LINCOLN, Neb. (AP) — Local health officials across Nebraska could gain more authority to impose restrictions related to the coronavirus under a bill in the legislature. 

The bill would allow local public health departments across the state to impose restrictions related to the virus or other infectious diseases, without seeking state approval.

 Under the current rules, Gov. Pete Ricketts’ administration prevented local health officials from requiring people to wear masks when COVID-19 started spreading widely across the state last year. 

Later, many cities across the state took action to require masks once it became clear they had the legal authority to do so.

Proposal would give Nebraska health officials more power

CHADRON – After being closed to the public since Nov. 18, 2020, Chadron State College will reopen select facilities to the community beginning Monday, Jan. 25. The buildings reopening to the public are the Nelson Physical Activity Center, the Mari Sandoz High Plains Heritage Center, Crites Hall, King Library, Memorial Hall, and the Chicoine Center.

Anyone attending an event or using a CSC facility must follow the college’s Face Covering Policy, wear a mask, and maintain social distance.

“The President’s Cabinet decided to lift the restriction on campus in the interest of the community members who use our facilities and enrich their lives with the cultural events and athletic contests CSC provides,” said President Randy Rhine. “Allowing the public to attend events in a safe and responsible manner is also important to our students because they get the opportunity to showcase their unique talents. This decision was made with the understanding that if the number of positive cases in the region increases, CSC reserves the right to restrict access to campus in the future.”

The Nelson Physical Activity Center weight room, cardio room, and arena will open to the public Monday, Jan. 25, at 6 a.m. Masks must be worn at all times and all individuals should plan to clean equipment after use. The facility’s usage rate will be monitored and it will not exceed 75 percent of its stated occupancy.

The NPAC’s hours are: Monday through Thursday from 6 a.m. to 9 p.m., Friday from 6 a.m. to 7 p.m., Saturday from 9 a.m. to 3 p.m., and Sunday from 1 to 7 p.m. The weight room and cardio room will be closed daily for 30-minute cleaning sessions at 9 a.m. and 2 p.m.

Masks and social distancing are required at all campus events. For athletic events, public attendance is subject to the Rocky Mountain Athletic Conference’s winter sport plans, which are available at&nbsp;<a href="http://www.chadroneagles.com/Winter2021" target="_blank">www.chadroneagles.com/Winter2021</a>. CSC facilities reopening to the public Monday

NORTH PLATTE&nbsp; — Troopers with the Nebraska State Patrol (NSP) have arrested a Colorado juvenile and recovered a stolen vehicle following a pursuit in western Nebraska Wednesday morning.

At approximately 8:50 a.m. CT Wednesday, a trooper located a Toyota Avalon, which had previously been reported stolen in Iowa, as it was traveling westbound on Interstate 80 near North Platte, at mile marker 170. The trooper attempted a traffic stop, but the vehicle fled westbound. The trooper initiated a pursuit.

As the vehicle reached mile marker 158, Lincoln County Sheriff’s Deputies were able to successfully deploy spike strips to slow the vehicle. The vehicle eventually came to a stop in the median of I-80 near mile marker 155. The driver was immediately taken into custody without further incident.

The driver, an 18-year-old male from Colorado Springs, Colorado, was taken into custody for possession of a stolen vehicle, flight to avoid arrest, and willful reckless driving. He was lodged in Lincoln County Jail.

The entire pursuit lasted approximately 15 minutes. The suspect vehicle reached speeds in excess of 110 miles per hour during the pursuit.

The Alliance Arts Council is sponsoring a production by Charles Ahovissi on Friday, Jan. 22&nbsp; at the Alliance High School Performing Arts Center. 

"Celebrate Africa" will start at 7 p.m.&nbsp;

Ahovissi is a professional dancer, drummer, performer, choreographer and costume designer. He's originally from Benin, West Africa.&nbsp;

Since 1986, Ahovissi has toured the world as a member of the Ballet National of Benin, performing and teaching traditional African dance and drumming. Now residing in Omaha, Ahovissi wants to share his knowledge and love of Africa through traditional dancing and drumming to foster better understanding of Africa’s diverse and beautiful cultures.

