SIDNEY -&nbsp;Nearly 20 Western Nebraska Community College Sidney Campus students received scholarships recently from a $5,000 grant from the Thomas D. Buckley Trust.

The 19 students who were awarded scholarships studied aviation maintenance, basic nursing assistant, licensed practical nursing, and secondary education at WNCC during the 2020-2021 academic year.&nbsp;

Scholarships ranged up to $1,035 per student and are used to aid WNCC students with tuition and fees.

"The Buckley Trust scholarships provide tremendous support to students taking classes at our Sidney Campus," WNCC Financial Aid Director Sheila Johns said. "It quite often makes a difference in a student’s ability to participate in college courses.&nbsp;The Trust’s generosity allows our students to pursue their goals and allows them opportunities they might not otherwise have, and we sincerely thank them for their continued investment in our students’ futures."

The Thomas D. Buckley Trust is a private foundation created in memory of Thomas D. Buckley, a man who spent most of his life as a farmer in Chappell until his death in 1979. According to the official website, the trust "provides resources for the needs of eligible, tax-exempt organizations in the communities in the Panhandle of Western Nebraska and in Northeastern Colorado."&nbsp;

CHADRON – A collaborative program between Chadron State College and Laramie County Community College (LCCC) in Cheyenne, Wyoming, will provide a streamlined transfer process for LCCC Exercise Science students seeking any of CSC’s five Sport, Fitness, and Recreation Management degree options.

The Nebraska State College System Board of Trustees approved the Memorandum of Agreement between the two institutions in late May.

Students eligible to participate in the program may be enrolled in any of the four&nbsp;<a href="https://www.lccc.wy.edu/pathways/healthSciencesWellness/exerciseScienceProgram/index.aspx" target="_blank">Exercise Science</a>&nbsp;options at LCCC and may enter any of the five options at CSC, including Community and Adventure Recreation, Sports Leadership, Strength and Conditioning, Fitness and Wellness, and Athletic Training Preparation.

Department Chair Dr. Scott Ritzen said the program is a perfect fit.

“Most of our lower division classes were a good match and that just leaves the upper division courses for LCCC transfers to complete,” Ritzen said.

He said Dr. Erin Nitschke, an instructor at LCCC, reached out to him about two years ago asking about a transfer program. Catalog changes, approval of the new strength and conditioning option at CSC, and the pandemic caused some delays, but the agreement was finally approved earlier this spring.

Chadron State College launches HPER transfer program with LCCC

LINCOLN, Neb. (AP) — Nebraska ended its fiscal year in much better financial shape than expected despite the coronavirus pandemic. 

The Nebraska Department of Revenue reports net general fund tax collections of $5.959 billion during the fiscal year that began in June 2020 and ended last month. 

That’s 19.2% higher than the certified state forecast of $5.001 billion.

 State officials report higher-than-expected collections of sales-and-use taxes, individual and corporate income taxes, and miscellaneous taxes.

 Tax collections beat projections for the month of June as well, with net receipts of $581 million, which was 22% higher than the official forecast of $476 million.

Alliance - After Friday, July 16, Box Butte General Hospital (BBGH) will no longer partner with TestNebraska for COVID-19 testing. 

The state of Nebraska has ended the TestNebraska COVID-19 testing contract and July 16 is the final date for TestNebraska testing.

Please stay home if you are sick. It is still imperative to get tested if you are experiencing severe symptoms of COVID-19.

 To schedule a COVID-19 test first call your primary care provider. Your primary care provider will provide a day and time for testing along with instructions on where testing will take place. For the safety of patients and visitors, testing must be scheduled. Walk-in testing will not be available.

There is a charge for COVID-19 tests done by BBGH. Charges vary based on the type of test ordered. BBGH urges you to check with your insurance provider for benefits details.

State of Nebraska ends TestNebraska Contract with BBGH

Rex Myers ran a seven-stool hamburger shop in the 100 block of Box Butte from 1927 until 1969.

Rex came to Alliance in 1927 and bought the Star Hamburger Shop with a partner, whose name has been lost to us. The original Star owner had bought and cleaned up a chicken coop and moved it near the railroad depot. Rex then moved on to Casper to open another hamburger shop, but while he was there, his partner absconded with all their money. Rex had to come back to Alliance and run the business here as the sole owner, changing the name to Rex’s Hamburgers.

