ALLIANCE – The Alliance Rec Center is pleased to announce a grant award of $25,000 from First National Bank of Omaha (FNBO) supporting the ARC AfterSchool Playground Project. 

The playground, designed by Crouch Recreation for 2-12year-olds and voted on by students in ARC AfterSchool, will offer community-wide access for all children and families. “Providing children more opportunities to play and interact is a critical component for social, physical, and emotional health,” says Mara Andersen, executive director of the Alliance Rec Center,” and we are dedicated to ensuring all children in our community have access.”

The ARC has been raising funds for this project since 2019 when they were selected as a finalist for FNBO’s Community First Award. “As a member of this community, I am proud to be a part of a company like FNBO that provides such strong local support,” said Sean Ridgeway, commercial ag banker, FNBO. “This playground will serve children for years to come with a fun and safe place to play.” FNBO’s award matches the monetary and in-kind donations received to date. “We know there’s power in giving children more opportunities to play,” says Andersen, “and we are proud to work with organizations like FNBO who demonstrate a commitment to building strong communities for children and families.”

The playground project is part of the ARC’s 2021 Make More Possible Annual Giving Campaign. The campaign, set to kick off publicly in April, has already raised $37,745 of the $85,000 goal. The campaign ties together the completion of the ARC AfterSchool Playground Project as well as the financial aid budget benefiting children and families throughout 2021. “Reaching our goal in April means a playground this summer,” shares Andersen. “The ARC AfterSchool students ask about once a week when they will get to play on the playground, so the pressure is on to get this project done for them and many others in our community!”

Winter storm to impact the Panhandle, more than a foot of snow

OMAHA, Neb. (AP) — More than 250,000 people have signed up for a coronavirus vaccination on Nebraska’s official registration website, but state officials say they want more and urged residents to add their names. 

State officials want residents to sign up online at <a href="http://vaccinate.ne.gov">vaccinate.ne.gov</a> or through a toll-free hotline at 833-998-2275.

The state is currently working to vaccinate residents who are at least 65 years and older, but the next phase will focus on people ages 50 to 64 and those with certain underlying health conditions.

Roosevelt brought his love and training as a naturalist to the forefront as the 26th president of the United States, saving more than 230 million acres of land for public enjoyment, including nature reserves and public hunting lands. He was influenced by many women who took their love of birds, hunting, wilderness and preservation as their calling.

Adam Lindquist, a Roosevelt impersonator, will give his talk from the perspective of the president. Event attendees will learn Roosevelt’s story and those of the influential women who changed the American landscape for the better.

Tax cut for military retirees advanced by Nebraska lawmakers

It’s that time of year when we are thinking about getting our income taxes filed, so hopefully we can get a refund. As Congress discusses the American Rescue Plan, the name for the new economic stimulus legislation, watch for the change in income tax credits for children.&nbsp; Reworking the income tax credit available for families with children could lift about ten million children out of poverty in America. Economists are predicting&nbsp;that this may lead to&nbsp;a 40% reduction in the child poverty rate. Presently, the child tax credit is worth $2,000 per dependent under the age of 17. The new stimulus package increases the credit next year to $3,000 per child, $3,600 for a child under age 6, makes the tax credit fully refundable, and allows 17-year-old children to qualify. A credit means that the total income tax owed is reduced by that amount, even if it means receiving a refund. A deduction means that income is reduced, so less tax is owed.&nbsp; When we file our income taxes each year, we are asked to list any children living in our household. A family receives a credit of up to $2,000 per year for each child under age 17.&nbsp;Other dependents, including&nbsp;children&nbsp;ages 17-18 and full-time college students ages 19-24, can receive&nbsp;a&nbsp;credit of&nbsp;up to $500 each. This is deducted from the total tax owed. For low-income families, however, this tax credit may not be equal to $2,000 per child. Instead, the credit is based on the amount earned, and the credit is 15¢ per dollar after earning $2,500 (on which the credit is nothing). If the total of the child tax credit a family receives is greater than the amount they owe in taxes, they do not receive the full child tax credit. The American Rescue Plan would temporarily expand the child tax credit for 2021. The tax break would begin to phase out at Adjusted Gross Incomes of $75,000 on single returns, $112,500 on head-of-household returns and $150,000 on joint returns.&nbsp;First, the plan would allow 17-year-old children to qualify. Second, it would increase the credit to $3,000 per child, $3,600 per child under age 6, for many families. Third, it would remove the $2,500 earnings floor. Fourth, it would make the credit fully refundable.

