The Nebraska State Patrol is able to release additional information regarding an officer-involved shooting that involved the Morrill County Sheriff’s Office. The incident occurred late Tuesday morning in Bayard, in Morrill County.

At approximately 11:30 a.m. MT, officers with the WING (Western Nebraska Intelligence and Narcotics Group) Task Force were attempting to serve a search warrant at a residence at 123 2nd&nbsp;Avenue in Bayard. Morrill County Sheriff’s Deputies were assisting the WING Task Force.

During the officers’ attempt to serve the warrant, the resident of the home, Larry Hunt, 58, become combative toward the officers. During the encounter, two Morrill County Sheriff’s Deputies discharged a firearm, striking the subject. Officers immediately provided medical aid to the subject. Hunt was then transported to the Regional West Hospital in Scottsbluff, where he succumbed to his injuries later Tuesday afternoon. One Morrill County Sheriff’s Deputy sustained minor injuries during the incident.

The Morrill County Sheriff’s Office and Morrill County Attorney have requested the Nebraska State Patrol conduct an investigation into the incident. That investigation is ongoing. Nebraska State Statute requires a grand jury to convene for any in-custody death.

Social Security survivor benefits are paid to widows, widowers, and dependents of eligible workers. This benefit is particularly important for young families with children. If you are working and paying into Social Security, some of those taxes you pay are for survivor benefits.

Nearly 5.9 million people receive Social Security survivor benefits. These monthly payments typically go to the spouse, former spouse, or children of someone who has died and was receiving or eligible for Social Security benefits.

About two-thirds of recipients are widows/widowers who have not remarried. They can collect survivor benefits from age 60 (50 if they are disabled). If a person is caring for a child of the deceased who is under 16 or disabled, there is no minimum age and the survivor benefit is 75 percent of the deceased’s Social Security payment.

Besides widows and widowers, ex-husbands and wives can claim survivor benefits if the marriage lasted ten years or more and they have not remarried. Survivor benefits can go to parents age 62 or older who were financially dependent on a son or daughter who has died. Minor and disabled children can collect 75 percent of a late parent’s benefit until age 18 (or up to 19 and 2 months if they are still in high school full time) or have a disability. There is a maximum family benefit.

You do not need to claim survivor benefits as soon as your spouse dies. There is no time limit to file, and survivor benefits grow if you delay claiming them until you reach your full retirement age (66). However, it might make sense to file as soon as possible after the death is reported to Social Security, depending on your financial situation. Survivor benefits are not retroactive to the time of death.

Survivor benefits are based on the amount the deceased had earned or was receiving from Social Security at the time of death or was entitled to receive if he or she died before filing for benefits. Social Security will also pay a lump-sum death benefit of $255 if you file an application within two years of death.

You cannot report a death or apply for survivors benefits online. Most funeral homes will report the person’s death to the Social Security Administration if you provide the deceased person’s Social Security number. You can also phone 1-800-772-1213 or go to the Social Security office in Scottsbluff at 415 Valley View Drive. The office can contact the Nebraska Office of Vital Records if you do not have all the paperwork you need.

Poverty In Our Area: Social Security Survivor Benefits

&nbsp;As part of a national effort to reduce the number of accidents and deaths related to boating under the influence, the Nebraska Game and Parks Commission will participate July 2-4 in Operation Dry Water.

While Operation Dry Water is a year-round BUI awareness and enforcement campaign. That effort will be heightened by Game and Parks’ Law Enforcement Division officers July 2-4 at waters across the state.

Alcohol use while boating is one of the leading factors in boater deaths. In Nebraska, it is unlawful to operate a motorboat with a blood alcohol level content of .08 percent or greater. Doing so constitutes BUI, which carries penalties such as vessel impoundment, fines, jail time and loss of boating privileges.

Alcohol use can impair a boater’s judgment, balance, vision and reaction time. It can increase fatigue and susceptibility to the effects of cold-water immersion. Alcohol also is dangerous for passengers as intoxication can cause slips, falls overboard and other dangerous accidents.

