The National Park Service Invasive Plant Management Team (IPMT) will be working on controlling various invasive plant infestations at Scotts Bluff National Monument during the week of June 3rd through 10th.&nbsp; In order to combat the threat posed by the invasive annual grasses, cheatgrass and Japanese brome, against native vegetation in the vicinity of the Summit Road parking lot and bluff-top trails, the team will target these areas for treatment using selective herbicides sometime in the range of June 5th, 6th, and 7th.&nbsp;

To ensure the safety of the visiting public, the herbicide treatments will facilitate a temporary closure of the Scotts Bluff Summit area. This means that the Scotts Bluff Summit Road and upper portions of the popular Saddle Rock Trail will remain closed to visitors from sunrise until 10am on June 5th, 6th&nbsp;or 7th. Because herbicide application is dependent on weather conditions, the closure may happen on any of those three days. The herbicide application will not affect the Oregon Trail Pathway or Prairie View Trails and the Scotts Bluff National Monument visitor center is expected to be open for regular hours (open 9am to 5 pm daily). The counties covered include Banner, Cheyenne, Dawes, Garden, Kimball, Morrill, Scotts Bluff and Sioux. Conditions on April 6-7 included thunderstorms, freezing rain, snow and strong straight-line winds. At least $10.5 million in initial damage was reported, mainly for downed power lines and power poles.

Federal funding is available to the state, tribal and local governments as well as certain private nonprofit organizations on a cost-sharing basis for the emergency work and repair or replacement of facilities damaged in the storm.

Additional designations may be made later if requested by the state and warranted by the results of further damage assessments.

Rapid City, SD –&nbsp; The Rapid City Marshals regretfully announce the cessation of operations, effective immediately. This decision stems from a lack of leadership from previous Arena Football League (AFL) league officials and their unfulfilled promises rendering it impossible for the team to sustain its operations.

This difficult choice follows a recent incident where players refused to take the field and a subsequent last-minute game cancellation, eroding trust between the players and the organization.&nbsp; Coupled with unmet financial obligations, this has become an insurmountable obstacle, leaving the Rapid City Marshals with no viable alternative but to cease operations.

Wes Johnson, co-owner the Rapid City Marshals, expressed deep concern over the situation, stating, "We understand the struggles and frustrations our players have faced with us and with the league. As an ownership group, we feel that the league put us in a terrible position.&nbsp; We hoped we’d be able to find a way to survive, but unfortunately that is not the case."

Reflecting on the team's journey, Johnson added, "My sister and I invested in this team out of a deep love for football and a desire to build a lasting legacy here. We believed that joining the AFL would be a great opportunity for our team, this community, and arena football for many years to come. We are devastated to find ourselves in this position."

Alliance Police Department: The media report 

As the U.S. government moves toward&nbsp;<a href="https://apnews.com/article/marijuana-biden-dea-criminal-justice-pot-f833a8dae6ceb31a8658a5d65832a3b8">reclassifying marijuana</a>&nbsp;as a less dangerous drug, there may be little immediate impact in the dozen states that have not already legalized cannabis for widespread medical or recreational use by adults.

But advocates for marijuana legalization hope a federal regulatory shift could eventually change the minds — and votes — of some state policymakers who have been reluctant to embrace weed.

“It is very common for a state legislator to tell me, ‘Well, I might be able to support this, but ... I’m not going to vote for something that’s illegal under federal law,’” said Matthew Schweich, executive director of the Marijuana Policy Project, which advocates for cannabis legalization.

Although&nbsp;<a href="https://apnews.com/article/marijuana-reclassification-biden-garland-dea-3c9478472e124c7aaa9b934270b0d450">a proposal to reclassify marijuana</a>&nbsp;would not make it legal, “it is a historic and meaningful change at the federal level that I think is going to give many state lawmakers a little less hesitation to support a bill,” Schweich added.

The U.S. Drug Enforcement Administration has proposed to shift marijuana from a “Schedule I” drug, which includes heroin and LSD, to a less tightly regulated “Schedule III” drug, which includes ketamine and some anabolic steroids. Federal rules allow for some medical uses of Schedule III drugs. But the proposed change faces a lengthy regulatory process, which may not be complete until after the presidential election.

In the meantime, the proposed federal change could add fresh arguments for supporters of ballot measures seeking to legalize marijuana. Florida voters will decide on a constitutional amendment allowing recreational cannabis this November. Public votes could also be held in several other states, including South Dakota, where supporters plan to submit signatures Tuesday for a third attempt at legalizing recreational marijuana.

Following two previous failed attempts, a Nebraska group is gathering signatures to get two measures onto this year’s ballot: one to legalize medical marijuana and another to allow private companies to grow and sell it.

