APD Captain Kirk Felker completes FBI Regional Command College

Hemingford, NE – The Hemingford Public School Board of Education has taken a significant step towards enhancing educational facilities for students by passing a resolution calling bond election that would fund a comprehensive facility improvement project with a school bond. The school bond would not exceed $17,975,000. This project addresses a range of critical needs identified through extensive community input, facility assessments, and a commitment to providing a safe, modern, and accessible learning environment for all students.

"This project is an investment in our students, our staff, and our community," said Dr. Travis Miller, Superintendent of Schools. "We're addressing critical needs, updating aging infrastructure to preserve our building for years to come, and creating spaces that support academic excellence."

● Enhancing safety and security: Improving entrances and exits, adding 12 classrooms onto the existing school to bring all students under one roof, and creating a more secure learning environment.

● Optimizing space: Building a new multi-purpose space with a stage for performances, lunches, and activities, reducing pressure on the existing gym. Creating a new kitchen designed for efficiency and workflow.

● Improving accessibility: Adding a second stairwell and elevator in the elementary school, installing a stage lift, and providing additional ADA-compliant bathrooms to ensure accessibility for all students and staff.

● Expanding opportunities: Linking the gym to the main school, which will allow for a larger weight room and a dedicated girls’ wrestling room. Adding onto the ag building to create more space for career and technical education programs.

● Modernizing infrastructure: Upgrading outdated electrical and plumbing systems to improve efficiency, comfort, and safety.

"We've listened carefully to our community and developed a plan that addresses our most urgent needs," said Justin Ansley, president of Hemingford’s Board of Education. "This project honors our past with an eye toward building the future—all while being responsible stewards of your trust and your tax dollars."

Community members will have the opportunity to vote on the bond on May 13. Registered voters will receive ballots by mail in late April and can either return the ballot by mail or at their local county election office. Ballots must be received by 5 p.m. on May 13.

Hemingford BOE seeks community support  for school renovation, addition project

LINCOLN, NE&nbsp;– Governor Jim Pillen announced awards for projects in three districts of the state’s&nbsp;6 Regions, One Nebraska&nbsp;initiative (Central, Mid-Plains, and Western). The announcement took place during a news conference in Scottsbluff.&nbsp;

“Nebraskans compete incredibly hard to succeed, but too often we’ve competed against one another,” said Gov. Pillen. “6 Regions, One Nebraska&nbsp;takes a different approach—prioritizing shared wellbeing above individual accomplishment. It’s been encouraging to see the statewide embrace of this partnership model for growth.”&nbsp;

Gov. Pillen was joined at the news conference by K.C. Belitz, director of the Nebraska Department of Economic Development (DED); regional navigators and co-chairs; community college leaders; and awarded project applicants.&nbsp;

“I am grateful for Governor Pillen’s vision to bring our state together through the&nbsp;6 Regions, One Nebraska&nbsp;initiative,” said DED Director K.C. Belitz. “We’re undergoing an attitudinal change—helping Nebraskans compete together as teammates rather than against one another as rivals. The wisdom of thinking regionally about growth is clearly resonating with leaders. We’re seeing impressive engagement in work sessions and on regional priority projects.”

Launched in 2024,&nbsp;6 Regions, One Nebraska&nbsp;encourages cooperation, rather than competition, among neighboring communities. Each region had two formal gatherings in 2024, along with numerous virtual work sessions. At the first meeting, leaders reviewed economic and demographic data specific to their community college district. Participants decided on priority areas to serve as a starting point for collaborative action. Subsequently, working groups identified potential solutions to address needs and developed one project for which to seek state-administered American Rescue Plan Act funds.

At the second meeting, participants heard reports from each action team and discussed steps to move forward with a funding application. Each region successfully supported one application for an award of $200,000. State leaders have engaged philanthropic organizations to raise additional funds to support the awarded projects.

“Our communities in the Panhandle have great career opportunities, and they’re wonderful places to raise a family,” said Owen Palm, President and CEO of 21st Century Equipment and co-chair of the Western region. “To attract new residents, it’s also important that we encourage development of affordable housing. We’re thankful for the State’s support as we jointly undertake a housing infrastructure assessment in Western Nebraska.”

The Mid-Plains region also identified housing as a top priority, backing a funding request from Mid-Plains Community College for a workforce housing revitalization project.