"The Commission encourages boaters to enjoy the boating season with friends and family, and we also encourage them do it in a safe and responsible way,” said Craig Stover, administrator for the Law Enforcement Division. “Drinking alcohol while boating can have serious, even deadly consequences, and our goal is to make sure everyone is enjoying their time on the water and staying safe.”

Game and Parks also recommends everyone have all required boating safety equipment on board, including life jackets or U.S. Coast Guard-approved floatation devices, lights, fire extinguisher, horn, bailing bucket and an orange flag if pulling skiers and tubers.

Children age 12 and younger and anyone riding or operating a personal watercraft or being pulled on a towable must wear a U.S. Coast Guard-approved life jacket. Anyone operating a motorboat or personal watercraft must be at least 14 years old. NE Game and Parks, BUI awareness and enforcement campaign July 2-4

Carnegie Arts Center is thrilled to announce the arrival of our new exhibit “From the Earth” in the Garwood and Skala galleries featuring two local artists.&nbsp; The exhibit will be on display from June 29th&nbsp;to August 7th.&nbsp; The show features Rod Clause from Gering, NE and Ray Schleyer of Alliance, NE.&nbsp; Rodney Clause was born in Scottsbluff NE in 1957 and remained here in the valley until the journey of formal education began in 1992. After 9 years of college and living in Colorado for several years, Clause decided to come home to continue his artwork with the opening of the “Der Topfer Gallery and Studio in Scottsbluff NE. Clause’s work is definitely not staying in the lines. &nbsp;Explosion of colors, textures and the combination of organic, geomantic, and abstract elements help to create a unique piece of art. Rod’s formal Education includes BA in Studio Art, BS in Art Education and MFA in Sculpture with a Minor in Ceramics. Other “education” came from working in Bronze foundries, teaching at community centers, public school systems, local community colleges and Chadron State College.

Ray Schleyer was born in 1947 in Chicago, Illinois, and was one of the millions of baby-boomers to embark on a radical era in our country.&nbsp; An early art highlight in his life was in 5th&nbsp;grade when he was chosen to do the elementary school’s bulletin board monthly.&nbsp; This board was located just outside the school principal’s office which was terrifyingly distracting whenever he changed the themes.&nbsp; The only formal art class he attended was his freshman year of high school.&nbsp; After graduating in 1965 he joined the Marine Corps volunteer draft and completed a tour in Vietnam.&nbsp; This government provided “vacation” provided him with insights and learning experiences, some unwanted, into a different visual world. A far greater one took place some years later when he moved to Alaska in 1973 to work on the state’s oil pipeline project.&nbsp; He lived there for over fifteen years and experienced a much different “tour” of that area’s majestic offerings.

Until resettling in Nebraska in 2008 he had been an off and on artist.&nbsp; “The “on” was perhaps a few times a year and my productivity was at a minimum.&nbsp; Once here though, I began to be more prolific with my artwork revolving with different themes until settling on my current North American wildlife.&nbsp; I also volunteered at the West Nebraska Arts Center as well as working at the Carnegie Arts Center in Alliance where I presently reside. I feel that exposure at both art centers was a stimulant for my own work.&nbsp; For over the last several years my drawing table has been busy and always has a working piece on its surface.&nbsp; I hope that my remaining life will always have such a “burden.” &nbsp;-Ray Schleyer.

New Exhibit at Carnegie Arts Center

The City of Alliance would like to remind residents of the City’s Ordinance for legal dates, times, and age restrictions for discharging fireworks.

Fireworks may be legally discharged between the hours of 9:00 am and 10:00 pm,&nbsp; June 25 – July 2;&nbsp; and between the hours of 9:00 am and 12:00 midnight on July 3 and July 4.&nbsp; It shall be unlawful to discharge any firework as defined and permitted by state statute, prior to June 25, and after July 4 and at any time other than the dates and times specifically authorized.

