This is a very quick update about the fire southwest of Alliance. This fire has been named the Schiff Fire. We were dispatched yesterday morning at 8:48 am for a grass fire near County Road 82 and Perkins Road. The fire crossed the Box Butte and Morrill County line at Road 140.

 There were a number of mutual aid resources requested that included an aerial applicator out of Grant Nebraska and a Heavy Air Tanker out of Grand Junction Colorado along with fire departments from the Central Panhandle, Pine Ridge, and Scotts Bluff County Mutual Aid Associations and others. We also had the State Wildland Incident Response Assistance Team. 

A disaster declaration was signed as well, which allowed us use of state resources. Last night we had a minimum of 8600 acres burned. We are currently mapping the burn area. 

We have been assisted by numerous farmers, ranchers, and those that could bring in water for all of us to use. I apologize now and hope you all understand if I missed anyone that has helped us. 

We were dispatched again at 9:36 am this morning and are currently on the fire with lot of that same assistance we had last night, which included the aerial spray plane that as since been released. 

We truly appreciate all the wonderful help and support that we have received, you are all truly appreciated. Again, I hope you understand a lot of the firefighters are going on little sleep and we have been busy trying to contain this fire.&nbsp; &nbsp;

Alliance Fire Department, panhandle firefighters continue to battle Schiff Fire

Alliance, NE:&nbsp;The City of Alliance is extremely pleased to announce that Police Chief David Leavitt was sworn-in as a fully certified police officer at last night’s council meeting after having completed the lengthy and intensive reciprocity process that resulted in receiving his certification from the Nebraska Law Enforcement Training Center.

The vetting process to ensure that Chief Leavitt met all Nebraska standards included a thorough evaluation of education, training, continuing education, and experience. Additionally, the Nebraska Law Enforcement Training Center completed an extensive background check that included checking for criminal history, driving history, residential history and social media reaching back in time to when the candidate was 18 years of age. Additional inquiries were made to former employers, peers, subordinates and members of the Nashville, TN community.

The final steps included a medical, psychological and physical fitness test to ensure that a candidate has the mental, emotional and physical capacity to complete all the tasks associated with law enforcement and a written test on Nebraska state law.

Chief Leavitt received not only the administrative certification to be a police chief, but also received certification as a full law enforcement officer from the State of Nebraska. Congratulations Chief Leavitt!

In July, 2011, Congress voted to establish the Consumer Financial Protection Bureau, the CFPB. What a difference that has made in curtailing misleading business practices, especially in the financial industry! One of their most recent efforts is a focus on eliminating or reducing junk fees.

According to the CFPB, junk fees cost Americans $29 billion every year. Many junk fees are hidden, and we don't realize they are being charged until after our payment is made.

Common junk fees include the overdraft fees charged by banks when customers don't have enough money in their account to cover a transaction. The last two Getting Ahead columns have been about these overdraft fees charged on checks, debit card transactions, and automatic payments.

Rohit Chopra, head of the CFPB, shared the following story. "Because overdraft lending is so profitable, we have seen how large banks have egregiously crossed the boundaries of the law. Seven years ago, the CFPB sued TCF Bank – now known as Huntington Bank – for tricking consumers into costly overdraft lending. Over the course of many years, TCF went all in to drive up its junk fee haul, including by cheating to get its customers to sign up for overdraft. Their efforts to churn hefty fees were so successful that the bank’s CEO named his boat Overdraft.”

Late fees. Credit card companies make about $14 billion a year in fees paid for late payments according to the CFPB.

Convenience fees. Some banks have a load of these "convenience" fees: using an ATM - especially out of network, online payments, money transfers, foreign transactions, foreign currency exchanges, line of credit accessibility, money orders, inactive accounts. Sometimes you even have to pay to talk to a real person.