Rex served hamburgers, pie, coffee, and milk. In the winter chili was added to the menu. His burgers were small, about one ounce of meat on each – what we would call sliders. They cost a nickel each, or six for a quarter. The sign in Rex’s window said, “Buy ‘em by the Sack.” Older Alliance residents talk about how delicious they were!

Dobby’s father, Marvin Lee, was a local butcher and grocer, and he ground all the hamburger Rex used for his restaurant until 1954, when Mr. Lee retired. Rex rendered the beef suet used to fry the burgers in the basement of the Commercial Hotel. Originally Rex used a Coleman camp stove to cook on. He had a big tank on the outside of the building to pipe in his Coleman fuel, and later propane. But a propane leak caused the shop to burn down during the 1940’s. Then Rex built a brick building that he continued to use until his retirement in 1969.

Rex’s Hamburgers is found in the western part of Dobby’s Frontier Town, along the south boardwalk. The building was a walk-in cooler from a grocery in Mitchell, Nebraska. The ground cork insulation keeps it nice and cool. It is exactly the same size as Rex’s Hamburger Shop, and the layout of the counter and seven stools also replicate those that were in Rex’s.

Dobby’s Frontier Town is located at 320 East 25th Street/ Nance Road, Alliance. The town is open 10:00-6:00 daily for self-guided tours, and donations are appreciated

A Panhandle mosquito trap site has recently collected mosquitoes positive with West Nile virus. 

These are the first confirmed positive mosquitoes in Nebraska. These positive mosquitoes give Panhandle Public Health District (PPHD), along with other health departments, an indicator of the location of the virus and where people may come into contact with mosquitoes carrying the virus.

Multiple locations across Nebraska are routinely monitoring sites to trap and test mosquitoes over the summer months. Human cases of West Nile are also used for surveillance. At this time, there have been no human cases of West Nile detected.

West Nile virus is contracted through the bite of a mosquito. It begins with flu-like symptoms that can include a slight fever and headaches, though 8 out of 10 people never develop symptoms. Severe symptoms of West Nile can lead to encephalitis which can cause inflammation of the brain, disorientation, convulsions and paralysis. People with compromised immune systems are especially susceptible to this disease.

Prevention is the best to avoid getting diseases from mosquitoes. All Nebraska residents are encouraged to:

· Use insect repellent that has DEET, picaridin, or oil of lemon eucalyptus.

· Be careful at dawn and dusk when mosquitoes are most active.

· Wear long sleeve shirts and pants, especially when out hiking and camping.

· Mosquitoes can breed in small pools of water, so frequently check your property for standing water and drain items such as kid wagons, bird baths, flowerpots, gutters, and tires.

· Even with the sudden change in weather, it is still advised to be cautious outdoors until there are consistently low overnight temperatures.

Heritage Days 'Hunt for the Item' clues

“Hi, Grandma. Um, I’m in Mexico on vacation and I just got picked up for DUI. Can you send $2,000 so I can get out on bail? Please don’t tell Mom and Dad.” The Grandparent Scam has been around for several years and it is both simple and effective. One out of fifty people fall for this tale of woe, and more than $40,000,000 is paid to these scammers every year.

Someone calls a senior citizen claiming to be a grandchild in desperate need of cash. Usually they wait a little bit after saying “Hi, Grandma/ Grandpa,” hoping you’ll respond with “___, is that you?” Then when they say yes and add their name, you’re hooked. We’d all do anything to help our grandkids, right?

The emergency, or reason why they need money, varies. It may be an eviction notice, a car accident, a car that broke down, stuck overseas with no money for a plane ticket home. How about, “I was mugged and all my money was stolen.” The most common are arrests. Your “grandchild” needs money for bail or for an attorney. These scams often involve another person who takes the phone, claiming to be a police officer or a lawyer helping your “grandchild.” And you need to send money, around $2,000, right away.

A scammer will ask for payment via a wire transfer, gift cards, cash transfer apps, or cryptocurrency. More on these in next week’s column.