The use or possession of fireworks by any person under 12 years of age is prohibited unless direct supervision is provided by a person 18 years of age and older.

City of Alliance fireworks guidelines

The Chadron Police Department, Nebraska State Patrol and The Dawes County Coroners office are investigating the death of 21 year old, Emily Misner of  Chadron .  Chadron Police were called to a small business in downtown Chadron on Saturday, June 26, by a  local contractor who was doing remodeling work.  Ms Misner was found unresponsive. 

 After a review of the scene, witness interviews and an inital analysis of physical evidence, investigators believe that foul play was not involved in the death of Ms. Misner.&nbsp; The investigation continues, including an autopsy, toxicological screening and aditional testing.&nbsp; 

The Coroners office is requesting anyone who had contact with Ms. Misner in the days prior to her death or anyone that may have additional information,  to contact the Chadron Police Department at (308)-432-0510 or the Nebraska State Patrol at (308)-632-1211.

The Chadron Police Department, Nebraska State Patrol and The Dawes County Coroners office are investigating the death of 21 year old, Emily Misner of Chadron . Chadron Police were called to a small business in downtown Chadron on Saturday, June 26, by a local contractor who was doing remodeling work. Ms Misner was found unresponsive. After a review of the scene, witness interviews and an inital analysis of physical evidence, investigators believe that foul play was not involved in the death of Ms. Misner.&nbsp; The investigation continues, including an autopsy, toxicological screening and aditional testing.&nbsp; The Coroners office is requesting anyone who had contact with Ms. Misner in the days prior to her death or anyone that may have additional information, to contact the Chadron Police Department at (308)-432-0510 or the Nebraska State Patrol at (308)-632-1211.

The owner of Extreme Fireworks in Rapid City, Douglas Bellinger, says a shortage is limiting the amount of products he can sell this year.

 Bellinger says fireworks supplies from China normally take 30 days for shipping, but this year it’s taking 60 days. 

The fireworks industry was not immune to the coronavirus pandemic that caused closures and staffing problems in the supply chain. 

On top of that, Bellinger says fireworks have been in high demand since last year when more people celebrated Independence Day at home.

RAPID CITY, S.D. (AP) — A Rapid City man has pleaded not guilty to vehicular homicide in the death of his brother. 

Prosecutors say 34-year-old Larry Walking was drinking alcohol in a parked vehicle with his brother Paul and another passenger in Rapid City last month. 

Police say Larry Walking put the vehicle in reverse after his brother got out and ran over him, then put the vehicle in drive and ran over him again. 

Authorities say Larry Walking had a blood alcohol content of 0.27, more than three times the legal limit to drive.

The Rushville Volunteer Fire Department battled a late night fire on June 24.&nbsp;

The fire department was called to a fire at 11:10 p.m north of Rushville.&nbsp;

"There was a few large round bales that were close to a structure...a shed/shop and they ignited...and caught on fire," Rushville Assistant Fire Chief Jerry Kearns said. "We held it to that only, with the surrounding structures were protected so nothing else was burnt."

Kearns said the fire was caused by a lighting strike.&nbsp;

Panhandle Post asked Kearns how much damage the fire caused.&nbsp;

"I don't know what the contents of the building was, " Kearns said. " By the time we got there the electric line was still there. We had to wait for the fire company to get that removed and by that time it had fell inside of itself. Due to concerns with our own safety, we had to just go into a defense mode. It was pretty much totally involved when we first responded."

