsp;the&nbsp;annual growth of local government property taxes to 3%. &nbsp;This reasonable&nbsp;limit&nbsp;would have prevented property tax bills from increasing faster than families can afford.&nbsp; We nearly advanced the bill, falling just 4 votes short of moving it forward. &nbsp;In 2022, I’ll work with Senators on new plans to&nbsp;slow&nbsp;property tax growth to ensure our property tax relief benefits hardworking Nebraska families.

As we look to&nbsp;restrain local tax increases, we&nbsp;must also&nbsp;guard against the expansion of&nbsp;state government.&nbsp;&nbsp;During next year’s 60-day session, the Legislature will decide how to spend funds received by the State as part of the American Rescue Plan Act (ARPA) of 2021.&nbsp; Senators need to make sure these one-time ARPA dollars are devoted to one-time projects. &nbsp;Otherwise, the ARPA money could end up growing the size of government and putting the burden on future generations of Nebraskans to pay for it.

Finally, Senators need to be prepared to say “no” to special interest groups looking to take advantage of the State’s strong financial position.&nbsp; We worked hard to rein in spending when setting the current two-year budget.&nbsp; Now isn’t the time to take on more spending with costly budget adjustments.

Nebraska has a rock-solid tradition of financial responsibility. &nbsp;Moody’s Investors Services ranks us&nbsp;as&nbsp;the least indebted state government in the country.&nbsp; Since 2011, the State has achieved a AAA credit rating from S&amp;P Global—the highest rating possible.&nbsp; In September, Truth in Accounting ranked Nebraska #7 nationally in its 2021 Financial State of the States.&nbsp; “Unlike most states, Nebraska had more than enough resources available...to pay all of its bills, including public employees’ retirement benefits,” said the report.&nbsp;&nbsp;“This means Nebraska’s elected officials truly balanced their budgets.”

We have to set a budget and stick to it to be successful.&nbsp; As public servants, we have a special obligation to be responsible with taxpayer dollars.Before I took office,&nbsp;State spending was growing at 6.5% a year—an unsustainable pace.&nbsp; During my time as Governor, the State has passed four budgets.&nbsp; We've successfully limited&nbsp;the average annual&nbsp;rate of growth to 2.5%.&nbsp; At the same time, we’ve&nbsp;improved the delivery of government services to our customers—the people of Nebraska.&nbsp; We’ve also&nbsp;achieved strong&nbsp;economic&nbsp;growth in Nebraska. &nbsp;This has increased&nbsp;State revenues, which continue to surpass expectations.This combination of budget discipline and growth has made it possible for the State to deliver historic amounts of tax relief.&nbsp; Nebraskans will see&nbsp;over $2.0 billion of total tax relief over the next two years, including $1.9 billion in direct property tax relief.&nbsp; This is the equivalent of 20% of our General Fund budget going to tax relief.&nbsp;As my team prepares for the 2022 legislative session, I have three priorities to control spending and maintain our state’s financial health.&nbsp; RAPID CITY, S.D. (AP) — A former Rapid City priest convicted of stealing donations from Catholic churches is appealing his sentence. 

Marcin Garbacz’s attorney told Eighth Circuit appeals court judges Thursday that the priest was ordered to pay restitution for money that wasn’t necessarily stolen.

 But the prosecutor, Assistant U.S. Attorney Kevin Koliner, said the priest deposited about $260,000 in cash that couldn’t be otherwise explained.

 After a weeklong jury trial in early 2020, Garbacz was convicted for stealing from three Catholic churches in Rapid City over several years.

 The jury found him guilty of 50 counts of wire fraud as well as money laundering, transporting stolen money, and filing false tax returns.

Two firefighters received minor injuries in the blaze at Sylvan Lake Lodge in Custer State Park.

 The Custer Volunteer Fire Department said no guests of the multi-story hotel were hurt.

 Firefighters discovered a “free burning fire” when they arrived at the lodge Saturday night, with heavy smoke and flames extending to the roof. 

Authorities say freezing temperatures, narrow roads covered with ice and snow, and darkness added to the difficulty of dealing with the blaze.

 The stone-and-timber lodge was built in 1937, funded in part through Depression-era New Deal programs. A wing was added in 1991.

LINCOLN, Neb. (AP) — A new analysis has found that Nebraska could save money and keep the state’s most troubled youths closer to home by starting a state-run adolescent psychiatric facility. 

The Omaha World-Herald reports that the analysis was presented to the Legislature’s Youth Rehabilitation and Treatment Special Oversight Committee on Friday. 

Karen Chinn, a consultant who worked on the study, said Nebraska youths are going to other states because private, in-state treatment programs will not take them.

Hits 'keep coming': Hospitals struggle as COVID beds fill

A new class of Nebraska State Troopers was sworn-in today and is ready to begin their careers serving Nebraska. The members of the 65th&nbsp;Basic Recruit Class in Nebraska State Patrol history received their badges and took the oath of office at the State Capitol today.

“Every graduation marks a milestone, not only for our new troopers, but for our entire agency,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “These new troopers join a proud history of dedication to public service that is on display every day across Nebraska. They are well trained and eager to serve. We are proud to have them join our team.”