Often these crooks will call in the middle of the night and take advantage of the fact that you may not be awake enough to ask more questions and you may not want to disturb other people by calling them to confirm the information. Usually your “grandchild” asks you to not tell Mom and Dad. A simple phone call to that grandchild or their parents would let you know they are safe and would tip you off that this is a scam.

How did this scammer choose you to contact? Sometimes they phone randomly, and if an older voice answers the phone, they move into their script. Many older people still have landlines, so that is something the scammer may search for. They might hack into computer files and get email or marketing lists.

More sophisticated scammers know names of your friends or relatives and use those to snag you. They might read names of family members from obituaries. They may have searched for you on social media sites like Facebook. So when unsuspecting grandparents pick up the phone, their "grandchild" appears to know what they look like, who their parents are, where the family vacationed and other convincing details.

If you get a call or email from someone claiming to know you and asking for help, it may be legitimate (probably not). Before you send any money, ask some questions that a stranger couldn’t answer correctly like the name of the person’s pet or the date of their mother’s birthday. Contact the person who they claim to be directly to verify where they are. If you can’t reach the person, contact a friend or relative of the person. Don’t send money unless you’re sure it’s the real person you know.

How else can you protect yourself? Don’t say your grandchild’s name; instead ask which one. Do not call the phone number that person provided. Control privacy settings on sites like Facebook.

Resist the urge to act immediately, no matter how panicked the caller sounds. Stop and think and don’t let your emotions control your actions. If you think you’ve been targeted, contact the Federal Trade Commission and the police. Don’t be another victim of a Grandparent Scam.

Please don’t tell Mom and Dad.” The Grandparent Scam has been around for several years and it is both simple and effective. One out of fifty people fall for this tale of woe, and more than $40,000,000 is paid to these scammers every year.Someone calls a senior citizen claiming to be a grandchild in desperate need of cash. Usually they wait a little bit after saying “Hi, Grandma/ Grandpa,” hoping you’ll respond with “___, is that you?” Then when they say yes and add their name, you’re hooked. We’d all do anything to help our grandkids, right?The emergency, or reason why they need money, varies. It may be an eviction notice, a car accident, a car that broke down, stuck overseas with no money for a plane ticket home. How about, “I was mugged and all my money was stolen.” The most common are arrests. Your “grandchild” needs money for bail or for an attorney. These scams often involve another person who takes the phone, claiming to be a police officer or a lawyer helping your “grandchild.” And you need to send money, around $2,000, right away.A scammer will ask for payment via a wire transfer, gift cards, cash transfer apps, or cryptocurrency. Tuesday night at Alliance Central Park, visitors gathered to witness a Heritage Days tradition: the annual crowning of the Grand Marshall.

DeeDee Behm is LPN-C CDP at Highland Park Center. She has been employed there since she moved to Alliance just over 25 years ago. She has coordinated the Alzheimer’s walk; spearheaded the baseball game for residents; and in 2019 was able to take residents to the carnival rides an hour before they were opened to the public.&nbsp;

Behm has organized swimming at Big Blue Bay and most recently has helped get a bike for the residents to ride through town. She says she is blessed to have the coworkers she has and the residents that she has at Highland Park. She knows it is a team effort and is extremely appreciative of them all and the ideas that they bring to the table that she can make happen. She coordinated the flyover in 2018 in honor of our veterans. 

As a nurse, she enjoys helping others and has passed that love onto her two daughters who are also nurses. DeeDee is a great addition to the Grand Marshalls.

LINCOLN – Duck hunters must choose between two daily bag limits when they register for their Harvest Information Program number this year.

Nebraska and South Dakota are entering a new “two-tier” program starting with the 2021-2022 regular duck season.

Tier I is the current traditional six-duck bag limit with species and sex restrictions. Tier II is a three-duck bag limit with no species or sex restrictions.

HIP registration begins Aug. 1. When hunters go to register, they will be asked whether they plan to hunt ducks. If so, they will be prompted to select a tier. Hunters will be bound to that bag limit for the entire season.

The regulations will not apply to goose limits or during the early teal season, which have their own bag limits.

