LINCOLN, Neb. (AP) — At least 66 criminal cases have been dismissed a month after authorities announced that more than $1.2 million worth of drugs had been stolen from a Nebraska State Patrol evidence room, and more dismissals are likely. 

Deputy Lancaster County Attorney Bruce Prenda says his office has closed 66 cases, and it is still reviewing 43 more. 

The Lincoln Journal Star reports that similar reviews are happening in 13 other counties served by the State Patrol evidence locker where the thefts were discovered. 

A former State Patrol evidence technician and her boyfriend have been indicted on federal charges of conspiracy to distribute the drugs.

Winter Weather Advisory issued for areas of Panhandle 

BRIDGEPORT, Neb. (AP) — One small western Nebraska county is using roughly half the federal coronavirus money it is set to receive for bonuses of up to $10,000 each for county employees. 

Morrill County officials approved the bonuses in August as hazard pay for the county’s roughly 50 employees. 

The county is set to receive about $900,000 from the federal program.

 Most of the state’s 92 other counties are still deciding how to spend the roughly $376 million they will share from the American Rescue Plan Act, but the Morrill County Attorney and officials with the Nebraska Association of County Officials say using the money for premium pay is allowed.

Morrill County uses federal virus aid money to give bonuses

Nebraska Attorney General Doug Peterson jointly led with Missouri Attorney General Eric Schmitt a ten-state coalition in filing a lawsuit against the Biden Administration for imposing a vaccine mandate on federal contractors and federally contracted employees. The lawsuit takes issue with the Biden Administration’s attempt to mandate vaccinations for one-fifth of the U.S. workforce through Executive Order 14042.&nbsp;

“For the first year and a half of the COVID-19 pandemic, both the Trump and Biden Administrations rightly acknowledged that the federal government lacks the authority to broadly mandate vaccines on the American people,” said Attorney General Peterson. “But all that changed on September 9, 2021, when the Biden Administration did an about-face and announced that it would impose a wide-ranging set of vaccine mandates, including one for employees of federal contractors. This far-reaching order is unconstitutional because it is the states, not the federal government, that are responsible for addressing such matters of public health.”&nbsp;

“The ramifications of the federal contractor vaccine mandate are significant,” Attorney General Peterson explained. “It will impact countless employees, exacerbate existing workforce shortages, and create economic instability. Most importantly, it puts individual employees who happened to work for federal contractors out of a job if they simply make the personal choice not to be vaccinated. Hopefully, the court will resolve this legal matter quickly and provide clarity to employees who are understandably concerned about their ability to provide for their families.”

Joining Nebraska and Missouri in the lawsuit are attorneys general from Alaska, Arkansas, Iowa, Montana, New Hampshire, North Dakota, South Dakota, and Wyoming.

Nebraska, other states sue Biden administration over federal vaccine mandates

OMAHA, Neb. (AP) — A federal judge has ordered U.S. Rep. Jeff Fortenberry of Nebraska not to be left alone with any evidence related to charges that he lied to FBI agents about illegal foreign donations to his campaign. 

U.S. District Judge Stanley Blumenfeld in Los Angeles issued the ruling to try to protect confidential informants or cooperating witnesses in the case so they can potentially be used in other investigations. 

The judge says the order was necessary so that prosecutors can fulfill their duty to turn over evidence to Fortenberry’s lawyers that may be used against him at trial.

Christian student group: U of Nebraska-Lincoln discriminated

Western Nebraska Community College has altered its policy regarding face coverings on all three campuses.

Effective Friday, Oct. 29, face coverings will only be required in classrooms for students and faculty on all campuses. This is based in part on CDC guidance for institutions of Higher Education, a consistently small number of positive COVID-19 cases on WNCC campuses, and declining cases and community transmission for the last three weeks in the Panhandle.

Applied Technology lab courses are exempt from wearing face coverings due to safety reasons.

Face coverings are still recommended in all college buildings, especially for unvaccinated individuals. WNCC will continue to follow CDC guidance and review and monitor active cases on campus, in the PPHD area, and the state.&nbsp; The policy is subject to change.