If you have bought a home, you know there are thousands of dollars charged for various fees. Owning a home has historically been one of the best ways to build wealth. However, you end up paying a lot more than you thought you'd have to. Banks might charge for document preparation and a loan origination fee to process your application. You pay for title insurance. You have to pay points, or money up front, to get a lower interest rate. There is an appraisal fee. And a home inspection fee. If you haven't paid 20% down, you have to purchase private mortgage insurance, naming the financial institution as beneficiary. How about that credit report fee, or the document transfer fee you have to pay the Courthouse to process the property transfer. Then your house payment will include your interest on the loan and a payment to escrow for your property tax and required insurance along with the actual payment on the principal, the amount you borrowed.

Be aware that all banks and credit unions do not charge the same fees, and it is worth it to shop around when you are deciding who to trust with your financial transactions.

The CFPB is the primary enforcer of the Fair Debt Collection Practices Act (FDCPA), along with the Federal Trade Commission. They protect consumers from debt collectors that break the law, including mortgage servicers. The FDCPA prohibits debt collectors from charging fees that borrowers didn’t agree to upfront unless Congress or a state has passed a law affirmatively allowing them.

The Consumer Financial Protection Bureau regulates the financial industry. Their efforts have resulted in a lot of protections for Americans. But there is a lot more to do!

 (Scottsbluff, Neb.) — On Saturday, emergency responders and those supporting Traffic Incident Management (TIM) operations participated in a field exercise designed to give all disciplines a better understanding of TIM best practices.

The Nebraska Panhandle TIM group, supported by the Nebraska Department of Transportation (NDOT), Nebraska State Patrol (NSP) and regional emergency management agencies, held the exercise at the Western Nebraska-Scottsbluff Regional Airport in Scottsbluff. Law enforcement officers, fire and rescue personnel, emergency medical services, emergency management, emergency communications, transportation agencies and towing and recovery professionals were represented by 22 agencies. 

The multi-disciplinary training exercise exposed first responders to different aspects of a crash response and fostered an environment to discuss best practices, lessons learned and strategies for safe, quick clearance. 

Participants worked side-by-side to simulate responding to a vehicle crash, which allowed them to: 

• Establish a traffic incident management area. 

• Provide for personal and patient safety while working near traffic. 

• Develop and execute a multi-agency response.

• Demonstrate effective time- and scene-management skills. 

Following the exercise, the responders held an after-action review session to debrief the crash as a group and review best practices, lessons learned and opportunities for improvement.

On Tuesday, June 18 multiple panhandle fire departments are assisting with a large rural fire southwest of Alliance in a southwestern corner of Box Butte and Morrill Counties.&nbsp;

As of 2:45 p.m. Alliance, Hemingford, Bridgeport, Bayard, Gering, Minatare and Heart of the Hills volunteer fire departments are assisting with the rural fire.&nbsp;

"We have an aerial applicator assisting with water drops," Alliance Volunteer Fire Chief Troy Shoemaker said. "We also have the State's Wildland Incident Response Assistance Team enroute to assist."

Region 21 and 23 Emergency Management, and Nebraska Emergency Management Agency are also involved in helping with the fire.&nbsp;

Fort Rob to host Fourth of July celebration

Come to Fort Robinson State Park near Crawford for a celebration of Independence Day on July 2-4.

Enjoy the 51st Western and Wildlife Art Show on July 2-4 at the Fort Robinson Veterinary Hospital. This free event will be open 9 a.m.-7 p.m. Mountain time July 2-3 and 9 a.m.-5 p.m. July 4.

The Children’s Wall of Art Contest will take place from 10 a.m.-noon July 3. This popular art contest is for children ages 2 to 18 years old. There is a $5 registration fee. Awards will be presented at 1 p.m. after the judge selects three winners in each age group.

From 10:30 a.m.-7 p.m. July 4 at the Fort Robinson Restaurant, a buffet of fried chicken, green beans, au gratin potatoes, potato salad, dinner rolls, coffee, tea and lemonade will be served. The cost is $18.

