OMAHA, Neb. (AP) — Nebraska’s corrections department will propose to lawmakers a new, $230 million prison to reduce chronic overcrowding that the agency's director says is likely to get worse. 

Corrections Director Scott Frakes will present the plan in the upcoming legislative session with backing from his boss, Gov. Pete Ricketts.

 State officials have tried for years to ease crowding in Nebraska’s prisons by expanding parole, changing some sentencing laws and creating new diversion programs.

Seven additional COVID-related deaths in the Panhandle are being reported. This brings the total deaths in the Panhandle to 104. The deaths are being announced as follows:

“We wish to express our sincerest condolences with the friends and loved ones in the loss of our fellow Panhandle residents. We send you peace and comfort especially during this holiday season,” said Kim Engel, Panhandle Public Health District Director.

PPHD: 7 more virus deaths reported in the Panhandle

Many cities throughout the Panhandle of Nebraska are receiving a vaccine for COVID-19. Box Butte General Hospital expects to start vaccinating healthcare workers, EMS, and long-term care residents with the COVID-19 vaccine this week; however, it will not be available to patients, the general public, or the high-risk population yet.

With that being said, BBGH does have a COVID-19 outpatient clinic where patients can be referred by a physician to receive an infusion of Bamlanivimab (BAM for short) for treatment of mild to moderate symptoms of COVID-19.

BAM is an antibody infusion that helps patients recover from mild symptoms sooner. There are some requirements to receive this treatment, including: 12 years of age or older, positive COVID-19 test, target BMI range but weighing at least 88 pounds, normal oxygen level with no assistance, mild symptoms, recovering at home (not admitted to the hospital).

The infusion takes about three hours, and patients will be charged an outpatient administration fee but not charged for the medication. Improvements can be seen anywhere from one to three days after treatment. However, this does not shorten the length of time needed to stay isolated.

Box Butte General Hospital encourages the public to follow guidance from the Panhandle Public Health District and continue practicing social distancing, masking in public, and washing and sanitizing hands frequently.

Mayor Dafney declares Dec. 21 'Helen Iossi Day' in Alliance

NORTH PLATTE&nbsp; — The Nebraska State Patrol Investigative Services Division is investigation a shooting that occurred in Palisade, in Hayes County, on Friday, December 18.

NSP Investigators were called-in Friday, after the Hayes County Sheriff’s Office responded to the scene at 308 North Osborn in Palisade. A victim was located with multiple gunshot wounds. The victim was transported to Great Plains Health in North Platte and is expected to survive.

The Hayes County Sheriff’s Office has requested that the Nebraska State Patrol be the lead agency in the investigation. Preliminary investigation was completed at the scene Friday. 

The Hayes County Sheriff’s Office, Hitchcock County Sheriff’s Office, Palisade Fire and Rescue assisted on scene.

LINCOLN – The Nebraska Game and Parks Commission will burn brush piles throughout the winter as conditions allow.

Many tree and shrub piles occur in areas where trimming has occurred, areas with storm damage or where trees have been cut to improve wildlife habitat. Removing piles when snow is on the ground is safer, and their removal allows for safer prescribed burns later in the year. It also facilitates the area to be seeded to desirable grasses and forbs.

Removing undesirable trees allows naturally-occurring woodlands to expand and promotes understory growth, which is beneficial to many wildlife species.

We understand that some people may be nervous about the COVID vaccines – this is totally reasonable.&nbsp;Fortunately, researchers have been working on vaccines for the coronavirus family for years, so they did not have to start from scratch.&nbsp;

As researchers have been working intensely to develop and test the vaccine, they have been transparent in sharing data, holding live hearings, and pausing trials when it’s been important to slow down.&nbsp;All of this has given us trust and confidence in vaccination – a critical tool in our toolbox in slowing the spread of COVID and helping our communities move forward.&nbsp;

SCOTTSBLUFF ― As healthcare workers across the U.S. began receiving the nation’s first shipment of COVID-19 vaccines last week, Regional West officials are making plans for the vaccine’s upcoming delivery and administration to frontline healthcare staff with a high risk of exposure.

Regional West will be receiving several batches of the Moderna COVID-19 vaccine. In accordance with state and federal recommendations, a priority matrix has been established to identify those groups who qualify for the first round of vaccinations.

Nationwide, the vaccine will be distributed in waves. The first wave will have three phases (a, b, and c). Phase A distribution will go to healthcare and long term care facilities; Phase B will include first responders, the education sector, food and agriculture, corrections staff, and utilities and transportation; while Phase C will include people who are 65 years of age and older, vulnerable populations, and congregate living, including nursing homes. Future waves of distribution have not been announced, however, vaccine distribution for the general public is anticipated in early spring 2021.

