LINCOLN – Consider this scenario: You are an angler new to the sport and go out fishing on your own. You have a license, rod-and-reel combo and some tackle.

Depending on the regulations of the lake, an angler has two choices to consider when fishing: to keep some fish, or to release fish. To harvest, or to catch and release are decisions that play a role in the type of things you should have on hand.

Fishing Guide –&nbsp;One who intends to keep fish needs to know the regulations. If you haven’t looked them up for the lake you will fish before heading out, then having a Fishing Guide on hand is necessary. The guide includes all bag limits, length limits and special regulations an angler needs to know.

Measuring device –&nbsp;If your lake has a length limit on fish, you need something to measure fish if you intend to keep any. It could be a small tape measure or some type of ruler.

Hook-removal tools –&nbsp;One is not enough. Hook-removal tools tend to be left on the ground and left behind. That’s why two is better than one. Needle-nose pliers, forceps, multi-tool pliers or any of a number of other options are available. Crimp down the barb on a hook with pliers if you plan on releasing fish. Lack of a barb will make removing the hook easier with less stress on the fish, even though it will increase the chance of a fish getting off the line.

Line clippers –&nbsp;You need something to cut line when replacing a hook, changing a lure or clipping the tag end of a knot. This can be small nail clippers or a small pair of scissors. For convenience, you can wear a lanyard around your neck that will keep the nail clippers and a pair of forceps.

Headlamp –&nbsp;Have a headlamp with you when it starts to get dark and you won’t have trouble baiting your hook, tying a knot or finding things you set on the ground.

Sunscreen –&nbsp;The sun’s rays reflecting off the water can be the quick way to a sunburn. Take sunscreen and try to remember to apply it before you leave the car with your fishing gear and walk to the water.

Polarized sunglasses –&nbsp;Protect your eyes from the sun’s rays, glare off the water and the tackle at the end of your line. Polarized lenses are worth the extra cost. By cutting through the glare you will be able to spot fish beneath the water’s surface.

Bug spray –&nbsp;Mosquitoes will ruin a fishing trip before it gets started. Don’t leave home without bug spray.

Appropriate clothing and footwear –&nbsp;Everyone wants to be comfortable when fishing, but dress for the weather conditions and the type of access. Shorts and flip-flops are OK for a brief walk to a fishing pier rather than a lengthy hike through brush, so plan ahead. Have rainwear in your vehicle at the ready. A hat will keep the sun off your head and the brim will help keep the sun out of your eyes.

Cell phone –&nbsp;If you’re fishing with a friend have him or her take a quick photo of you and your catch.

Small cooler with ice –&nbsp;If you decide to legally harvest fish for a meal, get them on ice quickly if you can to keep them as fresh as possible.

Just as important is what you don’t need. This includes a big tackle box full of lures when you are just getting started. Learn how to fish a few lures and go from there. A landing net is handy, but not necessary. A small, trout net is large enough to get by for most beginner situations.

LINCOLN, Neb. (AP) — State health officials say the highly contagious variant of COVID-19 first found in South Africa, known as B.1.351, has now been found in Nebraska. 

The Nebraska Department of Health and Human Services say in a news release Friday that the first case of the variant was recently confirmed in a Lancaster County resident. 

News of the discovery of the variant comes as the agency says about 524,000, or just over 35% of Nebraskans, have been fully vaccinated.

 Everyone 16 and older in Nebraska is now eligible to be vaccinated against the coronavirus.

Flags to fly at half-staff to honor victims of shooting in Indiana

Chadron — Local law enforcement officers in Chadron issued four citations with a total of 65 stops, including one D.U.I. arrest, and a citation for Driving Under Suspension during the national U Drive. U Text. U Pay. high-visibility enforcement campaign that ran April 8-12.

 The campaign, aimed to raise awareness of the dangers of Distracted Driving in Nebraska, allowed Officers to make a variety of contacts including speeding, headlight/taillight violations, driving across a lot to avoid a stoplight, and stop sign violations.

