OMAHA, Neb. (AP) — Law enforcement agencies across Nebraska are warning residents of an increased risk following a spate of drug overdose deaths in the state. 

The Omaha and Lincoln police departments, along with the Nebraska State Patrol and federal Drug Enforcement Administration have issued a joint news release saying there have been 21 overdoses — eight resulting in death — in Lincoln and Omaha over a six-day span starting Aug. 10.

 Officials say the majority of the overdoes involved the use of cocaine that has been laced with the powerful synthetic opioid fentanyl. 

Fentanyl is 50 times more potent than heroin and 100 times stronger than morphine, and dose equivalent in size to a few grains of salt can be lethal.

The Alliance Volunteer Fire Department continue to battle a fire at the Alliance Landfill.&nbsp;

The woodchip, ground fire is west of the landfill entrance, south of Kansas Street.&nbsp;

Some of the fire has pushed into land north of Kansas Street as firefighters continue to&nbsp;extinguish the flames.&nbsp;

Kansas Street is closed to the public as of 5 p.m. today.

"Please stay away from the area to allow emergency crews access," Alliance Police Department said. "The animals at the Animal Shelter have been evacuated as a precaution and they are safe."

The Alliance Police Department and city crews are assisting with this fire.&nbsp;

Fire crews are also battling two range fires near Angora, south of Alliance in Morrill County.

This fire has caused Highway 385 to be shutdown in locations near the fire.

Panhandle Post will have more information as it becomes available.

Alliance Volunteer Fire Department battle ground fire at landfill 

On Aug. 16 at approximately 3:30 p.m. the Scottsbluff Police Department responded to a vehicle accident at the intersection of Highway 26 and East 27th Street.&nbsp;

A white 2006 GMC Sierra pickup driven by 38-year-old Jessica Donnelly of Minatare crashed into a red 2006 Chevrolet Impala driven by 18-year-old Christina Larsen. Larsen was also from Minatare.&nbsp;

"The investigation found that the Impala was northwest bound on Highway 26 and the GMC was southeast bound Highway 26," Scottbluff Police Sgt. Steven Lopez said. "As both vehicles were in the intersection the Impala made a left turn in front of the GMC.  Witnesses reported the traffic signal was green for both directions of Highway travel at the time of the accident."

Both southeast lanes of the highway at the intersection were closed for approximately one hour.

 Both drivers were transported to Regional West Medical Center by Valley Ambulance. A passenger in the Impala was also transported to Regional West by Valley Ambulance.

Lopez said all injuries are non-life threatening. 

The vehicles are total losses and were towed from the scene. 

 Valley Ambulance and Scottsbluff Fire Department also responded to the accident.&nbsp;

Another summer has come and gone and the Chadron Public School district is ready for the return of its students for the 2021-2022 school year. 

The Chadron Police Department would like to pass on some friendly reminders before the start of this school year. 

Students will be back in the classrooms on Tuesday, Aug. 17. 

Please remember this will bring an increase of pedestrian and vehicular traffic especially around our schools. Also remember with each new school year we see new young drivers in our community.

Please be watchful and vigilant of the increased volume of pedestrian traffic, particularly when students are walking to and from school. Bicyclist on the roadway will be more prevalent as well. State law requires that the driver of any vehicle must yield right of way to pedestrians in crosswalks, so please ensure our children are able to cross the streets safely and remember the speed limit in a school zone is 15 MPH.

Remember to give yourself a little extra time to get to where you are going and take a second look before entering intersections. Finally, as always please remember to wear your seatbelt.

Let’s make this a safe, educational and enjoyable school year.

Chadron police reminds community about school safety 

CHADRON – A Biking USA presentation about a proposed 4,000-mile bike ride in Summer 2022 will be Aug. 31 at 7 p.m. in the Sandoz Center. Social Sciences Professor Dr. Kurt Kinbacher said Biking USA students and faculty members will discuss the route and capstone ideas for the Summer 2022 trip.

Riders will begin in Chadron and go east toward Washington D.C. where group members will take a plane or train to Washington State and cycle back to Chadron. Along the way, students will complete a multidisciplinary capstone project encompassing their CSC education and experiences from the trip.