Fifth, the plan calls for the IRS to make a direct deposit or send out a check periodically from July through December to families. These periodic payments would account for half of the family's 2021 child tax credit. For example, if monthly payments were made, this would result in payments of up to $250 per child ($300 per child under age 6) for six months.&nbsp;The family would then claim the remainder of the child tax credit when they file their 2021 return next year. There are other tax credits and deductions a family with children may be eligible for. The Child and Dependent Care Tax Credit lets a family deduct day care expenses for children up to age 13 and for&nbsp;a&nbsp;dependent age 13 or over, if physically or mentally incapable of caring for themselves.&nbsp;The Adoption Tax Credit allows a family to deduct their adoption costs. The American Opportunity Tax Credit (AOTC) is for qualified education expenses paid for the first four years of higher education. You can get a maximum annual credit of $2,500 per eligible student.&nbsp;The Lifetime Learning Credit of up to $2,000 per year is available for post-secondary education as well as for adult and continuing education courses after the AOTC has run out. There is no limit on how many years you can claim the credit. According to the USDA, the average cost of raising a child from birth to age 17 is $233,610 in a married two-parent middle income family with two children.&nbsp;Rural areas like our have a slightly lower cost, $193,020 to raise a child to age 17. The cost ranges from $12,000-$14,000 a year based on the child’s age. With the Biden Administration and Congress, there will be a focus on reducing the poverty rate in America, where almost 10% of our citizens live in poverty. The rate for children, however, is 16%! The change in the Child Tax Credit will be one of many proposals to assist families with the costs of raising children, and one of many ways the government will be assisting those who live in poverty.

Poverty In Our Area: Income tax credits for children

CHADRON – Thirty-three Nebraska high school students have been selected as participants in the Rural Health Opportunities Program (RHOP) at Chadron State College. Director of Health Professions Kristal Kuhnel said it was quite a challenge to interview the candidates in person, but the effort was worthwhile.

“With a lot of cooperation among CSC, (University of Nebraska Medical Center), and the student interviewees themselves, we made it happen. We’re very excited about the high-quality students we are bringing in for the fall,” Kuhnel said.

Students selected as participants in the program receive a full tuition scholarship to CSC. Students who successfully complete their pre-professional education at CSC advance directly to UNMC without facing an additional application process.

Founded in 1989, RHOP is a collaborative program between Chadron State College and the University of Nebraska Medical Center. After earning their professional degrees, RHOP participants are expected and encouraged to return to rural Nebraska to provide health care.

RHOP participants announced at Chadron State College

The City of Chadron has declared a snow emergency for Thursday,  March 11 effective from 2:00 a.m. until 10:00 a.m.  and will remain in effect until further notice, or when all the snow in the streets has been removed.

  When a snow emergency has been declared all vehicles, trailers and obstructions must be removed from the designated snow emergency routes. 

 Vehicles, trailers or obstructions remaining on the routes may be ticketed or towed at the owners' expense.

City of Chadron declares snow emergency 

Some Sandhills residents who receive their electricity from Custer Public Power District (CPPD) will be without power temporarily on Friday.

CPPD announced that residents in Seneca and Mullen who receive their service from CPPD will be without power on March 12 beginning at 2:00 pm. The outage is expected to last approximately two hours.

LINCOLN — After a week of action in the Girl’s State Basketball Tournaments, the boys have their turn vying for a title in Lincoln. Throughout the tournaments, Nebraska State Troopers are patrolling the roads to make sure players and fans arrive safely.

“The state basketball tournaments create memories that players, families, and fans will hold for a lifetime,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “We’re excited that teams from across the state have the opportunity to play for a state championship, and our troopers will be working hard to make sure those championship memories aren’t disrupted by problems on the road.”

The NSAA Boys Basketball Tournament has a modified schedule this year, with games beginning today and champions being crowned on Saturday. With the extended tournament schedule, troopers will perform high-visibility patrols throughout the week. The effort focuses on the Lincoln area, as well as other high-traffic areas in Nebraska.

“March is known for madness on the basketball court,” said Colonel Bolduc. “Let’s all do our part to keep the madness off the road by following traffic safety laws, avoiding distracted or impaired driving, and always wearing a seat belt.”

Troopers working to keep March Madness off Nebraska Roads

As per the winter storm warning, a Snow Emergency has been declared for the City of Crawford from 12:00 a.m. Wednesday morning, once accumulations reach 3 inches, through 5:00 p.m. Wednesday evening.

 In reference to City Ordinances, a snow emergency means that motor vehicles, boats, trailers etc. CANNOT be parked on the street during the indicated time period along the emergency snow routes.

We’ve got back-to-back impacts starting this evening into Wednesday evening with heavy snow ranging from 5-10 inches for the cities of Bill, Douglas, Deer Creek, Glenrock, Lusk, Harrison &amp; Chadron. These areas are under a Winter Storm Warning until 5 PM Wednesday.

The mountain zones of Sierra Madres and Snowy Ranges can expect 6-8 inches through Wednesday evening. 