"Charles is the founder of African Culture Connection, which was one of 12 programs chosen from over 350 nominated to receive the 2012 National Arts and Humanities Youth Program Award," said Cindy Randall, Alliance Arts Council Director. "He received this award from First Lady Michelle Obama at the White House on Nov. 19, 2012."

Throughout this week Ahovissi has been conducting a residency in Alliance 4th grade classrooms. Students will have an opportunity to briefly join him on stage prior to the “Celebrate Africa” program Friday night.&nbsp;

SCOTTSBLUFF -&nbsp;The Western Nebraska Community College Foundation has distributed $49,672.02 from the Student Emergency Fund (SEF) to 92 students in need since the COVID-19 pandemic began in March 2020.

Nearly $30,000 was raised from generous donations from the community to help students with urgent needs stay on track with their education. An additional $27,000 was awarded to the WNCC Foundation from the CARES Act in November.&nbsp;The WNCC Foundation originally applied for the maximum $12,000, but was identified as high-need by the State of Nebraska and was granted a total of $27,000.&nbsp;

"Thanks to the&nbsp;generosity&nbsp;of our donors and the CARES grant, our students are receiving the help they needed during these difficult times," WNCC Foundation Executive Director Jennifer Reisig said.&nbsp;

The Foundation worked with various WNCC offices such as Student Life, Career Pathways &amp; Advising, and Financial Aid to encourage students to apply. More than 75% of applicants cited COVID-19 related reasons for applying.&nbsp;Seventy percent of the recipients are from the Panhandle. The vast majority of recipients, 85%, have been able to continue their education and have registered for Spring 2021 courses.&nbsp;

"Our students have been faced with more challenges than ever before during the COVID-19 pandemic," Reisig said. "Many have struggled to pay for rent, food, and childcare which often leaves little left for tuition, fees, and books. This assistance helps our students when they need it most."

The Foundation's SEF began in 2015 as a way to respond to students in urgent need of financial assistance. On average, the SEF awards funds to 17 students, totaling $7,612.78 in a fiscal year. In the 2018-2019 fiscal year, $12,535 was awarded to students in need. So far in 2021, the SEF has granted more than $4,000.

The Omaha, Nebraska-based railroad said Thursday that it earned $1.38 billion, or $2.05 per share, in the quarter, but the results were weighed down by a one-time charge of $278 million.

 The results beat Wall Street expectations.

 The railroad said it delivered 3% more shipments as the economy continued to recover from the worst of the pandemic.

 In last year’s second quarter, volume plummeted more than 20% as many businesses and factories shut down.

Nebraska bill would give $2K tax credit for stillborn child

NORTH PLATTE&nbsp; — Troopers with the Nebraska State Patrol (NSP) have arrested five people following a traffic stop on Highway 6 near McCook Tuesday evening.

At approximately 9:15 p.m. Tuesday, a trooper performed a traffic stop on a Dodge Journey that was driving without its lights on. The vehicle also had no license plates. During the traffic stop, the trooper detected that the driver was impaired.

The trooper arrested the driver, Andrew Blume, 42, of Indianola, for driving under the influence of drugs, possession of a controlled substance, possession of methamphetamine with intent to distribute, driving under&nbsp;suspension, as well as traffic violations. The trooper also located methamphetamine and drug paraphernalia in possession of the passengers. The four passengers were also arrested. The charges are as follows:

Jonathan Essex, 35, of McCook – possession of a controlled substance, possession of drug paraphernalia

Timothy Jauken, 19, of McCook – possession of a controlled substance

Sheridan Stark, 23, of McCook – possession of a controlled substance

Elora Towne, 21, of Henderson – possession of methamphetamine with intent to distribute, possession of drug paraphernalia.

All five were lodged in Red Willow County Jail. The investigation remains ongoing.