Kinbacher will also share information about the Biking USA&nbsp;<a href="https://app.mobilecause.com/vf/CSCrowd/team/BikingUSA" target="_blank">Crowdfunding page</a>&nbsp;hosted by the Chadron State Foundation. Donors may use the online donation form to support students who embark on the nationwide ride.

Alliance Public Library to hold 'School Days' reading challenge

In the next year, the U.S. Supreme Court is expected to make its most important decision regarding abortion law and states’ rights in over a quarter-century.&nbsp; The Court’s ruling could overturn&nbsp;Roe v. Wade&nbsp;and give states more latitude in passing pro-life initiatives, including legislation limiting abortion in the early stages of pregnancy.&nbsp;

In 1973, the U.S. Supreme Court’s&nbsp;Roe v. Wade&nbsp;decision deprived Nebraska and other states of the authority to prohibit abortions before a baby can viably live outside of his or her mother’s womb.&nbsp; Prior to&nbsp;Roe, many states banned or limited the killing of unborn babies.&nbsp;&nbsp;After the court’s decision, judges have applied the viability standard to abortion law, but with scientific and medical advances the point of viability has been changing as premature babies survive earlier and earlier. &nbsp;

The&nbsp;Roe&nbsp;decision not only ignored the humanity of unborn children, but it was also decided on the basis of novel legal doctrine.&nbsp; In his dissenting opinion, Justice William Rehnquist, who heard the case and later served as Chief Justice, strongly condemned the Court’s majority opinion.&nbsp; “To reach its result,” he wrote, “the Court necessarily has had to find within the scope of the Fourteenth Amendment a right that was apparently completely unknown to the drafters of the Amendment.” &nbsp;He presented convincing historical evidence showing that Congress, in passing the Fourteenth Amendment, had never intended to prevent states from enacting legislation to restrict abortion.

In effect, the U.S. Supreme Court’s&nbsp;Roe&nbsp;decision singlehandedly amended the U.S. Constitution to protect abortion.&nbsp; In doing so, the Court usurped the authority given to Congress and the states in Article V of the Constitution to decide on amendments to our country’s most important governing document. &nbsp;Because this decision circumvented the amendment process and usurped states’ rights, it has lacked legitimacy since it was decided. &nbsp;

Fast forward to the present: The State of Mississippi has taken legal action to challenge&nbsp;Roe v. Wade&nbsp;by asking the Supreme Court to review the authority of states to regulate abortion. &nbsp;In May, the Supreme Court agreed to hear the case, which is known as&nbsp;Dobbs v. Jackson Women’s Health Organization.&nbsp; The question at hand in the&nbsp;Dobbs&nbsp;case is whether Mississippi law can prohibit abortion after 15 weeks of gestation.&nbsp; Both chambers of Mississippi’s legislature passed the bill with overwhelming majorities.&nbsp; After Mississippi Governor Phil Bryant signed it into law, an abortion clinic—Jackson Women’s Health Organization—sought to have the law overturned.&nbsp; The Supreme Court is expected to hear the&nbsp;Dobbs&nbsp;case during its 2021-2022 term, which means it will likely be decided sometime next year.

Nebraska is a pro-life state, and we will be watching the&nbsp;Dobbs&nbsp;case closely.&nbsp; Nebraska state law says that it is “the will of the people of the State of Nebraska and the members of the Legislature to provide protection for the life of the unborn child whenever possible.”&nbsp; In Nebraska, we have a long tradition of protecting unborn life through state law.&nbsp; In recent years, State Senators Joni Albrecht, Suzanne Geist, and others have championed legislation to protect the lives of babies and support mothers.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;In 2017, Senator Joni Albrecht championed the Compassionate Care for Medically Challenging Pregnancies Act.&nbsp; Tragically, some unborn children are diagnosed with lethal fetal anomalies. &nbsp;The Compassionate Care Act ensures that doctors fully equip women with information on perinatal hospice care at the time of these difficult diagnoses. &nbsp;By doing so, patients and their families gain immediate awareness of resources and support services to help them cope with this heartbreaking challenge.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;In 2018, the Legislature approved LB 1040, another bill sponsored by Senator Albrecht, to provide commemorative certificates to mothers who miscarry.&nbsp; The bill affirms the dignity of life and humanely acknowledges the loss that a mother undergoes through miscarriage.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;In 2019, Senator Albrecht successfully secured the passage of a bill to bolster the state’s informed consent protections.&nbsp; It requires doctors to direct women to information on how to reverse the abortion pill when the drug is prescribed.&nbsp;

