OMAHA, Neb. (AP) — A state contractor that places Omaha-area children in foster homes and checks on their welfare has been temporarily barred from taking any new cases because it’s struggling to fulfill the requirements of its contract.

 The Nebraska Department of Health and Human Services set the 60-day restriction, starting Friday, on Kansas-based St. Francis Ministries.

 State officials also granted the provider a probationary license as a child placing agency. 

The department says state child welfare workers will handle new cases in Douglas and Sarpy counties during the probationary period. 

The state will rely on existing staff members to manage cases and hire additional workers.

“As fans come to Lincoln to root on the Huskers, let’s all work together to make sure everyone arrives at their destinations safely,” said Colonel Bolduc. “Avoid distractions and be ready for slow moving traffic, always have a sober driver, and always wear a seat belt.”

The Nebraska football team has five remaining home games in the next two months, beginning tomorrow. During those gamedays, troopers will perform duties both inside and outside the stadium, as well as on the roads around Lincoln. The NSP Aviation Support Division will once again provide assistance from the air to direct troopers patrolling the road. Husker fans can also hear live traffic reports from Trooper Dave during pregame and postgame coverage on the Huskers Radio Network broadcast.

This special effort is made possible thanks in part to a grant for $5,900 from the Nebraska Department of Transportation – Highway Safety Office.

By THERESA MAHER <a href="https://www.cablefax.com/">Cablefax</a> If you thought Gary Shorman would slow his pace after stepping down as president and CEO of Eagle Communications following its purchase by GTCR and Mega Broadband in 2019, guess again. Even on a normal weekday in August when we sat down to talk to him, Shorman was getting ready to put on one of his many hats.

“It seems like summer is at an end and I have a fundraiser tonight that most people never have an opportunity to participate in — a duck derby where plastic ducks race around a water park area, and give away $10,000,” Shorman says.

The event was to raise money for Big Brothers Big Sisters, just one of the many ways the jack-of-all-trades is dividing his time these days.

While his first love and his gateway into Eagle Communications was radio, the company shifted him toward cable early on. He took his position at Eagle as radio manager in 1985 and then moved into a leadership role after a few years that included oversight of the cable television side of its business.&nbsp;<a href="https://eagleradio.net/">The Kansas-based media company still operates 28 radio stations in Kansas, Nebraska and Missouri,</a>&nbsp;with Shorman serving as chief development officer and board chair.

He also serves on the board of Mega Broadband and is president of the Schmidt Foundation, which focuses on environmental efforts and education. He’s still a part of the NCTC board and helped the co-op in its recent search for a new CEO. If all that’s not enough, he hosts a radio show and podcast called “Forward Ever: Leading in Challenging Times,” where he’s interviewed a slate of Kansans, including former senator Roger Marshall and the director of the Eisenhower Presidential Library.

Shorman brings dedication, energy and enthusiasm with him everywhere in every role. It’s driven him through his career at Eagle, which is employee-owned and operated and thrives on employees’ passion for their work and their community.

“If a call comes in on Saturday, we have the 100-zero rule, whether or not you’re at home with family or have something going on. You’re 100% responsible for what you do and taking care of your line of business, with zero excuses. If something went wrong in the company, that is not an excuse. You just go on your way and get it fixed,” he says.

Don’t take that to mean Shorman is all work and no play. Anyone who has met or worked with the man will agree that it’s his personality that makes him stand out among the industry greats.

“During his tenure on the NCTA Board of Directors, Gary was a tremendous contributor who always looked for solutions and was widely respected for bringing his own ideas to the table. My fondest memories of Gary, though, aren’t about public policy discussions, but sitting around the dinner table and having great conversations about life, family and those things away from work that really matter. Those moments are when you can truly tell the character of a person and Gary is one of the best,” says NCTA president and CEO Michael Powell.