“We are preparing and planning for the upcoming arrival of the COVID-19 vaccine at Regional West. We are reviewing the providers and staff who have the highest risk of exposure to COVID-19 patients to help build a plan for dispensing the vaccine,” said Regional West Chief of Staff Dorisa Polk, MD, FACOG.

The vaccine will be given in two shots, spaced either 21 or 28 days apart, based on which vaccine brand is shipped. Recipients must receive the same vaccine for both shots for it to be effective. Through trials, both vaccines have proven to be 95% effective. That means of those vaccinated for the trials, only 5% developed COVID-19 when exposed to the virus and their symptoms were mild.

Until more Americans are vaccinated, everyone is encouraged to help prevent the spread of COVID-19 by social distancing, regular hand washing, wearing a mask in public, and self-monitoring for symptoms.&nbsp;More information will be provided about general public clinics when available.

Regional West planning for upcoming COVID-19 vaccine

OMAHA, Neb. (AP) — The number of people hospitalized with the coronavirus in Nebraska has dropped below 600 for the first time since late October.

Eighteen new troopers have joined the ranks of the Nebraska State Patrol (NSP). The members of the 63rd&nbsp;Basic Recruit Class in NSP history received their badges and took the oath of office today during a ceremony at the State Capitol.

“Today is a great day for the Nebraska State Patrol,” said Colonel John Bolduc. “These 18 troopers have faced challenges and grew together as a team. The skills they’ve learned during the last six months of training will now be put to use in service to the citizens of Nebraska.”

The members of Camp 63 hail from three states and 13 different communities across Nebraska. The class completed 22 weeks of intense training at the Nebraska State Patrol Training Academy in Grand Island. The training included extensive live-action, hands-on scenarios, as well as more than 1,000 hours of academic instruction. The new troopers will now continue their training in the field, pairing with a veteran trooper for the field training process.

Recruit Jenna Riddle, of Lincoln, received the Captain Mark Williams Core Values Award, as well as the R. J. Buchholz Physical Fitness Award. Recruit Nicholas Buck, of Rochester, Minnesota, was honored with the D. R. Shearer Marksmanship Award. Recruit Matthew Brown, of Bayard, received the O. H. Witt Academic Achievement Award. Recruit Joshua Ko, of Pearl City, Hawaii, was presented the Superintendent’s Leadership Award.

Governor Pete Ricketts, Attorney General Doug Peterson, and Colonel Bolduc provided remarks during today’s graduation ceremony, held in the rotunda of the Nebraska State Capitol. Secretary of State Bob Evnen administered the oath of office. Attendance at the ceremony was limited to comply with social distancing guidelines.

“You have just completed one of the toughest law enforcement training camps in the nation,” said Governor Pete Ricketts, in his address to the class. “On behalf of all Nebraskans, I want to tell you how proud we are of the Nebraska State Patrol and how proud we are of you for making this decision to join the patrol.”&nbsp;

Camp 63 completes the best recruiting year for NSP since 2015, with 33 new troopers taking the oath of office this year. 2020 marks only the second time since 2002 that NSP has added more than 30 troopers in one calendar year. Fifteen new troopers were sworn-in last June.

The next Nebraska State Patrol Basic Recruit Class, Camp 64, will begin on January 4, 2021. NSP is currently accepting applications for Camp 65, scheduled to begin in July 2021, at&nbsp;<a>nsp.ne.gov/apply</a>.

Nebraska State Patrol graduates 63rd recruit class

LINCOLN, Neb. (AP) - Nebraska's Capitol will close on Dec. 24 now that President Donald Trump has declared Christmas Eve a federal holiday.

The Office of the Nebraska Capitol Commission said it won't be offering tours that day or Christmas Day on Dec. 25. The Capitol will reopen for tours on Dec. 26.

It will close again on Jan. 1 for New Year's Day.

The announcement at a news conference came just days after state officials said they&nbsp;<a href="https://apnews.com/article/health-nebraska-coronavirus-pandemic-41d7031d1201f9c028e250bebcb64ecc" target="_blank">weren't expecting any shipments</a>&nbsp;from the company next week because of unspecified "logistical hiccups." Other&nbsp;<a href="https://apnews.com/article/michael-brown-health-coronavirus-pandemic-coronavirus-vaccine-fcfc76c553da46675fb3a7d535697942" target="_blank">states&nbsp;</a>have reported&nbsp;<a href="https://apnews.com/article/ron-desantis-florida-coronavirus-pandemic-west-palm-beach-bcc7688e10be599df9c9fbec28ef4731" target="_blank">similar problems</a>, but Pfizer issued a statement saying it wasn't having any production or distribution issues.

Ricketts said state officials still expect to receive about 32,000 doses of a separate vaccine developed by Moderna, as previously announced. Because of that, he said state officials will hold off on distributing the Pfizer vaccines until the last week of December so they can combine those doses with another expected shipment of 11,900 for use in Nebraska's hard-hit long-term care facilities.