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;In 2020, Senator Geist put forward LB 814 to end the barbaric practice of dismemberment abortion in Nebraska.&nbsp; It’s the most consequential pro-life legislation enacted in our state over the past decade.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;This year, State Senators worked together to pass a new tax credit for families who have a stillborn baby to help offset medical bills, burial expenses, and costs of preparing for the baby’s arrival.

And it’s not just state government stepping up.&nbsp; Nebraska’s crisis pregnancy centers are doing great work every day across our state to provide services to expectant mothers and help them learn about pro-life alternatives to abortion.&nbsp; Leaders like Toni Clarke of Assure Women’s Center in Omaha and Sarah Kroner of Women’s Care Center in Lincoln are dedicated, compassionate advocates for the welfare of women and babies.&nbsp;

Pete RickettsIn the next year, the U.S. Supreme Court is expected to make its most important decision regarding abortion law and states’ rights in over a quarter-century.&nbsp; The Court’s ruling could overturn&nbsp;Roe v. Wade&nbsp;and give states more latitude in passing pro-life initiatives, including legislation limiting abortion in the early stages of pregnancy.&nbsp;In 1973, the U.S. Supreme Court’s&nbsp;Roe v. Wade&nbsp;decision deprived Nebraska and other states of the authority to prohibit abortions before a baby can viably live outside of his or her mother’s womb.&nbsp; Prior to&nbsp;Roe, many states banned or limited the killing of unborn babies.&nbsp;&nbsp;After the court’s decision, judges have applied the viability standard to abortion law, but with scientific and medical advances the point of viability has been changing as premature babies survive earlier and earlier. &nbsp;The&nbsp;Roe&nbsp;decision not only ignored the humanity of unborn children, but it was also decided on the basis of novel legal doctrine.&nbsp; In his dissenting opinion, Justice William Rehnquist, who heard the case and later served as Chief Justice, strongly condemned the Court’s majority opinion.&nbsp; “To reach its result,” he wrote, “the Court necessarily has had to find within the scope of the Fourteenth Amendment a right that was apparently completely unknown to the drafters of the Amendment.” &nbsp;He presented convincing historical evidence showing that Congress, in passing the Fourteenth Amendment, had never intended to prevent states from enacting legislation to restrict abortion.In effect, the U.S. Supreme Court’s&nbsp;Roe&nbsp;decision singlehandedly amended the U.S. Constitution to protect abortion.&nbsp; In doing so, the Court usurped the authority given to Congress and the states in Article V of the Constitution to decide on amendments to our country’s most important governing document. &nbsp;Because this decision circumvented the amendment process and usurped states’ rights, it has lacked legitimacy since it was decided. &nbsp;Fast forward to the present: The State of Mississippi has taken legal action to challenge&nbsp;Roe v. Wade&nbsp;by asking the Supreme Court to review the authority of states to regulate abortion. &nbsp;In May, the Supreme Court agreed to hear the case, which is known as&nbsp;Dobbs v. Jackson Women’s Health Organization.&nbsp; The question at hand in the&nbsp;Dobbs&nbsp;case is whether Mississippi law can prohibit abortion after 15 weeks of gestation.&nbsp; Both chambers of Mississippi’s legislature passed the bill with overwhelming majorities.&nbsp; After Mississippi Governor Phil Bryant signed it into law, an abortion clinic—Jackson Women’s Health Organization—sought to have the law overturned.&nbsp; The Supreme Court is expected to hear the&nbsp;Dobbs&nbsp;case during its 2021-2022 term, which means it will likely be decided sometime next year.Nebraska is a pro-life state, and we will be watching the&nbsp;Dobbs&nbsp;case closely.&nbsp; Nebraska state law says that it is “the will of the people of the State of Nebraska and the members of the Legislature to provide protection for the life of the unborn child whenever possible.”&nbsp; In Nebraska, we have a long tradition of protecting unborn life through state law.&nbsp; In recent years, State Senators Joni Albrecht, Suzanne Geist, and others have championed legislation to protect the lives of babies and support mothers.·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;In 2017, Senator Joni Albrecht championed the Compassionate Care for Medically Challenging Pregnancies Act.&nbsp; Tragically, some unborn children are diagnosed with lethal fetal anomalies. &nbsp;The Compassionate Care Act ensures that doctors fully equip women with information on perinatal hospice care at the time of these difficult diagnoses. &nbsp;By doing so, patients and their families gain immediate awareness of resources and support services to help them cope with this heartbreaking challenge.·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;In 2018, the Legislature approved LB 1040, another bill sponsored by Senator Albrecht, to provide commemorative certificates to mothers who miscarry.&nbsp; The bill affirms the dignity of life and humanely acknowledges the loss that a mother undergoes through miscarriage.·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;In 2019, Senator Albrecht successfully secured the passage of a bill to bolster the state’s informed consent protections.&nbsp; It requires doctors to direct women to information on how to reverse the abortion pill when the drug is prescribed.&nbsp;·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;In 2020, Senator Geist put forward LB 814 to end the barbaric practice of dismemberment abortion in Nebraska.&nbsp; It’s the most consequential pro-life legislation enacted in our state over the past decade.·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;This year, State Senators worked together to pass a new tax credit for families who have a stillborn baby to help offset medical bills, burial expenses, and costs of preparing for the baby’s arrival.And it’s not just state government stepping up.&nbsp; Nebraska’s crisis pregnancy centers are doing great work every day across our state to provide services to expectant mothers and help them learn about pro-life alternatives to abortion.&nbsp; Leaders like Toni Clarke of Assure Women’s Center in Omaha and Sarah Kroner of Women’s Care Center in Lincoln are dedicated, compassionate advocates for the welfare of women and babies.&nbsp;Moving forward, we will continue to work together to protect life in Nebraska.&nbsp; If you have questions about any of these pro-life initiatives or any other matter, please contact my office at&nbsp;<a href="mailto:pete.ricketts@nebraska.gov" target="_blank">pete.ricketts@nebraska.gov</a>&nbsp;or 402-471-2244.&nbsp; As the Supreme Court takes up the&nbsp;Dobbs&nbsp;case, it is my hope that their decision will return abortion law to the states, so Nebraska and others can take action to protect the right to life.

