In mid-November, Nebraska’s coronavirus hospitalizations had reached a critical point.&nbsp; With nearly 1,000 coronavirus patients, hospitals across the state were seeing more and more coronavirus patients almost every day.&nbsp; The ever-increasing number of incoming patients was making it tougher for healthcare workers to provide the care they needed.

With mounting hospitalizations, and the possibility of increased spread over Thanksgiving weekend, we called on everyone to step up their efforts to guard against the virus.&nbsp; Thank you to all Nebraskans for working to slow the spread of the virus. &nbsp;It has helped to protect our hospitals and healthcare workers.

Since reaching a high of 987 on November 20th, Nebraska’s coronavirus hospitalizations have decreased by over twenty percent.&nbsp; As of December 7th, Nebraska’s hospitals are caring for 768 coronavirus patients.&nbsp; We remain in the “orange” phase of the State’s pandemic response. &nbsp;At Thanksgiving, we were on the cusp of moving into the “red” phase and adding new restrictions.&nbsp; Thanks to Nebraskans stepping up to slow the spread of the virus, we may now be on a road to relaxed restrictions.&nbsp; Of course, this depends on all of us continuing to take common sense precautions.

To determine the restrictions needed to fight the virus at any given time, we have been using the percentage of staffed hospital beds taken up by coronavirus patients as our primary metric. &nbsp;This helps protect hospital capacity, so we can provide the care people need.&nbsp; If Nebraska ever reaches 25% of hospital beds with coronavirus patients, we’ll immediately go into our “red” phase.&nbsp; Currently, less than 20% of our staffed hospital beds have coronavirus patients in them.&nbsp; If the percentage of coronavirus-related hospitalizations is below the 20% threshold for seven days (rolling average), we’ll enter the “yellow” phase of our pandemic plan and loosen restrictions.&nbsp; &nbsp;&nbsp;

Regardless of which phase we are in, it’s critical that all of us continue to keep practicing good hygiene. &nbsp;As the weather gets colder, people will spend more time indoors.&nbsp; This elevates the risk of transmission.&nbsp; During the winter months, it will be more important than ever for Nebraskans to avoid the “Three Cs.”&nbsp; This means avoiding crowded places, close contacts, and confined spaces.&nbsp; Wash hands often for at least twenty seconds to kill off the virus.&nbsp; Wear a mask when you go to the store.&nbsp; Do your Christmas shopping alone instead of taking the kids with you. &nbsp;Limit the size of holiday gatherings, and be mindful of at-risk loved ones when you make plans to celebrate Hanukkah, Christmas, and the New Year.&nbsp; All of these common sense steps will help protect hospital capacity.

This month, we expect to receive about 100,000 doses of coronavirus vaccines in Nebraska.&nbsp; Pending federal approval, vaccinations could begin as early as the week of December 13-19.&nbsp; Coronavirus vaccination requires two shots, taken a few weeks apart.&nbsp; Since vaccine supplies are limited, we’re prioritizing healthcare personnel for vaccination. &nbsp;It’s vitally important that those on the frontlines in the fight against the pandemic stay as healthy as possible and that we reduce their chances of spreading this virus.&nbsp; We’re also prioritizing residents of nursing homes and assisted-living facilities to be vaccinated. &nbsp;Older Nebraskans in congregate living settings are at increased risk from the coronavirus, and it’s important to immunize them as quickly as we can.&nbsp; The latest version of the State’s vaccination plan is available at&nbsp;<a href="http://dhhs.ne.gov/Documents/COVID-19-Vaccination-Plan.pdf" target="_blank">dhhs.ne.gov/Documents/COVID-19-Vaccination-Plan.pdf</a>.

Following CDC guidance, we changed our quarantine rules as of December 3, 2020.&nbsp; Nebraskans who have been in close contact with the virus can now discontinue quarantine after 10 days.&nbsp; If someone in quarantine tests negative for coronavirus, they can stop quarantining even sooner—after 7 days.&nbsp; For this to happen, the test must occur at least 5 days after exposure.&nbsp; Anyone who quarantines, whether for 7 days or 10 days, must wear a mask and monitor themselves for symptoms until 14 days after close contact exposure.&nbsp;

Gov. Ricketts: Successfully slowing the spread

CHEYENNE, Wyo. (AP) — Wyoming will require face coverings, reduce bar and restaurant hours and further limit gathering sizes in response to this fall's surge in coronavirus cases. Gov. Mark Gordon announced the changes Monday. 