The fatality rate on Nebraska roadways for 2019 was 1.16 persons killed per 100 million vehicle miles traveled. In 2019, there were 248 motor-vehicle fatalities. Of those 248 fatalities, 178 took place in urban areas and 70 took place in rural areas of the state. It is important to stress to drivers the dangers of driving distracted as the number of fatalities from motor vehicle crashes in Nebraska has increased every year since 2016.

According to NHTSA, between 2012 and 2019, 26,004 people died in crashes involving a distracted driver. While fatalities from motor-vehicle crashes decreased slightly from 2018, distraction-related fatalities increased by 10%. NHTSA also reported that the number of deaths linked to driver distraction was 3,142 nationwide, or almost 9% of all fatalities in 2019. This represents a 10% increase over the year 2018, or 284 more fatalities. The distraction figure was the largest increase in causes of traffic deaths reported for 2019.

“Our aim is to keep our community and it’s visitor’s safe.” said Officer Mark Cloyd, “With the number of young drivers, visitors to our community and surrounding areas, especially during warmer weather, we understand that living in a rural area makes it tempting to communicate with others while driving. Our goal is to have positive interactions with drivers while remaining proactive, highly visible and to discourage the use of handheld devices, and other distractions while driving.”

While the high-visibility enforcement mobilization is over for now, the Chadron Police Department wants motorists to remember the dangers of texting and distracted driving beyond the enforcement effort. CPD release 'U Drive. U Text. U Pay.' campaign results

RAPID CITY, S.D. (AP) — A Rapid City man accused of sexually assaulting three young girls in Pennington County has been convicted after his first trial ended when the jury could not unanimously agree on his guilt or innocence.

 Thirty-eight-year-old Teddy Guzman was found guilty of three counts of first-degree rape and one count of having sexual contact with a minor.

 Prosecutors say the assaults happened between January 2015 and December 2017. 

The oldest girl was 12 when she was assaulted, another was between nine and 10, and the youngest girl was five or six.

To date, the Make More Possible campaign has raised $69,318 of the $85,000 goal.

Donations made during the 2021 campaign supports the ARC AfterSchool Playground Project, financial assistance to children and families in the community, as well as installing new youth basketball hoops and establishing plans for facility and equipment expansion. “Our foundational mission is to put the unity in community, and that starts with ensuring every citizen has access to recreation and programs that build healthy minds, bodies, and spirits,” says Mara Andersen, executive director of the Alliance Rec Center. The ARC awarded $23,826 in financial aid awards in 2020.

As the only family friendly, 24-hr public access gymnasium and recreation center, the ARC is a critical system of support for many. Whether it’s childcare on Women’s Volleyball night, Men’s 5v5 basketball league, SilverSneakers© exercise classes, or open pickleball play, people from all walks of life come to the ARC for recreation and socialization. Providing a safe, reliable environment to support people of all ages is at the heart of the organization. But costs to operate remain high.

“Operational costs like insurance and utilities tops the scales at $50,000 annually,” explains Andersen. As a 501c3 organization for over 30 years, the Alliance Rec Center strives to keep membership and programs affordable. “It may surprise people to hear membership dues and program fees don’t cover the cost of operations,” says Andersen, “That’s why we write grants, host special events, form partnerships, and now host an annual giving campaign to encourage our community to support the ARC, set and achieve future goals.”

Every dollar donated helps. “There’s power in every giving level. What started with $5 has turned the playground project into a reality this summer,” says Andersen, “Your donation is an investment in the power of play – in unifying our community – which makes for a better us now and in the future.”

