Join the Nebraska Game and Parks Commission for another spring and summer of fun with Community Fishing Events.

Community Fishing Events provide opportunities for people of all ages who have never fished or have not fished in years to learn and enjoy the activity. Rods and reels, as well as bait and fishing instruction, will be available for free.

“We invite you to join us at one or several of our events to learn how to fish or to bring a friend and spend time fishing,” said Larry Pape, fisheries education specialist. “Spring and summer can be busy, but fishing is a fun, convenient activity that can provide quality time for everyone, and we are here to help you have great outdoor experiences.”

Look for the Community Fishing Events Trailer at each site. Appropriate fishing and park permits are required. All fishing regulations apply.

The fourth year of the Discover Fly-Fishing program also will kick off May 26 at Lincoln’s Holmes Lake. Discover Fly-Fishing events, which are held in conjunction with Community Fishing Events, are free and open to anyone interested in a basic introduction to fly-fishing. Learn about the equipment and how to use it, then watch a fly-tying demonstration. Loaner fly rods will be available.

Wild Weather Weekend-Sunday Update

PIERRE, S.D. (AP) — A board that investigates complaints against South Dakota officials is scheduled to take up a pair of ethics complaints against Gov. Kristi Noem in May.

 Noem had until last Friday to respond to complaints alleging she misused state airplanes for personal use and that she improperly interfered in a state certification program for her daughter. 

Neither Noem nor members of the South Dakota Government Accountability Board will say whether Noem responded by the deadline.

 The board is scheduled to revisit both complaints at its May 2 meeting in Sioux Falls. 

Any complaints and related information would only become public if the board finds the complaints have merit and votes to hold a contested hearing.

A federal grand jury indicted Tarriah Provost, Donna Garnette, Kelly Grass, Jesse Grass and Kimberly Janis, with conspiracy to distribute a controlled substance, distribution of a controlled substance resulting in death, and distribution of a controlled substance to an individual under 21. 

Court documents state that Provost is the one who physically supplied Sandoval with fentanyl.

CHADRON – The 2022 All Student Juried Art Show opened Monday in Memorial Hall’s Main Gallery at Chadron State College.

The free show features more than 50 two-dimensional works in photography, printmaking, drawing, painting, and graphic design, and 20 three-dimensional works in ceramics, sculpture, stained glass, and installation. The pieces were composed by Art majors, as well as non-Art majors who took a Studio Art class in the past academic year.

According to Art Professor Mary Donahue, several pieces in the show were selected for awards. Deemed Useless, a sculpture from found objects by Beth Myers of Chadron won first place. Untitled One, a charcoal drawing by Allison Acosta of Oro Valley, Ariz., won second place, and Freed Ideas, a ceramic piece by Carissa Hill of Imperial, Neb., took third. Honorable mentions include Among the Stars by (Morgan) Cipher Helfer of Custer, S.D., and Fractured Reflection by Hill.

The show is open until Friday, April 29, Monday through Friday from 8:30 a.m. to 5 p.m. or by appointment by calling Ashy Blacksheep at 308-432-6317.

High Wind Warning for Western Nebraska

RAPID CITY, S.D. (AP) — Heavy snow and strong gusty winds will whip up blizzard conditions for parts of several states this weekend, including the Dakotas, Wyoming and Montana, according to forecasters. 

The National Weather Service issued a blizzard warning from overnight Friday through Sunday. 

Portions of northeastern Wyoming and northwestern South Dakota, including the northern Black Hills, could see up to 18 to 20 inches of snow with wind gusts of 65 mph to 75 mph. 

The weather service advised that travel should be restricted to emergencies only. 

Across the plains from Rapid City eastward, severe thunderstorms were expected Friday afternoon and evening with large hail, damaging winds and the potential for tornadoes.

Box Butte Co. Assessor reminds residents to file personal property returns

LINCOLN, Neb.-The Powerball jackpot has been growing for several months without a winner. Because of the high jackpot, the Nebraska Lottery reminds customers to play responsibly.

The Powerball jackpot starts at $20 million and continues to grows each drawing until it is won. There have been 28 consecutive Powerball drawings since February 16 without a jackpot winner. This run has grown the estimated jackpot for the Saturday, April 23 drawing to $400 million or $240.8 million with the cash option selected.

The last time Powerball had a $400 million jackpot was for the December 25, 2021, drawing.

During the race route, participants will run through color stations. At each “Splash Station” volunteers throw handfuls of colored cornstarch-based paint on runners as they pass by. The paint is non-toxic and biodegradable. Participants will enjoy pit stops throughout the race as well, where local businesses and sponsors will be passing out goodies and then enjoy a color dance party after they cross the finish line. A live DJ bumps the musical vibes at the end to celebrate.

