CHADRON – Chadron State College senior Shasta Rosales has been named the Wyoming Education Association’s (WEA) Education Support Professional (ESP) of the Year. She is a student teacher at Indian Paintbrush Elementary School in Laramie, Wyoming.

Rosales is one of 36 nominees invited to attend the 2024 National Education Association’s (NEA) ESP conference March 22-24, in Las Vegas, where one nominee will be presented with the NEA ESP of the Year Award. She will participate in workshops designed to help ESPs excel in their careers, champion racial and social justice, build community relationships, and positively impact student success.

Rosales, who has been a paraeducator for 12 years, will graduate in May with a K-12 Special Education bachelor’s degree. She is part of the CSC Para-to-Teacher program designed for working paraprofessionals.

“I decided at age 45 to go back to school through CSC,” she said. “What pulled me into the program, was a phone call to ask questions. I spoke to Dr. Hank McCallum and he answered all my questions, but more importantly, his passion and support for this program drew me in. I was accepted into the program in June of 2021. The experiences have shown me the impact that teachers can have on students' lives and have motivated me to pursue a career in teaching.”

She said the CSC program's focus on Special Education appealed to her.

“CSC offered a pathway that aligned with my professional experience, my passion for educational advocacy, and my mission to foster positive change within the educational system,” she said. “It provides the tools to address the unique needs of every student, ensuring they have access to high-quality education. This degree will enable me to make a more substantial difference in the lives of students with diverse learning requirements.”

The support she received from CSC faculty and staff while working and pursuing her coursework made a positive impression.

“They have been patient, and they understand paraeducators are educators and treat us as such. They have helped me become a better educator during my journey. Stefani Van Vleet, the Project Coordinator for Field Experiences, has been my support, inspiration, and cheerleader,” Rosales said. “The respect and guidance I received were individualized and I was treated as an educator.”

During 12 years as a paraeducator, Rosales became a member of the Wyoming Education Association and the National Education Association. She is working with the NEA to create micro-credentials for all ESPs to receive higher wages, receive PTSB credits, and gain a micro-credential badge.

“I wanted to be a voice for change for my district, my state, and the nation. I knew we deserved respect, higher wages, and professional development to help us have the same opportunities as certified staff,” Rosales said. “My, ‘why’ is to empower our roles and change the narrative for ESPs. I couldn’t do this without the support of the Wyoming Education Association and the National Education Association.”

Her classroom experiences have confirmed her goals and dreams of becoming a teacher.

“I knew I wanted to become a teacher when I stepped into a classroom. I feel all my experiences and connections have brought me a step closer to becoming a teacher. I wanted to grow as an educator to advocate better for my students and families. I feel that as a future teacher, I will go into this career with high ambitions and lofty goals,” she said.

She said one of the most interesting and challenging aspects of becoming a teacher is cultural competence or learning about, interacting with, and understanding people from a variety of backgrounds.

“It's not enough to just be aware of the issues, but as ESPs we need to be a proactive, powerful voice in our schools and our communities about issues like cultural inclusion,” she said.

(SCOTTSBLUFF, NEB.)&nbsp;&nbsp;— Troopers with the Nebraska State Patrol, with assistance from the Scotts Bluff County and Sioux County Sheriff’s Departments, have arrested one person after an incident this morning at the Sioux County Feedlot.

Just after 9:00 a.m. MT Friday, troopers were called to assist deputies in Sioux County after a man had threatened two others with a knife at the Sioux County Feedlot. The suspect was later located at a business in Morrill. Troopers and Scotts Bluff County deputies were able to take the suspect into custody without incident. He was found to be in possession of a knife.

Alden Hill, 49, of Morrill, was arrested for making terroristic threats, possession of a deadly weapon by a prohibited person, use of a weapon to commit a felony, sex offender registry violation, and other charges. He was lodged in Scotts Bluff County Jail.

Over the weekend, News Channel Nebraska reported on a man from Mexico who was sentenced to prison in Bellevue, Nebraska after being convicted of conspiracy to distribute methamphetamine. This 43-year-old man was in the country illegally. He was arrested in a motel room with nearly $15,000 in cash and 11.5 pounds of methamphetamine.&nbsp;It turned out, he had been previously deported for drug charges.