SCOTTSBLUFF -&nbsp;Western Nebraska Community College wants to encourage all to jumpstart their college education with the SummerFree Scholarship program.&nbsp;

SummerFree is designed to allow students to take up to two classes during the summer semester for free. Current WNCC students, including part-time, online, and CollegeNOW! dual-credit students are all encouraged to apply. Additionally, SummerFree is open to former students who have previously attended WNCC but did not graduate.&nbsp;

The scholarship covers tuition and fees for two courses, as well as a $200 scholarship for textbooks that can be used at Buddy's Books &amp; Bistro. The only cost that will land on a student are any instructional materials.&nbsp;

"Summer is the perfect time for students to make a little more headway toward their WNCC degree or certificate program," WNCC Financial Aid Director Sheila Johns said. "The SummerFree scholarship can provide the financial lift they need to make that happen.&nbsp;This has become much anticipated by our students and we are thrilled to offer the SummerFree Scholarship again this summer."

Ricketts creates credential system for media covering events

The City of Alliance announced that there will be a power outage for East 10th Street, from Flack to County Road 58, scheduled for April 18 from 9 a.m. until 2 p.m. 

This will affect the Alliance Recreation Center as well as the houses in the Meadowlark Addition.

This outage is required to accomplish an upgrade to the electrical system.&nbsp;

Arbor Day Foundation names Alliance 'Tree City USA'

Like drunk driving, drugged driving is impaired driving, which means it is illegal in all 50 States, Puerto Rico and Washington, D.C. Whether the drug is obtained legally or illegally, driving while drug-impaired poses a threat to the driver, vehicle passengers, and other road users.

Between April 18 and April 20 Chadron PD will join other participating law enforcement from Arkansas, Kansas, Iowa, Missouri, and Nebraska in If You Feel Different, You Drive Different Drive High, Get a DUI — a regional Drug-Impaired Driving enforcement campaign effort to put an end to drug-impaired driving.

Law enforcement officers across Chadron will patrol the area. By concentrating law enforcement on high traffic corridors, organizers hope to put motorists on guard and encourage sober and safe driving.

In 2019, 36% of crash fatalities across the state of Arkansas (Iowa 16%, Kansas 18%, Missouri 33%, Nebraska 9%), involved a driver testing positive for at least one drug.

“Drug-impaired driving is a serious safety issue for drivers and law enforcement on Nebraska roadways,” said Sergeant Patrick Young.&nbsp; “By intensifying enforcement of drug-impaired driving laws, we hope people will think twice before driving while impaired by any drug. It is deadly for the driver, but also for his or her passengers, and other people on roadways. If you are taking any type of drug, prescription, over-the-counter or illegal, make plans for a sober driver. Do not get behind the wheel of a vehicle.”

Drug Impairment Effects on Drivers

Winter Storm Warning issued for Panhandle 

RAPID CITY, S.D. (AP) — Police believe a fatal shooting at a Rapid City motel earlier this month is drug related. 

Five people have been charged in connection with the shooting on April 9 at the South Dakota Rose Inn, but so far none of the charges included homicide.

 Police say Jesus Vance was found dead in one of the rooms at the motel and one of the defendants was found outside with multiple cuts to his head. 

Three of the five charged are in custody. 

Police spokesman Brendyn Medina says two remain at large. 

Charges currently filed include aiding and abetting second-degree kidnapping and aggravated assault.

OMAHA, Neb. (AP) — Nebraska health officials continue to find more coronavirus cases caused by different strains of the virus in the state.

 Health officials said 291 cases of variants of the virus have been confirmed in Nebraska, up from 237 a week ago. 

Most of those cases were caused by a variant that was first identified in the United Kingdom that is more contagious. 

The state said the number of people hospitalized with the virus in the state has generally been increasing since late March although the number has declined slightly in the past few days and it remains well below the peak of 987 reached in November.

LINCOLN — Seeing young wild animals, such as deer, possums, ducks, rabbits and song birds, alone is common this time of year. Though the inclination may be to intervene, the best choice is to leave the animal alone.

Mother cottontails do this to prevent drawing predators to the nest. If you see the rabbits, leave them alone.</li>

Public urged to leave wildlife babies alone

The doctors who have been treating the woman at the Nebraska Medical Center in Omaha described the case in a letter to the New England Journal of Medicine Wednesday. 