From 11 a.m.-1 p.m. on the west lawn, barbecue burgers, potato salad, baked beans, tea, water and lemonade will be served. The cost is $12.

Buffalo Soldiers of the American West demonstration July 6-7

Step back in time and enjoy the historical cavalry demonstration Buffalo Soldiers of the American West on July 6-7 at Fort Robinson State Park near Crawford.

The program will include a flag presentation, mounted and dismounted cavalry drills, manual of arms, saber drills, and a history of the Buffalo Soldiers. They will have a tent camp set up where the public may interact with the reenactors, see historical artifacts and purchase souvenirs.

This one-hour demonstration is at 1 p.m. and 5 p.m. July 6 and 10 a.m. July 7 at the Mare Barn Equestrian Center. Admission to the activity is free.

Wildcat Hills bioblitz set for July 19-20

Join natural resource experts and volunteers in discovering the biodiversity of the Wildcat Hills at a bioblitz July 19-20 at the Wildcat Hills Nature Center.

This free event is designed for the whole family but not dogs, which are not allowed as they might disturb wildlife.

There will be a bighorn sheep hike at 7:30 p.m. Mountain time July 19. Registration is required. The following day’s schedule includes a bird outing at 9 a.m., wildflower walk at 10 and insect program at 11.

This street closure will be approximately until noon on Thursday, June 20.&nbsp;

What goes into making a quilt, why they are given and who is eligible for a quilt. Afterwards we will have an actual Quilt of Valor presentation ceremony.

Quilts of Valor – Every stitch says thank you

Kimball, Neb. - The Kimball Police Department and Pine Bluffs Police Department (WY) announced they have entered into a mutual aid agreement.&nbsp;

On Thursday, Kimball Police Chief Jose Ruiz met with Pine Bluffs Police Chief Austin Smith in Pines Bluff and entered the mutual aid agreement. A mutual aid agreement is where law enforcement from both the agencies can cross state lines and work together. This can include weather related, assisting with mass casualties, active shooters are just a few examples.&nbsp;

Kimball is only 23 minutes away from Pines Bluff, Wyoming.&nbsp;

 </figure>Panhandle Post&nbsp;Kimball, Neb. - The Kimball Police Department and Pine Bluffs Police Department (WY) announced they have entered into a mutual aid agreement.&nbsp;On Thursday, Kimball Police Chief Jose Ruiz met with Pine Bluffs Police Chief Austin Smith in Pines Bluff and entered the mutual aid agreement. A mutual aid agreement is where law enforcement from both the agencies can cross state lines and work together. This can include weather related, assisting with mass casualties, active shooters are just a few examples.&nbsp;Kimball is only 23 minutes away from Pines Bluff, Wyoming.&nbsp;

Contractors will be working from Avenue I east lowering manholes in the  project area approximately one week before the surface milling will begin. Manhole work will take place first as milling into one of the manholes can damage the milling machine. 

Contractors will mill the entire length and then the paving of the street will begin. Intersections may be closed when the paving process begins. The mill and paving will go from curb to curb. The Scottsbluff Police Department and City of Scottsbluff ask that you plan ahead if you are on these streets as there will be some reduced parking and closures as we move along the route.

Kimball, Neb. - Couple arrested following traffic stop in Kimball.

On 06/06/2024 at approximately 2111 hours, Officers of the Kimball Police Department conducted a traffic stop in the area of South Nadine Street and East 3rd Street. Officers observed a motor vehicle failing to maintain its lane and upon pulling the vehicle over, the vehicle collided with a parked motor vehicle. 

Upon further investigation, it was discovered that the driver of the motor vehicle was a 12-year-old juvenile. Also in the vehicle was another 12-year-old juvenile, and the parents of the driver. Evidence of intoxication was discovered in the driver's parents.

Derick Metcalf and Cora Robinson were arrested and charged with two counts of Child Abuse and one count of contributing to the delinquency of a child.

