RAPID CITY, S.D. (AP) — Rapid City authorities say one man was killed in a Thursday night shooting and a teen was wounded by a police officer after refusing to put down a shotgun early Friday morning.

 The police shooting happened after a traffic stop about 3:45 a.m. Friday.

 One of the occupants ran from the vehicle and a second person, later identified as a 15-year-old boy, got out of the car holding a shotgun. 

Police Chief Don Hedrick says the officer “asked repeatedly” for the teen to drop the shotgun and he refused. 

Hedrick says the officer fired and the boy fell to the ground.

 The fatal shooting was reported just after 11 p.m. Thursday, when officers arriving on scene found a 31-year-old man lying in the street.

 Gov. Pete Ricketts said Wednesday that the rules would be eased because less than 15% of the state’s hospital beds have been occupied by virus patients over the past week, on average. 

The new rules that take effect Thursday will allow indoor gatherings up to 75% of a building’s capacity, up from 50% now, and the restrictions on elective surgeries will also be lifted. 

Rules requiring people at bars and restaurants to remain seated will also be eliminated.

The new state headquarters facility will allow NSP to bring most Lincoln-based troopers and civilian staff under one roof, rather than spread out in several offices throughout the capital city.

“For decades, NSP team members have been scattered around Lincoln at various offices,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “Our new state headquarters will bring our team together, which allows us to better serve Nebraskans and improve many processes that currently involve personnel from multiple offices.”

NSP currently has six offices in Lincoln, in addition to operations at the State Capitol Building. The consolidation plan will bring NSP’s Headquarters Troop Area, Troop H Investigative Services, Carrier Enforcement, Criminal Identification Division, Communications Division, Nebraska Information Analysis Center, and State Headquarters functions into one location.

The new NSP state headquarters building will be located at 4600 Innovation Drive, north of Interstate 80 near NW 1st&nbsp;Street. NSP has entered into an agreement with Speedway Properties to lease the building for 20 years. The move-in process is expected to begin in March 2021.

In addition to the benefits of consolidation, the new state headquarters will host a new, state of the art, dispatch center. The new Lincoln Communications Center will allow for the consolidation of dispatch operations of the current Omaha and Lincoln dispatch centers.

No NSP personnel will lose employment as a result of this consolidation effort. The effort will allow for some currently vacant positions to be eliminated as a cost-saving measure. NSP will vacate offices at 1600 Highway 2, 4130 NW 37th, and 3800 NW 12th, as well as the current dispatch center, located within NEMA on the Nebraska National Guard Base. The NSP Crime Lab and NSP Supply Building will continue operating at their current locations in Air Park.

Prior to opening the new facility, notice will be provided to the public to preserve the continuity of fingerprinting services, which are currently offered at 3800 NW 12th&nbsp;Street but will move to the new state headquarters facility.

Multispecies lottery permit applications accepted beginning Jan. 2

LINCOLN – Starting Jan. 1, Nebraskans will have four new specialty license plates to choose from for their vehicles to show their conservation pride.

The newly designed plates, which will be available at the Nebraska Department of Motor Vehicles, celebrate Nebraska’s diverse wildlife and recreation opportunities.

The three wildlife options include a Nebraska bighorn sheep, sandhill crane and ornate box turtle. The fourth option, championed by Bike/Walk Nebraska, includes a trail scene and the words “The Good Life is Outside.”

The alpha-numeric specialty plates are $5 per year and custom message specialty plates are $40 per year. Revenue from the wildlife plates will benefit the Wildlife Conservation Fund, which supports conservation of Nebraska’s at-risk, threatened and endangered species. Funds from the trail plate will benefit trail maintenance at Nebraska’s state parks.

The new plates join a fifth by the Nebraska Game and Parks Commission featuring a mountain lion, which was introduced in 2016 and benefits Game and Parks’ conservation education fund.

“Our native wildlife and recreation opportunities are an important part of our lives and heritage here in Nebraska, and these plates reflect that,” said Game and Parks director Jim Douglas. “We’re excited that Nebraskans can show their pride for wildlife and help fund conservation at the same time.”

New specialty license plates benefit conservation, Nebraska trails

Some of the largest bills people face each month are their utility bills. We all need electricity, water and heat! But sometimes, especially in the winter, these bills can be budget breakers.&nbsp;

Low income people who have trouble making their utility payments can get help! The best place to start is the local office of Northwest Community Action Partnership (NCAP). NCAP has offices in Chadron, Rushville, and Alliance. For emergency assistance in Box Butte County, phone 308-762-4960 and leave a voice mail. Realize there may be a backlog of clients and it does take several days to process an application.

To receive assistance, a person would have to complete an application and verify their income. NCAP can then provide vouchers from the City of Alliance Neighbors Helping Neighbors utility assistance fund or from the Salvation Army for Black Hills Energy bills.

