OMAHA, Neb. (AP) - More than 100 Nebraska hospitals and health facilities are expected to receive a new coronavirus vaccine next week, but the state won't be getting as many overall doses as initially projected this month because of shipping delays, state officials said Wednesday.

Officials said the state will get 32,400 doses of the vaccine from Moderna, assuming that the company's drug wins federal approval on Thursday. Those doses will go to 112 Nebraska hospitals, health centers and health departments, including many in rural areas.

"We are ready to accept those shipments," said Angie Ling, incident commander for the Nebraska Department of Health and Human Services.

The first 15,600 doses from drug manufacturer Pfizer arrived in Nebraska this week.

Ling said those vaccines have gone to 13 hospitals, and 1,746 people - primarily front-line health workers - have received the first of two doses necessary to achieve full immunity. Those recipients will get their second shots in January because the drug requires a three- to four-week waiting period between doses to be effective.

Gov. Pete Ricketts said Nebraska officials are expecting about 82,000 doses from the two companies by the end of December. State officials had originally projected 104,000 doses, but another shipment expected from Pfizer next week was postponed. It wasn't immediately clear when those shipments would arrive.

"In any new distribution process, there are logistical hiccups," Ling said in a statement after the governor's news conference. "This is especially true with such a massive and delicate operation such as this - but we expect that those minor delays will be solved shortly by Pfizer."

Ricketts said he's confident that, even with the delay, Nebraska will still be able to offer vaccinations to the general public by April as expected. The state's distribution plan calls for the first doses to go to front-line medical workers, along with teachers, meatpacking workers, first responders and other people in critical industries who are more likely to encounter the virus.

Despite the new shipments, Ricketts urged residents to continue avoiding crowds, confined spaces and close contact with other people outside their household.

"We've still got work ahead of us with regard to slowing the spread of the virus," he said.

Even so, state officials&nbsp;<a href="https://apnews.com/article/nebraska-coronavirus-pandemic-204b27b542c53030c04992ab5f17f364" target="_blank">have relaxed some restrictions</a>. Some cities have&nbsp;<a href="https://apnews.com/article/pete-ricketts-nebraska-coronavirus-pandemic-omaha-51cb57ca9d631117cf05fa07c8e0d966" target="_blank">eased their rules</a>&nbsp;as well. And on Tuesday, the Nebraska Department of Correctional Services announced that it will once again allow inmate visits at five of its prisons starting Dec. 23. Director Scott Frakes said family members and friends will have to register for a visit in advance, wear masks and socially distance themselves.

The number of hospitalized coronavirus patients in Nebraska continued to decline as of Tuesday after a sharp increase in November that prompted Ricketts to tighten some social distancing rules.

The state's hospitals held 677 total patients as of Tuesday evening out of 4,043 total staffed beds, according to Nebraska's&nbsp;<a href="https://experience.arcgis.com/experience/ece0db09da4d4ca68252c3967aa1e9dd" target="_blank">online tracking portal</a>.

The state confirmed 1,517 new coronavirus cases on Tuesday, and the numbers have trended downward since reaching a single-day high of 3,443 on Nov. 16. Nebraska reported 150,861 confirmed cases and 1,438 deaths since the pandemic began.

Some of the largest bills people face each month are their utility bills. We all need electricity, water and heat! But sometimes, especially in the winter, these bills can be budget breakers.&nbsp;

Low income people who have trouble making their utility payments can get help! The best place to start is the local office of Northwest Community Action Partnership (NCAP). NCAP has offices in Chadron, Rushville, and Alliance. For emergency assistance in Box Butte County, phone 308-762-4960 and leave a voice mail. Realize there may be a backlog of clients and it does take several days to process an application.

To receive assistance, a person would have to complete an application and verify their income. NCAP can then provide vouchers from the City of Alliance Neighbors Helping Neighbors utility assistance fund or from the Salvation Army for Black Hills Energy bills.

The City of Alliance established Neighbors Helping Neighbors to provide residents a voluntary opportunity to contribute to other Alliance residents who need assistance paying their utility bills. All donations provided through the Neighbors Helping Neighbors program will be used to help residents of the City of Alliance service area to pay their delinquent city utility bills. The funds are administered by NCAP.