Girl Scouts add new cookie to 2022 lineup

The Panhandle is seeing a slight uptick in people getting COVID vaccinated. As COVID cases and hospitalizations increase in the area, vaccination remains one of the best protections against the virus. Don’t wait, COVID vaccines are highly accessible throughout the Panhandle and the Centers for Disease Control &amp; Prevention (CDC) has issued updated vaccine recommendations.

COVID Vaccines for Pregnant, Breastfeeding, or Trying to get pregnant now or might become pregnant in the future

COVID vaccination is recommended for all people aged 12 years and older, including people who are pregnancy, breastfeeding, trying to get pregnant now, or might become pregnant in the future. Pregnant and recently pregnant people are more likely to get severely ill with COVID compared with non-pregnant people. Getting a COVID vaccine can protect you from severe illness from COVID.

COVID Vaccines for Moderately to Severely Immunocompromised People

Currently, CDC is recommending that moderately to severely immunocompromised people receive an additional dose if vaccinated with Moderna or Pfizer. This includes people who have:

People should talk to their healthcare provider about their medical condition, and whether getting an additional dose is appropriate for them. A doctor’s order is not required. There is no current recommendation for people vaccinated with Johnson &amp; Johnson.

Vaccinations have protection against all known variants, including Delta. For any youth age 12 and older preparing to return to school, make sure getting your COVID vaccine is on the list. COVID vaccine is available across the Panhandle. There is no charge for the vaccine.

