CHADRON, Neb. – The Chadron State College Music Department has announced its concert schedule for the spring semester.

On Saturday, guest artist Dr. Rob Psurny will join Dr. Brooks Hafey for a 7 p.m. concert in the Chicoine Atrium of the Mari Sandoz High Plains Heritage Center.

The 54th&nbsp;High Plains Band and Choir Festival will begin Monday, Feb. 2, in Memorial Hall. Immediately following the day’s activities will be the CSC Music Faculty Concert at 4:30 p.m. in the Auditorium. Day two of the festival, Tuesday, Feb. 3, will begin with rehearsals and activities and conclude with a final honor concert at 5 p.m. in the Auditorium.

On Feb. 25, local high school students will gather in Memorial Hall for College Musician for a Day where aspiring musicians will workshop alongside CSC students and faculty.

CSC Music Department faculty will perform on March 1 at 3 p.m. in the Mari Sandoz High Plains Heritage Center Chicoine Atrium.

Late March will feature a variety of shows including the CSC and Chadron Public Schools Combined Band Concert March 20 and a Percussion Ensemble Concert March 21. Both of those concerts are at 7 p.m. in Memorial Hall’s Auditorium. On March 22, the Honors Recital will take place in the Mari Sandoz High Plains Heritage Center Chicoine Atrium at 3 p.m.

The Wind Symphony and Community Band will perform April 10, followed by the CSC Jazz Band performance April 13. Both concerts begin at 7 p.m. in Memorial Hall’s Auditorium.

April 19 will feature the Concert Choir joined with the Community Choir in the Chadron Arts Center for a concert at 3 p.m.

Closing out the season, the CSC Vocal Jazz and Jazz Combo Concert will take place April 21 at 7 p.m. in Memorial Hall’s Auditorium and the Guitar Ensemble will perform in the COIL Planetarium May 1 at 7 p.m.

CSC Announces Spring Music Schedule

LINCOLN, Neb.&nbsp;- Governor Jim Pillen was joined on Monday by Attorney General Mike Hilgers as the Governor signed an executive order aimed at addressing the ever-growing and illegal recreational synthetic THC industry. The executive order requires certain state agencies to review applicable laws, and relevant rules and regulations, regarding the use of synthetic THC in food, beverages, and other products intended for human consumption.

Marketed and sold as gummies, drops, and a variety of drinks, these synthetic THC products are chemically altered to produce psychoactive qualities similar to Delta-9 THC, the primary intoxicating compound in marijuana.  The chemical process used to synthetically enhance the amount of THC in those products creates serious health risks for consumers.

“We must be able to protect our kids from these products. They’re marketed like something they are not and the hemp industry is taking advantage of that fact,” said Gov. Pillen. “I’m pleased to partner with AG Hilgers in taking a strong stand against the selling of these potentially dangerous products.”

“Thank you to Governor Pillen for his leadership in signing this executive order. As we continue to fight the active poisoning of our communities, the tools in this order will help ensure that products not fit for human consumption are taken off retail shelves,” said AG Hilgers. “This order sends a clear directive to keep these products out of Nebraska.”

Recreational use of these products has long been a concern of Gov. Pillen and AG Hilgers. The EO will strengthen state efforts to protect Nebraskans consistent with the continuing resolution that President Trump signed late last year, which will ban synthetic THC products under federal law. Under the continuing resolution, effective November 2026, hemp products that exceed 0.4 mg of total THC – including Delta 8 THC and Delta 10 THC – will be federally illegal.

Gov. Pillen and AG Hilgers were joined at the signing by state directors Sherry Vinton, Nebraska Department of Agriculture; Kelly Lammers, Department of Banking &amp; Finance; and Jim Kamm, Department of Revenue. Those agencies, as identified in the Governor’s executive order, are responsible for ensuring that current statutory and regulatory authority is reviewed and, if necessary, new rules and regulations are drafted to ensure that products intended for human consumption do not contain intoxicating synthetic THC.

The executive order does not alter any current process underway to regulate medical marijuana in Nebraska. The order is included below and can be found on the Governor's website.

Gov. Pillen Joins AG Hilgers on Illegal Recreational Synthetic THC Industry Order

ALLIANCE, Neb. – The Alliance Senior Center is launching a new Caregiver Support Group designed to provide encouragement resources and connection for individuals who care for loved ones. The support group is open to the public and welcomes anyone in the community who is seeking guidance for sharing understanding in your caregiving journey.