To be eligible for assistance under this program, applicants must:&nbsp;

Utility customers of the City of Alliance may donate to Neighbors Helping Neighbors by adding a one-time and/or recurring donation to their monthly utility bill. Those who elect to participate should complete the form on the City’s website,&nbsp;<a href="http://www.cityofalliance.net/419/Neighbors-Helping-Neighbors" target="_blank">www.cityofalliance.net/419/Neighbors-Helping-Neighbors</a>, and return it to the City utility customer service office so that donations may be added to the utility bill. Donations may be tax-deductible and a statement of your gift will be provided at year-end.

Black Hills Energy works with NCAP and the Salvation Army to provide emergency heating assistance to those unable to pay their company’s natural gas bill through a program called HeatShare. HeatShare is funded by the charitable giving arm of Black Hills Energy, its employees, and their customers.

Assistance is available to those experiencing financial hardship. Vouchers are based on household income and can be used to help pay Black Hills Energy utility bills if the client faces a disconnect, or to help repair or replace a gas furnace, while staying under the limit of $750 a year.

The Nebraska Department of Health and Human Services (DHHS) has an energy assistance program called LIHEAP. The Low Income Home Energy Assistance Program (LIHEAP) helps low income households stay safe and healthy by providing financial assistance to offset the costs of heating and cooling. LIHEAP particularly helps households that pay a high portion of household income for home energy to meet immediate home energy needs.

The LIHEAP Program provides heating assistance, cooling assistance, year-round crisis assistance, emergency furnace repair and replacement, fan program, and weatherization services for eligible Nebraska citizens/households. LIHEAP in Nebraska is solely funded through a federal grant.&nbsp;Phone the Alliance DHHS office at 308-763-2900 or the state office at 402-471-3121 for information about how to apply.

Finally, the Alliance Christian Ministerial Association is able to provide $75 in assistance once every six months for utilities. The Hemingford Ministerial Association will pay a utility bill once a year as a last resort.&nbsp;

After a punishing fall that left hospitals struggling, some Midwestern states are seeing a decline in new coronavirus cases. But the signs of improvement are offset by the infection's accelerating spread on both coasts.

States including Iowa, Michigan, Minnesota and Nebraska have seen decreases in the number of people testing positive for COVID-19 over the past couple of weeks. All, however, are still experiencing an alarming number of deaths and hospitalizations because of the earlier surge of cases.

With winter weather driving people indoors, where the virus spreads more easily, there's no guarantee the improving dynamic can be maintained, doctors and public health officials say.

"We have a vaccine rolling out, but that doesn't change the overall picture," Dr. James Lawler with the University of Nebraska Medical Center's Global Center for Health Security told the Omaha World-Herald. "Things could still turn south pretty easily."

But he and others are encouraged by the figures. In Iowa, for example, the number of new virus cases reported daily has declined over the past two weeks from nearly 1,800 to about 1,250. In Nebraska, it has gone from about 1,800 a day to a little under 1,300.

"I am fingers crossed right now," said Dr. Stacey Marlow, an emergency room physician at UnityPoint Allen Hospital in Waterloo, Iowa. "The COVID patients that I am seeing are very, very sick. But there are ... less of them."

Deaths from the virus in Iowa have continued to rise sharply, to an average of 79 a day, up from 28 two weeks ago.

The hope, of course, is that the drop in infections will translate into a decline in deaths, but that could take a few weeks. Many of those now dying of COVID-19 may have been infected weeks ago.

Nationwide, the death toll has topped 300,000, with more than 16 million confirmed infections. On average, the U.S. is seeing about 2,400 deaths and over 215,000 new cases per day. An influential model from the University of Washington says deaths could total 502,000 by April 1, even with a vaccine.

Lawler said more Nebraska residents appear to be following warnings to limit dining out and wear masks in public. It helps that a number of Nebraska cities recently passed mask mandates, he said.

But he said it's important for Nebraskans to remain vigilant about maintaining social distancing as they wait for vaccines to become widely available in the spring.

In a call with governors this week, White House coronavirus task force member Dr. Deborah Birx said the progress in Midwestern states is being offset by a "deteriorating situation" on both coasts.

Nationwide, the number of people in the hospital with the virus has hit an all-time high of more than 110,000, according to the COVID Tracking Project.

