OMAHA, Neb. (AP) — Nebraska is inching closer to building a new, $230 million prison after state lawmakers approved design and planning money for the proposed facility to replace the state’s oldest prison. 

The measure won final approval despite objections from a few lawmakers who said the state should be spending money on housing, education, mental health services and other priorities rather than the proposed 1,512-bed prison. 

The funding includes $14.9 million to help state officials create plans and select a site for a prison that would house minimum, medium and maximum-security prisoners. 

It also would cover the cost of an engineering study of the remaining useful life of the 152-year-old Nebraska State Penitentiary, the state’s oldest prison.

Nebraska prison proposal clears big hurdle in Legislature

LINCOLN, Neb-Certain members of the Nebraska National Guard could receive a military grave marker under a bill advanced from general file April 20.

Under&nbsp;<a href="http://nebraskalegislature.gov/bills/search_by_number.php?DocumentNumber=LB261&amp;Legislature=107th" target="_blank">LB261</a>, introduced by Elkhorn Sen. Lou Ann Linehan, a guard member who served on or after July 1, 1973, or served in active duty federal service or reserve would be eligible. The bill would remove a requirement that a guard member have served during wartime to receive a marker.

Linehan said LB261 would “right a wrong” of guard members being denied grave markers memorializing their sacrifice.

“I believe veterans who honorably served should receive recognition of their service,” she said.

Senators advanced the bill to select file on a vote of 43-0.

Rising Sophomore ceremony celebrates Chadron students

LINCOLN — Governor Pete Ricketts has signed a new anti-trafficking bill into law that requires casinos to display informational posters about human trafficking.&nbsp;

Nebraska state statute currently requires human trafficking posters in rest stops and strip clubs. LB 461, introduced by Senator Pansing Brooks, updates state statute by requiring posters on human trafficking with the national hotline number also be posted in casinos.&nbsp;

NFA Policy Director Nate Grasz provided testimony in support of LB 461 and gave the following statement:&nbsp;

“Casinos have been identified as hubs for sex trafficking. The waves of women, men, and children who will be trafficked into the sex trade to meet the increasing demand that accompanies casinos must be met with decisive action.”

“This new law will create awareness in an area it is needed most, provide a lifeline to survivors, and offer hope of help, resources, and rescue.”&nbsp;

Grasz added, “Nebraska continues to lead in finding new ways to combat trafficking, and we thank Senator Pansing Brooks for introducing this bill and Governor Ricketts for promptly signing it into law.”&nbsp;

Law enforcement agencies have continually identified casinos as hot-spots for trafficking. In 2017, the United States Department of Justice specifically named casinos in their “National Strategy to Combat Human Trafficking Report” as a location where pimps will often target children.&nbsp;

The posters required under Nebraska law are written in English and Spanish and include a number where victims or people who suspect trafficking can call for help. The National Human Trafficking Hotline is available 24/7 and more than 63,000 cases have been reported through the hotline since 2007.

Gov. Ricketts signs casino anti-trafficking bill into law

8:47 a.m. April 20&nbsp; "Due to unforeseen issues Nebraska Public Power District has encountered the planned power outages for the Village of Hemingford have been postponed," Hemingford Administrator/Clerk Treasurer Barb Straub said. "There will be no outage on April 21 nor will there be an outage on May 3. We are sorry for the inconvenience and will work to keep everyone updated when the outages are rescheduled."

The Village of Hemingford will experience a power outage on Wednesday, April 21 from 5 p.m. to 7 p.m. 

