DHHS, the Nebraska Department of Health and Human Services, announced last week that they are ready to roll with the Summer EBT Program for children. The Electronic Benefit Transfer Program (EBT) was formerly called food stamps. The US Department of Agriculture will provide each eligible school-age child with EBT cards valued at $40 for each of the summer months of June, July, and August.

This means that eligible families will receive $120 per child for the summer period. DHHS estimates that 175,000 students, or 80,000 households, will be eligible to receive Summer EBT benefits in Nebraska.

Alliance Public Schools offers the summer food service program for ages 1 through 18 until the end of June. Breakfast, 7:30-8:00, and lunch, 11:30-12:00, are served at Grandview and the Middle School. Meals must be eaten on site. No applications, income requirements, or paperwork are required. Using this service through the school does not affect whether a child can receive Summer EBT benefits.

To determine whether your household is eligible to receive Summer EBT benefits, look at the following:

1. School-age children who participate in one of the following public assistance programs:

SNAP, ADC, FDPIR, or Children on Medicaid with household income under 185% of the federal poverty level.

2. School-age children who are eligible for free or reduced-priced meals through the National School Lunch Program (NSLP) based on one of these statuses: participation in Head Start, homeless, foster child, migrant, or runaway.

3. School-age children who have been approved for free or reduced-priced meals through filling out a school meals application.

4. School-age children enrolled in a school participating in NSLP who have not signed up for that benefit in the past, but will be determined to be eligible through the Summer EBT application which will be available after June 1.

If a child meets the first three above criteria, they do not need to complete a Summer EBT application. Their benefits will be issued to a Summer EBT card and mailed to the address provided by the student’s school or maintained by DHHS for public assistance participants. It is a good idea to verify the address on file with the school, especially if you have moved or if someone else has custody over the summer months.

Home-schooled children do not qualify for Summer EBT benefits (they are not participating in an NSLP school) unless they receive public assistance benefits.

Along with issuing the Summer EBT cards, DHHS will send out information during the summer on nutritious foods parents can purchase for their children. DHHS will reach out via text messages to help identify additional needs, and then they will follow up to determine what resources would benefit the family.

How will a household use the Summer EBT benefits? They will receive a card in the mail and will need to call the number on the back to activate it. When asked for the date of birth, use the 8- digit date of birth for the oldest eligible child in the household. Enter your zip code. Then choose a 4-digit PIN.

Once received and activated, a Summer EBT card can be used like any other EBT card to purchase eligible food at approved SNAP retailers like grocery stores.

Getting Ahead: Summer EBT

LINCOLN —&nbsp;Nebraska’s congressional delegation is coming to the rescue of a group of cabin owners at two reservoirs near McCook.

On Wednesday, U.S. Sens. Deb Fischer and Pete Ricketts, along with U.S. Rep. Adrian Smith,&nbsp;introduced legislation to allow the transfer of cabin areas at Swanson and Red Willow Reservoirs&nbsp;to Hitchcock County and Frontier County, respectively.

Controversy had erupted after the current owner of the cabin areas, the&nbsp;U.S. Bureau of Reclamation, had&nbsp;<a target="_blank" href="https://nebraskaexaminer.com/wp-admin/post.php?post=11624&amp;action=edit">sought to remove</a>&nbsp;the privately owned cabins and trailers by November 2024 to make way for a proposed slate of campground improvements.

The order didn’t sit well with the cabin owners, who had enjoyed a lakeside retreat for decades, and with concessionaires who operated at the two lakes. There are 110 cabins on Swanson Reservoir near Trenton and 71 cabins at Red Willow north of McCook, and concession businesses at both lakes.

Under the bills introduced in Congress, Hitchcock and Frontier Counties would have three years to purchase the two cabin sites. Then they would manage the two areas and benefit from the lease payments and concession fees paid.

Local leaders had expressed concern that losing the two summertime communities would hurt local businesses and tax revenue in a section of southwest Nebraska that has&nbsp;seen a decline in permanent residents.

Fischer said the legislation “charts a better path forward for the local community and the federal government.”

