City of Alliance announce yard waste collection end dates

The Nebraska Department of Transportation (NDOT) is reminding motorists that there’s no place for distracted driving on Nebraska roads ahead of the home Husker football game against Ohio State.

With additional traffic in and around Lincoln and Memorial Stadium on gameday, NDOT strongly encourages drivers to put down their cell phones and pay attention to the road.

Nebraska law bans all cell phone use for drivers 18 years old and younger. And state law outlaws texting while driving for all motorists on Nebraska’s roads and highways. Fines are $200-300 plus 3 points against a driver’s license.

In addition to being against the law, texting while driving is dangerous. Cell phone use while driving lead to 1.6 million crashes each year. If you send a text that takes five seconds to type when you’re going 55 miles per hour, that’s like driving the length of an entire football field with your eyes closed.

This year, there have been 185 Nebraska traffic deaths to date. So put on your seat belt, put down your phone, and drive with care – lives depend on it.

Also, drivers should prepare for heavy traffic after the game. NDOT encourages fans to continue using NDOT’s recommended routes to and from Memorial Stadium:

For drivers arriving in Lincoln on I-80 from the west: Take Exit 397 (south U.S. Highway 77 (US-77)) to Rosa Parks Way into downtown Lincoln.

For drivers arriving in Lincoln from the east: Take Exit 401 to south Interstate 180 (I-180) into downtown Lincoln.

 In many cases, high-ranking church leaders knew about the abuse but didn’t report it to the authorities. 

Attorney General Doug Petersons said at a news conference Thursday that prosecutors can’t bring charges against any current or former church officials because the statutes of limitations have expired in the vast majority of cases.

 He says one case where charges would be possible, the accuser declined to participate in a prosecution. 

The report outlines each known case going back to the 1930s. More than 90% of the victims were boys.

Nebraska AG finds 258 victims of Catholic church sex abuse

MELBETA, Neb. (AP) — The Nebraska DNA lab is evaluating human remains found in Scotts Bluff County in hopes of identifying the victim.

 The Scottsbluff Star-Herald reports that a man setting up a goose blind near the North Platte River discovered the remains on Oct. 18 on property between Minatare and Melbeta. 

Chief Deputy Troy Brown says the hunter found part of a lower arm bone and a piece of cloth. 

Forensics pathologists confirmed the arm bone is from a human. 

DNA taken from bone marrow extracted from the bone will be compared to DNA of people from the area who are listed as missing.

The United Way awarded $1,000 to the Chadron Backpack Program/Chadron Kiwanis to ensure that local kids have food for the weekend. They also donated $500 to Closer to Home and $250 to the Crawford Food Pantry.&nbsp;

"It is great to be able to give to the community and directly help those that are experiencing food insecurity," United Way Director Karen Benzel said. "By giving money directly to the Chadron Backpack Program, Closer to Home and Crawford Food Pantry we can help ensure kids don't go hungry on the weekend."

American Legion Post #7 to hold annual Veteran's Day Parade in Alliance 

Bailey Oetken, of Marsland, has been selected as Mid-Plains Community College’s Nursing Student of the Month for October.

Oetken graduated from Sioux County High School in Harrison in 2019. She is on track to obtain a degree from MPCC in 2023.

“I chose MPCC because it’s not too far away from home, has a good nursing program and is cost-friendly,” Oetken said. “The college has provided me with a good education and has introduced me to some of my closest friends. The instructors have pushed me to be my best and have supported me throughout the entire process.”

Students of the month are nominated by faculty in MPCC’s nursing department. Their academic performance as well as their drive, organizational skills, bedside manner, dependability and ability to work on their own as well as part of a team are among the attributes considered.

“Bailey works hard to do well in school, excels in her academics and is consistently kind, caring and a team player,” said Lana Albrecht-Watson, associate degree nursing instructor. “Bailey has a positive attitude and is often seen building others up.”

Mandy Flesch, nursing instructor, said she nominated Oetken because Oetken’s light shines bright as a student.

“Bailey is a very hard-working student who spends countless hours studying in the success center with her fellow peers,” said Flesch. “She is always willing to answer questions and ask questions if something is unfamiliar to her. Bailey thoroughly completes all her work and seeks to learn all she can about the topic at hand. During our clinical time, she is more than willing to help assist not only her fellow students with their needs but also any of the other nurses that are working on the floor.”

Oetken’s future plans include becoming a registered nurse then, while working as a RN, pursuing a Bachelor of Science in Nursing degree.