Sessions will be led by Andrea Scandrett Marcy who has worked in the dementia field for over 20 years. She has a Master of Arts degree in Gerontology and is near completion on a Master of Science degree in Grief and Bereavement Counseling. She leads support groups for those living with dementia and their caregivers. She also facilitates Memory Cafes in several care communities including Highland Park. She is passionate about helping others live well with dementia and remain hopeful. Her husband George Marcy is from Hay Springs, and she and George are proud to be distant relatives of Dr. Bruce Forney. She is available for individual consultations if anyone needs help caring for a loved one with dementia.

Beginning in February, the group will meet on the 1st Thursday of each month, with the first meeting being February 5th. Each meeting will be from 3:30 p.m. – 4:30 p.m. at the Alliance Senior Center. Sessions will offer a safe and supportive environment for caregivers to share experiences, ask questions, and gain helpful tools for navigating the challenges of caregiving. The Senior Center remains committed to supporting the well-being of older adults and their families through meaningful programs and community engagement.

Male sharptails return to the same lek each year for this sunrise display of dancing to attract females. Reserve the viewing blind between March 1 and May 1, with the peak being between March 7 and April 20.

The park’s large trailer blind can hold up to 12 guests but holds 10 guests comfortably. Two pop-up blinds are available for those with bigger cameras and camera stands that won’t fit in the trailer blind. Reserve a spot by calling the park office at 402-857-3373. All blinds are free.

Reserve Niobrara State Park Blind for Sharptail Viewing

OMAHA, Neb.&nbsp; — The Nebraska State Patrol office in Omaha, representing Troop A, has moved to a new location.

The new Troop A office is located at 7200 World Communications Drive, Omaha, NE, 68122, near the intersection of Interstate 680 and North 72nd&nbsp;Street. The new office brings together all aspects of NSP Troop A operations, including the Patrol Division, Carrier Enforcement Division, Investigative Services, and fingerprinting services.

“This move marks the culmination of teamwork from several partners,” said Captain Greg Miller, Commander of Troop A. “Our team will benefit from this new facility, with troopers and investigators now working side by side after many years in different offices around the Omaha metro. The biggest benefit may be for our customers of fingerprinting services, who will now have much more room than the small space at our previous location.”

NSP Troop A is the busiest fingerprinting location in the state. Over 15,000 customers received fingerprinting services at the Troop A office in 2025.

NSP Troop A had occupied the previous office, near 108th&nbsp;and L, for over 50 years, since 1974.

The Nature Center, located within Wildcat Hills State Recreation Area south of Gering, is open 8 a.m.-4 p.m. Mountain time Monday-Friday, from mid-November to mid-May.

Wildcat Hills Education Events Set for February

LINCOLN, Neb.&nbsp;-- Today, Governor Jim Pillen announced his appointment of Ryan J. Stover of Norfolk as district court judge in the Seventh Judicial District. That district includes Antelope, Cuming, Knox, Madison, Pierce, Stanton, and Wayne counties. The vacancy is due to the resignation of Judge James G. Kube.

Since 2014, Stover has been an attorney with Stratton, Delay, Doele, Carlson, Stover &amp; Stratton P.C., L.L.O., in Norfolk. Before that, he was associated with Carney Law, also in Norfolk. A significant portion of his practice has been devoted to both family and juvenile law.

Stover has been chairman of the Mental Health Board of the Seventh Judicial District since 2018 and has performed similar duties in the Fifth Judicial District. He has worked with Legal Aid of Nebraska, Bright Horizons and the Nebraska Volunteer Lawyers Project, in addition to serving on the Legal Services Committee for the State Bar Association, which seeks to promote volunteer legal services and access to the courts in Nebraska.

Stover has a bachelor’s degree in education from the University of Nebraska–Lincoln. He earned his juris doctor from the University of Nebraska College of Law.

Panhandle police activity, Jan. 13 - Jan. 26

SIDNEY, Neb. — Authorities have confirmed that the body of Kara L. Bancroft-Westman, who was reported missing and considered at-risk, was discovered Sunday morning in Sidney.

The Sidney Police Department said Bancroft-Westman, 51, was reported missing on Friday, January 24. At that time, police issued an urgent alert asking for the public’s help, noting she was last seen Thursday evening around 10:00 p.m. in the vicinity of Walmart. Authorities said she did not have her cell phone with her and had been without necessary medication for several days, prompting concerns for her safety.

Police described Bancroft-Westman as 5 feet 2 inches tall, weighing approximately 135 pounds, with grey hair and blue eyes. She was last seen wearing a long black trench coat that reached her ankles.

