Keno Community Day in Alliance 

Today (as I write for mid-June) is Monday and an opportunity for plenty of dashboard time. After dropping my son off at Bible camp for the week I arrived at the recycling center. The cardboard trailer had been taken back to downtown Hemingford. The 10-container trailer sat in its place on the west side of the center to be processed and join its smaller partner later in the week at the lot behind the former police station.

Throughout the five years I have worked at Keep Alliance Beautiful every other Thursday has been when we pick up recycling in the Hemingford area. That schedule, for the most part, still suffices for the businesses on the list. However, increased usage of the trailers and a strategy to utilize Keep Alliance Beautiful staff and resources as efficiently as possible has often led to trailer trips on alternate days. We have also placed two totes at the lot just west of 618 Box Butte Ave. for the overflow.

Recycling volume has undeniably increased from Hemingford in 2024 though we have not deemed it necessary to quantify the scope of the trend. In addition to public participation, Legacy Cooperative and Mobius Communications have recently joined other businesses – Pat’s Creative, Tabletop Meats, Village Pizza and Dave’s Pharmacy – on the route. Legacy (formerly Farmers Co-op) saves materials at their elevator office. Mobius contacted us about removing three cardboard bales (all weighing more than half a ton) sitting on pallets across the alley from their parking lot, which I brought back to the center recently. A cardboard baler at that site, next to the grocery store, had been an asset to that business and local residents until it broke down leaving several bales. Since the machine will not be repaired and a building will expand on the lot, we worked with Mobius to supply a tote for cardboard/paperboard at Raben’s Market.

Watching an uptick in recycling from our northwest neighbors is exciting. There appears to be a tipping point where residents, businesses and even the Village Board could commit to expanding the three R’s (reduce-reuse-recycle) in a way that fits their community. I will be at the board’s Tuesday, June 18, meeting, starting at 6 p.m., to discuss the potential for recycing in Hemingford, offering KAB’s assistance while exploring the potential for in-kind and volunteer contributions. Anyone who wants to shape the future of recycling in their community should attend to share ideas or at least be more informed about what is available now and what they may see in the months ahead.

When I first went on the route with Bruce we had a tote at a set of apartments on the east side of town and in the alley on the east side of Box Butte Ave. near the American Legion. Spring and summer meant rolling a gob of dozens of empty herbicide jugs tied with twine into the pickup. Trailers were across the street from the school and Catholic Church along Highway 2.

Others have made the 19-mile drive to the recycling center including Hemingford’s public schools and library on numerous occasions in the past five years.

Greater investment in recycling fits the sense of hometown pride evident even to drivers passing through. Residents strive to maintain a beautiful and inviting community year round from the veterans’ memorial to the fair grounds to the parks and avenue of flags in between. Environmental sensitivity shows in the solar farm on the edge of town and even in events like this month’s community garage sale where sellers reduce and buyers reuse. I look forward to hearing how it can be greener on Hemingford’s side of the fence.

KAB: Bobcat Momentum

The Nebraska Game and Parks Commission will consider recommendations for a 2025 mountain lion hunting season at its June 21 meeting in Ogallala.

The meeting begins at 8 a.m. Mountain time at the Petrified Wood Gallery, 418 E. 1st&nbsp;St.

For the first time, a hunting season will be proposed for mountain lions in the Wildcat Hills. If approved, a Wildcat Hills Unit will be created, joining the existing Pine Ridge Unit and Niobrara Unit as areas that would allow mountain lion harvest.

The Wildcat Hills Unit would encompass parts of Scotts Bluff, Morrill, Cheyenne, Garden, Kimball, and Banner counties. The objective for the unit is to provide a harvest opportunity for hunters that will keep the lion population resilient while slightly reducing their numbers.

Game and Parks’ genetic surveys in 2023 estimate there are 70 mountain lions in the Pine Ridge, up from the last estimate of 33 in 2021. Surveys that will allow population estimates for the Niobrara and Wildcat Hills are presently being conducted. Twenty-seven mountain lions were documented in the Niobrara Valley during 2023, and 24 were documented in the Wildcat Hills.