They take effect Wednesday and will remain in place until at least Jan. 8.

 Gordon says in a release too many people have died and science tells us limiting gathering sizes and using face coverings help slow the virus.

 Under the new public health orders, most bars and restaurants must close between 10 p.m. and 5 a.m. 

No more than 10 people may gather without keeping at least 6 feet apart, down from the present limit of 25.

Wyoming to require masks in new round of COVID-19 measures

RAPID CITY, S.D. (AP) — A mask mandate drew a capacity crowd to Rapid City Hall where public comment and debate on the proposed ordinance for nearly two and a-half hours. 

In the end, the City Council voted to table the mask ordinance Monday night. 

Mayor Steve Allender cast the tie-breaking vote to effectively kill an ordinance that would have allowed businesses to post signs requiring customers to wear face coverings. But, Allender said after he voted that he didn’t think there was anything for opponents to celebrate.

Two people were transported to a hospital after a vehicle accident in Alliance.&nbsp;

On Dec. 5 at approximately 5:00 p.m. Alliance Police Department Officers responded to a two-vehicle accident near the intersection of 3rd&nbsp;and Emerson.&nbsp; 

A 2002 Ford Explorer driven by Rebecca Martinez collided into the rear end of a 1999 Chevrolet pickup. The pickup was driven by Tammy Schafer.&nbsp;

Schafter and a juvenile passenger were transported to Box Butte General Hospital for injuries sustained in the accident.&nbsp;

"Not all occupants involved in the motor vehicle accident were wearing seatbelts," said Cody&nbsp;Buskirk, Alliance Police Sgt.&nbsp;"At this time no citations have been issued."

OMAHA, Neb. (AP) — The remains of Nebraska and Iowa sailors who were killed in the attack on Pearl Harbor 79 years ago will get to return home soon thanks to the work of experts at Offutt Air Force Base.

 It’s part of a five-year effort to identify Navy sailors and Marines who went missing while serving on the USS Oklahoma, a battleship that capsized during the attacks.

 The Omaha World-Herald reports that the Defense POW/MIA Accounting Agency is working to identify remains with DNA technology and other modern methods. 

The agency’s historians and forensic anthropologists had hoped to identify 315, or 80%, of the missing men by the end of 2020. 

With weeks to go, they have identified 281 of them.

Three additional COVID-related deaths in the Panhandle are being reported. Two Dawes County females, one in her 80s and one in her 90s, and one Sheridan County female in her 80s have recently passed. This brings the total deaths in the Panhandle to 82.

“We wish to express our sincere condolences with the friends and loved ones in the loss of our fellow Panhandle residents. We wish you peace and comfort especially during this holiday season,” said Kim Engel, Panhandle Public Health District Director.

The Panhandle is readying for the first phase of receiving the COVID vaccine. It will be the Moderna vaccine. The first tier to receive vaccines will be:

There will be no cost for the vaccine; however, there may be an administration fee. Currently, studies show a very rare chance of serious adverse effects, but more data is being gathered. The US vaccine safety system ensures that all vaccines are as safe as possible. You will not test positive for COVID after receiving the vaccine.

OMAHA, Neb. (AP) — The University of Nebraska plans to expand its coronavirus testing in an effort to bring more students back to campus for in-person classes next semester.

 President Ted Carter said Monday that the university plans to hold in-person classes in late January and may require students to get tested for COVID-19 before returning to campus to try to prevent an outbreak. 

The university offered in-person classes during the fall semester in addition to online courses, and Carter says he's pleased with how it was handled. 

He said student applications for the fall 2021 semester are up 7% from where they were at the same time last year.

Group seeks to legalize recreational marijuana in Nebraska

CRAWFORD, Neb. – Nebraska’s bighorn sheep hunting season ended Friday afternoon, Dec. 4, as the state’s only permit holder found success at Fort Robinson State Park in the Pine Ridge.

Matt Ogden of Grand Island, who won his permit by a drawing open to Nebraska residents, harvested a 10-year-old Rocky Mountain bighorn ram from the herd that roams the northwest Nebraska tourist attraction.

Todd Nordeen, the Nebraska Game and Parks Commission big game and disease research manager who supervises the hunting program, said the ram, with a gross score of 170 2/8 on the Boone and Crockett scale, was a trophy caliber sheep.

“It had 15-inch bases, which is on the upper end of mass for a good sheep. He’s impressive,” he said. “The ram had good horn length at 38 inches on the right side and 34 inches on the left.”