On Sunday, January 25, the Sidney Police Department and the Cheyenne County Sheriff’s Office announced that Bancroft-Westman’s body was discovered at approximately 11:00 a.m. Authorities did not release the location where she was found.

In a joint statement, the agencies said an investigation into the circumstances surrounding her death is ongoing and remains active. No additional details are being released at this time to protect the integrity of the investigation.

Officials expressed condolences to Bancroft-Westman’s family and loved ones and asked the public to respect their privacy during this time.

CHADRON, Neb. – One hundred forty high school students from 24 schools in Nebraska, Wyoming, and South Dakota will attend Chadron State College’s annual High Plains Band and Choir Festival Monday, Feb. 2 and Tuesday, Feb. 3.

CSC Music faculty will conduct vocal and instrumental clinics throughout Feb. 2 and then perform a free concert at 4:30 p.m. in Memorial Hall’s Auditorium. The program includes Eric Sammut's Sugaria, a marimba concerto performed by Dr. Rick Puzzo with members of the CSC Music faculty followed by the CSC Faculty Jazz Combo.

On Feb. 3, high school students will continue to rehearse and then perform a final concert at 5 p.m. in Memorial Hall’s Auditorium.

The Honor Choir of 62 students will be directed by Dr. Joel Schreuder. The Honor Band, consisting of 78 students, will be directed by guest conductor Dr. Lisa Tatum, the Director of Bands and Assistant Professor of Music at Lubbock Christian University. Before joining the faculty at LCU in 2022, Tatum taught middle school and high school band in Houston. She is an active clinician and adjudicator for high school bands across the country and hosts a podcast called The Evolving Conductor.&nbsp;

Students from Three States to Attend High Plains Band and Choir Festival

CHADRON, Neb. – The following students have accepted a position in the Rural Law Opportunities Program (RLOP) for the 2026-27 academic year: Samuel Anderson of Kimball, Neb., Fallon DuBlois of Bridgeport, Neb., Lena Groetzinger of Aurora, Neb., Joe McMurtrey of Ainsworth, Neb., Evellyn Milano of Scottsbluff, Neb., Nevaeh Spurling of Milford, Neb., Elaina Strong of Chadron, Asha Thompson of Genoa, Colo., and current CSC student Brianna Barney of Hickman, Neb.

RLOP is an initiative aimed at increasing the number of lawyers practicing in rural Nebraska communities by offering undergraduate tuition, mentoring, law school visits, and provisional acceptance into the University of Nebraska-Lincoln College of Law upon graduation, provided a student maintains a 3.5 grade point average and earns a specified minimum score on the Law School Admission Test.

Last year, RLOP expanded to include prospective students from Lincoln, Omaha, and surrounding states if they have a family or other connection to rural Nebraska. Additionally, CSC’s number of RLOP positions increased from 5 to 10 under a January 2025 agreement with the UNL College of Law. Currently, 12 CSC students are part of RLOP.

RLOP Project Coordinator Kate Pope said the college is excited to welcome the students to the program.

"With the increased slots we can give more students the opportunity to explore their interests in law through our Legal Studies program at Chadron State. Students gain strong connections with faculty, peers, and local attorneys and judges, and travel to UNL College of Law annually. RLOP students will have the skills and confidence to succeed at law school, and the connections to return to rural Nebraska to practice law," Pope said.

Impetus for developing the program came from the Nebraska State Bar Association. Started at CSC, Wayne State College, and the University of Nebraska Kearney in 2017, RLOP is patterned after the successful Rural Health Opportunities Program that CSC pioneered with the University of Nebraska Medical Center in 1990.

The first pantry in partnership with AmeriCorps Seniors Box Butte County RSVP and Food Bank for the Heartland will be a&nbsp;drive-thru mobile food pantry&nbsp;on&nbsp;Wednesday, Feb. 4 at 4 p.m.&nbsp;at the&nbsp;Alliance Senior Center, located at&nbsp;212 Yellowstone Avenue. United Way of Western Nebraska in partnership with Food Bank for the Heartland.

This free event is open to the public and provides food for families in need, with&nbsp;one distribution per household. The Mobile Pantry Program delivers fresh and shelf-stable food directly to communities with a high need but limited food resources. These one-day, drive-through distributions are free to attend. Community packs include various shelf-stable items. Along with community packs, other items distributed can include assorted produce, bread, and dairy products.

A brief intake form will be completed for each household receiving food. If you are unable to attend, a&nbsp;proxy form&nbsp;is available to allow a family member or friend to pick up food on your behalf. Forms can be picked up in advance at:

The Nebraska Game and Parks Commission approved grant award recommendations for the Land and Water Conservation Fund Stateside Assistance Program and the Recreational Trails Program at its meeting Jan. 23 in Lincoln.

