CHADRON – Six Chadron State College students who are members of Phi Beta Lambda placed in the Top 10 of the summer FBLA/PBL National Leadership Conference. More than 12,000 students participated in the online competitive events, leadership sessions, and networking opportunities. The PBL adviser for CSC is Dr. Gary Dusek.

Chadron State College students who finished in the top 10 include, Tommy Ganos of Gering, Neb., Andrew Kurtenbach of Rapid City, S.D., Siddhant Shelke of McKinney, Texas, Jennifer Campos, of Alliance, Neb., Phillip Soto of Scottsbluff, Neb., and Aubree Noble of Chadron.

Kurtenbach and Shelke took first in Global Analysis and Decision Making, and Kurtenbach was second in Sports Management and Marketing. Ganos claimed CSC’s other second place finish in Financial Analysis and Decision Making. Campos and Soto combined to get third in Integrated Marketing Campaign, and Noble took fourth in Strategic Analysis and Decision Making and sixth in Retail Management.

In an announcement sent to CSC, Jennifer Claus, State Adviser for Nebraska PBL, noted that Nebraska PBL received 64 Top 10 awards, the most for any state for the second year in a row.

“This is a testament to the amazing talent we have in Nebraska, as well as the incredible educators in our colleges and universities. Nebraska PBL prides itself in not only the talent of our members as proven by the national competitive events, but also the development we provide the next generation of business leaders,” Claus said. “We hope to continue having incredible students like these in the program and keeping Chadron highlighted on the national level.”

6 Chadron students place at national contest

On July 19 at approximately 11:14 a.m. a blue 2002 Mercury Marquis&nbsp; driven by 68 year-old Arlene Goergen of Crawford was traveling east on Highway 26 approaching the Avenue B intersection in Scottsbluff.

"The Marquis driven by Goergen failed to stop at the traffic signal and struck the red CRV driven by Brotzman,"Scottsbluff Police Patrol Sergeant Dominick Peterson said. "Both drivers refused medical treatment by Scottsbluff Fire and Valley EMS."

Goergen was cited for a traffic signal and seatbelt violation.

PPHD: Delta variant remains a concern in the Panhandle

NORTH PLATTE, Neb.-Things are booming in the realm of economic development in North Platte.

Last night, the city's Quality Growth Fund Committee and the North Platte/Northwestern Economic Development Fund Committee met to discuss requests for funding from Sustainable Beef, LLC.

The proposed $9 million processing plant would be constructed on the city's east side, near the wastewater treatment plant.

David Briggs of Sustainable Beef addressed the committees.

"We're trying to build a packing plant to help the cattleman in this area, help the city of North Platte, and also help our industry in the United States," said Briggs.

Briggs said the need for this type of facility became apparent in 2019, referencing a fire at the Holcomb, Kansas, Tyson plant.

"Overnight, about 7,000 head a day disappeared from processing," Briggs said. "This really disrupted the entire industry."

Briggs said the plant will process about 1,500 head of cattle each day.

"We're going to have the same overhead whether we did 500 head a day or 1,500 a day," Briggs said. "Processing 1,500 head a day will make us much more efficient."

Briggs said they see the need for about three or four plants of this nature across the region.

Briggs also said the proposed location of the plant would be ideal for this type of operation and will bring numerous ancillary businesses to the area.

Briggs said they have the support of local, state, and federal leadership for the project.

The plant would operate with around 875 employees.

Finally, Briggs referenced an economic impact study by Creighton University economist, Ernie Goss, which estimates a $1 billion benefit to the city every year with 2,000 employees being added city-wide.

The project is requesting $500,000 from both the Northwestern Fund and the Quality Growth Fund, for a total of $1 million.

Sustainable Beef was initially applying for grant funds, but on the recommendation by QGF committee member Pat Keenan, the request transitioned into a forgivable loan.

After discussion, the committee made a motion to approve the funds, contingent upon the approval of the project's redevelopment plan by the city council. A letter of credit will also be required.&nbsp;

The loan will be forgivable when the plant reaches $20 million in payroll.

The meeting was then opened up for public comment.

Concerns addressed the depletion of funds and the availability of funds for small businesses, as well as the proposed location of the plant. Concerns over the environmental impact were also voiced.

The recommendation will now be forwarded to the city council for consideration at its August 3 meeting.

Heritage Days parade winners announced

Lincoln — During the month of June 2021, thirty people were killed in traffic crashes on Nebraska roadways, according to data collected by the Nebraska Department of Transportation.

-&nbsp; &nbsp; These 30 fatalities occurred in 22 fatal crashes.

