Bayard man charged in conspiracy to produce child porngraphy

LINCOLN, Neb - A measure originally intended to create uniformity in the feedlot industry under Nebraska law was narrowed before being advanced to final reading May 21.

Under current law, feedlots within a brand inspection area in Nebraska can become registered feedlots and be exempt from brand inspections when shipping cattle to slaughter. Inspection of RFLs is required, however, when cattle enter the feedlot and the Nebraska Brand Committee can conduct regular audits of RFL records at their discretion.

Sumner Sen. Teresa Ibach, sponsor of LB646, said only the western two-thirds of Nebraska is within the brand inspection area, while the eastern one-third of the state has no branding inspection requirements.

As amended on first-round debate, the measure would require a $1,000 fee to operate a registered feedlot in Nebraska and increase the cap on the physical and electronic inspection fee the Brand Committee may charge to $1.50 per head. The measure also would allow for new inspection exemptions for cattle:

• transferred to the care of another individual without transfer of ownership if proof of temporary possession is established;

• being transferred to or from a qualified dairy;

• transferred to an affiliated grow yard from an inspected RFL under certain conditions; and

• transferred from an affiliated grow yard to an RFL under certain conditions.

North Platte Sen. Mike Jacobson offered an amendment on select file that he said was the result of continued negotiations among various stakeholders.

The amendment, which replaces the previous proposal, would increase the cap on the physical and electronic inspection fee the Brand Committee may charge to $1.50 per head, exempt from inspection cattle shipped to or from a qualified dairy and set the feedlot registration fee at 50 cents multiplied by the feedlot’s maximum livestock capacity.

Jacobson said the amendment would cut the current feedlot registration fee in half. The state’s brand inspection system is important to cow/calf producers, he said, and the compromise amendment would ensure that all factions of the industry are treated fairly.

Calling the amendment “a good first step,” Ibach spoke in favor of it. She said further reforms need to happen, but that the proposal would “move the needle” in the right direction.

“I feel like we’ve made some progress,” she said.

Whitman Sen. Tanya Storer also supported the amendment, although with reservations. A vigorous opponent of the measure on the first round of debate, Storer called the negotiation process “frustrating” and said she had “fought like hell” to make sure the integrity of the state’s brand inspection system was maintained for cattle producers.

“This industry is the core — the foundation — certainly of my district, but I believe of the state of Nebraska,” Storer said.

She offered and later withdrew a floor amendment to the Jacobson amendment to replace a mileage reimbursement system with a flat surcharge fee for travel expenses incurred by brand committee members for inspections.

Ibach said the change was not part of the agreement that was reached during negotiations, but she offered a floor amendment with those same provisions that also included a $20 cap on the surcharge.

She said she was willing to do so in order to not derail the bill and “keep talking” about the change before the final round of debate. The Ibach amendment was adopted 36-0.

Following the 37-0 adoption of the Jacobson amendment, senators advanced LB646 to final reading by voice vote.

OGALLALA, Neb. — Officials in Keith County have issued a ban on all open burning and the sale and discharge of fireworks due to heightened wildfire risks stemming from ongoing dry conditions.

The Keith County Board of Commissioners approved the emergency resolutions Tuesday following recommendations from local fire chiefs. The fire ban is in effect until further notice and applies across the county, including popular recreation areas like Lake McConaughy and Lake Ogallala.

“No open fires or fire pits are allowed,” officials said, noting that the ban includes campfires and beach fires. Propane-fueled stoves and fire pits remain permitted, according to Nebraska Game and Parks.

Fireworks are also restricted under the new measures. While discharge of fireworks is already prohibited in state recreation areas, the sale and use of fireworks throughout Keith County is now banned.

While the state wide burn ban expired yesterday authorities urge residents and visitors to exercise caution and comply with the restrictions to prevent potential wildfires.

(Lincoln, Neb.)&nbsp;&nbsp;— The summer travel season is getting underway! As roadways get busier with summer traffic, the Nebraska State Patrol reminds all motorists to drive safely and share the road responsibly.

“Students are getting out for summer and road trips are revving up,” said Lt. Colonel Jeff Roby, Interim Superintendent of the Nebraska State Patrol. “Memorial Day Weekend is always one of the busiest travel times of the year. Whether your trip takes you across the country, across the state, or just across town, always drive safely and wear your seat belt.”

During the first week of the&nbsp;Make It Click&nbsp;campaign, troopers cited 41 people for driving without a seat belt or using improper child restraint. Troopers have also arrested 14 people for driving under the influence and stopped 19 drivers speeding at over 100 miles per hour since the effort started on May 12. The national&nbsp;Make It Click&nbsp;campaign continues until June 1.

Seat belt use has the potential to save lives in serious crashes. In 2024, unbuckled people accounted for 67 percent of roadway deaths in Nebraska. The&nbsp;Make It Click&nbsp;effort is aimed at increasing seat belt use statewide and reducing deadly or serious injury crashes.