“It’s been remarkable to see leaders unite across the region to prioritize growth,” said Ryan Purdy, president of Mid-Plains Community College. “Together, we’re committed to rapidly increasing our inventories of workforce housing. As a college, we look forward to expanding the region’s skilled-trades workforce to take on new housing development and rehabilitation projects.”&nbsp;

The Central Community College District chose to focus on adding childcare capacity throughout the region.

“Throughout central Nebraska, there’s a shortage of childcare slots available to families,” said Denise Zwiener, CEO of Buffalo County Community Partners. “Through our Childcare Champions program, we’ve had success equipping entrepreneurs to achieve licensure and open new childcare centers. We’re grateful for this award, which will help us further increase childcare capacity across our region.”&nbsp;

NORFOLK, NEB.&nbsp; — Troopers with the Nebraska State Patrol have arrested one person after locating over 250 pounds of marijuana during a traffic stop in northern Nebraska.

Friday, at approximately 7:20 p.m., a trooper performed a traffic stop on Highway 20 on a Chevrolet Silverado with a driver known to have a suspended license. The traffic stop occurred near the intersection of Highway 20 and Highway 81. During the traffic stop, the trooper saw marijuana in plain view in the pickup.

A search of the vehicle revealed several bags of marijuana in the cab and bed of the pickup. The total weight of the marijuana was 252 pounds.

The driver, Coty Weber, 40, of Saint Peter, Minnesota, was arrested for driving under suspension, possession of marijuana – more than one pound, and possession with intent to deliver. He was lodged in Pierce County Jail.

On March 8 at approximately 11:15 a.m., the Chadron Police Department was dispatched to investigate the unattended shooting death of 22-year-old Brayton Branic at a local Chadron apartment complex. The Dawes County Sheriff’s Office and Dawes County Attorney/Coroner responded as well.

After an investigation of the scene, the evidence at the scene and witness interviews; preliminary findings indicate that Mr. Branic died as the result of a self-inflicted gunshot wound. An autopsy and toxicological screening have been ordered and the investigation continues at this time.

 Anyone having information regarding this investigation is requested to contact the Chadron Police Department at 308-432-0510.

Alliance to begin outdoor warning siren testing

On 3-9-25 at around 3:14 pm, Scottsbluff PD was dispatched to the intersection of Highway 71 (Avenue I) and West 42nd Street in response to a complaint of a semi-truck vs. car accident.

  The investigation showed that a westbound 2013 Ford Fusion driven by Joshua Leever, 31 of Scottsbluff,  failed to yield to a southbound semi-truck/cattle trailer.  The impact caused the semi-truck to roll to its passenger’s side. 

 Joshua was cited for Failure to Yield the Right of Way, and the semi-truck driver was transported to RWMC with what are suspected to be minor injuries. 

 8 cows were declared deceased as a result of the accident, and the intersection was closed for several hours while first responders investigated and cleared debris. 

 Scottsbluff PD was assisted by Scottsbluff Fire Department, the Scotts Bluff County Sheriff’s Office, the Nebraska State Patrol, Regional West Ambulance Service, and the City of Scottsbluff Street Department.

The Carnegie Arts Center is excited to offer a slew of exciting classes for all ages this spring! From collaging to printing and finally painting, there is something for everyone.

 The fun kicks off on March 18 th with a family friendly Butterfly Printmaking Class. In this class, participants will learn how to print vibrant butterfly art using gelli plates. The class will go from 3:45-4:45 and all ages are welcome but children under the age of 7 MUST be accompanied by an adult. The cost will be $15 per participant and covers cost of materials and refreshments. We ask that those interested register by March 14 th .

 Celebrate the spring equinox with a fun collage workshop on March 20 th from 4:30-6:30 PM! In this workshop, participants will utilize a variety of cutting, tearing, and application techniques to create beautiful tulip art. This class is intended for those 12 and up and will cost $20 per participant. We ask that you register by March 17 th so that we can better prepare!

 To kick off our April classes we will be hosting a youth painting class where our beloved gallery cat (Miss Millie) will be the star of the show! “Cat and Canvas with Carnegie” will be April 9 th from 4:15-5:15 and offers kids between the ages of 8-13 the chance to learn how to paint Millie the cat. This fun class costs $10 per student and we ask that those interested register by April 4 th .

 Finally, the CAC invites to round up your favorite cowfolk and join us at the West Side Event Center for a paint and sip! Join us for an evening of fun and drinks as Bailey walks participants step by step through the process of painting a steer skull with western flair. The cost of this workshop will be $35 and will cover one 16x20 canvas, supplies, and one drink ticket. We ask that those interested register by April 14 th so that the CAC crew can better prepare for the event. Panhandle police activity, Feb. 28 - March 5

The City of Chadron has declared a snow emergency, effective from 4:00 a.m., Saturday, March 8th, 2025,&nbsp;until 11:00 a.m. on Saturday, March 8th, 2025, and will remain in effect until all the snow in the streets has been removed.

