OMAHA, Neb. (AP) — A Democratic state lawmaker in Nebraska who unsuccessfully ran for governor two years ago is seeking a seat in the U.S. House.

Sen. Carol Blood confirmed Tuesday that she will run to represent the 1st Congressional District, which includes Lincoln and all or part of 13 counties in eastern Nebraska. She hopes to challenge Republican Rep. Mike Flood, who served in the state legislature with Blood until he was elected to Congress.

Flood was&nbsp;<a href="https://apnews.com/article/2022-midterm-elections-legislature-nebraska-sentencing-campaigns-f20dbe48ca13bc895e81a0aeffa9fe2a">first elected</a>&nbsp;to the seat in a June 2022 special election to replace former GOP Rep. Jeff Fortenberry, who&nbsp;<a href="https://apnews.com/article/campaigns-kevin-mccarthy-legislature-nebraska-nancy-pelosi-7f2bf99b536c5ad93071a544f661e252">resigned</a>&nbsp;after being convicted on charges that he lied to federal agents. Flood went on to&nbsp;<a href="https://apnews.com/article/2022-midterm-elections-donald-trump-nebraska-omaha-redistricting-607e1ae2a42a24af1569e14019d11711">win the general election</a>&nbsp;later that year, easily defeating Democrat Patty Pansing Brooks.

Blood was&nbsp;<a href="https://apnews.com/article/donald-trump-legislature-nebraska-bellevue-ben-nelson-d43d7ae8ef92acae452912abe5d5d164">running for governor</a>&nbsp;at the time, a race&nbsp;<a href="https://apnews.com/article/2022-midterm-elections-donald-trump-nebraska-omaha-pete-ricketts-8b7c6d67bd2d4915ba139dfe58d56984">she lost</a>&nbsp;to Republican Jim Pillen.

She will face another uphill slog in the 1st District race, which is considered a safe Republican seat by most election watchers and has not had a Democratic representative since Clair Callan was elected in 1964.

Blood, originally from McCook and a former member of the Bellevue City Council, said Congress is in disarray under the control of Republicans who “continue to stay in campaign mode instead of doing their jobs.” If elected she would focus on protecting Medicare, Medicaid and Social Security and passing a refundable child tax credit and competitive minimum wage to help working-class families, she said.

“I’m running because we can do better and bring back a strong voice in D.C. that represents all Nebraskans, not the vocal minority,” she said.

The Chadron Police Department would like to remind all property owners and renters to ensure they remove snow and ice from their sidewalks for the safety of all pedestrians that utilize them. We understand that recent storms and weather conditions have made it difficult to keep the sidewalks clear, but with the current weather and forecasted weather for the coming week, there is opportunity to remove the ice and snow.

City of Chadron ordinance 13-209 states; It shall be unlawful for the occupant of any lot or lots, or the owner of any vacant lot or lots within the corporate limits of the City to allow snow, sleet, mud, ice, slush or other substance to accumulate on the sidewalk contiguous thereto, or to permit any compact snow, sleet, ice, mud, or other substance to remain upon the sidewalk or a period of time in excess of twenty-four (24) hours after the cessation of a storm.

In the coming days, Chadron Police officers will be making contact with residents who have violations of 13-209 on their properties. We ask everyone to get ahead of us on this and clear their sidewalks as soon as possible.

LYONS, NEBRASKA&nbsp;–&nbsp;The Center for Rural Affairs is seeking participants for its new Conservation Mentorship Network, a program designed to foster peer-to-peer education among farmers and ranchers and increase the number of conservation practices adopted across Nebraska.

“Producers rely on other producers for information they can trust, particularly when it comes to new farming and ranching methods,” said Kalee Olson, senior policy associate with the Center. “Implementing conservation practices is no exception.”&nbsp;

Participants must be located in Nebraska and currently operate a farm or ranch. Mentors will act as advisors to mentees. Experience with conservation cost-share programs is encouraged but not required. Mentees must demonstrate an interest in and willingness to implement conservation practices; however, producers with any experience level and operation size (rented or owned land) are eligible.

The pairing of mentors and mentees will be based on location, operation type, operation size, and conservation goals. Olson said those considerations are important because geographic conditions, such as soil type and climate, vary across the state. Pairing participants with similar operations will also ensure mentees receive advice appropriate to the scale of their farm or ranch.