Season 1 in all three units would take place Jan. 2, 2025, through the end of February. The season would end immediately in a unit if the annual harvest limit or female sub-limit were reached. The Pine Ridge limit would be 12 mountain lions with a sub-limit of six females, the Niobrara limit would be four mountain lions with a two female sub-limit, and the Wildcat Hills limit would be three mountain lions with a two female sub-limit.

Up to 960 permits could be issued by lottery in the Pine Ridge Unit, up to 320 permits in the Niobrara Unit, and up to 240 permits in the Wildcat Hills Unit. Permits are available to residents only. An auxiliary season that allows the use of dogs would be March 15 through the end of March if the annual harvest limit or female sub-limit were not reached during Season 1 in any unit. A number of permits equal to the number of lions remaining in the limit would be issued by lottery to unsuccessful permit holders from that unit who apply for the auxiliary season.

Class II and Class III e-bikes would be permitted as posted.</li>

 <li>The removal of the no-live-baitfish restriction will be recommended for Lake Wanahoo.</li><li>At Two Rivers State Recreation Area Lake No. 5, also known as the trout lake, a recommendation would shorten the time a trout tag is required to fish the lake by one month. It also would remove the tag display requirement and allow anglers to release any caught trout.</li>

 <li>approve the transfer of approximately 88 acres of land in Hall County adjacent to Mormon Island SRA from the Federal Highway Administration to Game and Parks; and</li><li>approve permitting of hunting in some state parks and state historical parks for 2024 seasons.</li>

This year, the Re-Ride will be traveling west-bound from St. Joseph, Missouri to Sacramento, California.&nbsp;&nbsp;

Park Ranger Matt Salomon will be set up near the visitor center on Thursday, June 20 starting at 4 p.m. to provide a short talk about the history of the Pony Express. He will give the talk either before or after the Pony Express arrives, depending on whether or not they are on schedule.&nbsp;&nbsp;

Forster was announced as the winner of this years Miss Rodeo Nebraska Pageant during the first night of the Hall of Fame Buffalo Bill Rodeo in North Platte, Nebraska part of Nebraskaland Days. Danielle graduated from UNL with a Bachelor of Science in animal science with an equine focus. She will earn her Master’s degree in animal science with specialization in extension and education from UNL in August. 

She is the UNL Horse Judging Coach and is the coordinator for the Elwood Rodeo Queen Pageant. Forster won't take over the crown from current Miss Rodeo Nebraska JoSee Saults until January 2025 after the Miss Rodeo America Pageant in Las Vegas.

Jaelyn is a graduate of Blue Hill High School and will be attending Doane University in the fall where she will be a member of the dance team. She will be pursuing a major in biology with an emphasis on a Pre-Physician Assistant path. She plans to practice as a Physician Assistant in rural Nebraska in the future. Miss Rodeo Nebraska 2025 will be crowned during the first night of the Buffalo Bill Rodeo Wednesday night.

We write so few checks today. Instead we tap our phones, or we use cash apps or debit cards. We set up automatic payments for regular bills directly from our banks. All this convenience makes it hard to keep track of how much money is actually in our checking accounts.

And when we don't keep track of how much is in our checking accounts, we often end up being overdrawn. Then we get hit with a slew of fees.

A vast majority of overdraft fees are charged on debit transactions. Most of those are charged to people who live paycheck to paycheck. Young people are especially prone to overspend on their debit cards.&nbsp;

When our son was in college about twenty years ago, he had an incident where he deposited his paycheck. Then he wrote his rent check. Then he went to a conference in California with a college group. The bank didn't process his deposit because the law gave them two days to post that amount to his account. In one day his rent check was paid, along with a debit card purchase at an airport restaurant, a baggage fee, another debit purchase at a shop, and an ATM withdrawal for $20. His ATM receipt still showed he had plenty of money in the account. Then the bank sorted the transactions so the rent came out first. That allowed them to charge him $150 in fees, $30 for each overdraft.

I heard plenty of similar stories from my students at Alliance High School. Every bank was playing this game.

