News Release Nebraska State Patrol

Troopers with the Nebraska State Patrol will be working hard to keep Nebraska roads safe as the summer driving season comes to an end.

“Schools are back in session and most summer vacations are in the rearview mirror,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “As the summer driving season winds down, our troopers will be working alongside local law enforcement and patrolling for impaired driving across the state.”

The&nbsp;Drive Sober or Get Pulled Over&nbsp;campaign runs from Friday, August 20, through Labor Day, September 6. During the campaign, troopers and dispatchers will be working overtime throughout the state in collaboration with law enforcement agencies across the country. Thousands of law enforcement agencies throughout the United States participate in the annual effort to safely close the summer driving season.

The effort also marks the conclusion of NSP’s&nbsp;100 Days of Summer&nbsp;initiative, which runs from Memorial Day weekend through Labor Day weekend each year. Since Memorial Day weekend, troopers have arrested more than 230 motorists for driving under the influence.

According to the Nebraska Department of Transportation – Highway Safety Office (NDOT-HSO), at least one-third of all fatality crashes in Nebraska last year involved alcohol. 76 people lost their lives in alcohol-related crashes in Nebraska in 2020.

“Planning ahead to have a sober driver could be a life-saving decision,” said Colonel Bolduc. “We urge all motorists to always have a sober driver and never drive impaired.”

The campaign is made possible thanks in part to a grant for $25,000 from the NDOT-HSO.

The Nebraska Department of Agriculture has received a report of a horse in the Panhandle that has contracted West Nile virus (WNV). 

Horses can become infected with WNV after being bitten by an infected mosquito; however, they cannot transmit WNV to other horses or people after they contract the disease. While many horses can be exposed to the disease and not show symptoms, about 35% will become ill and will have to be potentially euthanized.

Horses that may be infected with West Nile virus may exhibit one or more symptoms that include:

· Weakness (hind end, front or back legs), incoordination

· Cranial nerve deficits (tongue weakness, difficulty swallowing)

There are four WNV vaccines that are licensed through the United States Department of Agriculture to use on horses. If you have not vaccinated your horse or are unsure if your horse has been vaccinated, please contact your local veterinarian. Vaccines have been shown to be the best strategy to help prevent WNV infection in horses.

Although surveillance efforts are taking place, Panhandle residents are urged to continue protecting themselves by following these prevention tips:

· Applying mosquito repellent containing DEET, picaridin or oil of lemon eucalyptus;

· Wearing long-sleeved shirt, pants and socks;

· Avoiding going out at dawn and dusk when mosquitoes are most active;

· Eliminating standing water to reduce mosquito breeding sites

· Keep window screens in good repair, and;

· Use larvicides that contain Bacillus thuringiensis in standing water that is not easily drainable.

Panhandle horse tests positive for West Nile virus

BROKEN BOW, Neb. (AP) — A 45-year-old Broken Bow man has been sentenced to life in prison without parole for killing his stepmother last year at her home. 

The Omaha World-Herald reports that Trenton Esch was sentenced Thursday after a Custer County jury found him guilty in June of first-degree murder and two gun felonies in the July 2020 shooting death of 62-year-old Crystal Esch. 

Prosecutors say Crystal Esch had a protection order against her stepson that he had already twice violated before he went to her home on  July 11, 2020, and shot her in front of two children also in the home. 

Trenton Esch then barricaded himself in his home for hours after the shooting before surrendering to state troopers.

Nebraska man sentenced to life for killing stepmother

RAPID CITY, S.D. (AP) — A former VFW leader has been sentenced in federal court to life in prison after pleading guilty to sexually exploiting a minor and attempted enticement of a minor using the internet. 

Thirty-one-year-old Adam R. Swift, of Box Elder, was sentenced on Tuesday. 

He is the former commander of VFW Post 1273 in downtown Rapid City.

 Authorities say the sexual exploitation charge was for making a 4-year-old engage in sexual conduct in order to take and distribute photos or videos of the act. 

The second charge relates to him trying to meet up with a 5-year-old girl for sex.

Box Elder man sentenced to life on child sex abuse charges

During the Aug. 17 Alliance City Council budget public hearing, council approved the 2021-2022 proposed budget on second reading.

The meeting was held at 6:30 p.m. The only people in attendance were council members and a member from the media.&nbsp;

The proposed budget contains anticipated and estimated revenues for the next fiscal year.&nbsp;

Below is the budget hearing narrative from Mayor Mike Dafney and council:

The submitted overall budget ordinance in front of council today totals $58.1 million, which is up almost $3.6 million from the prior budget. 

The primary difference relates to the inclusion of $4 million in storm damage repair from July 2020 and July 2021 which should be reimbursed by insurance.