“What’s important in the long-run is that producers band together to implement practices that are good for soil health, water quality, and their bottom lines,” she said. “The Conservation Mentorship Network is one step toward that goal.”

Wally A. Seiler has announced that the Darold A. Newblom Foundation is now accepting applications for grants and scholarships which will be given by the foundation in May, 2024. Seiler serves as Secretary-Treasurer for the foundation which was established under the terms of the Last Will and Testament of the late Mr. Newblom.

The bulk of the Newblom Estate was given to the foundation to support activities for the moral, mental, intellectual and physical development of young men and women in Box Butte and Dawes Counties, Nebraska; to provide scholarships in assisting students in obtaining an education; and to assist in the founding, equipping and maintaining of associations or institutions engaged in the advancement of learning. This year will be the thirty-fourth year during which grants and scholarships from this foundation have been given.

LINCOLN, Neb. – Nebraska USDA Farm Service Agency (FSA) is reminding producers now is the time to make elections and enroll in the Agriculture Risk Coverage (ARC) and Price Loss Coverage (PLC) programs for the 2024 crop year. The signup period is open through March 15, 2024, and producers are encouraged to begin working with their USDA county Farm Service Agency (FSA) office to complete the process.

Producers can learn about the ARC and PLC options for 2024 during a series of workshops hosted by the University of Nebraska-Lincoln’s Center for Agricultural Profitability (CAP) and Nebraska FSA that will be held across the state in February.&nbsp;

ARC and PLC are key USDA safety-net programs that help producers weather fluctuations in either revenue or price for certain crops.

“Safety-net programs like ARC and PLC are designed to help producers mitigate some of the financial stressors associated with crop production. I encourage farmers to evaluate their program elections and enroll for the 2024 crop year,” said Nebraska FSA Acting State Executive Director Tim Divis.

Brad Lubben, Nebraska Extension policy specialist, said changes in commodity crop prices over the past several years may influence producers’ ARC/PLC decision-making process for 2024.

“With the one-year extension of the 2018 Farm Bill, producers face a familiar choice between ARC and PLC for 2024, but under different circumstances now as compared to the past several years,” said Lubben. “Understanding the program mechanics and analysis will help producers make sound enrollment decisions with FSA.”

ARC provides income support payments on historical base acres when actual crop revenue declines below a specified guaranteed level. PLC provides income support payments on historical base acres when the effective price for a covered commodity falls below its effective reference price. Producers can elect coverage and enroll in ARC-County or PLC on a crop-by-crop basis, or ARC-Individual for the entire farm, for the 2024 crop year. Although election changes for 2024 are optional, enrollment (signed contract) is required for each year of the program. If a producer has a multi-year contract on the farm, it will be necessary to sign a new contract for the farm by the March 15th deadline if a 2024 election change is desired.

If an election is not submitted by the deadline of March 15, 2024, the election defaults to the current election for crops on the farm from the prior crop year.

Divis said all program participants are encouraged to review their previous program elections.

The Sidney Police Department issued a press release on Monday night about their search for a Sidney man who is wanted, and as of Tuesday at noon the man is still wanted.

The man SPD is looking for is 23-year-old Nathan James Robinson who has a warrant for his arrest in connection to Assault, Robbery and Abuse of a Vulnerable Adult.

Authorities say Robinson was last seen driving the victim's red 2012 Chevrolet Cruze Sedan bearing Nebraska license plate 39-D310. Nathan&nbsp; is described as a 5'6 white man with red hair, a bald spot and red beard.

Sidney Police still searching for man who allegedly assaulted vulnerable adult

Author’s note: This is the second in a series.

Communication is key for a cohesive crew – at the Keep Alliance Beautiful Recycling Center, or anywhere else a group of people strives for a common goal.

Frigid, snowy weather and whatever communicable illness is most prevalent have impacted who has been able to make it to work lately. Last Thursday brought one person in for a full day because travel would have been too treacherous for her other job. Drifting in the country kept another lady home and delayed a co-worker until mid-afternoon. Par for the course so far in 2024.