“I encourage both the House and Senate to move quickly on our legislation,” Fischer said in a press release.

Both Ricketts and Smith echoed those sentiments.

Paul Nichols, chairman of the Hitchcock County Board, said local residents heavily supported the land transfer.

“These areas have been in place and operating for decades allowing residents to build businesses and support families, not to mention the tax dollars Hitchcock County relies on for this small community,” Nichols said.

The cabin owners and concessionaires, he said, have pledged to raise the funds to purchase the two plots so there will be no cost to local taxpayers.

Nichols added that once the land is transferred, both counties will reap yearly lease income from the cabins along with a percentage of sales at the two concession businesses.

“It’s not a big amount of money. But you have to have a penny before you have a dollar,” he said.

Steven Hall of the Frontier County Board thanked the Nebraska politicians for&nbsp;<a target="_blank" href="https://nebraskaexaminer.com/2023/07/27/congressional-delegation-working-to-save-mobile-homes-from-removal/">working out an agreement</a>&nbsp;to facilitate a transfer to the local counties, which will assume all responsibilities and liabilities. Over the past year, the three officials worked with the Bureau of Reclamation and the local counties to craft a bill all could agree with.

“Frontier County does not want to lose tax base by losing the concessions or the privately owned cabins,” Hall said.

Bill introduced to allow lakeside cabins to remain at two southwest Nebraska reservoirs

In the early morning hours of May 15 the Alliance Police Department responded to a 911 call, which stated that a stabbing was currently in progress inside of a residence. 

"The 911 caller also advised he/she was still inside the residence and was hiding from this person as he/she feared they would be 'next'," Alliance Police Sergeant David LaDuke said."&nbsp;

Officers responded and apprehended the suspect. 

A stabbing victim was located inside the residence who was quickly transported to the Box Butte General Hospital.

"A preliminary investigation ensued during, which a search warrant was executed," LaDuke said. "The suspect was transported to the Box Butte County Jail and charges have been recommended."

The victim was transported out of Alliance by Air Link for the injuries sustained during this incident.

This case remains open and active pending further investigation.&nbsp;

It is incumbent upon property owners or occupants to ensure that tree branches, brushes, and shrubs are regularly pruned, thereby preventing any encroachment onto publicly utilized road surfaces. Additionally, the ordinance stipulates that streets and alleys must remain clear of any growth exceeding eight inches in height, inclusive of weeds, grasses, or other undesirable vegetation.

Moreover, for the safety of pedestrians and motorists, it is mandated that tree branches extending over the street maintain a clearance height of 13 feet 6 inches, while those over sidewalks should be trimmed to a height of 8 feet.

Failure to comply with this ordinance will result in the citation of responsible parties, as such violations are deemed to be a nuisance. This regulation is enacted with the utmost consideration for the safety of our citizens and the well-being of utility workers who rely on unobstructed access to our roadways.

(LINCOLN, NEB.)&nbsp;– Yesterday, the Governor’s Office, Nebraska Department of Economic Development (DED), and Nebraska Chamber of Commerce &amp; Industry held a press conference in North Platte to kick off the new&nbsp;6 Regions, One Nebraska&nbsp;initiative.

The strategy is convening leaders in each of Nebraska’s six community college districts&nbsp;to design and implement collaborative, regional economic development projects.&nbsp;

“To grow Nebraska for our kids and grandkids, we have to be on the same page and pulling in the same direction,” said Governor Jim Pillen. “Our 6 Regions, One Nebraska initiative brings key leaders to the table so that we can build the partnerships needed to move our state forward.”

At the request of Governor Pillen, the Nebraska Legislature allocated $3 million of American Rescue Plan Act funds to DED this year to fund the regional effort.&nbsp;The State financial investment, supplemented by private dollars, is helping to establish a core work team in each region.

“In the new era of economic development,&nbsp;it’s less likely for any one community to have all the resources it needs to thrive,” said DED Director K.C. Belitz. “Partnerships are more important than ever as we recruit talent, develop housing, and build a supportive ecosystem for entrepreneurs. Nebraska is blessed with exceptional community leaders.&nbsp;The regional initiative is going to be guided by their shared ideas and insights.”