Our entire region will get a break from the snow Thursday into Friday morning. 

Round 2 begins Friday afternoon to evening where a major snowfall event is likely.

 Snowfall amounts and duration of snowfall for each areas is still uncertain but all cities across southeastern Wyoming and the Nebraska Panhandle will be impacted by this event. 

Areas of heavy and blowing snow are likely. Whiteout conditions and hazardous travel will be a major impact.&nbsp;

Northern Panhandle under a Winter Storm Warning 

LINCOLN, Neb. (AP) — An emergency order that lets Nebraska restaurants offer carry-out alcohol could become a permanent state law under a measure advanced by lawmakers. 

The proposal builds off of Gov. Pete Ricketts’ temporary executive order to try to help restaurants during the coronavirus pandemic. 

The policy has proven popular because it allows restaurant customers to order cocktails and other mixed drinks with their to-go orders.

 Under the measure, drinks could only be sold in a sealed, tamper-evident container and not partially consumed.

Alliance- United Way of Western Nebraska serving Box Butte and Dawes Counties surpassed their 2020-2021 campaign goal of $90,000 by raising $93,605 exceeding the campaign goal. &nbsp;

$84,633.56 was raised in Box Butte County and $8,972.04 was raised in Dawes County. &nbsp;Funds are raised annually through individual donations, corporate donations and United Way special events.&nbsp;

United Way Director Karen Benzel highlighted how important the community is in raising funds for United Way. She noted, “We are grateful for the generous community support and helping United Way raise over $90,000 for the community. When we were setting the goal for the upcoming campaign we had no idea what to expect. Businesses and schools had been shut down, it was very difficult to set a fundraising goal as we wanted to be cognizant of the current environment due to the pandemic, but we recognized that the ongoing needs of our partners still existed and in many ways their funding needs increased due to the pandemic. We were conscientious all year long and encouraged the community to give what they could and the amazing support we received demonstrates the wonderful community we live in. Whether you participated in one of our events this past summer, donated&nbsp;through payroll deduction, on our site or via one of our promotions, we want to thank you!&nbsp;We were able to raise $93,605 for the community during a pandemic and we are appreciative of every donation to support United Way.”

DAWSON COUNTY-Officials with the Nebraska Game and Parks Commission are asking for the public's assistance after finding parts from a bald eagle south of Lexington.

Game and Parks says the feet, head and feathers were taken from the body of a bald eagle at the Tri-County Canal Canaday Steam Plant river diversion sometime in February of 2021.

Officials say it is unknown how the eagle died, saying it could have been from natural causes. In any case, the harvesting and possession of bald eagle parts are illegal under federal law.

According to the United States Fish and Wildlife Service,&nbsp; it is illegal for any individual to keep a bald or golden eagle, including its parts (feathers, feet, egg shells, etc.) without a federal permit. State, tribal, and other permits may be needed as well.&nbsp; The penalty for doing so carries a&nbsp;maximum&nbsp;penalty of $100,000 and/or up-to one year in&nbsp;prison.

Officials seek information on harvesting of bald eagle parts

OMAHA, Neb. (AP) — Nebraska health officials continue to identify more cases of different variants of the coronavirus in the state. 

The state said Monday that five cases of the variant first identified in the United Kingdom and 14 cases of a variant first identified in California have now been confirmed.

PPHD: CDC issues public health recommendations for fully vaccinated people

LINCOLN – Private pond owners should be wary of fish possibly succumbing to winterkill.

Excessive snow, especially in southeastern Nebraska, and thick ice from recent frigid weather have created conditions for potential winterkill, according to Jeff Blaser, private waters specialist with the Nebraska Game and Parks Commission.

Winterkills typically occur in small, shallow ponds with abundant aquatic vegetation. Snow and ice covering a pond prevent the water from exchanging oxygen with the air. Excessive snow and thick ice allow little sunlight penetration, so plants are unable to produce enough oxygen. If excessive snow cover and thick ice persists, the plants die and subsequent decomposition, along with respiration by various aquatic organisms, can deplete the oxygen, resulting in a fish kill.

Blaser recommends pond owners take stock of their waters at ice-out.

“Depending on the size of the pond, the presence of 40 or 50 dead fish would not indicate a large winterkill,” he said. “Thousands of dead fish of various species and sizes would be evidence of a major die-off event.”

Blaser suggests owners check for fish, visually and angling, following ice-out to help determine the status of the fish populations. The findings from these actions could indicate a pond is a candidate for restocking.