“If drug trafficking doesn't scare you,&nbsp;the&nbsp;national&nbsp;security threat&nbsp;should. In years past,&nbsp;we'd have single-digit numbers of people crossing our&nbsp;southern border on the terrorist watch list. Last year,&nbsp;it was 169 people&nbsp;[that]&nbsp;crossed our&nbsp;southern border on the terrorist watch list.

“Over 8.8 million encounters along our&nbsp;southern border since Joe Biden has become president.&nbsp;That number of encounters with individuals on the terrorist watch list that used to be in single digits pales in comparison with the number of people coming here illegally. And that's why I'm working with my colleagues to pass legislation that would attack Biden's failed border policies head on.&nbsp;We're working to fix our broken&nbsp;asylum system, to build a wall,&nbsp;and to go after the drug cartels.&nbsp;We're fighting to reform the parole system the administration is abusing.

“If you look back on the average number of people who were paroled in this country during the Obama and Trump&nbsp;administrations,&nbsp;it was about 5,600 people a year. Last year, Joe Biden paroled into this country 1.2 million people trying to come here illegally. Folks, that's about two-thirds of the population of the state of Nebraska.

“We've also got to stop the&nbsp;human trafficking that's going&nbsp;along on&nbsp;the southern border. Children&nbsp;are being recycled. They’re&nbsp;being brought across the border by adults who know it's easier to get in if they've got a child with them. Yet the Biden Administration stopped the DNA testing that would prove that these children belong to the parents.

“Customs and Border Protection&nbsp;personnel tell me that sometimes 30 to 50% of the kids they used to test did not belong to those adults. Inexplicably,&nbsp;the Biden Administration has stopped that,&nbsp;putting these kids at risk.

“President Biden's appeasement-first foreign policy has left us weakened in a dangerous world.&nbsp;Our disastrous pull out of Afghanistan emboldened dangerous dictators like Putin in Russia, Xi in China, and Khomeini in Iran. Iran is the world's largest state sponsor of terrorism and yet this administration has given them over $50 billion in sanctions relief.

“As a result, Houthi rebels sponsored by Iran, funded by Iran,&nbsp;are shooting at our ships in the Red Sea, including our U.S.&nbsp;Navy. Hamas,&nbsp;also backed by Iran,&nbsp;has attacked one of our greatest allies,&nbsp;Israel.

“Biden's weakness has encouraged Putin to invade Ukraine. And the Chinese Communist&nbsp;Party has&nbsp;increased their aggression toward Taiwan. All of this must stop. This world is less safe because of Joe Biden's policy.

Ricketts Reflects on One Year in U.S. Senate, Three Years of Joe Biden

SCOTTSBLUFF, Neb. (Jan. 25, 2024) -&nbsp;Western Nebraska Community College is preparing for a renovation and expansion of the John N. Harms Center on the Scottsbluff Campus that will revamp and provide new spaces for WNCC Health Sciences programs.

The project consists of 34,421 square feet of renovated space split between the lower level and main floor within the existing John N. Harms Center, and will provide&nbsp;expansion and improvements for programs including nursing, emergency medical services, health information technology, medical laboratory technology, and surgical technology.

The project will largely be funded with money WNCC received from the&nbsp;federal&nbsp;American Rescue Plan Act totaling approximately $9 million.

“The demand for more nurses and healthcare professionals is nothing new to western Nebraska,” said WNCC President Greg Dart. “Having a state-of-the-art facility is important as we train the next generation of healthcare providers. This renovation will increase our ability to train more students and do it in an elevated learning experience.”

The remodeled spaces will allow for programs to be held in one cohesive area, rather than classrooms scattered throughout the building. In addition, the project will create additional classrooms and office spaces in areas that are currently underutilized.

"The renovation of the Harms Center is a very exciting time for our health science programs," said Allisha Weeden Weitzel, dean of Health Sciences.&nbsp;"Having the students in one area will allow us to modernize student learning, provide more interactive teaching opportunities with our nursing simulators, and increase collaboration between programs. The new facilities will help us to better prepare students to work in today’s healthcare environment."