Commissioners approved the following grant awards, totaling more than $2.6 million, for the Land and Water Conservation Fund Stateside Assistance Program:

Funding from the LWCF comes from the U.S. Department of the Interior and federal oil and gas leases on the Outer Continental Shelf.

Commissioners also approved the following recreational trail project recommendations for federal funding through the Recreational Trails Program:

Funding for the RTP comes from the Federal Highway Administration and is made possible by a portion of the federal motor fuel excise tax paid by users of off-road recreational vehicles.

Also, the commissioners approved staff recommendations to:

Wildlife staff gave a review of the division’s 2025 depredation program, which was contacted by 237 landowners for depredation or safety issues concerning deer, elk and other species. An annual Depredation Landowner Satisfaction Survey revealed that 94% of respondents believed program staff responded well to their immediate needs.

Another Wildlife Division report reviewed chronic wasting disease. It covered the history of the disease and results from surveillance in Nebraska during the November Firearm deer season.

The Communications Division gave a review of agency priority messages for 2026, which include updating its “Beneath Nebraska Skies” marketing campaign, branding and relevancy, caring for our resources, focus on storytelling, and special commemorations.

A presentation was given about the Nebraska conservation officers’ 125th&nbsp;anniversary in 2026 and the North American Wildlife Enforcement Officers Association conference they will host this summer to celebrate it.

Wildlife Education Specialist Monica Macoubrie was presented the Midwest Association of Fish and Wildlife Agencies&nbsp;2025 Educator/Communication Professional of the Year Award for her significant contributions to education in Nebraska. Among Macoubrie’s achievements, she:

Macoubrie also gave a presentation on the five-year history of Nebraska Reptile Month, including reptile-related programs and publications that she has spearheaded.&nbsp;&nbsp;

LWCF, RTP Grant Awards Approved by Commissioners

DAWES COUNTY – When federal cuts resulted in the disbanding of the local Retired Senior Volunteers Program, Dawes County, the City of Chadron and the City of Crawford immediately began looking for ways to fill the vacuum.

“Volunteers are vital to communities making collaborative efforts to support needed services in their town,” said Dawes County Commissioner Jake Stewart. “Being a volunteer means helping others while at the same time providing much needed contact and human interaction necessary for a healthy lifestyle.”&nbsp;

The previous program, known as RSVP and operated out of Northwest Community Action Partnership, helped facilitate volunteers over the age of 55 to community events, organizations and businesses. When the program was dismantled it left a void for volunteers wishing to contribute to their communities and for organizations in need of their services.

“I deeply appreciate the dedicated seniors who’ve made such a difference through RSVP over the years—your work at events, blood drives, nonprofits, and more has strengthened our community,” said Crawford Mayor April Grant.

Now, several months after RSVP folded, financial and staff contributions by Dawes County, Chadron and Crawford have made it possible to launch the Dawes County Volunteers program. Unlike RSVP, however, the new program is open to volunteers of all ages, though parental consent and supervision may be required in some instances.

“While we regret the end of RSVP due to federal funding changes, this opens the door to a better, more inclusive option right here at home,” Grant said. “Our new initiative welcomes people of all ages—youth, families, adults, and seniors—creating an intergenerational approach that taps into everyone’s talents and energy to serve Crawford, Chadron, and Dawes County even more effectively.”

“This volunteer program is critical for a healthy community that welcomes growth, and Dawes County is proud to keep this group together and moving forward,” Stewart added.

Grant encouraged everyone from teens to grandparents to get involved with the new program, which she said will expand opportunities, foster mentorship across generations, strengthen community ties, and continue meeting local needs.

“Your time and skills matter, and together we can keep service thriving stronger than ever. Thank you to the organizers, partners, and all volunteers—past and future—for your commitment to Dawes County. Let’s make this new chapter our best yet,” she said.

Martha Quay, the current secretary for the Veterans Service Organization, will coordinate the program.

County, Cities Launch New Volunteer Program

ALLIANCE, Neb. -&nbsp; Keep Alliance Beautiful has had a tumultuous relationship with the Nebraska Environmental Trust in recent years, in particular being denied a $95,000 grant in 2022 after being funded the previous 10 years. We have received one grant award from NET since then – $62,0564 in 2025 for community beautification and environmental education.

Despite securing other funding, I would still like to have NET as a potential financial resource even if that route is far from a sure thing. The Trust was established to conserve, enhance and restore the natural environments of Nebraska. Paring down what would have been litter and trash filling our landfills through recycling has always been inline with that mission, in my opinion. However, all potential grant recipients may see the pot of money shrink.