WNCC adjusts mask mandate for all campuses

The Chadron Police Department investigated 2 separate incidents this past week.&nbsp; &nbsp;

At approximately 2:19 AM on October 28, 2021, the Chadron Police Department received a 911 call from a woman requesting officers to respond to an apartment complex in Chadron. Upon arrival, officers discovered a man in the apartment who had been severely beaten with life threatening injuries. Officers ensured the male remained conscious and called for a Chadron rescue unit to arrive and transport the injured male. The Chadron Fire Department arrived on scene and the injured male was transported to the Chadron Community Hospital and was later transported by air to Regional West Hospital in Scottsbluff due to the extent of his injuries. Officers were able to interview witnesses who reported 27-year-old Shawne Russell of Chadron had assaulted the man and proceeded to steal the injured man’s vehicle.

Over the next 6 hours, officers searched for Russell and for the reported stolen vehicle. Chadron Police officers located the stolen vehicle shortly after the initial call, abandoned in Wilson Park. The vehicle was secured and towed to the Chadron Police Department, where through a search warrant, it was processed for evidence related to the assault and the theft.

A search warrant was also obtained for the apartment where the injured male had been located. During this search warrant, items related to the assault were seized, including photographs and DNA evidence. As the investigation continued, it was learned two firearms had been stolen from the injured male during the assault. The firearms were located at an abandoned residence in Chadron and were taken into evidence.

Chadron Police officers and officers of the Nebraska State Patrol were able to locate Russell inside a private residence in Chadron and he was arrested without incident. A search warrant was obtained for the person of Russell and items seized included clothing and photographic evidence.

Russell was transported to the Dawes County Jail and lodged. Charges for Russell included: First Degree Assault (Class II Felony), Robbery (Class II Felony), Possession of a Deadly Weapon by a Prohibited Person (Class ID Felony), and Use of a Deadly Weapon to Commit a Felony (Class IC Felony). Bond was set at 10% of $100,000.00.

The Chadron Police Department was assisted by the Nebraska State Patrol and the Chadron Volunteer Fire Department

On Wednesday, October 27, 2021, the Chadron Police Department and the Nebraska Health and Human Services department made an arrest in a multi-month investigation involving an elderly resident in Chadron having an unauthorized credit card opened and used in their name. The investigation focused on a female suspect who had direct contact with the resident in a trusted position as a CNA and Med Aide. Chadron Police ascertained that the credit card amassed a balance of over $5,000 by which video was located of the female utilizing the credit card for personal gain. On Wednesday October 27, 2021, the lead investigator on the case, Sgt. Jarvis Wallage, along with other members of the Chadron Police Department, served a search warrant on the female’s local address which resulted in the seizure of financial documents and personal electronic devices.

As a result, Heidi Irish-Tunheim, age 47 of Chadron was placed under arrest for Identity Theft(Class IIA Felony), Criminal Impersonation(Class III Felony) and Abuse of a vulnerable adult(Class IIIA Felony). Irish-Tunheim was remanded to the custody of the Dawes County Jail where her bond was set at 10% of $50,000.

The Chadron Police Department was assisted by the Nebraska State Patrol, The Nebraska Department of Health and Human Services, the Nebraska Department of Labor, and the Nebraska Medicaid Fraud and Patient Abuse Unit.

Alliance native and Carhenge designer and builder. Jim Reinders passed away October 16 at his home in Houston.&nbsp; He was 94.&nbsp; Carhenge, located just North of Alliance off Highway 87 was concieved and built during a Reinders family reunion in June of 1987 on land owned by the family.   

Carhenge is a replica of England's Stonehenge and consists of 39 automobiles arranged in a circle measuring about 96 feet (29 m) in diameter,   formed from vintage American automobiles,  covered with gray paint....., the Carhenge site also includes several other  artworks created from autos in various shapes and  colors..... a visitor center was constructed to serve the site in 2006...   Reinders donated the 10-acre site to the Friends of Carhenge. and In 2013 the Friends of Carhenge donated the site to the Citizens of Alliance...the City of then took over the upkeep and maintenance of the site.&nbsp; Throughout it's history    Carhenge has appeared in film, popular music, television programs and commercials and is listed in many books and other publications as one of the main tourist attractions in the United States...Carhenge gained more nationwide fame in 2017 during the Solor Eclispe...An estimated 4,000 people, including  Jim Reinders and Governor Pete Ricketts, viewed the eclipse from the site. More than 100,000 visitors, from all over the World visit Carhenge each year.

Interment will be alongside his wife at the Nebraska Veterans Cemetery at Alliance.&nbsp; Panhandle Post will have the complete&nbsp;obituary when it is available.&nbsp;

Carhenge Builder Jim Reinders passes away at 94

OMAHA, Neb. (AP) — Nebraska’s largest and oldest state prison lost running water because of a plumbing issue, forcing inmates and staffers to use bottled water and portable toilets and raising concerns about conditions at the facility.