Beckenhauer Construction was selected by the WCCA Board of Governors as the Construction Manager at Risk for the project. WNCC, Beckenhauer, and architectural designer Wilkins ADP have already begun the design phase of the project with substantial completion planned for January 2025.

&nbsp;To&nbsp;ensure&nbsp;water&nbsp;infrastructure&nbsp;safety,&nbsp;Nebraska’s&nbsp;Natural&nbsp;Resources Districts (NRDs) and other sponsors continue a strong partnership with the U.S. Department of Agriculture’s Natural Resources Conservation Service (NRCS) on several dam assessments across the state.

&nbsp;2023,&nbsp;18&nbsp;floodwater&nbsp;reduction&nbsp;dam&nbsp;assessments&nbsp;were&nbsp;completed&nbsp;with&nbsp;seven&nbsp;NRDs&nbsp;–&nbsp;Lower Big Blue, Lower Elkhorn, Lower Platte South, Nemaha, North Platte, Papio-Missouri River, and Upper Niobrara White. The cities of Bayard, Plattsmouth, Gordon, and the Pathfinder and Farmers Irrigation Districts were also joint local partners.

Dam assessments are detailed inspections that analyze the current hazard classification, determine if the dam meets current design standards and evaluate if any deficiencies are present. In some cases, corrective actions may be listed to address deficiencies or to meet design&nbsp;standards.&nbsp;Dam&nbsp;assessments&nbsp;are&nbsp;funded&nbsp;under&nbsp;the&nbsp;NRCS&nbsp;Watershed&nbsp;Rehabilitation Program, which was authorized in 1981.

“NRCS is pleased to provide technical and financial assistance to partners like NRDs, communities and others for addressing dam safety,” said Nebraska State Conservationist Rob Lawson. “Our&nbsp;purpose&nbsp;is&nbsp;to&nbsp;help&nbsp;local&nbsp;sponsors&nbsp;identify&nbsp;any&nbsp;needed&nbsp;improvements&nbsp;to&nbsp;ensure&nbsp;long-term structural integrity.”

NRCS’s first focus is to complete assessments on dams that provide flood protection upstream of&nbsp;towns&nbsp;and&nbsp;cities.&nbsp;Because&nbsp;of&nbsp;their&nbsp;location,&nbsp;these&nbsp;structures&nbsp;are&nbsp;classified as&nbsp;“high&nbsp;hazard”&nbsp;by the state of Nebraska and thus receive top priority for review.

“Local sponsors&nbsp;have done a&nbsp;great job operating&nbsp;and&nbsp;maintaining&nbsp;dams over&nbsp;the&nbsp;years; however, repairs&nbsp;or&nbsp;alterations&nbsp;may&nbsp;be&nbsp;needed&nbsp;as&nbsp;infrastructure&nbsp;ages,”&nbsp;said&nbsp;NRCS&nbsp;Dam&nbsp;Safety&nbsp;Engineer Bob Sullivan. “Many of these structures were built 40 to 60 years ago.”

NRCS and NRDs Continue Successful Partnership on Dam Assessments

OMAHA, Neb. (AP) — Union Pacific's fourth-quarter profit crept up 1% as the railroad delivered more fertilizer, imported goods and vehicles.

The Omaha, Nebraska-based railroad said it earned $1.65 billion, or $2.71 per share, in the quarter. That's up slightly from $1.64 billion, or $2.67 per share, a year earlier.

The results topped the estimates of the analysts surveyed by FactSet Research that called for earnings of $2.60 per share as Union Pacific hauled 3% more shipments.

CEO Jim Vena said the railroad's key operating metrics improved in the fourth quarter with average freight car velocity jumping 14% to 217 daily miles per car, and the average maximum length of Union Pacific's trains increased 2% to 9,413 feet. The average speed of the railroad's trains also increased 5% to 24.9 mph.

“We enter 2024 with strong momentum, recognizing we have plenty of opportunity to improve. We’re excited to show our stakeholders what our great team can accomplish,” Vena said.

Union Pacific said it's unclear how much volume will grow because of the “muted” economic outlook this year and uncertainty about interest rates. The railroad also lost a contract to haul some imported goods and it expects weaker coal demand.

“It’s very difficult for us to, look forward and say, this is exactly the way the year is going to go. More important to me and the team is what’ve we done operationally,” Vena said.