In North Dakota, criminal defense attorney Mark Friese is a former police officer who is backing a marijuana legalization&nbsp;<a href="https://apnews.com/article/north-dakota-marijuana-ballot-initiative-23334e1feeaec1e3da856b62f94a741d">ballot initiative</a>. He said the proposed federal reclassification could immensely help this year's initiative campaign. North Dakota voters rejected legalization measures in 2018 and 2022 but approved medical marijuana in 2016.

“The bottom line is the move is going to allow intelligent, informed discussion about cannabis legislation instead of succumbing to the historical objection that marijuana is a dangerous drug like LSD or black tar heroin,” Friese said.

Others aren't so sure the reclassification will make a difference.

Jackee Winters, chairperson of an Idaho group backing a ballot initiative to legalize medical marijuana, said it's tough to get would-be supporters to sign their petition.

“People are literally afraid to sign anything in Idaho that has to do with marijuana,” she said. “They’re afraid the cops will be coming to their house."

The proposed federal change may have little affect in 24 states that already legalized recreational marijuana for adults, or in an additional 14 states that allow medical marijuana. But advocates hope it could sway opinions in a dozen other states that either outlaw cannabis entirely or have limited access to products with low levels of THC, the chemical that makes people high.

Georgia has allowed patients with certain illnesses and physician approval to consume low-THC cannabis products since 2015. But until last year, there was no legal way to buy them. Eight dispensaries are now selling the products.

The Georgia Board of Pharmacy last year also issued licenses for low-THC products to 23 independent pharmacies, but the federal DEA in November warned pharmacies that dispensing medical marijuana violated federal law.

Dawn Randolph, executive director of the Georgia Pharmacy Association, said a federal reclassification of marijuana could open the way for pharmacists to treat marijuana products “like every other prescription medication.”

In other states, such as Tennessee, elected leaders remain hesitant to back either medical or recreational marijuana. Tennessee Senate Speaker Randy McNally, a Republican, previously said he wouldn’t support changing state law until the federal government reclassifies marijuana.

But after reports about the DEA’s recommended reclassification, McNally still held off on supporting any push to legalize medical marijuana.

Removing marijuana as a Schedule I drug “would only start the conversation in my mind. It would not end it. There would still be many issues to resolve if the downgrade to Schedule III happens as proposed,” he said Thursday.

A proposal to legalize medical marijuana died in a Kansas Senate committee without a vote this year, and an attempt to force debate in the full Senate&nbsp;<a href="https://apnews.com/article/medical-marijuana-medicaid-expansion-kansas-ef48f2d5737f4c7ba3de496c7c84c13f">failed by a wide margin</a>. The strongest and most influential opposition came from law enforcement officials, who raised concerns that any legalization could invite organized crime and make it difficult to assess whether people are driving under the influence.

Kansas Bureau of Investigation Director Tony Mattivi considers the DEA effort to reschedule marijuana “misguided and politicized,” KBI spokesperson Melissa Underwood said.

But advocates hope it could sway opinions in a dozen other states that either outlaw cannabis entirely or have limited access to products with low levels of THC, the chemical that makes people high.Georgia has allowed patients with certain illnesses and physician approval to consume low-THC cannabis products since 2015. But until last year, there was no legal way to buy them. Visitors should be aware trees are down across the entire north shore and crews will be working all weekend to remove them. Power is currently out at Lone Eagle and Sandy Beach campgrounds, but power is expected to be restored by midday Friday.

Some beach access is limited as a few areas washed out in the storm. The fish-cleaning station at Cedar View was damaged and is out of order.

The adjacent Lake Ogalla SRA also is open despite having downed tree limbs.

The highways to both state recreation areas were temporarily closed Thursday night, but have since reopened.

Visitors to both SRAs are encouraged to mindful of the weather forecast as well as clean-up crews as they enjoy their stay.

Memorial Day closures in Alliance

LINCOLN, NEB.&nbsp; — Summer is right around the corner! The Nebraska State Patrol is kicking off the summer travel season with the&nbsp;Make It Click&nbsp;statewide campaign.

"Summer means road trips, vacations, community events, family gatherings, and much more," said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “For all those trips, we want Nebraskans and our visitors to be safe on the road. That starts by making your seat belt click before every trip.”

Troopers, deputies, and officers from police agencies across the state are partnering for the&nbsp;Make It Click&nbsp;effort. The campaign began on Monday, May 20, and runs through Sunday, June 2, covering the weeks around Memorial Day, which marks the start of the summer travel season.

Troopers will be performing high-visibility patrols across the state, monitoring for dangerous driving behavior. During traffic stops, troopers will be looking for seat belt violations and thanking motorists who are already wearing their seat belt.

NSP was joined in a&nbsp;Make It Click&nbsp;kickoff event today by the Nebraska Department of Transportation, Kearney Police Department, Sarpy County Sheriff’s Office, Nebraska Safety Council, and Chris Haag, who told his personal story of surviving a crash because he was wearing his seat belt.