Shorman’s resourcefulness comes in handy at work and at play, as anyone who was on a bus full of NCTC members years ago can attest. The bus stopped for “adult refreshments,” as Shorman phrased it, which the group had forgotten to retrieve before the trip. In addition, no one had a bottle opener, but he produced a pair of pliers to open everyone’s bottles. “So I sort of became the hero of the bus,” Shorman quips.

It’s a humorous anecdote, but it’s also a fitting example of a man who is never afraid to step up. “I’ve always believed that if you’re in any group, you should be willing to lead,” Shorman says.

Broadband group honors Shorman with lifetime achievement award

LINCOLN&nbsp; — The Nebraska State Patrol is joining law enforcement agencies throughout the country for another year of the Pink Patch Project, designed to honor and support those fighting breast cancer. The effort coincides with Breast Cancer Awareness Month in October.

The Pink Patch Project is a national effort in which many law enforcement officers wear a pink version of their agency’s shoulder patch. This is the fourth year that NSP has participated.

“We are proud to participate once again in this fantastic project,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “Millions across the United States are fighting breast cancer every day. This coordinated effort by law enforcement agencies sends a powerful message that we support and honor those cancer fighters.”

Throughout October, troopers have the option to replace the standard NSP patch with a pink patch. NSP’s pink patch features the NSP emblem in pink and black.

Pink NSP patches are available for purchase by NSP civilian employees and members of the public at local NSP offices and online. All proceeds from sales of the pink NSP patches will benefit research and treatment of breast cancer.  Gertie will be hiding during library hours for preschool through 2nd grade to find and receive a prize, with one prize per child during the month. This search happens Oct. 1 through 30.

Nebraska passed congressional boundaries Thursday that would keep the Omaha-centered 2nd Congressional District competitive, even though Republicans have pushed to draw the districts in a way that would have given the party a greater advantage. 

GOP lawmakers withdrew their plan after realizing they didn’t have enough support to overcome a Democratic-led filibuster. 

Nebraska and Maine are the only states that can split their Electoral College votes.

The 2nd District’s vote went to Democrats Barack Obama in 2008 and Joe Biden in 2020.

Panhandle Post reports Sen. Tom Brewer's 43rd district will move from 13 counties to 10 counties. This includes the cities of Chadron, Crawford, Rushville and Gordon in the Panhandle.&nbsp;

Sen. Steve Erdman's 47th district will gain the eastern part of Box Butte County, which includes the Alliance, Hemingford, Harrison, Bridgeport, Oshkosh, Hyannis, Sidney and other Panhandle towns.&nbsp;

Nebraska OKs new congressional maps, Alliance moves into 47th district

LINCOLN, Neb. (AP) — A Nebraska state lawmaker from Norfolk is self-isolating at home after he contracted the coronavirus. 

Sen. Mike Flood missed the final few days of the Legislature’s special session after testing positive on Monday. 

Flood, who received the two-dose Pfizer vaccine in April, says his symptoms started with a stuffy nose on Friday as he drove home from the Capitol and grew worse over the weekend. He said he lost his sense of smell and taste and noticed a blister on his finger.

 Flood says some of his symptoms have cleared, but he’s remaining at home. 

Flood, a former speaker of the Legislature, returned to office in 2021 after an eight-year hiatus. He previously served from 2005 to 2013.

Columbus- Nebraska Public Power District (NPPD) is asking farmers to exercise caution and safety around power lines this harvest season as they move their large equipment back into the fields. 

Large equipment getting close to, or hitting, powerlines becomes a significant hazard during the harvest season, says NPPD Transmission, Distribution, Construction and Maintenance Manager Scott Walz. “If equipment operators don’t take the extra time to check for powerlines in areas where they are operating their equipment, it can be easy to make a mistake that results in severe or even fatal injury,” adds Walz. “If large equipment gets too close to a power line, electricity can arc from the line to the equipment.” 

NPPD encourages equipment operators to keep their machines 20 feet away from powerlines to avoid the possibility of any electricity arcing from the line to the equipment.&nbsp;

 “Taking the precautionary effort to look up and look out for powerlines can promote a safe work environment, and our hope is that everyone working this harvest season can do so in a safe manner,” says Walz. 