Acting United States Attorney Matthew R. Molsen announced that Lucas A. Wacker, 39, of Broken Bow, Nebraska, was sentenced on March 6, 2025, in federal court in Lincoln, Nebraska, for receipt and distribution of child pornography. United States District Judge Susan M. Bazis sentenced Wacker to 87 months’ imprisonment.&nbsp; 

Wacker was also ordered to pay $3,000 to go toward a fund established for child victims. There is no parole in the federal system. After Wacker’s release from prison, he will begin a 5-year term of supervised release and will be required to register as a sex offender.

An investigator with the Nebraska State Patrol downloaded two files directly from a suspect IP address during a peer-to-peer (“P2P”) undercover operation in April of 2024.&nbsp; A subpoena was served for the IP address and the IP came back to Lucas Wacker.&nbsp; The files received from the IP included an already known child pornography file.

In May of 2024, a search warrant was executed for the search of Wacker’s home in Broken Bow. During a preview of Wacker’s phone, investigators found several video files depicting child pornography, including one of the videos which was part of the P2P investigation.&nbsp; Search history indicating searches for child pornography content were also located on the program.

Wacker was interviewed during the search, and he admitted to viewing and collecting child pornography.&nbsp; He also admitted to downloading child pornography and he informed investigators of the specific application and search terms that he would use.&nbsp; Wacker’s cellphone was extracted and reviewed.&nbsp; Investigators found 12 video files and 361 image files of child pornography.&nbsp;

This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by United States Attorneys’ Offices and the Criminal Division's Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims. Broken Bow Man Sentenced on Child Pornography Charges

LINCOLN — The federal government is again planning to decrease the percentage of state Medicaid costs it will cover for Nebraska, leaving state lawmakers on the hook for an additional $90.3 million this budgeting cycle.

State Sen. Rob Clements of Elmwood, chair of the&nbsp;<a href="https://nebraskalegislature.gov/pdf/reports/fiscal/2025prelim.pdf" target="_blank">budget-writing Appropriations Committee</a>, announced the&nbsp;revision&nbsp;Thursday, one day after legislative staff found the overlooked Federal Medical Assistance Percentage (FMAP) revisions from January.&nbsp;

That&nbsp;<a href="https://nebraskalegislature.gov/pdf/reports/fiscal/2025prelim.pdf" target="_blank">oversight</a>&nbsp;will eat into the&nbsp;<a href="https://nebraskaexaminer.com/2025/02/28/new-nebraska-economic-forecast-spurs-cautious-optimism-shrinks-state-budget-shortfall/">progress of a recently amended two-year economic forecast</a>, which decreased an initial $432 million shortfall at the start of the session to $267 million.&nbsp;

That’s because of an additional $65 million in projected tax revenue over the next two fiscal years. Lawmakers also have the option of accessing an additional $100 million in revenue from this fiscal year that went automatically to the cash reserve.

The change Clements discussed this week determines federal matching funds to offset state Medicaid costs, meaning the recent decrease in federal funds leaves the state needing to pay for more.&nbsp;

The initial decrease in the federal share of state Medicaid costs from October passed $235 million in Medicaid costs back on to Nebraska. That was before the January adjustment.&nbsp;

That decrease and the latest are on regular Medicaid costs and not hoped-for matching federal funds for provider assessments as approved in 2024 and pending in 2025 under legislation led by State Sen. Mike Jacobson of North Platte.

Clements’ committee issued a&nbsp;<a href="https://nebraskaexaminer.com/2025/02/18/preliminary-appropriations-committee-budget-unveiled-includes-pillen-cuts-to-nu/">preliminary budget</a>&nbsp;Feb. 18 that identified $171 million toward closing the shortfall. However, some of those items, including a $14 million cut to the University of Nebraska, will be fought in committee and, if advanced, during floor debate.

With the Medicaid changes but without the committee’s recommended cuts, the state budget shortfall for the 2025-27 fiscal years is $357 million. Including the committee’s changes, the shortfall would be about $189 million, according to the legislative fiscal office.

Clements said it will be “a tougher year than we thought” to balance the budget.

&nbsp;“We all need to work together to balance the budget,” he said. “It’s not just the Appropriations Committee’s budget. It’s the Legislature’s budget, and we’re required to balance it.”