In California, for example, the supply of beds in intensive care units is dwindling as new cases average more than 30,000 a day.

"We have reached case counts that exceed all previous records," said Van Do-Reynoso, Santa Barbara County public health director. "It is imperative that each individual take action now and stay home. We are reaching a point where we can see on the horizon our health care system being overrun."

In New York City, officials halted indoor dining at restaurants Monday as the number of infections continued to climb. State and city officials have warned that a broader shutdown might be necessary if things keep getting worse.

"We cannot let this virus keep growing, especially at a moment where we are finally getting the vaccine and can turn the corner," Mayor Bill de Blasio said.

In New Jersey, a rise in new cases from about 4,000 a day at the end of November to an average of 4,900 has raised concerns among officials and health providers. But the dynamic is very different from the crisis of last spring.

"People do still continue to die from the disease but certainly not in the kinds of numbers that we were seeing back then," said Dr. John Bonamo, chief medical and quality officer at RWJ Barnabas Health, a large hospital operator in the state.

"The COVID patients that I am seeing are very, very sick. An influential model from the University of Washington says deaths could total 502,000 by April 1, even with a vaccine.Lawler said more Nebraska residents appear to be following warnings to limit dining out and wear masks in public. Nebraska children, families continue to struggle with COVID recovery

LINCOLN, Neb. (AP) - Nebraska received its first shipment of the new coronavirus vaccine on Monday and expects to get more than 100,000 doses this month to treat front-line health care workers, state officials said.

Dr. Gary Anthone, Nebraska's chief medical officer, said initial shipments arrived at two hospitals by mid-morning.

"We only know that we expect to receive ... 15,600 within the next 24 to 48 hours," Anthone said at a news conference with Gov. Pete Ricketts.

Nebraska's distribution plan calls for the first vaccine doses to go to front-line health workers and other key professions,&nbsp;<a href="https://apnews.com/article/public-health-health-nebraska-coronavirus-pandemic-b0f4f93d8cdbbada20c5830864861f10" target="_blank">including meatpacking workers and teachers</a>. Ricketts said the general public likely won't be eligible until April.

The Pfizer vaccine is set to go to eight Nebraska hospitals, which state officials have refused to identify, citing security concerns.

CHI Health Vice President of Pharmacy Mike Tiesi said four boxes of Pfizer's coronavirus vaccine- 3,900 doses - arrived at CHI Health Creighton University Medical Center - Bergan Mercy hospital in Omaha on Monday morning. The hospital group-administered its first shots to health care workers Monday afternoon.

CHI expects to receive additional doses soon at its St. Elizabeth hospital in Lincoln, Tiesi said, and its St. Francis hospital in Grand Island expects to receive a shipment Tuesday.

"This is the hope we have been looking for, waiting for," Tiesi said. "I can't wait until this gets into the hands - or the arms - of the general public later this spring."

Officials at Bryan Health in Lincoln said they also received their first shipment Monday and vaccinated several employees that afternoon.

Dr. Bill Johnson was excited to be one of the first because of what it means for the fight against the coronavirus.

"It's important to continue to stay diligent. But this is truly the one way we have to battle viruses, with a vaccine. Today is the beginning of the end of this, in my opinion," said Johnson, who is a pulmonologist for Bryan Health.

Respiratory therapist Julie Bornemeier said she wanted to get the shot because she has seen too many people needlessly die from the virus.

"I'm excited for more people to get vaccinated so we can hopefully put an end to this," Bornemeier said.

The eight hospitals that are receiving the vaccine were chosen based on their ability to store Pfizer's vaccine in extreme cold, Anthone said. They will distribute doses to nine other hospitals. A vaccine produced by Moderna Inc., which is expected next week pending federal authorization for emergency use, will go to hospitals in rural areas that don't have that storage capability.

Shipments expected later this month have faced some delays, but Anthone said he still expects Nebraska to get 104,000 by month's end.

The number of people hospitalized with the coronavirus in Nebraska dipped below 700 Sunday for the first time since early November, but the total remains high.

The state said 692 people were hospitalized with COVID-19 on Sunday, down from 711 a day earlier. That's the first time since Nov. 4 that the number of virus patients in hospitals was below 700. The total is still about triple what it was on Oct. 1.