All hunters age 16 and older, including residents, nonresidents, lifetime permit holders, veterans and senior permit holders, are required to register for HIP if they plan to hunt migratory game birds in Nebraska between Sept. 1, 2021, and July 31, 2022.

Residents under the age of 16 are exempt from the HIP requirement if they choose the Tier I bag limit, but must register for HIP if selecting Tier II. All nonresidents under the age of 16 must register for HIP regardless of the tier they select.

Hunters who choose the Tier II option will be provided a journal, where they will record information on hunting activity and harvest. The journal will be submitted to the Nebraska Game and Parks Commission at the end of the hunting season. In addition, postage-paid envelopes will be provided to each hunter with the expectation that a wing from each duck harvested also will be sent. This process will be similar to ongoing federal collection efforts to estimate harvest. Duck harvest and species composition will then be compared to hunters using the Tier I option.

In a survey, duck identification skills were identified as a factor preventing potential hunters from taking up the sport. The new two-tier regulations are an effort to remove the barrier associated with identification skills.

Now, Chambers is targeting a judge in the state's northeastern corner who saw the Nebraska Supreme Court overturn his denial of an adoption petition to a same-sex couple. 

In a complaint filed last week with the Nebraska Judicial Qualifications Commission, Chambers accuses Dixon County Judge Douglas Luebe violated state law requiring judges perform their duties “fairly and impartially” and “without bias or prejudice.”

 Luebe described himself as “old-fashioned” in denying an adoption petition for a same-sex married couple last year. 

The state's Supreme Court overturned that denial in March.

"The Grand Marshal will be crowned at the Pillars (6 p.m. at the fountain). And then 7th Street Dance Studio will perform under the balcony at the Knight Museum (7 p.m.). And then we have Coco, which is the movie in the park." The annual "Hunt for the Item" will be going on all week until the item is found. You can win up to $300 in Chamber Bucks if you purchase a Heritage Days button; the prize is $50 in Chamber Bucks without one.&nbsp;

Heritage Days continues Wednesday with many events.&nbsp; "Wednesday, Newberry's has their lip sync and&nbsp;karaoke battle (6:30 p.m.). Frazier Shows of America carnival will be down Box Butte and the parking lot at 4th and Niobrara from 5 p.m. to 9 p.m.," Unzicker said. "Wrist bands can be used Wednesday or Thursday night for that. Sidewalk sales will be going on. Thursday, food vendors will be downtown and sidewalk sales. And then Frazier Shows of America will be there from 5 p.m. to 10 p.m." Friday, Saturday and Sunday are packed with lots of events including live music provided by The Gathering Spot. Unzicker said she enjoys everything about Heritage Days.&nbsp; "I enjoy our local restaurants, but I also kind of enjoy having some of the different food vendors," Unzicker said. "We did do 'restaurant bingo' this year...trying to tie our local restaurants into Heritage Days. Restaurants participate in it and has the bingo cards. You spend $10 at the participating restaurant and when you get your bingo, you bring your card to the chamber...and then we will draw for $25 gift cards. Alliance 'Heritage Days' back in full swing 

WAUNETA, Neb. (AP) — Authorities say a man has died after being pinned between two semitrailer trucks in southwestern Nebraska. 

The Omaha World-Herald reports that the accident happened Sunday in Wauneta, killing 54-year-old Brian Stute of Benkelman. 

The Nebraska State Patrol says Stute had parked his semi at a grain elevator to unload and was at the rear of the trailer when the driver of another semi parked behind his. 

Investigators say that when the other driver got out to talk to Stute, the rig rolled down a slope and pinned Stute. 

He was taken to a nearby hospital, where he was pronounced dead.

To help people of all backgrounds make the most of the great opportunities we have to offer, we’re building better broadband infrastructure, investing in affordable housing, and making job opportunities at the State more accessible to everyone.

With the help of the Legislature, we’re investing $20 million annually in matching grants to expand broadband infrastructure to thousands of new households.  This builds on about $30 million in CARES Act money we invested in broadband infrastructure last year.  The enhanced service will equip more of our rural communities with the technology needed to conduct business online, make virtual health visits, and participate in remote education.