The fire was contained around 2 a.m. on June 25.&nbsp;

Alliance Chamber releases 'Heritage Days' schedule

Vaccine hesitancy remains a challenge in the state of Nebraska,&nbsp;with public health directors from agencies across the state reporting&nbsp;reluctance&nbsp;among their&nbsp;residents.&nbsp;

“A lot of people are hesitant because it is so new, while others&nbsp;have been seeing in statistics that the first shot is 80 percent&nbsp;effective, so they think that is good enough&nbsp;and don’t come back for their second shot,” said&nbsp;Brandy&nbsp;Bird,&nbsp;&nbsp;nurse&nbsp;director&nbsp;with&nbsp;the&nbsp;Red Willow Health Department&nbsp;in McCook, Neb.&nbsp;

Or as&nbsp;Meghan&nbsp;Trevino,&nbsp;coordinated&nbsp;services&nbsp;director&nbsp;with the West Central Health Department&nbsp;in North Platte, Nebraska, said,&nbsp;“People&nbsp;just do&nbsp;not want to vaccinate overall.”&nbsp;

A survey&nbsp;jointly&nbsp;conducted&nbsp;earlier this year&nbsp;by the&nbsp;Center for Reducing Health Disparities&nbsp;in&nbsp;the&nbsp;College of Public Health&nbsp;at the&nbsp;University of&nbsp;Nebraska&nbsp;Medical&nbsp;Center&nbsp;and Nebraska Department of Health and Human Services&nbsp;(DHHS)&nbsp;revealed&nbsp;that&nbsp;among Nebraska adults who have not been vaccinated, 23 percent&nbsp;are reluctant to take the vaccine.&nbsp;&nbsp;

According to data from the Centers for Disease Control and Prevention, as of June&nbsp;24, 2021,&nbsp;only 47.5&nbsp;percent of Nebraskans&nbsp;were&nbsp;fully&nbsp;vaccinated.&nbsp;

The public will get a chance to hear about how the vaccination process is proceeding in the state when Nebraska DHHS CEO&nbsp;Dannette&nbsp;Smith and Chief Medical Officer Gary Anthone, MD,&nbsp;join UNMC Chancellor Jeffrey P. Gold,&nbsp;MD,&nbsp;on June 28&nbsp;at 3 p.m.&nbsp;on the Nebraska Forward program on News Channel Nebraska.&nbsp;&nbsp;

The state also has been aggressive in outreach through several online town halls, media interviews and&nbsp;a public service announcement campaign airing on radio stations across the state.&nbsp;

“Vaccination in the state is the most critical component to control the&nbsp;COVID-19&nbsp;pandemic,”&nbsp;said&nbsp;Ming Qu, MD, PhD, epidemiologist with&nbsp;Nebraska&nbsp;DHHS and co-principal investigator of the survey.&nbsp;

The survey&nbsp;of more than 1,200 Nebraskans was&nbsp;conducted&nbsp;under the direction of Dejun&nbsp;Su, PhD, associate professor in the department of health promotion in the UNMC College of Public Health&nbsp;and principal investigator.&nbsp;&nbsp;

Safety concerns, side effects and lack of trust&nbsp;were the top reasons given for not wanting to take the vaccine, Dr.&nbsp;Su&nbsp;said.&nbsp;

The survey also showed that there is more vaccine hesitancy in rural areas as compared to urban; and there is more vaccine hesitancy among minority groups, most notably among Hispanics,&nbsp;he&nbsp;said.&nbsp;

The results of the survey, Dr. Qu&nbsp;said,&nbsp;&nbsp;already&nbsp;are&nbsp;helping to inform&nbsp;targeted&nbsp;communication strategies&nbsp;public health officials will use to encourage greater vaccine uptake.&nbsp;

“We have a long relationship with the UNMC College of Public Health and have worked together over the years to address many issues,” Dr. Qu said.&nbsp;“The information gathered by this survey&nbsp;is helping&nbsp;us to&nbsp;understand public&nbsp;perceptions&nbsp;and&nbsp;quickly&nbsp;address those concerns to make an impact on vaccine hesitancy across the&nbsp;state."