Nebraska reported 1,173 new virus cases and eight new deaths Sunday to give the state 148,861 cases and 1,373 deaths since the pandemic began.

Nebraska gives coronavirus vaccine to health care workers

LINCOLN, Neb. (AP) - Nebraska officially split its Electoral College votes for the 2nd time in history on Monday, awarding one of its five votes to President-elect Joe Biden and the remaining four to President Donald Trump.

Biden won the popular vote in the Omaha area's 2nd Congressional District, a feat last achieved by Barack Obama during his first presidential run in 2008.

The vote in a half-full state Capitol hearing room drew cheers from audience members when elector Precious McKesson, a Democratic Party activist, cast her votes for Biden and Vice President-elect Kamala Harris. The vote went largely as planned, with no one contesting the state's results.

Republicans consistently dominate in Nebraska's statewide races and rural congressional districts, but Democrats have shown they can compete in Lincoln and parts of Omaha.

McKesson said Biden's win in the 2nd District shows that Democrats can still prevail in some Nebraska races, but she added: "We still have a lot of work to do."

Nebraska and Maine are the only two states where it's possible to divide its votes among presidential candidates. In Nebraska, two are awarded based on the winner of the statewide popular vote while the other three are allocated to the victor in each congressional district.

Nebraska Democratic Party Chairwoman Jane Kleeb said the Biden-Harris ticket claimed the 2nd District in part because they appealed to moderate and conservative voters as well as progressives.

"They made sure there is space for all Democrats, and they really spoke to issues across ideology, and I think that's exactly how they're going to govern," she said.

Kleeb also credited the Biden campaign for working closely with local and state party officials who know the political landscape.

Republicans in the officially nonpartisan Legislature will likely try to eliminate Nebraska's Electoral College system next year, bringing back the winner-take-all approach of most other states. They face an uphill battle, however, because Democrats in the minority have enough votes to block such a move with a filibuster.

Lawmakers will also redraw Nebraska's political boundaries in 2021 as part of their once-a-decade redistricting ritual, which could reshape the 2nd District to make it less friendly to Democrats - although Democrats may be able to block those efforts as well.

Republican elector Steve Nelson, a farmer from Axtell, said Nebraska's unusual split reflected both the level of interest in the 2020 election and the growing political power of Omaha. He said he respected the Nebraska vote, but questioned whether other states should review their voting practices. Trump has made numerous unfounded, inaccurate claims about the election in an effort to undermine Biden's win.

"I think it's reasonable to expect that we should look into some of the questions raised around the country to find out if those were legitimate concerns or not," Nelson said after casting his at-large vote for Trump.

Nebraska hospitals get 1st shipments of coronavirus vaccine

NORTH PLATTE, Neb. (NSP)-Multiple law enforcement agencies worked together to arrest a subject who had been involved in multiple pursuits this weekend. The effort involved the Nebraska State Patrol, Nebraska Game and Parks, and the sheriff’s offices of Blaine, Cherry, Brown, Logan, Hooker, and Thomas counties, as well as the Thomas County Volunteer Fire Department.

At approximately 8:00 p.m. Friday, a trooper attempted to stop a Dodge pickup for speeding on Highway 83, north of Thedford. The vehicle refused to stop and the trooper initiated a pursuit. During the pursuit, the vehicle drove through a pasture fence and into a field.

At that point, the trooper discontinued the pursuit and additional troopers and sheriff’s deputies responded to search for the subject. During the pursuit, a sport motorcycle had fallen from the bed of the pickup. The bike was located and impounded. The subject was not located Friday night, but law enforcement remained in the area to watch for the vehicle.

Late Saturday morning, the Brown and Cherry County Sheriff’s Offices were also involved in a pursuit with the same Dodge pickup, but were unable to apprehend the suspect. Law enforcement officers remained in the area and at approximately 4:00 p.m. Saturday, the suspect was located with his vehicle on Highway 91 north of Dunning. The vehicle had run out of gas.

The suspect provided false information about his identity, but a trooper was able use the mobile AFIS fingerprinting device to positively identify the suspect as Dylan Yohe, 23, of Wichita, Kansas. Yohe was placed in custody for an outstanding warrant from Kansas.