On the other hand, our paid employees have been joined in recent weeks by two dedicated volunteers. Claudia Olafson aims to spend one day a week buzzing through stacks of documents at the shredder. Keith Cameron began by pulling apart boxes of thick church missals to accommodate paper processing equipment down the line. As I backed in, filled to the brim after the Hemingford run last week, Keith was trying his hand at sorting, in particular, Dave’s Pharmacy bags gathered that afternoon. Claudia had texted her regrets, also kept away by the weather. I welcome any future time they wish to spend with us.

My 2023 column “Time To Volunteer”, July, featured Katelyn Heisler, a junior at Alliance High School, who was “parlaying the experience into meeting a requirement for membership in the National Honor Society.” While Katelyn represented one of the longer term volunteer stints at KAB by local youth, I thought about how we hope to approach volunteering at the recycling center in the coming months – recruiting everyone from individuals to groups to make a foray into the local process, and come back, of course, as often as they want.

Yet, not everyone desires to comb through what a significant percentage of the population still views as trash. Other columns this past year told of events and programs where KAB and the public intersected.

In March, “Take A Page From Hemingford Library’s Book”, I interviewed Director Colleen Gardner: “Colleen mentioned a summer reading program on where trash goes and how it’s never gone, noting archaeological digs that still uncover trash from the Romans, for example, compared to the lack of trash at a Native American site. Even ‘a book is compact and doesn’t break down,’ she said.” The youth offering took place a few months later. KAB education coordinator at the time, Kari Bargen, helped lead daily sessions.

Later that month, “Untrashed: Create Recycled Art”, I promoted an upcoming art show. It was a Keep Alliance Beautiful event sponsored by Box Butte General Hospital and hosted by the Knight Museum. The event was an opportunity to create art out of recycled goods – anything that is recycled, upcycled, reused or would have otherwise been thrown away. Artists were invited to select supplies from the recycling center. More than 100 entries raised $1,234 for our Keep America Beautiful affiliate. Importantly, in the time since the public bidded and brought home the pieces, “People have been interested because they’ve seen what it was and are

interested in participating,” KAB Executive Director Kathy Worley commented recently. She expects a bigger show next time and hopes to offer the next incarnation of “Untrashed” in 2024.

 </figure>Communication is key for a cohesive crew – at the Keep Alliance Beautiful Recycling Center, or anywhere else a group of people strives for a common goal.Frigid, snowy weather and whatever communicable illness is most prevalent have impacted who has been able to make it to work lately. Last Thursday brought one person in for a full day because travel would have been too treacherous for her other job. Drifting in the country kept another lady home and delayed a co-worker until mid-afternoon. Par for the course so far in 2024.On the other hand, our paid employees have been joined in recent weeks by two dedicated volunteers. Claudia Olafson aims to spend one day a week buzzing through stacks of documents at the shredder. Keith Cameron began by pulling apart boxes of thick church missals to accommodate paper processing equipment down the line. As I backed in, filled to the brim after the Hemingford run last week, Keith was trying his hand at sorting, in particular, Dave’s Pharmacy bags gathered that afternoon. Claudia had texted her regrets, also kept away by the weather. I welcome any future time they wish to spend with us.My 2023 column “Time To Volunteer”, July, featured Katelyn Heisler, a junior at Alliance High School, who was “parlaying the experience into meeting a requirement for membership in the National Honor Society.” While Katelyn represented one of the longer term volunteer stints at KAB by local youth, I thought about how we hope to approach volunteering at the recycling center in the coming months – recruiting everyone from individuals to groups to make a foray into the local process, and come back, of course, as often as they want.Yet, not everyone desires to comb through what a significant percentage of the population still views as trash. Other columns this past year told of events and programs where KAB and the public intersected.In March, “Take A Page From Hemingford Library’s Book”, I interviewed Director Colleen Gardner: “Colleen mentioned a summer reading program on where trash goes and how it’s never gone, noting archaeological digs that still uncover trash from the Romans, for example, compared to the lack of trash at a Native American site. Even ‘a book is compact and doesn’t break down,’ she said.” The youth offering took place a few months later. KAB education coordinator at the time, Kari Bargen, helped lead daily sessions.Later that month, “Untrashed: Create Recycled Art”, I promoted an upcoming art show. It was a Keep Alliance Beautiful event sponsored by Box Butte General Hospital and hosted by the Knight Museum. The event was an opportunity to create art out of recycled goods – anything that is recycled, upcycled, reused or would have otherwise been thrown away. Artists were invited to select supplies from the recycling center. More than 100 entries raised $1,234 for our Keep America Beautiful affiliate. Importantly, in the time since the public bidded and brought home the pieces, “People have been interested because they’ve seen what it was and areinterested in participating,” KAB Executive Director Kathy Worley commented recently. She expects a bigger show next time and hopes to offer the next incarnation of “Untrashed” in 2024.