During the traffic stop, the trooper detected that the driver was impaired.The trooper arrested the driver, Andrew Blume, 42, of Indianola, for driving under the influence of drugs, possession of a controlled substance, possession of methamphetamine with intent to distribute, driving under&nbsp;suspension, as well as traffic violations. The trooper also located methamphetamine and drug paraphernalia in possession of the passengers. The four passengers were also arrested. The program is designed to build the relationships between families, schools, and the communities in which you reside.&nbsp; Built on evidence-based practices and rigorously tested, FAST:

During FAST, families have an opportunity to spend time together, eat a meal, play games, and get to know other families.&nbsp;There are no requirements, other than having a student within the school where the program is being run.

In short, FAST applies research and evidence-based family therapy practices to promote the full potential of every child.&nbsp;Studies have found&nbsp;after participating in a FAST Cycle, children’s school behavior improves, and emotional problems diminish at home and at school. Parent-child bonding is strengthened and family conflict declines. Academic performance has also improved along with peer relationships

We have two programs that are funded by grant/foundation financial resources.

Our goal is to grow FAST throughout the Panhandle and train teams in each school district so they can hold Middle School and Elementary cycles of their own each year.

LINCOLN, Neb. (AP) — Nebraska’s campaign to vaccinate people for the coronavirus is further along in some rural parts of the state. 

At least half a dozen health districts across the state have already started giving vaccines to seniors living outside long-term care facilities, the Lincoln Journal Star reported. 

Officials in Lincoln and Omaha are still working to vaccinate health care workers and residents of long-term care facilities. 

State health officials have said they expected the campaign to progress at different rates throughout parts of Nebraska. 

Overall, the state has administered 109,526 of the 192,078 doses of the vaccines it has received so far.

Nebraska vaccine campaign moving faster in some rural areas

Northwest Community Action Partnership (NCAP) has established a diaper bank for the residents of Chadron, Crawford, and Box Butte County.

One in three American families with babies or small children struggle to afford diapers. Young families often have to skimp on other necessities such as food or utilities. Families who struggle to afford diapers often are forced to change their child's diaper&nbsp;less frequently than needed due to a lack of adequate supplies, and this can lead to diaper rashes and communicable diseases.&nbsp;

Without an adequate supply of diapers a child cannot attend most daycare programs, which can lead to obstacles for working parents, or those who are continuing their education. A regular supply of clean diapers or pull&nbsp;ups is a basic human need for infants and toddlers but cannot be purchased with any form of government assistance; you cannot buy diapers with WIC or food stamps.

Brooke Smith, the Human Resources Director for NCAP, established a diaper bank program in Colorado in 2011, and within two years was distributing over 250,000 diapers per year. After moving to Chadron, she launched the Chadron Diaper Bank. In the last two years the diaper bank program has been extended to Crawford and all of Box Butte County, with plans for expanding to the other communities NCAP serves.

Anyone who qualifies financially for Head Start, Early Head Start, or WIC is automatically approved for the diaper bank if they are residents of Box Butte County. All that is needed for those clients is a simple referral form that staff from Head Start or WIC complete on behalf of the client.&nbsp;Families also qualify if they provide income documentation to NCAP showing household income at or less than 185% of the Federal Poverty Level.&nbsp;Phone the Alliance NCAP office at 308-762-4960 for more information.

Currently there are 79 children enrolled in the Alliance Diaper Bank, which serves all of Box Butte County. Head Start or Early Head Start staff deliver a package of 25 diapers once a month to clients. Clients who receive WIC benefits are able to pick up their&nbsp;diapers from NCAP’s Outreach office in Alliance.

NCAP does not stock other baby supplies, like formula, wipes, or diaper creams.&nbsp;When these additional resources are available, staff distributes the items to clients based on greatest need.

NCAP gets diapers from a variety of sources, including diaper drives and fundraisers in the communities they serve. Diapers are also purchased with grant funding from a variety of partners such as the United Way, FEMA, and Community Services Block Grants.&nbsp;

The NCAP Diaper Bank works closely with the Alliance Senior Center. Donations of diapers or pull ups can be dropped off at the Senior Center, 212 Yellowstone Avenue. Diapers are re-packaged by RSVP volunteers before being distributed.