"Nebraska Public Power District will be working on  the substation that feeds the village and needs the outage to put the village onto a backup power source," Hemingford Administrator/Clerk Treasurer Barb&nbsp;Straub said.&nbsp;

 On Monday, May 3 Hemingford will again experience a power outage. This will happen to return residents to permanent substation power.&nbsp;

OMAHA, Neb.-A pilot project in the Omaha Public School district detected new SARS-CoV-2 infections which wouldn’t have been detected otherwise, indicating that infection and case rates in schools are much higher than what’s being reported through routine self-initiated tests and reporting. This study is believed to be the first description of&nbsp;SARS-CoV-2 testing in K-12 schools that combines individual screening with&nbsp;building-level environmental monitoring.&nbsp;

Infection rates detected by the OPS PROTECTS program, in a partnership with the University of Nebraska Medical Center, were two-and-a-half times higher for staff and nearly six times higher for students than what was routinely observed. Additionally, the project found almost 10 times the cases per population than what was observed through community testing in the surrounding county.&nbsp;

“This data shows the prevalence of SARS-CoV-2 infection in school-aged children is being dramatically underestimated,” said Jana Broadhurst, MD, PhD, corresponding author on the study. “We were able to identify and remove staff and students from the school environment who wouldn’t have otherwise been identified. This kind of rigorous infection control and environmental monitoring not only helps lessen risk during school operations, it also might provide insight into how much a disease is spreading in a community where access to testing is limited.”&nbsp;

OPS PROTECTS was conducted in three schools in November and December of 2020 in an area that is predominantly of minority race and ethnicity and experiences poverty. The project screened students and staff without symptoms via a weekly PCR test of saliva, along with environmental air, surface and wastewater testing. Nearly 100% of the teachers and staff in the schools took part; 12% of students participated. During the pilot period, OPS was using a hybrid attendance model to decrease classroom density, with about one-fourth as many students present each day compared to a typical school year.&nbsp;

“It’s extremely gratifying to take part in a project which reinforced the importance of some of the measures we put in place across the school district,” said Cheryl Logan, Omaha Public Schools superintendent. “This study shows how things like wearing masks, reducing student density and improving air exchange systems can decrease COVID-19 transmission in schools.”&nbsp;

Environmental sampling consistently found the presence of SARS-CoV-2 in the wastewater streams of the schools. Positive air and surface samples were also found, but only in two rooms total.&nbsp;

“We believe this project represents a feasible, scalable and novel approach to screening and monitoring in a school setting,” said Dr. Broadhurst. “Our results show as many as nine in 10 student COVID-19 cases and seven in 10 staff cases might be missed by conventional reporting. Doing this kind of testing can help lessen transmission in schools because of the ability to better isolate, trace and manage school activities.” &nbsp;

OMAHA, Neb. (AP) — Two teenagers have been charged in Saturday’s fatal shooting at a Nebraska shopping mall.

 One man was killed and a woman was wounded in the shooting at Westroads Mall in Omaha that prosecutors said was likely gang related.

 The shooting around midday Saturday sent shoppers fleeing from the mall. 

A judge ordered 16-year-old Makhi Woolridge-Jones to be held without bail after he was charged with first-degree murder, assault and two gun charges. 

His older brother, 18-year-old Brandon Woolridge-Jones, was charged as an accessory to the shooting, and his bail was set at $75,000. 

In 2007, a gunman killed eight people and himself inside Von Maur at the mall.

On April 16 at 8:04 p.m. the Alliance Police Department responded to vehicle on its side on 25th Street, west of Highway 87.&nbsp;

APD found a 2003 GMC Sierra pickup in the north ditch.

"It was determined the vehicle lost control after turning off Highway 87, then slid into the concrete and brick driveway of 5910 Nance Road," Alliance Police&nbsp;Sgt. Tim Peterson said.&nbsp;

Two juveniles were in the pickup at the time of the accident.&nbsp;They had no injuries.

Peterson said the scene was cleared by 9:02 p.m.

The Alliance Police Department was assisted by the Alliance Fire Department.&nbsp;

OMAHA, Neb. (AP) — Nebraska administered nearly 135,000 doses of coronavirus vaccines last week as the state continued to ramp up distribution of the shots. 

State health officials said 134,829 doses of the vaccines were administered last week, including one day when more than 40,000 shots were given. 

That is up from roughly 116,000 doses the week before. 

The state said Monday that 36.3% of the state’s population has now been fully vaccinated. 

The seven-day rolling average of daily new cases in Nebraska decreased over the past two weeks, going from 484 new cases per day on April 3 to 323.71 new cases per day on Saturday.