Big Boy No. 4014 will be on display in New Orleans, where it will turn around to head back to Cheyenne, Wyoming. 

It will also stay overnight in Shreveport. 

The American Locomotive Co. built 25 Big Boys in the 1940s to haul freight over Utah’s Wasatch Mountains on a route between Wyoming and Utah.

 The Guinness Book of World Records lists them as the largest steam locomotives ever built. Eight remain. 

Union Pacific spokesman Mike Jaixen tells The American Press the others all are in museums.

LINCOLN –&nbsp;Today, Governor Pete Ricketts urged Nebraskans to provide feedback to the Environmental Protection Agency (EPA) and Army Corps of Engineers as the federal agencies propose to expand the definition and federal oversight of the “Waters of the United States” (WOTUS).

“When the Obama Administration unlawfully tried to expand EPA authority through its 2015 WOTUS rule, Nebraska successfully fought back in court,” said Gov. Ricketts.&nbsp; “The Biden Administration is again seeking to give the EPA broader power to control how Nebraskans manage our water by proposing to redefine WOTUS. &nbsp;I encourage Nebraskans to weigh in as the EPA collects input.&nbsp; As a state, we need to push back on this expansive federal overreach.”

Under the Obama Administration, the EPA issued a rule in 2015 that extended the agency’s regulatory authority by expansively defining WOTUS.&nbsp; Later that year, the State of Nebraska joined a coalition of states to obtain a legal injunction to stop enforcement of the overreaching rule.&nbsp; In 2018, the Supreme Court issued a ruling supporting Nebraska’s legal position that district courts could hear challenges to the WOTUS rule.

In 2020, President Trump issued an executive order to review the burdensome Obama-era WOTUS rule and proposing to rescind it.&nbsp; His first day in office, President Biden revoked Trump’s WOTUS order.&nbsp; The Biden-Harris Administration is now reviewing WOTUS with the intent of giving the federal government greater control over water resources. &nbsp;&nbsp;&nbsp;&nbsp;

LINCOLN –&nbsp;Today, Governor Pete Ricketts urged Nebraskans to provide feedback to the Environmental Protection Agency (EPA) and Army Corps of Engineers as the federal agencies propose to expand the definition and federal oversight of the “Waters of the United States” (WOTUS).“When the Obama Administration unlawfully tried to expand EPA authority through its 2015 WOTUS rule, Nebraska successfully fought back in court,” said Gov. Ricketts encourages Nebraskans to weigh in on 'Waters of the U.S.' rule

CHADRON – Twenty Chadron State College graduate students received their Master of Arts in Education degrees Aug. 3 in a special ceremony at the Anchorage School District Office. CSC President Dr. Randy Rhine, Vice President for Academic Affairs Dr. Jim Powell, and Education Department Chair Dr. Don King presented diplomas to graduates, while Vice Chancellor for Academic Planning and Partnerships Dr. Jodi Kupper represented the Nebraska State College System.

All of the CSC graduates are teachers in the Anchorage School District, and many have been hired as administrators since earning their master’s degrees, according to Powell.

Former Vice President for Academic Affairs Dr. Charles Snare and Powell, who both had previous work experience in Alaska, worked to establish CSC’s presence in Alaska after a university there lost its teaching accreditation status. Powell, King, and Dr. Patti Blundell, Education Professor, made subsequent recruiting trips to enroll students and work with CSC on-site coordinators Dr. Kersten Stumpler-Johnston, senior director of secondary education, and Dr. Jennifer Knutson, senior director of professional learning.

Although the courses were all online, students in the Anchorage cohort also met occasionally for discussion groups. The graduates represent a 100 percent completion rate of students enrolled between 2019 and 2021.

Powell said the district superintendent, Dr. Deena Bishop, was pleased with the program and the CSC graduates.

“She spoke highly of their preparation and abilities,” Powell said.

A third cohort is currently enrolled and the Education department is recruiting a fourth cohort.