The State’s financial investment will also provide financial incentive for initial regional projects in one of the following areas:

“I’m tremendously excited to launch this new initiative,” said Kyle Arganbright, mayor of Valentine and co-chair of the Mid-Plains regional team. “Our region has spectacular natural beauty and is brimming with potential for growth. It’s inspiring to be in a room with leaders who share my passion and dedication to grow rural Nebraska.”

Governor Jim Pillen is meeting with each regional team twice annually for work sessions. Each session will include a presentation of data to inform regional decision-making. Each region will also conduct asset mapping to identify the strengths it can draw on to drive growth.

“Here in Lincoln County, we’ve seen the fruits of shared vision and a determined team,” said Gary Person, President and CEO of the North Platte Area Chamber and Development Corporation and co-chair of the Mid-Plains regional team. “I look forward to linking up with surrounding communities to make the most of the incredible opportunities in front of us as a region. The goal of the 6 Regions, One Nebraska initiative is to catalyze cooperation among communities so that regional partnerships become the norm for how Nebraska pursues economic development.

The Alliance Volunteer Fire Department was called to an apartment fire early in the morning on May 15.&nbsp;

The apartment fire call came in at 12:37 a.m. to 1271 Hammond in Alliance.&nbsp;

"We had an engine, aerial ladder truck, an ambulance and ten firefighters on the scene," Alliance Fire Chief Troy Shoemaker said. "The estimated damage is $2,000 to $2,500 dollars."

Shoemaker told Panhandle Post the fire is deemed "accidental and smoking materials contributed as the cause of the fire."&nbsp;

Paulsen, Inc. of Cozad is the contractor for this project. Work includes bridge work, new culvert installations, asphalt milling and overlay, earth shoulder construction and permanent pavement marking.

Traffic will be maintained lane restrictions, a pilot car and flaggers, and temporary traffic signals. Follow the marked route. N-27 will remain open from I-80 to Oshkosh. US-30 will be closed to thru traffic from Chappell to N-27 North, and from N-27 South to US-138 West. An 11-foot width restriction will be in effect. Anticipated completion is Nov. 2024.

Motorists are reminded to drive cautiously in and near work zones, to buckle up, and to put phones down.

Scottsbluff Police Officers will work overtime, funded by the Highway Safety office, from May 20th to June 2nd to look for seat belt and child safety seat violations. 

The national seat belt usage rate in 2023 was 91.9%. 

The Nebraska seat belt usage rate in 2023 was 77.3% on May 14th a seat belt survey was conducted in Scottsbluff and the seat belt usage rate was 50.75%. Scottsbluff Police will be working to improve this number.

 Flags to Fly at Half-Staff in Observance of Peace Officers Memorial Day

NORTH PLATTE, NEB.&nbsp; — Investigators with the Nebraska State Patrol conducted numerous alcohol compliance checks in April. These checks were conducted in partnership with local public health agencies.

On April 6, investigators conducted alcohol compliance checks in Dawes County. In total 26 businesses were inspected. Two of those businesses sold alcohol to a minor. This operation was supported by grant #1848 from the Panhandle Prevention District/Public Health District.

On April 12, investigators conducted checks in Chase and Perkins Counties. Ten businesses were checked with one business selling alcohol to a minor. This project was funded&nbsp;100% by the Region II Human Services SUPTBG ($427,899.00, 6B08TIO85820-01M002) through SAMHSA, contracted through the NDHHS, Division of Behavioral Health.

On April 13, investigators conducted checks in Deuel and Garden Counties. A total of 15 businesses were inspected. One of those businesses sold alcohol to a minor.&nbsp;This operation was supported by grant #1848 from the Panhandle Prevention District/Public Health District.

On April 18, investigators conducted checks in Custer and Loup Counties. All eleven businesses inspected refused to sell alcohol to a minor for a compliance rate of 100%.