The railroad's revenue slipped slightly to $6.16 billion as fuel surcharge revenue declined with lower diesel prices and the mix of shipments shifted to a less-profitable mix of cargo and revenue per car declined 3%. But Union Pacific's topped Wall Street's predictions for $6.05 billion. revenue.

Union Pacific was able to keep its expenses flat during the quarter at $3.75 billion as it&nbsp;<a href="https://apnews.com/article/union-pacific-railroad-management-layoffs-d72058d3154289e26c732492748bd452">laid off</a>&nbsp;a couple hundred managers and&nbsp;<a href="https://apnews.com/article/union-pacific-track-maintenance-layoffs-railroad-safety-ac062bb01429a0176c298ae8ddfe3d98">more than 1,000</a>&nbsp;seasonal track maintenance workers as it delayed some capital projects at end of the year.

Alliance's David Randolph Named in Pharmacy Top 50 Award

FORT WORTH, TEXAS – BNSF Railway Company (BNSF) announced its 2024 capital investment plan of $3.92 billion. BNSF’s capital investments play a key role in its ability to operate a safe and reliable network while supporting the anticipated needs of its customers.

“This year’s capital plan reflects our continued commitment to growth, by ensuring we have the capacity and equipment needed to support our customers,” said Katie Farmer, President and CEO. “We continue to invest in our network to ensure we run our railroad as safely and efficiently as possible, while building upon the strong service our customers expect.”

The largest component of this year’s capital plan, $2.88 billion, is devoted to maintaining BNSF’s core network and related assets. Investing in BNSF’s existing infrastructure ensures the railroad is in top condition, which results in less unscheduled service outages that can slow down the rail network and reduce capacity.

Maintenance projects include replacing and upgrading rail, track infrastructure like ballast and rail ties, and maintaining its rolling stock. It will consist of nearly 13,000 miles of track surfacing and/or undercutting work and the replacement of 365 miles of rail and approximately 2.8 million rail ties. Approximately $440 million of this year’s capital plan is for equipment acquisitions.

No more 2024 Nebraska spring turkey hunting permits are available to nonresidents. The quota of 10,000 permits has sold out, according to the Nebraska Game and Parks Commission.

Permits were available for purchase by nonresidents beginning Jan. 8, 2024. The last permit of the quota was purchased Jan. 25.

This is the second year for the 10,000-permit quota for nonresidents. In 2023 the permit sold out on March 24.

The fall turkey season permits will go on sale Aug. 12 at 1 p.m. Central time.

CHADRON – Northwest Nebraska tourism industry professionals will have a chance to network with each other during the fourth annual Treasure Chest of the Northwest April 4, 2024, at 5:30 p.m. at the Dawes County Fairgrounds Event Center. Chadron Chamber of Commerce host the event.

Three tourism awards will be presented to the Frontline Employee of the Year, the Business/Attraction of the Year and the Tourism Volunteer of the Year. Nominations for the awards are open until March 1 at https://discovernwnebraska.com/industry-awards/.

In addition to the awards, attendees will have the opportunity to network and exchange ideas and information with each other and hear from several speakers during the workshop to prepare for the upcoming tourism season. A brochure exchange will be offered, and attendees will have chances to win several prizes.

Event coordinators, business/attraction managers, owners and employees are invited to enjoy heavy appetizers provided by B&amp;B Catering, networking and informational sessions. Radio airwaves throughout Western Nebraska are set for the annual United Way Radiothon on Thursday, January 25th from 7 am to 6 pm.&nbsp; KCOW 1400 and 92.5 will help raise funds to benefit United Way of Western Nebraska and the nonprofit partners United Way funds. Donations from the Radiothon will help United Way get closer to their $400,000 campaign goal!

Volunteers will be answering the phones to accept donations for United Way. The local radio stations will be broadcasting throughout the day with United Way partner agency interviews and updates. Hourly prizes donated by generous local businesses will be announced and given away throughout the day to encourage donating to United Way of Western Nebraska. United Way Board, Staff, representatives from funded agencies and volunteers will be answering the lines accepting phone-in donations.