If a vehicle or piece of equipment is in contact with a powerline, contact 911 or your local power provider and remain inside the vehicle until help can arrive and deenergize the powerline. When a powerline is touching a vehicle, it can electrify both the vehicle and the ground in the surrounding area. If a fire forces you to exit the vehicle, then do so by jumping away from the vehicle, landing on two feet, and shuffling as far away from the area as possible. 

NPPD recommends farmers review the following safety precautions before entering the fields to begin harvest operations. - Use caution when raising augers or the bed of a grain truck or wagon. It can be difficult to estimate distance, and sometimes a powerline is closer than it looks. For large equipment, use a spotter to ensure the equipment stays a safe distance from the line.

- Always adjust portable augers or elevators to their lowest possible level – under 14 feet – before transporting them. Variables like wind, uneven ground, or shifting weight can cause unexpected results.

Fall harvest an important time to focus on safety around powerlines

MINDEN, Neb. (AP) — The Nebraska State Patrol says the body of a man found in a submerged car appears to be that of Kearney man reported missing last year. 

The patrol says in a news release that state troopers and Kearney police are investigating after discovering the body Tuesday.

 This outage will begin at 12:00 p.m. and power will be restored at 4:00 p.m.  

There are a few things that customers can do to minimize the effects of the power outage at their home or business:   

• Please make medical accommodations before-hand such as having extra oxygen bottles if needed

City of Bridgeport to have scheduled power outage 

On Sept. 29 at 8:48 a.m. the Scottsbluff Police Department, Scottsbluff Fire Department and Valley Ambulance Service responded to a three-vehicle accident at the intersection of Highway 26 and East 20th Street. 

A silver Saturn Aura driven by 86 year-old Kenneth Woolery of Scottsbluff was northeast bound on East 20th Street.

 Woolery crossed Highway 26 and was struck by a red Freightliner semi-tractor trailer driven by 67 year-old Macario Lujan of Gering. Lujan was west bound on Highway 26. 

Woolery was then pushed to the east into a Red Nissan Kicks driven by Chabella Guzman. 

"Woolery was transported to Regional West Medical Center by ambulance," Scottsbluff Police Sergeant Philip Eckerberg said. "Lujan reported an injury, but he was not transported by ambulance. Guzman did not report any injuries."

Eckerberg said Woolery's vehicle was towed from the scene and all other vehicles were driven away. 

Woolery was cited for failure to yield to the right of way.

McCoy, currently the deputy director, succeeds Jim Douglas, who is retiring Nov. 2 following 47 years at Nebraska Game and Parks, the last nine as director.

"I am honored to be selected as the next director of the Nebraska Game and Parks Commission," McCoy said. "It is a unique privilege and responsibility to lead the stewardship of Nebraska’s fish, wildlife and park resources and provide diverse opportunities for outdoor recreation.”

The Commission held a nationwide search and a series of public meetings over six months. Three finalists, all internal candidates, interviewed for the job in September.

McCoy, 53, has been deputy director since July 2012, and previously served as the wildlife division administrator and agriculture program manager in Lincoln. He joined the agency in 2002 as a district manager in the wildlife division in Kearney.

McCoy, a Nebraska native, holds a bachelor’s degree in agriculture from the University of Nebraska-Lincoln, and master’s and doctorate degrees in fisheries and wildlife from the University of Missouri. He was a fellow in the fourth cohort of the National Conservation Leadership Institute.

McCoy grew up on a southwest Nebraska farm, near Arapahoe, where he developed his passion for outdoor pursuits and curiosity about fish, wildlife and their habitats.

Game and Parks appoints McCoy as director

PIERRE, S.D. (AP) — South Dakota Gov. Kristi Noem is again applying to hold a fireworks display over Mount Rushmore to celebrate Independence Day. 

The Department of Tourism submitted its application for a special use permit to the National Parks Service on behalf of Noem Wednesday to have fireworks next year. 

The Parks Service in March denied the state’s application for a fireworks show, citing safety concerns. 