Ogden's harvest marks the 28th in Nebraska since the Game and Parks Commission’s hunting program began in 1998.

The number of Nebraska bighorn sheep permits available each year is based on the state’s population of the species, especially mature rams, as determined during monitoring by Game and Parks staff. To date, permits have been limited to one or two hunters each year.

Not only do the hunts provide a rare experience and uncommon table fare, they also have been vital to bighorn sheep conservation in Nebraska. The more than $1.5 million raised through the lottery applications and auctions has been put into research and reintroduction efforts.

Permit winners are assisted by Game and Parks staff and treated to meals and lodging at Fort Robinson State Park.

Nebraska’s reintroduction efforts for bighorn sheep began in the 1980s, an attempt to remedy the unregulated hunting, habitat loss and disease that led to their extirpation from the state in the late 1800s. Nebraska’s population of bighorns stands at more than 300 specimens in both the Wildcat Hills and Pine Ridge.

Bighorn sheep hunter successful at Fort Robinson State Park

B&S Repair Shop recognized as Eagle Radio's 'Community Hero' for Nov. 

CHADRON – The Winter 2020 Chadron State College Commencement will premiere on YouTube Dec. 18 at 2 p.m. CSC College Relations staff produced. The virtual ceremony and its recording is available to watch at&nbsp;<a href="https://www.youtube.com/user/chadronstatecollege" target="_blank">CSC’s YouTube channel</a>.

John Murphy of Harrison, Nebraska, will offer the opening moment of reflection and Jaime Gonzalez of Bridgeport, Nebraska, will give the closing moment of reflection.

The speaker will be Dr. JoAnne Owens-Nauslar, a well-known speaker. She is the owner and operator of Fitness Is Living, a motivational, public speaking, mentoring and training company. She has written two books and numerous articles for journals and health and physical education curriculum guides. She raises Texas Longhorn and Angus cattle and quarter and paint horses and llamas near Lincoln and Newcastle, Wyoming.

Following graduation from CSC in 1970, she returned to teach in her hometown, where she had been a champion bull rider as a young teen. She convinced the Newcastle school board to create girls’ teams in volleyball, basketball and track, and then she coached all three sports.

Owens-Nauslar went on to earn a master’s degree and a doctorate from the University of Nebraska-Lincoln and along the way continued to advocate for women’s rights in athletics. She was part of a group of women who traveled frequently to Washington D.C. to lobby Congress for gender equity legislation.

“You march on Washington and you get thrown out of really nice places,” she said of the experience. “During my 45-year career, we have had to go back to Washington a number of times to continue to defend Title IX,” she said.

She was the Director of Health and Physical Education for the Nebraska Department of Education for nearly two decades and the Director of Professional Development for the American School Health Association for one decade. She has also been the Director of Corporate and Community Relations for Walk 4 Life, Inc. and the Vice President of Partnerships with GeoMotion Group.

Owens-Nauslar is active in the professional associations affiliated with health and fitness. She has been president of the National Association for Sport and Physical Education, and president of the Society of Health and Physical Educators (SHAPE) America at the state, regional, and national levels. She is an active volunteer for the American Heart Association, Lincoln Public Schools, the University of Nebraska-Lincoln, and the Cornhusker State Games. Her ongoing service to CSC includes a current stint on the Foundation Board.

The Nebraska Sports Council recognized her as the 2020 Joe Neal Memorial Volunteer of the Year. Other recognitions include Healthy American Fitness Leader, a Presidential Citation from the National Association for Girls and Women in Sport, and the R. Tait McKenzie Award from SHAPE America. In the spring of 2006 she received the Trailblazer Award from UNL’s Athletic Department for her contributions to Women’s Athletics. She has received the Distinguished Alumni Award from both CSC and UNL.

Officials said 19% of the state’s hospital beds are filled by COVID-19 patients.

The Centers for Disease Control and Prevention (CDC) released new recommendations Wednesday following research to better understand when COVID-19 transmission is most likely to occur. The new recommendations shorten the window for quarantine.

For those with a close contact exposure to someone with COVID-19 or anyone experiencing COVID-19 symptoms, quarantine is recommended to limit opportunities for virus transmission to others.

Effective today, quarantine can end after seven (7) days since a COVID-19 close contact only if all of the following conditions have been met:

Nebraska updates COVID-19 quarantine directions to match CDC reccomendations

The Chadron Police Department is asking the public for assistance in finding two armed suspects after a robbery.&nbsp;

At approximately 4:08 p.m. on Saturday, Dec. 5 the Chadron Police Department received a 911 call of an armed robbery in progress at Cheema’s Gas and Liquor. 