On April 27, investigators conducted checks in Scotts Bluff County. In total, 27 businesses were inspected. All 27 businesses refused to sell alcohol to a minor. The compliance rate was 100%. This effort was supported by grant funding from the Nebraska Department of Transportation – Highway Safety Office.

On April 28, investigators&nbsp;conducted alcohol compliance checks in Nemaha and Otoe Counties. In total, 21 businesses were inspected. Three of those business sold alcohol to a minor.

For the month of April, 89 businesses were inspected in total. 85 of those businesses refused to sell alcohol to a minor. April’s overall compliance rate was 96%.

The businesses checked included restaurants, bars, grocery stores, liquor stores, convenience stores, and other establishments that sell alcohol. Businesses that sell alcohol to a minor are referred to the Nebraska Liquor Control Commission. Clerks who sell alcohol to a minor are cited for procuring alcohol for a minor.

Alcohol-serving businesses and employees have access to training resources through the Nebraska Liquor Control Commission. Responsible Beverage Server Training is a comprehensive training designed to equip staff with the necessary knowledge and skills to serve alcohol responsibly in a bar, convenience store, grocery store, or at a special event, manage difficult situations, and uphold legal and ethical standards. American Legion, VFW, AVFD and more to gather at Veteran Memorial in Alliance 

Danny Anderson sat across from me in a booth at the Bean Broker just before his first official day as executive director of Keep Chadron Beautiful (KChB). The guy looks like somebody who should head a Keep America Beautiful affiliate with a bio to match: a hiker/photographer with a degree from Berkeley who has been invested in the community as a family man, CSC student (Masters in Organizational Management) and champion of the local art scene among other interests.

Former director Susan Hucke handed over the reins as the calendar flipped to May. Susan was great to work with this past year as KChB committed to resuming public access to recycling. What this northern Panhandle non-profit has brought to the Chadron area appealed to Danny. The position became available, he said, emphasizing their ideology aligns with Keep America Beautiful with a new board that has been working on restarting recycling. “So when it opened up I jumped at the opportunity.”

Any business or organization seeking leadership desires a candidate who will be an optimum fit and possesses the skills and desire to achieve their mission, which is “To empower individuals to take responsibility for community environments,” at Keep Chadron Beautiful.

Before coming on board Danny assisted residents in controlling their home environments as an energy auditor at Northwest Community Action Partnership. Looking ahead, he is passionate about teaching children through the education aspect of KChB. Danny will work with an education coordinator, who is also a mother, in the process of joining the team. She will develop a curriculum for schools this fall. Katie, the cardboard hauler, has already been plying her route of about 50 businesses around town and has arrived at the Keep Alliance Beautiful recycling center pulling a full trailer like clockwork once or twice a week.

Board members at KChB take an active part – good role models as the organization considers its next moves. “We seem like we run a parallel path,” Danny said, explaining the board is forming various committees in response to the question, “What does Chadron need?” In regard to recycling, the Solid Waste Management Agency of NW Nebraska (SWANN), former provider of those services, “is interested in helping any way they can,” Danny said.

During this transition period, including a move to a former law office that also houses Veteran Services in the 300 block of Main Street, Danny has been tapping existing connections that Susan established over the years. Volunteer involvement will come into play this spring and summer on an assortment of projects and activities. Danny, who heads Chadron Open Art based at TaDa Art Studio, is looking at downtown facade upgrades and encouraging people to adopt and beautify intersection corners as KChB presents an outlet for people to take pride in their community. He said, “What’s great is we’re not out here alienating a population. . . . people need an outlet to expand their creativity.”

Wondering what’s next at KChB? Expect to learn something, whether it is the range of recyclables that are accepted or how to sign up for a composting class. The latter is old hat at the Anderson house. They also host a wild pollinator garden and, overall, strive to have “as little of a human carbon footprint as possible.” Danny and his wife, Ashley, have three children: Archie, Poppy and Huey. He met Ashley, who has family in Chadron, through mutual friends in the music and art scene in the San Francisco Bay Area where he earned a bachelor’s degree, Fine Arts Focus – Intaglio Print Making, in 2007. The move to Northwest Nebraska has meant a slower pace and a quiter place to raise a family. Danny enjoys medium format photography and likes to go to museums and the forest.