South Dakota had been dealing with drought and wildfires that burned within the monument’s boundaries earlier this year, forcing the park to close for several days. 

Noem is currently in litigation with the U.S. Department of Interior over that rejection.

South Dakota reapplies for Mount Rushmore fireworks permit

A rollover accident on a county road in Box Butte County sent one person to the hospital on Sept. 27.&nbsp;

A 1997 Ford Expedition was driving eastbound on Madison Road between County Road 60 and 61 at 2:45 p.m.&nbsp;

"Basically, the single person in the vehicle lost control due to washboards on the road, " Box Butte County Sheriff Deputy J.D. Sutphen said. "The vehicle went off the roadway, hit a pretty sharp embankment that was enough to roll the vehicle onto its side. The person was trapped in the vehicle until the fire department [Alliance Volunteer Fire Department] got there and was able to get him out."

Sutphen said the person was transported to Box Butte General Hospital due to injuries.&nbsp;

"He had a slight concussion," Sutphen said. "I think that was more from when the vehicle rolled on its side and he smacked his head on the side window."

Sutphen said seatbelts were in use and there was no distracted driving.&nbsp;

Panhandle Post asked Sutphen what kind of advise he could give drivers when driving on washboard roads.&nbsp;

"This time of year with as dry as it has been...roads can be washboard, they can be soft, dirty and dusty," Sutphen said. "I think when the conditions are such as this and now that we're in the middle of harvest, it's time for people to slow down."

The name of the driver was not released.&nbsp;

The Punishers LeMc Midwest Deadheads Motorcycle Club recently raised $3,958 for Jane's Closet in Alliance.&nbsp;

The money was raised during their 11th annual Poker Run and "Stand Up For Cancer" Silent Auction on Sept. 18.&nbsp;

"It was awesome and we had a ton of support locally," Punisher's LeMc Midwest Regional Captain Dale Van Galder said. "We had a lot of really great donations. All of the food was donated from Williams Jewelers, Grocery Kart, Harris Sales and Pepsi.  Without all of the local business from Alliance and the Panhandle we wouldn't be able to raise the money we did. We also must give credit to the Guardian Belles LeRc. They were instrumental in helping with the food preparation and also the silent auction. We can't thank them enough. It was a little tough having both the gun show and the fall festival [Dobby's] on the same day, but over all we had a successful poker run and silent auction.  We will definitely be back next year to support this great organization.  Jane's Closet does a lot for the fight against cancer and helping these folks out in many ways."

Jane's Closet is an organization for men, women and children living in Box Butte County battling cancer. It provides monetary support, comfort bags and more to assist individuals through their challenging time.&nbsp;

Chadron Volunteer Fire Department to hold annual open house 

SUTHERLAND, Neb.-Lincoln County authorities are investigating after a body was found in a camper that was found on fire.

According to the Lincoln County Sheriff's Office, on Wednesday at 1:30 a.m., Sutherland Fire Department and deputies responded to 31599 West Park Road in Sutherland. Authorities said the location is a campground that has trailer houses and campers parked in it. 

Authorities said concerned citizens reported a camper engulfed in flames at the location. Upon arrival, neighbors informed deputies and fire personnel that a male subject lived in the camper and was likely in it.  

After extinguishing the fire, deputies and firefighters found a body of a deceased person inside the camper. 

The State Fire Marshal was called in to investigate the origin of the fire and preliminary investigation showed the most likely cause of the fire was a faulty appliance.     

The body was removed and sent to the Central Nebraska Mortuary Services in Gibbon for autopsy and identification.

LINCOLN – Nebraska big game and turkey hunters should be aware of wildlife regulation changes for 2021 regarding hunting over bait and carrying a handgun while hunting.

The Nebraska Game and Parks Commission passed these regulations in June.

The amended baiting regulation states that it is illegal to hunt any big game animals or turkeys within 200 yards of a baited area. An area is be considered baited for 10 days following the complete removal of all bait. The hunter and the animal must be outside of the baited area during the harvest or attempted harvest.

