SCOTTSBLUFF -Western Nebraska Community College is offering a free bilingual series of webinars to help Spanish speaking students and their families gain a better understanding of higher education. The four-part series, "Paso a Paso" (Step by Step), will be available on the official WNCC Facebook page.

"We know that entering college can be a daunting process," WNCCMulticultural &amp; International Student Support Director&nbsp;Maricia Guzman said. "We want to help everyone, students and their families, understand the higher education process."&nbsp;

Each presentation will be given in English and in Spanish. Viewers can engage the presenter and ask questions throughout the live session. A brief description of each presentation is below:

WNCC offering live, bilingual webinar series 

Governor Pete Ricketts issued a statement following a decision by President Joe Biden to rescind the federal government’s “Mexico City policy.”&nbsp;

“By ending the Mexico City policy, President Biden has eliminated a critical pro-life protection,” said Gov. Ricketts. &nbsp;“Our federal government should never spend taxpayer money to aid the killing of the precious lives of unborn babies.&nbsp; Nebraska strongly opposes government-funded abortion.&nbsp; We urge the Biden Administration to reconsider their decision on this policy, to keep pro-life protections in place for Title X, and to focus on policy that protects babies and expecting mothers.”

The Mexico City policy, which has been in effect under pro-life administrations beginning with President Ronald Reagan, bans U.S. foreign aid for non-governmental family planning agencies that perform or promote abortions.&nbsp; By discontinuing the policy, the Biden Administration is authorizing taxpayer dollars to fund abortions around the world.

In addition to reversing the Mexico City policy, the Biden Administration also directed “the Department of Health and Human Services to take immediate action to consider whether to rescind regulations under its Title X family planning program.” &nbsp;Rescinding the existing Title X regulations would once again allow the flow of federal tax dollars to abortion clinics.

Gov. Ricketts comments on Biden's taxpayer funded abortions decision

RAPID CITY, S.D. (AP) — The search for a 9-year-old girl missing for nearly two years has finally come to an end in western South Dakota.

 The Pennington County Sheriff’s Office said Thursday the search for Serenity Dennard who ran away from a children’s home in Rockerville involved more than 1,500 people from 66 different agencies who logged about 6,000 miles searching for the girl. 

Investigators looked into 275 leads after Serenity ran away from the Black Hills Children’s Home. 

Authorities say 538 people were interviewed or contacted during the investigation. 

Absent of any new information, the sheriff’s office says the search for Serenity has been suspended.

SD Sheriff's officials suspend 2-year search for missing girl

Nebraska might eliminate virus restrictions this weekend

If you’ve picked up your 2021 Nebraska State Park sticker, you’ll be sporting one of Northwest Nebraska’s premier spots on your vehicle this year. The newest park sticker features Chadron State Park, which is celebrating its 100th year in 2021. The park was the first established in Nebraska and also represents the creation of the modern-day Nebraska Game and Parks agency.

“In 2021, the Nebraska Game and Parks Commission is celebrating 100 years of inspiring outdoor adventures at our state park system,” says the website dedicated to the celebration. “It began a century ago in 1921 with the establishment of Chadron State Park, nestled among distinctive buttes and canyons of the Pine Ridge. Now, Nebraska’s 76 parks are top destinations for Nebraskans and visitors from around the world to enjoy breathtaking landscapes, unique wildlife, and abundant recreation opportunities.”

Chadron State Park traditionally celebrates its anniversary with a one-day slate of activities in June. The centennial, however, is being planned as a two-day celebration June 11-12. While plans are subject to change in light of the COVID pandemic, the Nebraska Game and Parks centennial website notes that Chadron State Park’s event will include a food truck rally and wine tasting June 11 and “continues into the weekend with the annual Run for the Hills 5K, canoe regatta, family games and activities, live music and more.”

The agency is also planning a special edition of its Nebraskaland magazine in April to celebrate the 100th anniversary of the state park system. Stay up-to-date with Game and Parks’ centennial plans at <a href="https://parks100.outdoornebraska.gov/">https://parks100.outdoornebraska.gov/</a>.