Donors at the Community Partner level of $17 or more per month (or a one-time donation of $200 or more) will receive a commemorative 2024 Radiothon t-shirt. There will be opportunity to win gift cards and other prizes throughout the day. Donations are welcome via credit card, debit card, cash or check with options for a one-time donation or recurring monthly donations. The dollars raised support United Way and help fund local programs and organizations who help families in need in our communities.

Poverty is a lack of resources. People in poverty are often in survival mode, driven by the tyranny of the moment, where they cannot plan for the future. Their problems are often crises that must be dealt with today. People in poverty are forced to decide which is their most immediate problem: Do they pay rent or their utility bill? Do they pay for medicine or groceries? What can they let slide for another week or month?

It is especially difficult for those with a chronic illness. How do they maintain a place to live, get to appointments, and afford medications and treatments? Can they even hold down a job? Think about what it means to rent. Many places require a two-month security deposit, along with the first month's rent. (And really, do they ever give the whole deposit back?) Utility companies also want a deposit. Where you can rent may depend on your transportation needs.

And rent has been skyrocketing across America. What is the alternative? Extended stay motel? Friend's sofa? Car? Homelessness? The support systems those of us in the middle class take for granted are often non-existent for those in poverty. Yes, the taxes we pay offer many of the services needed by those in poverty.

But those services challenge people in poverty by throwing up barriers at every turn. How does a single parent get to work at a minimum wage job without transportation or dependable childcare? Can they get any benefits if businesses are only hiring for part-time openings? Do they need to get two or three jobs to pay bills? How can they take off work to go to parent-teacher conferences, or visit food pantries, or sign up for assistance that requires using a computer, or visit an office that is only open during normal working hours? The system is not easy to navigate!

Poverty is at the heart of poor health, unaffordable housing, transportation challenges, homelessness, low-wage jobs, poor nutrition and hunger, lack of education, and unaffordable childcare.

People are often thrown into situational poverty by circumstances. How many of us wouldn't have a major financial setback if something truly bad happened to us? Something like a job loss, a serious illness (theirs or someone in their family), divorce, death, accident, or a catastrophe destroying their home.

 A survey by Bankrate found that 56% of Americans had not saved enough money to cover a $1,000 emergency expense. 40% can’t even cover a $400 expense. How long could we last before our credit cards were maxed out, utilities were cut off, we were evicted, or our home was foreclosed? Those in situational poverty hopefully have the skills needed to work themselves out of the hole. They often have support systems of family and friends. They can figure out how to navigate the system and get the help they need.

More discouraging are the problems faced by those in generational poverty. These are families who have experienced poverty for two generations or longer. They feel like they have no choices and no power. Not only do they lack money, but they also don't have education and connections that people in other classes rely on. They don't have the resources to pack up and move to an area with better opportunities. These families are trapped in a cycle of poverty unless there is outside intervention. How does a family get out of the downward spiral?

These questions and problems are the reason the Alliance Community Task Force was formed in November, 2017. Our goal is to create opportunities for a better future. Do they need to get two or three jobs to pay bills? How can they take off work to go to parent-teacher conferences, or visit food pantries, or sign up for assistance that requires using a computer, or visit an office that is only open during normal working hours? The system is not easy to navigate!Poverty is at the heart of poor health, unaffordable housing, transportation challenges, homelessness, low-wage jobs, poor nutrition and hunger, lack of education, and unaffordable childcare.People are often thrown into situational poverty by circumstances. How many of us wouldn't have a major financial setback if something truly bad happened to us? Something like a job loss, a serious illness (theirs or someone in their family), divorce, death, accident, or a catastrophe destroying their home. A survey by Bankrate found that 56% of Americans had not saved enough money to cover a $1,000 emergency expense. 40% can’t even cover a $400 expense. How long could we last before our credit cards were maxed out, utilities were cut off, we were evicted, or our home was foreclosed? Those in situational poverty hopefully have the skills needed to work themselves out of the hole. They often have support systems of family and friends. They can figure out how to navigate the system and get the help they need.More discouraging are the problems faced by those in generational poverty. These are families who have experienced poverty for two generations or longer. They feel like they have no choices and no power. Not only do they lack money, but they also don't have education and connections that people in other classes rely on. They don't have the resources to pack up and move to an area with better opportunities. These families are trapped in a cycle of poverty unless there is outside intervention. How does a family get out of the downward spiral?These questions and problems are the reason the Alliance Community Task Force was formed in November, 2017. Our goal is to create opportunities for a better future. We meet bimonthly, held via Zoom on the third Wednesday of each odd month at 9:00 am. New members and new input – always welcome! This morning around 7:00am MT/8:00am CT, the Sidney Police Department has announced that Nathan Robinson was captured January 23rd, at 11:30pm MT in Colorado. Robinson was spotted driving the stolen Chevrolet Cruze.&nbsp;Robinson is being held in the Fremont County Jail in Canon City, Colorado.  He is being held on Local and State Charges.