A baited area is any location where grains, fruits, vegetables, nuts, hay, minerals (including salt), or any other natural food materials, commercial products containing food materials, or by-products of such materials that may attract big game or turkey.

Big game animals in Nebraska are deer, elk, antelope, bighorn sheep and mountain lions.

The other regulation allows big game and turkey hunters to carry a handgun, with a barrel of no longer than 5 inches, while pursuing game with bow and arrow or muzzleloader.

Any take or attempted take of wildlife with the aid of the handgun, other than for the immediate protection of human life, is prohibited.

We’ve all driven by the building at 619 Box Butte Avenue in Alliance that has banners on the front for Behavioral Health, WIC, and FRHS - Family Reproductive Health Services. And we’ve all wondered what this office is and what these programs are!

This is one of three offices for Western Community Health Resources. WCHR serves several counties in the Panhandle, with offices in Chadron, Gordon, and Alliance. These offices provide a variety of programs, including immunizations, behavioral health, food assistance through WIC and commodities, prescription assistance, assistance for special needs children, and respite for caregivers. Several of these will be covered in future articles.

Family Reproductive Health Services (FRHS) is one of many reasons to pay a visit to the office. Many young people come in for birth control, both to learn about types and to obtain contraception. Under federal law young women age 14-24 do not need parental permission to obtain services. Their family insurance is not filed, to protect confidentiality.

But family planning services include much more than just birth control. FRHS services include physicals with pap smears, breast exams, STD checks and treatment education, contraception and education, pregnancy tests with counseling and referrals. Medical professionals can spot serious health problems like low blood iron, abnormal paps, breast abnormalities, high blood pressure, and infections. Women who have experienced sexual assault can be screened at the clinics, and are then referred to other agencies.

The FRHS team includes a doctor from the Chadron Medical Clinic who serves as the Medical Director. A Nurse Practitioner is the primary provider, and she and four additional nurses rotate through the three clinic sites. They are available to answer any questions people have about sexuality, their body, and their health. Being honest about sexual orientation helps them work with individuals to design the best reproductive healthcare program. They acknowledge and respect all sexuality choices.

Parents often have difficulty discussing with their children the changes happening in their bodies as they reach puberty. FRHS staff does not only talk about these changes, but also the health responsibilities that come with physical maturity. Come in and they'll help talk with him/her about protecting future fertility, including prevention and protection through responsible reproductive health care.

Family Reproductive Health Services is open to all individuals regardless of age, income and marital status. Fees are based on a person’s income, and are paid on a sliding scale. Everyone qualifies for services regardless of their ability to pay. If insurance is available, either through a private or a government program, patients are asked to provide that information; again, insurance is not required to receive services.

All three WCHR centers take walk-ins. They prefer that people call ahead and make appointments, and most are scheduled for the same day. The Alliance office phone number is 308-762-3696. WCHR is open Monday through Thursday, 8-5; closed Friday through Sunday.

Family Reproductive Health Services are paid for by federal Title X grant funds. For 50 years, Title X family planning clinics have played a critical role in ensuring access to a broad range of family planning and preventive health services. The goals of the program are to reduce unintended pregnancies, prevent adolescent pregnancy, reduce the rate of sexually transmitted diseases, and promote the health of women and men, and especially mothers and children.

LINCOLN, Neb. (AP) — Nebraska has moved one step closer to getting new congressional and legislative boundaries after lawmakers advanced redrawn district maps to a final vote in the Legislature.

 Lawmakers moved the maps through the second of three required votes.

 The congressional map drew criticism from some Democratic lawmakers, who argued that it was designed to help Republicans in the Omaha-focused 2nd Congressional District, one of the few places in Nebraska where Democrats are competitive. 

The district is also significant because Nebraska and Maine are the only two states that can split their Electoral College votes in presidential elections.

 Democrats Barack Obama and Joe Biden claimed one in 2008 and 2020, respectively, by winning in the Omaha area.