Troopers urge safety for busy Memorial Day weekend

With the recent rain and the sun starting to shine, we want to put out a reminder to everyone!

The Chadron Police Department is dedicated to maintaining public safety and enhancing the quality of life within our community. Overgrown weeds, grass, and trees can pose significant safety hazards, including obstructing visibility for drivers and pedestrians, concealing potential criminal activity, and providing habitats for pests.

In accordance with City of Chadron ordinances, property owners are required to maintain their premises by ensuring that grass and weeds do not exceed 12 inches and that trees and shrubs do not obstruct public rights-of-way or create safety hazards. City ordinance requires branches to be trimmed to a height of at least 8 feet above the surface of any sidewalk and 10 feet above the surface of any street or alley. Failure to comply with these regulations may result in enforcement actions, including warnings, citations, and, if necessary, abatement by city personnel at the property owner’s expense.

During the last two general elections in Nebraska, we got the opportunity to vote on ballot measures that would become state law. Most of these were designed to help low-income people in our state. Even though voters passed initiatives on minimum wage, paid sick leave, medical marijuana, and nixing school vouchers, the Legislature has been dragging their feet. Our senators want to modify the statutes the voters have demanded they enact. What is going on?

The Nebraska State Constitution Article III-2 says, "The first power reserved by the people is the initiative whereby laws may be enacted and constitutional amendments adopted by the people independently of the Legislature."

There is a difference between "laws that may be enacted" and "constitutional amendments" in the requirements to get on the ballot. Constitutional amendments require petitions be presented that are signed by 10% of Nebraska voters. Placing a state statute on the ballot requires 7%. Both require that petition gatherers must collect signature from 5% of the registered voters in 38 of Nebraska's 93 counties.

When constitutional amendments are passed by voters, there is little the Legislature can do to change them. However, after voters support a new law, legislators can "amend, repeal, modify, or impair" the statute with a two-thirds majority. If 33 votes are not received, the new law goes into effect the way it was worded on the ballot.

In November, 2022, Nebraskans voted to raise minimum wage gradually to $15.00 an hour. It is currently $13.50, with the final increase taking effect January, 2026. After that, minimum wage will increase by a cost-of-living adjustment based on the inflation rate of the previous August. LB 258 would establish an increase of 1.75% every year. The bill provides for a youth minimum wage and a training wage.&nbsp;Workers aged 16-19 could be paid 75% of minimum wage for the first 90 days on the job. Workers aged 14-15 would have a minimum wage of $13.50 per hour, with increases of 1.5% every year.

LB 415 is attempting to change the paid sick leave requirements passed last November, set to go into effect October 1. The law approved by voters says that businesses with fewer than 20 employees would allow those employees to accrue up to five days of paid sick leave a year, up to seven days a year for larger businesses. An hour of leave could be earned for every 30 hours worked. Leave could be used for the employee or for a family member and during a public health emergency. The proposed changes? No sick leave for teen workers aged 14-15, or for seasonal agricultural workers, or for employees in businesses with ten or fewer employees. This bill would make about 30,000 Nebraskans ineligible for paid sick leave.

LB 1402 was enacted by the Nebraska Legislature in 2024 to provide $10 million annually to fund education scholarships to pay all or part of the cost to educate eligible students attending private schools in Nebraska. Voters were asked to retain or repeal this statute, and we voted to repeal. LB 509 is again asking legislators to pass an Opportunity Scholarship Act where individual and corporate taxpayers would receive an income tax credit equal to the amount they donate for private school scholarships, allowing them to redirect as much as 50% of their total tax liability. Why would the Legislature think we want to shift tax money out of the general fund supporting government programs and instead send it to private schools?

We voted for two initiatives for medical marijuana last November. The first would allow use, possession, and acquisition of up to five ounces of cannabis for medical purposes by a qualified patient with a written recommendation from a health care practitioner, and for a caregiver to assist a qualified patient with these activities. The second establishes a Medical Cannabis Commission to regulate dispensaries. The Nebraska Liquor Control Commission and two appointees by Governor Pillen need to establish regulations and eligibility standards for cannabis establishments by July 1. By October 1 at least some of the establishments must have been granted licenses. Medical marijuana continues to be illegal, because it cannot be transported across state lines.

The legislation helps to preserve electrical service to homes, businesses and other Nebraska customers, by establishing requirements for cryptocurrency mining operations. In addition to notifying power utilities in advance, the bill also provides for payment or a letter of credit covering costs associated with potential infrastructure upgrades.

"With the opportunity in expanding this emerging industry, comes responsibility. This bill provides the guardrails needed to ensure that our electrical grid can handle the increased demand. By requiring mining operations to contribute to grid upgrades and be transparent about their energy use, we're protecting our infrastructure,” said Gov. Pillen.&nbsp;

In addition to the provisions above, the bill allows utilities to impose terms and conditions on these operations, such as requiring them to shut down during times of peak electrical demand and requiring that mining operations report annually on their energy consumption.