CSC hosts first graduation ceremony in Alaska

Two people were taken to a hospital after a vehicle-vs-motorcycle accident north of Alliance on Highway 87.

On Aug. 13 at 11:58 a.m. a 2010 Honda Accord driven by 22-year-old Alexander Schaumann of Minnesota rear ended a 2016 Harley-Davidson motorcycle driven by 71-year-old James Adrian of Texas.&nbsp;

"They were both south bound," Alliance Sheriff Deputy Marcus Hjesman said. "The motorcycle was trying to turn left into the Carhenge parking lot. The Honda failed to stop in time and rear ended the motorcycle."

Highway 87 was shut down for approximately 1 hour.&nbsp;

James Adrian and his 70-year-old wife Judy were both transported to Box Butte General Hospital for injuries in the crash.&nbsp;

The Alliance Police Department assisted the Box Butte County Sheriff's Office with this accident.&nbsp;

2 people injured in vehicle-vs-motorcycle crash north of Alliance 

STURGIS, S.D. (AP) — Authorities have recorded four fatalities during this year's Sturgis Motorcycle Rally. 

The rally began Aug. 6 and concludes Sunday. 

The Rapid City Journal reports that state Department of Safety data shows two deaths occurred on Saturday, one when a 66-year-old man lost control of his motorcycle in Sturgis and hit a curb, the other when a driver failed to negotiate a curve on U.S. Highway 14A just east of Sturgis.

 A 46-year-old female passenger was pronounced dead at the scene.

 Saturday also saw five crashes involving serious injuries, bringing the total number of injury crashes during the rally to 60.

SCOTTSBLUFF -&nbsp;Western Nebraska Community College will continue to follow the Safe Operating Protocols (SOP) for students, faculty, staff, and community members, that was adopted in May, for the Fall 2021 semester.

WNCC will maintain the policy that face coverings are required in classrooms, conference rooms, as well as spaces where large crowds gather, such as Cougar Palace and the Judy Chaloupka Theater. Face coverings are not required in common spaces, hallways, work areas, or student dorm rooms; however, individuals may choose to continue wearing them if they feel more comfortable.

"We understand that wearing masks can be a hassle and frustrating, but due to the recent spike in COVID-19 cases in our service area, as well as welcoming in students from across the nation and around the globe, we feel that it is in the best interest of our students, and our community, to continue the mask mandate in our classrooms that has been in place since May," WNCC Interim President John Marrin said. "We will continue to consult with PPHD and local health professionals to monitor the COVID-19 pandemic in the Panhandle and will adjust our protocols as necessary."

WNCC will host two vaccination clinics on the Scottsbluff Campus, one for students on Aug. 20, and a second for the entire campus community on Aug. 27. There will also be vaccination clinics hosted on the Alliance and Sidney campuses. More information is forthcoming. Vaccines are not required for students, staff, or community members of any campus.

OMAHA, Neb. (AP) — Cases of COVID-19 are on the rise in Nebraska as the highly contagious delta variant continues to spread, but those reported totals may be undercounting the actual number of cases because the number of tests being performed each day is down significantly compared to last fall. 

Infectious disease expert Dr. James Lawler with the University of Nebraska Medical Center said the state isn't testing enough.

 Data published by the U.S. Department of Health and Human Services shows that Nebraska reported more than 16,000 test results one day last November during the fall surge. 

This summer, the state hasn’t reported more than 2,000 tests a day once since July 27.

The Nebraska Department of Correctional Services said in a news release Friday that an inmate in his 40s died Thursday in a Lincoln hospital — the second Nebraska inmate with the virus to die in the hospital Thursday. 

The department declined to give either inmate's name, citing privacy issues, even though the department routinely names inmates who die in custody. 

The first inmate to die was a man in his 50s. 

Both men reportedly had underlying medical conditions.

The trend highlighted an already severe worker shortage in the nation’s farming and ranching regions and drew calls from those industries for immigration reform to help ease the problem. 

The census data released last week showed that population gains in many rural areas were driven by increases in Hispanic and Latino residents.

 Many of them come as immigrants to work on farms or in meatpacking plants or to start their own businesses.