"It&nbsp;paints a vivid picture of vaccine hesitancy in the state that we can then share with our federal partners and pivot when we need to address new concerns,”&nbsp;Dannette&nbsp;Smith&nbsp;said.&nbsp;

The survey, which was&nbsp;part of the study “Community&nbsp;Assessment to Recommend an Optimal COVID-19 Vaccination Plan in Nebraska,”&nbsp;funded by the&nbsp;Holland Foundation&nbsp;and Nebraska&nbsp;DHHS, was&nbsp;mostly&nbsp;conducted&nbsp;between Feb.&nbsp;1 and&nbsp;April 15. It was done in partnership with public health districts and other stakeholders via the online platform&nbsp;REDCap.&nbsp;&nbsp;

“The study findings greatly informed our understanding of vaccine hesitancy across the state and have helped to facilitate appropriate strategies&nbsp;tailored and targeted interventions to address documented barriers in receiving COVID-19 vaccinations&nbsp;in underserved communities and to promote health equity,”&nbsp;Dr. Anthone said.&nbsp;

SCOTTSBLUFF- The Scottsbluff Police and Fire Departments would like to wish everyone a safe and happy Fourth of July. As part of the celebration, City Code 8-1-29 allows for the sale of fireworks starting at 12:01 a.m. on June 25 through 11:59 p.m. on July 4. 

Fireworks may be discharged between 8:00 a.m. and 10:00 p.m., June 25 through July 3, and between 8:00 a.m. and 11:59 p.m. on July 4. 

This year, the State of Nebraska passed and Governor Ricketts signed LB152, which expands the list of permissible fireworks.

The City of Scottsbluff has updated the City Code to reflect this expansion, but please keep the following City Codes in mind while celebrating:

City Code 15-1-13: Possession and discharge of fireworks in or onto City Parks is prohibited.

City Code 8-1-32: Possession, sale, and use of lantern-type devices, which use a flame to float the devices in the air, are prohibited.

City Code 8-1-34: It shall be unlawful for any person to throw a firecracker, or any object which explodes upon contact with another object, from or into a motor vehicle; on to any street, highway, or sidewalk; at or near any person; into any building; or into or at any group of persons.

The university announced the initiative in a letter to students and staff on Wednesday. 

Anyone who registers by Aug. 15 will be eligible for the incentives. 

The university also announced it will again require weekly saliva-based testing for all students, faculty and staff on Lincoln campuses for the fall semester.

University of Nebraska-Lincoln offering vaccine incentives

Sixty-three young campers from Box Butte, Dawes, Sheridan and Sioux counties converged on Camp Norwesca near Chadron in early June to test and develop new survival skills that will help them navigate life as young learners at home and school.

The Wilderness Wonders camp, an annual event put on by Extension staff, featured archery, paracord bracelets, cooking challenge, Global Positioning Systems (GPS), sun dials, and more. The first day included youth who will be in third through fifth grade in the fall, and the second day mas made up of kids ages 5 to 7.&nbsp;Nebraska 4-H professionals, camp counselors consisting of 4-H alumni and Junior Leaders, and Camp Norwesca staff, led the groups as they rotated through a full day of hands-on activities.

The activities taught the youth a variety of skills. For example, they learned to correctly and safely make and use fire starters. They learned patience with archery; measuring skills while cooking; and how to work as a team to accomplish a task. The youth practiced implementing directions to help them find their way. The younger group learned how to tell time using the sun and about the directions, about different types of insects, and how to use rocks and sticks to communicate with others via a trail marker.

 </figure>The Wilderness Wonders camp, an annual event put on by Extension staff, featured archery, paracord bracelets, cooking challenge, Global Positioning Systems (GPS), sun dials, and more. The first day included youth who will be in third through fifth grade in the fall, and the second day mas made up of kids ages 5 to 7.&nbsp;Nebraska 4-H professionals, camp counselors consisting of 4-H alumni and Junior Leaders, and Camp Norwesca staff, led the groups as they rotated through a full day of hands-on activities.The activities taught the youth a variety of skills. For example, they learned to correctly and safely make and use fire starters. They learned patience with archery; measuring skills while cooking; and how to work as a team to accomplish a task. The youth practiced implementing directions to help them find their way. The younger group learned how to tell time using the sun and about the directions, about different types of insects, and how to use rocks and sticks to communicate with others via a trail marker.<figure>

All proceeds will be used to help band students pay for the band trip and other various out of town band performances.