“I am interested in travel nursing and pediatric nursing,” said Oetken. “I am mainly focused on the now, but I am excited to see where the future takes me.”

Oetken volunteers her time to help with the blood drives on campus. Outside of college she enjoys music, drawing, painting and playing sports.

Her parents are Greg Oetken, of Marsland, and Janet Victory, of Stapleton.

Marsland woman named MPCC Nursing Student of the Month

RAPID CITY, S.D. (AP) — Authorities say two men have been arrested in connection to the killing of a Rapid City man whose body was found next to a highway. 

The Pennington County Sheriff’s Office says 25-year-old Jacob Stanton and 29-year-old Andrew Thorson, both of Rapid City, are charged with accessory to murder in the death of  24-year-old Dhani Aronson. 

A passerby called dispatchers about 7 a.m. Monday to report finding a body in a ditch off Highway 16 near Rapid City. 

An autopsy ruled the death to be a homicide but authorities have not said how Aronson died. 

An investigator says more charges are possible.

Knight Museum & Sandhills Center announce annual Christmas Festival

OMAHA, Neb. (AP) — A leading Nebraska senator who helps create the state budget says he’s already getting requests for how to spend the state’s share of federal pandemic relief money, and he’s expecting a lot more. 

Sen. John Stinner, chairman of the Legislature’s Appropriations Committee, says he has spoken with groups including Nebraska’s child welfare and developmental disability service providers. 

Stinner, of Gering, says the providers are under compeititve pressure to keep workers because they aren’t able to pay as much as other employers. 

Stinner says he also expects pressure to spend the money on jobs programs and broadband service. 

His comments came at a public question-and-answer session hosted by the OpenSky Policy Institute, a Lincoln-based tax policy think tank.

Nebraska budget chair expects many requests for federal cash

OMAHA, Neb. (AP) — Health officials in Nebraska say they’re expecting 64,200 initial doses of the coronavirus vaccine for children ages 5 to 11.

 The allocataion is enough to cover nearly 35% of the 186,200 Nebraska children who fall in that age range. 

Don Herrington, the acting director of the state Department of Health Services, recommends that parents have their children vaccinated against COVID-19.

 He says pediatric vaccinations will be available in some areas at special vaccination clinics arranged with schools and local health care providers.

 Retail pharmacies and more than 900 providers such as pediatricians and community health clinics also will provide the vaccinations to children.

“Contact and Conflict: The Monumental Story of Nebraska and the Indian Wars” by historian Jeff Barnes is a chronological telling of the meetings of Native American and European Americans in Nebraska, from peace through war, as commemorated in historical monuments and markers. These memos from the past mark councils, trading and military posts, treaty sites, battles and massacres originating with the differing cultures on the Plains.

The presentation is in conjunction with Barnes’s newest book, Cut in Stone, Cast in Bronze: Nebraska’s Historical Markers and Monuments. Sponsored by the Nebraska State Historical Society Foundation, the book is a full-color, comprehensive guide to the nearly 300 monuments, statues, markers, and plaques erected and placed across the state from Territorihood to the 1967 Centennial in commemoration of historical events, places, and people. In addition to the photographs of the markers and the history behind them, Barnes has included the locations and GPS coordinates to allow for site visits.

The Pfizer COVID vaccine is over 90% effective at preventing COVID in children ages 5 through 11 years. Getting your child vaccinated can help protect them against COVID, as well as reduce disruptions to in-person learning and group activities by helping curb community transmission.

COVID vaccines have undergone—and continue to undergo—the most intensive safety monitoring in U.S. history. In clinical trials of about 3,000 children, serious side effects were rare and self-limiting.

After getting a COVID vaccine, children may have some side effects similar to those seen in adults and with other vaccines. These are normal signs that their body is building protection, but they should go away in a few days.

Vaccinations have protection against all known variants, including Delta. For anyone age 5 and older, please get vaccinated. COVID vaccine is widely available across the Panhandle and there is no charge for the vaccine.

PPHD: 244 more virus cases reported in the Panhandle 

During the Nov. 2 Alliance City Council meeting, council approved a new municipal code amendment for publicly shared electric scooters.&nbsp;

This will allow the use of electric scooters, bicycles and other modes of transportation in the city's right-of-way.