NCAP also accepts monetary donations. Checks can be mailed to the NCAP central office at&nbsp;270 Pine Street Chadron NE 69337. Please indicate in the memo line that the check is for the Alliance Diaper Bank. NCAP and its clients are always grateful for the support of the community!&nbsp;

SCOTTSBLUFF ― West Nebraska Blood Center encourages those who are healthy to continue donating blood to help keep the region’s blood supply full.

West Nebraska Blood Center moved their operations to 313 West 38th Street in Scottsbluff, just west of Regional West’s main campus, on Tuesday, Jan. 5.&nbsp;

Blood drawn at the West Nebraska Blood Center stays in the region, with blood supplies going to Regional West Medical Center and other hospitals throughout the Nebraska panhandle. New and returning donors are encouraged to donate blood and check out the new facility. Donors will receive a cookie and juice once their donation is complete.

“In order to save lives, we must have blood on the shelf and ready for transfusion. Blood donation is a free gift that only takes a little bit of your time, but it is a critical resource for patients in need,” said Katie Gasseling, MLS (ASCP), clinical laboratory supervisor.

The blood center moved to its new location to increase accessibility for donors. Walk-ins to donate blood are accepted, but appointments are preferred. West Nebraska Blood Center is open Monday through Wednesday, as well as Fridays from 8:30 a.m. to 3 p.m., and on Thursdays from 10 a.m. to 4:30 p.m. For the current week’s blood drive schedule or to make an appointment, call 308-630-2477.

The measure by Sen. Eliot Bostar, of Lincoln, follows a handful of states that have made it a holiday to help ensure that working people get a chance to vote.

 The bill would also give residents the choice to decline to register when renewing their license.

On Thursday, January 14th&nbsp;I delivered my annual “State of the State” address to the Nebraska Legislature.&nbsp; Even after back-to-back years of major challenges—historic floods in 2019 and a pandemic in 2020—I am pleased to report that the state of the state is strong.&nbsp; The work of Nebraskans everywhere has helped to meet these challenges with grit, tenacity, and determination. &nbsp;

As Senators begin this session, there are plenty of opportunities to make our state even stronger.&nbsp; This will require working together the Nebraska Way.&nbsp;

This year, the Unicameral will work on the state budget for the next two years.&nbsp; The budget I’ve proposed controls spending by limiting the average growth rate to 1.5 percent. &nbsp;Within this framework, we can achieve several important priorities.

First, property tax relief.&nbsp; The budget I’ve presented to the Legislature delivers $1.36 billion in relief over the next two years.&nbsp; This includes $550 million in direct property tax relief through the State’s Property Tax Credit Relief Fund, and nearly $597 million from the new refundable property tax credit.&nbsp; I am also proposing $214 million to provide for property tax payments under the current homestead exemption program. &nbsp;

To deliver real property tax relief, we have to slow the growth of property tax bills.&nbsp; This will ensure that the relief the State provides goes into people’s pockets.&nbsp; Senator Lou Ann Linehan of Elkhorn and I are proposing to limit the growth of local government property taxes to 3 percent per year.&nbsp; Property taxes are growing at a rate that Nebraskans cannot manage within their family budgets.&nbsp; They’ve grown by 4.46 percent annually, on average, for the last 10 years for an overall increase of 54.65 percent.&nbsp;

If the Legislature fails to enact spending constraints, I believe Nebraskans will take matters into their own hands and strip local governments of their property tax authority.&nbsp; This happened before in the 1960s when voters stripped the State of its authority to tax property, and it can happen again.&nbsp; The spending limits we’re proposing are reasonable.&nbsp; By putting them in place, the Legislature can ensure that Nebraska’s communities preserve local control of the institutions they cherish.

As we take action to reduce the property tax burden, it’s important to give strong support to schools as well.&nbsp; Under my budget proposal, the State would give a record-high amount of aid ($1.1 billion per year) to schools over the next two years.&nbsp; As I have done every year as Governor, I again propose to fully fund the K-12 education formula.&nbsp; I’m also proposing opportunity scholarships, more career scholarships, and money for our textbook program.&nbsp; We must continue to invest in the next generation of Nebraskans so they can access educational opportunities that can help them achieve their dreams.