 It will be held Saturday, July 17 at 7 a.m. at Bulldog Stadium in Alliance. 

Registration begins at 6:30 a.m. the day of the race. Pre-registrations are available at the Alliance Chamber of Commerce at 305 Box Butte Ave, (308) 762-1520.

Medals for first, second and third places will be awarded to all groups in the 5K and 10K races. 

The entry fee is $25 for the run and includes a T-shirt and refreshments after the race.

Hungry grasshoppers spurred by US drought threaten rangeland

NORTH PLATTE, Neb.-A North Platte couple was arrested after police said a child in their care tested positive for methamphetamine.

According to police, officers were conducting a child abuse investigation when the hair follicles of a minor juvenile were tested for narcotics. Police said the testing indicated the juvenile was positive for methamphetamine and several other narcotics.

Police said investigators were made aware that, prior to the testing, the juvenile has been in the custody of Brandt Curr, 38, and Stefani Garcia, 26, both of North Platte.

Police said probable cause was established to arrest Curr and Garcia and they were taken into custody on Wednesday.

Both were jailed at the Lincoln County Detention Center on suspicion of child abuse.&nbsp;

North Platte couple arrested after child tests positive for meth, other drugs

Pick almost any spot in Northwest Nebraska after sunset and you’re sure to be treated to spectacular night sky viewing. But long before the region was settled by Europeans, the night skies played an important role in the Lakota culture.

The newest show at the Mari Sandoz High Plains Heritage Center showcases the Lakota constellations and highlights how the view in the night skies was reflected on Earth in the Lakota’s movements and actions. “Kapemni: As It Is Above, It Is Below” explains Lakota astronomy and the belief that what is visible in the sky is mirrored on Earth.

“It’s the mirroring of geography and ceremony and tells the stories of creation,” said the Sandoz Center’s Holly Counts.

Counts was inspired to create the show, which runs through Oct. 15, when items from the Chadron State College Planetarium were relocated to the Sandoz Center last year. The planetarium’s home, the college’s math and science building, is currently undergoing renovation and is expected to re-open next year. Until that time, the planetarium sky ball and a few other items are on display at the Sandoz Center.

Among the items that arrived at the center last year were copies of documents detailing research done at the Sinte Gleska University in Rosebud, South Dakota. That research resulted in a book, “Lakota Star Knowledge,” which details the Lakota perspective incorporating a relationship between the star world and the world on Earth. The Lakota use the practice of helical rising, observing the sun at dawn and determining which constellations are visible with the sun as it rises in the east. The result is a calendar that directs Lakota to certain locations within the Black Hills and the performance of specific religious ceremonies.

For example, the Dried Willow constellation – or Aries and Triangulum – appear during the vernal equinox and direct the Lakota to winter camp in Nebraska and South Dakota for the Pipe Ceremony, according to the research. That ceremony commences the cycle of the renewal of life, and prayers are offered to call back the plants, animals and birds while expressing hope for the sacred White Buffalo calf in the spring.

Likewise, when the sun is in Bear’s Lodge – Gemini – the Lakota see that reflected on Earth as Devil’s Tower, where they perform the sun dance.

“The sun dance is the culminating ceremony to complete the necessary work of renewing life on Earth. The Lakota are then synchronized with the Great Spirit and are firmly on the Red Road,” the documents read.

Fourteen Lakota constellations are explained in the Sandoz Center show, each recreated in paintings by Counts, Assistant Professor of Physical Sciences Dr. Tawny Tibbits and CSC graduate student Kinsley Mason. The accompanying information explaining each constellation is sourced from “Lakota Star Knowledge” by Ronald Goodman and the D(L)akota Star Map Constellation Guide by Annette S. Lee, Jim Rock and Charlene O’Rourke.

In addition to the paintings, the show features several Native American cultural items from the center’s collection, as well as items on loan from center staff and local resident Roxy Puchner. Items include beadwork and ledger art from Native American artist Joe Pulliam.