“I’m very, very fortunate to be here. I know without a doubt if I would not have had a seat belt on, I wouldn’t be standing here talking to you today,” said Chris Haag. “I would strongly advise everybody out there. You don’t know when it’s going to happen. It happened to me twice. Put a seatbelt on. It’s pretty simple.”

Troopers and NSP dispatchers will be working overtime to provide additional coverage during the busy start to the summer travel season. NSP's portion of this campaign is made possible thanks in part to a grant from the Nebraska Department of Transportation - Highway Safety Office. Any motorist who observes a dangerous driver can report it to the NSP Highway Helpline by calling *55 to reach an NSP dispatcher.

NSP kicks off summer travel with Make It Click Campaign

SCOTTSBLUFF, Neb. - Two Western Nebraska Community College students were recently honored at Phi Theta Kappa's national "Catalyst" convention. Michael Aldridge, of Benkelman was named Nebraska's 2024 New Century Workforce Pathway Scholar and Ryan Lenhart of Scottsbluff was named Nebraska's 2024 New Century Transfer Pathway Scholar.

The scholars are selected based on their academic accomplishments, leadership, activities, and how they extend their intellectual talents beyond the classroom.&nbsp;Only one scholar is selected from each state for each award.

Aldridge graduated earlier this month with his Aviation Maintenance Certificate. For Aldridge, the award was the combination of hard work and motivation from the sacrifices that he and his family made while he went back to school.

"I told myself that because of all the support and sacrifice I was putting on the people I cared most about, that I would do the best I could to make sure that I completed my goal to get my Airframe and Powerplant license from the FAA," Aldridge said. "The award I received really goes to my family, my instructors."

Alridge is now employed as a mechanic at G2G Aviation in Wray, Colorado where he also held an internship during the Summer of 2023.

"Since 1969 the Aviation Maintenance program is Sidney has been producing great mechanics.&nbsp;I'm glad to have had the opportunity myself," Aldridge said. "Being around and working on these as airplanes helped to solidify my desire to do my best."

Lenhart received his Associate of Arts in May, but he finished his coursework in the Fall 2023 semester.

"I am both honored and humbled to receive my recent accolades. To be included among the other national PTK honorees is especially humbling, as these scholars are remarkable," Lenhart said. "In many ways, academic awards are difficult to reconcile in my mind, as learning is truly its own reward. I feel a sense of redundancy to be honored for something that has been complemented by such extraordinary and unexpected personal returns."

Lenhart is now enrolled in the Anthropology program at Oregon State University, where he intends to complete his bachelor's degree in 2026.

"WNCC was prepared to take on my history and nontraditional circumstances, and the institution immediately—and continually—stimulated an ambition to gain knowledge in me," Lenhart said.&nbsp;"There is no chance I would have achieved my goals—or received any personal accolades—without the encouragement, guidance, and instruction from many key people at WNCC."

PTK is the premier honor society recognizing the academic achievement of students at associate degree-granting colleges and helping them to grow as scholars and leaders. There are nearly 1,300 chapters spread across 11 countries.

While our current Gering office will be closed on Thursday and Friday for the transition, our dedicated advocates remain available to provide support via our 24-Hour Help Line at 866-95-DOVES or 24-Hour Text Line at 515-599-6620.

We will open the doors at our new address on Tuesday, May 28 at 9:00am.

Our new office hours will be 9:00am to 12:00pm and 1:00pm to 4:00pm, allowing us to better serve the community. This relocation aligns with our desire to broaden our impact, invite our community into our work, and create a more inclusive environment to those we serve.

Lake Mac Report - Busy Holiday weekend coming up

The Upper Niobrara White Natural Resources District (UNWNRD) is hosting the fifth annual amateur photo contest, in search of natural resources related photos from residents within the District encompassing Box Butte, Dawes, Sheridan and Sioux counties.

“Our goal is to get the residents of the District outside to observe and capture the beauty in Northwest Nebraska,” stated Al Rasmussen, UNWNRD Director. “Over the last few years this contest has grown in popularity and continues to produce some incredible pictures.”

The 2023 contest had nearly 500 photos and with so many to choose from the UNWNRD Board of Directors opted to create categories for the 2024 contest. Photos submitted will be sorted into 5 different categories including: Agriculture, Nature, Wildlife, Recreation and other, with cash prizes awarded in each category.

The deadline for the 2024 contest is June 1st. Please see the list below for requirements to enter your photos.

· The photo must be taken within the District (Box Butte, Dawes, Sheridan, Sioux counties).

· The photographer must be a resident of the District.

· The subject of the photo must be natural resources related. Ex: agriculture, nature, wildlife, recreation, etc.

· The photographer must be an amateur. No professional photographers. · The photo must be submitted electronically to: Kylen Armstrong (armstrong@unwnrd.org) and include the photographer’s name, address and phone number.