Alliance girls' and boys' basketball face stiff tests tonight (Tuesday) against rival Chadron.&nbsp;

In the girl's game, Alliance will try to get a key road win after they played tough on Friday night in a 46-42 loss to Ogallala to drop to 5-8.&nbsp;

Chadron is 8-7 after their worst shooting night of the season in a 46-21 defeat at Gordon-Rushville.

Alliance will aim to contain Chadron State basketball commit Demi Ferguson, who averages 15 ppg. Alliance's top three scorers are Jaelynne Clarke who averages 13 ppg, with Ciara "CeeCee" Hudson and Macey Seebohm both just under double figures.

Commissioners approved the following grant awards, totaling more than $1.4 million, for the Land and Water Conservation Fund (LWCF) Stateside Assistance Program:

Funding from the LWCF comes from the U.S. Department of the Interior and federal oil and gas leases on the Outer Continental Shelf.

Commissioners also approved the following recreational trail projects for federal funding through the Recreational Trails Program (RTP):

Alliance receives grant for playground replacement, Chadron new pickleball courts

Larry is a veteran, a graduate of UNO, has a Bachelor of Science Degree, majored in Political Science, and minored in Criminology. He received a Master of Public Administration Degree from Bellevue University. Larry received the Omega Nu Lambda Honor Society for Academic Excellence in May of 2023. He ran his own contractor business for more than 20 years and authored 18 books. His last three books cover the 20 years he has spent in politics. He has written and researched more than 50 policies to help his community and State.

Bolinger: “The number one thing we need in District 47 is a candidate that is a steward to the people. I have not seen that done in decades. What I have seen is representatives that work

on one or two policies in the 8 years they are in office and they refused to engage and work with the people. They get into office and ignore the people. My 20 years in politics have always had a focus on addressing the concerns of the people. Most of the policies I worked on were concerns that people brought to my attention. I have always kept an open-door policy and will continue to do so after I’m elected to this office. I plan on doing town hall meetings regularly throughout the district when not in session. I will respond to event requests. I set a voting record when I ran for Attorney General in 2022, and I did that by working with people from all parties. I do not discriminate based on party affiliations. I had campaign managers in different areas of Nebraska from all four parties, which is something that is seldom done. If you are not biased in your approach to politics, then you can be a voice of reason and focus on what is important for your community.”

I have run for orffice 8 different times. There is always a reason that I run. My first campaign was in 2006 when I ran for the local City Council. There were some unethical actions being done by the City Council when they were forcing people out of their property so the city could do land grabs for a new bank. The City Council and Management did not follow procedure and there was nobody there to fight for the people. So I ran for public office to fight for the people and for property rights. I was also pushing for clean energy to help drive down costs. In my second campaign, I continued pushing for property rights, but I was also pushing to get repairs done to facilities that had been ignored for 20 years and were creating safety and ADA code violations. The third time I ran for City Council was fighting against a corrupt government that ran things like they were above the law and the people did not matter. They violated dozens of civil rights and forced many people to leave town. They treated the people poorly and thrived on bullying tactics. The results of the poor people and management skills resulted in people leaving and businesses closing. The town was ranked #6 in unemployment for the state and was ranked one of the worst places to live due to high crime. Eventually, the city management and council were voted out of office and replaced with people who were there to work for the people and the economy grew and crime dropped 30%. I just hope that I set a good example to hold your elected officials accountable.