Nebraskans from Gretna to Gothenburg are feeling the pain of burdensome property taxes.&nbsp; In agriculture, high property taxes erode margins&nbsp;and threaten the financial health of our family farms.&nbsp; This has a profound effect,&nbsp;not only on rural communities but also on our overall economy because agriculture is our number one industry.&nbsp; In our cities, property taxes are imperiling the American dream of home ownership for some and the dream of retiring for others.&nbsp; Family budgets simply aren’t keeping up with the rapid rise in property taxes.&nbsp; High property taxes are also hurting small businesses on main streets and weigh on future investment, as job creators face the challenge of ever-increasing costs of doing business.&nbsp;

Data shows that Nebraskans are shouldering a heavy property tax burden.&nbsp; According to WalletHub, Nebraska has the 8th&nbsp;highest property tax rate in the nation.&nbsp; Our effective rate of property taxation is higher than in any neighboring state.&nbsp; For example, the median national home value was $217,500 in 2019.&nbsp; In Nebraska, owning this home would cost an average of $3,754 per year in property taxes.&nbsp; The same house would only have $1,319 of annual property taxes in Wyoming and $1,113 in Colorado.&nbsp; The bottom line is that Nebraska’s families are paying thousands of dollars more each year in property taxes than families in surrounding states.

Since their operations involve lots of land, our state’s farmers and ranchers especially feel the pain of high property taxes.&nbsp; In a paper published in 2019, UNL Professor J. David Aiken calculated the property tax burden of Nebraska’s ag producers and compared it to other states.&nbsp; Property taxes averaged 30.7% of net farm income in Nebraska from 2015 to 2017—the most recent years included in the study.&nbsp; That was 88% higher than the national average over that time period.&nbsp; Our state’s high property taxes are putting Nebraska’s hardworking farmers and ranchers at a competitive disadvantage, which is hurting our state’s largest industry.

Local government property taxes have gone up 4.3% per year over the past decade in Nebraska.&nbsp; That may not sound like much, but when compounded over 10 years, it’s a 51.8% increase.&nbsp; By comparison, income grew 48% and inflation just 18.7% during the past decade.&nbsp; With property taxes going up faster than income or inflation, Nebraskans are mad. &nbsp;

To address this problem, we’ve made strides to deliver property tax relief in recent years.&nbsp; From 2015 to 2019, I worked with the Legislature to nearly double the Property Tax Credit Relief fund from $140 million annually to $275 million per year.&nbsp; Last year, we celebrated a landmark property tax relief bill—LB 1107.&nbsp; It created a refundable property tax credit that Nebraskans are able to claim for the first time when filing their 2020 state income taxes.&nbsp; The refundable credit is providing $125 million in relief for the 2020 tax year, and will increase as our State continues to grow.

In January, I proposed a budget to deliver a total of $1.36 billion in total property tax relief over the next two years.&nbsp; Last month, we received a better-than-expected revenue projection from the Nebraska Economic Forecasting Advisory Board.&nbsp; The board now projects state revenues to be $462 million higher than its initial forecast.&nbsp; In light of this news, Senators now have the opportunity to deliver $1.77 billion in property tax relief over the next two years. &nbsp;This would be a significant amount of relief for Nebraskans, and it would help our state continue its strong growth.

As the state works to deliver relief, it is also critical that all levels of government control spending to ensure it ends up in people’s pockets.&nbsp; We have to make sure that the state tax relief doesn’t simply result in new spending by local political subdivisions like cities, counties, community colleges, natural resources districts, and schools.&nbsp; Here’s how the process has worked in the past:

1.&nbsp;&nbsp;&nbsp;Local property taxes go up faster than income and inflation.

2.&nbsp;&nbsp;&nbsp;Nebraskans pay higher property taxes.

3.&nbsp;&nbsp;&nbsp;The State delivers property tax relief.

4.&nbsp;&nbsp;&nbsp;Local property tax bills continue to go up.

5.&nbsp;&nbsp;&nbsp;Taxpayers see no&nbsp;real&nbsp;relief, because the relief from the State is needed to cover the higher property tax bills they get from political subdivisions.

It’s time to stop this cycle.&nbsp; I have proposed a budget to limit state spending to 1.5% per year.&nbsp; I’m also working with the Legislature to take action to limit the allowable growth of local government spending to 3% each year.&nbsp; This commonsense limit will protect Nebraskans from seeing their tax bills increase faster than their family budgets can afford.

OMAHA, Neb. (AP) — Nebraska officials may start using mobile sites to help expand the number of places where residents can get a coronavirus vaccines as the number of available doses increases. 

Gov. Pete Ricketts made the comments came as the number of new vaccinations administered continues to trend upward. 

Health officials vaccinated a new one-day high of 20,949 people on Thursday. 

Statewide, 12% of Nebraska residents who are at least 16 years old have been fully vaccinated, according to the state’s online tracking portal.

 Nebraska hospitals that are working through the state’s vaccination program have received 502,470 doses so far.