Bird Rides Inc. will provide the scooters.&nbsp;Bird is an electric scooter rental service.&nbsp;

Alliance Mayor Mike Dafney asked Alliance Police Chief Philip Lukens if he had any concerns on adopting the code amendment during the Oct. 19 first reading of the ordinance.&nbsp;

"No," Lukens said. "From our standpoint, I've seen them just last weekend in Lincoln. They're all around downtown and they have a lot more foot traffic, a lot more population. I did not see them laying on the sides or in the gutters or anything like that. It seems like people utilized them...from what I was able to ask a couple restaurant owners there because they knew that we were doing this. They said pretty much people take them right to the stands. The people that are utilizing them find them to be very handy. They're used a lot during the games down by the stadium. My biggest concern I had was that they would not be placed back in the racks and that we're going to find them here and there. I think that's the big concern that we want to try to really watch for and continue to work with the community and make sure they do that. But at the end of the day, if they're not returned the batteries aren't being charged. I think in general it's a good idea. They do have a GPS in them. It's not like we're worrying about these thefts. If they show up in somebody's backyard they're going to be able to notify us and we'll be able to have a discussion with somebody."

Lukens thinks the electric scooters will benefit the community.&nbsp; "The more active they are in the community; this is what we did with the painting of the crosswalks, some of those things to get people out actively in a community are signs of a healthy community," Lukens said. "It's that sign of a good quality of life...exactly what we are trying to accomplish for people to feel like they're safe in our city to go out and enjoy it." Councilman Earl Jones asked if you have to have a phone app to unlock the scooters.&nbsp; "Yeah, you have to be a part of the system," Lukens said. "Again, if you leave it in the middle of the sidewalk, we know who to track down. The city is not that big, we can go contact that person. Again, from what I heard from other people that's a rarity. It didn't seem like it was an issue and that's downtown Lincoln." Councilman Annora Bentley said, "I was just kind of curious about how they monitor the fact that they are used only by persons 16 years of age and older? Is there some tracking&nbsp;mechanism in that app?" "Technically, I don't think that's all the way possible, but I think it's a good way possible," Lukens said. "Because nowadays when you set up a cellphone for your kids on a cellphone account, you put in their&nbsp;accurate date of birth and they [app] recognize that a parent has to do certain&nbsp;authorities. For instance, my own kids they can get on the internet, but there are certain things they can't go to because the phone knows that it's a minor's phone. And so, the same thing with that app. Minors just can't download apps. Can somebody fault that system, yeah,&nbsp;absolutely. Somebody can set up a phone and give&nbsp;fictitious information...and utilize the system that way. A parent could active it and let their kid ride take off riding it. Again, I don't know how many parents are going turn their kids lose on an electronic scooter when they are 8. I don't see that being as big of an issue."&nbsp;&nbsp;

-Approved an ordinance on the dissolution of the Park and Tree board. It will be replaced with an advisory board.&nbsp;

-Approved an ordinance on a street revenue bond on first reading. This relates to the City's General Obligation Highway Allocation Fund Pledge Bonds in the aggregate principal amount not to exceed $3,200,00. That money will be used for paying construction costs and improving certain streets in the city.&nbsp;

-Approved the purchase of a 2022 Ford F-250 4x4 pickup for the Electric Department from Cover-Jones Motor Company in Alliance. This pickup will replace the 2016 Ford F-250 pickup, which will be transferred to the Parks Department.&nbsp;

-Approved a bond intent for the Alliance library HVAC replacement project.&nbsp;

-Approved the fourth quarter financial statement and presentation from Randy Waggener.&nbsp;

That money will be used for paying construction costs and improving certain streets in the city.&nbsp;-Approved the purchase of a 2022 Ford F-250 4x4 pickup for the Electric Department from Cover-Jones Motor Company in Alliance. This pickup will replace the 2016 Ford F-250 pickup, which will be transferred to the Parks Department.&nbsp;-Approved a bond intent for the Alliance library HVAC replacement project.&nbsp;-Approved the fourth quarter financial statement and presentation from Randy Waggener.&nbsp;

Income tax was established by the 16th Amendment to the Constitution in 1913. Congress levied a 1% tax on incomes over $3,000, and an additional 6% on incomes over $500,000. An average worker earned $2.50 for an entire 10-hour day. Only 3% of American households paid federal income tax. Prior to that time the federal government received income through tariffs and excise taxes, which increased the price of goods so much that working people were paying 50% of their income for taxes. Wealthy people spent only a fraction of their income and invested the rest, so their effective tax rate was significantly lower. Therefore, income tax was created to be progressive, taxing the wealthy at a much higher rate than the poor.