The thirteen members of Camp 65 come to NSP from communities across Nebraska, Iowa, and Illinois. The newly sworn-in troopers have completed 22 weeks of intense training, including extensive live-action training scenarios and rigorous academic instruction. Their training now continues in the field, pairing with veteran troopers in the field training process.

Outstanding performance in several areas of training was recognized with awards during the graduation ceremony. Recruit Mara Tighe, of Norfolk, received the Captain Mark Williams Core Values Award. Recruit Philip Parish, of North Platte, received the Superintendent’s Leadership Award, as well as the O. H. Witt Academic Achievement Award. Recruit Griffen Vater, of Beatrice, was honored with the R. J. Buchholz Physical Fitness Award, as well as the D. R. Shearer Marksmanship Award.

Governor Pete Ricketts and Attorney General Doug Peterson provided remarks during today’s graduation ceremony, held in the rotunda of the Nebraska State Capitol. Secretary of State Bob Evnen administered the oath of office.

Nebraska State Patrol graduates 65th Recruit Class

Members of Western Heritage Federal Credit Union – with branches located in both Alliance and Scottsbluff, Nebraska – voted overwhelmingly in favor of a merger with Meridian Trust Federal Credit Union. The two credit unions will merge under the banner of the Meridian Trust name effective January 1st, 2022.

Western Heritage, with $65 million in assets and over 8,000 members, will combine with Meridian Trust’s $583 million in assets and more than 31,000 members.

Meridian Trust Announces Merger  with Nebraska Credit Union

OMAHA, Neb. (AP) — At least two dozen tornadoes tore through parts of Nebraska and Iowa earlier this week as part of a powerful storm system that swept across the Great Plains and Midwest earlier this week. 

The National Weather Service on Friday confirmed tornadoes that stretched across a swath from south-central Nebraska to northeastern Iowa. 

The service says more tornadoes in those states are likely to be confirmed as storm teams continued to assess damage on the ground Friday. The service says nine of those tornadoes rated an EF2, with wind speeds of 111-135 mph. 

The others were moderate EF1 or weak EF0 tornadoes.

At least 24 tornadoes confirmed this week in Nebraska, Iowa

OMAHA, Neb. (AP) — Nebraska’s unemployment rate dropped once again to the lowest level on record in November, beating the previous national record it set the prior month. 

The state Department of Labor reported a seasonally adjusted unemployment rate of 1.8% last month, down from 1.9% in October. No other state has seen its rate drop below 2% since data collection began in 1976. 

Nebraska has maintained its status as the state with the lowest rate through much of the pandemic. The October rate was down slightly from the September rate of 2%. 

Nebraska has struggled with a chronic worker shortage even before the pandemic, a trend that has driven up wages and made it difficult for employers to hire and expand.

Local Schools are on alert today after a post&nbsp; Thursday on the social media platform Tik Tok reportedly was pushing students to threaten voilence within schools on December 17.&nbsp; Reports from local schools say they are all monitoring the situation and taking&nbsp;precautions&nbsp;

Chadron public schools issued the following release Friday morning.&nbsp; 

“Late yesterday afternoon we were notified of a troubling post on the social media platform TikTok. The post is pushing students to threaten gun violence within schools on December 17.&nbsp; The post did not originate locally. While we are not aware of any evidence of a credible threat to our schools, we are monitoring the situation and taking it seriously. In addition to notifying staff to be aware and vigilant, the district has been in contact with the Chadron Police regarding the post. We will have an increased police presence in and around our buildings. We appreciate your support.”

&nbsp;The Associated Press reports... Some parents kept their children home, police stepped up patrols and educators tightened security protocols Friday in response to viral TikTok posts alluding to unconfirmed threats of violence that raised anxiety levels at schools nationwide. With stress levels already soaring from the effects of the pandemic and a rash of hoax threats following a deadly school shooting in Michigan on Nov. 30, districts said they were taking precautions out of an abundance of caution. TikTok has said it is working with law enforcement to look into the warnings. In Twitter posts on Friday, the company said it had not found content promoting violence at schools but found videos discussing the rumor and warning others to stay safe.

Earlier today&nbsp;&nbsp;Public schools in Rapid City closed after a social media post threatened a middle school amid nationwide TikTok posts warning of shooting and bomb threats. The Rapid City Police Department says officers believed the threatening social media post directed at "a North Middle School” had originated in Iowa. The department said Rapid City Area Schools canceled classes out of caution for the safety of students. The social media threats had many educators on edge as they circulated in the aftermath of a deadly school shooting in Michigan, which has been followed by numerous copycat threats to schools elsewhere.

Local Police Departments will continue to monitor.

More than 20 unconfirmed tornadoes were reported Wednesday, mostly in eastern Nebraska and Iowa. 

Hundreds of thousands of homes and businesses remain without power Thursday.

Chadron State College is expanding upon the Nebraska State College Tuition Guarantee program to include out-of-state students, providing Pell eligible new freshmen and transfer students opportunities to complete their degrees tuition-free.