CHADRON – Chadron State College’s ninth annual The Big Event (TBE) was a success in spite of complications including COVID-19 protocols and weather, according to Graduate Assistant Kaci Waugh.&nbsp;Although jobsite teams that had initially planned to work outside were reassigned due to snow Thursday and Friday, Waugh said about 400 volunteers came ready to work Saturday morning. The volunteers helped civic organizations, businesses, and residents with tasks including cleaning, picking up trash, sorting, organizing, and painting.

“A lot got accomplished. I truly am so thankful for everyone who joined and who was part of this experience and I want thank my staff and Dr. Shaunda French-Collins for all of her help. Hopefully everyone enjoyed their day,” Waugh said.

Chancellor of the Nebraska State College System Dr. Paul Turman welcomed students and employees at a kick-off meeting in the Chicoine Center at 9 a.m. Throughout the morning,&nbsp;TBE staff members delivered water to volunteers at work sites. Lunch and T-shirts were also provided.

Jobsite coordinator Alexis Heller of Wisner, Nebraska, worked at the Fur Trade Museum. It was her third year.

“It feels good to be back in the community since last year was virtual. It just feels good to give back to the community that does so much for the college,” Heller said.

Dr. Lisette Leesch, a&nbsp;professor in the Justice Studies program, worked at the Chadron Volunteer Fire Department.

“This kind of coming together of the community really makes me proud and it’s very exciting to be able to work beside my students to accomplish something incredibly concrete,” Leesch said.

Turman also helped at the fire department.

“It’s exciting to see so many committed people willing to give back to the community. They are really trying to make a difference. I appreciate everyone who has been willing to participate. I’m proud of these students who are willing to engage with their community and move Chadron State College forward,” Turman said.

Branden Martens, chief of the Chadron Volunteer Fire Department, said the department appreciates help from college volunteers since they plan to host the state convention in October.

Nate Cronin&nbsp;of Fort Pierre, South Dakota, said he&nbsp;enjoyed his first year with TBE.

“The community does so much for the school that it's at least we can do that come, and in our case, paint lines at the fire department,” Cronin said.

CSC student Sara Grant helped clean at the Dawes County Historical Society’s Museum and discovered some artifacts related her family history.

“My grandmother graduated from Chadron Prep and my grandfather worked at Fort Robinson training dogs so it's just fascinating here. I encourage everybody to come out to the museum&nbsp;to see the history of Dawes County,” Grant said.

Camp Norwesca Director Ethan Porter said he was grateful to have triple the number of volunteers he was originally expecting, due to outside crews being reassigned to indoor work.

“We really appreciate the partnership with CSC in helping us get our site ready for summer camp each year,” Porter said.

CSC Health Professions Club member Kesha DeGroff of Broken Bow, Nebraska, said she was grateful for the opportunity to volunteer.

Colton Brienza, a&nbsp;Criminal Justice major from Buffalo, South Dakota,&nbsp;said he hopes to participate in The Big Event every year.

“I think it was successful. Everybody did their part,” Brienza said.

Annual 'The Big Event' aids Chadron community

Fourteen Nebraska public libraries recently received project funding, thanks to the generosity of a lifelong educator, the late Shirley Kreutz Bennett of Lincoln. Each year, the Kreutz Bennett Donor-Advised Fund, an affiliated fund of Nebraska Community Foundation (NCF), accepts proposals for matching grants for public libraries in communities with populations under 3,000.

This year grants were awarded to libraries in Albion, Arapahoe, Bayard, Beaver City, Bridgeport, Cambridge, Elgin, Emerson, Hastings, Newman Grove, Pierce, Plainview, Stanton and Sterling.

Following Ms. Kreutz Bennett’s wishes, a Fund Advisory Committee composed of her nieces and nephews recommends grants in three areas: planning for accreditation grants to support steps taken toward gaining accreditation; enhancement grants to improve library services; and facilities grants for new construction or the renovation, restoration or rehabilitation of current libraries.

In total, the Fund has had an over $665,000 impact on Greater Nebraska communities with populations under 3,000 and dozens of public libraries across the state.