-&nbsp; &nbsp; &nbsp; Ten of the twenty-six vehicle occupants killed were not using seatbelts, seven were using seatbelts, and nine had seatbelt usage marked as unknown.

-&nbsp; &nbsp; &nbsp; Twenty-nine of the fatalities were in rural locations*.

-&nbsp; &nbsp; &nbsp;There were four fatalities on the interstate, nineteen on other highways, and seven on local roads.

-&nbsp; &nbsp; Two of the fatalities were Motorcyclists.

NDOT reports 30 deaths on Nebraska roads in June

OGLALA, S.D. (AP) — Oglala Sioux police say a tribal officer shot and wounded an armed individual after responding to a domestic disturbance on the Pine Ridge Reservation and finding a man dead. 

Police say they received a call about 1:30 a.m. Monday to a Highway 41 address in Oglala. 

The responding officer found a man who was deceased and another individual “brandishing a weapon.”

 The officer shot the person with the weapon, who was then taken into custody. 

The officer was not injured. No other details were provided.

 This is a free program which distributes food to families in Alliance, serving one disruption per car.

To ensure safe access to the Senior Center located at 212 Yellowstone Avenue, the Alliance Police Department are asking patrons to begin at the northeast corner of East 2nd Street and Yellowstone Avenue. 

Traffic will line up down East 2nd to Potash Avenue on the north side of the street. Please make sure to leave intersections open. 

Any overflow traffic will continue on Potash Avenue to East 3rd Street parking along the south curb on East 3rd Street.

 The state Department of Health and Human Services is telling schools that students who had contact with an infected person would not have to quarantine as long as they don’t have any symptoms of COVID-19. 

But the federal Centers for Disease Control and Prevention says that students who aren’t vaccinated and have close contact with an infected person should still quarantine. 

Each school district will be left to decide which advice to follow after consulting with local health officials.

“This is one of our annual events we host. 60 golfers, the most we have ever had, enjoyed a great day of golf. The DRGC provided the great beef meal to 90 who came that evening," said Kelly Kennedy, Purdum, treasurer for the NCSA.

John Kraye, Mullen, president of the local cattlemen affiliate welcomed all for coming.

Besides Kraye and Kennedy, other NCSA board members include Frank Utter, Eric Schipporeit, and Dan Wacher, Brewster, Stefani Niesen, Purdum, Troy Saner, Adam Zutavern, Dunning and Miles Mundorf, Mullen. Kraye went on to thank the sponsors for the day’s events – Western Nebraska Bank, Agri Affiliates, Harsh Mercantile, and Al and Sallie Atkins, Halsey.

Prior to supper, Katie Tangen, Marketing Education Specialist with Ag Country of Farm Credit Services spoke on Cattle Market Updates. She is from Fargo, North Dakota.

“In North Dakota, we are in a severe drought. Our governor predicts by December, 50% of our cow numbers will be gone. One sale barn this time last year had 10 pairs sold, this year, 1200 pairs have been sold” said Tangen. 

One of her most potent slides was the list of ag commodities and their price change over the last few years. At the bottom – feeder cattle had a negative 0.63 % change while live cattle had a plus 8.06%. 

Three locations of wheat markets had from 26.72 to 39.5% increase, while corn saw a 65.87%, soybeans 73.42% and soybean oil a whapping 148.80% positive change.

After Tangen’s presentation, Brenda Masek, who will become Nebraska Cattlemen president at their convention in December in Kearney, spoke about the happenings with NC. She brought to light for those that were unaware, a petition going around to stop the Beef Check-Off. 

“Some may think this petition is for change, but it is to abolish the check-off. If you feel the check-off needs improvement, and you have ideas, please let the Nebraska Beef Council know,” said Masek. 

She implored the importance of the check-off – helping with marketing and promotion both here and abroad, research and educating the consumers are just some of the facets of the $1 per head investment producers make when selling their cattle. 

Frank Utter then told the group about the proposed Feeder calf tour the NCSA and the Sandhills Cattle Association (SCA) are planning. 

“It will be a two-day venture, headquartered in Thedford. The first day we hope to see calves in the Mullen – Thedford area, then go east or north the next day,” said Utter. 

He encouraged producers in the area to contact him or John Kraye if they are interested in showing their animals to feedlot personnel.

The NCSA was well pleased with the attendance, probably due in part to the last presentation of the evening. 

David Briggs, CEO of the newly formed Sustainable Beef LLC, a cattle processing plant coming to North Platte. 