After remaining unchanged for three years, the city’s property tax request will be increased by $158,165 with the addition of a public safety tax to improve police and fire protection. 

The city valuation is expected to increase less than 1% with final assessed values. 

The property tax levy will increase from 0.321477 to approximately 0.351477 for the 2021 tax year and equates to an estimated $30 increase in the average home real estate taxes.

 City sales taxes are projected to increase about 12.5% over last year’s budget to $2,250,000 based on recent receipts.

This year’s budget includes enterprise fee transfers to the general fund at a 12% rate of budgeted enterprise fee revenue. This source will provide approximately $2.193 million toward the general fund operations. 

City employee salaries are budgeted with a 1.5% (2% for police) cost-of-living adjustment with the overall total of salaries and benefits budgeted increasing by $775,300 (2.36%) to almost $8.664 million. Authorized strength will be increased a net of 10 FTE from the prior year with authorized strength at 118.37 full- time employees and budgeted temporary and seasonal wages at $218,500. The majority of increased FTEs and related salaries will be contingent on pending grants and consolidation agreements.

The budget includes capital projects of $19.6 million in the submitted budget which is an increase of $690,000 (or 3.6%) over the capital project requests of last year. 

· $4,950,000 for airport apron and taxiway overlay (contingent upon 100% grant funding)

· $4,000,000 for storm damage repair (covered primarily by insurance reimbursement)

· $1,400,000 for asphalt overlay projects (funded by bond issue)

· $1,000,000 for library HVAC upgrades (potential grants for a portion)

· $650,000 for balance of Third Street overlay (in participation with State of Nebraska)

· $440,000 for rejuvenation of the central parks tennis courts

· $350,000 for trail expansion (contingent on trails grant)

Enterprise capital projects include $4.3 million with the following major investments:

· $1,400,000 for electric urban and rural line rebuilds

· $500,000 for balance of public works expansion funded by the electric department

· $400,000 for continuance of remote read water meters

· $350,000 for balance of primary sewer lift station replacement

· $250,000 for landfill building replacement

· $180,000 for electric double bucket truck replacement

The budget includes the automatic 1% increase for all utilities, which was implemented by Council in 2012.

Alliance Council approve proposed budget on second reading

OGALLALA, Neb.-As the debate over COVID-19 vaccines becomes more heated, health officials said shot clinics scheduled in Ogallala were canceled Thursday due to threats.

The Southwest Nebraska Public Health Department made the announcement on their Facebook page.

"The shot clinics scheduled for today in Ogallala have been canceled due to threats against the safety of our staff," the post read.

Officials said anyone who had an appointment can contact them at 308-345-4223.

COVID shot clinics in Ogallala cancelled due to threats

Law enforcement authorities have made more arrests in connection with the vandalism of Indian Meadows Golf Course in North Platte.

The Lincoln County Sheriff's Office said the investigation to the Indian Meadows Golf Course continues, further arrests have been made.   Investigators have been working on the case since the beginning and have conducted at least twenty different interviews and they continue to do so, according to authorities.

Authorities said, as of today, four additional citations have been issued to juveniles who participated in the intentional destruction of Indian Meadows Golf Course and property. 

 The juveniles include a fifteen-year-old male from North Platte.   A fourteen-year-old male, a fifteen-year-old male, and a seventeen-year-old male all from Sutherland. 

It appears the Sutherland juveniles were summoned to the scene after the first group had left.  They arrived with one of the original degenerates to destroy more property. 

  All juveniles were issued citations for felony criminal mischief and released to their parents. 

 As of now, the estimated damage is $58,000.00. The investigation continues.

On August 3, 2021 at 7:30 a.m., Deputies responded to Indian Meadows Golf Course just west of North Platte, NE. An early morning golfer advised several golf carts were damaged as well as the course.

Deputies surveyed the area and each cart finding nine carts were damaged from completely totaled to minor damage.  Preliminary costs to repair the carts and golf course could run up to $50,000.00.   

Through physical evidence left by the suspects and homeowners around the area, it appears multiple suspects were involved in the damage. Deputies are working on numerous leads to the case and it is very likely the case will be solved.   Anyone with any information on the case should contact the Lincoln County Sheriff’s Office or Lincoln County Crime Stoppers at (308) 534-8400.   Case is ongoing.

On August 5, 2021, arrests were made in connection with the above case.  The first subject was a fourteen-year-old male North Platte resident. Because of his juvenile status, the subject was issued a citation for Felony Criminal Mischief and released to his parents. 

Deputies arrested eighteen-year-old Brocklynn Little of North Platte, NE.   Mr. Little was also charged with Felony Criminal Mischief, he was placed in the Lincoln County Detention Center.   A third North Platte male juvenile will be arrested next week as he is currently out of town.   