Health officials are still investigating whether the 48-year-old woman’s blood clots are linked to the vaccine.

LINCOLN&nbsp; — The Nebraska State Patrol participated in a nationwide campaign last weekend, intended to raise awareness about the dangers of distracted driving. The “U Text, U Drive, U Pay” campaign ran from April 8-12 in communities across the country.

“As technology continues to be an ever-present part of life, raising awareness regarding distracted driving is increasingly important,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “This effort not only focuses on patrolling Nebraska’s roadways, but also on educating young drivers to build safe habits.”

The National Highway Traffic Safety Administration (NHTSA) reports that more than 3,100 lives were lost during 2019 in crashes that involved a distracted driver. NHTSA also reports that drivers 16-24 years old have been distracted by devices at higher rates than older drivers.

“We have troopers go into schools throughout the state to connect with students as they’re just getting started as drivers,” said Colonel Bolduc. “While distracted driving is a common topic for younger drivers, it’s a reminder that anyone who gets behind the wheel should take to heart.”

NHTSA offers these tips for avoiding distracted driving and preventing distracted driving crashes:

During the campaign, troopers performed regular patrols throughout Nebraska resulting in 21 arrests for driving under the influence of alcohol and citations for speeding (257), open alcohol container (3), minor in possession of alcohol (3), driving under suspension (28), no proof of insurance (7), no seat belt (1), and improper child restraint (6). Troopers also performed 202 motorist assists.

Bottom line: If you have travel plans across the region from now through the remainder of the work week, expect minor to moderate travel impacts due to icy, snow packed roads and low visibilities.

 The most severe conditions will be found along I-80 near Arlington and the Summit area between Laramie and Cheyenne.&nbsp;

Winter weather continues for the Panhandle 

The Nebraska Legislature is two-thirds of the way through the 2021 legislative session.&nbsp; Over the next several weeks, Senators will vote on a number of key bills.&nbsp; As they do, I encourage Nebraskans to follow closely debate at the State Capitol.

Senators have already made good progress on a number of Nebraskans’ priorities.&nbsp;&nbsp; The Appropriations Committee has issued its final report on a budget that would control spending to deliver over $1.45 billion of property tax relief over the next two years.&nbsp; The Unicameral advanced veterans tax relief (LB 387) to final reading on a unanimous vote.&nbsp; Speaker Hilgers has prioritized a bill I requested (LB 388) to build critical broadband infrastructure.

Along with this promising work, however, Senators are considering a few bills that would be bad for Nebraska.&nbsp; I want to call your attention to these bills and share my reasons for opposing them.

Legalizing Dangerous Drugs (LR 2CA and LB 474)

In recent years, marijuana corporations have tried to make inroads into the Good Life.&nbsp; Well-funded marijuana groups are again pressuring Legislators to legalize the drug.&nbsp; LR 2CA would put full legalization of marijuana on the ballot in 2022.&nbsp; Another bill, LB 474, would partially legalize marijuana now.&nbsp;

Bringing marijuana into Nebraska will hurt kids.&nbsp; In neighboring Colorado, marijuana was the substance most likely to be present in adolescent suicides (age 10-19) during 2016.&nbsp; Marijuana was found in over 30% of cases where toxicology data was available.&nbsp; Suicide is now the leading cause of death of adolescents in Colorado. &nbsp;Among the 15-19 age group, the presence of marijuana in suicide toxicology reports increased almost threefold from 2013 to 2017.&nbsp; The link between marijuana and depression among teens is especially alarming given the rising number of adolescents who frequently use the drug.&nbsp; More than 1 in 15 high school seniors use marijuana on a daily basis.&nbsp; Over 21% of 12th&nbsp;graders have used the drug in the past month.&nbsp;