The first time I ran for the State Legislature was in 2008. My primary focus was on law reform and introducing a professionally drafted “Defense and Restraint” program for law enforcement, school teachers, and human services. At that time there were a lot of issues of officers using excessive force. There were many cases of officers using pepper spray on children, and there was an incident where a Police Chief shot and murdered a 16 year old child in Crawford Nebraska. That kid was someone I took care of when he was a resident at the Nebraska Boys Ranch. It was a personal reason to address excessive force and change policing procedure and policing philosophy because it was getting out of control. Profiling in Nebraska was getting out of control. I wrote many books on self-defense. One of the books was specifically on “Defense and Restraints” and I sent that out to dozens of police departments in law enforcement

training centers each year for more than a decade. Today, the focus has been to end profiling, utilize de-escalation tactics, and impove law enforcement education.

In 2018 and 2020 I ran for Congress for District 3. My main focus was on Economic development. Our state and federal governments were making a lot of mistakes and were going to decrease funds for the Farming Bill and reduce food programs that were going to hit seniors and children programs hard. The state was in a spiraling economic collapse with the EPA emissions change of 2016, the flooding of 2019, tariff negations of 2020, and COVID-19. All those elements shut down thousands of businesses, costing tens of thousands of their jobs, and put Nebraska in one of the highest foreclosure rates that I’ve ever seen. It was worse than the 2008 recession. When I tried to reach out to my Congressional representatives, they said everything was going great and that there was no need to do anything. Within one money of the announcement of the COVID outbreak, meat costs tripled, and no representative stood up against the price gouging. I conducted a research analysis and sent in the information on what was being done and recommendations on how to fix the problem. Our governor refused to do anything for two years. One of my recommendations was a state meat inspector program, which was refused in 2018. 3 years later, we had a state inspector program, and shortly afterward, the cost of food started going down.

In 2022, I ran for Attorney General with a focus on law reform. Over the past 20 years, the focus has been to be tough on crime. Many clinics, mental health clinics, drug addiction clinics, and detox centers were shut down and the only thing law enforcement was left to use was jails and correctional facilities. That led to Nebraska having the highest per capita prison overpopulation in the entire Nation and a growing homeless problem that wasn’t being addressed. Our state representative's focus was to expand and keep building more and more correctional facilities, while our top Univiersites were saying addressing core issues was statistically far more successful. Diversion programs showed to have a 60% reduction in recidivism rates. Our government ignored facts to build more correctional facilities. I ran for Attorney General to fix that problem which was costing the taxpayers hundreds of millions of dollars each year.

For 2024, I am running for State Legislature with a focus on representing the people in my district and addressing their concerns.

· Improving wages for teachers and law enforcement. Review issues of inequality of pay that we see in business in rural Nebraska compared to larger cities and present a plan to address those issues. I will address some policies that have diverted public school funds to be used elsewhere which has created lower wages for school teachers.

· I would work on programs to ensure kids don't go hungry. Making sure that there is a breakfast and lunch program at schools, as well as a summer meal plan. That would mean

supporting and adding to the Farm Bill and collaborating with other organizations that utilize the Farm Bill.

· I would also work on a program, that I've been researching to decrease greenhouse gases, improve energy efficiency, and put more money into each district while decreasing everyone's gas and electric bills. The research shows that on average would decrease utilities by 60%.

· I would also like to see a rest stop at the junctions between Alliance and Bridgeport. That junction has been used as a transaction place for years and it looks like a gravel pit.

· Address the issue of injuries and deaths of children being run over by speed boats and jet skis at the Bridgeport Pits.

· I would also work on programs to help decrease drug addiction. The primary goal for District 47 is to support the detox center that is being proposed in the area. This could help with addiction problems in the region. This will also add to each city's diversion programs that will decrease drug-related criminal recidivism rates. Over the past decade, several clinics were shut down because of defunding by the Legislatures and County Boards. Because of that, we have a soaring drug addiction problem. The lack of diversion programs has increased the recidivism rates which has overpopulated our correctional facilities.

· Build a new police facility in Alliance to help policing efforts that will help with training programs for the region and help each department's diversion program outreach. The Police Chief in Alliance received approval for several training programs and I’d like to see that progress. My studies of Criminology show that diversion programs have decreased recidivism rates by 60%. On average that reduces crime by 40%. Utilizing diversion programs will reduce correctional expenses. Within 2 years of implementing diversion programs in Alliance, it reduced crime by 20%. Adding a detox center should show another 20% reduction in crime and a 40% reduction in recidivism.