The investigation in this matter continues and additional charges may be added to all subjects.

“Nursing homes have already had numerous opportunities to offer the vaccine to residents and staff,” said Governor Ricketts.&nbsp; “We encourage everyone to get the vaccine, and if you have concerns talk to your doctor.&nbsp; The heavy hand of the government should not force vaccinations.&nbsp; Nebraska already has a shortage of healthcare workers, and the President’s mandate will push people out of the industry and only make it more difficult to take care of our elderly and most vulnerable.”

Each day will feature musicians performing from the deck on the north side of the house. Sometimes people drop in to play in front of the saloon on the west side of the town. We have a couple who play the pump organ and saws in the church. New talent is welcome, especially if your music tends toward folk or country.

Volunteers are needed all over! Contact Lori or Patricia if you can help with any of our activities. You might have a special skill like operating a treadle sewing machine that would fit right in. You might want to learn more about a few of the buildings so you can tell visitors more about them or answer questions. You might have a hobby that fits with the time period and can be taught to children.

Volunteers are being asked to make candy, popcorn balls, caramel apples, or other items that can be sold in the Kandy Snap. Volunteers will be needed to sell raffle tickets. Help will be needed to serve or take money at the food booth. Volunteers will be helping with set up on Friday, September 17, and with clean up after Fall Festival ends.

Dobby’s Frontier Town is an early 1900’s community started by Dobby Lee as a retirement hobby. Dobby’s Frontier Towners have continued his dream, and the village boasts twenty-seven buildings that would have been found in the town of Dobby’s childhood. Buildings are filled with donated items, many that were well used and loved. This will be the 32nd Fall Festival.

Dobby's History: Dobby's Fall Festival 

On Aug. 18 at 4:24 a.m. Scotts Bluff County Sheriff’s Deputies and other emergency personnel responded to a rollover crash near County Road U and County Road 36.&nbsp;

"Investigation revealed that the driver was west bound on County Road U when he lost control and entered the south ditch," Scotts Bluff County Sheriff Mark Overman said. "The vehicle went sideways then rolled side to side 1.5 times. During the roll the driver was ejected."

32-year-old Estevan A. Teniente died from injuries in the accident. Teniente was the driver of the vehicle. 

A 27-year-old male passenger sustained injuries as well.&nbsp;

Valley Ambulance transported the passenger to Regional West Medical Center in Scottsbluff with minor injuries.

Both are Scotts Bluff County residents.&nbsp;

"Neither of the occupants were wearing seatbelts," Overman said. "Alcohol is being investigated as a factor in the accident."

The Minatare/Melbeta Fire Department responded with personnel and equipment.&nbsp;Air Link also assisted with this accident.&nbsp;

The passengers name has not been released.&nbsp;

Severe weather possible for areas of Panhandle 

OMAHA, Neb. (AP) — A new monthly survey of bankers in rural parts of 10 Plains and Western states suggests continued economic growth in the region, but some say worsening drought could threaten their banks.

 The overall Rural Mainstreet economic index dropped slightly in August to 65.3 from July’s 65.6. Any score above 50 suggests growth. 

The survey shows nearly 16% of bankers reported that continuing drought conditions are the greatest threat to banking operations over the next year, while more than 40% of bank CEOs see low farm loan demand as their bank’s greatest challenge over the next year. 

Bankers from Colorado, Illinois, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, South Dakota and Wyoming were surveyed.

Some rural bankers worried drought will threaten operations

STURGIS, S.D. (AP) — Nine men have been arrested as the result of a sex trafficking sting operation during the Sturgis Motorcycle Rally.

 The South Dakota U.S. Attorney’s Office says the operation began Aug. 6 and ended Aug. 12. 

 Eight of the men are from South Dakota. 

They are charged with attempted enticement of a minor using the internet. 

The charge carries a minimum sentence of 10 years in prison.

 One man from New York is charged with attempted commercial sex trafficking of a minor. 

That charge carries a minimum sentence of 15 years in prison.

LINCOLN – The Hunters Helping the Hungry program has received a $1,500 grant award from National Rifle Association Hunters for the Hungry to aid the program in helping Nebraskans in need.

These funds will be used to cover some deer processing costs, supplementing cash donations. Additional cash donations from individuals and businesses still are needed to bridge the gap between the desire by hunters to donate deer and costs to process deer. Low HHH funds have required limiting deer donation since 2017.

The HHH program is funded solely by tax-deductible contributions. Each year the program invites deer processors to apply and contracts with selected lockers to accept donated deer from hunters. The ground venison produced is distributed by charitable organizations to Nebraskans in need.