As a non-competitive run or walk event, the United Way Color Dash presented by Riverstone bank attracts runners of all different ages, fitness levels, and experience. This 5K fun event will begin and end at Five Rock Amphitheater in Gering. The course will wind through Gering where the public can purchase paint to throw on the participants.

GERING- The Eagle Rock prescribed fire at Scotts Bluff National Monument is scheduled for late April into early May, depending upon weather and fuel conditions. This 45-acre prescribed fire unit encompasses monument land located on the north side of Old Oregon Trail Road, west of the monument visitor center and administration buildings complex in the vicinity of Eagle Rock. It is expected to take one day to complete the burn, with firefighters monitoring the project and its effectiveness for several days following.

Firefighters from the National Park Service Northern Great Plains Fire Management Office are currently preparing the perimeter of the burn unit and putting protection in place near monument structures and along the swales that mark the route of the Oregon, California, and Pony Express Trails through the monument. The primary purpose of the fire is to reduce hazardous fuels and remove non-native vegetation. A reduction in herbaceous fuels will allow firefighters better opportunities to control future wildfires, which could threaten monument buildings or escape onto private lands.

Residents living near the monument boundary may be impacted by smoke, depending upon wind and inversion, and are advised to keep their windows closed on the day of the burn. As weather and fuel moisture come into prescription, additional information on the exact date and time of the burn will be released.

The Scotts Bluff National Monument visitor center is currently open daily from 8:30 a.m. to 4:30 p.m. The summit road is open from 9 a.m. until 4 p.m. All Monument trails are open from sunrise until sunset. Commission will consider big game hunting recommendations

A Kansas man charged in the motor vehicle death of an Alliance woman has waived his right to a Preliminary Hearing and has been bound over to District Court for trial.

Ryan McElroy, 36, appeared in Box Butte County Court Thursday morning with his legal counsel, Stacy Bach of Scottsbluff.&nbsp; Ms. Bach is serving as court appointed counsel as McElroy cannot afford to hire an attorney.

Judge Paul Wess set McElroy’s District Court appearance for April 27 at 1:30 pm. At that time, McElroy will enter his plea and a future court date will be set.

McElroy is charged with felony counts of Manslaughter and Motor Vehicle Homicide as well as misdemeanor counts of Third Offense DUI and Willful Reckless Driving. McElroy’s vehicle was allegedly traveling in the wrong lane when he collided head on with 22-year-old Blythe Boness of Alliance.&nbsp;&nbsp;&nbsp; 

Boness, a 2019 graduate of Alliance High Schools, was pronounced dead at the scene.&nbsp; The collision occurred a few miles east of Alliance on Highway 2 on Sunday, April 10.

McElroy remains housed in the Box Butte County Jail on 10% of a $100,000 bond.

Now that the case has entered District Court, prosecution will be handled by the Nebraska Attorney General’s Office.

Chadron transportation bus receives new name

OMAHA, Neb. (AP) — Union Pacific hauled in 22% more profit during the first quarter because it charged more and delivered 4% more shipments even as it struggled to clear up congestion along its rail network. 

The Omaha, Nebraska, railroad said Thursday it earned $1.6 billion, or $2.57 per share.

Fire, wind, severe weather to threaten western, north-central Neb. Friday

CHADRON – A presentation by two Chadron State College professional staff employees at the Higher Learning Commission’s (HLC) 2022 annual conference in Chicago in early April highlighted the lengthy and painstaking process that earned the college a stellar review of its activities in the four years following CSC’s reaccreditation by HLC in 2017.

The program titled, Leveraging Your Campus Professionals, by Director of College Relations Alex Helmbrecht and Digital Graphic Designer Daniel Binkard gave an audience of about 60 people from institutions across the country insights into the 14-month long task of writing, editing, and compiling evidence for the Assurance Review that followed HLC’s 2017 comprehensive evaluation, Helmbrecht said.

“The presentation focused on explaining the writing and editing processes and giving some tips and tricks for how they worked on our campus, how we tried to organize things and some different methods for collaboration,” said Helmbrecht, the lead author of the nearly 35,000-word document.

Accreditation by HLC is critical in part because it is required for an educational institution to receive federal funding, including the grants and loans that form an important source of aid for many CSC students.

HLC records show that Chadron State first earned accreditation in 1915, shortly after it was founded. The process governing continued accreditation for CSC requires a comprehensive evaluation every 10 years, an Assurance Review four years later, and a Quality Initiative in years five through nine. The 10-year comprehensive evaluation includes a campus visit by an HLC peer review team, while the Assurance Review is conducted virtually, with all materials submitted through an online portal.

“Basically, you are updating your comprehensive plan, showing how the college has progressed towards goals it wanted to accomplish in 2017 or how it is addressing recommendations the peer review team gave it,” Helmbrecht said.