The idea came after Rusty Kemp, a Tryon rancher, was with Governor Ricketts on a trade mission. They discussed need for more processing of beef in Nebraska. 

Kemp came back and started the ball rolling, finding other investors and enthusiasts. 

“We went to the Panhandle communities and got a negative reception. We went to North Platte who gave us a very favorable response," said Briggs. "We feel the three Cs are met in North Platte – that of a city central in Nebraska and on the edge of the Sandhills, the best beef producing area in the world, which is the 2nd C that of cattle – Nebraska ranks 2nd in cattle on feed with over 2.4 million head fed annually. The final C is capital, where producers can invest in ownership.”

He went on to describe the proposed plant. 

“The location is near ideal, already in a heavy industrial zone. It is close to I-80 exit 179. It will sit on 80 acres, which was the old sewer plant, so land will need raised," said Briggs. "It is next to the waste-water treatment plant, which is crucial as it takes between 400 to 600 gallons of water per head to process.” 

The estimated cost of the plant is $325 million with another $75 to $100 million needed for salaries, maintenance and such. The estimate of employees are 875, with 800 on the floor. 

“One shift only at this point is projected, with average wage of workers being $50,000 per year or $50 million for payroll per year," said Briggs. "North Platte could see $1 billion in economic benefit per year. The plant is contingent on TIF (Tax Increment Financing). As to date, the proposal has gone before the city council and had their support, but other hearings will be needed." 

“We hope to break ground this fall and be complete by 2023,” said Briggs. 

The plant hopes to process 400,000 head per year, including cull cows where they will process their own hamburger from them at the plant. Briggs answered other questions after his formal presentation concluded. 

“Investors will pay $100 per head and guarantee at least one semi-trailer load per month. Small producers can collaborate, one producer has the contract, but if they can guarantee a semi-load for 4 to 5 months out of the year that can be a way for them to get rid of their cull cows every year and be a part of Sustainable Beef LLC,” said Briggs.

 Nebraska State Patrol documents obtained by The Associated Press show that the state committed, at least initially, not to seek reimbursement for the mission, which is estimated to cost more than $334,000. 

A spokesman for the patrol and Nebraska Gov. Pete Ricketts, a fellow Republican, issued a joint written statement after the documents were released, saying they will seek to be repaid if given the opportunity.

CHEYENNE, Wyo. (AP) — A federal freeze on most evictions enacted last year is scheduled to expire July 31, after the Biden administration extended the date by a month. The moratorium, put in place by the Centers for Disease Control and Prevention in September, was the only tool keeping millions of tenants in their homes. Many of them lost jobs during the coronavirus pandemic and had fallen months behind on their rent.

Landlords successfully challenged the order in court, arguing they also had bills to pay. They pointed out that tenants could access more than $45 billion in federal money set aside to help pay rents and related expenses.

Advocates for tenants say the distribution of the money has been slow and that more time is needed to distribute it and repay landlords. Without an extension, they feared a spike in evictions and lawsuits seeking to boot out tenants who are behind on their rents.

As of June 7, roughly 3.2 million people in the U.S. said they face eviction in the next two months, according to the U.S. Census Bureau’s Household Pulse Survey. The survey measures the social and economic effects of the coronavirus pandemic every two weeks through online responses from a representative sample of U.S. households.

WHAT’S THE STATUS OF EVICTION MORATORIUMS IN WYOMING?

Wyoming hasn't put a moratorium on evictions. But landlords who participate in the state Emergency Rental Assistance Program agree not to pursue eviction proceedings amid applications for assistance, said the program's contract spokeswoman, Rachel Girt. The federally funded program run by the Wyoming Department of Family Services, with assistance from the Wyoming Department of Workforce Services, helps people affected by the coronavirus pandemic to cover their rent and pay utilities. The program also helps landlords cover expenses.

WHAT’S BEING DONE TO HELP PEOPLE FACING EVICTION?

As of January, Wyoming had an estimated 23,515 households eligible for help with rental arrears totaling around $40 million.

The federal government has given Wyoming $200 million, the amount allocated to the least-populated states, for such assistance. Of that, $180 million is available for direct rent, utility and internet assistance, and services to help prevent people from becoming homeless. The remaining $20 million may cover administrative costs and helping people apply for aid.

As of June 15, 3,200 tenants had opened applications seeking $6.8M in rent and utility assistance. Of those, tenants had completed and submitted 1,300 applications requesting $3.9 million. The state approved 211 applications, or 16% of those submitted, and paid $590,000 in assistance. Fewer than half a percent of applications were denied, Girt said.

