CHEYENNE, Wyo. (AP) — Wyoming has identified the first case of a state resident who has the new coronavirus. 

The Wyoming Department of Health says in a statement Wednesday night that preliminary testing found a woman from Sheridan County who had recently traveled inside the United States has the virus. 

The department says it is following up to learn more details about the person’s exposure risk and to identify and communicate with anyone who may have been in close contact with the patient. 

The federal Centers for Disease Control and Prevention will conduct more tests to confirm that the woman has the virus.&nbsp;

Lincoln, NE – March 11, 2020 – Based on the recommendations made by the Mayor’s Office of the City of Lincoln, Lincoln-Lancaster County Health Department and the Nebraska Department of Education,&nbsp; the 2020 NSAA Boys State Basketball Championships will proceed as scheduled, but fan attendance will be limited.

The tournament venues and game times remain the same.&nbsp; Attendance will be limited to the varsity players, coaches, team support personnel (athletic trainers and student managers) and school administrators of the qualifying schools and their immediate families.&nbsp; Immediate family includes parents, step-parents, guardians, siblings, other members living in the athlete’s household, and grandparents.&nbsp; &nbsp;School administrators will be required to provide a list of those persons meeting the qualifications for entry. Woman gets 15-30 years for killing Nebraska pedestrian

RAPID CITY, S.D. (Rapid City Journal) — A former priest accused of stealing $260,000 in cash donations from the Diocese of Rapid City has been found guilty on all 65 charges against him. 

The Rapid City Journal reports 41-year-old Marcin Garbacz had no reaction when a judge read the federal jury verdicts Tuesday on wire fraud, money laundering, filing false tax returns and transporting stolen money. 

Garbacz committed the crimes between July 2012 and April 2018 when he was serving as chaplain and teacher for the Rapid City school system.

LINCOLN, Neb. (AP) - An inmate assigned to the Community Corrections Center-Lincoln died Monday at a Lincoln hospital, state officials said.

Bao Nguyen was on a 48-hour furlough to the home of an immediate family member when he went to the hospital, the Nebraska Correctional Services Department said in a news release Tuesday. The 37-year-old had been serving seven years for Lancaster County crimes that included leaving the scene of an accident, operating a motor vehicle to avoid arrest and possession of a controlled substance. His sentence began in September 2017.

His cause of death is being investigated.

OMAHA, Neb. (UP)-Union Pacific today announced its intention to set science-based targets to determine how much and how quickly the company will reduce greenhouse gas (GHG) emissions to support global climate change goals. 

A commitment letter was submitted to the Science-Based Targets Initiative (SBTi, which independently assesses corporate emissions reduction targets in line with what climate scientists say is needed to meet the Paris Agreement goals – limiting global warming to well below 2°C above pre-industrial levels.

"As one of the nation's largest freight railroads, it is our responsibility to act as environmental stewards, reducing emissions and enabling sustainable economic growth across our supply chain," said Chairman, President and CEO Lance Fritz. "This is a challenging task as it means examining every aspect of our operation and looking for innovative solutions while continuing to create long-term value for our shareholders, customers, employees and the communities where we operate."

The company's target will use the SBTi's Sectoral Decarbonization Approach Transport tool, which models targets for direct and indirect transportation emissions. Union Pacific anticipates finalizing its target and submitting it for approval to the SBTi within a year.

While Union Pacific works to further reduce its environmental footprint, it is important to note railroads already are one of the most fuel efficient means of transportation. Moving freight by rail instead of truck reduces GHG emissions by up to 75%. On average, Union Pacific moves a ton of freight 444 miles on a single gallon of diesel fuel.

Court records say Theresa Curley pleaded no contest Monday to two counts of negligent care of a minor. 

Prosecutors dropped three counts of misdemeanor assault and battery and other charges in return. 

The Omaha World-Herald reports that the principal of Walt Disney Elementary reported in September that Curley dragged a 10-year-old boy across the floor. 

Authorities say the boy suffered four or five rug burns on his back. 

Curley no longer works for the Millard Public Schools district.&nbsp; &nbsp;

Sunday found Edward Varejka stabbed and a friend trying to resuscitate him.

Police say there were at least three people in the apartment when he was stabbed, and they reported that intruders had entered it and attacked Varejka. 

Police say he lived elsewhere in Lincoln.

Oil plunges 25% as another virus-fueled trading week begins

FREMONT, Neb. (AP) — Schools in Fremont will be closed for at least a week as a precaution because a woman infected with COVID-19 attended a Special Olympics basketball tournament in the city. 

Several institutions in Fremont, including Fremont Public Schools, Archbishop Bergan Catholic Schools, Trinity Lutheran School, Midland University and the Fremont Family YMCA, have canceled or postponed all activities and classes. 

The schools will remain closed at least through Saturday. 

Health officials say the woman with COVID-19 spend most of Feb. 29 at the YMCA.