The “Heartland of America Tour” will start Aug. 29 in Cheyenne, Wyoming, and include nine additional states: Arkansas, Colorado, Illinois, Iowa, Kansas, Missouri, Nebraska, Oklahoma and Texas. The eight-week tour concludes in late October.

Big Boy will make several whistle-stops in communities along its route and hold display days for the public and Union Pacific employees to enjoy the locomotive:

	 Union Pacific's Big Boy No. 4014 to Steam Across 10 Midwestern and Southern States in Fall Tour

Alliance, Neb. - Eagle Media, Panhandle Post and KCOW Radio are excited to welcome Canon Rath as the new “Voice” of the Alliance Bulldogs. Rath currently serves as a News Director for Eagle Media and works throughout the Nebraska Markets for North Platte Post, Sandhills Post and Panhandle Post. He will maintain his current position with this new expanded role.

Last season, Rath called games for our sister market, Sandhills Post, calling local area games of the week on Flatrock 100.7. His duties included doing play-by-play for football and basketball.&nbsp;&nbsp;

“We are thrilled to have Canon expand his role at Eagle, becoming an integral part of our team in Alliance and Chadron,” said Olivia Hasenauer, Nebraska Regional Manager. “With his extensive experience in play-by-play coverage and his deep knowledge of the teams and players in Western Nebraska, Canon is the perfect fit. His grandpa, has&nbsp;ties in the Bayard area&nbsp;further enhance this seamless transition.”&nbsp;

Rath has over eight years of sports broadcasting experience and six years of radio broadcasting. Throughout his career, he has called games at the high school and collegiate level. Canon also had a once in a lifetime opportunity to call the 2020 Class D2 Football State Championship between Dundy County Stratton and Burwell for Nebraska Public Media (formerly known as NET).&nbsp;

During his 5-year tenure as a Loper, he was heavily involved with the student run radio station 91.1 KLPR, where he hosted a weekly sport show, hosted a weekly sports update and did play-by-play/color for Loper Athletics. 

He spent four years on the KLPR Sports Staff and was Sports Director for his last three years of college. He has been nominated many times at the national level for his work for Loper Athletic broadcast, his weekly sports update “Loper Update” and the longest student running show “Throwin Lopes” where he created it with fellow student Grant Tighe in 2020.&nbsp;

Rath got his start in broadcasting when he was a Junior at Kearney High School when he joined the Bearcat Sports Network, which is Kearney High School’s Striv program. Canon got his start in radio his freshman year in college when he joined Platte River Radio as a board op and producer. He would regularly produce the Doug and Daddy Show, studio engineering many sporting events, and more. Rath also hosted the "Rutts and Rivals Scoreboard Show" for two years. After a 2-year stint, Canon would join KRGI as a color analyst announcer for the St. Paul Wildcats football team.&nbsp;&nbsp;

Rath just recently celebrated one year with Eagle Media earlier this month. He has done work for Panhandle Post along with Sandhills Post and North Platte Post. During his free time, Rath enjoys playing golf with his grandpa, going on walks, playing pickleball and playing video games. Eagle Media, KCOW Radio welcomes Canon Rath as the next “Voice” of the Alliance Bulldogs

LINCOLN, NEB. – Securing the next Farm Bill is essential for creating a sustainable future for agriculture and is at the forefront of producers’ minds across the country. Movement on the Farm Bill was one of the key messages Nebraska Farm Bureau (NEFB) Young Farmers and Ranchers (YF&amp;R) Committee members shared with the Nebraska congressional delegation during their annual fly-in to Washington, D.C.

Enhancing federal crop insurance remains a top priority for NEFB members and ensuring that it is not tied to climate focused practices is crucial for the long-term success of operations and the integrity of the program. NEFB commends the House Agriculture Committee for passing a bipartisan bill out of committee, but YF&amp;R members called for both the full House and the Senate to take up the legislation.