While the Chadron State Park’s rich history will be celebrated in 2021, park officials are equally excited about improvements and additions that will continue to make Chadron State Park a favorite destination.

One of the most noticeable additions is the construction of an indoor facility for pellet gun and archery shooting. Park Superintendent Gregg Galbraith said the new facility south of park headquarters will feature a shooting gallery complete with 3D targets for a “state fair” gallery atmosphere.

“That will be a new activity for us,” he said, adding that the facility is projected to be operational this spring.

Children and their families will also notice a change to the playground amenities this year.

“We’re going with just one playground,” Galbraith said. Consolidating the playground into one complex will be accomplished by installing new equipment, including swings and climbing towers, over safe rubberized landing surfaces.

Other recent or planned improvements include:

· Upgrades to the 18-hole disc golf course

· Electrical upgrades throughout the park

· Improvements to the rustic cabins, including new ceilings, cabinets and countertops

· ADA improvements to Cabin 3 and the Central Building

· A remodeled kitchen and flooring at the Central Building

· Improvements at the Trading Post, including additional educational exhibits, new flooring, counters and displays

· Renovations on the duplexes, including new countertops, central air, updated showers, plumbing, electrical and hot water heaters

A final project for 2021 will improvements to the park’s roads. Bids for the project have been accepted, and the park has made changes to how it will reserve cabins from now through May to accommodate the work.

“We’re also finishing our thinning project west of the campground, and will then move behind the cabins,” Galbraith said. Thinning projects are designed to strategically reduce trees and brush to prevent out-of-control forest fires like those experienced in 2006 and 2012.

With an estimated 200,000 visitors annually, Chadron State Park navigated the COVID pandemic in 2020 with an altered booking schedule for the cabins. Offered only on Thursday through Sunday once they re-opened, the cabins were full, and the park saw increased day use and camping, said Assistant Superintendent Josh May.

“Camping increased significantly. We had to turn people away,” May said.

Both Galbraith and May believe Chadron State Park offers something special to visitors.

“I think the aesthetic value of this area, this park, and the people make it a great place,” Galbraith said. “It’s a special area up here in the Pine Ridge. There’s no place else like this in Nebraska.”

May was unfamiliar with Northwest Nebraska before joining the staff at Chadron State Park three years ago. Today, he sees it as a distinctive place that provides a unique combination of outdoor adventure and historical importance.

“The Pine Ridge has a lot to offer, and I like the added value of the historical aspect of the park,” May said. “The abundance of wildlife in the park is great too. You see all sorts of stuff,” he added.

The park sees plenty of return visitors each season, Galbraith said, as well as locals who drive through the park every day or week.

“Every last person who stops me says ‘We never knew this was here,’” May says. “They love it.”

Dawes County State Senator James W. Good persuaded 33 of his colleagues to set aside the land along Chadron Creek for Chadron State Park in 1919. The win in the Legislature was due to a deal Sen. Good made with several Omaha senators who were seeking support for a paved road out of Fort Crook. The two groups of senators supported each other’s bills to approval, according to a history of Chadron State Park written by Steve Kemper for the Nebraska Game and Parks.

Though the bill was approved in 1919, the park wasn’t officially created until April 25, 1921, due to the state’s biennium cycle. Sen. Good was appointed as the park’s first superintendent at no pay and began making improvements to the land, including clearing brush for baseball diamonds and using horse-drawn scrapers to dig out the area for the park’s pond.

The park’s road system followed the cow trails that criss-crossed the area, saving the state from spending money on a survey and engineering work. Local merchants raised $300 for road construction, in a Chamber of Commerce driven effort, and area farmers and other residents donated labor. Community involvement continued to improve the park when the region raised $3,000 for the construction of the swimming pool and lake, according to Kemper’s compilation. Chadron Creek was dammed and pipeline purchased from an abandoned potash plant in the Sandhills made the lake system in the park feasible.