The Sidney Police Department issued a press release on Monday night about their search for a Sidney man who is wanted, and as of Tuesday at noon the man is still wanted.

The man SPD is looking for is 23-year-old Nathan James Robinson who has a warrant for his arrest in connection to Assault, Robbery and Abuse of a Vulnerable Adult.

Authorities say Robinson was last seen driving the victim's red 2012 Chevrolet Cruze Sedan bearing Nebraska license plate 39-D310. Nathan&nbsp; is described as a 5'6 white man with red hair, a bald spot and red beard.

Acting United States Attorney Susan T. Lehr announced that on January 23, 2024, an operation led by the Federal Bureau of Investigation and Nebraska State Patrol led to the arrest of 19 people and the unsealing of at least nine indictments. Those arrested and a summary of their charges and the penalties include the following.

An indictment was unsealed charging&nbsp;<a>Alejandro Ruiz (age 41), of California, Guadalupe Ramirez (38) of North Platte, Roberto Duran (33) of Brule, Michael Shawn Harrell (47) of Ogallala, Eduardo Gomez (33) of North Platte and Carl McKinney (37) from Kentucky, with conspiracy to distribute over 500 grams of methamphetamine between January of 2021, and January of 2022. A conviction on that charge carries a possible penalty of not less than 10 years to life in prison, a fine of up to $10 million; and a term of supervised release not less than five years. Ramirez, Gomez, and Harrell also face charges of possessing a firearm during and in furtherance of a drug trafficking crime.&nbsp; If convicted, they each face a term of imprisonment of five years to life, consecutive to the drug charge; a $250,000 fine and up to 5 years of supervised release.&nbsp; Harrell was also charged with being a felon in possession of a firearm. A conviction of that charge carries a penalty of not more than 10 years’ imprisonment, a $250,000 fine and up to three years of supervised release.</a>

An indictment was unsealed charging Jamie Hopkins (37), Michael Stroble (30); Joey Romero (36), and Luke Schwartz (30) all of North Platte, with conspiracy to distribute 50 grams or more of methamphetamine (actual) and distribution of meth between July 2022 through February of 2023. The penalties are not less than 10 years to life in prison, a fine of up to $10 million; and a term of supervised release not less than five years.

An indictment was unsealed charging Jessica Binegar (37) of North Platte, John Hernandez (35) of Lincoln and Brad Leeper (46) of North Platte with distribution of 5 grams or more of meth (actual) between March and June of 2022.&nbsp; Leeper was also charged with being a felon in possession of a firearm.&nbsp; The possible penalties for distribution are not less than five years, nor more than 40 years in prison; a fine of up to $5 million; and a term of supervised release following the prison term of not less than four years.

Wesley Kraft (36) of Lincoln, was charged with distribution of five grams or more of meth (actual) during April of 2023 and being a felon in possession of a firearm.

Timothy Huisman (39) of North Platte, was charged with distribution of five grams or more of meth (actual) in February of 2023. Shane Ross (46) of Ogallala, was charged with distribution of five grams or more of meth (actual) in July of 2022. Richard Torres (44) of Brule, was charged with conspiracy and distribution of more than five grams of meth (actual) between December 2021 and August of 2022.

Timothy Maisner (62) of North Platte, with possession with intent to distribute of 50 grams of more of methamphetamine (actual) and distribution of methamphetamine during January and July of 2023.&nbsp;

Eddie Houpt (59) of North Platte, was charged with distribution of five grams or more of meth (actual) in June of 2022.