“Having the Farm Bill pass out of the House Ag Committee is a huge step in the right direction,” said Daniel Hasart, YF&amp;R committee member and cattle rancher from Cherry County. “It is important that the Farm Bill includes a legislative fix to California’s Proposition 12 and Massachusetts's Question 3 to ensure that one state or locality cannot control how we produce livestock and meat products for the rest of the country and world.

As domestic workforce availability continues to be a challenge, the H-2A program became increasingly essential in agriculture. Just under 4,000 H-2A positions were used in Nebraska alone in FY2023, however, this growth does not convey how needlessly complex and expensive the program has become. Between six straight years of exponential wage growth, agency regulation overreach, and persistent congressional inaction, many agriculture operations- including many small and medium sized operations- are struggling to operate through the program.

“We need Congress to pass legislation that pauses the Adverse Effect Wage Rate for the H-2A program at 2023 levels,” said Grant Jones, a YF&amp;R committee member, row crop farmer, and cattle rancher from Chase County. “Supporting the Farm Operations Act and freezing the wage rate will allow farmers and ranchers to pay their employees without risking financial upset of their operation.”

The Tax Cuts and Jobs Act of 2017 (TCJA) allowed reduced tax rates for many farm and ranch businesses. The law, which includes many important tax provisions, is set to expire in 2025 which would drastically increase taxes if let lapse.

“Not extending the TCJA would be detrimental to my operation,” said Courtney Nelson, Madison County YF&amp;R Committee member and row crop farmer. “From unpredictable markets to weather disasters, agriculture operates in a world of uncertainty. We need a tax code that provides certainty and will allow me to continue to operate and grow my farm and ranch.”

The YF&amp;R committee connects young farmers and ranchers from across Nebraska to develop their leadership skills, engage with their peers, advocate for policy, and serve as the next generation of agricultural leaders.

“When young producers sit across the table from their senators and congressmen, they are reminding policymakers that agriculture is thriving, innovative, and sustainable for generations to come,” said Audrey Schipporeit, director of generational engagement at NEFB. “Amplifying young producer voices encourages more young people to advocate for the future of agriculture.”

In addition to meeting with all five of Nebraska’s congressional delegates, the group also met with officials from the House Agriculture Committee, the EPA, Chief Economist with USDA, and the Chief Economist for the Senate Ag Committee.

Brian Kokensparger was born and raised in Perry County, Ohio, which also was the childhood home of Edward and John A Creighton. He came to Creighton as a student in 1985, and began working full time there in 1988, taking on several staff roles in the Fine &amp; Performing Arts department (as department administrative assistant and promotion coordinator), the College of Arts &amp; Sciences Deans’ Office (as academic advisor, technology coordinator, and assessment coordinator), and the computer arrhythmia monitoring department (as systems programmer) on the hospital side.&nbsp;

Work Will Begin on N-2, from Box Butte/Sheridan County Line East

Omaha is a fair drive regardless of route. Keep Nebraska Beautiful hosted its annual conference there the first week of June. The way out seemed suited to rural relaxation via Highways 2 and 92. Two older gents played cribbage as I paid for gas station oil and coolant at a Sandhills junction. A Broken Bow barista claimed I sounded like Billy Bob Thorton. A section of what the traffic sign described as bumper-to-bumper in NDOT language prompted a departure from the interstate at Kearney on the way back via Ansley on Highway 2 again. There were plenty of hours to anticipate then contemplate three days that built on topics from previous conferences.

Looking around the modern conference hall of Scooter’s Coffee National Headquarters (never thought about where that was before) the opening morning, It appeared that just about everyone made the trip, including our neighbors from this side of the timeline: Chadron, Scottsbluff, Sidney, Kimball, Ogallala and North Platte. The initial agenda listed three tours. The final version, handed out before the first speaker, pared it down to two yet kept an outing to the annual fundraiser: An Evening with KNB @ James Arthur Vineyard. Organizers took attendees’ suggestions to heart combining a mix of speakers/presentations, affiliate working sessions and time outside for first-hand observation.