In 2010, the Federal Reserve Board created opt-in rules for ATMs and point-of-sale transactions. This meant that when people used their debit cards, their payment or ATM withdrawal would be rejected if there wasn't enough money in their account to cover the transaction.

For debit card transactions at ATMs or at merchants, consumers must&nbsp;opt-in, or agree up front, that the bank can charge you an overdraft fee for any debit card transaction that overdraws the account. If you don’t opt-in, you can’t be charged a fee, but the bank refuses to pay. The merchant's cash register tells them the payment has been declined.

If you do&nbsp;opt-in&nbsp;for overdraft protection or coverage, then your bank may pay a debit card purchase or ATM transaction, even if the transaction overdraws your account. You will be charged any overdraft fees that are incurred as a result. The opt-in form should be provided by your bank with the other paperwork you are given when you open an account.

Banks immediately got on the phone to customers, asking them to opt in to overdraft protection. That way customers could avoid the embarrassment of having a payment rejected. I informed the caller that I was one of the people who had lobbied Congress for legislation saying that debit card transactions should not be honored if there wasn't enough money in the person's account. Banks were abusing young people who didn't have much experience managing money and people who live paycheck to paycheck. Click.

Remember that if you make a $20 ATM withdrawal, or use your card for a small payment, you might be charged a $35 overdraft fee, making that small amount of money really expensive.

Banks are not required to obtain your opt-in for Non-Sufficient Fund (NSF) fees on other types of transactions. Opt-in only applies to debit cards - purchases or ATM withdrawals. Payment apps work like debit cards, so they follow the same rules.

How can you avoid paying overdraft fees on debit transactions? First, go to your bank and opt out of overdraft protection on debit cards! This has been so profitable for banks that they will discourage you from making that change.

Use prepaid debit cards, where you pay money onto the card upfront, instead of ones linked directly to your account. You'll find out when the card is out of funds, and you will have to reload it.

Use your debit card wisely! Avoid paying those overdraft fees.

At approximately 12:34 p.m. on June 11 the Scottsbluff Police Department was dispatched to the intersection of East 27th St. and Highway 26 regarding a motor vehicle accident involving a 2009 Subaru Outback and a sport motorcycle.&nbsp;

"It was reported that the collision involved a single vehicle and a sport motorcycle with a rider. Dispatch also advised that the rider of the motorcycle was not breathing and did not have a pulse," Scottsbluff Police Captain Lance L. Kite said. " Lifesaving measures were attempted by the Scottsbluff Fire Department, Regional West Ambulance Services, and a registered nurse who stopped to assist. These efforts failed and the motorcycle rider was declared deceased at the scene."

The driver of the motor vehicle reported no injuries. 

The case was assigned to a Scottsbluff Police Department Certified Accident Reconstructionist. 

"This accident is actively being investigated at this time," Kite said. "The motorcycle rider in fatal crash is identified as Darrius Davis (32) of Gering."

 The Scottsbluff Police Department was assisted by the Scotts Bluff County Sheriff’s Office, Scottsbluff Fire Department, and Regional West Ambulance.

Hemingford graduate Drew Varner has been awarded the prestigious Hagan Scholarship, a national award that will fund his education up to $15,000 per year for four years.

The Hagan Scholarship is a nationwide, need-based merit scholarship designed to help recipients achieve their goals and graduate college debt-free, regardless of nationality. Applicants must graduate from a U.S. high school, including public, private, charter, magnet, and STEM schools, and have an adjusted gross household income not exceeding $100,000 for 2023 Federal Income Tax purposes. The scholarship also offers free workshops, Schwab brokerage accounts, and study abroad opportunities to provide recipients with practical life skills not typically covered in school curriculums.

Recipients who graduate while in the Hagan Scholarship Program can apply for a Hagan Graduate Scholarship, which provides funding for up to four additional semesters in college. Hagan Scholars have attended 518 colleges and universities across 48 states.

Big Blue Bay will close at 5:00 p.m. on Friday, June 14th, to allow the Alliance Swim Team time to set up for their annual home swim meet. 

 The pool will also be closed for the swim meet on Saturday, June 15 all day.  Big Blue Bay will reopen on Sunday June 16th at noon.