I’m also proposing three initiatives to advance toward our goal of becoming the best state in the nation for military families and veterans.&nbsp; First, Nebraska is still working to bring Space Command to the Heartland.&nbsp; Senator John Stinner of Gering and I are recommending for the State to invest $50 million into a public-private partnership to headquarter this important mission at Offutt Air Force Base.&nbsp; Second, Senator Tom Brewer of Gordon and I are proposing that Nebraska exempt 100 percent of military retirement income for military retirees.&nbsp; This would complete the work on veterans tax relief we began last year. &nbsp;Third, I’m working with Senators Rita Sanders and Carol Blood of Bellevue to remove regulatory barriers that impede military spouses from taking jobs in Nebraska as licensed professionals.&nbsp;

We must continue to invest in better broadband coverage so that more Nebraskans have access to fast, reliable internet service. &nbsp;Over 80,000 Nebraska households lack broadband speeds of at least 25/3.&nbsp; The pandemic revealed how impossible work from home or remote education can be for those on the wrong side of the digital divide.&nbsp; Over the last several months, we used federal coronavirus assistance to begin connecting 17,600 households with broadband.&nbsp; Senator Curt Friesen of Henderson, Speaker Mike Hilgers of Lincoln, and I are proposing that we invest $20 million in each of the next two years to help another 30,000 households get broadband connectivity.&nbsp; This will move Nebraska closer to bringing broadband coverage to every corner of the state.

Finally, my budget recommendation takes steps to protect public safety.&nbsp; Nebraska’s corrections system has been underbuilt for 40 years, and our infrastructure is aging.&nbsp; We’ve made progress by investing in sentencing reform, rehabilitation, and the physical plant of our system over the past six years.&nbsp; But more must be done to modernize our prisons and prepare for the future.&nbsp; By 2025, Nebraska’s corrections system is forecasted to house over 6,400 inmates.&nbsp; Our current operational capacity is about 5,300 inmates, and the Nebraska State Penitentiary is decaying.&nbsp; To protect public safety and replace the State Penitentiary, my budget plans for the construction of a new, modern correctional facility.&nbsp; It will require an initial investment of $115 million in the upcoming two-year budget.&nbsp; This amount represents half of the estimated $230 million of costs to have the facility completed and operational in 2025.&nbsp;

This happened before in the 1960s when voters stripped the State of its authority to tax property, and it can happen again.&nbsp; The spending limits we’re proposing are reasonable.&nbsp; By putting them in place, the Legislature can ensure that Nebraska’s communities preserve local control of the institutions they cherish.As we take action to reduce the property tax burden, it’s important to give strong support to schools as well.&nbsp; Under my budget proposal, the State would give a record-high amount of aid ($1.1 billion per year) to schools over the next two years.&nbsp; As I have done every year as Governor, I again propose to fully fund the K-12 education formula.&nbsp; I’m also proposing opportunity scholarships, more career scholarships, and money for our textbook program.&nbsp; We must continue to invest in the next generation of Nebraskans so they can access educational opportunities that can help them achieve their dreams.I’m also proposing three initiatives to advance toward our goal of becoming the best state in the nation for military families and veterans.&nbsp; First, Nebraska is still working to bring Space Command to the Heartland.&nbsp; Senator John Stinner of Gering and I are recommending for the State to invest $50 million into a public-private partnership to headquarter this important mission at Offutt Air Force Base.&nbsp; Second, Senator Tom Brewer of Gordon and I are proposing that Nebraska exempt 100 percent of military retirement income for military retirees.&nbsp; This would complete the work on veterans tax relief we began last year. &nbsp;Third, I’m working with Senators Rita Sanders and Carol Blood of Bellevue to remove regulatory barriers that impede military spouses from taking jobs in Nebraska as licensed professionals.&nbsp;We must continue to invest in better broadband coverage so that more Nebraskans have access to fast, reliable internet service. &nbsp;Over 80,000 Nebraska households lack broadband speeds of at least 25/3.&nbsp; The pandemic revealed how impossible work from home or remote education can be for those on the wrong side of the digital divide.&nbsp; Over the last several months, we used federal coronavirus assistance to begin connecting 17,600 households with broadband.&nbsp; Senator Curt Friesen of Henderson, Speaker Mike Hilgers of Lincoln, and I are proposing that we invest $20 million in each of the next two years to help another 30,000 households get broadband connectivity.&nbsp; This will move Nebraska closer to bringing broadband coverage to every corner of the state.Finally, my budget recommendation takes steps to protect public safety.&nbsp; Nebraska’s corrections system has been underbuilt for 40 years, and our infrastructure is aging.&nbsp; We’ve made progress by investing in sentencing reform, rehabilitation, and the physical plant of our system over the past six years.&nbsp; But more must be done to modernize our prisons and prepare for the future.&nbsp; By 2025, Nebraska’s corrections system is forecasted to house over 6,400 inmates.&nbsp; Our current operational capacity is about 5,300 inmates, and the Nebraska State Penitentiary is decaying.&nbsp; To protect public safety and replace the State Penitentiary, my budget plans for the construction of a new, modern correctional facility.&nbsp; It will require an initial investment of $115 million in the upcoming two-year budget.&nbsp; Nebraska workers worry about new delay in getting vaccine