Thursday, after lunch at a sports bar and grill down the hill, everyone carpooled to Firstar Fiber a mile or two to the west. I expounded on the enormous MRF (materials recovery facility) a few years back after our own Keep Alliance Beautiful staff visit. Typically, everything our hauler, Spud Rowley at Keep Kimball Beautiful, brings to Western Resources Group in Ogallala ends up there. This time, I was anxious to see an expansion added since that visit – a production line that takes the orange Hefty energy bags (a program that collects pliable and otherwise non- recyclable plastics) to produce dimensional lumber and related products.

 Dale Gubbels, former CEO/president of Firstar, led my group as we split in two. Taking us through a door in the breakroom, Dale highlighted the orange bag operation first. Now retired, he talked about being able to see things come to fruition following more than 40 years in the recycling industry. “We had been seeing a lot of wrappers and things come in through the ‘wishful recycler’. We became the first MRF to become a permanent (Hefty energy bag) facility,” he said, listing a few other cities coming online soon.

Since my previous walk through Firstar, the KAB recycling center has witnessed a steady increase in orange bag plastics from 6,516 pounds in 2020 to 15,332 pounds last year. Dale showed us the finished products first: a set of extruded pallets formed from a 50/50 mix of orange bag plastic and post-industrial resin, assembled picnic tables and lumber stacked by size. He said they are looking to set up a research and development operation “to keep our material flowing for a lot of things.”

This operation was on the drawing board when I visited before. Samples of plastic decking KAB has to show the public came from Canada. Now, Dale explained, the Omaha plant sends 20-ton shipments of pellets at a time to Ontario while putting the bags’ contents directly into the extruder on site.

Though still occupying a much larger footprint than KAB’s recycling center, the orange bag facility was not quite as big as I had anticipated. We try to educate patrons about what goes into the bags yet Firstar picks out a range of unwanted material as loads arrive from around the state. Gesturing to the “bag breaker”, Dale said the number one culprits are bottles, magnets and metal. The extruder heats at 140-165 degrees fahrenheit. Fans cool the plastic after it enters a rotating wheel of forms to make different sized boards – around 100 a day.

It is gratifying to see what would have been, at worst, litter blowing in the wind or an eventual deposit of microplastics in the landfill become a needed material before your eyes. I would like to see the lumber and whatever else that production line will make sold in Alliance sometime in the near future. Dale said that he was planning to meet with Circular Colorado this month as the company strives to create in-state markets.

“Recycling is not looked on as a value,” he emphasized. The former CEO talked about Extended Producer Responsibility and how packaging can be designed to be recycled better from the start. Now the Nebraska Department of Environment and Energy is looking at regulation, he added. “This is such a hard industry to understand,” he said.

Recycling is often considered part of waste management. Dale explained, “There is no such thing as waste. There is a misinterpretation of resources.”

Within the City of Chadron, permissible fireworks can be discharged starting on June 24 th and ending on July 5 th .&nbsp;

 June 24 th through July 3 rd permissible fireworks can be discharged from 8:00 a.m. until 10:00 p.m.&nbsp;

While enjoying fireworks and the holiday, remember these safety tips:

 Only use fireworks as intended, and according to their instructions

 Never allow young children to play with or ignite fireworks, including sparklers

 Always have an adult supervise fireworks activities. Sparklers burn at temperatures of about 2,000 degrees - hot enough to melt some metals.

 Never place any part of your body directly over a fireworks device when lighting the fuse. Back up to a safe distance immediately after lighting fireworks.

 Never try to re-light or pick up fireworks that have not ignited fully.

 Never point or throw fireworks at another person.

 Keep a bucket of water or a garden hose handy in case of fire or other mishap.

 Light fireworks one at a time, then move back quickly.

 Never carry fireworks in a pocket or shoot them off in metal or glass containers.

 After fireworks complete their burning, douse the spent device with plenty of water from a bucket or hose before discarding it to prevent a trash fire.