Timeline of 2025-27 shortfall projections

Nov. 20 —&nbsp;$432 million shortfall, identified by Tax Rate Review Committee, nearly $490 million below recent expectations.

Feb. 18 —&nbsp;$261 million shortfall, if all cuts in preliminary Appropriations Committee budget are adopted by the full Legislature.

Feb. 28 — $99 million shortfall, identified by February Nebraska Economic Forecast Advisory Board revisions wiping $65 million from the shortfall from the next two fiscal years and estimating a boon of $100 million than initially anticipated this fiscal year that could be applied to the shortfall, and if all preliminary budget cuts are adopted.

March 6 — $189 million shortfall, including a $90.3 million increase in state share of Medicaid costs after federal funding decrease, economic forecast revisions and preliminary budget cuts.

Such an offense shall be considered a misdemeanor and is punishable by a $100.00 fine. The Alliance Police Department will attempt to make contact with owners of any vehicles left parked on designated snow routes. Any vehicles not moved will be towed.

Many of you may have met Earl's mother Delma during the year she lived with us. She could no longer remain living alone in her home because of dementia. After a year, her disease had progressed enough that we placed her in assisted living. Gradually we liquidated her assets to pay for her care. First, savings and CDs. Investments. Sell car. Cash out life insurance. Sell house and land. After a stroke she was partially paralyzed, and assisted living no longer provided enough care. She was moved to a nursing home. Her assets are gone, and we rely on Medicaid to pay for part of her monthly bill. Her income from Social Security and retirement pays for the rest. She is allowed $60 a month for personal items like haircuts and clothing. Medicare continues to pay for doctor's visits or hospitalization should she need it.

According to information from the Nebraska Health Care Association,&nbsp;around 60%&nbsp;of Nebraska nursing home residents rely on Medicaid to pay for their care, meaning a significant portion of the state's nursing home population uses Medicaid as their primary payment source.&nbsp;

Last week the House of Representatives passed a budget resolution, directing the Energy and Commerce Committee to cut at least $880 billion in costs through 2034. Based on previous House proposals, most people believe this means major cuts to Medicare and Medicaid. States rely on these federal matching funds to help finance their state programs.

Medicaid is the largest source of funding for medical and health-related services for people with low income in the United States. In 1965, Congress added Medicare and Medicaid to the Social Security Act. The program provides free health insurance to about 80 million low-income and disabled people. In Nebraska 341,081 people are enrolled in Medicaid as of October 2024.

In 1997, Medicaid was expanded with the Children’s Health Insurance Program (CHIP), providing coverage for children whose household did not qualify for Medicaid, but whose income was low enough that they could not afford health insurance.

Who qualifies? Adults whose income is 138% or less of the federal poverty level. Pregnant women with incomes less than 194% of the federal poverty level. CHIP benefits, for children through age 18, whose household income is less than 213% of the federal poverty level. Medicaid recipients must be U.S. citizens or qualified non-citizens. Children make up 37% of the enrollees. Seniors and disabled persons account for 21% of Medicaid recipients.

What benefits do people receive if they qualify for Medicaid? Hospital services, doctor's office visits, laboratory and x-ray services, and home health care. Nebraska Medicaid&nbsp;covers speech, physical, and occupational therapies in provider's office, in the client's home, hospital, nursing facilities, or other facilities. Nebraskans on Medicaid can also receive prescription drugs, over-the-counter drugs, dental and vision services. Institutional services are provided for people with intellectual disabilities.

Medicaid also provides services in nursing homes, like the one where Delma lives. The nursing home must be Medicaid certified and provide three types of services: skilled nursing and medical-related services; rehabilitation needed due to injury, disability, or illness; and long-term care, needed due to a mental or physical condition. The most recent statistic I could find was from 2020. Of the 7.7 million Americans in nursing homes in 2020, about 5.6 million were covered by Medicaid.

Medicaid covers more than 40% of the births in rural communities. Rural hospitals rely on Medicaid income! They are obligated to treat everyone. Without federal Medicaid funding, our local taxpayers will foot the bill.

If Congress proceeds with the plan to cut Medicaid, this is how it will affect us. Our Congressional district, represented by Adrian Smith, has 112,731 constituents covered by Medicaid/CHIP. Our CD3 funding would be decreased by $1.41 billion, meaning about 25,000 people would have to be dropped from the program.&nbsp;Costs to Nebraska taxpayers will go up.