The City of Alliance established Neighbors Helping Neighbors to provide residents a voluntary opportunity to contribute to other Alliance residents who need assistance paying their utility bills. All donations provided through the Neighbors Helping Neighbors program will be used to help residents of the City of Alliance service area to pay their delinquent city utility bills. The funds are administered by NCAP.

To be eligible for assistance under this program, applicants must:&nbsp;

Utility customers of the City of Alliance may donate to Neighbors Helping Neighbors by adding a one-time and/or recurring donation to their monthly utility bill. Those who elect to participate should complete the form on the City’s website,&nbsp;<a href="http://www.cityofalliance.net/419/Neighbors-Helping-Neighbors" target="_blank">www.cityofalliance.net/419/Neighbors-Helping-Neighbors</a>, and return it to the City utility customer service office so that donations may be added to the utility bill. Black Hills Energy works with NCAP and the Salvation Army to provide emergency heating assistance to those unable to pay their company’s natural gas bill through a program called HeatShare. HeatShare is funded by the charitable giving arm of Black Hills Energy, its employees, and their customers.

Assistance is available to those experiencing financial hardship. Vouchers are based on household income and can be used to help pay Black Hills Energy utility bills if the client faces a disconnect, or to help repair or replace a gas furnace, while staying under the limit of $750 a year.

The Nebraska Department of Health and Human Services (DHHS) has an energy assistance program called LIHEAP. The Low Income Home Energy Assistance Program (LIHEAP) helps low income households stay safe and healthy by providing financial assistance to offset the costs of heating and cooling. LIHEAP particularly helps households that pay a high portion of household income for home energy to meet immediate home energy needs.

The LIHEAP Program provides heating assistance, cooling assistance, year-round crisis assistance, emergency furnace repair and replacement, fan program, and weatherization services for eligible Nebraska citizens/households. LIHEAP in Nebraska is solely funded through a federal grant.&nbsp;Phone the Alliance DHHS office at 308-763-2900 or the state office at 402-471-3121 for information about how to apply.

Finally, the Alliance Christian Ministerial Association is able to provide $75 in assistance once every six months for utilities. The Hemingford Ministerial Association will pay a utility bill once a year as a last resort.&nbsp;

He went to be registered with Mary, to whom he was engaged and who was expecting a child. While they were there, the time came for her to deliver her child. And she gave birth to her firstborn son and wrapped him in bands of cloth, and laid him in a manger, because there was no place for them in the inn.

In that region there were shepherds living in the fields, keeping watch over their flock by night. Then an angel of the Lord stood before them, and the glory of the Lord shone around them, and they were terrified. But the angel said to them, ‘Do not be afraid; for see—I am bringing you good news of great joy for all the people: to you is born this day in the city of David a Saviour, who is the Messiah,<a href="javascript:void(0);"></a>&nbsp;the Lord. At approximately 10:41 a.m. CT Wednesday, a GMC Yukon was traveling eastbound on I-80 near mile marker 167. The Yukon lost control in the winter weather conditions, crossed the median, entered the westbound lanes, and collided with a westbound semi.

The driver, Edgar Navarro, 24, and passengers Idayalid Bautista, 25, and Alexa Navarro, 4, all of Westminster, Colorado, were pronounced deceased at the scene. Two additional passengers, a three-year-old girl and an eleven-month-old girl were both transported to Great Plains Health in North Platte. They have since been transported to a hospital in Denver with what are believed to be non-life-threatening conditions.

Winter storm causes crashes, claims 3 lives

Box Butte General Hospital in Alliance recently got their first distribution of the COVID-19 vaccine.&nbsp;

One of the first Moderna vaccine recipients at Box Butte General Hospital was Laboratory Medical Technologist Marina Girard.&nbsp;

Girard has worked for BBGH for the past 35 year.&nbsp;

"Even though the vaccine is not available to the general public yet, BBGH hopes to be able to meet that need in the coming months," said&nbsp;Shae Brennan,&nbsp;Promotion Specialist.&nbsp;

BBGH encourages the public to continue practicing social distancing, wearing a mask, and washing hands frequently as well as following Panhandle Public Health District’s guidelines.