 Officials at the Nebraska State Penitentiary in Lincoln say they had to shut off the water when they discovered numerous leaks in the facility’s old, brittle pipes on Tuesday. 

A Nebraska corrections spokesperson said Thursday that crews had restored water service to the prison.

 Prison officials say the problem demonstrates the need for a new $230 million facility proposed by Republican Gov. Pete Ricketts. But some state lawmakers argue that a new prison isn’t necessary.

Water service outage at Nebraska prison raises new concerns

The Dawes County Attorney's Office is investigating the unattended death of 59 year old, longtime Chadron resident, Stanley Blindman. According to a Media release from County Attorney/Coroner Vance Haug, on October 27 at around 7:30 pm, the Chadron Police and Dawes County Attorney/Coroner were dispatched to Mr. Blindman's residence.&nbsp; According to the release , Mr. Blindman was found in his residence by family members who went to check on him after not hearing from him for several days. An investigation of physical evidence as well as witness interviews lead authorities to believe that foul play was not involved and that Mr. Blindman died of natural causes.&nbsp; The investigation into the cause of death is ongoing.

(AP)-Starbucks is raising its U.S. employees’ pay and making other changes to improve working conditions in its stores.

 The Seattle-based coffee giant says all of its U.S. workers will earn at least $15 __ and up to $23 __ per hour by next summer. 

Starbucks says the enhanced pay will help it attract new workers in a tight labor environment. 

The company is also testing ways to streamline service and make scheduling more flexible. 

The actions come as workers at three Starbucks in Buffalo, New York, are attempting to form a union. Starbucks opposes that effort.

Nebraska Law requires that children shall be vaccinated or immunized against Polio, Diptheria, Pertussis, Tetanus (DPT), Measles, Mumps, Rubella (MMR), Hepatitis B, and Varicella (chicken pox). All of these used to be common childhood illnesses, and many were deadly.

Vaccines for Children (VFC) is a federally-funded and state-operated vaccination program. Vaccines are given at no cost, following the guidelines of the CDC (Centers for Disease Control) and the ACIP (Advisory Committee on Immunization Practices). Many immunizations require multiple doses before a child builds up full immunity. VFC provides recommended vaccines at no cost to eligible children from birth through age 18 if they are American Indian, enrolled in Medicaid, uninsured, or underinsured. Children whose families have health insurance receive their vaccinations from their family doctor on their regularly scheduled check-ups.

Box Butte County children who are eligible for the VFC program can receive their vaccines in Alliance at three locations. Alliance Children’s and Allied Health, a pediatric clinic at 204 E 3rd St, can give VFC vaccines to children who are already established as clinic patients.

The Box Butte Immunization Clinic offers free vaccines every other Friday afternoon from 1:00-3:00 at Medical Arts Plaza by Box Butte General Hospital. Families are asked to phone Sharon Sulzbach at 308-762-3855 to schedule appointments, but walk-ins are accepted. Only VFC eligible children may receive vaccines at this clinic. 19 and older are eligible for vaccines through the state’s Adult Immunization Program.

Western Community Health Resources offers a vaccination clinic at 619 Box Butte, Alliance, on the 3rd Wednesday of the month from 10:00-2:00. They serve all who need vaccines. There is no cost for those who qualify for Vaccines for Children or for the Adult Immunization Program. Others are asked to bring their insurance card. Call 800-717-1231 to schedule an appointment.

Immunization records are filed with the Nebraska Immunization Information System using the child’s Social Security number, and copies are given to parents. Schools can also access the system to get the records they require.

In Nebraska, children can't attend classes in public or private school until the school has written proof of their immunization status. Each school in Nebraska is required to keep the vaccination history of all students enrolled. Information on the following three groups needs to be reported in November every year to the Nebraska Immunization Program: students entering school for the first time (preschool, kindergarten or 1st grade), 7th graders, and out-of-state transfer students (including foreign exchange students).

Each licensed child care program in Nebraska is required to keep the immunization history of every child enrolled in its program on file and report that information annually to the Nebraska Immunization Program.

There are two exemptions to the vaccination requirement. The required forms for exemptions are available at the web site for the Nebraska Department of Health and Human Services: dhhs.ne.gov.