HOW ARE COURTS HANDLING EVICTION HEARINGS?

The Wyoming Department of Family Services has been providing information about the Emergency Rental Assistance Program to Wyoming courts. The department also has provided $1 million to Equal Justice Wyoming for legal services to eligible households facing eviction or other housing instability, Girt said. While many evictions aren't going ahead while landlords get help covering costs, that could change once the eviction moratorium ends.

HOW AFFORDABLE IS HOUSING IN WYOMING'S MAJOR RENTAL MARKETS?

Outside pricey Jackson Hole, rental housing in Wyoming is relatively affordable: About $700 a month for a two-bedroom unit as of the second quarter of 2020. That's a fraction of typical rents in major U.S. metro areas.

Prices range from about $500 in Big Horn County to over $900 in Laramie County, where prices surged 9% from 2019 to 2020. As with home prices, rental rates in Teton County are the Wyoming outlier at almost $2,300 a month.

Average Wyoming rent was up about 3% from 2019 to 2020, with the steepest increase (26%) in the Afton area and biggest decrease (13%) just across the Wyoming Range in Sublette County,&nbsp;<a href="http://eadiv.state.wy.us/housing/Rental_rates2Q20.pdf">according to the state Economic Analysis Division.</a>

ARE EVICTIONS EXPECTED TO CREATE A SURGE IN HOMELESSNESS?

The COMEA homeless shelter in Cheyenne served over 500 people in 2020. Especially in summertime, homeless people arrive in Cheyenne from elsewhere by highway and rail. The shelter gets busy but should remain able to help any influx of people, COMEA assistant director Camron Karajanis said.

Starting July 19, the multi-state Lucky for Life Lotto game will hold drawings Monday through Sunday, seven days a week.

“Peak summer driving season is in full-swing as Nebraskans hit the road to explore, and gas prices are not backing down,” said Nick Faustman, AAA spokesperson.&nbsp; Today’s $3.01 average is up 10 cents from one month ago and 88 cents from this time last year; however, it remains 15 cents below the national average of $3.16, according to AAA. &nbsp;The last time Nebraska motorists paid a statewide average of more than $3 for gas was Nov. 16, 2014.

At 10 million b/d, gasoline demand reached a new Energy Information Administration (EIA) record last week, and that number only partially reflects Independence Day holiday weekend travel. The nearly 1 million b/d jump in demand drove down gasoline supplies by 6.1 million bbl to 235,000 million bbl and has consequently pushed the national average pump price up to its current level.

The price of crude oil, which fluctuated some following OPEC’s failure to reach an agreement on production increases, continues to be a dominant factor in determining how high prices will go this summer. Last week ended with higher crude prices than the start, though still under $75/bbl. AAA believes those prices have the potential to increase this week, which will only lead to more expensive pump prices, especially amid robust demand.

That reflects reduced demand during the coronavirus pandemic, low natural gas prices and a longstanding move away from fossil fuels to cheaper and cleaner-burning natural gas to generate electricity. 

A U.S. Energy Information Industry Administration report this week also says the nation’s coal production in 2020 was at its lowest level since 1965, The Casper Star-Tribune reports. 

Wyoming produced 41% of the nation’s coal in 2020, the EIA said. Production has increased this year as the economy reopens.

Three college students from different parts of Nebraska are spending the summer in the Chadron area of northwest Nebraska, learning while helping strengthen the community through the University of Nebraska-Lincoln’s Rural Fellows internship program.

The Rural Fellows are helping bolster tourism efforts and mental health services for K-12 students.

The students, Jacy Hafer, Hanna Jemison and Chantelle Schulz, are working with several local organizations while under the coordination and mentorship of Jenny Nixon, Rural Prosperity Educator with Nebraska Extension in the northern Panhandle.

Rural Fellows, an internship program of Rural Prosperity Nebraska, a program of the University of Nebraska Lincoln Institute of Agriculture and Natural Resources (UNL IANR), connects college students to rural communities to provide hands-on working experience to students while promoting meaningful change for communities. College students from Nebraska and elsewhere spend their summers living and working in rural communities across Nebraska and the Midwest, completing projects focused on supporting communities make progress toward strategic and specific goals that help the community thrive.

Hafer, Jemison and Schulz are among 35 Rural Fellows placed in 17 locations across Nebraska this summer. This fall, Rural Fellows will be encouraging communities t apply to participate next summer.

According to the website, Rural Fellows commonly focus on community, workforce and economic development; business development; early childhood education; community marketing and communications; entrepreneurship; mental health services; inclusive leadership development; and other areas. The Rural Fellows program benefits both the students and the communities.