We’re also investing to meet housing needs across the state.  We recently awarded over $9 million of Rural Workforce Housing Fund grants to help local communities construct new homes.  We also awarded $9.6 million to non-profits through our Middle Income Workforce Housing Fund to help them build affordable residences in Douglas, Lancaster, and Sarpy counties.  We want to make sure there’s an ample supply of reasonably priced, high-quality housing to keep our graduates here in Nebraska and to recruit top talent to the Good Life. 

Additionally, we’ve taken steps to improve access to great job opportunities in state government.  For example, to ensure that we are fair and making decisions without regard to background, we automatically move qualified candidates to the next round of the employment process when we hire.  In the past year, we also joined the Department of Defense SkillBridge Intern program and launched the Military Spouses Transition network to better integrate veterans and military families into our workforce.  To better reach the best and brightest talent in our state, we’ve advertised state jobs in a broader range of publications, such as the Black EOE Journal, Hispanic Network Magazine, and U.S. Veterans Magazine.

By getting the word out more broadly, people from a wider variety of backgrounds are taking jobs with the State of Nebraska.  In December 2014, the month before I took office, about 7.3% of our teammates at the State came from a minority population.  That number has now risen to 11.8%.  That’s a 61.6% increase in six years. 

We’ve also looked at our state procurement process to see how we can grow Nebraska while creating jobs for small businesses from across our state.  Our vendor concierge program provides a dedicated professional to walk businesses through the request for proposal (RFP) process.  This shortens the learning curve for businesses when they first apply for state contracts.  We’ve also begun listing all services contracted by the State—including prospective services—on our Department of Administrative Services website (das.nebraska.gov).  Previously, firms wouldn’t learn about an opportunity to do business with the State until an RFP was posted.  This gave an advantage to larger businesses with the resources and administrative support to quickly submit a bid after seeing a new job announced.  We’re now listing the prospective services the State anticipates needing in the near term.  This gives smaller businesses more lead time to develop a competitive bid. 

By prioritizing high-speed broadband internet connectivity, we’re growing every corner of our state.  By investing in quality housing, we’re helping communities all across Nebraska build attractive, affordable homes for working families.  By improving the accessibility of jobs and contracts, we’re delivering an excellent level of service at the State of Nebraska with a workforce that more closely resembles the general population.

Folks across southeast Wyoming and Nebraska Panhandle are in for an active weather day. 

A Marginal Risk area for severe thunderstorms covers most of the area. 

A Slight Risk area for severe thunderstorms cover much of Converse, Niobrara Counties in east central Wyoming and the northern Nebraska Panhandle.

Storms are expected to develop early this afternoon and could continue through the late evening. 

Very large hail to golfballs, downburst winds to 70 MPH, frequent lightning and heavy rainfall leading to localized flash flooding, are all possible east of the Laramie Range. 

Out west of the Laramie Range, high based thunderstorms with little rainfall and very strong downburst winds to 60 mph are possible, leading to multiple fire starts and erratic fire spreads. 

Keep an eye on the sky today as this could be a busy weather day. Have multiple ways to receive future warnings if you are traveling.&nbsp;

Lincoln - Operation Safe Driver Week is underway across the country and the Nebraska State Patrol Carrier Enforcement Division is participating once again in the annual safety initiative. The focus of this year’s effort is on speeding.

“Operation Safe Driver Week is a great opportunity for our troopers to connect with commercial carriers across Nebraska in an effort to keep Nebraska roads safe,” said Captain Marty Denton, Commander of NSP Carrier Enforcement. “We all share a common goal in road safety. This week is not just about enforcement efforts, but even more so about making positive connections with drivers and trucking companies as we work together to prevent tragedies on our roadways.”

The operation runs from July 11-17.As part of the effort, NSP Carrier Enforcement Troopers will conduct high visibility patrols, as well as partner with members of the trucking industry for&nbsp;Trooper in a Truck&nbsp;events.&nbsp;Trooper in a Truck&nbsp;involves a trooper riding along with a truck driver in a semi. During the operation, the trooper can then inform other troopers in the area of dangerous driving behavior of passenger vehicles as they travel near the semi. Multiple&nbsp;Trooper in a Truck&nbsp;efforts are planned as part of Operation Safe Driver Week.