Merchants from the surrounding area also contributed money and materials to build picnic tables and committed to their upkeep each year.

Eight years after its inception, in 1929, Sen. Good purchased 160 acres of land adjacent to Chadron State Park, and when the state reimbursed him for the cost two years later, the park increased from 640 acres to 800. The Civilian Conservation Corp Camp was established in the park in 1933, and workers spent time clearing dead and diseased trees, cutting lumber, building new cabins and a picnic shelter, repaired the auditorium and improved the water system.

A.E. Spear took over as superintendent in 1934, but he died after two months on the job and was succeeded by his wife. She established a Transient Camp that year and laborers improved roads, parking areas, bridges, picnic tables, stone Dutch ovens and landscaping around the swimming pool. Mrs. Speer worked with Warren Olsen, an engineer and the superintendent of the National Park Service Camp, which followed the Transient Camp, to complete all of the projects, Kemper wrote.

D.C. Short became Chadron State Park’s superintendent in 1940 and created a long-range strategic plan for the park. The group camp was modernized and enlarged enough to accommodate 200 people, two double latrines, a Boy Scout camp, and new water and sewer lines were added as well.

Clive Short succeeded Short as superintendent in 1944, but served only until 1947 when L.M. “Jake” Snodgrass took the title. During Short’s time, however, the park increased in size again when E.P. Wilson and Jack Lowe negotiated a purchase of property west of the park.

The decades of the 1940s, 1950s and 1960s were greeted with additional improvements at the park, including upgraded water systems, a shop and more roads, additional cabins and underground power lines, a new administration building, a remodeled auditorium and a new group complex.

The West Ash Creek Fire in 2012 threatened the park, which was evacuated. While much of the park’s landscape was impacted, no infrastructure was lost, in large part due to the backfires that firefighters set to save the structures and forest.

Kemper’s account also notes that the State Park Board was created March 18, 1921, to administer Chadron State Park and any other parks created in the future. The board operated under the Department of Public Works. According to the park’s historical marker, the law was amended in 1923 to move the board to the Department of Horticulture at the University of Nebraska. The State Park Board and the Bureau of Game and Fish with the Game Forestation and Parks Commission in 1929. In 1967, it became the State Game and Parks Commission.

Throughout the park’s history, its connection with the Chadron community was a key factor in its success. When Sen. Good passed away in 1937, his efforts to make Chadron State Park a community initiative were remembered in The Chadron Record.

“May the community never forget him for his service rendered and may his efforts be remembered as an example of true community citizenship."

The group camp was modernized and enlarged enough to accommodate 200 people, two double latrines, a Boy Scout camp, and new water and sewer lines were added as well.Clive Short succeeded Short as superintendent in 1944, but served only until 1947 when L.M. “Jake” Snodgrass took the title. During Short’s time, however, the park increased in size again when E.P. Wilson and Jack Lowe negotiated a purchase of property west of the park.The decades of the 1940s, 1950s and 1960s were greeted with additional improvements at the park, including upgraded water systems, a shop and more roads, additional cabins and underground power lines, a new administration building, a remodeled auditorium and a new group complex.The West Ash Creek Fire in 2012 threatened the park, which was evacuated. While much of the park’s landscape was impacted, no infrastructure was lost, in large part due to the backfires that firefighters set to save the structures and forest.Kemper’s account also notes that the State Park Board was created March 18, 1921, to administer Chadron State Park and any other parks created in the future. The board operated under the Department of Public Works. According to the park’s historical marker, the law was amended in 1923 to move the board to the Department of Horticulture at the University of Nebraska. The State Park Board and the Bureau of Game and Fish with the Game Forestation and Parks Commission in 1929.  Peterson says state officials and child advocates are offering training to law enforcement agencies on how to investigate child sexual abuse and sex trafficking cases.

 They’ve also created a sexual assault forensic kit tracking website, which allows kits to be tracked at every step to ensure they aren’t lost or forgotten.