The following libraries received grants in 2021:

This library currently has an area for genealogy and the vision impaired. The goal of the grant is to expand these two sections and make them more accessible. Funds will also be used to purchase new oak bookshelves and a new desk for this expanded area.

This grant will help pay for a new community room, ADA bathrooms, drive-up lane, service window, and new entrance in the vestibule. The new room will also be used for their afterschool program and summer programming. Currently, the adults must share space in the middle of the library during children’s programming. The renovation will allow the circulation desk direct sight of the children’s area and access to the new bathrooms and community room. It will increase safety for patrons and limit disruption by sharing space. The plans also include a new ADA parking space, ramp for ADA access and ADA push buttons for the doors.

Bayard will use its grant to replace lighting, ceiling tiles and flooring. The funds will also aid an effort to remodel the front entrance to be ADA compliant. The purpose is to make the entire library space more inviting and brighter.

The grant will go toward the purchase of a photo kiosk and worktable near the kiosk. The kiosk will be used by patrons to print their photos as wells as for special programs such as making ornaments, calendars, etc.

With this grant, Bridgeport will renovate a fire hall building next to the library into a community meeting space as well as a place to hold their STREAM program. The renovation will increase the library size by 2,000 square feet, allowing for a STREAM program room, conference room and large meeting room for the library.

Butler Memorial Library (Cambridge)

Cambridge will use its grant to enhance the children’s reading area of the library. They plan to add an adult reading chair, new rug, acoustic panels for sound control and a caddie with floor cushions for the children to use on the floor.

This grant will assist with building a new community room in the library. Currently, many of their programs have grown too large to have at the library and must be moved to the Elgin Community Center. The new community room will allow library activities to stay at the library and provide another meeting space for Elgin. This new room will also provide more space for this storage as well as increased programming.

Emerson’s grant will fund five raised garden beds as part of a lifelong learning program. Emerson will launch a program incorporating gardening, nutrition, food security and cooking. They will partner with their local gardening club for this project. This program will also provide intergenerational learning as children in the community learn alongside adults in the garden. Emerson Public Library will also receive a grant to renovate their library to make it more accessible. The project includes adding an ADA-compliant main entrance door with a push button, replace stairs at the side entrance with a new ramp and install ADA-compliant door handles throughout the building.

This grant is for funds to help create a permanent makerspace. Hastings Memorial participated in the Library Innovation Studio through the Nebraska Library Commission in 2019. This was a traveling makerspace that they utilized for 20 weeks. In that time, the makerspace was used by many different people to create, share ideas and learn new skills. They also used it for the after school program. This program was very popular, and it was clear that a permanent makerspace would be a great asset at the library. This grant will help purchase equipment such as laminator kit, button maker kit, embroidery/sewing machine, desktop computers and software, 3D printer, heat press, vinyl cutter and a CNC Router.

This creative center will provide many supplies for different crafts as well as offer the opportunities to learn new skills. The creative center will also be available to adults. Some of the items available will be a sewing machine and materials, craft items such as beads, construction paper, ribbon, buttons, colored pencils, rotary cutters, glues, canvasses, paints and more.Lied Pierce Public LibraryThe Pierce library received a grant to help purchase supplies for their makerspace. They plan to purchase equipment such as a vinyl cutter, sublimation printer, heat press and graphic design software. The library believes these additions will assist in increasing digital literacy skills, help entrepreneurs in the area and give individuals access to technology outside of school. Patrons can use these services at no cost.Plainview Public LibraryPlainview also requested a grant to help purchase makerspace equipment. They will add a laser cutter and etcher to their makerspace. If they have enough funds, they hope to also purchase a 3D printer. There are plans to hold camps for all ages to provide opportunities for technological innovation and entrepreneurship.Stanton Public LibraryStanton’s library is a historical building listed on the National Register of Historical Places. The building’s second floor is not handicap accessible. This grant will help fund a ramp to provide access to the second floor as well as serve as a second exit in case of emergency.Sterling Public LibraryThis library is not accredited with the Nebraska Library Commission but plans to use this grant to work toward accreditation. The funding will help create a Friends of the Library 501(c)(3) organization. It will also assist with advancing the technology to enhance the services provided, such as offering e-books.