Nebraska will experience the same heart-wrenching outcomes as Colorado if we legalize marijuana in our state.&nbsp; The American Psychiatric Association’s statement on marijuana says, “there is no current scientific evidence that cannabis is in any way beneficial for the treatment of any psychiatric disorder.&nbsp; In contrast, current evidence supports, at minimum, a strong association of cannabis use with the onset of psychiatric disorders.&nbsp;&nbsp;Adolescents are particularly vulnerable to harm, given the effects of cannabis on neurological development.”&nbsp; Legislators should stand by the science, protect our kids, and oppose efforts by marijuana lobbyists to open our state to this unhealthy and dangerous drug.&nbsp;

Nebraska is the least indebted state in the country.&nbsp; That’s because, like Nebraska families, we only spend the money we have.&nbsp; Some Senators want to change that.&nbsp; LB 542 would abandon our proven pay-as-we-go approach.&nbsp; Instead, it would load the State with up to $450 million of debt for new spending on highways.&nbsp;

Senators increased funding for roads just a few years ago with the passage of the Transportation Innovation Act.&nbsp; It authorized $450 million to speed construction of the state’s expressway system and to repair or replace county bridges. &nbsp;Nebraskans will be paying the tab on this legislation all the way until 2033 through state motor fuel taxes.

With LB 542, the State of Nebraska would be taking on major debt and big interest payments.&nbsp; Taking on debt is forever; it never gets paid off.&nbsp; Funds spent on interest payments are essentially wasted.&nbsp; They won’t go to build roads; they’ll go to pay creditors.&nbsp; Taking on a huge amount of debt could also jeopardize our strong credit rating as a state.&nbsp; Anyone who has dealt with debt knows how quickly it can get out of control.&nbsp; Senators should slam the brakes on LB 542 and vote against taking on hundreds of millions of dollars of debt—money that will come out of your wallet. &nbsp;&nbsp;

Food Stamps for Felons (LB 108 and LB 121)

Nebraska law does not allow drug dealers and criminals with three or more felony drug convictions to collect food stamps.&nbsp; LB 121 would change this provision, extending food stamps to felons—regardless of their number of prior drug offenses. &nbsp;Crime has consequences. &nbsp;In Nebraska, multiple drug felonies rightly disqualify individuals from receiving taxpayer-funded food benefits.&nbsp; Nebraskans shouldn’t be expected to subsidize the food budgets of drug dealers who repeatedly violate the law and undermine our society.

LB 108 would increase the gross income eligibility limit&nbsp;to apply for&nbsp;food stamps from 130% to 185% of the federal poverty level (FPL).&nbsp; However, the vast majority of expected new applicants would not be eligible&nbsp;to receive&nbsp;additional benefits.&nbsp; That’s because the federal government limits granting benefits to applicants with a net income at or below 100% of the FPL.&nbsp; In other words, LB 108 promises benefits that most applicants won’t be eligible to receive. &nbsp;The bill would result in widespread disappointment among applicants and lots of wasted effort by the State to process applications for people ineligible for benefits.

Our state has successfully regained jobs and restored growth after the disruptions of the pandemic.&nbsp; We had the lowest average unemployment rate of any state in 2020, and our current unemployment rate of 3.1% is the third-lowest in the nation.&nbsp; The State of Nebraska offers programs like SNAP Next Step to help families in need gain job skills to live better lives.&nbsp; On average, participants who complete SNAP Next Step receive more than a $20,500 annual increase in their income.&nbsp; We should continue to empower families to achieve greater financial independence.

Gov. Ricketts: Putting the brakes on bad bills

LINCOLN –&nbsp;Today, Governor Pete Ricketts announced that he had signed a proclamation designating Nebraska as a “Second Amendment Sanctuary State.”&nbsp; The proclamation is symbolic, and reaffirms Nebraska’s support for the right to bear arms.

“The White House and U.S. Congress have announced their intention to pursue measures that would infringe on the right to keep and bear arms,” says Governor Ricketts’ proclamation.&nbsp; “Nebraska will stand up against federal overreach and attempts to regulate gun ownership and use in the Good Life.”