"What we're going to do is bank them," he said at a news conference.

State officials have identified front-line medical workers and people tied to the long-term care industry as the first groups that need to receive the vaccine. Other groups, such as teachers and meatpacking workers, will also get priority. State officials have predicted that the vaccine will be available to the general public in Nebraska by April.

Ricketts said 4,069 Nebraska residents have received initial vaccine doses as of Thursday. Two doses are required with a three- to four-week waiting period between each one, so those residents likely won't get full immunity until January.

Ricketts also announced that he will proclaim Sunday as a day of prayer to remember the 1,463 people in Nebraska who have died from the virus. His wife, Nebraska first lady Susanne Shore, said the next three days will be deemed a weekend of remembrance and honor. Shore encouraged residents to reach out to people who have lost family members and those who are still working in critical jobs during the pandemic.

"I know we're not out of the woods right now, but we can begin that journey by connecting and supporting one another," she said.

Shore said Nebraska Impact, a nonprofit that works to promote and connect the state, has created an&nbsp;<a href="https://neimpact.org/memorial" target="_blank">online memorial wall</a>&nbsp;for people to post about loved ones who have died after contracting the virus.

The overall index for the region improved to 51.6 in December from November's 46.8. Any score above 50 suggests a growing economy while a score below 50 suggests a shrinking economy.

Creighton University economist Ernie Goss, who oversees the survey, said the region still has about 95,000 fewer jobs than it did before the pandemic began, and it will take many months of growth to erase all the job losses. The hiring index slipped to a neutral 50 score in December from November's positive reading of 53.2.

But the bankers are confident the economy will improve over the next six months because crop prices, federal farm aid and exports have all increased recently, Goss said. The confidence index jumped to 62.9 in December from November's 50.

Bankers from Colorado, Illinois, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, South Dakota and Wyoming were surveyed.

Bankers say economy is improving in rural parts of 10 states

OMAHA, Neb. (AP) - State officials are encouraging Nebraskans to consider getting tested for the coronavirus before the holidays if they plan to see extended family.

The state's chief medical officer, Dr. Gary Anthone, said taking a test for the virus before Christmas would add an extra layer of protection for families that plan to gather together.

"Testing appointments are available so we encourage anyone who plans to travel or who plans to see extended family to take advantage of the opportunity to be tested," Anthone said. "If you're not feeling well but think it's a cold, we want you to get tested."

Nebraska reported 1,242 new virus cases and 10 new deaths Wednesday to give the state 152,103 cases and 1,448 deaths since he pandemic began.

Over the past two weeks, the seven-day rolling average of daily new cases in Nebraska decreased from 1,787.43 new cases per day on Dec. 2 to 1,179.71 new cases per day on Wednesday.

The number of people hospitalized with the virus declined again Wednesday to 646 from the previous day's 677. That number has been trending down since the state set a record of 987 on Nov. 20.

About 28% of Nebraska's hospital beds remain available, according to the state's&nbsp;<a href="https://experience.arcgis.com/experience/ece0db09da4d4ca68252c3967aa1e9dd" target="_blank">online&nbsp;</a>virus tracker.

(AP) - State officials are encouraging Nebraskans to consider getting tested for the coronavirus before the holidays if they plan to see extended family.The state's chief medical officer, Dr. Gary Anthone, said taking a test for the virus before Christmas would add an extra layer of protection for families that plan to gather together."Testing appointments are available so we encourage anyone who plans to travel or who plans to see extended family to take advantage of the opportunity to be tested," Anthone said. "If you're not feeling well but think it's a cold, we want you to get tested."Nebraska reported 1,242 new virus cases and 10 new deaths Wednesday to give the state 152,103 cases and 1,448 deaths since he pandemic began.Over the past two weeks, the seven-day rolling average of daily new cases in Nebraska decreased from 1,787.43 new cases per day on Dec. 2 to 1,179.71 new cases per day on Wednesday.The number of people hospitalized with the virus declined again Wednesday to 646 from the previous day's 677. That number has been trending down since the state set a record of 987 on Nov. 20.About 28% of Nebraska's hospital beds remain available, according to the state's&nbsp;<a href="https://experience.arcgis.com/experience/ece0db09da4d4ca68252c3967aa1e9dd" target="_blank">online&nbsp;</a>virus tracker.

Nebraskans encouraged to get virus test before the holidays

The 79th Annual Stockholders’ Meeting of Western Cooperative Company (WESTCO) took place on Wednesday, December 16. Due to COVID-19 precautions, the meeting was held virtually via Zoom.

Controller Shawn Nelson presented the financial reports for the 2020 fiscal year, showing the cooperative had $115 million in Sales and generated a Net Savings of $6.1 million.