BBGH's Marina Girard one of the first to receive COVID vaccine 

Four people were transported to a Panhandle hospital after a vehicle accident.&nbsp;

On Dec. 22 at approximately 8:05 a.m. Scottsbluff Police Department officers were dispatched to the Highway 26 and 21st&nbsp;Avenue intersection to a multiple vehicle accident.&nbsp; 

&nbsp;A green 2003 Chevrolet Malibu driven by 25 year-old Jordan Houser of Alliance was west bound on Highway 26.&nbsp; 

A black 2007 Dodge Ram 2500 pickup driven by 26 year-old Tyler Frickey of Gering was facing south and entered the intersection to turn east onto Highway 26 from 21st&nbsp;Avenue.&nbsp; 

Houser collided with Frickey in the intersection.&nbsp; 

"All four occupants of the Malibu were transported to Regional West Medical Center for treatment including two children ages two and six -months old," said&nbsp;Dominick Peterson, Scottsbluff Police Sergeant. "The two year-old was not retrained at the time of the collision. The six-month old was restrained in a rear facing child safety seat."&nbsp;

Houser was cited for violation of a traffic control device.&nbsp; &nbsp;&nbsp;&nbsp;

Nebraska Game and Parks to celebrate parks’ centennial in 2021

RAPID CITY, S.D. (AP) — Federal workplace safety officials are investigating a fatal construction accident in Rapid City. 

The Rapid City Journal reports the Occupational Safety and Health Administration is investigating the trench collapse that trapped two workers, killing one of them. 

Fire officials said the accident happened Monday afternoon while the men were working.

 Police and medics arrived to find the men trapped under a dirt pile — one man submerged up to his chest and another completely submerged up to his head. 

His body was recovered after about five hours of digging.

Many times poverty can be a barrier to participation in the creative arts. Supplies and lessons can be expensive. In Alliance the Carnegie Arts Center works to make sure art is affordable for everyone. 

Carnegie displays rotating exhibits in their galleries, hosting artists from different states and cultural backgrounds.  All forms of media are represented, and there is a large variety available for sale in the gift gallery. Visitors to the galleries gain exposure to artworks that are diverse in concept as well as content. There is no admission fee.

Not only is Carnegie Arts Center a great place to view art and purchase the creations of area artists, they also have outreach programs, events, art classes, and youth art camps. These are funded by our purchases, memberships, donations, and grants. 

Gallery director Kyren Gibson says, “Art is for everyone, for all ages, economic status, intellectual and physical abilities. It benefits everyone’s life.” Because economic status is often a barrier, the gallery works to get grants for art supplies and instructor fees totaling about $14,000 a year. This allows them to provide classes at nursing homes, the Alliance Senior Center, and the Office of Human Development at no cost to participants. 

Gibson received the Nebraska Arts Council BITSY award last year, recognizing her work behind the scenes. As Carnegie’s director, her ideas for community engagement are breaking down barriers. Providing arts experiences to our area’s citizens is an investment in strengthening not only Carnegie, but also our communities.

One of the goals of Carnegie Arts Center is to provide area children with opportunities for artistic development and expression. Supplies are provided through grants, so fees are kept low. Carnegie and the Box Butte Art Society offer scholarships for the youth art camps. Youth learn to work with several kinds of media and are encouraged to explore and experiment with different styles.

Bob Peltz is the instructor for youth classes and youth art camps. He retired about ten years ago from an advertising firm in Denver where he was the creative director. Peltz has won three international and seven national awards for his art and designs, including a White House Award and two International Summit Awards. 

Art camps work with every material and media imaginable, including clay, chalk, paints, colored pencils, markers, paper. After a warm up activity, students get to pick what they are interested in, and their creative juices flow. Peltz works with each child individually, encouraging their freedom to create, explore, solve problems, and learn.  

Youth day classes are more structured, with a specific project and materials selected for all students for the day. They do have creative freedom within that project’s parameters, so each child’s projects may look very different from the others.

The Alliance Recreation Center (ARC) utilizes Carnegie’s student employees several times a month in their AfterSchool Program. Sydnie Waldron and Addison Lewis have organized several projects to get kids’ creative talents flowing. Starting in January, Alicia Brave will be taking on the ARC AfterSchool challenge.

Carnegie’s outreach includes projects at nursing homes. Residents create expressive, imaginative pieces under the instruction of Gibson, Peltz, or APS Elementary Art teacher Sandi Blankenship. The Alliance Senior Center will set up project days as well. These programs are offered free of charge to any participants. 

  Carnegie offers specialized workshops throughout the year in different media including photography, painting, mixed media, and egg dying. Receptions, tours, and field trips are also part of their outreach. 

As I look around my home this Christmas season, I can’t help but notice all the wonderful gifts my children have given me from Carnegie Arts Center once they were old enough to do their own shopping. The treasures they’ve chosen include blown glass balls, jewelry, pots, bowls, mugs, even the pottery clock hanging in my kitchen. 

Area residents can support the Carnegie Arts Center by donating when fund raisers are held or by membership fees. Purchases made in the Center cover operating expenses. Consider giving gift certificates or funding art camp scholarships. Art is for everyone!