The Lakota Zodiac signs – or totems – are also on display and explained, and take-home placards are available so visitors can review their own totem based on their birthday. The totems describe the characteristics associated with being born under that sign – all ascribed to an animal: Otter, Bear, Snake, Wolf, etc. The direction, element and stone associated with each totem are also listed.

The new planetarium’s final design, which includes handicapped-accessibility, the latest model of sky ball and a variety of new programs, is also on display. The planetarium is expected to re-open in the renovated MS Center of Innovative Learning in 2022.

The Kapemni show is a great way to keep the connection to the planetarium front and center until it can re-open, Counts said. Across the hall from the show, in the Chicoine Atrium, the original sky ball is available for viewing as well. The Sandoz Center has already hosted a Star Party this summer in conjunction with the show, and a second one is planned for July 28 at Agate Fossil Beds National Monument. Co-sponsored by the college, Agate Fossil Beds and the Chadron Public Library, the show will offer viewing opportunities of the Delta Aquarids and Perseid meteor showers. Shared telescopes will be available, as will a limited number of take-home sky maps. The event, which is weather-dependent, will begin at dark and end at 11 p.m.

Back at the Sandoz Center, kids will also enjoy the Kapemni show, with the opportunity to play in a children’s-sized tipi and complete coloring pages that will be added to the show.

And because everyone is a kid at heart, adults and kids can create their own constellation on one wall of the show with Velcro stars.

The Mari Sandoz High Plains Heritage Center is open Monday through Friday this summer. However, the center will be open from noon – 4 p.m. Saturday, July 10, during Fur Trade Days, when the grand unveiling of the final installation of the Spirit of the Plains exhibit will take place. That exhibit features a cardboard and burlap re-creation of the sacred Lakota White Buffalo, and the rest of the scene will be revealed July 10.

Dark skies in Northwest Nebraska offer more than great views

Of course, Dobby’s Frontier Town has to have a place to lock up the bad guys! The jail building, in the western part of the town, was constructed by volunteers at Dobby’s Fall Festival from 2001-2004. Not exactly palatial accommodations, the jail conforms to standards of the time, similar to the cells in the Box Butte County Courthouse that were used prior to the 1970’s.

The jail has two 6’x6’ cells. Each cell is built to house two people. There are two 5’ bunks, with the top one hinged to the wall so it could fold up. A prisoner would get a thin mattress and a blanket. A chamber pot in the corner served as the toilet. Food was pushed through the slot at the bottom of the door. There is a single person cell at the south end, where the prisoner would have to sit.

In western movies and television shows, the cells are made out of vertical bars. That design wasn’t very common, but it does allow directors to get better face shots of their actors. Most cell fronts were made from metal strips in a square pattern like the ones at Dobby’s. These cell walls were probably created by the local blacksmith. Dobby’s jail cells were originally used in the Kearney jail, and Dobby purchased them at an antique auction.

People were held in a local jail for only a short period of time. Once a court passed judgment, a prisoner was transferred to a territorial or state prison to serve any sentence longer than a year.

The ball and chain was originally used at the Wyoming Territorial Prison in Laramie in the late 1800’s. It would have been shackled to a prisoner’s ankle and the prisoner would carry the ball if that person was going to be moved outside the cell. A ball and chain might weigh anywhere from 20-75 pounds.

The north wall of the jail has a stained glass window that Dobby made out of the bottom of bottles. Since glass was hard to come by, many frontier buildings used bottle glass set in plaster to let light through.

Dobby’s Frontier Town is located at 320 East 25th Street/ Nance Road, Alliance. The town is open 10:00-6:00 daily for self-guided tours, and donations are appreciated.

Ricketts also is using it as an opportunity to rail against the Biden administration. 

Ricketts has said he'll send 25 troopers to Del Rio, Texas, for a deployment to last as long as 16 days. 

The troopers will partner with the Texas Department of Public Safety. 

It's not clear what they’ll be doing or how much the mission will cost.