Nebraska attorney general takes new steps to fight sex abuse

A Chadron man has been arrested on water and sewer theft. Two other Chadron residents were issued citations for theft.&nbsp;

On Wednesday, Jan. 13 the Chadron Police Department became involved in an investigation of suspected water and sewer theft at a local residence. 

The alleged theft of city services occurred approximately 18 months after the initial services were disconnected. 

CPD served a search warrant on Friday, Jan. 22.&nbsp;

"Officers discovered that the water was on inside the house after city officials found that the water had been turned back on by tenants or owners of the property the prior week," said Tim Lordino, Chadron Police Chief. "City officials determined that by use of a device, the property owner or tenant turned the water back on without consent of the city multiple times over the 18 month period."

Lordino also stated a city water meter, two metal tools used to turn water values and drug paraphernalia were seized during the search warrants.

Officers arrested 40 year-old Charles R. Canaday Jr. on two outstanding arrest warrants. 

Bond for Charles R. Canaday was set at 10% of $250,000 on a fugitive from justice warrant. No bond was set due to a violation of probation with possession of a controlled substance. 

"Canaday was transported to the Dawes County Jail for booking and lodging," Lordino added. "Charges for Canaday are pending for theft of utility services and possession of a controlled substance."

Citations were also issued to 33 year-old Del C. Canaday and 30 year-old Gage W. Canaday, both of Chadron, for theft of utility services (Class III Misdemeanor). 

The Chadron Police Department was assisted by the Nebraska State Patrol, WING Drug Task Force and the City of Chadron Water Department.

The proposed ballot measure would limit the growth of local property tax collections to 3% per year.

LINCOLN&nbsp; — As Nebraska continues to dig out from a record-breaking snowfall in many areas of the state, the Nebraska State Patrol and Nebraska Department of Transportation continue to urge caution on roadways throughout the state.

During the storm Monday and its immediate aftermath Tuesday, troopers responded to over 600 weather related incidents, including 534 motorist assists, 53 crashes, and 34 assists for other agencies. Troopers and dispatchers continued to help large numbers of motorists Wednesday, with another 86 motorist assists performed today, as of 5:00 p.m. CT.&nbsp;

“Our team stepped-up once again and responded to this incredible storm with a fierce dedication to helping people,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “There’s no way to truly quantify the work our troopers, dispatchers, and civilian support team have done this week. They started early, stayed late, and never lost focus on the mission of keep Nebraska safe during this storm.”

Nebraska Department of Transportation crews also worked non-stop starting Sunday evening and continuing through today to clear Nebraska roadways and keep traffic moving. NDOT plows have covered thousands of miles on Interstate 80 and other major highways around the state.&nbsp;

“This latest storm tested our forces with the amount of snow over a long period of time,” said Moe Jamshidi, Acting Director of NDOT. “Thanks to their efforts, along with our partners at NSP, we were able to keep our roadways open. Our crews’ efforts don’t stop after the storm, as cleanup will continue as needed. Please give them the room they need to keep the roadways open.”

NDOT and NSP teams continue to respond to the aftermath of Monday’s snowstorm. Any motorist on the roads should use caution in affected areas. As some of the snow melts and temperatures remain low, the potential for refreeze exist. All drivers should check the Nebraska 511 system at&nbsp;<a href="http://www.511.nebraska.gov/" target="_blank">www.511.nebraska.gov</a>&nbsp;or on the 511 app to get updated road conditions before traveling. Historic snowstorm keeps NSP, NDOT busy throughout Nebraska

The Honey Bear Preschool students and their teacher in Alliance helped salute a local military veteran who will be deploying overseas to the middle east.&nbsp;

Alliance resident Raquel Oligmueller is in the Army National Guard as an A-6 Staff Sergeant and Section Leader. She's with the 192nd Military Police Company based out of Omaha.&nbsp;

Honey Bear Preschool teacher Sara Hicks thought it would be a fun idea to salute Oligmueller and help her students get a better idea of what happens in the military.&nbsp; "Since I have her daughter in preschool I thought it would be nice to involve her class and let them learn about being a soldier and what it means to leave," said Hicks. "We're also doing a going away party for her and we just want to send Raquel off really nicely and let her know she has a community supporting her and her family."