Hunters may begin donating deer to HHH on Sept. 1, the start of the archery deer season. Nine processors will be available around the state. Two additional processors will accept deer for the program starting Nov. 13.

Hunters Helping the Hungry receives NRA Hunters for the Hungry grant

In late July the federal government announced an alarming statistic – that life expectancy in America has fallen significantly in the last two years. Between 2018 and 2020, the decrease in average life expectancy at birth in the U.S. was roughly 1.9 years. This is 8.5 times the average decrease in 16 comparable countries, which was about 2.5 months. For White Americans that drop in life expectancy was 1.4 years. For Black Americans, 3.25 years, and for Hispanic Americans, 3.9 years. Citizens of those other 16 industrialized nations will now live nearly 5 years longer than citizens of the United States.

Covid-19 has caused the largest decline in U.S. life expectancy since World War II, when fighting caused the death of more than four hundred thousand Americans. But Covid is not the only reason that life expectancy in this country has fallen to its lowest level in almost two decades.

America has become far more unequal than it used to be, and the dropping mortality rates are primarily among those in the working class and those in poverty.

Working-class Americans were more likely to contract severe versions of Covid last year. Many could not work from home. These tended to be in jobs like meat packing plants, warehouses, or retail stores; jobs that have people working close to others and that traditionally pay less. After getting sick from Covid many received lower-quality medical care.

When vaccines first became available, they were limited to risk factors and age and were not offered to people in some of the jobs that had high exposure rates. Now working-class people and those in poverty have higher rates of vaccine skepticism and many are not getting the shots.

There is argument among researchers about the other reasons life expectancy has dropped so much for working-class Americans and those in poverty. Many refer to “deaths of despair.” They argue that Americans have always believed that life would be better for them than it was for their parents. But that has not been true for the last thirty years. High-paying jobs protected by labor unions have disappeared. This has caused a major rise in alcoholism, drug use, overdoses, and suicides for the working class.

Other researchers admit that those statistics are true. However, the numbers don’t recognize the fact that less educated, lower earning Americans have increasing health challenges. These Americans face much higher rates of cardiovascular disease and cancers.

Working-class Americans live incredibly stressful lives. Many work more than one job because their wages are not enough to support their families. Their transportation might not be reliable, and in cities many spend hours a day riding buses. Child care is difficult to arrange. With little time to cook, families rely on fast food, and the high fat content and lack of nutrition leads to

obesity. Substandard housing might expose them to environmental issues like lead, mold, or extreme heat or cold.

People in poverty are often people who have disabilities or mental health issues. Many have had to flee from their homes due to abuse. Families may have lost income due to a job loss, death, or divorce. They face the same problems as working-class Americans, but to an even greater degree.

Health officials calculate life expectancy at birth to better understand a country’s health over time. Estimates of life expectancy during the Covid-19 pandemic don’t predict how long a group of people will live but rather illustrate who was most affected. The enormous drop in life expectancy tells us is not how long a baby born in 2020 will live, but instead reflects how high the death rate for the entire population was during 2020.

For several years, possibly decades, there will be financial, physical, and mental health challenges. The significant decrease in life expectancy for Americans, for whatever reason, should be a concern for all of us.

Poverty In Our Area: Life expectancy is falling

OMAHA, Neb. (AP) — Nebraska officials are dealing with a COVID-19 outbreak at a state correctional facility as virus cases surge statewide.

 After 33 inmates tested positive for COVID-19 at the Diagnostic and Evaluation Center in Lincoln, officials paused all visits and volunteer activities. 

They also asked county jails to delay sending new inmates if they can.

 Department of Correctional Services Director Scott Frakes said the increase in cases in the prison system follows an increase in the community. 

On Wednesday, the state reported 2,676 new virus cases in the past week.

 The current case numbers are more than 10 times higher than what the state reported in late June.

Many area fire departments responded to a grass fire near Angora on Aug. 17.&nbsp;

17 area departments helped contain the fire in Morrill County including the Alliance and Bridgeport Volunteer Fire Departments.&nbsp;

 According to the Bayard Fire Department there were 80 volunteers and 45 apparatus. There was also assistance by aerial resources.&nbsp;

"Early estimate on the size of the fire is around 6,000 acres," Bayard Fire Department said. "The fire has been contained and the scene has been turned back to the landowners. A huge thank you to all of the agencies and private individuals who showed up to help."

Alliance – The City of Alliance announced that there will be a power outage for the 100 block of South Potash, the 200 blocks of South Potash and South Hudson, scheduled for Friday, Aug. 20 from 8:30 a.m. until 12:30 p.m.

This outage is required to replace a power pole on Iowa street. We appreciate everyone's patience during this time.