Officers responded to the area and located a brown F-150 pickup driving East on Bartlett Road.&nbsp; The driver was wearing a blue bandana around his neck and wouldn’t make eye contact with police as they drove past. 

Chadron Police Sgt. Jarvis Wallage attempted to stop the vehicle, but it fled onto Slim Butte Road heading North towards South Dakota's Pine Ridge Reservation. 

Chadron Police Dispatch notified the Oglala Sioux Tribe (OST) authorities.&nbsp;

Sgt. Wallage pursued the vehicle until it went through a check station on the Nebraska - South Dakota State Line. 

Officers had to wait for a period of time before getting permission to enter South Dakota. Once officers entered, they received assistance from OST and located the suspect's vehicle abandoned near a creek bottom on private property. 

Chadron police were able to seize a number of items from the pickup, but were unable to locate the two suspects who had fled North from the vehicle.

"The Chadron Police Department is asking for your help in identifying anyone near Cheema’s in a South Dakota plated brown F150 pickup," said Chadron Police Chief, Tim Lordino. "If you have any information related to the male and female suspects that entered the store please call the police department at 308-432-0510. “These types of crimes are very dangerous to both the public and police, but our quick response enabled us to identify the driver by description and then pursue the vehicle into South Dakota," said Javis Wallage, Chadron Police Sgt. "We currently have several very good leads and are following up on those, but we still need the public’s help identifying the two suspects."

The Chadron Police Department was assisted by the Nebraska State Patrol.&nbsp;

LINCOLN –&nbsp;Governor Pete Ricketts held a press conference at the State Capitol to provide an update on the State’s coronavirus pandemic response. &nbsp;The Governor announced that the State of Nebraska has issued new Directed Health Measures (DHMs) to align with CDC recommendations to shorten the length of quarantine required for persons who’ve had close contact exposure to the coronavirus. &nbsp;The updated DHMs took effect December 3, 2020 at 5:00 PM.

Gov. Ricketts also announced new guidance for long-term care (LTC) facilities to designate “essential caregivers” for their residents.&nbsp; These caregivers may be family members, friends, or volunteers who provided regular support to the resident before the pandemic.&nbsp; By recognizing them as essential caregivers, LTC facilities can allow these folks to have more regular interactions assisting residents during this time of enhanced restrictions.&nbsp;

The Governor was joined by Becky Wisell, Interim Deputy Director of Health Licensure and Environmental Health for the Division of Public Health in the Nebraska Department of Health and Human Services (DHHS).&nbsp; She outlined guidance for LTC facilities to follow with their essential caregiver program.&nbsp; Jenifer Acierno, CEO of LeadingAge Nebraska, talked about the many ways essential caregivers benefit residents in long-term care.

Jim Engelbart, President of the Nebraska Craft Brewers Guild, took part in the press conference to talk about the challenges facing Nebraska’s breweries during the pandemic.&nbsp; He shared ways Nebraskans can continue to support the restaurants, bars, and breweries in their community.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The new DHMs took effect statewide at 5:00 PM on December 3, 2020.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Quarantine may discontinue&nbsp;without testing&nbsp;under the following conditions:

o&nbsp;&nbsp;At least ten (10) days have passed since close contact exposure AND

o&nbsp;&nbsp;No coronavirus symptoms have developed and the person self-monitors for symptoms and wears a facial covering through day 14 since the last close contact

o&nbsp;&nbsp;An Essential Caregiver is a person who was previously actively engaged with a resident or who is committed to providing companionship and/or assistance with basic activities of daily living.&nbsp;

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The guidance is important because:

o&nbsp;&nbsp;It provides long-term care facilities with the opportunity to supplement their limited staffing with valuable volunteers who are willing to provide care for residents; and

o&nbsp;&nbsp;It provides family members and other outside caregivers who have worked with these residents an opportunity to spend more time with them.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Essential Caregivers have an important role in providing care for residents in nursing homes and assisted-living facilities.

o&nbsp;&nbsp;Because of their relationships with residents, Essential Caregivers can observe and communicate important details about changes in a resident’s condition or behavior;

o&nbsp;&nbsp;Caregivers provide emotional support to residents and honor the residents’ personal values and preferences of care; and

o&nbsp;&nbsp;Most importantly, Essential Caregivers help promote quality of life for residents.