Data from October through November marked increases in both infection rates and deaths. Todd Stubbendieck, state director with AARP Nebraska, said residents have been doing everything right; they're staying in their homes and social distancing, but still are bearing the brunt of the disease. He said&nbsp;<a href="https://www.aarp.org/ppi/initiatives/ltss-choices.html?cmp=RDRCT-34f9f552-20201029" target="_blank">the report</a>&nbsp;should be a call to action for people outside nursing homes, but worries too many people have become numb to the numbers. Nebraska nursing-home COVID-19 cases, deaths rise

NORFOLK, Neb. (AP) — One of Union Pacific’s main unions is threatening to strike if the railroad doesn’t do more to protect its employees from the coronavirus.

SCOTTSBLUFF ― Regional West has received the Moderna COVID-19 vaccine and is activating their plan to start vaccinating&nbsp;front line physicians and caregivers.

“Regional West is following the Nebraska Department of Health and Human Services definition of direct patient care and exposure to infectious material to build our tiered roll-out of the vaccine to physicians and staff,” said Regional West Chief Quality Officer Margo Ferguson.

Nationwide, the vaccine is being distributed in waves. The first wave includes three phases (a, b, and c). Phase A distribution has gone to healthcare and long term care facilities; Phase B includes first responders, the education sector, food and agriculture, corrections staff, and utilities and transportation; while Phase C will include people who are 65 years of age and older, vulnerable populations, and congregate living, including nursing homes. Those people in the first three phases of wave one to receive the vaccine will be contacted.

Future waves of distribution have not been announced; however, vaccine distribution for the general public is anticipated in early spring 2021.

The Moderna vaccine will be given in two shots, spaced 28 days apart. Through trials, the vaccines has proven to be 94% effective. That means of those vaccinated for the trials, only 6% developed COVID-19 when exposed to the virus and their symptoms were mild. Patients will see the highest efficacy seven days after the second shot.

“The vaccine is the first key step in slowing the spread, but we are still encouraging everyone to help prevent the spread of COVID-19 by social distancing, regular hand washing, wearing a mask in public, and self-monitoring for symptoms,” said Paulette Schnell, Regional West Community Health director and Scotts Bluff County Health director.

Regional West receives COVID-19 vaccine

The first doses of the Coronavirus vaccine have made their way to Chadron Community Hospital and Health Services.&nbsp;

The first 100 doses of the Moderna COVID-19 vaccine have been received at Chadron Community Hospital. Ten healthcare professionals volunteered to take their first dose.&nbsp;

Dr. Schuckman was the first to receive the vaccine followed by a group of healthcare professionals selected on a basis of risk and/or the frequency of contact treating COVID patients.&nbsp;

"It’s a big day at Chadron Community Hospital and Health Services," said&nbsp;Lea Griese,&nbsp;Public Relations &amp; Marketing Coordinator.&nbsp;

This is the first phase in the CDC COVID-19 program “Operation Warp Speed”

 Chadron Community Hospital and Health Services currently has a vaccine roll-out plan for front line staff and will continue to vaccinate staff over the next several weeks.&nbsp; 

Early next spring the Moderna COVID-19 vaccine will be made available to the general public. &nbsp;

First 100 doses of COVID vaccine received at Chadron Community Hospital

The Alliance Police Department and City of Alliance welcomed in a new Police Chief on Monday, Dec. 21, who will fill the role of John Kiss.&nbsp;

The new Alliance Police Chief is Philip Lukens.&nbsp;

Chief Lukens has worked in multiple capacities going through the ranks to commander in law enforcement agencies since 1997.&nbsp;

According to a news release, "Chief Lukens has achieved multiple certifications to include being a graduate of Northwestern University Center for Public Safety School of Staff and Command, FBI LEEDA, International Chief’s of Police Leadership in Police Organizations, CAP, CERT, Crisis Intervention Teams, Crash Reconstruction Expert, and numerous community policing designations. Lukens comes from Louisville, Colorado Police. But also worked for Lafayette, Erie, and CU Boulder Police Departments in Colorado."

Lukens was born and grew up in Sterling, Colorado, before moving to the front range. 

The news release said, his familiarity with the small city and agricultural community are what led him to Alliance. 

“I am honored to join the team of the great men and women who dedicate their lives to the community of Alliance," said Lukens. "I will continue to build upon the strengths and success of Chief Kiss. I am committed to open communication and look forward to continuing a partnership with our community for years to come. Serving businesses and citizens is a delight.”

City of Alliance welcomes new Police Chief Philip Lukens

As we gather over the holidays to celebrate, let’s think about how to guard against the spread of the virus.&nbsp; Wear a mask when you shop.&nbsp; Limit the size of parties and gatherings.&nbsp; Keep plenty of distance between people.&nbsp; Keep good ventilation indoors, for example, by opening windows to increase air flow if you can.&nbsp; If you get sick, isolate yourself to protect loved ones.

The holidays won’t pause Nebraska’s vaccination efforts.&nbsp; We expect about 32,000 doses of the Moderna vaccine to arrive this week. &nbsp;We’ll use them to immunize healthcare workers in our Phase 1A priority group. &nbsp;