Yohe was also arrested for numerous violations in relation to the pursuits, including flight to avoid arrest, willful reckless driving, no operator’s license, criminal mischief, trespassing, criminal impersonation, open alcohol container, possession of marijuana, and possession of drug paraphernalia. Yohe was lodged in Custer County Jail.

The effort involved the Nebraska State Patrol, Nebraska Game and Parks, and the sheriff’s offices of Blaine, Cherry, Brown, Logan, Hooker, and Thomas counties, as well as the Thomas County Volunteer Fire Department.At approximately 8:00 p.m. Friday, a trooper attempted to stop a Dodge pickup for speeding on Highway 83, north of Thedford. The vehicle refused to stop and the trooper initiated a pursuit. During the pursuit, the vehicle drove through a pasture fence and into a field.At that point, the trooper discontinued the pursuit and additional troopers and sheriff’s deputies responded to search for the subject. During the pursuit, a sport motorcycle had fallen from the bed of the pickup. The bike was located and impounded. The subject was not located Friday night, but law enforcement remained in the area to watch for the vehicle.Late Saturday morning, the Brown and Cherry County Sheriff’s Offices were also involved in a pursuit with the same Dodge pickup, but were unable to apprehend the suspect. Law enforcement officers remained in the area and at approximately 4:00 p.m. Saturday, the suspect was located with his vehicle on Highway 91 north of Dunning. The vehicle had run out of gas.The suspect provided false information about his identity, but a trooper was able use the mobile AFIS fingerprinting device to positively identify the suspect as Dylan Yohe, 23, of Wichita, Kansas. Yohe was placed in custody for an outstanding warrant from Kansas.Yohe was also arrested for numerous violations in relation to the pursuits, including flight to avoid arrest, willful reckless driving, no operator’s license, criminal mischief, trespassing, criminal impersonation, open alcohol container, possession of marijuana, and possession of drug paraphernalia. Yohe was lodged in Custer County Jail.

The winner was chosen from Emerson Elementary School and his name is Nehemiah Valdez. He colored the robot sheet in green, yellow, blue, and red. His shading and definition was remarkable, not to mention how well he stayed in the lines. Nehemiah had the opportunity to meet the robot, now named Bee Boo, and see it in action while it disinfected a patient room.

Bee Boo will help save many lives while allowing care to continue to be given to those in need.

Governor Pete Ricketts announced that the State is moving from the “orange” to “yellow” phase of its coronavirus pandemic response plan.&nbsp; As a result, the State of Nebraska is issuing new Directed Health Measures (DHMs) effective 12:01 AM on Saturday, December 12, 2020.&nbsp; The new DHMs change some of the restrictions put in place to help manage the coronavirus pandemic.&nbsp;

“Since the beginning of the pandemic, protecting Nebraska’s hospitals has been the ‘north star’ guiding our strategic response to the coronavirus,” said Gov. Ricketts.&nbsp; “Coronavirus hospitalizations have decreased from where they were three weeks ago.&nbsp; As a result, we’re updating the State’s DHMs in keeping with our pandemic plan. &nbsp;The virus is still present in our communities, and we all need to continue using the tools we have to slow its spread.&nbsp; I especially urge Nebraskans to be mindful of at-risk loved ones when making plans to celebrate the holidays. &nbsp;Let’s all take personal responsibility to stay healthy and keep Nebraska headed in the right direction.” &nbsp;

Nebraska’s pandemic response plan links DHM restrictions to the percentage of staffed hospital beds in Nebraska filled by coronavirus patients.&nbsp; The percentage is below 20% (7-day rolling average), which is the threshold for the State moving to the “yellow” phase of its pandemic plan.

Moving from the “orange” to “yellow” phase involves the following DHM changes:

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Fan attendance at&nbsp;extracurricular activities—both school and club—is no longer limited to household members of participants.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Parties at restaurants and bars remain limited to groups of 8 or less.&nbsp; Individuals must still be seated unless ordering food, using the restroom, or playing games.&nbsp;&nbsp;Six feet of separation&nbsp;between groups returns to a guidance.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The maximum&nbsp;capacity for indoor gatherings&nbsp;goes from 25% to 50%.