Oligmueller said she'll be leaving for a training site in a few weeks and then getting deployed to the middle east in about a month.&nbsp; "My daughter goes to Honey Bear Preschool and Sara and I have been best friends since we were little," said Oligmueller. "It's bittersweet that she's doing this for me. We are trying to just help little kids understand what it means when someone goes away and why they have to go away for so long. That's been the most different part about this whole process for me and especially just for my family. I have three children. We're going to read a book [My Mommy is a Hero in Uniform]. I'll be in uniform so they can kind of see what I'll be wearing on a daily basis. Then we're going to talk about my job and just help the other little kids to understand there are people who have to be away. There's another little girl there whose father is a police officer and he's also in the National Guard. He is helping with security." Feb. 2 is Oligmueller's 17th anniversary of serving in the Army National Guard. "It is&nbsp;definitely an accomplishment," added Oligmueller. "It started out as a part-time job. One weekend a month, two weeks a year...and its steadily grown to occupy more of my time. It requires a lot. You have to be gone a lot more. It may just be one weekend or it may be a four or five day weekend. It's longer than just two weeks out of the summer. We are constantly training and your role as you get promoted...constantly requires more of you. But, I see the light at the end of the tunnel and I'm ready...I'm ready for that."

Oligmueller is filled with a lot of pride serving the United States of America.&nbsp; "I am just filled with so much pride that we as a nation can come together," said Oligmueller. "When we put that uniform on it doesn't matter what we personally believe, our mission is always first. Why we're doing it and who we're doing it for, that's always the forefront of every mission. It doesn't matter if you believe this and I believe that, it's whatever the mission is, that comes first. Just being able to collectively come together from diverse back rounds and just different demographics...it's been quite interesting. I'm just filled with pride. It's not something that I want to do by any means. I don't want to leave my family, but the fact that we can be a part of something and be a part of a family...and do our part by serving our country...it's pretty amazing." Oligmueller stated that the ongoing coronavirus pandemic is affecting her deployment.&nbsp; "We will have to quarantine at different locations once we get there." Oligmueller added. "We're not really sure what that is going to look like, but it will impact our travels and our mission. But we are prepared for that and we've been dealing with it for the past year. We've been offered the opportunity to receive the vaccine so a group of us have and we'll get the second one a little bit later. We're all doing our part. I think I can speak for all the people who serve, but it really takes an amazing amount of support from your close friends, your close family, but also the community. " Oligmueller is so thankful that she has a lot of support in Alliance.&nbsp; "Not only do I have amazing friends like Sara who are always willing to do anything...her and my other great friend Ashley...they're always willing to help with the kids...or anything when I'm away...making meals and everything," said Oligmueller. "My family has always been a huge support, but my co-workers, this community, teachers, staff members, just everyone...they're always willing to help. It means more to me than anything that they will be there for my family when I'm away."&nbsp;&nbsp;

Honey Bear Preschool helps send off Oligmueller on deployment

LINCOLN, Neb. (AP) — Nebraska’s unemployment held steady last month at 3% and the state is tied with South Dakota for the nation’s lowest rate. 

The state Department of Labor says Nebraska’s rate hasn’t changed since October and is the same as the rate from September to December 2019. 

Labor Commissioner John Albin says Nebraska employment has recovered significantly since April, which was the peak for employment losses due to the pandemic. 

Albin says the state has added more than 71,000 nonfarm jobs since April, for a total of roughly 1 million in December.

 The low unemployment rate is likely due to a combination of factors, including major industries in Nebraska that weren’t hit as hard by the pandemic and unemployed people who aren’t counted because they’ve stopped looking for jobs.