The first exemption recognizes that there are a few rare health issues that should be considered. The family needs to submit a statement signed by a physician, physician assistant, or nurse practitioner that the required immunization would be injurious to the student or members of the student's family or household. These vulnerable children depend upon “herd immunity" for protection.

The second grants a religious exemption. The family needs to submit an affidavit signed by a legally authorized representative stating that the immunization conflicts with the tenets and practices of a recognized religious denomination of which the student is a member.

While there are exemptions to the immunization requirements, in Nebraska more than 97% of children are vaccinated. Students with exemptions on file may need to be excluded from school if there is an outbreak of a vaccine-preventable disease.

In the late 1940s, polio outbreaks in the U.S. affected more than 35,000 people each year, often leading to paralysis or death. Parents were frightened to let their children go outside, especially in the early summer when the virus peaked. In 1952 there were 58,000 cases; 3,145 deaths. Then came a breakthrough – Salk’s polio vaccine. Case numbers plummeted as more and more children were vaccinated. Thanks to the polio vaccine and parents who vaccinate their children on schedule, polio has been eliminated in this country for more than 40 years. Vaccines work!

Poverty In Our Area: Vaccinations For Children

It started as an idea for a mobile boutique truck.&nbsp; From there the concept grew, and when a storefront in downtown Alliance went up for sale, Elizabeth Fritzler stepped in and found a home for Highway 2 Threads. Fritzler, who partners with her husband Lee on this new project as well as Red Beard Garage and Towing in Alliance, describes Highway 2 Threads to Panhandle Post as "a big melting pot" of unique merchandise.

"My husband and I," says Fritzler, "we have big dreams.&nbsp; We have big visions for what this community can bring, and what we can offer."

Highway 2 Threads will feature a variety of merchandise including apparel and gifts.&nbsp; The community will have a chance to see the new store for themselves during a special grand opening weekend with ticketed admission to benefit local charities.&nbsp; 

On Friday September 10th from 6:00 to 9:00pm, for a $50 ticket, guests will enjoy charcuterie board hors d’oeuvres, drinks and live music.&nbsp; This event is limited to 25 guests. On Saturday September 11th, a "beat the rush" event, also limited to 25 guests but at a cost of $10 per ticket, will be held.

100% of proceeds from all ticket sales will be divided among Jane's Closet, Community Table, and PAWS.&nbsp; Fritzler tells Panhandle Post the ticketed grand opening is a way for the community to support local charities, and also solves the problem of controlling crowd size in a small storefront. SCOTTSBLUFF, Neb. (AP) — A western Nebraska rancher and farmer has been indicted on four federal counts of bank fraud and one count of making a false statement after prosecutors say he lied to bank officials about his assets and debt load in an effort to secure more than $11 million in loans. 

The indictment says George Liakos, 62, who grows beans, corn and sugar beets and raises cattle near Bayard, tried to defraud Great Western Bank. 

The Scottsbluff Star-Herald reports that the indictment accuses Liakos of submitting falsified documents from 2017 to 2019 that overstated his commodity inventory and understated or failed to report his other loans and accounts payable.

OMAHA, Neb. (AP) — Nebraska Gov. Pete Ricketts has split with former President Donald Trump over which Republican candidate should become governor after Ricketts leaves office. 

Trump on Monday endorsed Falls City businessman Charles Herbster, a close political ally. Shortly after the announcement, Ricketts released a statement arguing that Herbster isn’t qualified to serve as governor. 

Trump praised Herbster as a successful businessman who will fight for farmers and ranchers, support veterans and protect gun rights. 

Ricketts hasn’t formally endorsed a candidate in the GOP governor’s primary race, but he has made several public appearances with University of Nebraska Regent Jim Pillen.

 Ricketts can’t seek reelection in 2022 due to term limits.

October an exciting month at the Carnegie Arts Center

The Chadron City Council will hold a special meeting/workshop to discuss the Sidewalk Improvement Plan. The Workshop is scheduled for 5:00 p.m, Thursday October 28 in the City Hall Council Chambers. The meeting is open to the public.  The agenda is available for public inspection in the office of the City Clerk during normal business hours.

COZAD, Neb. (AP) — Authorities in Nebraska say a Maywood man was killed in a crash over the weekend just south of Cozad in southwestern Nebraska.

 The Omaha World-Herald reports that Juan Baeza, 20, was driving a pickup truck on Nebraska Highway 21 around 3:00 a.m. Saturday when he went off the road and rolled about 9 miles south of Cozad. 