· End Truancy as a status offense. Utilizing diversion programs has reduced recidivism in children by 40% while utilizing our Juvenile Court system has been shown to increase other criminal activities that show advancing criminal activities into adulthood.

· Tackle farming, dairy, and ranching policies to improve free enterprise and help with direct, state-to-state, and international sales. This is something I worked on when I ran for Congress and resulted in some improvements in policies.

· In 2003 our government significantly reduced funds from our school system and put those funds into advancing correctional facilities making a pathway to a growing school-to-prison system. Today, we have the highest per capita prison overpopulation in the Nation. You shouldn’t have to fail for 20 years before you correct a wrong. Our school rankings were top in the world. Today, we fall below 17th. One of my goals is to right that wrong.

This shortlist is something that many people have brought to my attention. I have started working on research analysis and proposals to implement solutions to these problems. These will have significant positive impacts on our district.

He has written and researched more than 50 policies to help his community and State.Bolinger: “The number one thing we need in District 47 is a candidate that is a steward to the people. I have not seen that done in decades. What I have seen is representatives that workon one or two policies in the 8 years they are in office and they refused to engage and work with the people. They get into office and ignore the people. My 20 years in politics have always had a focus on addressing the concerns of the people. Most of the policies I worked on were concerns that people brought to my attention. I have always kept an open-door policy and will continue to do so after I’m elected to this office. I plan on doing town hall meetings regularly throughout the district when not in session. I will respond to event requests. I set a voting record when I ran for Attorney General in 2022, and I did that by working with people from all parties. I do not discriminate based on party affiliations. I had campaign managers in different areas of Nebraska from all four parties, which is something that is seldom done. If you are not biased in your approach to politics, then you can be a voice of reason and focus on what is important for your community.”I have run for orffice 8 different times. There is always a reason that I run. My first campaign was in 2006 when I ran for the local City Council. There were some unethical actions being done by the City Council when they were forcing people out of their property so the city could do land grabs for a new bank. The City Council and Management did not follow procedure and there was nobody there to fight for the people. So I ran for public office to fight for the people and for property rights. I was also pushing for clean energy to help drive down costs. In my second campaign, I continued pushing for property rights, but I was also pushing to get repairs done to facilities that had been ignored for 20 years and were creating safety and ADA code violations. The third time I ran for City Council was fighting against a corrupt government that ran things like they were above the law and the people did not matter. They violated dozens of civil rights and forced many people to leave town. They treated the people poorly and thrived on bullying tactics. The results of the poor people and management skills resulted in people leaving and businesses closing. The town was ranked #6 in unemployment for the state and was ranked one of the worst places to live due to high crime. Eventually, the city management and council were voted out of office and replaced with people who were there to work for the people and the economy grew and crime dropped 30%. I just hope that I set a good example to hold your elected officials accountable.The first time I ran for the State Legislature was in 2008. My primary focus was on law reform and introducing a professionally drafted “Defense and Restraint” program for law enforcement, school teachers, and human services. At that time there were a lot of issues of officers using excessive force. There were many cases of officers using pepper spray on children, and there was an incident where a Police Chief shot and murdered a 16 year old child in Crawford Nebraska. That kid was someone I took care of when he was a resident at the Nebraska Boys Ranch. It was a personal reason to address excessive force and change policing procedure and policing philosophy because it was getting out of control. Profiling in Nebraska was getting out of control. I wrote many books on self-defense. One of the books was specifically on “Defense and Restraints” and I sent that out to dozens of police departments in law enforcementtraining centers each year for more than a decade. Today, the focus has been to end profiling, utilize de-escalation tactics, and impove law enforcement education.In 2018 and 2020 I ran for Congress for District 3. My main focus was on Economic development. Our state and federal governments were making a lot of mistakes and were going to decrease funds for the Farming Bill and reduce food programs that were going to hit seniors and children programs hard. The state was in a spiraling economic collapse with the EPA emissions change of 2016, the flooding of 2019, tariff negations of 2020, and COVID-19. All those elements shut down thousands of businesses, costing tens of thousands of their jobs, and put Nebraska in one of the highest foreclosure rates that I’ve ever seen. It was worse than the 2008 recession. When I tried to reach out to my Congressional representatives, they said everything was going great and that there was no need to do anything. Within one money of the announcement of the COVID outbreak, meat costs tripled, and no representative stood up against the price gouging. I conducted a research analysis and sent in the information on what was being done and recommendations on how to fix the problem. Our governor refused to do anything for two years. One of my recommendations was a state meat inspector program, which was refused in 2018. 3 years later, we had a state inspector program, and shortly afterward, the cost of food started going down.In 2022, I ran for Attorney General with a focus on law reform. Over the past 20 years, the focus has been to be tough on crime. Many clinics, mental health clinics, drug addiction clinics, and detox centers were shut down and the only thing law enforcement was left to use was jails and correctional facilities. That led to Nebraska having the highest per capita prison overpopulation in the entire Nation and a growing homeless problem that wasn’t being addressed. Our state representative's focus was to expand and keep building more and more correctional facilities, while our top Univiersites were saying addressing core issues was statistically far more successful. Diversion programs showed to have a 60% reduction in recidivism rates. Our government ignored facts to build more correctional facilities. CHADRON – The Chadron State College Music department has announced events for the spring 2024 semester. All concerts and recitals are free and open to the public.