2021 'Dry Edible Bean Day' set for Feb. 10

Last week, the United States carried out a distinctive national tradition: Our country underwent a peaceful transition of power.&nbsp; Looking back on the history of nations, this is not typical.&nbsp; Transfers of power between leaders have often been tumultuous.&nbsp;

While the federal government is responsible for our country’s defense and certain policy areas, the U.S. Constitution is structured to let state governments take the lead in many areas that impact the day-to-day lives of Americans. &nbsp;Our Republic’s federal system acknowledges that we’re a very diverse country with 50 different states.&nbsp; As President Joe Biden begins his term, my hope is that governors will continue to lead as they have throughout our country’s history.

The Cornhusker State is a great example of why federalism matters.&nbsp; For instance, Nebraska is the least indebted state in the country. &nbsp;That’s because our state constitution does not allow us to take on a lot of debt. &nbsp;This has helped us avoid some of the financial problems other states have run into.&nbsp; Thanks to our federal system, Nebraska has positioned our state as a great place to grow for farm and ranch families.&nbsp; We protect our Second Amendment.&nbsp; We’re a pro-life state.&nbsp; And we are working to become the most veteran-friendly state in the nation.

The pandemic response is another good example of why our federal system works for Nebraskans. &nbsp;The 50 states have had 50 different responses to coronavirus according to what state leaders think is best.&nbsp; In turn, state leaders will be accountable to voters for their handling of the pandemic.&nbsp;

If we had to deal with a one-size-fits-all answer, I have no doubt that Nebraska would have been less successful in slowing the spread of the virus.&nbsp; Because states were managing the pandemic response, we were able to go out on our own, as Nebraska, and secure the resources we needed.&nbsp; Launching Test Nebraska in April allowed us to more than double our testing capacity in the state.&nbsp; At the time we started Test Nebraska, the federal government did not have the resources we needed to expand testing. &nbsp;The reagents needed for the tests were all passing through the CDC, which was limiting their availability.&nbsp; As a state, we successfully secured our own contracts and resources to do tests.

We also used federal assistance to buy PPE. &nbsp;A small state like Nebraska would have been at a disadvantage if we had been at the mercy of the federal government to provide PPE to us.&nbsp; Working with great companies like Werner Enterprises in Nebraska, we were able to secure PPE on our own. &nbsp;We actually have had more success purchasing what we needed than states like California.&nbsp; Throughout our response, we’ve leveraged our nimbleness to compete and succeed.&nbsp;

Previously, the Trump Administration honored our country’s tried-and-true tradition of state-managed, federally supported emergency response efforts.&nbsp; This continues to make good sense given the difference between states like Nebraska and New York.&nbsp; In keeping with federalism, the Trump Administration entrusted states to direct a significant portion of federal coronavirus assistance.&nbsp; In Nebraska, our reliance on farming and ranching means we have unique, ag-related needs that other states are not experiencing.&nbsp; Instead of counting on a bureaucrat in Washington to figure this out and plan accordingly, it’s best to give states a role in assessing needs and directing federal assistance.&nbsp; We’re closer to what’s happening “on the ground.” &nbsp;We have relationships at the local level—connections to city mayors, county commissioners, and local economic development groups. &nbsp;We also regularly interact with statewide associations that can articulate the needs of their members.&nbsp; Because we understand these relationships, state governments are better suited to identify local needs and respond to them appropriately.

What comes next remains to be seen.&nbsp; During his first few days in office, President Biden has issued a number of executive orders.&nbsp; Nebraskans should be aware of how these policies will affect our state.&nbsp;

On January 20th, President Biden cancelled the presidential permit for the Keystone XL Pipeline.&nbsp; This is a regrettable decision.&nbsp; Keystone XL is a critical part of a comprehensive strategy to ensure U.S. energy independence.&nbsp; Failure to construct the pipeline would mean greater reliance on foreign oil sources, such as Russia and Saudi Arabia.&nbsp; It would also result in fewer jobs and less property tax relief for Nebraskans.&nbsp; The Keystone XL project would greatly benefit not just Nebraska, but the entire country.&nbsp; Our hope is that TC Energy presses forward despite this temporary roadblock.