The Chadron Public Library will kick-off the annual Winter Reading Program for adults on Jan. 25.

This year program is called "Snow Better Time to Read (Than Now)". The program is open to all library card holders ages 18 and up. 

The last day to sign up for this winter event is Feb. 15. The program concluding on March 25.&nbsp;

"At the time of enrollment, goody bags will be available in the library," said&nbsp;Rossella Tesch,&nbsp;Chadron Public Library Director. "Patrons can request bench service for their bag...provided they collect the bag at the scheduled time. Program participants will be able to keep track of their reading using booklets (found in the initial goody bag) or by enrolling online on Reader Zone."

Only materials checked out from Chadron Public Library, Overdrive or Hoopla will count toward the Adult Winter Reading Program.

"In past years, every week the library offered programs for the adult patrons," said Tesch. "From a Chocolate Tasting Party to Saint Patrick’s Day Irish Tea the library entertained and informed the adults of our community. Unfortunately, due to Covid-19, the weekly events have been substituted with activity packets. Patrons can request their packets free of charge and enjoy games, crafts and more at home. The packets will be distributed on a first come, first served basis, while supplies last. Every week a different type of packet will be released. Each weekly installment will be prepared by a different staff member, reflecting their hobbies and interests."

New to the program this year are book lists that can be found on the first page of the online library catalog. Each staff member has prepared at least one list of suggested readings. The lists are meant as helpful tools for those undecided on what to read.

Chadron adult reading program starting Jan. 25

The Whitney Ice Fishing Tournament has been moved to a different date.&nbsp;

The new date of the tournament is Jan. 23.&nbsp;

Annual Whitney Dock Club Fishing Tournament moved to different date

On December 22nd, 2020 Box Butte General Hospital (BBGH) received 600 doses of the Moderna COVID-19 vaccine. As of today, all 600 doses have been administered to BBGH healthcare workers, first responders, healthcare workers outside of BBGH, and the 75+ years of age population that opted to receive it. 

It has now been approved for BBGH to begin administering the vaccine to the 65+ years of age population. 

While there are currently no vaccines available in the community, there is a waitlist that may be joined. Call the BBGH hotline voicemail, 308.761.3097 or visit pphd.org to join the vaccine waitlist.

What is important to know about the Moderna vaccine is that you may still get the COVID-19 virus for about two weeks after receiving the vaccination. It is vital to continue to practice social distancing, hand washing, and wearing a mask in public to continue to ensure the wellness of the community.

 A second dose of the vaccine will need to be received 28 days after the first dose. Symptoms of COVID-19 may arise but will subside within 1-7 days. 

The Moderna vaccine does not alter DNA or DNA of a cell, and it is a synthetic vaccine meaning it doesn’t give you the virus. There were no shortcuts taken in the development of this vaccine, it was developed using the RNA (ribonucleic acid- a molecule that carries messages from DNA to proteins) technology that has been used for the past 10 years.

As more vaccines become available to administer, those on the waitlist will be called. The timeline (which remains fluid) for the general population to receive the vaccine is between May and July of 2021.