Katie Torpy, with The Nature Conservancy in Nebraska, and Traci Bruckner, Audubon of the Great Plains, sent an email to past NET grant recipients last week concerning threats to NET funding. “The Governor’s Mid-Biennial Budget dropped and the threat to conservation and environmental groups is existential. LB1072 would transfer $32 million away from the Nebraska Environmental Trust to the Water Recreation Enhancement Fund (WREF) to backfill a self-induced $50.7 million transfer to the General Fund. If successful, this action would immediately end the Trust as we know it,” the email states. That potential transfer is more than twice the $15,387,280 awarded to 46 projects last year.

On the other side of the issue there is a proposed constitutional amendment (LR2908CA) that would protect the Trust from future transfers or “cash grabs” as Torpy and Bruckner describe them. The governor’s budget, approved by the legislature in 2025, transferred $15 million to the Department of Water Resources (now part of DWEE) from NET and the 2026 budget requests another $10 million for DWEE, the email points out.

Although DWEE has its own environmental mission, goals and grants, transfers reduce the amount of NET money available for projects throughout Nebraska. Several 2025 grants benefitted recycling directly such as awards to Keep Nebraska Beautiful (of which KAB is an affiliate) and Firstar Fiber, Inc. for the company’s Hub &amp;amp; Spoke that includes KAB and other rural recycling systems throughout the state. Environmental organizations and projects in Nebraska need all the help they can find. Federal funding has been at risk.

However, the U.S. Congress recently passed environmental funding without significant funding requested by President Trump. People who defend the environment and seek a cleaner more sustainable future in Nebraska should be able to depend on their state representatives. Contact your state senator about NET if you value the Trust and its impact on projects in Western Nebraska.

COLUMN: Nebraska Environmental Trust Should Have The Ability To Serve Entire State

SCOTTSBLUFF, Neb.&nbsp; — Investigators with the Nebraska State Patrol have arrested a former Scotts Bluff County corrections officer after an investigation into a reported incident involving an inmate.

On Thursday, investigators arrested Christopher Schlosser, 55-years-old, of Scottsbluff, for one count of sexual abuse of an inmate. The arrest occurred at Schlosser’s home. The incident occurred on October 13, 2025. Schlosser resigned his position at the Scotts Bluff County Detention Center shortly thereafter, after being placed on administrative leave, pending investigation.

The incident was reported to the Nebraska Attorney General’s Office, which has worked with NSP during the investigation. The Scotts Bluff County Detention Center also assisted in this investigation. Schlosser was lodged at the Scotts Bluff County Detention Center.

CHADRON, Neb. – Chadron State College graduate student Sutton Pohlman of Stanton, Nebraska, is gaining valuable research experience through a mentorship with Dr. Clint Evrard, Assistant Professor of Physics and Chemistry. Both Pohlman and Evrard say their collaborative efforts reflect the value of faculty-student partnerships at CSC.

In October 2025, Pohlman presented a poster about his research that examines insulin uptake in people with Type II diabetes at the National Science Foundation and Established Program to Stimulate Competitive Research conference in Omaha.

Pohlman said he sought out Evrard because of his extensive background in computational quantum chemistry at multiple institutions. That expertise, Pohlman said, was critical as they applied advanced techniques to a current health issue.

“Working with Dr. Evrard on a real-world research problem has given me experience I wouldn’t get in a classroom alone,” Pohlman said. “That mentorship has helped me grow both academically and personally.”

Evrard said while he brings technical knowledge of research methods, that is fully realized only when working with motivated students.

“The professor-student relationship should be collaborative,” Evrard said. “Students like Sutton bring ideas and ambition, and faculty bring the tools and experience. That’s when real learning happens.”

Evrard said Pohlman entered the project with a clear interest in studying a disease that affects millions of people and a desire to approach it in a new way. Evrard analyzed the quantum mechanics behind the calculations. They regularly discussed results together, with Pohlman comparing computational findings to medical journal literature to interpret their significance.

Evrard noted that the interdisciplinary collaboration led to unique results and represents the essence of effective professor-student mentorship.

“With Sutton's idea, we were able to use the computational quantum chemical techniques that I know to study the disease at the molecular level,” Evrard said.

Pohlman, who earned his bachelor’s degree in chemistry in December 2025, plans to pursue a master’s degree in business administration with a healthcare focus at CSC while continuing to play football, before attending the University of Nebraska Medical Center. Evrard plans to publish their research providing Pohlman with co-researching credits.