We are also likely to see a shift in how the federal government approaches pro-life issues, such as abortion.&nbsp; Last week, Dr. Anthony Fauci told the World Health Organization that the federal government would discontinue the Mexico City policy.&nbsp; The Mexico City policy, which has been in effect under pro-life administrations beginning with President Ronald Reagan, bans U.S. foreign aid for non-governmental family planning agencies that perform or promote abortions.&nbsp; By discontinuing the policy, the Biden Administration would authorize taxpayer dollars to fund abortions around the world.

Gov. Ricketts: Let the States Lead

Every January thousands of volunteers and outreach workers across the country count the nation's homeless. This Point-In-Time (PIT) count is conducted for the Department of Housing and Urban Development (HUD) and is meant to be a snapshot of America’s homeless population on one night in America. 

In most parts of the US, the PIT count involves walking around all night counting people sleeping in highway or railroad underpasses, in parks, in abandoned buildings, in vehicles, or other locations that weren’t designed to provide living conditions. Last year more than 48,000 homeless people were counted in Los Angeles County alone. 

In the Nebraska Panhandle this count is happening on Wednesday, January 27. HUD wants to know how many people were homeless on the night of January 26, 2021. We don’t have any homeless shelters or areas where street people congregate, so outreach workers have to be more creative in their counting methods.

In Box Butte County patrons of the Community Table at the Masonic Center will be asked where they slept last night. Chadron will be surveying people at the Closer to Home soup kitchen. Scottsbluff will have a special evening meal from 4:00 – 7:00 at the Knights Hall. They will also be providing many of the items Box Butte County has available with our Christmas boxes, things like hats, gloves, coats, and blankets.

If any people fit the HUD definition of homeless, outreach workers will spend more time with them asking a series of questions to determine which programs can provide assistance. Workers are also interested in providing services to those who are at risk or are living in temporary housing situations. 

More than half a million Americans are homeless. Some are veterans. Some are youth, runaways. Some are families. Some are homeless for a few days while others are homeless for years. Native Americans and Pacific Islanders are most likely to be homeless in America when compared to all other racial/ethnic groups. 

Homelessness can be caused by mental illness, family violence, inability to find work, drug/alcohol addiction, physical health issues, or any number of reasons. In many areas homelessness exists because housing is unaffordable. 

For the PIT count, HUD is only looking for people who live on the streets. In our area in January, people simply cannot survive if they are living outside. In the Panhandle the PIT count is generally in single digits. Community service providers are critical of the inaccuracy of the PIT count for our area because it is done in January and not July. We certainly have homeless people! 

The Nebraska PIT count from January, 2019 (most recent available online) shows 2365 homeless people, 1894 homeless households. By far the largest groups were the severely mentally ill and chronic substance abusers, with over 500 of each. Victims of domestic violence, veterans, and unaccompanied youth numbers were also in triple digits. Most of the homeless­­ lived in Omaha or Lincoln. 

The annual HUD Point-In-Time survey involves more than simply counting people. It also involves asking those who are homeless a long list of questions so service providers know what types of help they need. Even though the homeless are undercounted in the Panhandle, we are fortunate to have agencies and organizations who can provide assistance.

SCOTTSBLUFF – Effective today, Regional West has expanded the visitation policy to allow one designated visitor per patient daily. Visitors are required to wear a mask while in all Regional West facilities.&nbsp;

The expanded visitation is due in part to the decline of active COVID-19 cases in the panhandle as monitored through Panhandle Public Health District (PPHD).&nbsp;

Visiting hours are daily from 10 a.m. to 8 p.m. Patients may have one designated visitor over the age of 19 every 24 hours. Visitation is not allowed for patients with confirmed positive COVID-19 or persons under investigation for COVID-19 with test results pending.

We encourage family members and friends to use alternative ways to interact with loved ones who are hospitalized, including phone calls, FaceTime, Skype, and other means.