The top tax bracket rate is highest when America is working to pay down debt, especially after wars. In 1918 the top tax rate was raised to 77% on incomes over $1,000,000 to pay for World War I. From 1944 to 1963 the top tax rate was 91-92% because of World War II. This makes our rate of 37% on those earning over half a million dollars look pretty darn reasonable!

Last week I read a column on Panhandle Post that made me realize that people don’t really understand how our federal income tax system works. The argument was that our income tax system is structured with higher rates for people who earn more, and that is essentially unfair; therefore, it should be replaced with a flat tax.

There is a certain amount of truth in his argument, as there always is in propaganda. Higher incomes do pay a higher percentage in income tax. However, it was designed that way because almost all the other taxes we pay are regressive – they hit lower income people much harder than the wealthy.

Income tax was designed to be progressive. That means our incomes are broken into brackets. Income taxes are graduated, so you pay different rates on different amounts of taxable income, based on the amount in that bracket. And wealthy people do pay a higher percentage.

Realize that your highest tax bracket doesn't reflect how much you pay in federal income taxes. If you're a single filer in the 22 percent tax bracket for 2021, you don't pay 22 percent on all your taxable income. First you subtract a standard deduction, $12,550, on which you owe no tax. You pay 10 percent on taxable income up to $9,950, 12 percent on the amount from $9,950 to $40,525 and 22 percent above that (up to $86,375). A single person who earned $86,375 would pay $11,990, which is an effective tax rate of 13.9%.

Other brackets exist at 24%, 32%, 35%, and 37%. Incomes over $523,600 ($628,300 for joint filers) pay 37% on any earnings over that amount.

When the columnist said that a person earning $523,601 would have to pay 37% of their income in taxes, he was wrong! They would only pay 37% on the one dollar in that bracket.

Also realize that your taxable income is what you have earned after deductions. For 2021 the standard deduction for single filers is $12,550; for couples filing jointly $25,100. You subtract this amount from your total income before any taxes are considered. Or you could subtract amounts for a number of deductions from your income if you choose to itemize. And after you have calculated taxes owed, there are a number of credits that can be subtracted to reduce the amount you owe. These credits cover things such as children or other dependents, health care, education, or savings for retirement.

The average household income in Box Butte County is $54,000. After subtracting the standard deduction, the taxable income is $28,900. The family then pays 10% on the part of that income that is between $0 and $19,900. They pay 12% on the remaining $9,000. (The tax tables calculate this for you.) Their tax at this point is $3,070, which is an effective tax rate of 5.685%. Then they get to subtract any tax credits they are eligible for. For each child they subtract either $3,000 or $3,600, depending on the child’s age and whether they have opted to receive these amounts in early monthly payments. They may also have credits for school tuition or IRA savings. Many families in Box Butte County would not owe any income tax, and most would receive a large refund of what was withheld from their paychecks.

SCOTTSBLUFF&nbsp; — Troopers with the Nebraska State Patrol have arrested two people after finding 37 pounds of marijuana, psilocybin mushrooms, and a loaded handgun during a traffic stop on Interstate 80 near Kimball.

At approximately 11:50 a.m. MT Tuesday, a trooper observed an eastbound Dodge Durango speeding on I-80 near mile marker 18. During the traffic stop, the trooper became suspicious of criminal activity. A search of the vehicle revealed 37 pounds of marijuana, more than a pound of psilocybin mushrooms, and a handgun.

The driver, Myra Williamson, 19, of Turlock, California, and passenger, Andrew Mendoza, 22, of Keyes, California were both arrested for possession of a controlled substance, possession of marijuana – more than one pound, possession of a firearm during a drug violation, and no drug tax stamp.

Alliance library to hold special November events

OMAHA, Neb. (AP) — Attorneys for Republican Rep. Jeff Fortenberry of Nebraska have asked a judge to dismiss federal charges accusing him of lying to FBI agents who were investigating illegal campaign contributions. 

Attorney John Littrell argued in a court filing Tuesday that the charges were incorrectly filed in California because the nine-term congressmen spoke to federal agents once in Nebraska and once in Washington, D.C. Prosecutors say Fortenberry’s statements affected their California-based investigation into illegal donations. 

Fortenberry received the illegal contributions from a Nigerian billionaire, Gilbert Chagoury, using a middleman at a 2016 fundraiser in Los Angeles.

 Fortenberry has said he was misled and that he didn’t know the campaign contribution originated with Chagoury.