Helmbrecht said the work of Dr. Kathy Bahr and Dr. Margaret Crouse for the 2017 evaluation provided a strong framework for the 2021 review, but many things changed over the four-year period, including a revision of the college’s mission statement.

“You want to make sure those (changes) are all reflected and updated with correlating evidence,” he said.

As primary editor for the review, Binkard worked closely with Helmbrecht to polish the written narrative, and was also responsible for compiling and formatting the several hundred pieces of evidence included in the final submission.

“The evidence ranged from news stories about student activities and faculty work to financial documents to sections from Nebraska State College System board materials,” said Binkard, who, like Helmbrecht, still had regular day-to-day responsibilities while engaged in the project.

“I spent time each week working on the project,” he said. “There were some long days.”

Pam Newberg, Head of Technical Services for the King Library, and Joy Omelanuk, Coordinator for Assessment and Accreditation, provided key assistance for the review, said Helmbrecht. Work by members of the President’s Executive Council was also critical to the project, he said.

Because the Assessment Review portion of the reaccreditation process is relatively new and HLC’s expectations for completion are somewhat vague, many of the colleges and universities at the Chicago conference were interested in CSC’s experience, according to Helmbrecht.

“Institutions interpret it in a lot of different ways, so they are always hungry for ‘How did you do it?’” he said.

“It’s a really big undertaking,” Helmbrecht said. “We had more than 900 citations to evidence and 35,000 words. You have to be organized and on the ball. We were able to do that.”

Looking back, Binkard expressed satisfaction with the project.

“Working on a four-year accreditation review takes time, but it’s worth doing well, both for the good of the institution and to produce something you can be proud to have worked on,” said Binkard.

“It was one of the more rewarding professional experiences I have had,” he said. “It increased the campus awareness of what we do and the resources we have. Our department benefitted from our involvement with it.”

 </figure>“The presentation focused on explaining the writing and editing processes and giving some tips and tricks for how they worked on our campus, how we tried to organize things and some different methods for collaboration,” said Helmbrecht, the lead author of the nearly 35,000-word document.Accreditation by HLC is critical in part because it is required for an educational institution to receive federal funding, including the grants and loans that form an important source of aid for many CSC students.HLC records show that Chadron State first earned accreditation in 1915, shortly after it was founded. The process governing continued accreditation for CSC requires a comprehensive evaluation every 10 years, an Assurance Review four years later, and a Quality Initiative in years five through nine. Upper Niobrara White NRD trees available for pickup

The Chadron Volunteer Fire Department responded to two fires within the last 24-hours.

The first fire was in the Dead Horse area, approximately 9 miles southwest of Chadron.

CVFD crews were called out shortly after lunch on April 19 to a fire in some large cottonwood trees, threatening a structure.

"The start of it looks like it came from burned slash pile," Chadron Fire Chief Brendon Martens said. "I would say probably a month ago. And then it had got an ember from that pile and gone over into another pile. Then that pile started and then got up into a big cottonwood tree. &nbsp;And then when it got into the cottonwood tree, then it got into another tree and a couple more piles."

CVFD along with the US Forest Service took down three cottonwood trees and an ash tree.

"We were very fortunate that it was right along the creek," Martens said. "We basicially put three floater pumps in the creek so we were able to use that."

Martens said there were approximately 20 - 25 firefighters on scene for about 6 hours.

The second fire was a tractor fire in a Quonset building.

CVFD crews were called out to the fire at approximately 8:30 a.m. today.

"The guys showed up and did a heck of a knock down from the very beginning," Martens said. "They limited the damage to basically what was already involved to just the tractor, a straight truck and then there was a combine in there that took quite a bit of damage."

Martens said all three pieces of equipment are a total loss.

Alliance resident United States Navy Veteran Brad Moomey was honored at the regular monthly meeting of the Alliance American Legion Post #7 on Tuesday, April 5 with the presentation of the American Legion District 4 Workhorse Award by District 4 Vice Commander Steve Stanec.

This award consists of a traveling trophy and is presented to the individual in District 4 who puts in extra time and effort for the American Legion promoting its programs and activities on all levels. The trophy is kept for one year by the recipient and then returned to the next District 4 Convention. District 4 consists of 18 local Posts with a Legionnaire membership of just over 780 in the western part of the state of Nebraska.

He assists in displaying and removing the avenue of flags at both the Calvary Cemetery and Alliance City Cemetery on holidays. Brad participates in Operation School Talk each year in the Alliance High School Junior American History classes and conductes a Vietnam War presentation for the Alliance High School Modern History Senior class. He is an active participant in most of the many Quilts of Valor presentations each year to our local Veterans.