Trans-Nebraska Players will perform a concert titled Storytime! Friday at 4 p.m. in the Sandoz Center Chicoine Atrium. Members of the group performing at this impromptu event are Franziska Brech, James Margetts, and Clark Potter.

Brech, a native of Munich, Germany, teaches flute, chamber music and German at the University of Nebraska at Kearney. Since 2010 she has been a contributing author for the German flute magazine Flöte aktuell. In April of 2021, MVG Munich published her German translation of Marya Hornbacher’s memoir Madness.

Margetts, piano, is Dean of Essential Studies and the School of Liberal Arts at Chadron State College. Before this appointment, Dr. Margetts taught piano and music theory at Chadron State. He holds degrees from Brigham Young University and the University of Cincinnati.

Potter is a Professor of Viola at the University of Nebraska Lincoln where he also teaches conducting and performance practice. He is principal viola of the Lincoln Symphony and conducts the Lincoln Youth Symphony.

The High Plains Band and Choir Festival's final concert will be Feb. 6, at 5 p.m. in Memorial Hall’s Auditorium. The CSC Music faculty will perform a recital Feb. 17, at 3 p.m. in the Sandoz Center Chicoine Atrium.

A guest recital March 12, will feature Dr. Brooks Hafey, piano, and Sonja Kraus, cello, professor at the University of South Dakota, at 5 p.m. in the Sandoz Center Atrium.A concert with the CSC Wind Symphony and Community band combined with the Chadron High School band is March 19, at 7 pm in Memorial Hall’s Auditorium.

LINCOLN — Questions are being raised about the recent purchase of semi-automatic rifles by the Nebraska Racing and Gaming Commission, and whether a December report sufficiently answered whether the state could handle more racetrack/casinos.

The questions come as the commission, which has ramped up to 25 employees since the opening of casinos in Nebraska 16 months ago, will meet Friday to discuss the gun purchase and whether a new analysis is needed about whether more than six racetrack/casinos should be allowed in the state.

That&nbsp;<a target="_blank" href="https://racingcommission.nebraska.gov/application/files/2117/0422/5165/Gaming_and_Horseracing_Market_Analysis_and_Socioeconomic_Study_12-26-2023.pdf">111-page “market analysis”</a>&nbsp;issued late last month concluded that Nebraska didn’t need any additional racetracks. That dealt a blow to several communities across the state that want to apply for a state permit to open so-called “racinos,” a racetrack with a casino.

At least two members of the commission — Tony Fulton and Shane Greckel — along with State Sen. John Lowe told the Examiner on Thursday that the recent report was incomplete.

Lowe, who heads the committee that deals with gambling in the Nebraska Legislature, said the report barely mentions the impact on the horse racing industry in the state.

“I think the whole study needs to be redone,” the senator said.