Members of Congress will continue to discuss proposals, specifically which programs to cut. Medicaid is efficient and effective. Medicaid increases diagnosis and treatment of chronic conditions, improves educational achievement and future earnings for children, and provides comprehensive care while costing less per enrollee than private insurance. Medicaid addresses disparities and is an important source of health coverage for rural communities like ours.

Medicaid provides health care to so many people!&nbsp;Cuts to Medicaid will harm Nebraskans, hospitals, nursing homes, and health care providers. Contact Nebraska's Senators and Representatives! Let's hope that Congress finds a better solution.

Garden County - On Feb. 28, 2025, Garden County Sheriff's Office successfully rescued three children and two women after a suspect drove at high speeds with the victims in the vehicle. Garden County dispatch received multiple 911 calls from the victims, a Deputy was able to locate and stop the suspect's vehicle.&nbsp;

Earlier in the day, the victims had been advised by the Deuel County Sheriff's Department not to travel without proper child safety seats. While seeking assistance in Big Springs, the women encountered the suspect, who offered to take them to Walmart in Ogallala to purchase car seats. &nbsp;

Instead, after approximately 30 minutes, the suspect informed them he was taking them to his house for illicit purposes.&nbsp; The suspect also displayed inappropriate images, burned one of the women with a cigarette and continuously yelled at the victims, causing them significant distress.&nbsp;&nbsp;

On March 4, Carl C Thomas of Morrill was arraigned in Garden County Court on multiple felony charges, including kidnapping, second degree assault, first degree imprisonment, felony child abuse and willful reckless driving. His bond has been set at $5,000,000 with his next court date scheduled for a later time. Authorities have uncovered a concerning multi-state criminal history linked to Thomas.&nbsp;

The swift and diligent actions of the Garden County Sheriff's Office and Garden County Emergency Managment Communications ensured the safety of the victims and prevented a potentially tragic outcome. The Garden County Sheriff's Office remains committed to protecting the community and assisting vulnerable individuals in distress.&nbsp;

Mid-Plains Community College Rodeo Team members Kahiwa Augustiro, of Ho’olehua, Hawaii, and Laynee Ohm, of Hyannis, are recognized with $1,500 Dual Excellence Scholarships. The presentation was made Saturday night at Venue304 in North Platte during the team’s annual banquet.

Dual Excellence Scholarships are awarded every year by the Wranglers booster committee. They are given to rodeo team athletes who excel in both the classroom and the arena. Selection is based upon GPA and overall points earned.

Also at the banquet, two $500 scholarships from the Phillipsburg, Kansas Rodeo were awarded.

This year the recipients are rodeo team members Clay Meyer, of Loomis, and Erin Osmotherly, of Hot Springs, S.D.<a></a>

Rodeo team member Laysha Cottrell, of Waianae, Hawaii, was also awarded $500 for being the top raffle ticket seller this year.

Hyannis native earns Dual Excellence Scholarship for MPCC Rodeo Team

LINCOLN, NEB. — Troopers with the Nebraska State Patrol responded to over 300 weather-related traffic incidents during Nebraska’s latest winter storm. Tragically, one crash near Grand Island involved multiple fatalities.

At approximately 4:00 p.m. Tuesday, a Chevrolet Trailblazer was traveling westbound on Interstate 80 near mile marker 310, when it lost control, crossed the median, and struck an eastbound semi. Both occupants of the Chevrolet, Emelin Ortega Rodas, 25, of Lexington, and Daniel Ortega Marroquin, 62, of Lexington, were pronounced deceased at the scene.

The driver of the semi was transported to the hospital with non-life-threatening injuries. Severe winter weather was a factor in the crash. The crash remains under investigation.

Overall, troopers have responded to 28 crashes and performed over 300 motorist assists since the storm started on Tuesday. Additional troopers were called-out to help with responses Tuesday evening.

As roadways open throughout central and eastern Nebraska, NSP advises all travelers to exercise caution while driving. Many slick spots remain, and strong winds today have the potential of blowing snow and affecting visibility.

On March 5th 2025, the Scottsbluff Police Department received a phone call from Pipe Works Plumbing LLC in Scottsbluff. They advised an individual has hacked their phone number and is calling businesses and residents within the area demanding payment. The individual will call and demand they pay them and that they are outside of the residence.

 Pipe Works advised us that this is not how they attempt to collect money.

 Pipe Works wants the community to be aware that if they receive a suspicious phone call demanding payment from their number 308-641-0481 and name on their phone to be aware that this could be a possible scam. They are in the process with the phone company to get this issue resolved immediately.