Gov. Pillen Signs Bill to Protect Power Grid from Cryptocurrency Operation Use

CHADRON — Dr. Charles L. Welch, president and CEO of the American Association of State Colleges and Universities (AASCU), encouraged Chadron State College graduates to embrace their new opportunities and remain true to themselves during the spring commencement ceremony May 10.

Welch, a first-generation college graduate who leads a national organization representing 520 public institutions, reflected on his academic journey and the transformative power of higher education.

“Your life is forever transformed for receiving this degree,” Welch told the&nbsp;<a href="https://www.csc.edu/news/2025/more-than-300-to-be-honored-at-cscs-spring-commencement.html" target="_blank">graduates</a>. “You can now do things that you never dreamed were imaginable in your life. Your degree can never be taken away from you. Use it and make it count.”

Welch opened his address by referencing the three Bs of public speaking: be positive, be wise, and be seated. He then offered a message celebrating both achievement and responsibility.

He invited the audience to applaud the families and friends who helped graduates reach the milestone, noting that support systems often make the difference in completing college.

“Graduates, find your loved ones in this crowd and thank them,” he said.

In a speech that blended humor, anecdotes, and advice, Welch shared a list of life tips ranging from valuing relationships to voting and maintaining a firm handshake. He emphasized authenticity, recounting how he defied professional stereotypes by remaining true to his Arkansas roots.

“You define your career. Your career does not define you,” he said. “Be who you are. Be genuine and be authentic.”

Among his tips was a reminder about the power of a handwritten note, the importance of digital etiquette, and the mental shift from saying “I have to” to “I get to.”

He concluded with a call to “live like you are dying,” referencing the Tim McGraw song of the same name and encouraged students to make the most of each day.

“The biggest mistake you can make in life is thinking you have enough time,” Welch said.

CSC awarded degrees to 245 undergraduate and graduate students during the ceremony.

City of Scottsbluff staff are busy assessing the storm damage while clean-up efforts have begun.

We ask City residents to put their yard debris in their yard waste containers first, then use biodegradable paper yard waste bags if needed. Cut branches and trees to 5 feet in length. Set all debris at the curb. Crews will spend the first part of the week picking up the debris. Debris, including large trees/branches, can be hauled to the Scottsbluff Tree Dump. Trees that have fallen in residents' yards will need to be removed from their property by the owner or tree service. The City will not enter private property to remove any down trees or branches. The tree dump will be open during normal hours this week. More information on the City Tree dump can be found on the City of Scottsbluff Website. We ask that everyone accomplish clean-up efforts by Wednesday.

Alliance, NE – On May 18 th 2025 members of the US Marshall Service were in Alliance conducting drone surveillance in an effort to locate Harley Salway. Mr. Salway had been on the run since late March and was wanted on multiple felony warrants. Shortly after 5:00pm, Mr. Salway was spotted exiting a home on E. 4 th St. Officers from the Alliance Police Department and the Nebraska State Patrol responded to assist and surrounded the residence.

At 5:24pm, Harley Salway, M/W DOB 8/29/72 was taken into custody without incident and booked on the following charges:

 Use of a Deadly Weapon to Commit a Felony

Also arrested at the scene was F/B Angela Cole DOB 1/20/76 who was harboring Salway at the time of his arrest, despite numerous inquiries from law enforcement regarding his whereabouts. She is charged with:

 Conspiracy to Commit a Class 2 Felony

Salway is being held in the Box Butte County jail without bond. Cole is being held on a $10,000.00 bond. The Alliance Police Department would like to thank the public for the many tips which ultimately led to the arrest of a dangerous fugitive. It is anticipated it will be closed all of Monday May 19th; residents are encouraged to contact the SWANN transfer station via the Administrative offices at 308-432-4245 for the status of these locations before individuals leave their residences expecting to be able to dispose of this debris. Until the areas dry out for access, please listen to the radio for updates on the sites opening or call the Administrative office.

Tornado Warning issued for Morrill, Cheyenne Counties 

Chadron, Neb.&nbsp; — Investigators with the Nebraska State Patrol have arrested a Crawford man following an investigation into child exploitation.

This morning, investigators served an arrest warrant for Tyrell Homrighausen, 31, at his home in Crawford. Homrighausen was arrested for multiple felony counts of possession of child pornography.

Investigators served a search warrant on Homrighausen’s residence in late March. Analysis conducted by the NSP Tech Crimes Unit discovered images of child pornography on a phone.

Homrighausen was lodged in Dawes County Jail. The investigation remains ongoing.

Anyone with additional information regarding this investigation should contact the Nebraska State Patrol Troop E at 308-632-1211.