In the Annual Board Report, Chairman Erik Peterson informed members that 2020 was WESTCO’s sixth best year historically and the Board approved Equity Redemption for all members age 70 and older. In total, WESTCO is returning $2.8 million in cash back to members, following the Annual Meeting.

The Board recognized Craig Henkel and Dan Oligmueller who fulfilled their terms on the Board. Overall, Henkel served six years on the WESTCO Board of Directors while Oligmueller served a total of 19 years, making him one of the longest serving Board members in the cooperative’s history. In other business, Trabor Bauer and Joe Thompson were elected to serve three-year terms on the Board of Directors.

General Manager David Briggs reviewed the seven Divisions that serve the members, highlighting many positives for the year, including a $400K decrease in expenses, a $600K decrease in interest and achievement of target margins. Despite the pandemic and many other challenges throughout the year, WESTCO employees were able to achieve budget and return cash to Members.

OMAHA, Nebraska – As part of its continuing efforts to reduce drug misuse and overdose, the Drug Enforcement Administration (DEA) is launching a winter campaign urging the public to “Secure Your Meds.” The current health crisis has magnified the importance of addressing the issue of prescription-drug misuse. With Americans spending more time at home due to the pandemic, now is a good opportunity to clean out medicine cabinets and secure expired or unused medications. This one action can prevent medications from getting into the hands of children and others who may misuse them. 

The goal of the Secure Your Meds campaign is to raise awareness of the responsibility to keep prescription and other medications stored securely. Medications that are no longer used or have reached their expiration date should be secured until they can be disposed of in one of the 11,000 authorized, year-round collection sites, or until the next DEA National Prescription Drug Take Back Day, when patients can dispose of unused medications properly at a DEA collection site.  

“Nearly 70 percent of drug overdose deaths in the United States involve opioids,” Omaha Division Special Agent in Charge Richard Salter, Jr., said. “Many of these deaths could be prevented through the administration of Naloxone (Narcan) which reverses the overdose symptoms, and is available without a prescription from a doctor at most major pharmacy chains throughout the country. Naloxone can be given to an overdose victim by friends, family members or first responders. By safeguarding and properly disposing of unused medications we will save lives.” 

Medicines that languish in home cabinets are highly susceptible to diversion, misuse and abuse. Rates of prescription drug abuse in the United States are alarmingly high, as are the number of accidental poisonings and overdoses due to these drugs. Studies show that a majority of abused and misused prescription drugs are obtained from family and friends, including from home medicine cabinets.

LINCOLN, Neb.-Governor Pete Ricketts held a press briefing at the State Capitol to provide an update on the State’s response to the coronavirus pandemic.&nbsp; The Governor reported that coronavirus-related hospitalizations have declined over 30% since November 20th.&nbsp; Nebraska is currently in the “yellow” phase of its pandemic response plan.&nbsp;

Gov. Ricketts also shared news that over 1,700 Nebraskans had already received their coronavirus vaccination as of this morning.&nbsp; The initial doses have gone to frontline healthcare workers such as critical care physicians and nurses, ER staff, and people who handle infectious materials at hospitals.&nbsp; So far, 13 hospitals have administered vaccines.&nbsp;

OMAHA, Neb. (AP) - A coalition of Nebraska mayors called on state officials Wednesday to finish a series of highway upgrades that were unveiled in 1988 but never completed because of a lack of funding.

The mayors sent a letter to state lawmakers, urging them to make roads a top priority in the 2021 legislative session. They also questioned why Nebraska is one of two states that don't use bonding to finance highway projects.

The mayors are pushing for the completion of the Nebraska Expressway System, which was designed to connect the state's larger cities to one another and the interstate system with four-lane highways. They note that, of the 600 miles of four-lane highways that were promised, nearly one-third are still unfinished.

"The result is more motorists are being killed every year on dangerously crowded two-lane highways and communities' economic growth opportunities are significantly limited," the mayors said in the letter.

Alliance High School has revised the fan attendance guidelines that were announced earlier this week. AHS Activities Director Anita James issued the following guidelines Wednesday.&nbsp;

****After receiving further information/clarification from the NSAA, we have learned that we are still limited to just 25% capacity for all NSAA events. Therefore, we have updated our protocols below for any home basketball and wrestling events****

-Attendance is still restricted to household members only, however, grandparents may be added to the household members list (totaling no more than 6 spectators per participant).&nbsp;

-6 foot separation must be maintained between family groups.&nbsp;

-All spectators, coaches, and non active participants are required to wear face coverings at all times while attending events.&nbsp;

-All spectators will enter using the NORTH performing arts center entrance into Alliance High School.&nbsp;

-All names must be on the participants household list in order to attend any home event held at Alliance High School.&nbsp;

-Any High School events held at Alliance Middle School will be capped at 2 household members per participant.&nbsp;