· Please include a title for your photo as well as the location it was taken.

· Cash prizes will be awarded in 5 categories and a canvas print will be made of the overall winning photo to be displayed in the UNWNRD Office until the next winner is selected. After that time the print will be the photographer’s to keep.

Sidney Neb. - The Sidney Police Department were investigating activity involving damage at Legion Park and Memorial Gardens.

According to the police department,&nbsp;The Sidney Police Department has identified the individuals responsible for the damages to the Memorial Gardens and Legion Park. The case has been forwarded for to the County Attorney's Office.&nbsp;

Sidney, Neb. - The Sidney Police Department has an ongoing investigation involving a rash of damage at Legion Park and the Memorial Gardens. The Sidney Police has collected several videos, witness statements and are currently working to resolve this matter as soon as possible.

Until this matter is resolved extra patrols will continue in the area. If anyone has any information, please contact the Sidney Police Department at 308-254-5515. Thank you to those who have already provided statements and information.&nbsp;

Sidney Police says individuals responsible for damage at Legion Park and Memorial Gardens have been identified

Aurora, Nebraska - Rusty Rhynalds of Rhynalds Auction &amp; Realty, LLC, Minden, NE, has been elected President of the Nebraska Auctioneers Association for 2024-2025.

Rhynalds was born and raised in Minden, NE, and he is a first-generation auctioneer. He attended World Wide College of Auctioneering in Mason City, Iowa, in June of 2001 while still in high school. He immediately started working all the auctions he could for auction companies in Nebraska and Kansas. He conducted his first consignment auction in Oct. 2001. Rusty started competing in auctioneer contests immediately and was the 2002 Nebraska Rookie of the Year, 2005 Kansas State Champion Auctioneer, 2005 Pacific Open Division Champion, 2006 Nebraska State Champion Auctioneer, a multi-time finalist in the National Auctioneers Association International Auctioneer’s Contest (IAC).

As a young man, Rusty worked full time for three auction and real estate companies conducting real estate and personal property auctions nationwide. Rusty has conducted fundraising auctions for years raising $100,000’s of dollars for nonprofits.

Rusty is very active volunteering for area organizations serving as a Teammate mentor, President of the Minden Chamber of Commerce, United Way board member, Bethany Home board member, President of the Minden Public Schools Foundation, and is currently serving as President of the Minden Public Schools

Board of Education, just to name a few. He has been a member of the NE Auctioneers Association for 22 years and has served on the board of directors twice.

Rusty owns and operates Rhynalds Auction &amp; Realty, LLC in Minden, NE, a full-service real estate and auction company. They specialize in real estate auctions, classic cars, estate, and collectibles and more.

However - the thing Rusty is most proud of is marrying the love of his life – Hailey, just shy of 16 years ago. They have three daughters Ruby (13), Rozy (12), &amp; Racy (10). They are his everything.

His election, along with Hailey, his wife, who was elected as the NEAA Auxiliary President, was an- nounced at the 76th Annual Convention held at The Leadership Center, Aurora, Nebraska, April 26-28, 2024.

Adam Marshall, Adam Marshall Auctioneers &amp; Land Brokers, Kearney, NE, was elected President-Elect, along with his wife, Jennifer, who was elected as the NEAA Auxiliary President-Elect.

Clay Schaardt, Schaardt Auction and Burrows Tracts Real Estate, Table Rock, NE, was elected Vice-President, along with his fiancé, Cassie Martin, who was elected as the NEAA Auxiliary Vice-President.

Through LIHEAP, federal funds provide assistance to reduce the costs associated with home energy bills, weatherization, and minor energy-related home repairs. When summer comes electric bills go up, and LIHEAP can help.

LIHEAP is managed by DHHS, the Nebraska Department of Health and Human Services. The information in this article is from their publications and website.

To qualify for LIHEAP, a household must have an income at or below 150% of the federal poverty level. There are tables on the dhhs.gov website showing what that amount is for different household sizes. The household must be responsible for paying the energy utilities. There are citizenship and residency requirements, and there are some factors that make a household ineligible.

The household might also have a person who has a severe illness or medical condition that is aggravated by extreme heat; this must be verified by a licensed healthcare provider who files Form IM-55.A LIHEAP household might qualify for the purchase of a window air conditioner. DHHS will ask the household to provide estimates for the cost. A household is not eligible if they have received assistance to buy a window air conditioner within the last 60 months.Financial assistance is available for the repair or replacement of a furnace or central air conditioner. up to $750. To qualify, a household must be eligible for LIHEAP heating assistance (furnace) or cooling assistance (central air conditioner). They must provide documentation that the repair or replacement is necessary and provide estimates for the cost of the repair or replacement as requested by DHHS. They may receive up to $750.