This summer in the northern Panhandle, several local organizations and agencies are key partners, according to Nixon. They include Educational Service Unit No. 13, Chadron Public Schools and Discover Northwest Nebraska Tourism office.

In Chadron, the rural fellows are providing support for Chadron Public Schools’ services to families by developing materials to explain the school district’s policies, services and key professionals related to mental health. Another project supports promotion of tourism, which is important to the local economy. The rural fellows are developing a survey tool and working on using the survey to gather data by directly contacting visitors and gaining the cooperation of businesses to distribute surveys as well. And they are boosting tourism in another way by creating videos about the recreational trails in the area.

“There’s lots of stuff for these interns to do this summer and I’m really excited because they’ve been taking off and been accomplishing so much so quickly,” Nixon said  

Jacy Hafer, a Dunning native, is a junior at UNL majoring in ag leadership with a minor in ag entrepreneurship and psychology. After graduation, Hafer plans to work in rural development or in HR for an ag company.

She is working with Kerri Rempp, director at Discover Northwest Nebraska, to create an app providing information for visitors. The app is intended to be a one-stop source of information about restaurants, hotels and other places to stay, tourism attractions such as state parks, and trails. Hafer has been busy entering data. “It’s a lengthy process, but we hope to have all the data in and up for test trials by the end of the summer,” she said.

She’s also helping Chadron Public Schools’ Cardinal Facilities Fund by creating advertisements and slides to recognize donors who have helped CPS make updates and maintenance to their buildings. And along with Jemison and Schulz, she is working on a handbook for psychological and behavioral health unit for ESU 13.

Hanna Jemison, a student at Central Community College in Columbus, was placed at Chadron because of her interest in mental health issues and is taking the lead on projects related to mental health. A psychology major, Jemison plans to become a mental health provider of some kind. “I come from a rural community and there’s a huge lack of providers so that is really important to me.”

Jemison is creating three brochures: a list of mental health providers and resources available to the whole Dawes County Community; a handbook for parents of students in Chadron Public Schools listing and describing the mental health resources available to them; and a parents’ guide to emergency protective custody. “It can be a really scary situation and they have a lot of questions,” Jemison said. “Of course they want what’s best for their child.” In addition to UNL funding, Jemison’s work is funded partially by ESU 13 and City of Chadron.

Chantelle Schulz is a senior from McCool Junction who plans to graduate in August and is considering entering the work force in an agriculture-related field, but has long-term ambitions of earning a master’s degree and putting it to work in an ag-related field. Schulz has been assisting Jemison in developing the CPS student services handbook. Eventually she hopes to use the handbook as a model for her hometown school.

She also is working on the tourism data project. The survey is intended to gather data about where visitors come from; how many people are in their group; how long and where they stay; how they traveled to the area; what attractions they have visited, and which of those they enjoyed the most. The Rural Fellows hope to get local businesses involved in the survey effort to reach more visitors than they can through direct contacts.

“People involved in tourism here want to understand the economic impact of tourism – how much the tourism is impacting Dawes County and how they can increase that for future reference,” she said.

The communities submitted a proposal.Both projects are local priorities. Chadron has had several students over the years work with them on mental health issues. The community is a hub of health resources for the area. And the tourism project has great potential to help the local community move forward on a project that’s important to future tourism development.Local organizations don’t have the staff available to tackle some of these projects on their own, she said. Often they have a single employee.The fellows said they hope to have lasting positive effects on communities. Hafer said, “Overall the goal for us, tourism wise and especially mental health wise, is empowering our community through education – mental health-wise, getting those services and brochures out there so people understand what’s available to them but also getting rid of the stigma that surrounds mental health.”Schulz added that the local organizations are supportive. “Every single organization we’re working with … (has) allowed us to have an open space to work, to study, anything we need. They’re always making sure we have an opportunity to do our best. Not all internships are like this.”Jemison said the rural fellows feed off the support of their local partners. “I could hear how passionate they were about that issue (emergency protective custody) and it’s about ensuring the well-being of students and the community at large. It was really inspiring.Rural Fellows also fulfill service commitments to the local communities. Hafer, Jemison and Schulz have spent time cooking and serving at Closer to Home in Chadron, which provides free hot meals.Nixon says one benefit of the Rural Fellows program that isn’t immediately apparent is the connection between different communities in Nebraska.“The ability to share good news and questions or problems between communities allows us to share what is working well and creative ideas to address community problems. I’m glad this program is set up to interconnect communities.”