All Regional West healthcare facilities will continue to screen all patients and visitors prior to entering. If you are experiencing respiratory symptoms, including fever, sore throat, and cough with shortness of breath, please call 308-630-2100, where screeners will assist you in making an appointment at Regional West’s Respiratory Clinic. Alliance - The Box Butte Development Corporation (BBDC) Board of Directors at their regularly scheduled meeting on January 13th decided to seek a new entity to put on the Bands on the Bricks Summer Concert Series. Due to no one organizing the event under contract, we are looking to offer a mini-grant to any entity who wants to organize a "Like" event. 

If you are a Civic Group, Church, Private Business, Non-Profit, we encourage you to apply. If there is no interest, then the events will cease to exist for summer 2021.

Interested parties must submit a grant application to BBDC by the end of the business day on Monday, March 1st, 2021, at 5 p.m. Specifications:

Events can run from May through September with a final report submitted to BBDC, along with receipts for reimbursement, no more than 30 days following your event. "Bands on the Bricks has been a great community event and a lot of fun for most, however, we feel it has never fit the mission of BBDC and therefore hope to pass it on after a 5 year run," said Chelsie Herian, BBDC Executive Director. "I would also like to give a sincere thank you to all of the past sponsors and volunteers."

BBDC seeking to transition 'Bands on the Bricks' summer concert event

NORTH PLATTE&nbsp; — One person was killed in a crash this morning on Interstate 80 near North Platte. The crash was one of dozens of weather-related incidents that occurred Tuesday following Monday’s winter storm.

At approximately 6:10 a.m. CT, NSP was notified that an eastbound semi had tipped onto its side and was partially blocking the westbound lanes of I-80 near mile marker 172. Moments later, a westbound semi struck the first semi. Both occupants of the eastbound semi were ejected during the crash. Both had been wearing seatbelts, but removed them after their semi had tipped over and came to a stop. The driver, Richard Zow, 42, of Aurora, Colorado, was pronounced deceased at the scene.

The passenger of the eastbound semi and the driver of the westbound semi were both transported to Great Plains Health in North Platte with non-life-threatening injuries. A passenger of the westbound semi was not injured. Weather is believed to be a factor in the crash.

In addition to this crash, troopers have responded to 21 crashes and performed more than 170 motorist assists today. Troopers responded to approximately 400 weather-related incidents on Monday.

The crash was one of dozens of weather-related incidents that occurred Tuesday following Monday’s winter storm.At approximately 6:10 a.m. CT, NSP was notified that an eastbound semi had tipped onto its side and was partially blocking the westbound lanes of I-80 near mile marker 172. Moments later, a westbound semi struck the first semi. Both occupants of the eastbound semi were ejected during the crash. Both had been wearing seatbelts, but removed them after their semi had tipped over and came to a stop. The driver, Richard Zow, 42, of Aurora, Colorado, was pronounced deceased at the scene.The passenger of the eastbound semi and the driver of the westbound semi were both transported to Great Plains Health in North Platte with non-life-threatening injuries. A passenger of the westbound semi was not injured. Weather is believed to be a factor in the crash.In addition to this crash, troopers have responded to 21 crashes and performed more than 170 motorist assists today. Troopers responded to approximately 400 weather-related incidents on Monday.

I-80 crash near North Platte claims one life

Two Chadron residents have been arrested for possession of methamphetamine.&nbsp;

On Thursday, Jan. 7 Chadron Police Department Officers and the WING Drug Taskforce executed a search warrant for a residence in the 100 block of Maple Street.

Methamphetamine was located during the search warrant.&nbsp;

"On Thursday Jan. 21 officers arrested 38 year-old Johncina Bear Robe and 39 year-old April Thunder Hawk, both of Chadron, for possession of a controlled substance methamphetamine...a Class IV Felony," said Tim Lordino, Chadron Police Chief.

Bear Robe and Thunder Hawk were transported to the Dawes County Jail for booking and lodging. 

The Chadron Police Department was assisted by the WING Drug Taskforce.

Offensive lineman Will Farniok is also leaving Lincoln.

Multiple reports out of Lincoln also state that wide receiver Kade Warner is transferring.