The Dawson County Sheriff's Office says a passerby discovered the wreckage. 

Baeza was taken to a Cozad hospital, where he died of his injuries. 

Investigators say Baeza was not wearing a seat belt at the time of the crash.

Maywood man killed in southwestern Nebraska crash

CHADRON – Two Chadron State College students, Isioma Akwanamnye and Joshua Kruse, conducted scientific research during the summer with the Nebraska IDeA Network of Biomedical Research Excellence (INBRE) program.

INBRE’s goal is to create research opportunities for undergraduate students and serve as a transition for students continuing into graduate research. The INBRE program partners with the University of Nebraska Medical Center (UNMC), Creighton University, University of Nebraska Omaha, and the University of Nebraska-Lincoln. INBRE students work in partnership labs for two summers.

Akwanamnye, a senior of Lagos, Nigeria, has been an INBRE participant for two years. She is majoring in human biology. Through the INBRE program, Akwanamnye worked with bacteria chlamydia trichomoniasis, which is the second leading bacterial cause of sexually transmitted disease in the U.S.

Kruse, a junior of Gurley, Nebraska, is a chemistry and human biology major on a pre-med track. Kruse is in his first year with the INBRE program and spent the summer researching diagnostic markers for pancreatic cancer

During their research, Akwanamyne and Kruse stayed in Omaha from the beginning of June to early August.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;

Last year, Akwanamyne was not able to go to Omaha because of COVID-19 restrictions, so she worked in CSC’s labs for 10 weeks.

Physical and Life Sciences Professor Dr. Ann Buchmann is the INBRE representative for CSC and has been associated with the program since her arrival on campus 15 years ago.

“During the school year, Isi and Josh work on a project with me. We are looking at ways to treat an aggressive form of breast cancer called triple negative breast cancer. We have a lab with the ability to grow breast cancer cells,” Buchmann said.

Kruse will continue his work next summer during his final year with the INBRE program. After graduating from CSC, he hopes to work in oncology or cardiology.

Akwanamye will graduate from CSC this spring and plans to pursue a degree in biomedical science, specifically cancer research, at UNMC.

LINCOLN, Neb. – The Nebraska Game and Parks Commission will accept lottery applications for mountain lion permits Nov. 1 – Dec. 8, 2021, for the 2022 hunting season.

Permits are available only to Nebraska residents, who may have one permit per calendar year. The bag limit for each permit is one mountain lion of either sex.

The 2022 Season 1 in the Pine Ridge Unit will be Jan. 2-Feb. 28. Before Feb. 28, the season will close immediately if either the annual harvest limit of four mountain lions or sub-limit of two female mountain lions is reached. There will be 320 permits issued and hunting with dogs will not be allowed.

If the harvest limit is not reached in Season 1, an Auxiliary Season will be held March 12-31. The season will close immediately if either the harvest limit or sub-limit is reached. Unsuccessful Season 1 hunters may apply to convert the permit to an Auxiliary Season permit. There will be one permit issued for each mountain lion remaining in the harvest limit. Hunting with dogs will be allowed.

LINCOLN, Neb. (AP) — Nebraska Gov. Pete Ricketts is voicing support for U.S. Rep. Jeff Fortenberry, a fellow Republican who was indicted last week on allegations that he lied to FBI agents who were investigating illegal campaign contributions from a foreign national.

 Ricketts defended the nine-term Republican congressman Monday as a “man of high integrity.” 

He says he doesn't believe Fortenberry would knowingly violate federal law and will pray for him and his family. 

Fortenberry has denied the charges and pleaded not guilty last week in federal court. His attorney has argued that Fortenberry was misled and wasn’t aware at the time that $30,000 in contributions funneled into his campaign had originated with a Nigerian billionaire.

The spree began at Table Top Meats in Hemingford, where Payne loaded up on meats, cheeses and salami.&nbsp; The spree continued in Alliance as Payne picked out a deep freezer and other household items at Carter's Home Hardware and Appliance.&nbsp; The final stop: Alliance Grocery Kart, for groceries and some celebratory drinks from the Grocery Kart liquor store.

Hasenauer tells Panhandle Post, "It was just really fun watching Zach spend his $1,000.&nbsp; And it's been great this past summer to put the spotlight on the businesses that employ local citizens and support community projects.&nbsp; Even though summer is over, at Eagle Radio helping small businesses tell their story is a year-round project!"&nbsp;&nbsp;