Fulton, a former state senator and state tax commissioner, said the report didn’t cover all the topics&nbsp;<a href="https://nebraskaexaminer.com/2023/02/28/proponents-of-expanding-casinos-beyond-existing-six-racetracks-won-a-round-in-the-legislature/">required by the Legislature, which ordered the study</a>&nbsp;to help determine whether the state could support more casinos and horse racing.

Currently, casinos are only allowed at the existing racetracks in Lincoln, Grand Island, Omaha, Columbus, South Sioux City and Hastings. Several communities, including Bellevue, Norfolk, North Platte, Fremont, Kimball and York have also expressed interest in opening casinos.

Another member of the Gaming Commission, Shane Greckel of Bloomfield, also said the study was incomplete.

“It definitely needs an amendment or addendum,” Greckel said. “It never even highlighted anything of the value to agriculture that racing brings.”

Two organizations — Warhorse Gaming and the Nebraska Horsemen’s Benevolent and Protective Association — sent letters to the commission this week, calling for a new study of whether more racinos should be allowed.

Among the concerns raised by Lance Morgan of Warhorse Gaming was that the study was premature because every casinos in the state has yet to fully open, thus their impact couldn’t be accurately measured.

The study was done by The Innovation Group, a gaming consulting business based in New Orleans, that was paid $48,000 for its analysis.

The analysis of whether new racinos are needed might come into play Friday when the Racing and Gaming Commission is scheduled to vote on whether to allow the transfer of the quarterhorse racing license in Hastings to Ogallala. That would allow the opening of the first casino in the state west of Grand Island.

The market analysis on the impact of more racinos came a month after members of commission learned, to their surprise, that the agency had purchased 10 short-barrel, semi-automatic rifles for use by its 10 plain-clothes investigators.

That would allow the opening of the first casino in the state west of Grand Island.<h2>Gun purchase was a surprise</h2>The market analysis on the impact of more racinos came a month after members of commission learned, to their surprise, that the agency had purchased 10 short-barrel, semi-automatic rifles for use by its 10 plain-clothes investigators.The Sig Sauer MPX rifles, plus associated equipment, cost $30,350. Commissioners learned about the purchase in November and were later told that the guns would be used only as “a last resort” in the event of an active shooter event at a casino or racetrack. The firearms, officials said, would not be carried on the casino floor, but would be kept within easy access in the event of an incident.“You have to meet force with force,” said Steve Eppens, a former Lancaster County deputy sheriff who is an investigator with the commission. Most active shooter incidents involve assault rifles, he said.Steve Anderson, the director of enforcement at the commission, said all his investigators are sworn law enforcement officers who regularly train with weapons.He said that there have been nine shooter-related incidents at casinos since 2018 and that the MPXs are the same weapons used by the Nebraska State Patrol for its SWAT teams.<h2>A ‘regulatory’ agency</h2>Said Eppens, “If you don’t think active shooter incidents happen at casinos, just Google it.”Lowe questioned whether the Gaming Commission needs such firepower.“This is a regulatory agency,” he said.The State Patrol, the senator added, is there to deal with shooting incidents.Both Fulton and Greckel said that once an explanation was provided to justify the gun purchase, they agreed with it.<h2>Could have been handled better</h2>But the two commissioners said that the decision to buy the guns could have been handled better and that the commission is now adopting guidelines on how such purchases should be approved.Tom Sage, the executive director of the Racing and Gaming Commission, said in a recent interview that the guns were purchased to be “proactive.”“We’re trying like hell to make sure we don’t have a big issue at a casino and then we hear, ‘we told you so,’ ” Sage said.He said that criminal activities do occur at casinos, mentioning sex trafficking, drugs, fraud and gang-related activity. Sage added there was a fatal shooting at Fonner Park in March.Sage recently took a leave of absence to deal with personal health issues and was unavailable to respond to questions raised about the market analysis of racinos.<h2>‘I’ll put our record up against anyone’</h2>But in a recent interview with the Examiner, he defended the steps he’s taken in recent months to ramp up the commission to deal with a new industry, gambling casinos.The organization, Sage said, had to hire new staff and learn about a totally new activity in the state and how to regulate it.Both he and the agency’s lawyer, Ryan Forrest, said that’s brought a lot of pressure to bear and long hours.“You can’t make everyone happy,” Forrest said.Added Sage, “I’ll put our record up against anyone.”