Over 15 years ago, Closer to Home was founded through a generous bequest by Mitzi Lecher in honor of Barney and Mary Lecher. Their vision was to create a welcoming environment that provides a warm meal to in-need members of our community. Thanks to the unwavering commitment the Chadron Community, Closer to Home has been able to support our community since its founding. Since its founding, Closer to Home has served almost 68,000 meals all of which were cooked and served by volunteers who logged more than 16,000 volunteer hours.

As we look towards the future, we face significant challenges including rising operating costs and a decrease in available volunteer groups. Chadron is a small community and those who volunteer throughout the community often find themselves spread thin. Due to these factors the Closer to Home board began the process of seeking creative ideas on collaboration and consolidation of community efforts.

After careful consideration and evaluation of our resources, we have made the decision to form a mutually beneficial partnership with the Chadron Senior Center. This decision allows us to carry on the mission that the Lechers envisioned, providing noon-time meals to members of our community who might otherwise go without, while simultaneously supporting the work of the Senior Center which funds programs like Meals on Wheels and Feed a Hungry Senior. We are thrilled to have found a way to increase effectiveness and support of both organizations through this partnership.

Beginning June 1 st , 2024, instead of serving meals at Closer to Home, meal tokens will be provided to in-need community members redeemable for a complimentary meal at the Senior Center. Tokens will be available for pick up at the Outreach Office of Northwest Community Action Partnership (NCAP) located at 127 W. 2 nd St. in Chadron beginning on Monday May 27 th . Those in need of a noon-time meal will be provided with a distribution of up to five (5) meal tokens at a time from the Outreach Office. The Outreach Office hours are Mondays from 1 pm to 4:30 pm, Tuesday and Wednesdays from 8:30 am to Noon and 1:00 pm to 4:30 pm.

 (Lincoln, Neb.) – The Nebraska Department of Transportation (NDOT) is pleased to announce the advancement of two engineers – Kyle Keller and Brandie Neemann.

With over a decade of experience at NDOT, Keller, a Scottsbluff native and University of Nebraska Lincoln graduate with a Bachelor of Science degree in Civil Engineering, brings exceptional leadership and expertise to his new role. He excelled in project scoping and roadway design, overseeing high profile projects including the US-275 Expressway, I-80 expansion to Pleasant Dale and the Wahoo Roundabout. As Assistant Roadway Design Engineer, he managed project delivery in Districts 1 and 7 and contributed to NDOT's Alternative Delivery Program.

Now, as Project Development Engineer/Division Head, Keller will apply his expertise in project delivery and leadership. He will focus on internal workforce development, cultivate relationships with partnering agencies and external partners and enhance early project planning and delivery processes. Keller assumed this role on May 6, 2024.

"Kyle's expertise as an Assistant Roadway Design Engineer aligns well with the requirements of his new role. We are looking forward to the guidance and innovation he'll bring to Project Development," remarked Vicki Kramer, Director of NDOT.

Neemann, a licensed professional engineer with over 25 years of experience at NDOT, has succeeded Mick Syslo as State Roadway Design Engineer. With a Bachelor of Science degree in Civil Engineering from the University of Nebraska-Lincoln, she started her career at NDOT as an intern and advanced into various key roles, including Project Development Division Engineer for eight years. Neemann has been pivotal in major agency initiatives, including developing the capital improvement project selection process and the implementation of the Build Nebraska Act/Transportation Innovation Act, as well as NDOT’s assumption of environmental review responsibilities from the Federal Highway Administration.

Ne-Summer Reading is just around the corner! The Kickoff Party is May 25 th from 2:00 pm to 5:00 pm at Memorial Park and the Aquatics Center. There will be food, games and Smokey the Bear will be present! Register at this time for the summer reading program and get a bag of goodies.

Pool Ticket Registration is on-going. Tickets are limited to 90 - one per person (only valid on May 25 th from 2:00pm to 5:00pm). The only way to get a ticket is to come to the Public Library and register downstairs in the Youth Library.