“Governor Ricketts and the Department of Economic Development recently launched ‘The Good Life is Calling’ campaign, promoting the unmatched quality of life, affordable housing, and top-notch schools that Nebraska has to offer to recruit individuals and families to the State,” said Dr. Paul Turman, Chancellor of the Nebraska State College System. “Nebraska is also a great place to complete your degree.”

The Nebraska State College Tuition Guarantee ensures that Nebraska resident students, and out-of-state new freshman and transfer students who are Pell eligible, can attend Chadron State College tuition-free.

Qualified new freshmen and transfer students pursuing an undergraduate degree will receive a combination of federal grants, state or private grants, institutional scholarships, or Foundation scholarships to fill any tuition gap left after the Pell Grant. The Nebraska State College Tuition Guarantee does not cover additional costs such as room and board, books, and fees. The student’s private or community scholarships will not be considered when providing support to cover tuition costs.

The Nebraska State College Transfer Guarantee removes academic and financial barriers for transfer students. The Guarantee promises students that up to 66 hours of transfer coursework will be accepted from accredited two-year institutions while also providing institutional support to assist students on their degree pathways. In addition, students who have completed an Associate of Arts or Associate of Science degree will automatically have all general studies requirements fully met. The tuition guarantee ensures Pell-qualified resident and non-resident transfer students can attend Chadron State College tuition-free.

The Nebraska State College Tuition Guarantee is renewable for up to four years as long as the student remains Pell eligible, in good academic standing, and continues as a full-time on-campus student.

Eliminating obstacles in awarding transfer credit is vital for transfer students to continue and complete their four-year degrees. Expanding transfer credit opportunities for transfer students from all accredited two-year institutions allows these students to transfer in additional credits, complete their four-year degrees in less time, and incur less debt.&nbsp;

The Guarantee promises students that up to 66 hours of transfer coursework will be accepted from accredited two-year institutions while also providing institutional support to assist students on their degree pathways. In addition, students who have completed an Associate of Arts or Associate of Science degree will automatically have all general studies requirements fully met. The tuition guarantee ensures Pell-qualified resident and non-resident transfer students can attend Chadron State College tuition-free.To qualify for the Tuition Guarantee, students must:<ul>
 <li>Be designated as a first-time freshman or an incoming transfer student;</li><li>Be admitted to Chadron State College;</li><li>Be Pell Grant eligible as determined by the FAFSA, which should be completed on or before April 1 to receive priority consideration; and</li><li>Enroll in a minimum of 12 credit hours per semester, including one or more on-campus classes.</li>
 </ul>The Nebraska State College Tuition Guarantee is renewable for up to four years as long as the student remains Pell eligible, in good academic standing, and continues as a full-time on-campus student.Eliminating obstacles in awarding transfer credit is vital for transfer students to continue and complete their four-year degrees. Expanding transfer credit opportunities for transfer students from all accredited two-year institutions allows these students to transfer in additional credits, complete their four-year degrees in less time, and incur less debt.&nbsp;

The 80th Annual Stockholders’ Meeting of Western Cooperative Company (WESTCO) took place Wednesday, December 15 at the Westside Event Center in Alliance. Over 100 people attended the meeting.

Controller Shawn Nelson presented the financial reports for the 2021 fiscal year, showing the cooperative had $124 million in Sales and generated a Net Savings of $11.4 million.

In the Annual Board Report, Chairman Erik Peterson, of Gering, informed the members that 2021 was WESTCO’s best year in history and the Board approved Equity Redemption for all members age 70 and older. In total, WESTCO is returning $4 million in cash back to members, following the Annual Meeting.

President &amp; CEO David Briggs, reviewed the six divisions that serve the members, highlighting many positives for the year, including a three percent rise in propane volume, a six percent increase in fuel volume, a 13 percent increase in feed volume, a 25 percent increase in chemical volume and a record year for fertilizer tons.

The Board recognized Matthew Ardissono, of Oshkosh, who fulfilled his term on the Board. Overall, Ardissono served on the WESTCO Board of Directors for four years. In other business, Tim Campbell, of Hemingford, was re-elected to serve another term, while Josh Payne, of Hemingford, was elected to join the Board of Directors.

WESTCO holds Annual Stockholders Meeting

Two big jackpots are up for grabs in the next Powerball® and Mega Millions® drawings. Because of these high jackpots, the Nebraska Lottery reminds customers to play responsibly.

A string of drawings without a jackpot winner has grown the estimated Powerball jackpot to its highest level since October. There have been 31 consecutive drawings since October 6 without a jackpot winner. This run has grown the estimated jackpot for the Saturday, December 18 drawing to $353 million or $256 million with the cash option selected.

Mega Millions has also seen its jackpot grow over the last few months. There have been 15 drawings since October 26 without a jackpot winner. The estimated jackpot for the Friday, December 17 drawing is $160 million or $115.7 million with the cash option selected.

The dual jackpot runs have produced some large Nebraska winners.

The largest Mega Millions jackpot on record occurred in October 2018 when one winner in South Carolina won a $1.537 billion jackpot. The largest Powerball jackpot on record occurred in January 2016 when three winners in California, Florida and Tennessee split a $1.586 billion jackpot.