Due to COVID, we were unable to hold our traditional annual meeting and awards banquet in November. However, we still felt it was important to recognize the businesses that still made an impact. This year's recipients are very deserving as they all have invested a lot of time, money, and resources into the business despite trying times right now.

The BBDC Board of Directors, is thrilled to announce this years recipients. Entrepreneur of the Year is given to an individual or partnership that has shown strength and progress toward the mission of Box Butte Development Corporation.&nbsp;This year we wish to recognize Brian Jelinek, of Jelinek Custom Cleaning, for his relocation and expansion of his plant. He is now located just North of the railroad tracks off CR 58, or NW of Parker-Hannifin. Ag continues to be the backbone of Box Butte County.

Our Business of the Year awards recognize the importance of constant, committed work needed for a positive direction in increasing the vitality of the area through retention, relocation, beginning or expanding a business, and the creation of jobs.&nbsp;&nbsp;This year our Small Business of the Year is Carter's Home Hardware &amp; Appliance. "Becci is a constant voice and advocate for local tourism, consistently bringing fresh ideas to the table, and willing to help in any way possible. As a regional historian and with her years of experience in the tourism industry, she has been an amazing resource and always available when questions arise." - Amity Palmer, Director of Tourism at BBDC.

In other business, we retired three board members, John McGhehey - Alliance Development Corporation, Chris Mischnick - Mischnick Contractors &amp; Builders, Matt Lakes - Parker-Hannifin, and elected two new members, Trabor Bauer - Bauer Farms &amp; Jake Andersen - Parker-Hannifin. BBDC Announces 2020 Awards

LINCOLN, Neb. (AP) - The number of people hospitalized with the coronavirus in Nebraska dipped below 700 Sunday for the first time since early November, but the total remains high.

The state said 692 people were hospitalized with COVID-19 on Sunday, down from 711 the day before. That is the first time since Nov. 4 that the number of hospitalizations was below 700, but the total is still triple what it was on Oct. 1 when 227 people were being treated in hospitals.

It’s that time of year when we’re baking up a storm but think twice before eating raw cookie dough or cake batter.

You have probably heard it’s a bad idea to eat uncooked dough because it contains raw eggs.&nbsp; But raw flour can also make you sick, says Londa Nwadike, Extension Food Safety Specialist for Kansas State University.&nbsp; As the holiday season approaches, resist the temptation to taste uncooked batter or dough, no matter how delicious it might be.

Bacteria from animal waste and other sources can contaminate grain in fields or throughout the grain transportation and flour production system.&nbsp; According to the U.S. Food and Drug Administration, flour from milled grain is typically not treated to kill bacteria.&nbsp; That means it’s not safe to eat until properly cooked.

You might have licked cake batter or cookie dough from spoons lots of times with no ill effects. But some haven’t been so lucky.&nbsp; In recent years, more than 80 people grew sick from E. coli bacteria linked to contaminated raw flour, according to the U.S. Centers for Disease Control and Prevention.&nbsp; More than 10 million pounds of flour and flour-containing products were recalled, including bread, pastry and pancake mixes.

What about cookie dough ice cream?&nbsp; Commercially purchased cookie dough ice cream should be safe because it contains heat-treated flour and pasteurized eggs.&nbsp; But that might not be true of store-bought cookie dough for baking.&nbsp; An outbreak traced to prepackaged raw cookie dough sickened 72 people, many of them were hospitalized. Bacteria have changed over the years, so they may be more likely to cause ill effects now than in the past.

The FDA offers safety tips for preparing cookies, pies, cakes and other foods containing flour:

• Don’t eat uncooked dough, batter or other foods containing raw flour.

• Be sure children don’t eat or taste dough used in crafts.

• Make sure foods containing flour are cooked to the proper temperature.&nbsp; Follow recipes or package directions.

• As with raw meat, keep raw flour or eggs separate from ready-to-eat foods.

• Clean bowls, utensils, countertops and other surfaces thoroughly after use.&nbsp; Wash hands often.

So, say "no" to raw dough, back away from the batter until it is properly cooked, and do not let children play with or eat raw dough.

The Nebraska Game and Parks Commission and the Nebraska Fish and Game Association will host classroom clinics via Zoom on Jan. 16 and Jan. 19. Due to COVID-19 concerns, there will be no on-ice clinics in January.