FREMONT, Neb. (AP) — Schools in Fremont will be closed for at least a week as a precaution because a woman infected with COVID-19 attended a Special Olympics basketball tournament in the city. Several institutions in Fremont, including Fremont Public Schools, Archbishop Bergan Catholic Schools, Trinity Lutheran School, Midland University and the Fremont Family YMCA, have canceled or postponed all activities and classes. The schools will remain closed at least through Saturday. Health officials say the woman with COVID-19 spend most of Feb. 29 at the YMCA. LINCOLN, Neb. (AP) — Police say a man was stabbed to death at a central Lincoln apartment early Sunday. 

Lincoln police say officers were called to the apartment building in the 2200 block of Orchard Street around 3:30 a.m. Sunday. 

Paramedics tried to help the man with stab wounds, but he died from his injuries shortly after they arrived. 

Investigators are interviewing those who were with the victim at the time of the incident, and no arrests have been made. The victim's name wasn't immediately released on Sunday.

SD Governor and lawmakers disagree on costs of legalizing hemp

OMAHA, Neb. (AP) - A federal appeals court on Friday ordered Douglas County's sheriff to be dismissed as a defendant from a lawsuit in which a woman alleges that one of his deputies coerced her into a sex act in 2013 and accuses the sheriff of not adequately supervising his underlings.

The ruling reverses a district judge's 2018 decision in favor of letting a jury hear the woman's lawsuit against Sheriff Tim Dunning. That judge, Joseph Bataillon, pointed to 15 sexual misconduct complaints that had been made against deputies who worked under Dunning dating back to 1995, saying the complaints raised concerns that Dunning and his office failed "to train or supervise its employees on sexual misconduct."

But a three-judge panel of the 8th U.S. Circuit Court of Appeals said Friday that the prior instances of sexual misconduct were not egregious enough or similar enough to the woman's case to demonstrate a pattern of sexual assault against members of the public by Douglas County deputies.

The Associated Press is not naming the woman, as it typically does not name alleged victims of sexual assault.

The case stems from a February 2013 incident at an Omaha park involving the woman and former Deputy Cory Cooper. An investigation found that the woman was in a parked car with her boyfriend when Cooper approached them, spotted marijuana in their car and took the woman back to his cruiser. He began questioning her about what she would do to keep her boyfriend out of trouble, and then coerced her to perform oral sex on him before she and her boyfriend were released, investigators said.

The woman reported the incident to police a few days later, but the sheriff's office didn't immediately investigate. Cooper wasn't fired until three months later following another report of similar behavior by him. Cooper was initially charged with first-degree sexual assault, but he pleaded no contest in 2015 to misdemeanor counts of assault and evidence tampering and served six months in jail. As part of a plea bargain, he didn't have to register as a sex offender.

Bataillon found that "there is sufficient evidence as a matter of law that would enable a jury to find deliberate indifference on the part of Sheriff Dunning."

But the appeals panel reversed that ruling and ordered the lower court to enter judgment in favor of Dunning on the basis of qualified immunity.

While the prior sexual misconduct complaints were troubling, they weren't "enough to put a supervising official on notice that a deputy might use his position and authority to separate a woman from her boyfriend at the park and coerce her to engage in sexual contact with him," Judge Ralph Erickson wrote for the appeals panel.

The panel also rejected the woman's assertion that Dunning failed to properly train deputies, saying the appeals court has held in previous cases "that there is no patently obvious need to train officers not to sexually assault women."

Douglas County Chief Deputy Sheriff Tom Wheeler said Dunning would not comment on the ruling because the lawsuit against the county is still pending. Cooper is also named in the lawsuit.

Messages left for the Douglas County Attorney's Office, which is defending Dunning, and for attorneys representing the woman were not immediately returned Friday.

OMAHA, Neb. (AP) — Republican senators from four states that have seen severe flooding from the Missouri River are backing legislation that would require the U.S. Army Corps of Engineers to change its management of the river to reduce flood risk. 

The proposal would require the Corps to take steps to reduce flood risks along the lower Missouri River by changing the way it manages the dams and by strengthening levees along the river. 

The proposal is backed by all the senators from Nebraska, Iowa, Kansas and Missouri. 

Corps officials say flood protection remains their highest priority.

SIOUX FALLS, S.D. (AP) — A 21-year-old Sioux Falls man has been arrested in connection with the fatal shooting of a pizza delivery driver. 

Thirty-year-old Casey Bonhorst was killed Feb. 26 as he was making a delivery to a home on the city's east side. 

As Bonhorst walked back to his car, he was approached by a man with a gun who attempted to rob him. 

Police said at the time that the suspect ran away. 

A $25,000 reward was being offered for information leading to an arrest. 

Several tips came in and led authorities to develop a suspect, who was arrested Wednesday.&nbsp;
